HUTCHINSON, Kan. — On Aug. 6, 2024, the Hutchinson Fire Department (HFD) responded to 2404 E. 4th&nbsp;Ave. for the report of a commercial building fire. 

During the response, dispatch advised bystanders were reporting large amounts of smoke and fire. Crews were able to see a large glow and smoke plume while leaving the station. 

The first-arriving crew found heavy fire and initiated defensive fire operations. The assignment was immediately upgraded to request mutual aid from multiple agencies. Firefighters encountered numerous hazards while fighting the fire that included down charged power lines, numerous explosions and high heat. 

Due to the extensive heat, crews were presented with additional building fires to the surrounding structures that required attention to minimize surrounding structure damage.&nbsp;

HFD implemented rigorous on-scene rehabilitation procedures to ensure all members were staying hydrated, checked their vital signs and were able to continue fire suppression efforts. Due to the heat and environmental conditions, two firefighters were hospitalized. They have since been released and cleared for duty.&nbsp;

During the fire, HFD was flowing approximately 7,000 gallons of water per minute. The fire required the use of 10 engines and two ladder trucks to sustain suppression efforts. The fire took three hours to bring under control, concluded with three hours of investigation by HFD, HPD, the Reno County Sheriff, and the State Fire Marshal. The fire is still under investigation pending further interviews. It is currently undetermined when the cause of the fire will be released. HFD will send an update if a cause is determined.&nbsp;

TOPEKA — An evidentiary hearing planned for next week in the Kansas Gas Service rate case will now be a settlement hearing. The Kansas Corporation Commission approved the change at their business meeting this morning.

Last Friday, the parties in the case, which include KCC Staff, Kansas Gas Service, the Citizens Utility Ratepayer Board, and WoodRiver Energy, filed a unanimous settlement agreement with the Commission.

If the settlement is approved, residential customers with average usage (72.23 Mcfs) would see an increase in their monthly bill of approximately $3.83 per month or $42.02 per year. The company has withdrawn its proposal to implement two different rate structures based on high or low usage. That proposal would have resulted in a residential rate increase of approximately $6.71 per month for customers using 73 Mcf or less per month or $9.48 more per month for those residential customers using more.

KGS settlement reached

HUTCHINSON, Kan. — Because of an oversight when publishing the Revenue Neutral Rate notice, the Hutchinson City Council will actually have two meetings on the first Tuesday in September.

"We recently caught that the city, in its intentions to exceed the Revenue Neutral Rate, when the mailings were sent out, the time was Sept. 3 at 9 a.m., to have the meeting," said City Manager Enrico Villegas. "That's the date we were going to start our evening meetings. To make that right, we would have to have a special meeting for the morning, to have the hearing at that time."

Mayor Greg Fast wanted to make sure the public knew when both meetings are supposed to be.

"I suggest we have a special meeting in the morning and then we have our previously scheduled nighttime meeting," Fast said.&nbsp;

It was suggested by council member Stacy Goss that the hearing could be opened in the morning meeting and continued to the evening. Villegas had not decided on that, yet.

"I hadn't thought about that," Villegas said. "Let me think about that one, how we want to handle it."

The city's intent is to exceed the revenue neutral rate, but keep the mill levy flat, which will raise a typical homeowner's taxes to equal the increase in their home's valuation.

HUTCHINSON, Kan. — After a petition was signed by the right number of people, the Hutchinson City Council approved waterline improvements in the Spyglass Hills area at its meeting this week.

"It is Cherry Hills Drive through Winged Foot Drive and up through Foxfire Street in that Spyglass Hills area," said City Finance Director Angela Richard. "The cost estimate for these improvements is $480,000. The city special assessment policy says that we set aside $100,000 each year for waterline improvements for special assessments. We will contribute that to this project. We will also pay approximately $49,000 for valves and hydrants per our special assessments policy. The remainder of that cost will be allocated among the property owners. They have chosen a little bit different way to allocate this. Some of the property owners are taking two shares of it and others are taking one share. Because of this kind of allocation, 100% of the property owners have signed off on this, have authorized this method of sharing the cost."

After the project, the property owners will have a chance to reimburse their share of the improvements, or it can be assessed to their property over 20 years.

The city may use a temporary note to finance the project until completion. Then the city will bond the cost of the improvements and use the payments from the homeowners to pay the bond payments.

The council approved the project unanimously. It will likely take a couple of years to finish.

Today's "Throwback Thursday Collection" takes us to the southeast corner of 4th Avenue and North Main.

This week's article is a true testament to a young entrepreneur. A 15-year-old Walt Benson started his career working at the Ayr-Vu Drive-In Theatre in 1952. He quickly became manager in 1953.

In 1954, he started Walt's Cafe at 201 W. 1st and operated it until he remodeled it into Walt's Pancake Palace in 1961.

The next venture he started was Walt's Donuts. The first photo is of that donut shop at its opening in 1963 at 328 N. Main.

That property was formerly a retail store for Young &amp; Sons Seed Co.

Walt later became the manager of Panjo's Pizza at 1107 E. 30th.

In 1968, he became manager of the Prairie Dunes Country Club.

Meanwhile, back at 328 N. Main: In 1970, it became the Avco Financial Services until 1987.

In 1990, it was the Oasis Records-Tapes &amp; Car Sounds.

In 1991, it was the Montford Retail Liquor Store.

In August of 1992, Dan Power moved there with his Edward Jones Investment office from 335 N. Washington. The second photo shows Dan's office there.

In 2016, Dan retired and his son, Dane, took over at 328 N. Main.

In 2021, Dane moved to 2700 N. Severance. The third photo shows the 328 N. Main building today, operating as the High Point Pharms retail store with the property being owned by Hiatt Enterprises L.L.C. of Nickerson.

Winemakers Dinner for TECH next month

HUTCHINSON, Kan. — The City of Hutchinson is going to try to develop some housing after a presentation by Housing Coordinator Carissa Paxton at the Tuesday City Council meeting. She had some preliminary data from the housing assessment that showed how large the need is in Hutchinson.

"Between 2010 and 2021, we demolished more homes than we built," Paxton said. "We are netting negative 11 units annually just based on what we're demolishing, and since our demolitions have stalled over the last couple of years, we're at approximately 13 units per year is what we've been building since 2021."

Paxton argues that there are economic development projects that say no to Hutchinson because the potential employees don't have places to live.

"In one of my first meetings with Enrico, he told me that, 'The message needs to be clear. Hutchinson is open for business'. I can't think of a better way to say that we're ready to go than to acquire some land and make it easy to say yes for developers. We want to lean in with our trusted partners on this project, one of which is New Beginnings. They're excited to step onto this field and play ball with us. So with the purchase of this land and some help funding our designs and surveys, doing the initial legwork, the things that take up the most time and the most red tape and the most money, we're gonna utilize our pre-approved plans that we've had since 2009 and open an RFP for developers of all sizes. We want to say we've got the land, we've got the plans, we have the development incentives. If you did not know, Hutchinson has an infill development program. You get $1,500 in building permits reimbursed to you or waived for you, and then all of your water and sewer tap fees are reimbursed. We want to say we've got the land, we've got the plans, we have the development incentives. If you did not know, Hutchinson has an infill development program. You get $1,500 in building permits reimbursed to you or waived for you, and then all of your water and sewer tap fees are reimbursed. Child Care Task Force releases year one report

MANHATTAN, Kan. — The Kansas Soybean Association is calling all soybean farmers in Kansas to enter their competitive soybean crop into the Kansas Soybean Yield Contest. The statewide Kansas Soybean Value Contest that analyzes protein, oil and other soybean qualities is also open for entries. Strong participation across the state provides a snapshot of growing conditions in each region and allows friendly competition among peers.

KSA unveils important date changes for the 2024 contests, including an expedited postmark-by date of November 15 and revisions to the announcement timeline. Results are expected to be released mid-December followed by official winner recognition at the inaugural Kansas Soybean Celebration January 31 in Salina.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

Yield contest districts are determined by region, tillage method and irrigation status, with a total of 18 districts in consideration. No-till on the Plains supplies additional awards in the no-till categories. Farmers may enter multiple categories, but only one entry per field.

Eligible fields must consist of at least five contiguous acres as verified by the Farm Service Agency, GPS printout or manual measurement. A non-relative witness, either Kansas State Research and Extension personnel or a specified designee, must be present at harvest and should ensure that the combine grain hopper is empty prior to harvest. Official elevator-scale tickets with moisture percentage and foreign matter included must accompany entries to be considered.

The Kansas Soybean Commission sponsors a monetary prize for the top three finishers in each district, as well as an additional $1,000 for the overall dryland and irrigated winners and any who top the 114.3 bushel-per-acre record. The amounts per district are that first place receives $300, second receives $200, and third receives $100.

Individuals looking to submit a value contest entry should send a 20-ounce sample, which is evaluated by Ag Processing, Inc. to determine the value. Monetary awards are also given to the three highest-value entries.

Farmers may enter both the yield and value contests and must do so to be eligible to win a trip to Commodity Classic in Denver. The top yield entry and top value entry, as well as one randomly drawn entry, earn a trip to the 2025 Classic March 2-4. All participants receive a T-shirt.

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman gave Hutch Post an update on the construction the district has gotten done over the summer. 

"We are so excited," Couchman said. "We've been working on remodeling really three different facilities. Two daycare opportunities are going to be completed by August 31st, we're so pumped about that. In fact, one of them is gonna, I'm doing the punch list walkthrough today on two of them, and that is our daycare at Buhler Grade School. Simpson Construction has hit every deadline, kudos to them for making that happen. So Buhler Grade School, I'm gonna do the punch list walkthrough today, and if you don't know what that is, that's where you would do the final walkthrough and say, that paint needs to be fixed, we don't like this, can you fix that? And then Ad Astra, our Ad Astra Academies, that serves our virtual and alternative students, we remodeled a building, and it is also ready to open, I'm walking through that this morning also. The Crusader Corner, which is our bigger daycare that's on the corner of 56th and Plum Street, it is going to be wrapped up by August 31st. It's a little bit behind, we ran into some construction issues there with well and ramps and different things, and yet they're still hitting our deadline of the end of August."

It will still take a little bit for those daycares to open.

"We don't look to open those two daycares though, until probably mid-September due to licensing, training of staff, and finishing up our hiring," Couchman said. "But those three buildings, we can't wait to show them to the public. We will have a community open house on all three of them, when we can do sort of all three at the same evening. So we'll look for that to be maybe mid to late September, and we will push some advertisement out on that, so we can get our community in to look at our three beautiful new remodels."

They are still hiring for daycare workers, as well.

"We've got, I think, three or four already at Buhler Grade, and I think we're up to seven at Crusader Corner. We have two different daycares that we're hiring for, Buhler Beginnings, and that's at Buhler, and Crusader Corner, that's here in Hutch, and we are still hiring. I know that she's interviewing. We will keep pushing that advertisement out for hires. So if you're interested, we have all kinds of hours, opportunities, from midday to early day to eight hours to part-time. We have all kinds of opportunities at those two facilities. It comes with benefits and KPERS, and there's some great opportunities for people out there that are looking just to care for kids. I can't think of anything better than rocking babies all day."

USD 313 meeting construction timelines

HUTCHINSON, Kan. — The Hutchinson City Council gave direction to staff at its meeting on Tuesday to make the Avenue C bridge part of phase two of the overall project.

"Originally, it was scheduled to be independent," said Justin Karam, Construction Manager. "Now, we've brought it back up. Originally, how it came to the budgeting meeting when it was being discussed. When you're on site, looking at phase one, looking at phase two design, the median on Avenue C bridge is not appealing. The thought was, could we do something to vanity that median, so when we have these projects complete, it's not an eyesore for everybody that travels that pathway. That median repair has to be full depth. It's to the condition where we can't just put a bandaid on it to get us to a future project."

The reason the city can afford to do this now is because they have saved money on previous phases.

"I looked back at the 2024 budget," said Finance Director Angela Richard. "We had budgeted $5.5 million for phase two. Part of that was using approximately $600,000 of ARPA money. What was left over from phase one of Woodie Seat potentially looks to be about $800,000. The fact that we have more ARPA left over and the fact that they are estimating that phase two would actually be about $4.3 million, I think we would have about an extra million where we could use that toward the Avenue C bridge."

The Avenue C bridge is being retained over the K&amp;O railroad tracks, the Avenue B and Avenue A bridges will be removed, with a roundabout at Avenue A as an entrance to Hutchinson.

During the third quarter of the fiscal year, Siemens Energy continued to benefit from the energy transition, with record order intake at Gas Services and record order backlog in both Gas Services and Grid Technologies.

Gas Services’ orders more than doubled year-over-year, orders of Siemens Energy overall decreased from a high level of comparison, mainly at Siemens Gamesa, and due to timing shifts at Grid Technologies. The decline was 29.6% on a comparable basis (excluding currency translation and portfolio effects) and orders came in with €10.4bn. The book-to-bill ratio (ratio of orders to revenue) remained above 1, driving the order backlog to another record high of €120bn.

Revenue grew by 18.5% on a comparable basis to €8.8bn with substantial growth at Grid Technologies, Transformation of Industry and Siemens Gamesa.

Siemens Energy’s Profit before Special items again was positive with €49m (Q3 FY 2023: negative €2,048m). Prior-year’s quarter was heavily burdened by quality issues in Siemens Gamesa’s onshore business as well as increased product costs and ramp-up challenges in the offshore business. Special items were positive €69m (Q3 FY 2023: negative €41m) primarily related to the ongoing progress on disposals and the accelerated portfolio transformation. Profit for Siemens Energy came in at positive €119m (Q3 FY 2023: negative €2,089m).

Siemens Energy reported a Net loss of €102m (Q3 FY 2023: €2,931m). Corresponding basic earnings per share (EPS) were negative €0.16 (Q3 FY 2023: negative €3.42).

Free cash flow pre tax was €727m (Q3 FY 2023: €27m) with positive contributions by all segments except Siemens Gamesa which continued to be negative, as expected.

Due to the good development in the first nine months, we now expect a positive Free cash flow pre tax in a range of €1.0bn to €1.5bn for the fiscal year (previously up to €1.0bn).

Injury Law presents its 5th Annual Reno County Veterans’ Memorial
Poker Run.

Bretz Injury Law
is excited to present its 5th Annual Reno County Veterans’ Memorial
Poker Run on Saturday, September 7th. Registration will begin at 9:30
a.m. with engines starting at 10:30 a.m.. The Poker Run will begin at
Salty Cycles, 129 E Sherman, Hutchinson, KS. 


Poker run stops
include Nickerson Community Center, Shane Love Insurance Agency in
Arlington, Shep Chevrolet in Haven, the Reno County Veterans’
Memorial in South Hutchinson, and Bretz Injury Law in Hutchinson. The
entry fee is $25 a hand or $50 for 3 hands with donations also being
accepted. All street-legal vehicles are welcome to participate.

The winning hand
will receive 25%, the second best hand will receive 15%, and the
worst hand will receive 10%. The remaining 50% will be donated to the
Reno County Veterans’ Memorial. Door prizes and lunch will be
provided following the run. Raffles will be held at the last stop,
Bretz Injury Law, with all proceeds benefitting the Veterans’
Memorial.

HUTCHINSON, Kan. — The Hutchinson Fire Department dealt with a significant fire incident at 2404 E 4th Avenue on Tuesday morning, Aug. 6, 2024. In response to the situation, all available fire apparatus in Hutchinson were mobilized to effectively manage and contain the fire.

In addition to the Hutchinson Fire Department, mutual aid has been provided by Pretty Prairie, District 3, Buhler, District 8, and South Hutchinson.&nbsp;Newton and McPherson helped run additional calls while the incident continued.

The fire has been extinguished and will be monitored for 24 hours for hot spots. All mutual aid has been released.&nbsp;Two firefighters were treated for dehydration and released.

Heavy equipment from the Department of Public Works assisted alongside an F500 foam trailer provided by Colwich, to aid in the firefighting efforts.

Due to the intensity of the fire and high temperatures, fire crews rotated every 20 minutes to ensure proper rehabilitation and hydration.

Fourth was closed from Halstead to Chemical until 8 p.m. Tuesday. The cause of the fire has not yet been released.

Fire on 4th is out; street back open

HUTCHINSON, Kan. —&nbsp;The Hutchinson City Council approved agreements at its meeting on Tuesday to allow for work to begin in the Plum Creek Development near Plum Creek Elementary. The intent is to get 29 places to live built by next year, but Jim Strawn was realistic when he spoke to the council.

"When we started this project, it's been probably a couple of years ago, we spent an unbelievable amount of time in the engineering, going through that and the processes," Strawn said. "This has been one difficult project to keep moving forward, just because, everyone is short staffed. The city's short staffed on their end. Our engineers are busy. They are probably short staffed. It has taken us a lot longer to get to the point that we are right now. We're here. There are no guarantees that we're going to get all those houses built in that time frame."

The hope is to get middle income professionals to buy these homes.

"We're just hoping that things will get squared away and people will come and buy," Strawn said. "This is our best chance, to have an RHID, where we have absolutely minimal, minimal special assessments at all."

Strawn said he needs the inventory, so he's committed to building as quickly as is practical.

"Our inventory is getting down, especially in the entry level," Strawn said. "With the grant and things that we have and the RHID, I hope that this will bring people into Hutchinson, and people from within Hutchinson will see the benefits and come and buy houses."
