ARLINGTON, Kan. — The Board of County Commissioners will consider an agreement with Hutchinson Regional Medical Center for an EMS station in Arlington as part of their meeting on Wednesday. 

According to agenda documents, Reno County has identified a need for an Emergency Medical Services (EMS) station in Arlington, KS.

HRMC has agreed to undertake the responsibility of leading the project for the construction of the EMS station. The construction of the EMS station includes the acquisition of land and the development of necessary infrastructure.

In 2022, the Reno County Commission allocated $260,000 from their ARPA funds to go toward the new EMS station in Arlington.&nbsp;

Approval of the agreeement on Wednesday would release those funds so the work can go on.

RENO COUNTY, Kan. — The purpose of this Health Alert is to inform the community about a recent unusual spike in overdoses. There were five overdoses within a 24-hour period, one of which was fatal. The overdoses are suspected to involve primarily methamphetamine, as well as opioids and fentanyl.

The Reno County Health Department has been tracking overdoses and trends since Oct. 1 of 2020. Methamphetamine is an illegal stimulant that can cause a host of adverse health outcomes. While naloxone (Narcan) is not effective for stimulants, we still strongly encourage everyone to carry naloxone and be trained in how to use it due to the unsafe and toxic drug supply that includes the presence of fentanyl and the suspicion of xylazine. Please contact the Reno County Health Department for education on these varying and emerging community health issues at 620-694-2900.

Recovery is possible. There are many pathways to recovery. If you are reading this and you or your loved one is experiencing chaotic substance use, please use the resources below. Recovery doesn’t have to look a certain way, and our community wants to offer its hand to help.

Spike in overdoses in Reno County, one fatal

Christian Education conference September 14

LINDSBORG, Kan. — Bethany College announces an upcoming art exhibit featuring the works of Irene Nielsen, running from August 26 to September 27, 2024, at the Mingenback Art Center on the Bethany College campus. 

The exhibit is free and open to the public, with gallery hours from 9 a.m. to 5 p.m., Monday through Friday. The artist invites the public to the Gallery for a reception on September 27 at 4:15 p.m.

The featured artist, Irene Nielsen, will present approximately forty canvases in oil, acrylic, and jewelry mixed media. Selected pieces will be available for purchase. Eclectic design and storytelling characterize Nielsen's work, with many pieces reflecting her background in the Pacific Northwest, Lindsborg, and rural Kansas. The show is a tribute to her late brother, A. John Pearson, of Lindsborg, KS.

Nielsen has dedicated her life to painting and hosted the Porcelain Art School in Lindsborg, attracting artists and students nationwide. Now semi-retired, she focuses on painting while teaching online psychology graduate students at Southern New Hampshire University. Nielsen finds inspiration in the intersection of her diverse activities.

"The activity of painting immerses the soul with emotion and reflection. Psychology plays a huge role in storytelling on canvas," said Nielsen. "My happiness comes from the timeless flow of color, form, structure, and ideas. I invite everyone to join the art show and the reception on September 27 to share in the joy and creativity of this event."

"Her unique ability to blend psychology and storytelling through her art is truly inspiring. Fall doesn’t officially start until September, but August is the unofficial end of summer as a new school year begins. Even those of us who don’t have children in school feel the transition as churches, organizations and activities pick back up after a summer break.

Farmers are beginning to transition to fall as well. Our focus begins to move from irrigating crops and checking fields to preparing equipment for harvest and waiting impatiently for crops to dry down for harvest. 

This little gap is the perfect time for seed meetings, harvest parties and county Farm Bureau’s annual meetings. People in agriculture love to come together for a meal, a good speaker and to catch up with the neighbors.

Over the last few years, I have attended many county Farm Bureau annual meetings in the 11 counties of District 7 as our VOTEFBF (Kansas Farm Bureau’s political action committee) representative. It has been an honor and an interesting experience to attend these meetings.

No two meetings are the same, each has its own personality and culture that shows through in the event’s design. Some serve full meals, while others have appetizers, desserts or charcuterie boards. I’ve attended breakfasts, dinners and events at all times in between. The meeting programs range from educational to motivational, some feature remarks from elected representatives and others are just the essential business and recognitions for accomplishments in the previous years.

The recognitions are one of my favorite parts. There are a variety of awards given by most counties with eligible candidates including the Century Farm awards for farms that have been in continuous ownership of the same family for 100 years, Farm Family of the Year recognizing the service of a family to the organization, Friend of Agriculture or Distinguished Service awards for contributors to the agriculture community and the Natural Resources award celebrating conservation practices on the farm. 

It is cool to hear about how a family farm has grown and changed of over a century, what farmers are doing to improve the health and sustainability of their most important resources and how individuals are making an impact on agriculture and their communities through service. Farmers don’t seek or get a lot of recognition and these awards are a small way to recognize years of small and large contributions both lead to significant results over time.

The other thing that really makes attending the meetings a joy for me is the people. It is fun to meet new people and learn about their farms or to see members I have known for years and catch up on life and how crops are looking in their part of the world. There is something incredibly affirming about being in a room full of people who share your values, goals and challenges.

Since the pandemic many organizations have struggled to get event attendance back to former levels. Even though events may not be as full as they once were, I am thankful that organizations keep innovating and trying. Farming can be a lonely and somewhat thankless profession. It is important that we have meetings, harvest parties or grower education that bring people together to share a meal, new ideas and good conversation.

Whether you are a farmer or not, there are organizations and businesses in your community hosting meetings or celebrations. Make time to attend an event because we need to celebrate each other’s success and look forward to better ways. We need to appreciate our community and the people in it.

HUTCHINSON, Kan. —&nbsp;Hutchinson Public Schools held their annual Convocation to welcome back all Salthawk staff for the 2024-2025 school year last week. Convocation is an annual event that celebrates the new school year with messages from district leaders, staff awards, and a keynote speech. The theme "We are Salthawks" was interwoven into the event, inspiring attendees to reinforce their connections with students, parents, guardians, and colleagues.

Salthawk staff relished the cool temperatures and a light breakfast offered by Heartland Credit Union, continuing a tradition that has lasted for over 30 years. The event kicked off with a warm welcome at the door from district leaders and Heartland Credit Union representatives, who also provided each staff member with a complimentary tote bag.

During the event, staff heard welcome messages from Superintendent Dr. Johnson, USD 308 Board of Education President, Laura Corey, HNEA President Lynnette Krieger-Zook and community partners. This year featured keynote speaker, Kristen Brown.

Davis Teacher of the Year Awards Announced

Each year, the James &amp; Juliet L. Foundation trustees select a group of outstanding teachers currently serving in USD 308 Hutchinson Public Schools to receive a cash award. Nominations are submitted in the spring and selected by committee. Since 1982, when the trustees established the Davis Teacher of the Year Award, $500,000 has been distributed to educators. Many of the trustees attended the event with Allen Fee and Sarah Liebl presenting the awards.

Classified Council President Kris Mayberry presented the Classified Employee of the Year Award. Nominations for this award were made during the spring of 2024 by staff, community members, parents and students. Classified employees make up approximately half of the staff population in USD 308. The term covers a variety of positions including paraeducators, secretaries, nurses, nutrition services, custodians, maintenance and more.

The nominations were reduced to a shortlist of ten, who were subsequently interviewed by the Classified Council, which narrowed the field down to three nominees before choosing a winner. The 2023-2024 Classified Employee Award was given to Alicia Trussell, Speech Language Paraeducator from Faris Elementary School.

            Deputy Superintendent Krystal Young presented the Certified Employee of the year. Nominations for this award were made during the spring of 2024 by staff, community members, parents and students. Certified employees make up approximately half of the staff population in USD 308. Certified staff are teachers, social workers, special education teachers and more. The Certified Employee of the Year was awarded to Glenna Burden, Government Teacher from Hutchinson High School.

            Young also presented awards to the Horizon Nominee Ethan Wedel, Music Teacher, from Lincoln-McCandless, and Horizon Recipient, Ashley Sharbutt, Physical Education Teacher from Hutchinson Middle School 7. The Kansas State Department of Education Horizon Award is intended to recognize exemplary first-year teachers in the elementary and secondary classrooms who perform in a way that distinguishes them as outstanding.

            Kansas Teacher of the Year awards were also presented. Leslie Specht, Third Grade Teacher at Lincoln-McCandless Elementary was recognized as a Kansas Elementary Teacher of the Year Nominee. Whitney Aves, was recognized as the Kansas Secondary Teacher of the Year Semifinalist. Specht and Aves represented Hutchinson Public Schools at the Region 1 dinner last spring. Aves was nominated as a Region 1 Finalist and will go on to compete in the next Kansas Teacher of the Year round, held in September.

            Last year, convocation planners revived an old tradition- recognizing Salthawk staff for their milestone anniversaries. More than half of the USD 308 staff has worked in the district for five years or longer. Staff were asked to stand and be recognized for their work anniversaries in five-year increments. As the Salthawk Service Awards closed, one staff member remained standing. Patricia Lillard, First Grade Teacher at Lincoln-McCandless Elementary, received a standing ovation as she was recognized for 45 years of service to Hutchinson Public Schools. She accepted a certificate and an engraved award from Dr. Johnson on stage. Not only have many Salthawk staff members worked alongside Mrs. Lillard, she has had many Salthawk staff as students in her own classroom. Her legacy extends far beyond her classroom and has touched many lives in the USD 308 and Hutchinson communities.

These Salthawk staff members will be recognized again at the September 13th home football game against Valley Center during the pre-game announcements.

Wrapping up the event was a keynote speech delivered by Kristen Brown, sponsored by the Davis Foundation. Kristen is known as The Energy Phoenix, and is a Certified Speaking Professional who reshapes leadership energy in today's workplace. Leveraging her journey as a young widow and 15 years of corporate leadership, Kristen has transformed workplace dynamics at major companies across various industries. She holds a Master's in Integral Theory and several wellness certifications, offering a comprehensive approach to impact, resilience, and results.

Kristen, decked out in Salthawk colors, brought with her an engaging and fun keynote speech. She guided the group through activities designed to explore their "7 energies of leadership" and shared both touching and humorous stories. One such activity, Energy Bingo, encouraged staff to engage with their colleagues in small groups, discussing conflict resolution strategies and methods to motivate themselves and one another. Participants were also reminded to dedicate time each day for setting intentions and building connections with students, guardians, and colleagues.

The group ended their day with laughter yoga before heading to their buildings for professional development.

The first day of school for USD 308 is Wednesday, August 14th for Kindergarten to 9th grades. Sophomores, Juniors and Seniors will begin on August 15th. Pre-K and Kindergarten classes have a staggered start date and should look for communication from their school regarding the first day.

RENO COUNTY — If you received a Revenue Neutral Rate Budget Notice in the mail recently from Reno County and don't understand exactly what it means, here's the explanation.

Pursuant to K.S.A. 79-2988, the county has mailed the required Revenue Neutral Rate (RNR) Notice to all property owners. The law requires counties to send taxpayers a notification of the revenue neutral rate compared to the proposed tax rates for each taxing entity that has expressed its intent to exceed its revenue neutral rate. 

The mailing you received is simply a notification; it is not a tax bill, and you are not being asked or required to pay anything with that mailing. 

The notice provides the dates, times, and locations for public hearings to be held by each taxing authority intending to exceed their revenue neutral rate.&nbsp;&nbsp;

This is also not a new or updated valuation notice, so you cannot appeal your valuation at this time. It is simply for informal purposes only, to notify taxpayers of public hearings that could affect their property taxes. 

Your total property tax bill is determined by the yearly budgets set by the various taxing entities that have jurisdiction in your area. These entities can include (but may not be limited to): city, county, school district, community college, library, township, other improvement districts such as a recreation commission, or fire district. So, if one entity increases its budget by 10%, that does not necessarily mean that your property taxes will increase by 10%, because that entity is just one portion of your total property tax bill.

The revenue neutral rate is the mill levy required to generate the exact same amount of property tax dollars next year as the year before, but using the current year's total assessed valuation. For example: If a taxing entity collected $1,000,000 of property tax revenue in the current year, being revenue neutral means they plan to only collect $1,000,000 in the next year as well. 

If a taxing jurisdiction plans to collect more property tax dollars in the next budget year compared to the current year, even if it’s just $1 more, they would exceed revenue neutral and are therefore required by law to hold a public hearing. This notice and its contents were crafted by the Kansas Legislature to promote transparency in government.

Revenue Neutral Rate notice, explained

NICKERSON, Kan. — The Reno County Child Care Task Force announced Monday that Britnea Weaver, a dedicated home daycare provider from Nickerson, has been named the Provider of the Month for August 2024. Britnea's unwavering commitment to the well-being of the children in her care has earned her this recognition.&nbsp;

Britnea's journey in childcare began immediately after high school, leading her through various roles over the past nine and a half years, including five years in healthcare and pediatrics. For the past two years, she has operated her own home daycare. The bond she shares with the children is evident not only during daycare hours but also when she encounters them in public, as they often express their desire to spend more time with her.&nbsp;

"I was actually pretty shocked when I found out that I was nominated for Provider of the Month," Britnea said. "It's definitely rewarding. It lets me know that I'm doing a good job because a lot of people struggle with finding childcare because it's sometimes scary now."&nbsp;

In a time where reliable childcare is increasingly hard to find, Britnea's dedication to creating a safe and nurturing environment stands out. Her primary goal has always been to establish a good reputation and ensure parents feel confident in their children's safety and well-being.&nbsp;

"I think it's just very rewarding, not necessarily just because I can stay home, but it just fulfills a little portion in my heart, just makes me happy," Britnea shared.&nbsp;

Britnea's success and the exceptional care she provides have been significantly supported by the Reno County Childcare Task Force. The resources and assistance offered by the Task Force have allowed her to enhance her daycare services, from purchasing toys and outdoor equipment to covering increased household expenses due to her 24/7 home operation.&nbsp;

“That has helped tremendously with buying things, toys, outdoor equipment, even just paying an electric bill,” Britnea explained. “It’s allowed me to take my kids on field trips and offer more than just what I already had with my own kids.”&nbsp;

Britnea's story is an inspiring example of how one person's commitment to their community can make a big difference.

“I love to play with the kids, and they love me. I'm making an impact on their lives up until they're adults,” she said.&nbsp;

Britnea's unwavering commitment to the well-being of the children in her care has earned her this recognition.&nbsp;Britnea's journey in childcare began immediately after high school, leading her through various roles over the past nine and a half years, including five years in healthcare and pediatrics. For the past two years, she has operated her own home daycare. The resources and assistance offered by the Task Force have allowed her to enhance her daycare services, from purchasing toys and outdoor equipment to covering increased household expenses due to her 24/7 home operation.&nbsp;“That has helped tremendously with buying things, toys, outdoor equipment, even just paying an electric bill,” Britnea explained. “It’s allowed me to take my kids on field trips and offer more than just what I already had with my own kids.”&nbsp;Britnea's story is an inspiring example of how one person's commitment to their community can make a big difference.“I love to play with the kids, and they love me. HUTCHINSON, Kan. — The City of Hutchinson announced Monday that it is moving forward with the initial stages of a STAR Bond project, a significant initiative aimed at enhancing the community's development and economic growth. The project will be broken into three parts.

"The three parts would be out where the new hotel is being built, along with the new Popeyes, the new Old Chicago, and the convention center," Mayor Greg Fast said.&nbsp; "The second part would be downtown, and then the third area will be around the Cosmosphere. So those three areas will benefit greatly from the Star Bond, and it will be funded through sales tax that the state gives us back."

The rate will not increase beyond what it already will be in those areas.

"We've had success in the past with the STRATACA elevator shaft," Fast said. "It was a several million dollar project that I believe was, those bonds were paid off early and it was a Star Bond project too that has helped our community, and to this day, STRATACA draws in people from all over the world to go to that salt museum."

They don't have a final number on the STAR bond amount yet, as that is still going through underwriting.&nbsp;

"The plan is to do some upgrades to Memorial Hall, commercial downstairs property with the Landmark, and then also additional STEM education space for the Cosmosphere," Fast said.&nbsp;

The City plans to hold a public hearing in September, during which the City Council will consider the approval of the district. This step is crucial, but it is just the beginning of a longer process to bring these projects to fruition.

According to agenda documents, the City of Hutchinson, similar to other cities in Reno County, has lacked housing developments in the last couple of decades. The city discussed this at their last city council meeting and mentioned they are&nbsp;averaging a loss of 11 residential units annually between 2010 and 2021. The negative number is the difference between new residential builds and demolitions.

The City of Hutchinson is the largest population center in Reno County and their loss of residential homes is detrimental to the future growth of our county. At the city’s meeting, the council authorized staff to actively pursue a strategic opportunity for residential growth by investing in land and then put out a Request for Proposal (RFP) to developers to create a small residential development on the west side of Hutchinson. City staff has reached out to the county about being a partner in their city-led development.

County staff has prepared a resolution for a residential development policy. This is a means for the county to partner with Hutchinson on this pilot program to jump start residential development.

According to county staff, Hutchinson’s data is likely comparable to other cities in the county. It is staff's hope that Reno County can partner with Hutchinson on their new development and with other cities in Reno County that might want to follow Hutchinson’s lead on city-led development.

The proposed agreement allows for the county to give any city in Reno County a grant for residential development that allows for a range of uses that will allow a city to be prepared to work with private developers on building new residential facilities. There are reporting requirements, and the county&nbsp;would receive a portion of any pay backs that a city may receive from their developer as a result of the projects. The benefit for Reno County is growth of residential units that will add to the tax base and&nbsp;allow for our workforce to live in the county.

The City of Hutchinson has sent a memo to Reno County for a request to participate and to receive the first grant from Reno County for residential development, if the Resolution is passed by the county commission. The City's request would be considered in a separate motion from the recommended Resolution.

Proposal for county to join city in housing push

HUTCHINSON, Kan. — Erica Miller, DVM with Apple Lane Animal Hospital notes that getting your pet properly vaccinated is important, but there is an additional safeguard if you get the shots at your veterinarian.

"I do have people that'll come in and say, Hey, you know, I'm just going to get my vaccine from Tractor Supply and do it myself or, you know, whatever that may be," Miller said. "You know, if that's what you want to do, that's okay, but we were talking about most vaccine companies. If you are giving your pets vaccines through your veterinarian, so your pet's coming in for a checkup, we're saying, Hey, they're healthy, we're vaccinating them appropriately per the vaccine schedule, if something were to happen in your pet, the example is Parvo. We have had in our practice where we had a non-responder. For some reason, sometimes pets immune systems just don't respond to the vaccines the way they should, so they don't get that protection. If they're vaccinated appropriately by your veterinarian at the right time schedule, and then they still contract, you know, say Parvo, the one in house that we had, I said, Hey, you know, we vaccinated per the schedule. I did it myself, and that pet still came down with Parvo, which is rare. The vaccine company, you know, they stand behind their vaccineand they say, well, you know, we're going to pay for treatment. We want this pet to get better."

That's true of any properly administered medication, not just vaccine, but it does require the documentation a vet is able to provide.

"When you're buying like heartworm medicine, flea and tick from those big box stores, so say Chewy or Amazon or wherever it may be," Miller said. One, we as your veterinarian can't document that you've been giving that medicine appropriately, that it came from somewhere that is a safe place. Like vaccines that you could get over the counter somewhere, you know, we don't always know that they're stored appropriately. So straight into the refrigerator, you know, they haven't been sitting out on a truck. At the veterinarian's office, right, our shipments come regularly. They go straight into the refrigerator, but we don't always know that with different stores that things are stored properly or get into the fridge at the right time or they're handled right. Flea and tick and heartworm medicine, if you're getting it from your veterinarian's office and your pet say gets heartworm, but we can show, Hey, they've been getting the heartworm medicine. They've been giving it appropriately. Your, your pet is that, you know, like 0.1% that maybe gets heartworm, even though they're on heartworm medicine, the company will pay for treatment."

If your pet is not responding to any medication, contact your veterinarian right away, so they can check to see if they need to intervene further.

HUTCHINSON, Kan. — The Nickerson-South Hutchinson USD 309 Board of Education will accept the resignation of one of its members Monday. 

In a letter to the board and USD 309 Superintendent Curtis Nightingale, Jane Gamber let them know she needs to step down.&nbsp; 

"I wish to inform you that I plan to submit my resignation from the USD 309 board effective October 1, 2024," Gamber said. "Due to family considerations and unforeseen responsibilities, I will need to focus on the priority of more immediate circumstances. I have enjoyed the fellowship serving the USD 309 community of Nickerson and South Hutchinson. Participating in board activities has provided contact with the dedicated and wise board members as we serve the students and staff and their families. And working with Superintendent Nightingale and Assistant Superintendent Amy Jones has proven to me that our district is directed by dedicated and caring leadership.&nbsp;It has been my privilege to serve on the board, and I will continue to support the efforts of our district to provide the best education for our students."

The board will decide on the timeline and procedure for filling the vacancy at Monday's meeting. The USD 309 Board of Education meets Monday at 7 p.m. at the district office at 4501 West Fourth.

From August 17 through Labor Day, September 2, law enforcement agencies across Kansas will engage in a crackdown aimed at removing impaired drivers from the roadways. 

Alcohol is the main impairing substance people think of while driving, but illegal recreational drugs, such as marijuana, are just as dangerous. 

Driving high and/or drunk can still lead to a DUI, or worse. Those convicted of impaired driving will face stiff penalties, hefty financial consequences, and time in jail. 

Take charge and don’t allow this to happen - designate a sober driver or stay home. The enforcement campaign is intended to remind drivers to take a moment to consider how it would be to begin every day with the memory of your decision if it resulted in injury or death.

HUTCHINSON, Kan. — This past week was&nbsp;<a href="https://ncsrsafety.org/stop-on-red-week-2024" target="_blank">National Stop on Red Week</a>. Shawn Steward with AAA Kansas says the statistics on the danger of red-light running are surprising.

"The Insurance Institute for Highway Safety reported that a little bit more than 1,100 people were killed and more than 107,000 were injured in crashes that involved red light running in 2022," Steward said. "The number of fatalities represents a nearly 4% increase over the prior year and a nearly 22% jump compared to 2017 numbers."

The Kansas statistics are smaller, but still larger than hoped.

"According to the most recent crash data from KDOT, running a red light or disregarding signs and signals were noted as a contributing crash circumstance more than 3500 times on crashes on Kansas roads," Steward said.&nbsp;

Among drivers involved in fatal, red-light-running, multiple-vehicle crashes in 2022, the red-light runners were more likely than other drivers to be male, to be younger and to have prior crashes or alcohol-impaired driving convictions, according to IIHS.

"It's happening everywhere," Steward said. "Whether people are just not paying attention to the road, or thinking they can race through a red light and not have to stop, it can be very dangerous, if you're hitting a vehicle coming across the intersection."

IIHS research has shown that red-light cameras reduce the fatal red-light running crash rate of large cities by 21% and the rate of all types of fatal crashes at signalized intersections by 14%. Well-publicized camera programs can discourage would-be violators who may be less willing to risk a citation than they were to risk a life.

AAA: Red light running can be fatal

HUTCHINSON, Kan. — Denise Vann with the Alzheimer's Association talked to Hutch Post about some great early signs for Alzheimer's treatment released at an international conference in recent weeks. 

"What they've found out is there's a drug, Ozempic, is often used for diabetes and it also can help with heart disease, the risk of heart disease, but they're finding it can also protect the brain," Vann said. "That's super exciting because in this world, I mean, a lot of people do take that med, so how great would that be?"

The specific finding is that GLP-1 drug liraglutide may slow the progression of Alzheimer’s: Phase 2b results suggest the drug may slow cognitive decline by as much as 18% in one year, prompting the lead researcher to note that it could protect the brain, much like statins protect the heart. "Examples of processed red meat include bacon, hot dogs, and sausage. So rather, rather than eating that kind of stuff, maybe chicken, rather than cooking with vegetable oil, we cook with olive oil. There are simple ways that we can adjust our diet to kind of make it a heart healthy, you know, cause we do say what's good for your heart is always good for your brain."

More improvements ahead for Alzheimer's diagnosis, treatment

HUTCHINSON, Kan. — Hutchinson Community College Cosmetology will be hosting its annual Back to School Haircut Day August 12 from 10:00 a.m. to 2:00 p.m. at the school’s center at 200 E. 3rd Ave., Hutchinson.

Children in pre-k through grade 12 are eligible for a free haircut to be performed by HutchCC cosmetology students and volunteer cosmetologists and barbers. No appointment is necessary; haircuts will be done on a first come, first served basis.

“This day is a highlight of the year for us and our students,” stated Alex Hass, HutchCC’s Cosmetology Program Coordinator. “We look forward to offering this each year and are excited to help those in our community prepare for the upcoming school year.”

On the agenda is a proposal for HVAC work at Buhler Grade School, a water presentation by the City of Buhler, updates on facilities after the punch list walk throughs of two remodeled buildings this past week and review and approval to publish the school's budget.
