RICE COUNTY —One person was injured in an accident just before 5:30 p.m. Friday in Rice County.

The Kansas Highway Patrol reported a 2019 Dodge Durango driven by&nbsp; Cameron G. Beakley, 42, Sterling was southbound on 8th Road just south of Avenue B. The driver made an evasive maneuver to avoid a deer in the roadway. The SUV left the roadway and struck a ravine embankment.

EMS transported Beakley to the Rice County Hospital. The KHP did not report seat belt usage details.

HUTCHINSON, Kan. — The Rotary Club of Hutchinson will hold its next meeting Monday, March&nbsp;4 at noon at the Stringer Fine Arts Center on the campus of Hutchinson Community College.

Monday's program will be an update on the Landmark Project, presented by Laura Meyer Dick and Justin Pregont. Laura will be filling attendees in on all things Landmark and what the vision is for the iconic building in Downtown Hutchinson.&nbsp;

Laura Meyer Dick is a lifelong Hutchinson resident who is involved with First National Bank, First National Travel, DJ Liquor as well as commercial real estate investments.&nbsp; Following completion of her master’s in business administration from the University of Kansas, Laura worked as a commercial lender in the Kansas City area until returning home to Hutchinson in 2002.

Laura is passionate about Hutchinson and has enjoyed serving on many local non profit boards as well as USD 313 Board of Education for the past 14 years.&nbsp; &nbsp;Upon the passing of her father, Nation Meyer, Laura wanted to honor his love of Downtown Hutchinson.&nbsp; She collaborated with the Chamber and the Community Foundation to pursue a Downtown Master Plan.&nbsp; &nbsp;This plan was the beginning of the journey to re-purpose the historical Landmark Building.&nbsp; &nbsp;Laura and her husband Michael have 3 grown children and they are thrilled that one of them has chosen to call Hutchinson home with her new husband.

Justin Pregont is a self-employed real estate developer focusing on adaptive reuse and historic preservation projects in rural Kansas downtown districts. Following his graduation from the University of Kansas MPA program, Justin worked for twelve years in city management, capital project management, and economic development prior to starting his own company, Pomeroy Development. 

Justin’s most recent development work includes Fox Theatre Atchison (2019), 1913 Apartments (2020), and Central School Apartments (2022) in Atchison as well as Frontier Apartments (2023) in Hays. His current work includes the former Zarah Hotel in Great Bend, the former St. John's Rest Home in Victoria, and the former Landmark Hotel in downtown Hutchinson. Justin and his wife, Melinda, live in Atchison, Kansas with their two children.

Meyer Dick and Pregont to present to Rotary

HUTCHINSON, Kan. — Morgan Kappenman, third grade teacher at Wiley Elementary, is February's Allen Samuels CDJR Teacher of the Month. For Kappenman, this is her first year teaching third grade.

&nbsp;"I've kind of been everywhere, but specifically about third grade, I like how independent they are," Kappenman said. "Still, they are young enough where they love to come to school and they love to build those relationships and they are excited about new things. They are also right at that age where they are excited about all those leadership opportunities that we have to offer here at Wiley."

The transition into 'big kids' is key for Wiley third graders.

"The most rewarding thing about third grade is just seeing how much growth, because they go from second grade, third grade is a new hallway, so we're kind of like the upper grade hallway," Kappenman said. "It's fun to see them go from feeling like, so young, to like that huge step, that huge growth, when they get to third grade. That's a lot of fun. That's the most rewarding part."

There are 23 students in Kappenman's class, so that presents some challenges to make sure to teach to each student's abilities and grow them at their best rate.

"Something that we do here at Wiley, we do personalized learning," Kappenman said. "There are not a lot of times that you will see any teacher teaching a whole group. Most of the time, we're doing small groups, to meet those needs of students. You'll see students getting the learning at their own level and not necessarily at another friend's level.&nbsp; That's the hardest thing, but you have to stay extremely organized. You have to have a lot of structure in your room and very clear expectations, to make that possible.

Kappenman's class received a pizza and ice cream party thanks to Pizza Hut and Braums as a result of her award.

Growth is most rewarding for Kappenman

INMAN, Kan. — FFA and 4H students from Inman are getting supplies together to help wildfire victims in the Texas panhandle. 

According to a Facebook post from the Inman FFA, there has been a wildfire raging through Texas with over 1 million acres burned as of Thursday night's totals making it the second-largest wildfire in US history. Many farmers, FFA, and 4H members have lost everything.

Inman FFA and 4-H getting supplies for Texas wildfire victims

SOUTH HUTCHINSON, Kan. — The Cheney Lake Watershed hosted "A Look at Fence Laws in Kansas" Thursday at the South Hutchinson Community Center.&nbsp;

Roger McEowen, the Professor of Agricultural Law and Taxation at Washburn University School of Law, talked about what a legal fence is in Kansas and who is responsible to pay for it.

"There tends to be some confusion with respect to that," McEowen said. "The Kansas statutes are not necessarily worded in a way that's easy to understand. That has led to some controversy over the years. I focused on some of those."

McEowen said the event was well attended, with over 60 in attendance at an event where they were hoping to get 30 people. Private landowners have their own fence disputes, but it really becomes thorny when government is involved.

"You get into the responsibility of the Department of Transportation for highway fences, what about railroad fences, the rails to trails issue, on and on it goes. You open a can of worms up every time you talk about fence laws. An hour presentation turns into three pretty quickly."

There are, ironically, firmly set boundaries for fence viewers who deal with landowner disputes at the county level.

"They have limited jurisdiction," McEowen said. "Their limited jurisdiction is only involving fence maintenance and building issues. They have no jurisdiction to set a boundary line or tell you where a fence should be located. It's just purely on who is responsible for building and or maintaining an existing fence."

The county commission was asked in February to convene a fence viewing board for a dispute between a landowner, Gary Black, and Ducks Unlimited. County Counselor Patrick Hoffman was still working with the parties to try to resolve the dispute prior to an official viewing, as of the meeting when the board was named back on February 14.

Private landowners have their own fence disputes, but it really becomes thorny when government is involved."You get into the responsibility of the Department of Transportation for highway fences, what about railroad fences, the rails to trails issue, on and on it goes. You open a can of worms up every time you talk about fence laws. An hour presentation turns into three pretty quickly."There are, ironically, firmly set boundaries for fence viewers who deal with landowner disputes at the county level."They have limited jurisdiction," McEowen said. "Their limited jurisdiction is only involving fence maintenance and building issues. They have no jurisdiction to set a boundary line or tell you where a fence should be located. It's just purely on who is responsible for building and or maintaining an existing fence."The county commission was asked in February to convene a fence viewing board for a dispute between a landowner, Gary Black, and Ducks Unlimited. HUTCHINSON, Kan. — Severe Weather Awareness Week in Kansas is March 4-8, 2024 and thanks to our colleagues at the KSStorm.info weather center, we will have features again this year for you to read on the different potential threats the weather can bring to Kansas.

Severe Weather Awareness Week features upcoming 

HUTCHINSON, Kan. — Kendall Sheats with Hope Church in Hutchinson let Hutch Post know about a Pancake Breakfast and Bake Sale fundraiser to be held at the church at 17th and Main on Saturday morning, March 2, from 8:00 a.m. to 11:00 a.m.

"We have an organization called Project Rescue that we're going to be assisting and contributing to," Sheats said. "This is a wonderful organization, basically, that seeks to rescue and restore survivors of the sex trafficking arena."

This is part of a larger weekend of emphasis for Assemblies of God churches like Hope Church that are looking to make a difference and save lives of these people who have been enslaved in this industry.

"They have three approaches, prevention, intervention and restoration," Sheats said. "They are not just attacking it from one side of it. Unfortunately, sex trafficking has overtaken illegal arms trade as the largest illegal organization in our world today, which is a horrible thing to think of."

The breakfast on Saturday is by freewill donation.

HUTCHINSON, Kan. — The Hutchinson City Council will hold a two-day retreat starting Friday and continuing into Saturday at the Dillon Nature Center.&nbsp;

The retreat will be from 12:30 to 4:30 p.m. Friday and from 8:30 a.m. to 3:30 p.m. Saturday.

There were no specifics on the agenda, just discussion of various items, but speaking generally, in most years the retreat is usually where the beginnings of a framework of priorities for the next year's budget may be outlined, especially as it concerns long-term capital projects. No specific numbers will be drilled down to, but they can get ballpark estimates from department heads to give them an idea of general direction.

Any formal action resulting from any discussions at the retreat will have to happen at later public meetings.

City council to hold two-day retreat

HAVEN, Kan. — Haven USD 312 Superintendent Craig Idacavage explained the procedure for notifying parents when there is an incident involving student safety in the district.

"It's kind of situation specific," Idacavage said. "Sometimes, we'd follow up with a Thrillshare, which is a communication system that we use to talk to our parents to send out mass communication, letting them know. In another situation, sometimes we can't share information to protect privacy of everybody that is involved."

The main thing parents want to know is that their kids are safe, and as soon as school staff is sure of that, they want to get that message out.

"We always have adults on staff to talk through any trauma that drills cause," Idacavage said. "Drills do cause trauma, no matter if its a fire drill or a tornado drill. Those things can cause trauma with some kids. Being able to address those kinds of things, from a policy standpoint, we trust that our admin are going to keep everybody safe and make decisions, whether its a soft lockdown or if it was something outside, a level 1, where we just had to bring kids inside. We'll talk through it. If it's something we need to communicate with parents or if it's something we need to just do within our building, depending on the age."

"We've got a great relationship with Haven PD and the sheriff's department," Idacavage said. "I've got Chief Shaffer on my cell phone, so I can text him and he'll reply or come up to my office, but our PD does a really good job of just getting into our buildings and visiting with admin, walking around, eating lunch with kids. They are seen in our buildings and just not out on the streets all the time."

Being able to address those kinds of things, from a policy standpoint, we trust that our admin are going to keep everybody safe and make decisions, whether its a soft lockdown or if it was something outside, a level 1, where we just had to bring kids inside. We'll talk through it. If it's something we need to communicate with parents or if it's something we need to just do within our building, depending on the age."Drills are required by state law."We've got a great relationship with Haven PD and the sheriff's department," Idacavage said. "I've got Chief Shaffer on my cell phone, so I can text him and he'll reply or come up to my office, but our PD does a really good job of just getting into our buildings and visiting with admin, walking around, eating lunch with kids. RICE COUNTY, Kan. — Traffic on Old K-14 south of Sterling soon will be restricted to one lane and controlled by traffic signals to allow for bridge repair.

The work is part of an ongoing Kansas Department of Transportation project on Old K-14. The bridge repair involves patching and resurfacing of the Arkansas River bridge about 2 miles south of Sterling.

KWBW Morning Show wins Bob Schmidt Award

Today's "Throwback Thursday Collection" takes us to the southeast corner of North Main Street and 13th Avenue.

In 1906, this location was the northernmost of all housing and businesses on the east side of Main Street within the city limits. It was also the south end of the fairgrounds at the time.

Frank and Beulah Jones purchased the two-story home at 1228 N. Main and opened a general merchandise store there. They also lived upstairs. The first photo shows Frank in his delivery wagon out front.

Their main items were Worthmore shoes and Ivory soap.

After this time, gas stations were prevalent on this property. The second photo shows the Mobil Gas Station, owned by Standard Oil of New York, but leased to H.A. "Curly" Bisbee with an adjoining view looking south on Main Street in 1952.

In 1958, Pat Haskard moved his laundry from 2nd and Washington to a new building here. Haskard Cleaners and Laundry was here until its sale to John Neal in 1985 and renamed Ineeda Cleaners.

In 2005, Rachel and Chris Nelson purchased the business from the Neal family. The third photo shows the business today, still owned by the Nelsons, but addressed as 1224 N. Main.

📷 Throwback Thursday: Ineeda Cleaners - Vol. 59

NEWTON, Kan. — At Tuesday night’s meeting,&nbsp;the Newton City Commission approved development agreements for two new economic development expansion projects.

The City Commission approved an agreement with CD Custom Enterprises for a new&nbsp;50,000-square-foot manufacturing facility for its high-production industrial metal operation.

CEO Alan Carsten said the Newton company has seen continuous growth since its founding in 2012 and currently has about 45 employees. With the expansion, they intend to create about 20 new full-time jobs over the first five years, with an average salary of $51,439.

“We are very, very conservative in our estimates on employment,” Carsten said. “And the employment we’re looking at adding will potentially be higher-paid jobs due to the fact that with automation, we need skilled, highly trained people.”

The new facility is expected to cost about $6 million to construct, with $1 million in furnishings and equipment. CD Custom intends to begin construction within the next six months, with completion in 18 months. The new facility will be located east of CD Custom’s location on Southeast Ninth Street in the Newton Industrial Park.

The development agreement includes the City’s good faith intention to grant a 10-year, 100% property tax abatement and to facilitate the issuance of Industrial Revenue Bonds (IRBs), including a sales tax exemption for construction materials and equipment.

The property tax abatement delays the collection of property tax on the newly constructed improvements; the property continues to pay taxes on its previous valuation. The City has no liability or cost associated with the IRBs, and the IRBs do not add to the City’s debt.

The Commission also approved a development agreement with Air Capitol Investments for a new 38,000-square-foot warehouse and logistics facility on Industrial Road in the Newton Industrial Park.

Developer Lou Robelli plans to build the facility as a spec building to be leased for storage or manufacturing. Robelli&nbsp;is the developer of several large-scale distribution warehouses built in recent years along I-135 in Park City.

The new facility is expected to cost about $3.5 million to construct, with $300,000 in furnishings and equipment. Air Capitol intends to complete construction within the next 12 months. They expect to create approximately 28 new full-time jobs over the first five years, with an average salary of $33,000.

Newton City Commission approves two sets of IRBs for projects

RENO COUNTY, Kan. — A field&nbsp;survey for a proposed bridge replacement on K-11 in Reno County is expected to begin around Monday, March 4.

The proposed bridge replacement would be over a tributary to Goose Creek, under the intersection of K-11 and Sun City Road, about 5.7 miles south of the K-61 junction. The approximate survey length is&nbsp;2,000 feet. The&nbsp;survey is based on the existing alignment.

The survey will gather information needed for detailed design of the proposed improvement and is estimated to be completed by April 12.

A member of the survey crew first will contact property owners and/or tenants for permission to enter private property. Survey activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor.

Joe Bowen, P.S., Survey Project Manager, KDOT, will be in charge of this survey for the Kansas Department of Transportation.

HUTCHINSON, Kan. — No. 15 Hutchinson (24-4, 19-3) made it look easy Wednesday night in the Sports Arena.

Four Dragons scored in double figures, led by Tino Simon and Kam Thomas.

Simon notched his eighth double-double of the season with 15 points and 12 rebounds.

Not to be outdone, Thomas posted his second-straight double-double with an identical 15 points and 12 boards.

J.P. Ricks (12) and Kernan Bundy (10) also scored in double digits.

Coffeyville was led by former Dragon Cris Carroll, who scored 17 points on 6-of-16 shooting.

Hutchinson led by as many as 26 and led wire-to-wire.
