Kan. —&nbsp;Kansas First District Congressman Dr. Roger Marshall lays the lack of another coronavirus relief bill at the feet of House leadership.

"Speaker Pelosi does not want this President to have a victory," Marshall said Monday. "She's doing everything she can to clog up progress. Leader McConnell proposed something good for Kansas in a new CARES Act, some liability protection, some help for schools, some help with federal funding for unemployment and the Democrats walked away from it."

Marshall said he's about as frustrated as he's been, but he believes something will get done.

"Maybe next week, I'll get you some good news, but I'll expect that the last week of September, the last day of September when a lot of funding for the government starts running out is when everything will move at the last second. It's not the way I like to do business, but evidently this is the way Speaker Pelosi likes to do business."

Negotiations up until recently have mainly included the White House and House leadership, but anything that will pass ultimately will need bipartisan support at least to get through the Senate.

Recent obituaries

September is the bridge between summer and fall. The sun’s angle is still high enough to provide plenty of warmth, but its light fades faster in the evening. Cottonwoods are already dropping golden leaves. Football seasons are underway even if tailgating is on hiatus for the year. And across Kansas, September is when fall harvest starts in earnest.

For those of us not working in the fields, the most visible sign of harvest will be combines, tractors, grain carts and other slow-moving implements on the road. Remember to be on the lookout for these vehicles. Take your time and pass only when it’s safe. Like you, farmers are anxious to be off the road and at their destination.

But for the next few weeks, the roads will be busy because unlike the mad dash to bring in wheat in early summer, fall harvest is a marathon.

Harvest started for Haskell County farmer Paige Clawson in August when corn silage was chopped. Clawson says they wrapped up their dryland corn harvest about a week before cold, wet weather brought everything to a halt.

“We’re hoping to get back in the field (this) week,” she says of the wait for irrigated corn to ripen. “The past few years we’ve had pretty phenomenal dryland corn, and I think this dryland corn would be an average to below average western Kansas dryland corn crop. Nothing to write home about.”

Clawson says she hasn’t seen the numbers on the final yields. “It was lower than I’d like to see but isn’t that always the answer.”

In south central Kansas, Stafford County farmer Justin Vosburgh took advantage of the rain to prep his machinery to be in the fields in a week or so.

“I’m actually excited for this fall harvest,” Vosburgh says. “I think it’s one of the best dryland crops we will cut in Stafford, Edwards, Pawnee and Pratt counties in a long time. Irrigated looks good, too.”

Weather permitting, Vosburgh says he hopes to start harvest by mid-September and will spend the next six to eight weeks hauling in corn, milo and soybeans and planting next year’s wheat crop.

“Mother Nature plays a huge role,” he says. “Basically, from the 15th of September to the 31st of October, we’ll either be in the harvest field or we’ll be drilling wheat. It’s probably the busiest time of the year for us. A lot will happen.”

While the recent rains didn’t come in time to boost Clawson’s dryland corn, it did perk up the milo.

“You can tell where you rotated milo and had summer fallow and where you didn’t,” she says. “I think a couple recent rains have saved the crop that was going backward faster than we’d like to see.”

Both Vosburgh and Clawson say they haven’t really felt the effects of the pandemic on their farms.

“Probably my biggest fear right now is will COVID-19 cause us a problem,” Vosburgh says. “Will it cause us a problem at an elevator? Will they have employees get sick? Will we get shorthanded? Those are issues you think about.”

Clawson says the only difference she’s noticed is curbside pickup for parts and a few items on backorder.

“We’re just trying to stay on the farm and not go to town as often as we normally would,” she says.

The pandemic is just another in a long line of uncertainties in farming. Yet farmers and ranchers somehow always find a silver lining. With harvest delayed by rain, Clawson was already looking toward the future.

“It will be nice to put wheat into moisture after not putting it into moisture last year,” she says.

Insight: The Start of Fall Harvest

NICKERSON, Kan. — With school buildings closing early last year and classes starting late this year the number of summer meals served by local schools increased dramatically.&nbsp;

In Nickerson USD 309 that was no exception. According to Food Service Director Robin McGlynn, the district served 72,432 breakfasts and 72,432 lunches through August 7th when the program ended.

Nearly 145,000 breakfasts and lunches served in USD 309

HUTCHINSON, Kan. — Hutchinson Public Works says both southbound lanes of K-61 at Avenue A are now closed until Friday.

Work crews are repairing a broken sewer line in the area requiring the closure of both southbound lanes of K-61 at Lorraine Street. A detour is set up in the area.&nbsp;

Questions may be referred to the City of Hutchinson Public Works Department at 620-694-1900.

NICKERSON,	Kan. — The Nickerson USD 309 School Board will take action on a new collective bargaining agreement with its teachers during Monday’s agenda session.

Under the new contract, base pay for teachers will increase to $38,550. The board will also go over a Memorandum of Understanding which was put into the new agreement that deals with any changes in the school year due to the pandemic.

Under the agreement, the parties agree to create a committee consisting of representatives from each school building, a principal, and the superintendent. The committee shall collaboratively identify necessary changes to the professional agreement if the school year is altered in any way.

Any changes deemed necessary must receive a majority of votes in the committee to be approved, any changes would be in effect immediately and would be in place until the end of the contract June 30, 2021.

Tonight’s meeting of the Nickerson USD 309 School Board begins at 7 p.m. at Reno Valley Middle School.

USD 309 Board set to approve new teachers contract

A few months ago, we told you that the Coronavirus Aid, Relief, and Economic Security (CARES) Act gave some flexibility to federal student loan borrowers. Understanding these options can help you make more informed decisions about <a href="https://www.consumer.ftc.gov/blog/2020/04/managing-your-bills-during-covid-19">paying your bills and prioritizing your debts</a>. The benefits <a href="https://www.ed.gov/news/press-releases/secretary-devos-fully-implements-president-trumps-presidential-memorandum-extending-student-loan-relief-borrowers-through-end-year">have been extended</a> until Dec. 31, 2020.

So, just to recap, what does the CARES Act mean for you if you have a federal student loan?

1. The CARES Act gives <a href="https://studentaid.gov/announcements-events/coronavirus">temporary payment relief</a> to borrowers with qualifying federal student loans. But some federal student loans don’t qualify – for example, older Family Federal Education Loan (FFEL) program loans or Perkins Loans that are owned by the school you attended. Contact your <a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a> online or by phone to find out if your loans are eligible.&nbsp;

2. If your federal loans are covered, the U.S. Department of Education has automatically placed your loans into what’s called “administrative forbearance.” That means you can stop making payments on those loans right away, up through Dec. 31, 2020. If your payments automatically come out of your bank account, check if any payments have been processed since March 13, 2020. If they have, you may be able to <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">get a refund</a> as part of administrative forbearance.&nbsp;

3. If you want to keep making payments on your qualifying federal student loan through Dec. 31, the interest rate is now 0%. So any payments you make during the forbearance period may help you pay off your debt faster. If you’re on an income-based repayment program and/or a forgiveness program, you should check out <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">Federal Student Aid's Coronavirus page</a> to see which option makes sense for you.

4. If your federal student loans are in <a href="https://studentaid.gov/manage-loans/default#understanding-default">default</a>, the U.S. Department of Education has stopped making collection calls, and sending letters or billing statements through Dec. 31, 2020. And if your federal loans were in default and your employer continues to garnish your wages, you’ll get a refund.&nbsp;

This program only applies to federal student loans. Not sure what kinds of student loans you have? Here are two things you can do to find out:

●Get a complete list of your private and federal student loans by&nbsp;pulling your credit report. (In fact, you can get your report for free&nbsp;every week.)&nbsp;Read through it&nbsp;and find your student loans, taking note of the companies that are your lenders or loan servicers. ●Confirm which of your loans are federal.&nbsp;Log into FSA&nbsp;or call the Federal Student Aid Information Center (FSAIC) at 1-800-433-3243.

If you have federal student loans, read this

RENO COUNTY — 
The Reno County Sheriff's Office announced the name of the victim in an accident last month on Monday.

The Sedgwick County Regional Forensic Science Center identified Jimmie Lee Banks on Friday as the victim of the wreck August 9.

The accident happened just after 6:30 p.m. that evening. Witnesses told deputies that when they arrived on scene Banks' truck was already wrecked into the pillar for K-14 highway and the engine was smoking. 

Witnesses were unable to help Banks out of the truck because his legs were pinned under the dash. He died at the scene.

"We are not fundraising early locally in Reno County," said Paul James with the Salvation Army. " We are currently in the United Way's fundraising window that helps to raise close to $100,000 for the Salvation Army. Those funds are what has made it possible to help so many in need due to Covid 19. During the pandemic we’ve been working closely with The United Way to help impact lives in a positive way."

Lisa Gleason with the United Way said the groups they help try to clear the way so that the United Way can do a focus on fundraising in the fall.

"We fund 24 organizations with 40 plus programs here in Reno County," Gleason said. "We don't charge them a dime. Our goal is to raise those funds so that they can concentrate more on their good work and not have to worry so much about fundraising."

The main thrust of the annual campaign is this month and next.

"We are so grateful to our community and our businesses who allow us to be able to tell our story and be able to get into those businesses to be in front of their employees and certainly allow anybody to get to be charitable in a manner that works for their budget."

The United Way raised $1,246,449 in its annual campaign last year.

Hutchinson Salvation Army encourages giving to United Way campaign

Kan. —&nbsp;Motorists using new in-vehicle technologies with names like AutoPilot or ProPilot, may believe the driving assist systems are more capable than they actually are, according to new research from the AAA Foundation for Traffic Safety.

"It's critical for drivers to really understand not just the capabilities, but also the limits of the new technology," said Shawn Steward with AAA Kansas. "It's not just the drivers. AAA recommends that automakers at this point in technology development err on the side of caution when naming and marketing their new technologies."

Active driving assistance systems (ADAS) combine vehicle acceleration with braking and steering.

"It's essential for drivers, at the same time, to do their part by always staying engaged when behind the wheel," Steward said. "Most vehicles right now are not fully automated. They're not self-driving vehicles at this point."

In this latest AAA Foundation study, 90 research participants received a brief overview of an active driving assistance system with a realistic but fictitious name. Before driving the same vehicle, half of the participants were told their system was called “AutonoDrive” and were given an upbeat training that emphasized the system’s capabilities and driver convenience. The other half of the participants were told their system was named “DriveAssist,” and their training placed greater emphasis on the system’s limitations and driver responsibility. Participants trained on AutonoDrive came away with greater confidence — and in some cases, overconfidence — in the system.

"As exciting as these new technologies may be, they're not fully capable, as some of their names might suggest," Steward said. "Even if a vehicle does have some technologies that help assist you in lane keeping or braking, it's always important to be readily available to take control of that vehicle."

Additional AAA Foundation research examined active driving assistance in on-road driving with research participants and found that when motorists receive detailed, comprehensive training on the system, they initially pay more attention to the overall driving task.

Kan. —&nbsp;Motorists using new in-vehicle technologies with names like AutoPilot or ProPilot, may believe the driving assist systems are more capable than they actually are, according to new research from the AAA Foundation for Traffic Safety."It's critical for drivers to really understand not just the capabilities, but also the limits of the new technology," said Shawn Steward with AAA Kansas. "It's not just the drivers. AAA recommends that automakers at this point in technology development err on the side of caution when naming and marketing their new technologies."Active driving assistance systems (ADAS) combine vehicle acceleration with braking and steering."It's essential for drivers, at the same time, to do their part by always staying engaged when behind the wheel," Steward said. "Most vehicles right now are not fully automated. They're not self-driving vehicles at this point."In this latest AAA Foundation study, 90 research participants received a brief overview of an active driving assistance system with a realistic but fictitious name. Before driving the same vehicle, half of the participants were told their system was called “AutonoDrive” and were given an upbeat training that emphasized the system’s capabilities and driver convenience. The other half of the participants were told their system was named “DriveAssist,” and their training placed greater emphasis on the system’s limitations and driver responsibility. Participants trained on AutonoDrive came away with greater confidence — and in some cases, overconfidence — in the system."As exciting as these new technologies may be, they're not fully capable, as some of their names might suggest," Steward said. "Even if a vehicle does have some technologies that help assist you in lane keeping or braking, it's always important to be readily available to take control of that vehicle."Additional AAA Foundation research examined active driving assistance in on-road driving with research participants and found that when motorists receive detailed, comprehensive training on the system, they initially pay more attention to the overall driving task.

The cluster activity in the county has lowered in the past several days, with just 38 active cases at the Hutchinson Correctional Facility and one at Hutchinson Community College. 

That means there are 61 non-cluster related cases in the county.

839 people have tested positive, with 736 recovered. Three have died.

The overall positive test rate is at 10.83%, with the community positive test rate at 7.17%. 12.32% of the population has been tested.

County commission to discuss community corrections HVAC Tuesday

They just wander around and find things to chew that are dangerous or electrical cords or get destructive with a rug."

If you don't confine your pet, you can see some separation anxiety and destructive behavior, especially from puppies, but always ask your veterinarian for tips on the best way to safely confine your pet if you have to be gone.

Get pets used to new routines

The Hutchinson Fire Department responded to 1310 East 4th Avenue early Sunday morning for a report of a fire coming thru the roof of a 60’ x 120’ commercial business. Time of call was 0123. 

Upon arrival, crews reported a heavily involved Commercial structure with exposure concerns. Fire crews tried an interior attack but were push back due to the amount of fire and ceiling collapse. Fire crews went into a defensive strategy to save the exposure and extinguish the building of origin. Six engines and two ladder trucks were used to contain the fire and protect the adjacent properties. Power was disrupted in the area. Crews continue to work on containing hot spots and will remain on the scene.

The front part of building was used as a business for a window tint and graphics business. The remaining portion of the structure was used for storage. No one was in the building at the time of the incident. No injuries were noted throughout the incident. 

Fire investigators will be working to gather the facts to help in determining a cause of this fire. The fire remains under investigation at the time of this press release.

City council to discuss Orchard Park security

Kan. —&nbsp;If you aren't accustomed to filing your taxes, you might still be eligible for an Economic Impact Payment.

"Later this month, the IRS is going to send very simple letters to about 9 million Americans who typically don't file a federal income tax return," said spokesperson Michael Devine. "They may be eligible to claim an Economic Impact Payment. They haven't registered with the IRS because they haven't filed a tax return. These letters are being sent to people who didn't file for 2018 or 2019 and because of their low incomes based on information we have from forms, W-2s and 1099s, they don't have a requirement to file."

Let's be clear, this communication, like all official communications with the IRS will start in the actual mail, not on email or by phone.

"To make sure that everybody that may be eligible gets a chance to get this Economic Impact Payment, the IRS is sending a notice," Devine said. "It's a letter, Notice 1444-A. It's written in both English and Spanish. It's very simple. It explains who is eligible for an EIP and how to claim one of those."

The letters will go out starting around September 24 and people have until October 15 to register with the IRS online at irs.gov.

"They can use the non-filer tool to just put in the information that they need to tell the IRS who they are and how to send them that payment, if they are eligible," Devine said. "It's really pretty simple and there is a phone number on the notice, but everyone needs to remember this is a letter coming in the mail. No one from the IRS will call you about it. No one will email you about it."

The IRS knows where to send these notices because of information provided to it by employers as part of the employer tax filing process.

Kan. — The public hearing for proposed new wind farm regulations for Reno County will be Thursday afternoon. According to the official notice posted on the county website, the meeting will be at 4:30 p.m. in the Kansas State Fairgrounds Encampment Building at 2000 N. Poplar.

The fourteen pages of text amendments for the proposed regulations are available for inspection Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m. at the Reno County Public Works Facility located at 600 Scott Blvd., South Hutchinson, KS  67505 and can be reviewed online at www.renogov.org. 

All interested parties may appear and be heard at the public hearing Thursday. New wind farm regulation hearing coming up Thursday

RENO COUNTY— The Reno County Sheriff's office reports that a Mount Hope woman died after an ATV accident in Reno County Friday night.

Deputies were called to 10818 East Maple Grove at 9:19 p.m. Friday. 

Kansas Wildlife and Parks arrived first and told deputies the driver of the ATV was unconscious and having trouble breathing. Lifesaving measures were started. EMS and fire took over when they arrived. 

The driver, identified by the department as 53-year-old Kelli Owens of Mount Hope died at the scene. The investigation shows that Owens drove the four wheeler through a fence causing several injuries. The report says Owens was not wearing a helmet. The investigation continues.

Specific details on the death are not being released out of respect for the family.

Third COVID-19 death confirmed in Reno County

TOPEKA – The Kansas Department of Health and Environment (KDHE), in conjunction with the Kansas Department of Wildlife, Parks and Tourism (KDWPT), has revised its list of public health advisories for Kansas lakes due to blue-green algae.

Camp Hawk Lake in Harvey County has been downgraded from warning to watch status.

A watch means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. During the watch status, KDHE recommends the following precautions be taken:

Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

Blue green algae watch in effect for Camp Hawk Lake in Harvey County

"We would normally be at the state fair in the Pride of Kansas building selling a lot of our members' products," said Janelle Dobbins the Kansas Department of Agriculture's From the Land of Kansas Marketing Manager. "When the fair had to close this year, we looked for other opportunities and what we could do, so we decided to create this Purple Ribbon Marketplace, having an opportunity that our businesses could sell on the site. All those fairgoers could go on and shop and still get those great products, but this time just get them delivered to their door versus shopping for them at the fair."

From the Land of Kansas is the state trademark program.

"We're designed to promote and celebrate agricultural experiences and products grown, raised or produced in Kansas," Dobbins said. "That may be anything from seeing the logo on products being sold in a grocery store to helping someone get started at a farmer's market, all the way up to, some of our members are large enough, they are exporting outside the state."

A variety of Kansas products are offered through the Purple Ribbon Marketplace including popcorn, cheese, sunflower oil, coffee, spice and dip mixes, sauerkraut, and honey. A Kansas distillery will also be selling their hand sanitizer.

"One thing definitely we see across the board for all Kansas products is the pride that all of these businesses take in their products," Dobbins said. "A lot of them truly are hand packed, hand sealed. They're really fresh products."

HUTCHINSON, Kan. — During the You Drink. You Drive. You Lose. campaign just completed, the Hutchinson Police Department conducted overtime saturation patrols to aggressively enforce Kansas impaired driving laws. During the campaign, officers made 7 impaired driving arrests. 176 vehicle stops were made during the campaign.

"If you were stopped you hopefully learned from your experience," Chief Jeff Hooper said. "You can count on this department to vigorously enforce impaired driving and other traffic laws, not just during this enforcement campaign but all through the year. We enforce traffic laws because those laws help everyone that we share the road with. We will continue to do so because, while the You Drink. You Drive. You Lose. campaign may be over; traffic enforcement never is.”

Hutchinson PD announces enforcement campaign results

CINCINNATI — The Kroger Co., parent company of Dillons, reported its <a href="http://ir.kroger.com/CorporateProfile/press-releases/press-release/2020/Kroger-Reports-Second-Quarter-2020-Results-and-Updates-Full-Year-2020-Guidance/default.aspx">second quarter 2020 results on Friday.</a>

Total company sales were $30.5 billion in the second quarter, compared to $28.2 billion for the same period last year. 

Excluding fuel, sales grew 13.9%. Digital sales grew 127%. Kroger reported an operating Profit of $820 million. 

As of Friday's report, the company believes its 2021 business results will be higher than would have been expected prior to the COVID-19 pandemic.

The company also authorized a $1 billion share repurchase program, replacing a previous authorization in 2019.

Earlier this year, Kroger increased the dividend by 13%, marking the 14th consecutive year of dividend increases.
