BUHLER, Kan. — The Buhler USD 313 School District will host a <a href="https://www.facebook.com/BuhlerUSD313/">live Facebook presentation</a> this evening to go over the gating platform the district will have to begin the school year Wednesday.

Superintendent Cindy Couchman will give the presentation on how the district will handle the various criteria for dealings with the pandemic and keeping education going to students at every level.

USD 313 outline gating criteria Tuesday evening

HUTCHINSON, Kan. — After a one-week delay, Reno County Commissioners approved vacating a portion of Mohawk Road during Tuesday’s meeting.

The road along the east side of the landfill is being closed so the landfill can move its entryway and scale house east to the road's present location. It's part of an overall plan to give a facelift to the landfill facilities.&nbsp;

The closing also allows the landfill to use land east of the road. Action on the matter was delayed so a cul-de-sac that is needed could be expanded to fit larger vehicles. Three easements for Evergy and IdeaTek were also approved as part of the overall project.

The road has seen little use ever since it was closed off at the railroad tracks along Blanchard Road Southwest.

"We are actually kicking off our youth fall sports seasons," said Amy Conkling with Hutch Rec. "We're following a lot of those same COVID guidelines for youth flag football, youth soccer and youth volleyball. We've started practices with those sports and they'll actually start games next weekend. Just in time as our school sports are starting, we're going to do the same for our youth in our community, as well."

In addition, there are a lot of activities at Dillon Nature Center in the fall. 

"It's a fabulous facility," Conkling said. "A lot of people don't make that connection that Hutch Rec actually operates that facility. We have several fall activities out there starting up later this month in September. We have parent and me preschool classes, we have adult enrichment classes, we have junior naturalist classes. That is definitely a hot spot, especially in that fall season."

There is also the first race in the Hutch Rec race series that starts later this month.

"We are excited to have our Muddy Hutch 5K and a new youth 3K event coming up later this month on September 19," Conkling said. "You have about three weeks to train, if you haven't, and to register with us. That is at Fun Valley Sports Complex. That's a really fun race. It's not a traditional road race 5K. It is actually spread out along a 5K course with about 20 obstacles and lots of mud and dirt, especially if we get a rainy September in the next couple of weeks. It will be extra muddy."

Hutch Rec activities ready for fall

The Hutchinson City Council changed the city's sign ordinance on Tuesday.

"In 2018, the City of Hutchinson amended our sign ordinance to be in conformance with a Supreme Court decision, Gilbert v. Reed," said Amy Allison, Senior Planner. "Sign ordinances cannot be content based. They have to be place based. We amended our code to be more reflective of the street which a sign sits on as opposed to the type of use the sign is advertising."

The reason the ordinance was opened back up again was because of a sign at First Baptist Church on Main Street. They wanted a six and a half foot sign.

"Current code, instead of saying that sign's height and area was based off of the street classification, it said any P-I zoning district or use is based off of the standards for a residential multifamily, so the maximum height they could have is six feet."

The change will allow such uses, when along arterial streets, to have height up to ten feet. Ten feet will be the general rule, except on major streets going forward.

"We're changing the maximum height for any signage that would be on a residential street to ten feet instead of 20," Allison said. "That's because we want to make sure that the signage that is on a residential street is more reflective of the character of that street as opposed to more of a commercial or industrial type nature, so our recommendation is to bring that down to ten feet."

However, if someone has an already erected sign that is higher than the new regulations it is grandfathered in.

Sign ordinance updated by City Council

Kan. —&nbsp;A pathologist with Hutchinson Regional Healthcare System is encouraged by the potential use for convalescent plasma among COVID-19 patients at the hospital.

The convalescent plasma, basically what that is, is somebody that's had the disease, they make antibodies to it and fight it off," said Dr. Rex Degner. "I can take their plasma, harvest those antibodies and give that to a patient to just have it help knock down their viral load so they have less of it. It will slow down and ease the disease process in a number of patients."

If you've recovered from COVID-19, you can help.

"We actively encourage anybody that knows that they've tested positive for COVID to consider, twenty-eight days after they are over their infection, contact the Red Cross, donate your plasma," Degner said. "That plasma is available for us here in Hutchinson to give to our community members that need it."

The Red Cross will do the testing, once you have contacted them.

"You can contact the Red Cross and they will measure the level of antibodies in your system," Degner said. "If you have enough, then they will see if you are willing to donate your plasma, it's a one time donation, to give to other patients. The Red Cross will ask you a series of questions and then do a simple blood test."

It's also worth donating blood to get tested for the antibodies as well, as the Red Cross is doing antibody testing on the blood of any donor at this time.

Like the other districts, meals will be provided for students that are learning from home. Arrangements must be made to pick up meals at either Union Valley Elementary School or Buhler High School.

Kan. — As of the last report on the Reno County COVID-19 dashboard for the month of August Monday afternoon, there were 165 active cases of the virus in the county. 

742 people have tested positive since the beginning, 576 have recovered, one has died.

Of the 165 active cases, 115 are connected to Hutchinson Correctional Facility. Two are still active at Hutch CC. That leaves 48 non cluster related cases in the county.

The dashboard notes three hospitalizations and that 37 cases overall spent time in the hospital. 20 were admitted to ICU at one point, with 4 intubated.

6,799 total tests have been administered, with 6,057 negative. The overall positive test rate is at 10.91%, with the community positive test rate at 7.10%. 10.82% of the population has been tested.

End of August sees non-cluster cases below 50

Eagle Communications Inc. continues to grow its Midwest footprint. The employee-owned company announced Monday the acquisition of two western Nebraska radio stations.

According to the district, there are 3,840 students in the district. 3,170 or 82% are learning at school facilities. Another 435 students or 11% are learning remotely but plan to return to school sometime this year. About 6% or 235 students have chosen to learn online for the entire year.

Meals are available for those who are learning online and arrangements must be made ahead of time for meals. For students who qualify for free meals, there will be no charge for the meals and those on reduced lunch programs will get the meals at a reduced rate.

USD 308 has about 670 students learning online as year begins

HUTCHINSON, Kan. — A local credit union wanted to give some Salthawk spirit to Hutchinson USD 308 while providing personal protective equipment.&nbsp;

Heartland Credit Union donated a supply of Salthawk face masks for staff. HCU has been a long-time district partner, dating back to 1948 when it was formed as Hutchinson Teachers Credit Union.&nbsp;

HCU's connection with USD 308 was furthered when they opened a branch in the high school in 2019 offering a curriculum for students and an internship program.

Tickets for the 2020-21 season with nine performances slated starting with Larry Carlton’s Steely Dan concert on October 8.

Other performances include The BoDeans concert October 24,The Hutchinson Symphony December 31,and the Texas Tenors March 26. A full list of concerts and available tickets is available at <a href="http://hutchinsonfox.com/">hutchinsonfox.com</a>.

The theatre is also working to make sure concerts can continue and keep the crowd safe.&nbsp;

The Fox may also operate with a mask mandatory policy. Visitors may also notice new traffic patterns inside the theatre.&nbsp;

Fox opens ticket sales for single performances

NICKERSON, Kan. — Classes are ready to start in Nickerson USD 309. 

Teachers are in buildings getting ready and Interim Superintendent Dr. Jeanne Stroh says the district will have a work day Tuesday before classes start on Wednesday.&nbsp;

Stroh says the district will have 89 students learning remotely this year due to the pandemic. Stroh also wanted to stress to parents or guardians of students that masks will be required on all buses and families will sit together on the bus.&nbsp;

Temperatures will be taken before a student boards the bus and all students and staff will have their temperature checked before they enter the building.

Meals will be available for students learning online but the grab and go sites will not operate. If a student wants a school lunch they can call the school and set up a time to pick up a school lunch.

Teachers are in buildings getting ready and Interim Superintendent Dr. Jeanne Stroh says the district will have a work day Tuesday before classes start on Wednesday.&nbsp;Stroh says the district will have 89 students learning remotely this year due to the pandemic. Stroh also wanted to stress to parents or guardians of students that masks will be required on all buses and families will sit together on the bus.&nbsp;Temperatures will be taken before a student boards the bus and all students and staff will have their temperature checked before they enter the building.Meals will be available for students learning online but the grab and go sites will not operate. If a student wants a school lunch they can call the school and set up a time to pick up a school lunch.

"It's across the board," Davis said. "It actually crosses all gender, race, socioeconomic status. It represents in every type of person and family that we have here in this community and in this country."

Brighthouse: More domestic violence since COVID

Where is your favorite place that you have lived? It might not surprise you that Kansas isn’t usually my first response. Kansas is an acquired taste.

When I first moved here over a decade ago, I was not very excited about the landscape. I had spent most of my life in the northern United States with green, lush woodlands and lakes everywhere you look. Trees and lakes in Kansas seemed a joke to me. And the wind. It was wicked and vengeful; it never seemed to stop. I was not a fan.

At the time, I read a book about the early homesteaders in Kansas and those who survived the Dust Bowl. I remember wondering, “What did early homesteaders think when they got here? Is this it?”

After naming some great attributes of different places, my response to that question about favorites always ends up being, “I can be happy anywhere, there is something to love everywhere, you just have to decide you want to be happy.”

The people and strong agriculture industry in Kansas made it easy to love, and over the years, my appreciation of the state’s beauty has grown. There are two undeniably spectacular and quintessentially Kansas times of year I love.

In the north, late February and early March are filled with endless gray days and snowbanks or dirty slush everywhere you look. I think that is why it always feels like such a surprise to be driving through Kansas on a sunny day and realize the winter wheat has turned vibrant green overnight and grazing cattle suddenly appear across the countryside. It is a sight that stops me every year; renewing my joy and strengthening my soul.

Then in May and June, the Kansas sky becomes the star. As the wheat begins to turn golden and farm equipment rolls over the horizon sharing the stage with the setting sun, there is no way to accurately capture the beauty of colors that paint the sky. A wheat harvest sunset in Kansas makes fills me with awe every single time.

Enter 2020. The pandemic deleted so many a lot of events and activities that normally fill my calendar. This extra time allowed me to say yes to more time on the farm. I was available for daily activities like checking cattle and irrigators or riding along on a tractor during planting season. In addition, my back surgery in May required daily walking as part of my recovery and the pandemic encouraged social distance, I took advantage of the wide-open space available to me and began to walk the gravel roads near my house.

During those extra hours driving around the farm or walking the same gravel path, I started to notice little things I had never seen before while speeding past — all the animal tracks in the road, how crops grow and change every day, and where water gathers after a rain. I finally came to appreciate the wind’s cooling nature on humid, sunny days. My phone is now filled with pictures of the landscape because I was in constant awe of the beauty and power around me.

This summer when I slowed down, I figured out why homesteaders stayed and generations of farmers love this land. It’s a place where resilient crops and stout creatures withstand fierce weather conditions; a wide-open space that allows the most amazing views of the heavens.

Kansas doesn’t have big bold beauty that can be easily seen. It has subtle, detailed beauty that you have to stand in the midst of to feel. It takes patience to experience and time to appreciate.

Insight: Finding Beauty in Kansas

The Hutchinson City Council will look at an ordinance to amend sign regulations as part of its agenda for Tuesday.

If adopted, the new freestanding sign regulations would limit signs adjacent to residential areas to 100 square feet of area and 10 feet in height, those in non-residential areas to 100 square feet of area and 20 feet in height, those along collector streets to 150 square feet of area and 25 feet in height, along arterial roadways to 200 feet of area and 30 feet in height if along East 30th Avenue from Elm Street to K-61 Highway, East 17th Avenue from Severance Street to Airport Road, East 4th Avenue from Severance Street to K-61 Highway or East 11th Avenue from Lorraine Street to Halstead Street. All other arterials would be limited to 150 feet of area and 25 feet in height. Along state highways, the signs would be limited to 250 feet in area and 35 feet in height.

There are also a full set of separate regulations for those in the public and institutional zoning district to be discussed.

In addition, the council will issue a proclamation for Fair Housing Month, take public comment from the audience, approve its consent agenda and receive reports from council members and city staff.

The meeting of the Hutchinson City Council is at 9 a.m. at City Hall and can be viewed on the city's Youtube channel.

Signs, signs all sorts of signs on City Council agenda Tuesday

The vacation of Mohawk Road for the purpose of moving the landfill scale house and dealing with changes in easements for IdeaTek and Evergy related to the road closure is on the agenda Tuesday for the Reno County Board of County Commissioners.

Also as a part of the meeting, commissioners will receive a COVID-19 update from Adam Weishaar and Karen Hammersmith and pay regular bills. They will also hear from County Appraiser Brad Wright on procedural compliance for the ad valorem tax appraisal process, they will hear about election preparations from County Clerk Donna Patton and Deputy Elections Officer Jenna Fager and get an update on the disbursement of CARES Act Funds from consultant John Deardoff. 

Commissioners will receive a report from County Administrator Randy Partington and go into two executive sessions, one for a privileged legal matter and another for a non-elected personnel matter.

The meeting will be at 9 a.m. at the Reno County Courthouse.

Tuesday county meeting with busy agenda

Kan. —&nbsp;The annual United Way campaign kicks off this week and there is an event to commemorate that on Monday.

"We have a $1.1 million campaign goal," said chairperson Debra Teufel. "It kicks off officially September 1, but we're doing some fun things on Monday to really celebrate it and kick it off in a big way."

Come hungry and leave both filled and fulfilled as you help those in need in Reno County.

"We are going to be up on East 30th between CrossPoint church and R and R," said executive director Lisa Gleason. "We're going to have food trucks that are going to be donating part of the proceeds that day all day long from 11 a.m. to 6 p.m. to United Way."

Trucks that will be there include Suthern Comfort BBQ, The Traveling Bowl, Los Mariachis Taqueria and Val's Berry Bowls. 

"We're also going to have a fun prize giveaway during that time," Gleason said. "We have an anonymous donor who gave us two BOSE Sunglasses. I didn't even know these existed. They are cool looking. They have speakers in them so you can be listening to music while you have your sunglasses on. Anybody who gives a donation to United Way that day will be able to get into the drawing for those sunglasses."

The campaign officially lasts from September 1 to January 31.

United Way campaign kickoff event Monday

HUTCHINSON, Kan. — Reno County Administrator Randy Partington wanted to stress the need for county residents to fill out the 2020 census form and return it. 

The census is used to determine how much federal funding can be available to the county and its communities. Partington showed the County Commission on Tuesday just how much money can be lost if residents don’t return the census form.

Partington noted that, for each household not counted in the census, the county could lose an average of $49,000 per household over a period of 10 years. Most think that the lack of participation only hurts the larger communities, which is not so. 

The average amount of potential funding lost in Buhler is around $50,300 per household, $45,600 in Abbyville, and nearly $55,000 in Partridge.

After getting off to a fast start, the percentage of residents filling out their census has remained stagnant at around 69%.

Some of the programs that could be hurt by not reporting your census includes Head Start, foster care, school lunch programs and health center programs.

City and county making one last push to get census completed

HUTCHINSON, Kan. —&nbsp;The Hutchinson Fire Department responded to 304 East 3rd Avenue early this morning for a report of a fully involved vacant residential structure. Time of call was 0413. 

Upon arrival, crews reported a fully involved single story structure with exposure concerns on both sides of the fully involved structure. Fire crews went into a defensive strategy to save both exposures and extinguish the home. Three engines and two ladder trucks were used to contain the fire and protect the adjacent properties. 

Crews continue to work on containing hot spots and removing burnt foam board insulation from a fifth wheel trailer that also caught on fire.  

According to the owner, the home was used as a storage building and slowly being remodeled. No one was living at the home at the time of the incident. No injuries were noted throughout the incident. 

Fire investigators will be working to gather the facts to help in determining a cause of this fire. The fire remains under investigation.

The Hutchinson Fire Department was assisted by the 911 Dispatch Center, Hutchinson Police Department, Reno County EMS, Kansas Gas, and Evergy. The Hutchinson Fire Department wants to thank the Hutchinson Police Department for there great assistance in quickly evacuating the adjacent occupied homes.

Home Destroyed in Early Morning Hutchinson House Fire

Kan. —&nbsp;Now that school is getting underway, it's important for students of all ages to know the resources they have available at the Hutchinson Public Library.

"We have extended our hours on the wi-fi," said Charlene Childs - Reference Services Assistant Supervisor. "People can actually access the wi-fi from our parking lot in the evening even while we're closed. Those people who do not have wi-fi can access it if they need to."

The extended wi-fi hours outside of the building are from 6:00 a.m. to 10:30 p.m. It's also possible to get an internet connection to take home for a short period from the library through a mobile hotspot.

"We do have hotspots that are available for one week checkout," said Darcie Canfield-Riggs - Youth Services Librarian. "We have been providing those for a couple of years now. They're very popular. We have a list of people that put them on hold to check out each week. They're through T-Mobile."

There are also still computers in the library to use.

"We have fourteen on the public services side that are available," Canfield-Riggs said. "We have seven on the children's services side reserved for children to use daily."

The library is open from 10 a.m. to 1 p.m. and 3 p.m. to 6 p.m. Monday through Friday and from 10 a.m. to 1 p.m. on Saturday. The library is closed on Sunday.

"We do have our services mostly available that we had before," Canfield-Riggs said. "You can check out books. You can check out DVDs, audiobooks, magazines. In the children's department, we have what are called vox books, which are read along books that have a player inside of them, so someone reads the story to you while you're reading the book."

For those who need to do more in-depth research, there are people there to teach you.

"We do have the databases that you can access from home," said Amanda Stephenson - Reference Services Supervisor. "We have researchers that are there to help students learn how to do the databases, as well as printing of articles. We have the archives, where we can get historical magazines and access older materials and we can also do interlibrary loan of materials from other libraries."

The library is also looking to continue to work with the youngest learners.

"Currently, I'm not going out to daycares and preschools, but I have in the past to do story times, said Amy Johnson - Children's Outreach Coordinator. "I am offering a virtual option for daycares and preschools and then I also offer for daycares, delivering books to them monthly so that they have books so that if they can't come in here, I take the books to them."

All you need to access all of these resources is a library card.

"They can come in to the library and bring a current picture identification with proof of address," Childs said. "Even if their license has a different address on it, if they are living here, if they can bring something with their current address that's been through the mail with them, they can come in and get a free library card."

Due to a lack of actionable agenda items and City Hall remaining closed to the public because of COVID-19, the regularly scheduled Hutchinson Land Bank Board of Trustees meeting for Tuesday, September 1, 2020 has been cancelled.

The next scheduled meeting will be held on Tuesday, October 6, 2020.

Land Bank Board will not meet in September

The City of Hutchinson Housing Commission will address changes made by the state in housing discrimination policy as part of its agenda on Wednesday afternoon at 4 p.m. on Zoom. 

As a result of a decision by the U.S. Supreme Court, a guidance document will be forthcoming from the state's Human Rights Commission that the Kansas Act Against Discrimination’s employment, housing, and public accommodation anti-discrimination provisions for “sex” are inclusive of LGBTQ and all derivates of “sex”.

Also on the agenda is a featured neighborhood report from Adam Stewart, an update on the CDBG Grant for the Creekside neighborhood an update on code enforcement and an update on COVID-19 and its effect on housing issues.
