HAVEN, Kan. — USD 312 Haven Schools announced Wednesday that Yoder Charter School teacher Kim Yutzy has been selected as the Employee of the Year winner for the 2019-20 school year.&nbsp;

Yutzy joined USD 312 in 1998. She began as a music teacher at Mount Hope and Yoder Charter. After taking a few years off, she returned in 2009 and worked as a library aide at Yoder Charter. In 2014, she began teaching vocal and instrumental music at both Yoder Charter and Partridge Grade School. She is currently teaching physical education, vocal music and instrumental music at Yoder Charter School. Kim is also an active member of the District Wellness Committee. Kim is married to Eric Yutzy and they have two daughters, Abby and Sarah.

Those nominating Yutzy noted her great sense of humor and that students know she is there for them whenever they need her.

Yutzy and her students are also involved in a mass band performance each school year. The event brings together all band students from across the district for a special performance during halftime of a football game.

Yutzy has also been a key contributor to the redesign process at Yoder Charter School.

HUTCHINSON, Kan. — After closing back in March, the Cosmosphere will reopen to the public on Friday.&nbsp;

“We recognize the need to close and want to do whatever we could to help stop the spread of the virus,” Cosmosphere President Jim Remar said. “But it’s been a long two months so we’re really excited to start seeing some public back in the facility.”&nbsp;

The museum was just getting ready to showcase some major renovations when the museum was closed because of the pandemic.&nbsp;

“The timing couldn’t have been worse,” Remar said. “We were literally opening some new galleries . . . so it will be good to get people into those new spaces.”&nbsp;

While the museum will be open, there will still be some areas closed off.

“We’re going to keep CosmoKids closed for a period of time just given the fact that it’s very hands-on and interactive,” Remar said. “We felt that is the best position to take right now. They will be able to see the new X-Plane gallery, see the Bell X-1 in its new display and configuration and then be able to enjoy the museum."

After long wait, Cosmosphere ready to show off new displays

HUTCHINSON, Kan. — The Reno County Elections Office announced Thursday that, in response to COVID-19, it is sending a mailer this week to all active registered voters that includes an application for the primary election, general election and a party declaration card.&nbsp;

“We’ve been contacted a lot about people wanting to know what their options are,” Elections Clerk Jenna Fager said. “We decided it would be a good idea to put something out so those people who do not feel comfortable going to the polling location have another option.”

This is an application for the ballot to be mailed to you just like any other mail-out ballot during the election. The ballot must be returned to the clerk's office by the end of the primary or election day at 7 p.m., or postmarked on the day of the primary or general election.&nbsp;

Return postage is paid. If anyone is reluctant to go to the polls to vote, they have the option to use these applications to vote by mail. The ballots will be sent out 20 days before the election.

Fager says they have mailed out about 33,000 of the applications and hopes that it will improve voter turnout.

HUTCHINSON, Kan. — After careful consideration and continued monitoring, Hutch Rec announced it has canceled the Stay to Play summer day camp and annual Smallville Festival.

Stay to Play day was originally scheduled to run 10 weeks. After several modifications and postponements, the Board of Commissioners — at the recommendation of Executive Director Tony Finlay — decided it was in the best interest of staff, parents and children to announce the cancellation of the camp at this time. Full refunds will be issued to those currently enrolled in the Stay to Play summer day camp.

Hutch Rec is now moving forward to work on offering an outdoor camp held at various parks in the city. An official announcement on these camps will be released at a later date.

At Cheney Reservoir, the park office reports it has been sold out for several weeks now and that primitive camping is filling up too. All ramps and services are available and restrooms and showers are open. Officials ask that you practice good hygiene when in the bathhouses and bathrooms and to follow proper social guidelines. Cheney expects a weekend crowd of about 50,000.

At Kanopolis Lake, park officials say they are not only full for the holiday weekend, they are already taking reservations into the month of July. All campsites are sold out and most of the primitive camping is getting full. The office did say that beaches and playgrounds will be closed, as is the Venango Cove and Riverside campgrounds. 

Kanopolis expects a crowd of around 15,000 for the weekend.

Area lakes will be busy this weekend

HUTCHINSON, Kan. — The Rally Reno Campaign handed out another $14,300 to five nonprofit agencies through the Hutchinson Community Foundation.

The money comes from a $110,000 pool funded by donors of the United Way of Reno County and the Hutchinson Community Foundation. The grants are aimed at expanding local nonprofits’ capacities to continue providing services during the COVID-19 crisis. The fund is now depleted. Donors who would like to help make more grant dollars available should contact Hutchinson Community Foundation President and CEO Aubrey Abbott Patterson or United Way of Reno County Executive Director Lisa Gleason.

A panel of community leaders awarded the following grants:

Park Place Christian Church-Bread &amp; Cup Ministry — $3,000: Funds will be used to feed individuals who have been impacted by coronavirus and others normally served by this ministry. Cleaning supplies and paper products for carryout meals necessary during this time will also be purchased.

Children’s Emergency Shelter Home — $2,300: Funds will be used to continue to pay staff to be on-call during this difficult and unpredictable time.

Et Cetera Shop &amp; Ten Thousand Villages — $2,000: This grant will be used toward adaptations necessary to allow Et Cetera Shop to continue accepting donations and making sales during the COVID-19 crisis. Possible expenditures include media manager wages and/or purchase of a laptop and/or donation bin.

St. Vincent de Paul — $5,000: All grant funds will be used to assist community members in need as they struggle to afford enough food and to pay rent and utilities after the current grace period expires.

The Salvation Army — $2,000: Additional funds toward The Salvation Army's partially-funded initial request will help with staff salaries and utilities during a time of lost revenue, allowing the organization to continue serving community members with immediate needs.

“Reno County nonprofits have experienced lost revenue plus increased needs for the clients they serve — a big hit to the bottom line,” Patterson said. “We anticipate that the need for emergency grants to fill the gap will continue for many months and we will need further support from our very generous community.”

The decision to find a new name and purpose began last year when the Reno County Entrepreneurship Task Force provided recommendations to the community. Task Force members and the Quest Center board of directors saw an opportunity to evolve the Quest Center to become the home of an “entrepreneur navigator” and the hub connecting entrepreneurs.

In addition to fostering an entrepreneur community through online and in-person activities, StartUp Hutch will help entrepreneurs navigate the business start-up process. It will continue to provide services such as loan assistance, business plan review, and succession planning.

Quest Center changes its name and mission

Kan. —&nbsp;The following Hutch Rec summer youth sports have been updated in response to Governor Laura Kelly’s announcement on moving the State of Kansas to a Modified Phase 2, starting May 22. Please note dates are subject to change per any new COVID-19 guidelines and/or executive orders from local and state government officials.

Youth Summer Sports Leagues – Recreation

Youth summer recreation leagues include: t-ball (3-6 yr olds); softball (8U, 10U, 12U, 14U); and baseball (8U, 10U, 12U).

Registrations for these leagues are closed.

Under the Modified Phase 2, coaches may hold practices starting May 22. Coaches may start reserving practice times and fields on May 20 at Hutch Rec Downtown, 17 E. 1st, or by calling (620) 663-6179.

Recreation League Coaches Meeting: May 26 at Fun Valley Sports Complex on the Upper Deck, practicing safe social distancing. T-Ball will meet at 5:30 p.m.; Softball will meet at 6 p.m.; Baseball will meet at 6:30 p.m. During this meeting, Hutch Rec staff will discuss any additional updates and precautions being taken in response to COVID-19, as well as hand out equipment and team rosters. Coaches will have the ability to sign up for practice times during this meeting.

T-ball games will start the week of June 1. Softball and baseball league games will start the week of June 8.

Youth Competitive Sports Leagues (CKBL &amp; CKFPL)

Hutch Rec will proceed with the Coaches Meeting for all Central Kansas Baseball and Central Kansas Fast Pitch League coaches. This meeting is scheduled for May 20 and held at the Fun Valley Sports Complex on the Upper Deck. Softball coaches will meet at 6 p.m.; baseball coaches will meet at 7 p.m. During this meeting, Hutch Rec staff will discuss any additional updates, a tentative league timeline, as well as precautions being taken in response to COVID-19.

The pre-season tournament scheduled for May 30 has been postponed. Coaches will discuss tournament options at their meeting on May 20.

Outdoor fitness activities scheduled for May Third Thursday are canceled.

Salt City Splash &amp; Buhler Pool

Staff at both Salt City Splash Aquatic Center and the Buhler Pool are actively preparing for opening day when allowed.

The announcement of opening day will be released on hutchrec.com, the Salt City Splash and Buhler Pool Facebook pages, as well as through media outlets.

Hutchinson Sports Arena – north gyms

Re-opening of the north gyms remains on hold at this time. This includes: community walking, fitness classes, and open gym time for pickleball.

Summer Adventure Camp at Dillon Nature Center

Session 1 (June 1-5) and Session 2 (June 8-12) are canceled.

Summer Adventure Camp will now be four week-long sessions, starting the week of June 15. All sessions are open to students who have finished kindergarten through 6th grades, and spots are limited. Visit dillonnaturecenter.com for more information and to download camp registration forms.

At this time, Stay to Play summer day camp is on hold.

The curbside carryout lunch program continues on Mondays, Wednesdays, and Fridays. Senior Center members may call to reserve their lunch at (620) 663-2811. Details and the May menu are available on the Senior Center web page at hutchrec.com.

The Senior Center at Elmdale Park (400 E. Ave. E) will remain closed through the month of May. This includes activities taking place at the Center and group travel.

Hutch Rec Downtown (17 E. 1st) remains open to the public for in-person registrations and customer inquiries. Business hours are Monday through Friday, 9 a.m. to 5 p.m. Staff are limiting the number of customers in the lobby area at one time. No more than two customers will be allowed in the lobby to ensure the practice of safe social distancing guidelines. Customers also have the option to register for activities online at hutchrec.com.

Dillon Nature Center (3002 E. 30th Ave) will also open its Visitor’s Center starting Monday, May 18 with the business hours of 8 a.m. to 7 p.m. Staff will be available to take in-person registration for summer activities. The exhibit portion of the Visitor’s Center remains closed until further notice.

Hutch Rec updates summer youth sports in response to Modified Phase 2 announcement

Kan. —&nbsp;The Christian Soup Ministry has been in Hutchinson since the 1980s and they are doing things a little differently now because of the pandemic.

"Right now, we're down to about 80 meals a day," said Stanley Murdock. "Normally, we have about 150 to 160 meals that we serve when the dining room is open. We plan to reopen the dining room on June 1st."

About 50 of those 80 are being delivered, but that requires a medical referral. The others are being picked up on the days they serve at 5 p.m.

"Monday, Tuesday and Thursday, we're there from 1 to 6 p.m. and Saturday, we're there from 2 p.m. to 6 p.m."

Churches and volunteer groups from across the community help with the preparation and distribution of the meals.

"We have about 134 different churches and organizations that help us out on a yearly basis," Murdock said. "That's what we had last year."

Christian Soup Ministry seeking support

HUTCHINSON, Kan. — With the 2019-20 school year winding down, two Hutchinson Public Schools teachers have received district honors.

Amber Carithers, English teacher at Hutchinson High School, and Courtney Bleything, a fifth-grade teacher at Morgan Elementary School, have been nominated as the district’s entries in the Kansas National Teacher of the Year competition.

Normally, the district’s Classified Employee of the Year would be announced at the same time. Because of COVID-19, that recognition is being pushed to late summer.

The educators will be honored at the back-to-school convocation in August.

Still to be named are the Davis Teachers of the Year. The Davis Foundation will formally announce finalists and winners at the district’s back-to-school convocation in August.

Carithers began her career at HHS in the 2013-14 school year. She was the Davis Teacher of the Year for HHS in 2017-18. She’s also received The Hutchinson News Amazing Teacher Award and had been nominated for the state Horizon Award for new educators and the KTOY.

One of the nominations for Carithers came from Graber Elementary School Principal Jesse Ediger. The principal worked with Carithers when both were classroom teachers – Ediger with fourth graders at Graber and Carithers with high school students.

“Amber has worked tirelessly to form a lasting relationship with her students,” Ediger wrote in her nomination of Carithers. “She wrote handwritten Christmas cards to all of her students. … She attends athletic and activity events. She reaches every student and sees the light in them.”

Indeed, Carithers lists relationships with students as being critical for success.

&nbsp;“I believe that teacher-student relationships are essential to transforming a classroom climate and building a platform for student engagement,” Carithers wrote in her application. “These relationships are a platform because relationships won’t always result in automatic engagement or learning. It takes relationships, scaffolding, rigor, clear expectations, differentiation and so much more to work together in perfect synergy.”

Bleything started with the district during the 2005-06 school year. She was a 2012 Davis Foundation Teacher of the Year winner.

Like Carithers, Bleything relies heavily on relationships with students and their parents.

“Building strong relationships with students is a critical factor leading to student improvement,” the educator wrote in her application. “I also believe strong relationships with parents is a contributing factor as well. I send personal letters and notes to each student and their parents throughout the year. Parents are called regularly, and I meet with students to discuss strengths as well as concerns.”

The most crucial problems in public education are the challenges students face.

“Each child is unique and has a story that makes them who they are,” Bleything wrote. “That is exactly what makes teaching great, year after year. It is constantly changing based on the kids each year. Getting to know each child and provide the best learning environment for our kids is critical.”

Part of that environment in Bleything’s classroom is “rather extensive” library. Students are encouraged to pull off a book at any time for pleasure reading.

“When I have a reluctant reader at the beginning of the year, it is my mission to find something that child won’t be able to put down,” she wrote.

"Garage sales are able to be conducted," Baldetti said. "We're just asking that people abide by the social distancing standards and try not to have large congregations. As of right now, try to have no more than 10 at the garage sale, if you cannot abide by the social distancing guidelines. Generally speaking, if you just have kind of traditional traffic, that should be fine."

The size of group gathering goes up from 10 to 15 as of Friday, since the state restrictions are being slightly eased.

"That's not to say that 15 people only can be at one place," Baldetti said. "That's just to say, if you cannot accommodate six feet of distance between people, try to limit groupings to 15 or less."

As much as you can, browse with your eyes and not your fingers.

"Best practice would obviously be to try and limit touching," Baldetti said. "At the same time, if an individual who is holding a garage sale wants to be proactive and sanitize via like a spray, Lysol or what have you, that's a good sanitation practice."

The county is not putting any further restrictions on cash handling or anything else with regard to garage sales, either.

Kan. —&nbsp;Kansas First District Congressman Dr. Roger Marshall wants to be sure China is held accountable for its role in allowing the COVID-19 pandemic to spread across the globe.

"I don't know whether they purposely let this virus go, or they just were trying to cover it up," Marshall said. "There's a whole lot of there there. This bill gives the President the authority, the power to shine a light on China as well as the World Health Organization and expose this cover up for what it is."

The goal is to get the Chinese to be honest with the rest of the world.

"We are going to require China to close their wet markets," Marshall said. "It's going to help bring the pharmaceutical supply chain home as well as put sanctions on China. Things like freezing their assets, travel bans, visas, those types of things, as well."

The reason the U.S. still needs China as a part of the economic world is it's too large a market to leave on the table.

"What we have to do is hold them accountable for their commitments to the trade agreement that we worked so hard with President Trump to get done in January," Marshall said. "We are keeping an eye on that. We're trying to make sure that we're continuing to ship out milo from across Kansas as well as wheat and cattle, all those types of things."

Making sure that even in the face of the pandemic, China keeps their economic promises is going to be an important part of keeping the global economy afloat going forward.

Kan. — AAA is expecting lots less travel for Memorial Day.

"AAA is expecting this Memorial Day weekend travel volume to set a record low since we began tracking the statistics in 2000," said Shawn Steward with AAA Kansas. "Last year, 43 million Americans traveled for Memorial Day weekend, which was the second highest travel volume on record."

COVID-19 has made it hard to know what is open and what is not to travel much distance.

"With social distancing guidelines still in place in a lot of locations and people just a little unsure about where things are, we think a lot of people will be staying home this Memorial Day weekend or staying very close to home," Steward said.

Given the unprecedented nature of the pandemic, AAA doesn't have a good estimate for how much the travel number will drop for the weekend, but people are still planning their vacations for later in the year.

"AAA travel online bookings have been rising, although modestly, since mid-April," Steward said. "Travelers are really starting to gain some confidence and start thinking about where they want to be traveling possibly this summer and fall."

Steward says trips within the region will likely come back first.

AAA: Memorial Day travel likely record low

HUTCHINSON, Kan. —&nbsp;An accident on Highway 50 Tuesday morning sent two people to the hospital. 

According to the Reno County Sheriff's Office, at 7:34 a.m. Tuesday, a deputy was dispatched to the 7600 block of East U.S. 50 where 22-year-old Chase Wahquahboshkuk-Kramer of Mayetta was driving a white 2013 Jeep Patriot and passed a 2017 black Honda Accord driven by 42-year-old Elizabeth Touzel of Hutchinson. 

The Mayetta woman began driving erratically after passing, crossed the center line and continued into the westbound lane, where she collided head on with a semi. The 2011 semi was driven by 56-year-old Phillip Adams of Orrick, Mo. 

Wahquahboshkuk-Kramer’s vehicle then collided with Touzel's vehicle. The semi exited the roadway and ended up in the north ditch. Touzel's vehicle exited the roadway and ended up in the south ditch. Wahquahboshkuk-Kramer's vehicle remained on the roadway.

Wahquahboshkuk-Kramer was wearing her seatbelt. The airbags deployed, and she was trapped in her vehicle. She was airlifted to Wesley Medical Center in Wichita. 

Touzel was transported by Reno County EMS to the Hutchinson Regional Medical Center for treatment of her injuries. She was wearing her seat belt at the time of the accident and airbags deployed. 

Adams sustained minor injuries and declined treatment by EMS. He was wearing his seat belt at the time of the accident.

Both lanes of U.S. 50 were opened back up around 3 p.m. Tuesday. The accident is still under investigation.

HUTCHINSON, Kan. — It's called brain fade. That time during the summer where school students worry more about their summer vacation than learning.&nbsp;

While it’s always something schools are concerned about, it may be more of a problem this year due to students being away from school for a more extended period of time.&nbsp;

“I think that is definitely a concern,” new Buhler Superintendent Cindy Couchman said. “In fact, we’re using some of our CARES Act money to offer summer school for the first time for kindergarten through 5th grade.”

Couchman says those classes will begin in July so students can make a transition into the next school year in August.&nbsp;&nbsp;

“It’s always a concern every summer . . . and so we’re waiting until July to do it so it kind of springboards them into the next year.”

Couchman says all students will have some setback from the previous year and notes that they can catch back up over time. Couchman wanted to stress that they would not try to get students back to where they would like them to be all at once.

“We have a new starting line, and for the most part it doesn’t have to all be caught up on the first lap . . . first quarter,” Couchman stressed. She said even seniors going to college will have a new starting line as they see college that could be much different than what they imagined last year. Couchman says, even without the pandemic, there are a lot of things parents could do during the summer to make sure their children don’t suffer too much brain fade before the next year.

“One of the main things is reading. We always want to get them reading, get them to the public library, get books in their hands,” Couchman said. “The other concern obviously is math because reading is a little bit more accessible and parents feel a little more comfortable.”

Couchman says there are many ways to engage your children in math with activities like cooking or finding fun games and apps that provide math learning.

Students could have more summer brain fade

HUTCHINSON, Kan. — Hutchinson Parks Director Justin Combs says the city could reopen parks in phase two of the governor's Ad Astra plan. The city had originally made the restrictions more stringent, foregoing any opening of outdoor playgrounds and similar areas until phase three of the program.&nbsp;

“We did that prior to the KRPA, Kansas Recreation and Parks Association, they came out with some recommendations after we did our phasing that recommended that playgrounds open up in phase two, ” Combs said. “I think we were just being a little more cautious.”

The reopening would include the city’s three splash pads. Combs says those who use the parks will be met with signage that warns them the park equipment is not being sanitized.

“There’s also recommendation out there that for every 30 feet of the perimeter of the playground postings about proper hygiene . . . social distancing. And we’d put a note in there that playgrounds are not being sanitized.”&nbsp;&nbsp;

As far as the Salt City Splash goes, plans are to open the pool during phase two as well. Combs says the pool already met the limits on social gathering even before the pandemic:

“The way you kind of figure a six-foot bubble is 30 square feet per person,” Combs said. “Recommendation for a pool is 50 square feet per person. So our total capacity at the pool is actually lower than technically you could get in there with social distancing.”

Combs said that the pool would have to make sure social distancing is being followed in lines at the ticket gate and concession stand.

All of this is assuming Gov. Kelly lets the state move onto the next phase of the Ad Astra plan.

The city had originally made the restrictions more stringent, foregoing any opening of outdoor playgrounds and similar areas until phase three of the program.&nbsp;“We did that prior to the KRPA, Kansas Recreation and Parks Association, they came out with some recommendations after we did our phasing that recommended that playgrounds open up in phase two, ” Combs said. “I think we were just being a little more cautious.”The reopening would include the city’s three splash pads. Combs says those who use the parks will be met with signage that warns them the park equipment is not being sanitized.“There’s also recommendation out there that for every 30 feet of the perimeter of the playground postings about proper hygiene . . . social distancing. And we’d put a note in there that playgrounds are not being sanitized.”&nbsp;&nbsp;As far as the Salt City Splash goes, plans are to open the pool during phase two as well. City parks could open again June 1

HUTCHINSON, Kan. — Hutchinson City Manager Jeff Cantrell says the city council should expect to meet more often to hammer out a budget this year than in the past. Cantrell says, with the ever-changing economic picture, it will be necessary.

“It may be in some scenarios we have budget meetings that are a little bit closer in frequency than what they might have been in years past,” Cantrell noted. “In years past you might have done budget meetings two, two and a half weeks apart. In this scenario, you might do them a week to 10 days apart.”

As far as the numbers for 2021, Cantrell says it will be a tough budget year because of the economic slowdown, but is not sure how much damage will be done.

“The real component for our city is going to be sales tax,” Cantrell said. “That’s what we’re waiting for to see really how hard the hammer’s going to hit. We know we’re going to hit, we don’t know exactly how hard.”

Cantrell says news of a 4% reduction in revenue is probably not accurate.

“I wouldn’t let the 4% reduction in the last report be reflective of any indicative position to take,” Cantrell warned. “It’s going to be worse than that I think . . . from what we’re hearing.”

Cantrell says he wants to set up the budget meetings to coincide with any new information that will come the city’s way. The hope is to not push action on the budget too close to the deadline to have the final numbers in place. The city must have a budget in place by mid-August.

HUTCHINSON, Kan. — The Hutchinson Community Foundation awarded $40,200 to area nonprofit organizations Friday in its most recent round of Fund for Hutchinson grants.

Those receiving awards are Stage 9, who will get $10,000 to collaborate with the Hutchinson Art Center, Blue Barn Productions and Jillian's on “Hutchinson: The Pandemic!” an original script transformed into a live virtual performance accessible to ticket holders through YouTube. 

The Reno County Historical Society will get $15,200 to help the Reno County Museum digitize the archival collection of Pat Mitchell. The images will be made available online at WSU's Special Collections page at no additional cost to patrons. This is a two-year grant of $15,200 per year. 

And finally, the Hutchinson Historic Fox Theatre is receiving $15,000 for the purchase of a monitor mixer and stage monitors, equipment that is essential for all productions but is currently rented for each performance. 

Established in 1990 by the foundation’s founding board of directors as a permanent resource for the changing needs of Reno County, more than $3.7 million have been awarded to more than 170 area organizations and agencies from this fund.

Proposals for Fund for Hutchinson grants are accepted year-round, with awards decided in March, May, July, September and November.

HCF announces Fund for Hutch grant recipients

Kan. — Gasoline prices are beginning to rise, but not as fast as they might in a normal year.

"We are starting to see an upswing with demand," said Shawn Steward with AAA Kansas. "That's translated over the last couple of weeks to increases at the pumps. Prices are on the upswing. This week, nearly every state pushed more expensive than we saw last week. That is mostly due to states and businesses reopening."

These are still the cheapest gas prices headed into the Memorial Day holiday since 2003.

"Today's national average is $1.88," Steward said. "In Kansas, the average is $1.58, which is seventh cheapest in the country."

Reno County's average as of Tuesday is $1.55 with Hutchinson in the $1.52 to $1.55 range.

"Certainly, it is going to take awhile for demand to get back where it typically is this time of year," Steward said. "We are seeing a slow increase in that, which is reflected in that modest increase at the gas pumps that we've been seeing over the last week or two."
