Beginning next week, there are changes to the drive-thru test site locations and hours of operation in El Dorado, Hutchinson and Salina. The drive-thru testing sites are now available to anyone who meets CDC and state and local guidelines on who should be tested, including first responders, health care providers and others with symptoms of COVID-19 and those in high risk groups without symptoms. Those interested in being tested need to visit www.DoINeedaCOVID19test.com to see if eligible for testing and to make an appointment. To be tested, individuals must have a scheduled appointment and be present in a vehicle.

The testing sites are supported by Walmart, eTrueNorth and state and local officials. As of May 22, Walmart has 180 active test sites in 27 states that have tested more than 49,000 people. The sites use a self-administered nasal swab test with results from the test being received within three to five business days.

“The self-swab protocol for specimen collection is the FDA-approved, standard-of-care used widely across the country,” said Coral May, eTrueNorth’s CEO. “We have implemented a process whereby the entire self-swab is supervised by a pharmacist. While the individual is inside their vehicle, the pharmacist communicates with the individual regarding angle and positioning of the swab in the nose via both verbal instructions and step-by-step flash card. The key to the self-administrated nasal swab test is that the individual is being instructed, supervised and observed by a pharmacist.”

This is a self-administered nasal swab test that is performed by the individual is in their vehicle.

A trained pharmacist observes the self-administration of the specimen collection to ensure the sample is taken correctly, including counting out loud so the individual can hear to ensure the swab is in contact with nasal passage long enough to collect an appropriate sample.

The nasal-swab specimen collection is the standard of care for COVID-19 testing across the country.

Once specimens are collected at the drive-through testing sites, they are shipped to certified laboratories across the country for analysis.

The specimens collected at these drive-through sites are analyzed on the gold standard of laboratory testing instruments.

The testing method (RT-PCR) is approved by the U.S. Department of Health &amp; Human Services and is used nationally. In short, the analysis is performed by high quality laboratories, and the results are accurate.

The sites are open Mondays, Wednesdays and Fridays weekly from 7 a.m. to 9 a.m., weather permitting.

NOTE:  The sites will be closed for Memorial Day, Monday, May 25, but will open Tuesday, May 26, from 7 a.m. to 9 a.m. and resume their regular schedule on Wednesday, May 27.

Testing is for adults who meet CDC and state and local guidelines on who should be tested, including first responders, health care providers and others with symptoms of COVID-19 and those in high risk groups without symptoms.

The testing site will require an appointment through eTrueNorth’s online portal at www.DoINeedaCOVID19test.com, or by calling the toll-free number at 800-635-8611.

Once on site, those being tested will need to wear a mask and stay in their cars for verification of eligibility criteria, ID check and self-administered test. For the safety of all those on-site, the test site is not available to those who walk up.

Walmart self-administered testing to move to store parking lots after holiday

HUTCHINSON, Kan. — Hutchinson Public Works gave an update on several street projects on Friday. First is the continued sewer lining and manhole replacement project along 3rd and 4th avenues. Starting Tuesday, Pershing Street between 3rd and 4th avenues will be closed to through traffic until Wednesday.

Southbound Severance Street between 3rd and 4th avenues will be closed to traffic through Thursday, May 28. Northbound Severance will remain open. Northbound Poplar Street between 3rd and 4th avenues will continue to be closed to traffic while southbound Poplar Street will remain open.

On the North Main project, contractor Vogts Parga Construction will be cleaning up the area north of 12th and getting it opened up. Some work in that area is being held up as work crews relocate a gas line along 12th Avenue. Work will also get underway just north of 9th and Main preparing for the new crosswalk system at that intersection.

Crews continue to lay new curb and gutter and sidewalks along the areas north of 11th Avenue.

Kan. —&nbsp;The 174 Rural Health Clinics (RHCs) in Kansas will receive an additional $8.6 million from the Department of Health and Human Services to enhance coronavirus testing in the communities they serve.

"As we start opening Kansas up for business again and do it in a safe, responsible manner, I think testing is going to be very much part of the key," said Kansas First District Congressman Dr. Roger Marshall. "So far, Kansas recieved over $100 million for testing for across the state. Specifically, some more funding announced today for our Rural Health Clinics. Right there in Reno County, the Hutch Clinic has been given some funding for testing. Of course, Prairie Star, your federally qualified clinic has already received a million dollars to help with COVID testing."

Between the two, testing capacity should be much more available in Reno County.

"This is one more piece of the puzzle that HHS is doing with the dollars that were allocated towards health care," Marshall said. "The President has heard loud and clear, testing and more testing is going to be needed."

The additional testing capacity can help to open up other areas of the county, as well.

"It will help as those folks reach out to say, the community college or the nursing homes, those types of things, being proactive with testing," Marshall noted. "Even as we think about how we're going to get our schools open this fall, it will be important."

The CDC maintains a guidance for testing criteria, however, states have the authority to change the testing criteria in response to changing developments.

Marshall: Federal money continuing to flow for testing

Reno County's health officer says the county is ready to write its own policy regarding COVID-19.

"There was a large group of Reno County constituents and business leaders that came together as the Reno County Recovery Task Force," Baldetti said. "It was a marathon two weeks, but within that span of two weeks, the framework for what was thought to be a responsible plan moving forward specifically for Reno County was set forth."

The bill passed by the Kansas Legislature Friday says in part, "The board of county commissioners of any county may issue an order relating to public health that includes provisions that are less stringent than the provisions of an executive order effective statewide issued by the governor. Any board of county commissioners issuing such an order must make a finding based upon advice from the local health officer or other local health officials that the scope of the provisions in the governor's executive order are not necessary to protect the public health and safety of the county to be implemented in the county."

Baldetti would like to see serious consultation with the health care community when setting policy parameters for what would be needed to close things again once they have opened.

"If we have X number of hospitalizations, X number of ventilations and X number of disease spread, that's data that we can specifically track," Baldetti said. "We should take that to the table with the health care system and say how do you feel the activity is happening within the bounds of your purviews."

As an example, Hutchinson Regional Medical Center has two potential wards for COVID patients.

"If one of those wards were to begin to fill up, which would be about half of the intake bed capacity associated with COVID-19, the hospital staff, their protocol is to raise the alarm bell, so to speak," Baldetti said.

The hospital hasn't come close to those numbers, thus far.

According to preliminary statistics released Friday by the Kansas Department of Labor, the Reno County unemployment rate was at 10.2% in April, up from 2.8% in March and 2.8% in April of 2019.

The City of Hutchinson's unemployment rate is at 11% unemployment in April 2020, up from 3.1% in March 2020 and 3.1% in April of 2019.

The statewide unemployment rate for April 2020 is at 11.2%. Over 38% of the new job losses across the state were in the leisure and hospitality sector.

At both locations, staff will be wearing masks and strongly encourage all who visit to wear masks as well. Due to the COVID-19 outbreak, Strataca has limited the number of guests riding the hoist at any given time. Even though they will limit the number of people on the hoist, the hoist will operate throughout the day in order to maximize the number of guests underground. All rides underground will reopen to the public. However, proper social distancing is expected between parties. The salt museum will close all rides including the hoist temporarily throughout the day so staff can properly sanitize the area.

Strataca strongly recommends that all guests make a reservation before visiting the facility because of the limited number of guests per tour. Museum and Strataca to open June 2

Kan. —&nbsp;Hutchinson Regional Medical Center has never been overwhelmed with COVID-19 patients.

"At our peak, I think we had a couple of folks on the ventilator that were positive," said Chuck Welch with the hospital. "That's the breathing machine that's been all over the news. We had a couple of those running at once in our ICU. We may have had, I believe at our peak, we had three or four positive COVID patients at once."

The hospital has many more ventilators than that.

"We could easily put a breathing tube in somebody and ventilate for them, probably 35," Welch said. "We have the capability to stretch beyond that with machines that aren't primary ventilators, but can be outfitted or retrofitted to be ventilators. We can probably flex up to 45 with those."

That would be machines like CPAP machines that push air but aren't primarily designed as ventilators. The initial concern was a lack of Personal Protective Equipment for medical workers. That concern is mitigated for now.

"We are through the peak and we never got a surge," Welch said. "We are far from overwhelmed. We are a 190 bed licensed hospital. Really, the Hutchinson medical community as a whole is open for business."

It's important if you have other conditions and have been waiting on medical care, the time is now to schedule appointments as the hospitals and doctor's offices are looking for patients and they know how to handle potential COVID cases, should they arise.

Hutchinson Regional never saw COVID-19 surge

Kan. —&nbsp;After nearly two months and nearly $150,000 in sales and matching donations, the Rally Reno County gift card program is ending.

The last day to order gift cards from rallyreno.org is Friday.

As stay-at-home orders begin to relax, businesses re-open and employees return to work, focus now shifts to other economic and community sustainability strategies.

“Rally Reno was the perfect opportunity to highlight the needs of small business owners and workers affected by the coronavirus while also providing a platform for people in our community to help at a critical time. Now, as businesses open again, it is time to turn our attention to the long-term investments needed to make our community stronger after the crisis,” said Aubrey Abbott Patterson, president and CEO of Rally Reno County partner Hutchinson Community Foundation.

The program launched March 26 as a collaboration between the Hutchinson/Reno County Chamber of Commerce, United Way of Reno County and the community foundation.

Customers of rallyreno.org could purchase gift cards from participating area businesses and that amount was matched by community foundation donors and given to the Reno County VOAD’s fund to help individuals and families affected financially by the COVID-19 pandemic.

The website served as a lifeline to businesses impacted by the stay-at-home order.

“It was so rewarding to get calls and emails from our Hutch Chamber members who were thrilled to see the community and non-profit organizations come together to do something not only for the businesses but for people who are finding themselves in need amidst the impacts of COVID-19,” said Debra Teufel, chamber president and CEO.

“The dollars of purchases on Rally Reno County helped small businesses when they needed it the most. The checks cut each week from purchases helped our small business members cover critical expenses to keep their businesses viable – sometimes covering utilities, rent, insurance and payroll to help them make it through business disruptions.”

Ninety-four businesses participated, and, so far, the website has received 189 applications for financial assistance. From the aid fund, $34,000 have been given to Reno County families in need.

“These are hard-working individuals who have suddenly been forced to worry about how they will take care of their families and will need resources to help them get stable in such an unstable time,” said Lisa Gleason, United Way of Reno County executive director.

RallyReno.org will remain active to accept assistance applications and for nonprofit organizations to apply for Rally Reno Nonprofit Response Grants, though that fund is currently depleted. Thirty-one nonprofits have received $110,000 in grants from the Rally Reno Nonprofit Response Fund launched in April to help agencies continue offering services and meeting missions during the pandemic.

Reno County VOAD will continue delivering assistance from its unmet needs fund, so donations are still needed and can be made to United Way of Reno County, P.O. Box 2230, Hutchinson, KS 67504. Friday last day to order Rally Reno gift cards

HUTCHINSON, Kan. — With the Memorial Day holiday upon us, many may have questions regarding the opportunity to pay their respects to loved ones during the pandemic.&nbsp;

Memorial Park Cemetery says it will be open as usual, although there may be some changes in how things are done.

Officials at the cemetery say residents can bring out memorials and, as usual, they will be allowed to stay at the gravesite until June 1, at which time they will be removed.&nbsp;

One change of note: Normally there is a tent set up at the cemetery where visitors can find information on gravesites and locations. That tent will not be available. The cemetery says if you want that information it will be available by calling 620-665-8269. Staff will also be available to answer questions from 9 a.m. until 5 p.m.&nbsp;

The cemetery also announced the annual Memorial Day service will not be held this year because of gathering restrictions.&nbsp;

Cemeteries open for the holiday

HAVEN, Kan. — The Haven City Council made the decision this week to keep the city pool closed for another year.

After considering input from the repair engineers, city attorney and department heads, the council decided by consensus to keep the swimming pool closed for the season. The pool was closed last year after necessary repairs failed to correct several problems. The city is currently taking legal action against the contractor. 

Mayor Adam Wright says there was some discussion about trying to do a temporary fix on the pool and open for the season, but such action could hurt the city’s legal case. Other points made include the ability to enforce social distancing at the pool. While pool guidelines are more strict for social distancing, it does not include lines at concession stands or restrooms.

Wright says they have bids out for making permanent repairs to the pool, but so far no bids have been received. 

The council said it is a hard decision, but the thought of putting kids all together in one place and some of them getting sick is frightening, and that it was best to take advantage of the time it’s closed to repair the pool properly.

Haven pool to stay closed another year

HUTCHINSON, Kan. — Reno County District Attorney Keith Schroeder got the answer to his question to Attorney General Derek Schmidt in regard to the constitutionality of the governor's actions regarding the state's lockdown and extending that action. 

Since 1787, we have operated under a form of government of the people, by the people, and for the people. Sometimes government officials tend to forget this principle. In our Country, State, and County, the Constitution defines the powers assigned to each branch of government. During times of emergency, our Constitution faces its biggest tests. Today, the question has become: “Which government official or entity had or has the power to control Reno County citizens during the current emergency health disaster?” The Constitution and statutorily created laws have not suddenly ceased to exist because of COVID-19.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

Contrary to some public opinions expressed on social media, the government&nbsp;does&nbsp;have permissible Constitutional authority to take “temporary” necessary measures in order to meet a genuine public health emergency.&nbsp;Jacobson v. Commonwealth of Massachusetts, 197 U.S. 11 (1905). Our basic constitutional rights to freedom do not include the liberty to expose the community to communicable disease. Acting in accord with Articles 1 and 2 of the Kansas Constitution, the Legislature has enacted specific statutes dealing with the process and procedures for public emergency health disasters. (K.S.A. 48-924).&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

As District Attorney for the 27th&nbsp;Judicial District in Reno County, I am required to enforce the law in my Judicial District. It is a crime to violate a temporary state or local emergency health disaster order. (K.S.A. 48-939). The orders are essentially temporary laws. To be valid for enforcement purposes, the orders must be both constitutional and authorized by legislatively enacted statutes. As District Attorney, I will not prosecute any state or local emergency health disaster order that is without valid constitutional and statutory authority.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

For many weeks I have had serious concerns about the constitutional and statutory authority supporting the Kansas Governor’s Emergency Health Disaster Orders. My concern with the Governor’s Orders has had nothing to do with their necessity or propriety for combating the spread of COVID-19; rather, my concerns have had everything to do with the legal authority behind the proclamation of the Governor’s temporary laws. If her rules are valid, I am bound by my oath of office to enforce them. On April 27, 2020, I made a formal request of Kansas Attorney General Derek Schmidt for an Attorney General’s Opinion directly related to my legal concerns.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 

Late last night, May 20, 2020, Kansas Attorney General Derek Schmidt issued Attorney General’s Opinion No. 2020-6. It confirmed my legal concerns about the Kansas Governor’s successive Emergency Health Disaster Orders. Therefore, as the District Attorney for the 27th&nbsp;Judicial District in Reno County, I am announcing that the District Attorney’s Office will not be prosecuting any cases based on executive orders of the Kansas Governor issued after May 1. Furthermore, K.S.A. 2019 Supp. 48-925 by its terms requires specific distribution of executive proclamations declaring a state of disaster emergency. “[E]ach such proclamation shall be filed promptly with the division of emergency management, the office of the secretary of state and each city clerk or county clerk, as the case may be, in the area to which such proclamation applies.” I have been unable to establish that the Governor ever complied with this legal requirement. On its face, it appears all orders of the Kansas Governor issued since her first Emergency Health Disaster Declaration on March 12, 2020, cannot be legally enforced in a criminal courtroom.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

Barring action by the Kansas Legislature today indicating that continued regulation of the COVID-19 response by government should be solely handled on a State level, I strongly encourage Reno County Public Health Officer Nicholas Baldetti, pursuant to his statutory authority (K.S.A. 48-924, to publish the necessary local Emergency Health Disaster Orders necessary to protect the people of Reno County from the spread of COVID-19. The Board of Reno County Commissioners has a valid Emergency Health Disaster Declaration already in place. I am confident the input and recommendations of the Reno County Economic Recovery Task Force will assist Public Health Officer Baldetti in protecting everyone in a manner that is constitutionally sound, legally valid, and best for our local community’s unique circumstances. Fortunately, the implementation of local rules has already been facilitated by the leadership of Public Health Officer Baldetti and the voluntary hard work of hundreds of local citizens who served on the Economic Recovery Task Force.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

While I have challenged the legal and constitutional authority for the Governor’s recent statewide public health orders, I do not mean to criticize the medical or public safety rationale that motivated them. Regardless of whether local government tells us what we can and can’t do, it is still our duty as citizens to act in a responsible manner to protect each other. As our economy and communities reopen, I strongly encourage everyone to use common sense and follow the recommendations of public health professionals in order to prevent the spread of COVID-19. During this public health crisis, absent specific action by the Kansas Legislature, any future Reno County Health Officer’s Orders will be enforced as temporary laws by the District Attorney’s Office, so long as the Board of Reno County Commissioners continues to declare that an emergency health disaster remains in effect.&nbsp;&nbsp;

Schroeder issues statement on AG opinion

HESSTON, Kan. — A Harvey County woman was injured in a single-vehicle accident this morning near Hesston.

The Kansas Highway Patrol says 19-year-old Sydney Poulter of Newton was going south on Hesston Road when she hit a deer just before 8 a.m.

Poulter was complaining of pain and was transported by EMS to Moundridge Hospital.

The accident happened about two miles northwest of Hesston.

HUTCHINSON, Kan. — The Hutchinson USD 308 School District will begin its summer meal program next week. Meals will be grab and go style similar to what has been in place since school buildings were closed.&nbsp;

Starting Tuesday meals will be provided to all children ages 1-18 at HMS7 and 8 and at McCandless Elementary. Then starting June 1 meal sites will include the Fairgrounds splash pad and the Hutchinson Library.

Meals will be served from 11:30 until 12:30 at the three schools; 11:30 until 12:15 at the splash pad and from 11:30 until 12:30 at the library.

No registration is needed and students will receive lunch for the day and breakfast for the following day. Fridays meals will also include a meal for Saturday. Children must be present to receive a meal or the parent or guardian must have the grab and go meal pass.

Summer meal program to begin Tuesday in USD 308

Last weekend an arrestee was booked into the Reno County Correctional facility for felony drug distribution charges. Initial screening of the inmate indicated siblings in the household were positive. Upon further investigation by arresting Deputies the 911 Dispatch Center in the jurisdiction he/she resided in was contacted, early morning hours the Health Dept was not open. The inmate’s address or siblings’ names were not confirmed as being positive or being tracked by that agency at the time.

Mid-morning on the 18th, after court, the bond was not lowered, and the inmate indicated he/she resides with two family members who are positive for COVID-19. The inmate was moved to quarantine immediately and the other inmates she was housed with were locked down in individual cells. Through the Reno County Health Department, we were able to confirm there were two siblings positive for COVID-19 at the inmate’s address. The inmate was tested and the sample was sent to the lab. Late afternoon of the 20th the results came back positive for COVID-19.

Currently there are seven inmates identified which have been isolated and will be tested on the 21st, the samples will be sent to the lab. Kan. —From Reno County Sheriff Darrian CampbellLast weekend an arrestee was booked into the Reno County Correctional facility for felony drug distribution charges. Initial screening of the inmate indicated siblings in the household were positive. Upon further investigation by arresting Deputies the 911 Dispatch Center in the jurisdiction he/she resided in was contacted, early morning hours the Health Dept was not open. The inmate’s address or siblings’ names were not confirmed as being positive or being tracked by that agency at the time.Mid-morning on the 18th, after court, the bond was not lowered, and the inmate indicated he/she resides with two family members who are positive for COVID-19. The inmate was moved to quarantine immediately and the other inmates she was housed with were locked down in individual cells. Through the Reno County Health Department, we were able to confirm there were two siblings positive for COVID-19 at the inmate’s address. The inmate was tested and the sample was sent to the lab. Late afternoon of the 20th the results came back positive for COVID-19.Currently there are seven inmates identified which have been isolated and will be tested on the 21st, the samples will be sent to the lab. Sheriff issues release as inmate in Reno County positive for COVID-19

Kan. —&nbsp;The late release of the Attorney General's opinion on the legality of Governor Laura Kelly's emergency declaration extension into the month of May has left both the local health officer and the district attorney looking for their footing and watching what happens at the Statehouse Thursday.

"It sends up a lot of flares, a lot of red flags about the authority of the Governor's Executive Orders since April 30," said Reno County District Attorney Keith Schroeder.

"We think the relevant statutory language is plain and does not provide for successive declarations of a state of disaster emergency arising from the same continuing disaster," the opinion reads.

Therefore, since the Legislature did not by its own authority extend the emergency declaration prior to its expiration, there are questions about the legality of any prosecution of any actions taken in May contrary to any subsequent Executive Orders. 

"We'll be monitoring the action out of Topeka, as well," said Reno County Health Department Director Nick Baldetti.

It remains to be seen what the Legislature will do Thursday.

Dumpsters will be placed at 14 locations around the city where residents can dispose of unwanted items.

There are limits to what can be placed in the dumpster. Residents are asked not to dispose of tires, tree limbs or grass clippings, hazardous waste or large metal items like appliances, bicycles, and lawn mowers.&nbsp;

The city also wants to remind residents that TECH no longer recycling e-waste and the prison no longer recycles mattresses. These items can be brought directly to the landfill.&nbsp;&nbsp;

City Wide Cleanup set for May 30 and 31

The MPO program was put in place for a multitude of reasons, but the main reason is that as a department, they wanted to invest in their people to make the future leaders in the department.&nbsp;

On Wednesday the department promoted its first two officers as Master Police Officer. Jake Graber and Tony Garcia are the first Master Police Officers for the Hutchinson Police Department!

The officers will receive specialized training in the area of police work and leadership and will be given more responsibilities to help in their building of being the best of the best.&nbsp;&nbsp;&nbsp;

The MPO position had tough requirements and only two officers that submitted for the position obtained it. The MPO is a yearly assignment and to become or retain the title of MPO the officer will have to meet the requirements every year.

Kan. — As many Kansans are facing new challenges due to the COVID-19 pandemic, Kansas Gas Service is encouraging customers to take advantage of the $900 million the federal government recently released to the Low-Income Energy Assistance Program.

"The LIEAP program application period in Kansas has been reopened," said spokesperson Dawn Tripp with KGS. "May 29 is the deadline. This is really targeting applicants who may have been denied after December 16, 2019, the first application period."

Applicants must be responsible for direct payment of their heating bills and income eligibility requirements are set at 130% of the federal poverty level.

"We're also targeting those people who find themselves now impacted by COVID-19," Tripp said. "Maybe they've never applied for assistance before, but due to the pandemic, they are experiencing difficulty."

The level of benefit varies according to household income, number of people living in the home, type of residence, type of heating fuel and utility rates.

"In Kansas, approximately $9.3 million came to the state," Tripp said. "It's really about spreading the word that those funds are available."

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti believes his department is strong in the areas it needs to be for any further COVID-19 response required.

"This environment that we've transitioned into now, specifically for Kansas and for Reno County is just that, a heavy reliance on our public health infrastructure and our ability to do case contact tracing and disease investigation and epidemiology," Baldetti said. "Honestly, that's what Public Health does. It's kind of our bread and butter."

Reno County is devoting more resources toward epidemiology right now.

"Traditionally, we've had one academically trained epidemiologist," Baldetti said. "Up to this point, one has kind of been able to handle the load pre-COVID, if you will. Since this has kind of begun to evolve over the last number of months, we have an academically trained epidemiologist, a senior epidemiologist and then we have an epi team now that is overflow, in terms of the case contact tracing if we should be put into a position where we have a number of active cases."

Policymakers are still overseeing the process, as well.

"Communications and conversations continue to happen with the Board of County Commissioners who also act as our Reno County Board of Health and our County Administrator, who have all been poised to reassess the resources that we have, should we need to, rather quickly, as well," Baldetti said. "I feel confident from that standpoint in terms of our infrastructure from a Public Health perspective to respond to what we need to do."

There are no active cases of COVID-19 with laboratory confirmed diagnosis as of Thursday morning.

Reno County Health Department ready if further response required

HAVEN, Kan. — USD 312 Haven Schools announced Wednesday that Yoder Charter School teacher Kim Yutzy has been selected as the Employee of the Year winner for the 2019-20 school year.&nbsp;

Yutzy joined USD 312 in 1998. She began as a music teacher at Mount Hope and Yoder Charter. After taking a few years off, she returned in 2009 and worked as a library aide at Yoder Charter. In 2014, she began teaching vocal and instrumental music at both Yoder Charter and Partridge Grade School. She is currently teaching physical education, vocal music and instrumental music at Yoder Charter School. Kim is also an active member of the District Wellness Committee. Kim is married to Eric Yutzy and they have two daughters, Abby and Sarah.

Those nominating Yutzy noted her great sense of humor and that students know she is there for them whenever they need her.

Yutzy and her students are also involved in a mass band performance each school year. The event brings together all band students from across the district for a special performance during halftime of a football game.

Yutzy has also been a key contributor to the redesign process at Yoder Charter School.

HUTCHINSON, Kan. — After closing back in March, the Cosmosphere will reopen to the public on Friday.&nbsp;

“We recognize the need to close and want to do whatever we could to help stop the spread of the virus,” Cosmosphere President Jim Remar said. “But it’s been a long two months so we’re really excited to start seeing some public back in the facility.”&nbsp;

The museum was just getting ready to showcase some major renovations when the museum was closed because of the pandemic.&nbsp;

“The timing couldn’t have been worse,” Remar said. “We were literally opening some new galleries . . . so it will be good to get people into those new spaces.”&nbsp;

While the museum will be open, there will still be some areas closed off.

“We’re going to keep CosmoKids closed for a period of time just given the fact that it’s very hands-on and interactive,” Remar said. “We felt that is the best position to take right now. They will be able to see the new X-Plane gallery, see the Bell X-1 in its new display and configuration and then be able to enjoy the museum."

After long wait, Cosmosphere ready to show off new displays

HUTCHINSON, Kan. — The Reno County Elections Office announced Thursday that, in response to COVID-19, it is sending a mailer this week to all active registered voters that includes an application for the primary election, general election and a party declaration card.&nbsp;

“We’ve been contacted a lot about people wanting to know what their options are,” Elections Clerk Jenna Fager said. “We decided it would be a good idea to put something out so those people who do not feel comfortable going to the polling location have another option.”

This is an application for the ballot to be mailed to you just like any other mail-out ballot during the election. The ballot must be returned to the clerk's office by the end of the primary or election day at 7 p.m., or postmarked on the day of the primary or general election.&nbsp;
