The Reno County Health Department confirms a twelfth local resident with laboratory confirmed COVID-19 died October 17, 2020.

Out of respect for the family, the Reno County Health Department will not release any further information about this individual.

Please continue to be vigilant by washing your hands, social distance by at least six feet or more, wear a mask when you are in public places and stay at home if you are not feeling well. 

It is very important that people continue to follow the guidelines to help decrease the spread of COVID-19.

Twelfth death from COVID-19 confirmed in Reno County

Kan. —&nbsp;USD 308 Superintendent Mike Folks noted that there was an issue in the district with COVID-19 spread when the decision was made to go full remote, in addition to the issue in the community.

"When we made that decision on Friday, we had 22 positive cases," Folks said Tuesday. "I think right now, we're maybe at 24. We do have one particular building that has 12 staff members that have been excluded or are under quarantine. It would have made that building very difficult to have in person school this week."

Folks notes that it isn't just about the school district, though.

"That's less than 1% of our total population, actually its below a half a percent," Folks said. "But, when you look at what's going on in the county, this is a countywide issue. This is not just a school issue or a 308 issue, when we talk about the transmission and the spread of this virus."

The district is considering a super-hybrid model to try to get class sizes down to maintainable cohort groups to get kids back in school as soon as possible.

"We got to the red category much quicker than we anticipated," Folks said. "Our executive team here in the central office, we've been meeting for the last week or two, three or four hours a day. All of the principals are coming in tomorrow. We're going to meet with them and then we're going to make a presentation to the board next Monday on October 26th."

That presentation would need board approval to change the criteria from current policy.

HUTCHINSON, Kan. — Reno County Commissioners approved funding for two of three phases of a fiber optic project that will provide better IT service between the county offices and public works. They did not take action on a third phase which would connect the county offices and public works to the landfill.

The agreement with IdeaTek would provide the service between the court house and the county maintenance shed and then the courthouse and public works. The total cost of the two phases as presented is $409,000, plus a river bore of $40,000 for a total of $449,000. The decision goes against the recommendation of county IT Director Mike Mathews who had proposed that the county take on the fiber optic project themselves. 

According to a September study by SCS Engineers, permitting that was not considered in the RBS IT quote could make the cost of keeping the line private lie somewhere between $800,000 and $1,000,000.&nbsp; Mathews said he wanted to go the private route to give the county more flexibility to make improvements to the system and have better security.

Commissioner Ron Sellers noted that the county would continue to have costs associated with the private proposal saying that there would be costs for upgrades and costs associated with right-of-way fees including both BNSF and Union Pacific Railroads.

The Commission did not take action on the third phase asking that they be provided more information in the matter. The new technology would be used for the new landfill facilities once they are completed.

Co. Commission goes with IdeaTek for fiber optic project 

HAVEN, Kan. — The Haven City Council approved changes to its customer service charges
for electric rates during Monday’s meeting. At the same time, they came to an
agreement to provide a rate for Haven Steel, which is the largest power user in
the city.

Under the new agreement the industrial rate for Haven Steel
is an all in rate of $0.09 per kilowatt hour. Under that rate, Haven Steel
agreed to donate $100,000 to the city to help offset the Evergy rate
distribution increase that they will pass onto the city starting next year. That
donation will give the city a year to absorb the increase
into their budget.

Ken Brown had been pushing the city to come up with better electric rates and
said any decision on rates to the company could have an impact on future expansion.

The city has been trying to come up with a way to not pass
the increase onto its customers ever since Evergy announced a significant increase of around $7,000 per month. With the help of the Kansas Power Pool, the city recently had a rate study completed
which gave the Council two options. One would have increased rates for
industrial users which would have included Haven Steel and Kinkade Manufacturing. The other
would have passed more of the burden onto residents. In the end, the Council
decided to hold the line on a major increase either way with the exception of
the baseline increase to $10 per month from the current $7.55 per month.

With the action, Mayor Adam Wright said the Council needs to
come together and find ways to get the budget in line to help deal with the
increase from Evergy and other budget challenges.

Haven City Council looks to hold the line on power rates

The case count in Reno County is up to 566, the highest it has been since the beginning of the pandemic. 

However, just 248 of those are in the community, with 334 connected to the cluster at Hutchinson Correctional Facility or to cases in the Reno County Correctional Facility. (New information and clarification as of 10-20: Cases in both correctional facilities are under the same line on the COVID-19 dashboard. Sheriff Darrian Campbell announced six cases in the Reno County facility in recent days, and one employee. Reporting going forward will refer to these case types, rather than assuming they are from one single entity.)

Seventeen people are in the hospital, with 78 total hospitalized since the beginning of the pandemic. 31 have been admitted to ICU total, with 9 intubated. Eleven have died.

The community positive test rate continues to hold steady at 10.21%, with the overall test rate at 16.11%. Over 18% of the community has now been tested.

Update: Case count at 566, with correctional facility type still largest

HUTCHINSON, Kan. — The Reno County Health Department was notified by the Kansas Department of Health and Environment that an eleventh local resident with laboratory-confirmed COVID-19 has died.

Out of respect for the family, the Reno County Health Department will not release any further information about this individual. The county has had seven deaths attributed to the pandemic in just under two weeks.

Reno Co. reports 11th death due to COVID-19

ZENDA, Kan. — The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the city of Zenda in Kingman County. The advisory is not related to COVID-19.

Water should be boiled for one minute before consuming and all ice should be thrown out. Ice makers should not be used at this time.

The KDHE issued the advisory because of a loss of pressure due to system maintenance. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

The advisory took effect on Monday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;

Zenda under boil water advisory

NEWTON, Kan. — The Harvey County Commission voted unanimously Monday to extend a local order requiring face masks be worn in Harvey County in a continued effort to reduce the spread of COVID-19.

The order was extended until such time it is rescinded, superseded or amended.

The order requires individuals to wear a face mask over their nose and mouth in any indoor or outdoor public space where social distance of 6 feet cannot be maintained at all times.

“I am hopeful our state and our nation make substantial progress mitigating COVID-19 in the coming months. If that happens, we can rescind this order sooner rather than later,” Harvey County Commission Chair Randy Hague said. “With more events moving indoors and the holidays upcoming, we’re going to do our part locally to slow the spread of COVID-19.”

This is the third extension of the local face mask order. The original order was approved July 15 through Aug. 11, and subsequently extended through Sept. 15 and Oct. 19.

“Our best defenses against the spread of COVID-19 are washing our hands frequently, social distance and wearing a face mask,” Dr. Doyle Detweiler, Harvey County public health officer, said. “These individual efforts are how we keep our schools and businesses open.”

There remain exceptions to wearing a face mask in the order, such as children 5 years old and younger, individuals that are deaf or hard of hearing, and individuals with a medical condition, mental health condition, or disability that prevents them from wearing a face cover.

Face masks remain required inside county government facilities.

The commission also voted to remain in the Phase Out guidance of the Harvey County Health Reopening Plan. The plan does not restrict mass gathering limit size.

Harvey Co. Commission extends mask order

HUTCHINSON, Kan. — The high demand for meals meant Hutchinson USD 308’s Nutrition Services went through all of its meals on Monday. The district announced it will have the meals again on Tuesday at all the sites from 11:30 a.m. to 12:30 p.m.

• Morgan Elementary, west side parking lot for kindergarten through second grade and circle drive on Washington for grades three through six

• Faris Elementary, circle drive on Maple

• Graber Elementary, circle drive on Cleveland

• Wiley Elementary, east side circle drive off Tyler

• McCandless Elementary, 7th Avenue at the circle drive

• Lincoln Elementary, front of school on Bigger Street

• Hutchinson Magnet School at Allen, loading zone on Monroe

The Hutchinson firefighters out at the Mullen fire were redeployed as of yesterday. The crew was reassigned to the Calwood Fire around Boulder, Colorado. 

They went through the demobilization process Sunday at the Mullen Fire and arrived in Boulder Sunday night. They currently are in staging with 18 other units.

What we know now on the Calwood Fire: around 8,000 acres, 15 % contained.

This is the second crew that has spent time fighting wildfires in the past weeks. Their two-week stint will end the middle of this week.

Hutch firefighters still working, but redeployed to Colorado

There’s an old cliché that’s become something of an inside joke among people who follow politics a little too closely, me included.

“It all comes down to turnout.” On the surface, it’s a meaningless tautology, similar to saying the winner of a football game will be the team with the most points.

Dig a little deeper and it captures something reporters know all too well. The number of people voting doesn’t determine winners, rather it’s the types of voters who cast their ballots. Just as importantly, it also includes those who don’t bother to show up. Small shifts in who goes to the polls and who stays home can have lasting impacts.

We’re now just weeks away from the 2020 election, and turnout is projected to set records. Good campaigns will lose. Bad ones will win. Weak candidates will surprise strong ones. Ballot measures will succeed or fail. And just like every election you get to play a role in deciding the outcome.

For anyone engaged in agriculture, there’s a lot on the line in this election. Issues in federal races range from trade and taxes to the next Farm Bill and even Endangered Species Act reforms. Taxes, water issues and reapportionment will be big items on the docket in Topeka.

While these issues are near and dear to the hearts (and wallets) of farmers and ranchers, they’re probably not on the list of matters suburban and urban voters are using to make their voting decisions. There’s nothing wrong with that. People living in populated areas have their own issues, their own values.

One need look no further than 2018 to see how a rural-urban divide works when Laura Kelly won the gubernatorial race. She garnered a majority of votes in just six counties and a plurality in three others.

More than 40 percent of registered voters didn’t pull a lever in that election. Boosting turnout just a percentage point or two in the 96 other counties would have easily changed the results of the election. Small shifts would have made a big difference.

The same is going to be true on Nov. 4. It will be easy to look back at who voted, and who didn’t, and identify races that could have gone differently.

The number of people voting doesn’t determine winners, rather it’s the types of voters who cast their ballots. Just as importantly, it also includes those who don’t bother to show up. Small shifts in who goes to the polls and who stays home can have lasting impacts.We’re now just weeks away from the 2020 election, and turnout is projected to set records. Good campaigns will lose. Bad ones will win. Weak candidates will surprise strong ones. Ballot measures will succeed or fail. And just like every election you get to play a role in deciding the outcome.For anyone engaged in agriculture, there’s a lot on the line in this election. Issues in federal races range from trade and taxes to the next Farm Bill and even Endangered Species Act reforms. Taxes, water issues and reapportionment will be big items on the docket in Topeka.While these issues are near and dear to the hearts (and wallets) of farmers and ranchers, they’re probably not on the list of matters suburban and urban voters are using to make their voting decisions. There’s nothing wrong with that. People living in populated areas have their own issues, their own values.One need look no further than 2018 to see how a rural-urban divide works when Laura Kelly won the gubernatorial race. She garnered a majority of votes in just six counties and a plurality in three others.More than 40 percent of registered voters didn’t pull a lever in that election. Boosting turnout just a percentage point or two in the 96 other counties would have easily changed the results of the election. Small shifts would have made a big difference.The same is going to be true on Nov. 4. Insight: Down to Turnout

HUTCHINSON, Kan. — Area residents are taking advantage of advance voting ahead of the November 3rd election.&nbsp;

As of Monday morning, the Reno County Clerks Office reports 1,410 votes cast. That includes about 140 votes cast on Saturday as the County Clerk's Office was open for voting. The office will have special hours for advance voting this Wednesday until 7 p.m. and then Tuesday, October 27 and Thursday, October 29 until 7 p.m. 

The office will also be open again this Saturday from 9 a.m. until 1 p.m. and will have a voting booth set up at the Hutchinson Community College Student Union on October 21 from 10 a.m. until 2 p.m.

HUTCHINSON, Kan. — The Onward and Upward auction continues
for the Cosmosphere. 

With the third block of items going up on the auction block
Sunday evening the total raised by the science and education center totals
around $46,000.

Items on auction block this time around include autographed

Kan. —&nbsp;Boo at the Zoo is going to be different this year.

"We are going to have people drive through our parking lot off of Blanchard coming from Severance," said Hannah Grace with the Hutchinson Zoo. "We want to make sure that we can keep everybody as safe as possible this year."

It's important to come from the Severance direction, because if you come from Plum, they will send you around anyway.

"The cars will turn in right by where the zoo entrance sign is and follow the edge of our parking lot all the way around to the homebuilders site," said Ryan VanZant with the zoo. "Between there, there's going to be multiple stations to get candy. The kids will get a bag. They can stick their arm out the window and then our volunteers will hand them the candy as they drive by."

The event is from 2 to 5 p.m. Saturday, which will change the zoo's schedule.

"The zoo that day will actually close at noon," Van Zant said. "We need to clear the parking lot and some of our staff will be available to help with the event, as well."

The zoo normally has over 2000 participants in Boo at the Zoo each year.

RICE COUNTY—The Lyons police officer shot during Friday's incident in Lyons remains hospitalized and is improving, according to Rice County Sheriff Bryant Evans.

The sheriff shared the news Sunday on social media, "I went and spent some time with Cory and Cami. I have approval from both to share my visit. Cory is doing awesome.

The ventilator is out, he is alert, he could even talk some, has all movement and feeling in his limbs. Organ function is good, and blood work is good. To quote his nurse, “I am shocked to see him respond so well to treatment, considering the report I received when he was first brought in.” 

Cory is receiving excellent care. I ensured him that we are all praying for him and Coach Friess. Please continue to pray for the Ryan and Friess families."

RICE COUNTY&nbsp;–&nbsp;The Kansas Bureau of Investigation (KBI) and the Lyons Police Department identified the officer shot Friday afternoon outside of a Lyons residence.

Officer Cory Ryan, 36, of Lyons, was shot multiple times when responding to a 911 call from a citizen who reported being threatened with a gun. Ryan joined the Lyons Police Department in 2012. He is currently being treated at a Wichita hospital, where he is improving. Ryan is in critical, but stable condition, according to a media release from the KBI.

Lyons Police Chief Justin Holliday also sustained minor injuries when removing the 56-year-old Lyons man from the shooting scene. Holliday was treated at a local hospital and is now recovering at home.

The 56-year-old injured man is now in good condition, and could be released from the hospital as early as today.

Adam Hrabik, 40, was arrested related to the incident, and is being held at the Reno County Sheriff’s Office Detention Center. He has not yet been formally charged.

A fund has been set up to cover the expenses of Officer Cory Ryan and his family at the Lyons Federal Bank,&nbsp;200 E. Ave. S., Lyons, KS 67554. Preliminary information indicates that officers from the Lyons Police Department received a 911 call at approximately 3:40 p.m. from a man who was being threatened with a gun, according to a media release.

When the first responding officer arrived at 1 Arrowhead Dr. in Lyons, Kan., he was shot by 40-year-old Adam Hrabik, who lived at the residence.

Two nearby citizens who saw the shooting helped coax the officer away from the scene. They then drove him to a local hospital in their private vehicle. The officer was then transported to a Wichita hospital where he is currently in critical condition.

When additional officers and deputies arrived on scene, they discovered a 56-year-old Lyons man outside who had also been shot. They removed the man from the scene. He was taken to a local hospital and then transported to a Wichita hospital. He is currently in serious condition.&nbsp;

Numerous law enforcement agencies responded to Lyons to assist. Hrabik retreated into the residence and a standoff ensued. At approximately 7:10 p.m., the Kansas Highway Patrol’s Special Response Team negotiated him out of the residence, and the Hutchinson and Reno County Emergency Response Team took Hrabik into custody.

Hrabik was turned over to KBI agents for questioning. The investigation is ongoing.

RICE COUNTY — Law enforcement authorities are on the scene of an officer-involved shooting in Rice County.

On Friday afternoon, agents from the Kansas Bureau of Investigation responded to the incident, according to KBI spokesperson Melissa Underwood.

Sheriff: Officer shot in Lyons remains hospitalized, improving

The Reno County overall case count has risen to over 500 as of Sunday evening.

There are 511 cases of COVID-19. About half of those are related to activity in the Hutchinson Correctional Facility, with 265 active cases measured by the county's COVID-19 dashboard. 

There are 82 other cluster related cases in the county. There are 258 cases in the community at large. It's important to note that cases of employees from the correctional facility would be in both the correctional facility and the community numbers.

Fifteen people are in the hospital. Seventy-one total have been hospitalized. Thirty-one have been admitted to the ICU and nine have been intubated. Ten people have died.

The community's positive test rate remains at 10.21%, with the overall positive test rate at 15.35%. 17.84% of the population has been tested.

The approval of the bonds for many city projects, including the Apple Lane reconstruction and the Law Enforcement Center is on the agenda for Tuesday's Hutchinson City Council meeting.

The ordinance authorizing the issuance and delivery of $7.5 million in general obligation bonds is before the council, as is a separate ordinance to issue refunding bonds, refinancing $7.9 million of the city's existing bond obligation at a lower rate.

The city council will also consider approving the CDBG-CV grants for small businesses, consider approval of the grant application to KDHE for the Brownfields Targeted Assessment program and consider bids for the 2021 residential street maintenance project. In addition, the council has before it a supplemental agreement for the Washington Street Bicycle Boulevard, the Risk and Resilience Assessment and Emergency Response Plan and an agreement with Burns and McDonnell for professional engineering services for a Reverse Osmosis Wastestreams Disposal Options feasability study and an update on the detox treatment facility.

The Hutchinson City Council meets Tuesday morning at 9 a.m. at City Hall.
