HUTCHINSON, Kan. — The Reno County overall case count is at 1130 as of Thursday evening. The death count among Reno County residents is at 57.

The Correctional Facility cluster type has 34 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 99 active cases. Twenty-one people within those clusters have died. There are 37 active clusters in the county.

Out of 5,097 total cases since the beginning of the pandemic, there are 1,121 cases in the community at large. 3,910 people have recovered thus far.

Forty Reno County residents are in the hospital. Two hundred thirty-three total have been hospitalized. Eighty-two have been admitted to the ICU and 26 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 23.49%, with the overall positive test rate at 29.18%. 27.79% of the population has been tested.

HUTCHINSON, Kan. — The Reno County Health Department is adopting the Centers for Disease Control and Prevention’s (CDC) guidance with modifications for shortening the length of quarantine for individuals identified as close contacts to COVID-19 positive individuals. While the CDC still recognizes the incubation period for this disease is 14 days; they have released modified guidance allowing for shorter quarantine periods to increase better compliance with quarantine and increase people getting tested.

Therefore, the Reno County Health Department will adopt CDC’s shortened quarantine as follows:

7 Day Quarantine (Includes Testing and No Symptoms)

· After exposure monitor yourself for symptoms for 14 days

· If you have no symptoms during this time frame, on or after Day 5, you may get a PCR test (antigen and antibody tests are NOT allowed for this purpose).

· If the test is negative, and you remain symptom-free, you can be removed from quarantine on or after Day 7.

· If testing results are pending on Day 7, you must wait until you receive results.

10 Day Quarantine (No Testing and No Symptoms)

· If you have no symptoms during the 10 days, you can be released from the quarantine without a test.

The incubation period for COVID-19 is 14 days, therefore people should self-monitor for fourteen (14) days from exposure and contact a healthcare provider if any symptoms develop.

Please note that rapid tests are not available in large quantities at this time and will not be utilized for these testing purposes.

The following individuals are not eligible for shortened quarantine:

· Residents of long-term care and assisted living facilities

· Offender populations in Department of Corrections prisons, county jails, and youth detention centers

Boil water advisory lifted for Cheney State Park Marina

HUTCHINSON, Kan. — An economist with the Sandlian Center for Entrepreneurial Government at the Kansas Policy Institute sees an opportunity for the 2021 Kansas Legislature to have a large positive effect on the state budget and not even have to change the law.

"We'll have a $119 million shortfall in just two years," Austin said. "Come January, Kansas lawmakers have an opportunity to turn that shortfall into a surplus with just, honestly, one act. It would pave the way for tax relief and get Kansans out of the COVID economic slump that we're in. All it would take is for them not to suspend, not to waive the rainy day fund statute."

That statute requires a 7.5% ending balance in state coffers at the end of a given fiscal year. It has been set aside for the last several years under multiple governors.

"If the legislature can follow this state law and balance the budget under it, the state's ending balance would turn from $119 million shortfall to a $600 million surplus."

This would give enough cushion for if the economy takes awhile to recover post COVID, and policymakers could even decide to cut taxes in the out years, if balances get back to a healthy level.

HUTCHINSON, Kan. — Siemens Gamesa Renewable Energy (SGRE) has reached 10 years of operation at its nacelle and hub assembly facility in Hutchinson. 

If you visited the facility in late 2010, you would have seen 130 full-time employees building one type of nacelle and hub on a single shift. Fast forward to 2020 and you’ll see about twice as many employees building variations of three different models on a two-shift schedule.

The facility assembles nacelles and hubs, critical components of a wind turbine.&nbsp; The nacelle sits at the top of the tower and houses the electricity generating components. The hub is attached to the front of the nacelle and holds three blades, creating what is called the rotor.&nbsp;

Since opening, the Hutchinson facility has completed nearly 5,000 nacelles, shipping to 16 U.S. states, as well as Canada, Chile and Peru. That’s enough to power more than 3.8 million homes or roughly the total number of households in Kansas, Colorado and Nebraska combined.

“I joined this company when we had a small office in downtown Hutchinson. I watched a patch of dirt turn into a multi-million-dollar, LEED (Leadership in Energy and Environmental Design)&nbsp;Gold certified facility that I’m proud to lead today,” said Doug Fulton, plant manager. Hired in March 2010 for the prospective plant, Doug is considered Hutchinson’s first employee.&nbsp;

Today, the plant employs about 260 full-time hourly and salaried workers. With highly competitive wages for the Reno County area, the local payroll has exceeded $150 million since opening. The company also provides excellent medical benefits, share options and tuition reimbursement. It is no surprise that more than 20 percent of current employees have been with the company since 2010. The Hutchinson facility is also a proud employer of veterans, with more than 10 percent of the workforce being U.S. military veterans or active duty military.

In 2017, Siemens merged with Gamesa, creating Siemens Gamesa Renewable Energy. Each company complemented one another and boasted a unique product portfolio. The skilled Hutchinson workforce quickly adapted to simultaneously manufacturing dual technologies. “The growth I have seen since I started almost 10 years ago is incredible,” said Jonathon Long, a certified crane operator and material handler.&nbsp; “I’m really proud of the fact Hutchinson is the first Siemens Gamesa factory to build and ship nacelles from both legacy technologies. That was a really big deal for us and something we are all proud of in Hutchinson.”

The Hutchinson facility has always had a global culture. Today you can hear more than five different languages from employees hailing from more than 14 countries around the world. Over the years, employees have traveled internationally to countries such as Denmark, Germany, Spain, Canada, Mexico and China on business trips for training and internal growth opportunities while also providing a cultural experience that would not have otherwise been possible. “I’ve spent a total of six weeks in Denmark for training and I got to visit several other countries while I was over there,” says Adam Comer, a mechanical assembler who’s been with the company since 2010. “It was an amazing trip that I would never have taken if it weren’t for this company.”

2020 has been a year of adapting to change for the nacelle and hub facility. Enhanced safety protocols have been in place since early March. “We have always been a safety-driven operation,” says Fulton. “The health and safety landscape of our plant has changed rapidly this year and I’m proud to say our employees have adapted right along with it. Our protocols are strong, and we are doing everything we can to prevent and reduce the spread of COVID-19.”

HUTCHINSON, Kan. — As we prepare for the holidays, Beth Akins with Horizons Mental Health Center wants to be sure we do what we can.

"There's some simple things that you can control," Akins said. "Make sure you wear your mask. Eat healthy. Get plenty of sleep. I always tell people, don't forget to get fresh air, sunlight, exercise. Just those simple things."

All the possibilities are not what to focus on.

"Focus on, here's what I know today, here's what I have today," Akins said. "Here's what I can do today."

Just because the holidays will look different doesn't mean you can't contact the ones you love.

"We may not be able to see Grandma and Grandpa this year, but that doesn't mean we can't still be connected," Akins said. "While we may be physically distanced, we can still be socially connected to people."

In fact, if you embrace finding ways to be connected, you might be able to create some new traditions that your family can remember in the future.

HUTCHINSON, Kan. — Reno County sales tax numbers hit another record high for the month of November.

According to figures released from the Treasurer's Office the county took in $445,580, an increase of more than $88,000.

It’s the sixth month in a row that sales tax has increased year-over-year and is $17,000 higher than last month.

The total sales tax taken in by the county for the year now totals $4,410,000 which means the county will easily surpass last year's collections.&nbsp;

HUTCHINSON, Kan. — Despite threats of a slow down due to an ease in pandemic driven shopping, Kroger posted solid numbers as it released its third quarter earnings.

The parent company of Dillons recorded total earnings of $0.80 per share compared with $0.31 per share in 2019. Profits totaled $792 million&nbsp; compared with $254 million last year and total sales increased by more than 11% to $29.7 billion.

Some analysts thought that Kroger's numbers might slide a little given the pandemic driven sales that fueled the company’s strong first half of the fiscal year.

Digital sales for the company also increased by more than 108%.&nbsp;

HUTCHINSON, Kan. — Rural Fire District 9 in Haven will be getting two new fire trucks. After initial approval was given last month, Reno County commissioners approved a contract with Hays Fire and Rescue for two new brush trucks.

The trucks will run just over $102,000 — although the county will get a fleet discount from Ford for the chassis. The county wanted to add a clause to the contract due to potential delays in getting the truck because of the pandemic.&nbsp;

If Hays can’t provide the two vehicles within six months from the delivery of the Ford chassis, then the county can void the deal.

Also Tuesday, the board looked over the consent agenda, which included paying the county’s bills, and went into executive session for a legal matter. No action was taken.

Hammersmith told the board that its distribution will follow KDHE guidelines and will start with those on the front lines of the pandemic and will follow along a similar path as when the area was dealing with the H1N1 flu.

“This goes to a little bit different clientele because obviously we know that the people who have comorbidities and are older are much more needed (of a vaccine),” Hammersmith said. “So it will go to health care workers and those individuals.”

While everyone is waiting for the vaccine to become available, Hammersmith says that whatever the timeline is, it won’t come quickly.

“It’s going to trickle in. We’re never going to get large amounts,” Hammersmith said. “So as it trickles in, we’ll get the health care providers taken care of because you can’t take care of somebody if you can’t take care of yourself.”

County Commissioner Mark Steffen asked the county to stress that it needs to make sure educators and school employees are at the top of the list behind health care workers when it comes to prioritizing the vaccine.

“I like that we entertain the idea of some sort of recommendation that school employees, both public and private, that they’re high-risk employees,” Steffen said.&nbsp;&nbsp;

Commissioner Ron Sellers agreed that education needs to be a priority, especially for instructors. Hammersmith says that, with breakouts of the pandemic occurring in schools, they will likely be near toward the top of the list.

“We will be following the guidelines set forth by the KDHE,” Hammersmith said. “I do believe because we have a number of outbreaks in the schools . . . that group will be included.”&nbsp;&nbsp;

Hammersmith says more information will be coming as the vaccine makes its way to Kansas.

Kan. — The Hutchinson Human Relations Commission met in a special session to
appoint a new chair and vice chair on Tuesday.

The

The winner will compete for the state title in the spring.

USD 309 announces meal program changes


HUTCHINSON,
Kan. —&nbsp;Challenges presented by COVID-19 have exacerbated an already tough transportation situation in Buhler USD 313.

"Our square mileage of our district is large," USD 313 Superintendent Cindy Couchman said. "We have like 45 routes that we run on a daily basis. We started the year, I believe, with 32 drivers. We really need 38 minimum to make it work and we started 6 short."

There have been times this year when the district has been down 8-10 bus drivers.

"Legally, we are required to bus over two and a half miles from the attendance center," Couchman said. "We are not required by law to bus under two and a half. Now, it has always been my priority and a priority of our district and really the culture of Buhler USD 313 to bus anyone."

With that in mind, the district took a week off this week, the week after Thanksgiving, from transporting students that live closer than the two and a half mile requirement at two attendance centers, Union Valley Elementary and Plum Creek Elementary. It's important to note that Union Valley has been on flex due to COVID-19 among its staff during this period, as well.

"We've put out a survey," Couchman said. "I'm trying to get who absolutely has to have that to get their kids to school, because there are so many unintended consequences of not bussing under two and a half miles. It's amazing, you don't even think of them all when you're doing it, but we did think of some. Pick up and drop off lines have gotten very long and complicated and large. There's more of a need for an after school program now. At a time when we're trying to get kids to social distance, adding more kids to that, trying not to mix cohorts, makes it very complicated."

The survey went to Plum Creek and Union Valley families only, because those schools are where route changes are being planned.

USD 313 adjusting transportation plan

HUTCHINSON, Kan. — The latest earnings session for companies with ties to the area comes to an end Thursday when Kroger releases its third quarter numbers.

The parent company of Dillons is coming off a strong second quarter with total sales of $30.5 billion, compared with $28.2 billion for the same three months last year.

Forecasts feel that Kroger's numbers might be as strong as the first six months of its fiscal year as the pandemic-driven shopping activity may be slowing.

Kroger will release its earnings before the bell.

Kroger to release 3Q report Thursday

Kan. — Brighthouse has some alarming numbers of the amount of persons they have served in 2020.

"Since January 1, Brighthouse alone has helped 657 people in our community," said Kaitlin Tucker. "That only counts the ones who come to us. There could be many more. Not everybody seeks help."

Brighthouse has helped with over 300 protection orders through November of this year and gone to court 140 times. 

"Just since January 1, we've gone to the hospital for 12 sexual assaults," Tucker said. "Anytime someone reports a sexual assault at the hospital, they go for that exam, the nurses know to call us so we can send an advocate out there."

Tucker also notes that violence has gotten worse this year.

"They've been more severe cases of domestic violence, as well," Tucker said. "More aggravated domestic violence, which usually means that there's some attempted strangulation there and broken bones. The pandemic has really taken its toll on survivors in our community."

Brighthouse: More domestic violence since COVID in 2020

HUTCHINSON, Kan. — The Reno County overall case count is at 1224 as of Tuesday evening. The death count among Reno County residents is at 51.

The Correctional Facility cluster type has just 16 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 103 active cases, and has been responsible for 19 deaths. There are 47 active clusters in the county.

Out of 4,962 total cases since the beginning of the pandemic, there are 1,204 cases in the community at large. 3,687 people have recovered thus far.

Forty Reno County residents are in the hospital. Two hundred sixteen total have been hospitalized. Seventy-six have been admitted to the ICU and 26 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 22.77%, with the overall positive test rate at 28.81%. 27.40% of the population has been tested.

Hutchinson Fire crews put out a garage fire Tuesday night.

Crews were called just after 8:30 p.m. to 306 West 14th, where the garage was on fire with a vehicle inside. 

The fire was quickly extinguished, but crews were on scene for about two hours completing cleanup and investigation. 

The fire started around a wood burning stove. No one was hurt and the home was unaffected.

Garage fire in Hutchinson Tuesday night

PRATT COUNTY — One person died in an accident just after 9 p.m. Tuesday in Pratt County.

The Kansas Highway Patrol reported a 2013 Toyota RAV4 driven by 65-year-old Gregory G. Hettmansberger of Sun Prairie, Wisconsin was westbound on U.S. 54 ten miles east of Pratt and struck a deer in the roadway.

The Toyota was sitting sideways, disabled in the roadway. A westbound 1997 HBP Road Trek RV Van driven by 26-year-old Andrew C. Marshall of Shawnee struck the Toyota on the passenger side.

Gregory Hettmansberger was pronounced dead at the scene.

EMS transported a passenger in the Toyota, 70-year-old Cynthia L. Hettmansberger to Wesley Medical Center. Marshall was not injured and was properly restrained at the time of the accident, according to the KHP.

HUTCHINSON, Kan. — During the Thanksgiving Safe Arrival traffic enforcement campaign just completed, the Hutchinson Police Department conducted overtime saturation patrols to aggressively target the impaired driver.&nbsp;

Over the period, Nov. 20 to Nov. 29, officers conducted two DUI arrests and issued five speeding citations, along with 10 other citations and arrests. In all, officers made 59 enforcement stops during the campaign.

While this particular campaign may be over, HPD says it will always be vigilant in the enforcement of Kansas traffic safety laws.
