Kan. —&nbsp;Kansas Appleseed, a nonprofit advocacy organization, reminded those who had children that missed their school lunch this spring that there are government funds available to help buy food now, but you have to sign up this week.

"Back in March of this year, the Families First Coronavirus Response Act was signed into law by the President after being passed by Congress," said Haley Kottler-Shores with Kansas Appleseed. "This law did a lot of things, but mostly it allowed the USDA and states the necessary flexibility to address to address food insecurity during the pandemic. What Pandemic EBT is, is Kansas families with students on free and reduced price meals are eligible for additional food assistance."

The Pandemic EBT restrictions are a bit different, as the free and reduced price meal income numbers are different than those that generally exist for SNAP eligibility.

"If you were going to see this benefit, you should have already seen it," Kottler-Shores said. "We are hearing a lot of families have not received it yet. We're asking folks to contact their school district or DCF."

The Pandemic EBT program expires on July 31.

Pandemic EBT program ends Friday

Kan. —&nbsp;A mandatory mask ordinance is in effect in McPherson.

The ordinance includes a $10 fine for anyone who violates it. The ordinance requires face coverings when anyone is inside any indoor public space where distancing of six feet at all times is not possible, in line and waiting to enter any indoor public space, obtaining services from the healthcare sector in settings, including but not limited to, a hospital, pharmacy, medical clinic, laboratory, physician or dental office, veterinary clinic, or blood bank, unless directed otherwise by an employee or healthcare provider, waiting for or riding on public transportation or while in a taxi, private car service, or ride-sharing vehicle and while outdoors in public spaces and unable to maintain six feet of distance between individuals (not including individuals who reside together) with only infrequent or incidental moments of closer proximity.

The standard exemptions for disabled persons and people eating or drinking in a restaurant, athletes, people in court and religious services apply. Face coverings are also not required while inside the McPherson Water Park, but they are required while in line to go in there. The ordinance is in effect until September 9.

HUTCHINSON, Kan. — The Pandemic has hit all large companies, especially those who do business worldwide. That is the case for Siemens-Gamesa as they prepare to release their third-quarter earnings overnight on Wednesday.

The world number one wind turbine maker booked a total net loss of $172-million in its fiscal second quarter, down over 400% from the $52.8-million profit in the same period last year.

In May, the company cited a $53-million hit on profitability related to the COVID-19 pandemic.&nbsp;

The ability to get parts shipped from overseas and industry shutdowns in Europe forced Siemens Gamesa to furlough a number of workers in Hutchinson. The layoffs were shortlived and the plant was back to a full workforce soon after.

The third quarter will be unknown, but the manufacturer has built a record order backlog of $26.3-billion, which could ease some of the pain connected with the pandemic driven economy.

Siemens-Gamesa to release 3Q Wednesday night

BUHLER, Kan. — The Buhler School Board has released a two-pronged approach to getting classes back underway.

The plans were addressed at a special meeting Monday night. Under the proposed platform, school would begin September 2, and will be offered in person or online from home.

Those who choose to attend in person will be required to practice social distancing, wear masks and will adhere to strict hygiene practices. Students will have a full meal program and will be able to participate in all school activities and athletics. A plan is in place for those students to get flexible learning if school buildings are closed again.

For those students who wish to learn off-site, there will be one notable difference. Any student who is not attending school in person and is the off-site learning program will not be able to participate in any extracurricular activities including all athletics. Students who learn at home will utilize the platform curriculum, and middle and high school students will be able to choose from courses available to them.&nbsp;

Students who need help or have questions will be able to have access to their instructors and will be required to be online with class six hours per day. Students who do go to class in person will have bus transportation available, but seating will be limited and seats will be assigned by the driver. Visitors’ access to all school buildings will be limited.

HUTCHINSON, Kan. — A Reno County man facing numerous sexual exploitation charges entered pleas on Tuesday in Reno County District Court.

Patrick White entered pleas to four counts of sexual exploitation of a child. As part of the plea, a fifth count was dismissed.

White was arrested after deputies with the Reno County Sheriffs Department issued a search warrant on his home and cell phone.&nbsp;

The warrant stemmed on allegations from a separate Law Enforcement agency that was made aware of White’s ongoing suspicious activity. The crimes are said to have occurred between October of 2018 and February of 2020.&nbsp;

White may also have to serve time on a similar conviction in 2019 that he was already serving probation on.&nbsp;

All of that will be settled at sentencing which is set for August 28.

Total sales tax revenue was $416,482 compared with $373,365 in 2019. Its also the highest sales tax report for 2020. Sales tax numbers for July reflect sales for the month of May.&nbsp;

Despite all of the talk of a slowdown in the economy due to the pandemic, shoppers apparently stayed in the buying mood.&nbsp;

The numbers add a little cushion to what could be a couple of tough months ahead. The July total actually brings the county sales tax above where it was at this time last year.&nbsp;

To date the county has taken in $2,663,543 for 2020 compared with around $2,639,461 in 2019

Reno Co reports strong July sales tax revenue

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti believes that single-use masks and reusable masks will likely both be seen at schools in the area when they open.

"I think it's going to have to be a combination of both," Baldetti said Tuesday. "Obviously, for longevity, I think the ability of having reusable masks that get washed at home, in terms of cloth masks, has a more sustainable nature to it, but additionally, and this was a conversation as I was at the USD 308 board meeting last night, as well, districts are going to be purchasing inventory as well, to be sure that there is going to be access to masks."

There isn't a problem with supply right now of the one time use three-ply masks, according to Reno County Emergency Management Director Adam Weishaar.

"I was able to find 27 million of them through one vendor," Weishaar said. "I don't think those are challenging at all to find. I think our usage rates are actually going down on those, because more people are carrying their own masks or using the washable cloth masks."

Weishaar notes that school districts are being asked to buy supplies from their own vendors before coming to the county to access their suppliers.

"That's no different than any sort of other disaster," Weishaar said. "To access state supplies, you should always exhaust your local resources, exhaust your local vendors and if you absolutely can't get it, then it will come to the county. If the county can't find it, then it goes to the state."

Weishaar doesn't see it being nearly the size of an issue it appeared to be earlier in the year.

HAVEN, Kan. — The Haven School Board gave approval to their reopening plan during Monday’s meeting. With approval, the school year for Haven students will begin one week later than planned. Classes will start on August 27.&nbsp; Teachers and staff will still report earlier to get prepared for what could be a mixed format.

According to Superintendent Clark Wedel, classes will start as normal but there are two alternative plans if further restrictions are needed due to the pandemic. The first restriction would have students coming to class for two days and doing online learning or homeschool-based classwork for two days. Half the students would report Monday and Tuesday and the other half Thursday and Friday. Wednesday would be used to help students who may have special needs or extra help with coursework.&nbsp;

The final alternative would be similar to the way schools finished in the spring with a total at-home learning program. Wedel said that he is confident that if it comes down to that type of learning environment again, the district is equipped to handle it and make sure students are learning and there is accountability in place.

Under the new calendar approved, students would still be three days off for Thanksgiving and two weeks for Christmas. Spring break would run the week of March 15, and classes would end May 24.

"We're going to continue with the August 12 day for teachers to report," said USD 308 Superintendent Mike Folks. "We're going to do professional development starting at that time. We moved it back a little over a week."

The length of an individual school day will not change.

"When we do professional development days, we can count half of those days toward our bell time or toward our 1,116 hours," said district spokesperson Ray Hemman. "Between a combination of that and a combination of another couple little wrinkles in there, there will be no additional bell time."

If your family isn't comfortable sending kids back to their building yet, USD 308 can accommodate you.

"We also have some families that no mmatter what happens, they want to do the online experience," Hemman said. "Either they had a very good experience last spring, or they are concerned about the COVID-19 virus."

Folks and Hemman noted that an order has been placed for personal protective equipment, but it won't be fully fulfilled at the beginning of the year, so they'll need to watch their supplies to make sure they don't run short. The calendar retains a two-week break at Christmas and Spring Break, which will be from March 22 to 26. The final day for students will be May 26, 2021.

Nickerson-South Hutchinson schools to propose Sept 2 start date

BURRTON, Kan. — Railroad tracks and roads are open again in Rural Harvey County after yesterday’s accident involving a BNSF freight train and a farm tractor.&nbsp;

According to BNSF Spokesperson Amy Casas, the track was opened again early this morning. Chao announced Tuesday that the Trump Administration will award more than $273 million in airport safety and infrastructure grants through the Federal Aviation Administration (FAA) to 41 states and the District of Columbia, American Samoa, the Federated States of Micronesia, the Marshall Islands, Palau, and Puerto Rico. 

The Newton Airport will be a recipient of a portion of those funds for $569,526 to reconstruct a taxiway. Eureka, Garnett and Manhattan airports also will receive funding through the program.

"We're taking a little bit different view of it," said spokesperson Michael Devine. "Phishing is the primary means that criminals are using. That's been at the top of our list for several years. These are fake emails that show up and try to trick you into giving information and then there's fake charities. There are threatening phone calls that you get, but the key to almost all of these scams are they're unexpected and they're threatening."

The key to keeping your money safe is to take a breath and not respond right away.

"You don't get a call from the IRS that you don't know about, threatening you to put you in jail or take away your business license or deport you," Devine said. "That's not how the IRS works. If you filed your tax return and you got your refund, the chances of you getting a call from the IRS are nonexistent."

If you do owe money to anyone, including the IRS, you should make the call to them, then you know that is who you are talking to and that the number hasn't been spoofed to fool you.

"Not just for the IRS, but for anything, whether its the department of revenue, whether it's the gas company or the water company," Devine said. "If you get something that you didn't expect and you don't really understand, don't just respond to it. Stop. If you're a senior citizen and you're not really comfortable with technology, call somebody. Call one of the kids or call a friend or you look up the number and you call that organization. For the IRS, it's really simple. Our number hasn't changed in years.

HUTCHINSON, Kan. — The Reno County Sheriff's Office revealed the details of a Sunday evening injury accident east of Hutchinson.

According to the department, 25-year-old Brandon Bertholf was driving a vehicle southbound in the 1400 block of South Kent Road around 8 p.m. Sunday night with his body half out the window of his vehicle, when passenger, 23-year-old Tyler Korb saw Bertholf fall out.&nbsp;

Korb was able to get control of the vehicle and bring it to a stop. He called 911 and EMS took Bertholf to an area hospital. The accident remains under investigation.

Details revealed of Sunday evening injury accident

BURRTON, Kan. —&nbsp;One person is dead after a train accident Monday afternoon four-miles east of Burrton.

A farm tractor was pulling disc equipment southbound on South River Park Road, crossing railroad tracks near Southwest 24th Street, when it was struck by a westbound BNSF freight train around 3:48 p.m. Monday.

The impact caused the two lead locomotives to leave the tracks although both stayed upright. The train traveled another 1/4 mile from the point of impact. Crews were able to move the rest of the train away from the scene and BNSF was preparing to make repairs to the damaged track and get the locomotives back on the rails. No word on how long the tracks will be closed or how much if any delay this will cause for Amtrak which uses the route in the middle of the night.

Identification of the victim will be made available at a later time, pending notification of family.

The crossing at River Park Road was closed as well as the crossing on SW 24th just west of the accident site.

One person dead in train tractor accident in Harvey County Monday

MCPHERSON COUNTY—One person was injured in an accident just after 2p.m. Monday in McPherson County.

The Kansas Highway Patrol reported a 2019 Chevy Trax driven by Josef A.&nbsp;Whitaker, 23, Wichita, was southbound on Interstate 135 seven miles southeast of McPherson.

The Chevy rear-ended a 2013 Hyundai Sonata driven Andrea K.&nbsp;Winkleman, 35, Wichita.

EMS transported Whitaker the hospital in Wichita. Winkleman was not injured.&nbsp; Whitaker was not wearing a seat belt, according to the KHP.

Cosmosphere to show launch of next Mars mission

HUTCHINSON, Kan. — Schools are looking ahead to the start of a new year, whatever that may look like. That includes Hutchinson Community College who announced earlier that they would not start classes until August 12 and stop classes for the first semester after the Thanksgiving break. College Spokesperson Denny Stoecklein says there are things in place for the start of the semester which will offer a wide variety of class options.

“It will be a combination of face-to-face, hybrid and online classes,” Stoecklein said. “Those that are face-to-face will be practicing social distancing guidelines that are outlined in terms of distances between chairs, and mask wearing to comply with the mandate.”

Although it will be limited, Stoecklein says the college will have the resident and dining halls open for students.

“We’re planning on having students in the resident’s hall although the capacity will be reduced over what it historically has been,” Stoecklenin noted. “The disappointment is, we’re just approaching the end of an extensive renovation of that facility (dining hall). The first time it’s been renovated in decades and students aren’t going to be able to at least initially enjoy it quite to the level we’d hope they would be able to.”

Stoekclein says that the overall enrollment picture is currently mixed but says that could change in the coming weeks.

“Online credit hours are up over last fall. Not surprisingly really because I think they’re some students that say I’m going to play it safe and go online,” Stoecklein said. “Total enrollment is down a little bit for the fall.” 

Stoecklein says that could be attributed to the disconnect the college had with students during the spring when school buildings were closed and students finished the year learning at home.

“One of the major factors in that we can easily look at and see where a part of that fall is in our high school numbers,” Stoecklein noted. “Historically at the end of last school year, we would have enrolled a number of high school students for the fall.”  

Stoecklein says that it’s possible more and more students will stay away from four-year schools and get at least their first year of a college education from home online, thus pushing enrollment numbers up before the start of the fall semester.

HutchCC preparing for the start of fall semester

SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission got a first look at a new draft of regulations for wind energy during a meeting on Thursday.

The new regulations were put together in hopes of being able to ease public concerns for wind farms, while keeping the county open to wind farm proposals. County Planner Mark Vonachen says the proposed regulations combines three of the most talked-about issues when it comes to wind farms.

“We combined the set, we combined the noise, the shadow flicker all into one, and so even though you may meet minimum setback requirements if you don’t meet the maximum flicker or the maximum noise, you won’t be able to put your turbine in that location,” Vonachen said. “All three of those elements have to be in compliance for you to locate that turbine.”

Some of the regulations include how property owners will be notified of any plans for a wind farm that could affect them, how shadow flicker, noise, and setbacks will be determined, and how any wind farm proposals would be reviewed by the Kansas Department of Wildlife. The proposed regulations also deal with public and private airstrips.&nbsp; It would leave collateral issues related to wind farms such as roads, bridges, and other infrastructures out of the Planning Department’s hands.

The development of the regulations comes after NextEra saw their proposed wind farm essentially stopped due to objections from landowners. Vonachen wanted to stress that the proposed regulations were not put in place to stunt wind farm development in the county.&nbsp;

“We are not bringing forth a document that effectively bans wind turbines in this county,” Vonachen stressed noting that if the county wanted to do that they should have just placed a ban on wind farms, similar to what Sedgwick County has done. “They did not do that so we can not bring forth a document that does that even though we have regulations.”

The committee will go over some small changes to the regulations before bringing it back to the Planning Commission during their August meeting. If approved, the regulations would go before a public hearing and formal approval which could happen in September.

Draft of wind farm regulations looked over by Planning Commission

BUHLER, Kan. — The Buhler City Council will go over the budget during Tuesday’s regular agenda session. The proposed budget for 2021 totals $1,657,084 on total taxes levied of $358,713.

The mill levy will fall from 51.22 to 50.65 mills. A public hearing date will also be set. The Council will also go over a tower lease agreement with IdeaTek and hear the council reports.

Buhler City Council to address 2021 budget

HUTCHINSON, Kan. — Hutchinson Fire Crews responded to 317 Logan for a structure fire just after 7 p.m. Saturday evening.

Crews arrived to find a fire in the attic of the home. The fire was quickly extinguished, but still caused damage to the attic and water damage to the home.&nbsp;

There were no injuries. The cause of the fire was an overloaded electrical circuit.&nbsp;
