GOVE COUNTY – The Pratt Police Department reported that 79-year-old James Flummerfelt, the subject of a statewide silver alert, was located by the Gove County Sheriff’s Office in Gove County. He was then taken to a local hospital for treatment.

PRATT COUNTY –&nbsp;The Pratt Police Department requested that the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Pratt man.

The whereabouts of James “Jim” E. Flummerfelt, 79, are unknown, and the public’s assistance is requested to help locate him, according to a media release from the KBI.

Jim is a white male, 6-foot-1, 180 pounds, with gray hair and hazel eyes. If anyone sees Flummerfelt or his vehicle, please immediately call the Pratt Police Department at (620) 672-5551.

KBI: Silver Alert cancelled; missing Pratt man found safe

Kan. —&nbsp;The need in Reno County remains great in the face of job losses and hour reductions related to COVID-19.

"Because of the pandemic, the cracks have become more like crevasses," said Lisa Gleason with the United Way of Reno County. "They just go through the RallyReno.org website," Gleason said. "There is an unmet needs application there that they fill out that comes directly to United Way and United Way and the Reno County VOAD, we look at those every single week and we are processing them."

Many people have already been helped since the launch of the program this spring.

"I know we have worked with over 300 individuals in our community," Gleason said. "We have given out over $100,000 in assistance. We still have funds to give out and support those who are still struggling and trying to help support their families."

According to the site 119 families have been assisted through the Reno County VOAD thus far.

Hutch Post Presents the Class of 2020

Kan. — The Board of Reno County Commissioners will have two meetings next week.

Their regular agenda session on Tuesday will include a COVID-19 Update from Health Department Director Nick Baldetti and Emergency Management Director Adam Weishaar, the approval of the Consent Agenda, the public hearing on the 2021 Budget and discussion of the group health plan rates for the county and the Coronavirus Relief Fund.

The proposed budget for next year totals $75.1 million on total taxes levied of $25.6 million. With that, the mill levy will stay at 41.687 mills.

The county has been working to hold the line on the budget with significant drops in revenue projected in the coming months due to the pandemic. The commission had a choice to raise the mill levy on county citizens, but chose to hold the line on spending. Tuesday's meeting will be at 9:30 a.m. at the Reno County courthouse.

Commissioners will meet again on Wednesday at 8:30 a.m. for a work session on the Coronavirus Relief Fund. That work session will happen in the Courthouse Veterans Room.

"The national average fell one cent to $2.18," said Shawn Steward with AAA Kansas. "The Kansas average gas price is $1.97, which is also a penny cheaper than a week ago. Nationally, this is the first time since late April that the national gas price average has declined."

Reno County and Hutchinson are still below $2, as well.

Reno County, we're at $1.96," Steward said. "In Hutchinson, it's a little bit higher at $1.98, $1.99 depending on the station that you visit."

There are also isolated stations below both of those numbers, and Steward thinks prices may be headed down.

"With COVID-19 cases on the rise again and potentially some travel quarantines being put in again, we could be seeing a downward trend based on people's comfort level with traveling," Steward said. 

Also, with uncertainty about school calendars, it's possible any proposed during school vacation plans are being held off until those schedules solidify and so it's tough to know if demand might stay stronger longer where school starts later or if it will back off.

Reno County Health Director Nick Baldetti has announced his resignation. Mr. Baldetti has accepted a position as the Executive Director of Healthcare Initiative for McPherson College in McPherson, Kansas. His last day with Reno County will be Friday, August 14, 2020.

Mr. Baldetti was hired by the Reno County Health Department in March 2013, as the health educator. He was promoted to assistant director in September 2013 and then as the director in March 2015. During his time at the health department, Nick oversaw the following accomplishments for the health department.

• Accreditation process with the Public Health Accreditation Board • Departmental solvency through increased grant activity • Departmental program expansion in health equity, substance abuse and mental health

Nick Baldetti stated, “I am extremely grateful for the opportunity to work with and lead so many talented and committed individuals in helping to better this community through direct and indirect clinical, social, emotional and economic interventions. I could not be more proud of the team at the Health Department and am excited to continue to address access to health and assurance of community welfare in a brand-new way for Kansas at McPherson College”.

Reno County Commission Chairman Ron Sellers expressed the County’s gratitude to Nick for his work and the health department and particularly his recent work with COVID-19. According to Chairman Sellers, 

“He has led the County in such a way that Reno County has minimized COVID cases and has kept the public especially well informed as to the current situation of the County. His coordination of all Reno County partners has been excellent. Reno County’s health department is one of the top departments within the State and we owe much of this to Nick’s past efforts”.

County Administrator Randy Partington stated, “Nick has done an exceptional job as the health director and public health officer, especially while being at the forefront of the COVID-19 pandemic. He will be missed at Reno County”.

Following Nick’s departure from the county, the health department’s two assistant directors will become appointed interim directors. Reno County will begin searching for a new health director with more details to follow. Regarding the public health officer, the county will look at the alternatives and notify the public when an announcement is ready. 

Citizens of Reno County will continue to receive COVID-19 related updates in a timely manner.

Reno County announces Nick Baldetti's resignation

Kan. —&nbsp;Former Kansas Gov. Dr. Jeff Colyer sees the COVID-19 response from the state as being more localized than one size fits all.

"We don't need to do this as one big sledgehammer," Colyer said. "This is a surgical operation. Working by individual county for schools, for businesses, is the best way of doing this. That way, you don't close down things that don't need to be closed and wear people out."

Colyer acknowledges the seriousness of the COVID-19 issue, but it's also important to use the new knowledge we're getting about the virus over the last several months to guide that response.

"We understand about distancing," Colyer said. "You and I are distancing now. You can have an interaction. We can work. We've learned so much about telehealth. We know how restaurants can work better with having some simple barriers and some spacing. There are a lot of things that we can do that have a big impact without making everybody sit at home. That's the problem. We need to isolate the few to protect the many."

Colyer also is confident we will get to therapies that work, but that it's likely there will be no single silver bullet for COVID-19.

"I'm currently on the scientific board for a company that has a vaccine," Colyer said. "We actually begin our human trials here in the next week or two. It's going to be important that we get several vaccines. You're probably going to need three or four different kind of vaccines to make sure they're absolutely safe. Certain vaccines may work better, say, in an older population, or another one in kids. Spending a lot of effort on that is very important."

Colyer was announced earlier this month as a member of the Arcturus Therapeutics Vaccine Platform Scientific Advisory Board. The key to the vaccine Arcturus is proposing is that it would be a single dose, while other candidates would require booster shots to work.

Kan. —&nbsp;The performances by Stage 9 of Hutchinson: The Pandemic are this weekend on Youtube.

"Tickets are $35," said Patrick Calvillo, who wrote the play with Lindsey Becher from Stage 9. "If you go to www.stage9hutch.com, you can buy tickets."

Then the link to the performance will be sent to you. It will go live at 7:30 p.m. each night on Youtube. There will be something there even if there are technical issues.

"We do have something," Becher said. "But, we also have all the pitfalls of live theater of somebody not coming on stage or somebody going up on a line. There's all the crazy, scary stuff that theatre has to offer, but there's also a backup plan, for sure."

Stage 9 and the Hutchinson Art Center along with Blue Barn Productions are working with a local restaurant for a virtual dinner theater experience, as well.

The formal times for enrollment for pre-kindergarten through eighth grade is 11 a.m. to 7 p.m. Wednesday, Aug. 5, at each building. For Hutchinson High School, walk-in enrollment will be from 8 a.m. to 6 p.m. on Aug. 10 at HHS.

USD 308 on-site enrollment begins next week

The Kansas State Fair is adding an open class and a 4-H poultry show to its schedule of livestock events slated for September. The show will take place Saturday, Sept. 5. 

While there will not be a 2020 Kansas State Fair, fair officials announced in mid-July they would continue to have livestock shows in an effort to showcase the months of hard work and determination of both Kansas youth and open-class exhibitors. Poultry will be added to the species of animals to be exhibited.

The “Special Edition” livestock show will be spread across three weekends starting Sept. 4. Event rules have been modified to maintain a safe environment. 

The 2020 revised livestock schedule includes:

Sept. 4-6: Open class poultry, swine, boer goats and sheep; 4-H poultry.

Sept. 11-13: Kansas State Fair Grand Drive, a premier 4-H and FFA livestock show sponsored by Midwest Ford; Wild Horse Youth Challenge.

Sept. 18-19: Open cattle and dairy shows, 4-H horse show.

The 2020 schedule features events Fair staff can execute safely while still maintaining a quality show, said Jenn Galloway, the Fair’s competitive exhibits director. She added the Fair has implemented preventative measures and is following all state and federal guidelines.

Masks are recommended if visitors can’t maintain physical distance.

There will be no standing or congregating by the ring - exhibitors and their family should sit in the bleachers or watch the show via Walton Webcasting.

The event is private. Exhibitors must purchase wristbands to enter barns.

Registration for all open-class shows and 4-H poultry ends Aug. 15.

Poultry show added to September livestock events on fairgrounds

HUTCHINSON, Kan. — Several railroad grade crossing projects will be getting underway in Hutchinson starting Monday.

Hutchinson Public Works says a 600-foot portion of Halstead Street from Carey north will be closed while BNSF works on grade crossings at that location. The street will be closed through Wednesday. 

Also Monday, Plum will be closed at the K and O Railroad crossing at the entrance to Carey Park for a mill and overlay of the crossing approaches. 

On Tuesday, Avenue G will be closed at the railroad crossings between Plum and K-61 for mill and overlay of those approaches.

Railroad crossing work to cause traffic interruptions in Hutchinson

HUTCHINSON, Kan. — The pandemic took a big hit on Siemens Gamesa as postponed or canceled onshore wind projects, along with supply chain difficulties put the company into the red in the third quarter.&nbsp;

The number one wind turbine maker reported a net loss of $525.6-million compared with a profit of $24.2-million in 2019. Revenue was off 8% at $2.7-billion.

Still, the company was able to keep and secure a large backlog of orders which were positive. The company said it was able to increase its order book by 14%.

The Onshore business was severely affected by the uncertainty created by the pandemic as there were delays in signing contracts in all three regions, and other challenges such as the slowdown in India and Mexico.

The company Offshore was able to sign on 2860 MW of new orders which was an increase of 87% year-over-year.

Siemens Gamesa was forced to furlough 200 workers in Hutchinson in April when supply lines were disrupted. The workers were back at their jobs by the end of the month.

NICKERSON, Kan. — Nickerson USD 309 announced on Wednesday that they will not be holding open enrollment that was scheduled for August 3.&nbsp;

The district is asking all current students to enroll online by going to <a href="http://www.usd309.org">www.usd309.org</a>. New students will be able to make an appointment to enroll in person on August 10. Parents or guardians of news students can make those appointments at the school the student will attend after August 3.

The in-person enrollment will be held at Reno Valley Middle School from 7 a.m. until 7 p.m., and again, that is by appointment for new students.

Pre-K school will enroll in person by appointment only on Tuesday, August 11, at Reno Valley Middle School. Parents or guardians will receive a phone call from the district the week of August 3 to set up an appointment.

"The other piece that lags is simply the logistics of getting test results back, so now, unfortunately, the average time for a test result to come back right now is between 7 to 10 days."

That means it could be up to three and a half weeks from exposure to confirmation of a positive test. In some people, that's long enough for the virus to clear completely before they know definitively that they have it.

"We're not even in possession of a confirmation of a laboratory test and individuals may be already done with their allotted quarantine time, in terms of their symptom onset date and test result," Baldetti said. "Which impresses the importance upon, when you go get tested, every primary care physician or doctor's office is telling you to be sure you quarantine because you've been tested."

This lag, combined with the fact that little is still known about asymptomatic or presymptomatic spread means everyone needs to interact in public as if they themselves are infected and continue to follow personal hygiene guidelines, mask wearing and handwashing along with social distancing as much as is possible.

"We start off with a march from Avenue A Park to the Chester Lewis Plaza for the dedication ceremony there and that will start at 4:30 p.m.," said committee president Vellis Neal. "The dedication ceremony starts at 5:00 p.m."

There will also be a screening of the film, Just Mercy at 7 p.m. tonight. Then the annual three-point shootout takes place Friday.

"Registration is at 5 p.m. from 5 to 5:45," Neal said. "There is a warmup period for the people that are participating. The event starts promptly at 6 p.m."

There will be no late entries. It's a $5 fee to enter and $50 is given to the winner in each category. There will be jazz with the George Sanders Band on Friday night at 8 p.m. along with hot dogs and bottled water available as well on Friday night.

"Saturday is our parade. It starts at 10 a.m.," Neal said. "The participants are asked to get there no later than 9:45 to be lined up. B and Washington is where we start lining up. Then, the parade starts at B and Main and we have to shorten it this year because of the construction going on, so we will be stopping at 7th and Main this year."

Parade marshal stunt person Cassie Craig and honorary parade marshal Darrell Pope will speak and a free picnic will be served at the Stringer Fine Arts Center on the HCC campus following Saturday's parade.

Kan. —&nbsp;The Hospice and Homecare of Reno County Annual Festival of Remembrance will be collecting money throughout August, but their big kickoff event is Saturday at the parking lot of the Northgate Plaza complex at 30th and Plum.

"It's from 11 a.m. to 1 p.m. and we're going to have the four entrances to the Northgate Plaza open, but then we'll have cones and signs," said Andrea Siefkes with Hospice and Homecare of Reno County. "Board members are helping out to direct traffic. We're going to grill hot dogs and we're going to hand out hot dogs and chips and bottled water and then give information about the raffle. We have QR codes where you can have quick links to our webpage and our raffle items page."

Raffle items range from a $1,000 in cash, Attack II Basketball Goal, Trips to Lake Tahoe and California’s Wine Country to a MacBookPro, just to name a few.

"We will have computers there where people can get online and purchase raffle tickets, as well as, you can purchase the raffle tickets with a credit card, cash or check, as well," said Tara Dahlstrom, Business Development/Ancillary Services Director for the hospice. "We'll be able to sell raffle tickets either online or in person there."

Festival of Remembrance kickoff Saturday

HUTCHINSON, Kan. — Now that there is an official start date for school, Hutchinson USD 308 wants to remind parents and guardians of students that they need to be up-to-date on their vaccines.

Hutchinson USD 308 does not consider a student to be enrolled and will not be allowed to attend school in August until the student’s school receives documentation of the current vaccinations or a letter citing the exemption.

Vaccinations are available from a family physician, Prairie Star Health Center, The Little Clinic inside Dillons on East 30th, Reno County Health Department or local pharmacies.

Since vaccination providers do not automatically share this information with the district, parents and guardians will have to provide it prior to the first day of school. Additionally, families who enroll online will still need to bring the paper documentation for vaccinations or exemptions to the district office or school.

Records should be taken to the individual school’s health office.

First-time enrollees to the district under the age of nine must present:

 </figure>HUTCHINSON, Kan. — Now that there is an official start date for school, Hutchinson USD 308 wants to remind parents and guardians of students that they need to be up-to-date on their vaccines.Hutchinson USD 308 does not consider a student to be enrolled and will not be allowed to attend school in August until the student’s school receives documentation of the current vaccinations or a letter citing the exemption.Vaccinations are available from a family physician, Prairie Star Health Center, The Little Clinic inside Dillons on East 30th, Reno County Health Department or local pharmacies.Since vaccination providers do not automatically share this information with the district, parents and guardians will have to provide it prior to the first day of school. Additionally, families who enroll online will still need to bring the paper documentation for vaccinations or exemptions to the district office or school.Records should be taken to the individual school’s health office.First-time enrollees to the district under the age of nine must present:<ul>
 <li>A certified copy of their birth certificate, a certified copy of the court order placing the child in the custody of the Secretary of the Department for Children and Families, Social Security identification card, baptismal certificate or other documentation approved by the superintendent.</li>
 </ul><ul>
 <li>A physical completed by the child’s physician.</li>
 </ul><ul>
 <li>Record of current vaccinations or documentation of one of the exemptions listed below.</li>
 </ul>First-time enrollees to the district ages nine and older must present<ul>
 <li>A certified copy of their birth certificate, a certified copy of the court order placing the child in the custody of the Secretary of the Department for Children and Families, Social Security identification card, baptismal certificate or other documentation approved by the Superintendent.</li>
 </ul><ul>
 <li>Record of current vaccinations or documentation of one of the exemptions listed below.</li>
 </ul>Returning enrollees must present or have on file a current immunization record or documentation of one of the two exemptions:<ul>
 <li>An annual written statement signed by a licensed physician stating the physical condition of the child to be such that the tests or inoculations would seriously endanger the life or health of the child.</li>
 </ul><ul>
 <li>Or a written statement signed by one parent or guardian that the child is an adherent of a religious denomination whose religious teachings are opposed to such tests or inoculations.</li>
 </ul>The district may contact students whose records do not show proof of vaccinations with a periodic automated call until at the start of school. The first day of school for pre-kindergarten through HHS freshmen is Aug. 27, with HHS sophomores through seniors reporting on Aug. 28.

NEWTON, Kan. —Authorities have released the identity of the woman who died in an accident south of Newton on Tuesday morning in Harvey County.

&nbsp;An SUV driven by 33-year-old Amiee Baker, of Sedgwick was northbound in the 5600 block of South Kansas Avenue when the vehicle rear-ended a semi truck that was stopped to make a delivery to a home, according to the sheriff's department.

The crash remains under investigation, according to the Sheriff's Department. The Kansas Highway Patrol’s Critical Highway Accident Response Team is assisting in the investigation.

Traffic was closed in both directions of South Kansas Avenue until 5:30 p.m., according to the sheriff's department.

One person is dead after a two-vehicle accident involving a semi truck and an SUV this morning in Harvey County, south of Newton.

An SUV was traveling northbound in the 5600 block of South Kansas Avenue when the vehicle rear-ended the semi as the semi was making a delivery to a home. Harvey County Communications was notified at 10:54 a.m.

The driver of the SUV, a woman in her mid-30s, was pronounced dead at the scene.

Identification of the victim will be made available at a later time, pending notification of family.

Sheriff IDs Kansas woman who died after SUV rear-ends semi

BUHLER, Kan. — The decision by the Buhler USD 313 school district to limit participation in extracurricular activities to those students who attend school in person versus those who attend online has been met with mixed reactions. Superintendent Cindy Couchman says she has heard from both sides of the aisle and said it was a decision that was not made lightly.

“Looking at what our safety precautions are in the buildings, and knowing that they’re pretty high, and parents may be making the decision not to bring their students to school because of the safety and health concerns, then having them participate in activities and athletics may not be the best safety procedure for them,” Couchman said. “Our buildings will be implementing safety procedures in our activities and athletics. Obviously just the nature of the event are a higher risk.”&nbsp;

The district is also working on how to keep student athletes and those participating in music, band, and similar activities safe during the school year. The Board made the decision during a special meeting that was held to announce the reopening plans for the next school year.&nbsp;
