HUTCHINSON, Kan. — The unemployment rate fell slightly in Reno County in February.

According to figures released by the Department of Labor, the jobless rate in the county fell from 4.8% to 4.4%. The unemployment rate in February of 2020 was 3.3%.

The number of those out of work in the county was 1,298 with 912 of them in the city of Hutchinson. The city’s unemployment rate fell 6/10ths to 4.8%.

Statewide, the unemployment numbers fell slightly from 3.4% to 3.2%.

Jobless rate falls for February

Fatal wrong-way driving crashes are a problem across the country, though Kansas has been doing better than some states of late.

"Fatal wrong-way driving crashes on our highways has really been a persistent and devastating threat, getting worse on a national basis," said Shawn Steward with AAA Kansas. "We did some analysis through our AAA Foundation for Traffic Safety and found that there were 2000 deaths from wrong-way driving crashes on divided highways between 2015 and 2018."

In recent years, the Kansas Department of Transportation (KDOT) has taken multiple steps to put the brakes on wrong-way crashes, and the numbers suggest those efforts have made a difference.

"Wrong way crash fatalities dropped more than 36% over that period in the Sunflower State," Steward said. "From 2010 to 2014, we saw 47 fatal crashes in a wrong-way crash situation and then saw 24 happening between 2015 and 2018."

To mitigate wrong-way crashes in Kansas, the Department of Transportation partnered with Kansas State University to conduct research on wrong-way driving.

"They've been identifying hotspots and trouble places, especially with on-ramps," Steward said. "They've installed and been testing some wrong-way countermeasures at different interchanges and will be looking to expand those across the state to further help notify drivers that hey, you're headed the wrong way."

Researchers examined eight factors related to these types of crashes, and three stood out – alcohol-impairment, older age, and driving without a passenger. Six in ten wrong-way crashes involved an alcohol-impaired driver.

AAA: Wrong way crashes still a danger, but Kansas is working on it

"You just have to be yourself," Colyer said. "I'm a fifth-generation Kansan from Hays. This is in my blood. Here's the thing: Where are we going to be in Kansas ten years from now? You've got to make sure that we have great schools, a budget that's under control, that the economy is improving."

Colyer believes the next governor can make a long-term positive impact on the state.

"If we would play our cards right and do this and do it well, then we can make a huge difference for the next 25 years," Colyer said. "If we have another four years of stagnation, if we have four years of turning backwards and having more government and less private sector, that's going to hurt us for decades."

Kansas Democratic Gov. Laura Kelly has said she will be running for re-election in 2022.

Colyer: Economy needs to be the focus coming out of the pandemic

NICKERSON, Kan. — What the patrons in Nickerson USD 309 want in their new superintendent will be better known in a special board meeting this week.

The USD 309 Board of Education will meet in a special session Wednesday to go over the findings of a recent survey that was provided to patrons. That survey was to get a barometer on what the district wants in its replacement for Dr. Dawn Johnson, who will become the new executive director of human resources for the Hutchinson school system.

The Kansas Association of School Boards will be on-hand to release those findings. While it couldn't say how many applications have been received, the KASB did say there is good interest in the job.

The board has been wanting to put the matter of finding a new superintendent on the fast track, saying it wants to be able to offer a contract to the person of choice no later than the end of April.

Wednesday’s meeting begins at 7 p.m. at the district offices at 4501 W. 4th Ave., just west of Fun Valley.

Survey findings on tap for next USD 309 meeting

MCPHERSON —&nbsp;A McPherson firefighter suffered minor injuries in a Friday fire.

According to a release from McPherson Fire Chief T.J. Wyssmann, around 10:40 a.m. Friday, crews responded to the 100 block of South Taft Street. 

A trailer on that street, occupied by three adults and multiple animals, was on fire. All three people got out safely. One firefighter was taken to the hospital. The firefighter was treated and released. Two animals died. 

The trailer is uninhabitable. The fire started accidentally in a bedroom. No damage estimate was given in the release.

USD 313 to hold special meeting

The Central Kansas Veteran Community Partnership is hosting a Vietnam Veterans dinner at the American Legion in Sterling on Monday.

"March 29, most people do not know, but it is a nationally recognized day," said CKVCP president Curtis Jefferis. "President Trump signed it into law several years ago, so March 29 is National Vietnam Veteran's Day."

Vietnam vets eat for free for a burger or hotdog meal with dessert and a drink. The cost for all others is $8 at the Sterling American Legion at 108 East Garfield. The room is available at 5:15 p.m. with the meal to start at 5:30 p.m.

"We're going to have some booths for veteran's resources," Jefferis said. "One of them is Healing Waters. He has a fishing program for veterans with PTSD. We're going to have our R.E.D. Friday shirts on, I believe we're going to have some VA representatives there. It's not just the dinner."

It's important to note that after the way some Vietnam veterans were welcomed home as that was going on, that no others who have sworn the oath to protect and defend the Constitution have to deal with a lack of respect.

"You know, you can always argue about whether we should be in a particular conflict here or there," Jefferis said. "The men and women that serve. They're going because their country asked them to do it and they need the respect they deserve."

STAFFORD COUNTY—One person was injured in an accident just before 4p.m. Friday in Stafford County.

The Kansas Highway Patrol reported a 2005 Pontiac G6 driven by Jordan Anthony Megyeri Thomas, 31, Hutchinson, was westbound on U.S. 50 just west of Stafford being pursued by the Reno County Sheriff's Office. 

The driver attempted to avoid tire deflation devices. He lost control of the car. It traveled into the south ditch, Struck a sign post and several trees.

EMS transported&nbsp;Thomas to the Stafford County Hospital. He was not wearing a seat belt, according to the KHP

Former Reno County Health Department Director Nick Baldetti believes that people have fairly well decided how they will behave with regard to mask wearing at this point, even with the county lifting its mandate as of Wednesday.

"The element of altruism within a society is going to ever be persistent," Baldetti said. "Those that would go back to the car to go get a mask will most likely still do so. I think, really, the implication of lapsing broad scale policy it simply allows that intermediary section sample of individuals that may have kind of shrugged their shoulders in terms of not having a mask or wearing a mask."

The county commission did make it clear that businesses in the county are allowed to make their own policy regarding masks.

"I think at this juncture, a year in, you either are or you aren't," Baldetti said. "I think we've seen that over the last, let's call it four or five months. I think there's been less vitriol around the element of mask-wearing, However, without the overarching policy, I do think people are just going to decide for themselves."

Kansas Governor Laura Kelly intends to renew her mask order in April and require counties to opt out.

Kan. — It's National Poison Prevention Week. Cherie Sage with Safe Kids Kansas notes that it's important to keep things that can be ingested out of the reach of children.

"Our young kids are really at risk," Sage said. "They can't tell the difference between what is a poison and what is maybe a tasty drink or some food."

Keep the Poison Control number handy in case of emergency.

"We recommend to people that you go ahead and program that number, it's 800-222-1222," Sage said. "Program that into your phone in case of an emergency. We've been talking for years about, make sure you post that on the refrigerator."

The number needs to be easy to find in case someone is at your house that doesn't normally live there.

"When you call that hotline number, you can call it anywhere in the United States, those calls are answered by nurses and pharmacists and doctors," Sage said. "They can actually help in any of 150 languages. It's good to know that this is in your back pocket, that you have these experts and you can call, not only with an emergency situation, but you also can call them any time of day for information."

Positive test rate number down, schools still in the green

HUTCHINSON, Kan. — Sales tax revenue was again higher for the month of March than the previous year in Reno County.

According to numbers released by the treasurer's office, the total sales tax revenue for the county in March was $421,560. That compares with $346,757 in 2020.&nbsp;

It is about $78,000 less than the Christmas-driven month of February, which saw revenue of nearly $500,000.

Sales tax numbers for March reflect shopping numbers for the month of January. For the first quarter of 2021 the county has taken in $1,290,707 in sales tax revenue.

HUTCHINSON, Kan. — As state and local government officials hash out possible wind energy regulations, Siemens Gamesa Renewable Energy held its 2021 Annual General Shareholders' Meeting on Wednesday.&nbsp;

The company reported the prospects of renewable energy have never been more promising as governments are prioritizing green investment in strategies for economic recovery and there is growing global commitment to address the decarbonization challenge.&nbsp;

According to Wood Mackenzie´s global market outlook from December 2020, 850 GW of new wind power will be added between 2020 and 2029 — 85 GW per year — at an average annual growth rate of 5%. Miguel Ángel López, chairman of Siemens Gamesa, explained during his speech how this momentum is increasing opportunities for the company:&nbsp;

“The realization of the immediate need to address the climate threat is driving a growing global focus on sustainability that in turn provides bright prospects for our industry and our company,” Lopez said. “I am optimistic about the future and look forward to what lies ahead. We will remain focused on disciplined implementation of our business plan and on achieving sustained value creation.”&nbsp;

The presentation comes as Kansas legislators are considering much stricter guidelines for establishing wind farms where Hutchinson is the home to Siemens Gamesa’s North American nacelle facility. Reno County is also in the middle of establishing wind regulations, which proponents of wind energy say are too restrictive. Opponents of wind say it’s not enough.

Siemens Gamesa holds shareholders' meeting 

BUHLER, Kan. — With area schools working on virtual school programs for next year the pandemic has allowed many to see how students have reacted to learning at home.&nbsp;

Buhler USD 313 Superintendent Cindy Couchman has noticed some trends over the past year.

“It’s been interesting because some kids have done better,” Couchman said. “Either because they don’t have the distraction, they’re able to focus and move at their own pace.”&nbsp;

Couchma noted that some students actually moved through the curriculum faster and some took more time which was expected. Couchman says there are those that did struggle at times and need that in person attention.

“There are others obviously that this has not been ideal for them. They need more individualized face-to-face instruction,” Couchman said.&nbsp;

Couchman predicts that about 80% of the students that were in the virtual learning program over the past year will come back to school next year while about 20% may choose to learn at home.

Couchman says they have had staff keeping a very close eye on all students during the force virtual learning of the past year.

“ We have three dedicated&nbsp; staff members just for our virtual learners this year. They do daily check-ins, they monitor, they Email back and forth, they’re calling (students),” Couchman said. “We have quite a bit of full court press on them. Our administrators at the high school...reaches out to them often...checking in on them, communicating with parents.”

Couchman says that communication is especially important for juniors and seniors as the district wants to make sure they are getting the credits and courses they need to graduate and be ready for college.

Like most districts in the area, Buhler plans to open a virtual school next year.

USD 313 sees some trends when it comes to virtual school

HAVEN, Kan. — Haven USD 312 is now taking reservations for their annual Kindergarten Round Up. The event is a special screening of your child who will enter the Haven school system next fall.&nbsp;

The round up sessions are April 29 and 30 and the session times are 8:30 to 10:30 a.m. and 12:30 until 2:00 p.m. at Haven Grade School. The session includes two hours of activities, screenings and snack time.

Babysitting courses offered

Kan. — Kansas Gov. Laura Kelly signed HB 2435 on Thursday which includes Public Safety Telecommunicators alongside other heroes in public safety such as Law Enforcement, Firefighters, and Emergency Medical Technicians.

"It's incredible around here today," said Jessica Lynch, Director of Emergency Communications. "Our people are just so excited and thankful and really appreciate that recognition."

Lynch said her colleagues in dispatch are so glad to be there for each other and for the public.

"The biggest thing is always just bringing forward, you know, truly, that service to our community," Lynch said. "We have this opportunity to be there for people when things are at their worst. We get that opportunity to really serve them."

The definition of "emergency responder" has now also been redefined in the Kansas Intrastate Emergency Mutual Aid Act to include 911 call center public safety telecommunicators.

In western Kansas, our dryland cropping systems tend to have long
fallow periods between cash crops.  The original reason behind these
systems is to basically “bank” moisture in the soil profile for
the next crop, thus reducing the risk of a failure.  This seems to
make sense in a semi-arid area that receives an average of 15 to 22
inches of rainfall annually.  In dry years this could be the
difference of having a crop or not.   


One of the issues
with these systems is that they are not very efficient at capturing
and storing soil moisture during those fallow periods.  Depending on
how much tillage is done around 70 to 85% of the moisture is lost
from runoff, evaporation and in some cases deep percolation below the
crop’s root zone.  In other words, if you receive 16 inches of
moisture during a fallow period at best you are only gaining about
2.5 to 5 inches of additional moisture depending on how much tillage
is used in the system.  In a dry year that little bit of extra
moisture might be difference from a failed crop and a decent crop. 
But in average or wet years we are greatly under utilizing the
moisture Mother Nature has provided us.

Another concern
with these systems is that for extended periods the soil surface is
nearly bare and vulnerable to both wind and water erosion.  And it
doesn’t make much difference whether it is a tillage or no-till
system.  No-till fields, without cover on the soil surface, can blow
and wash away just as easily as a tilled field.  With every erosion
event the soil becomes more degraded and less productive.  


So, the question
becomes can we utilize all of that lost moisture in a more positive
way.  I believe that we can.  One way is just to intensify the
cropping system with less fallow and more cash and/or cover crops.  I
think this has real merit in those 18 to 22-inch rainfall areas and
possibly further north and west where our evaporation rates are less
due to the cooler climate and higher elevations.  This doesn’t have
to be an all or none scenario and should be flexible.  As an example,
if in the spring after a fall harvested crop there is a good soil
moisture profile and the long- term weather forecast is favorable I
would plant another fall harvested crop rather than fallow those
acres.  If soil moisture is a little iffy but the weather forecast is
neutral, I would lean towards planting a cover crop that can be
terminated if conditions turn dry.   


In the drier
areas of the state just using cover crops to bridge that time between
the cash crops may be a better option.  This would provide a lot more
flexibility than trying to incorporate more cash crops because you
don’t need to worry about getting a crop to maturity so you can
harvest it.  You can always terminate a cover crop early if
conditions become dry.  Or, if conditions are extremely dry and the
weather forecast is unfavorable when a cover crop needs to be planted
you may decide not to plant it, at least for that season.  


At the end of the
day the one question that you really need to ask is will changing my
current system be more profitable for my operation?  Can I get enough
economic gain from that extra cash or cover crop to make it
worthwhile.   And just don’t look at it from the short term but
also consider long-term costs and benefits.  If there is a lot of
soil erosion with your current system eventually it will cost more
money to maintain the productively of those fields.   


Cover crops are
not a silver bullet that will fix all soil health issues.  They are
just another tool in the toolbox that may work for some producers but
not for others.  There are other soil health practices, like nutrient
management, no-till, crop rotation and others that may be a better
fit for some producers.    


If you are new to
using cover crops, I suggest that you start small and experiment to
figure out what might work for you before implementing it on a large
scale.  Seek out others in your area that are using cover crops and
ask what they are doing to make it work for them.

Cover Crops in Western Kansas Cropping Systems

Kan. —&nbsp;Hutchinson City Manager Jeff Cantrell said the city is going forward with hiring some temporary employees that it didn't bring on last year due to the pandemic.

"The previous fiscal year, we were down 10 seasonal employees," Cantrell said. "We're bringing those ten back, plus we have some enhanced equipment that we deferred for purchase last year, due to COVID unanticipated revenue."

The city should look a lot less scruffy this spring and summer.

"I think where people will see the biggest impact is the waterways, the drainage ditches," Cantrell said. "Even that piece of equipment that I mentioned. That is a fairly large tractor. It's a hundred plus horsepower, fifteen foot wing mower. That's a machine that when it goes out and spends time, it covers a lot of ground."

Cantrell said they are in the hiring process for those positions right now and they've selected that staff. Some of them have already come on board, but they should have them all starting in the next few weeks.
