Kan. — The Hutchinson City Council on Tuesday approved its 2021 arterial street maintenance project.

"The purpose of these projects are to extend the life of our streets, in order to minimize more major rehabilitation or reconstruction of a city street," said Jeff Peterson, Director of Engineering. "Spending one dollar on the preservation of our streets at the right time can delay or eliminate spending six to ten dollars on future more major rehabilitation or reconstruction."

The amount of money from state sources for the arterial portion is slightly up this year.

"We have $1,667,000 for the arterial street project," Peterson said. "Of that, it comes from several sources, of course, federal fund exchange, which is larger this year because they rebalanced their funding between cities and counties. KDOT's amount of that is higher this year than normal. Usually, it's about $400,000. Then, we have of course, the quarter-cent sales tax, which goes to street funding but also goes to support the Cosmosphere and Strataca as well and then $250,000 from the growth fund."

Overall, between residential and arterial streets, the amount is virtually identical to last year.

With limited numbers of fans allowed to return to live events starting Saturday, the Hutchinson Community College Athletic Department has announced its ticketing policies for the Sports Arena.

The KJCCC voted on Monday to allow up to 25 percent capacity of fan-available seating for each league venue.

For Blue Dragon basketball, the first games in the Sports Arena where fans will be allowed will be this Saturday when the Hutchinson women’s and men’s basketball teams play host to the Cloud County Thunderbirds. Blue Dragon Volleyball’s first home match for fans will be 6 p.m. on Monday against Colby.

Because things could change after February 28 – the KJCCC will re-evaluate the current policy on March 1 – season tickets and All-Sport Tickets will not be sold this season.

All tickets sold this season will be $5 general admission tickets to any available seat in the Arena red and yellow sections. The Blue section (floor seats) will not be occupied by the public this season. There will be blocked seats in the red and yellow sections to ensure social distancing.

The seating set-up in the Sports Arena will be for both basketball and volleyball this season.

The available number of tickets available for the public will vary from game to game. There will also be a purchasing cycle for events at the Sports Arena. That means that each Monday, a new ticketing cycle begins for that week’s home events.

The biggest change for fans this season is that Blue Dragon Athletic Endowment members are the only eligible people to purchase tickets in advance. The remaining tickets will become available to the public at 1 p.m. each game day and will be available for purchase when the ticket window opens one hour prior to the first game until tickets are gone.

"This is a great opportunity for people to help Blue Dragon Athletics by joining the Endowment,” Blue Dragon Athletic Director Josh Gooch said. “This is a way for Blue Dragon fans to make sure they have the opportunity to purchase their tickets this season and not run the chance of missing a game. This opportunity benefits our loyal Athletic Endowment members and the Athletic Endowment is essential to the success of Blue Dragon Athletics.”

Some other changes for games at the Sports Arena this season will be no concessions will be sold at games this season and no outside food or drink will be allowed. Masks must be worn to enter and worn while inside the Sports Arena.

Ticketing and capacity policies for Gowans Stadium, Hobart-Detter Field, Fun Valley and the Salthawk Sports Complex will be announced at a later date.

+ Athletic Endowment Members will be allowed to purchase tickets in advance.

+ Advanced tickets will be sold by the Hutch CC Ticket Office by calling 620-665-3594.

The Apple Lane project is getting underway next week.

According to a message from Jeff Schenk with the City of Hutchinson, a lane closure from 17th to 20th Avenue will start Monday and last through March 25th. 

First Mies Construction will be removing a section of Apple Lane to replace the existing timber bridge with a reinforced concrete box. After Mies is done, Pearson Construction will be removing the existing asphalt street and replacing it with new asphalt pavement.

Detour routes will be posted during construction. Construction dates are dependent on weather conditions. If you have questions, you can call Hutchinson City Public Works at 694-1900.

Apple Lane project to start next week

Kan. — Buhler USD 313 Superintendent Cindy Couchman notes that though there has been a lot of progress in the COVID-19 numbers of late, more needs to go into making decisions about when to change educational models.

"There's lots of things I have to weigh," Couchman said. "It's just not the gating criteria. It's not the only thing. It's how many students would be quarantined? How many staff would be quarantined? The health of our staff, how many at-risk staff I have. Have they all had their second dose of vaccinations?"

Some school districts in the state are choosing to create their own policy rather than follow the gating criteria for the county they are in.

"If we simply went by our gating criteria, it would have to drop down to under 10% PTR, and I think 175 positive cases," Couchman said. 

Technically, it would be under 15.7% PTR and under 175 cases, but Buhler has been in the red since October. The PTR as of last week was 17.3%, with 365 cases.

"If I remove activities from quarantines in our buildings, we're in hybrid 6-12, we only quarantine on the average, I think 2.6 students per positive case," Couchman said. "If we go back to full in person, every case could possibly generate, depending on how crowded the classroom is that they were in and how many people they sat with at lunch and if they ride a bus, 30-60 kids per positive case and that takes kids out of school."

Obviously, the future remains to be seen, but Couchman is encouraged that with more vaccine coming out every day, eventually the numbers will resolve themselves.

Couchman: More than just gating criteria goes into changing educational models

HUTCHINSON, Kan. — The Reno County overall case count is at 373 as of Tuesday afternoon. The death count among Reno County residents is at 121.

The Correctional Facility cluster type has 15 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 77 active cases. Forty-seven people within those clusters have died. There are 20 active clusters in the county.

Out of 7,526 total cases since the beginning of the pandemic, there are 361 cases in the community at large. 7,032 people have recovered thus far.

Six Reno County residents are in the hospital. According to the dashboard, three hundred fifty two total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 27.62%, with the overall positive test rate at 32.30%. 37.07% of the population has been tested.

There are still two free public testing sites, one in the Cosmosphere parking lot in Hutchinson and one at Simply Good Overstocks parking lot in South Hutchinson. They are open Monday through Saturday from 8 a.m. to 5:30 p.m.

Kroger has been selected to participate in the Federal Retail Pharmacy Partnership plan announced February 2, 2021.

This includes select Dillons Pharmacies in Kansas with very limited doses of the Moderna vaccine. Two of those are going to be in Hutchinson at the 5th and Adams Dillons and at the 30th Street Dillons Marketplace.

This new component of the federal vaccination plan from the Biden administration will assist in speeding much-needed vaccine to local communities. 

At this time, 22 Dillons Pharmacy locations have been selected to received very limited doses per location each week, beginning on February 11, 2021. 

 Dillons Pharmacy has been asked to expand their capabilities in scheduling appointments and new locations as supply grows.  Additional details to follow as soon as they are available.

Dillons pharmacies expect to have vaccine in hand February 11, 2021 and will begin allowing appointments via the online scheduler at <a href="https://www.dillons.com/i/coronavirus-update/vaccine">www.dillons.com/covidvaccine.</a> Appointments are mandatory to receive a vaccine.

These vaccines will be administered following the specific phased guidelines active in each county at the time of release as determined by each local health department. If appointments are made by individuals outside the local county guidance, the pharmacy is required to cancel the appointment and turn away individuals who show up and do not meet the criteria.

Dillons pharmacies in Hutch will be part of federal COVID-19 vaccine program

PrairieStar continues to receive a number of doses for the Covid-19 Moderna vaccine for Phase 2a which is for patients 65+ according to the guidelines.&nbsp; Right now, PrairieStar gets 100 doses a week.

PrairieStar now has a registration form on their website:&nbsp; <a href="https://www.prairiestarhealth.org/covid-vaccine-patient-registration">www.prairiestarhealth.org</a>

Patients need to fill the form out and submit it online.&nbsp; Patients will be put on a list and PrairieStar will contact them for an appointment and provide the second appointment for the second dose at that time. &nbsp;

Patients should not call PrairieStar, as the call center will not know when or how much vaccine may be available.

It is important that patients work through their Primary Care Provider when possible. The Primary Care Provider has the patient’s medical history and will ensure appropriate documentation and coordination of both doses of the vaccine.

PrairieStar continues Phase 2 vaccinations, register online

Kan. — Hutchinson Fire Chief Steven Beer, as part of his annual report to the Hutchinson City Council Tuesday noted that the drop in fires in Hutchinson is as a result of proactive work by his department.

"In 2017, we looked at our fires," Beer said. "At that time, over 50% of our fires were due to arson. We made a major campaign in 17 and 18 and continue to do so, from addressing that with aggressive investigation. We have shift investigators. We just met in the last month with the police department with their detectives. We have a great relationship with the Fire Marshal's Office with the detectives over here."

Beer notes that the public knows the department is serious about enforcement.

"People know, I mean the word gets around," Beer said. "We're going to pursue everybody to the fullest extent of the law with arson. If you look at every one of our fire trucks, you'll see big stickers. We're part of the Crime Stoppers. We've got arson on ours, though. Arson is a crime."

He also thinks education in the neighborhoods where they have had fires helps.

"One of the things that we do to help educate our public is that after we have a fire, we go around a two-block radius and we talk to every one of the homeowners of what happened," Beer said. "They're standing out there with their cameras, filming us, taking pictures, they see a firefighter cut a hole in the roof, or we break out a window, why'd you do that? They don't know."

Firefighters offer those in the neighborhood of a fire a free home inspection if they want it, so that they can see if there's anything the department can do better to protect property.

Another COVID-19 vaccination clinic is planned for this Friday in Hutchinson at the Sports Arena from 9 a.m. to 4 p.m.

"We will schedule 800 vaccines," said Karen Hammersmith with the Reno County Health Department. "These are for Phase 2. We are still focusing on 2a, that is persons age 65 and older. Other groups in Phase 2 would be congregate settings and then high contact critical workers. We are not to those yet."

A release from the county said over 6000 people have been put on the waiting list. There is still a supply issue.

"We will be scheduling the 800 people for vaccines this Friday," Hammersmith said. "It is not a walk in clinic. These will be scheduled. People that have signed up should expect a phone call to let them know if they are one of the 800 people that would be scheduled. They would be people over the age of 65 with comorbidities."

It is a two dose series. 690 doses were given last week.

"We do keep the list, it remains," Hammersmith said. "They do not need to re-sign up. They will be contacted for future vaccination clinics."

Kan. — John Wilson, President of Kansas Action for Children, said Tuesday his organization continues to support the idea of Medicaid expansion in Kansas.

"For the good of Kansas children and their families, Medicaid expansion is absolutely the right thing to do," Wilson said.

Kansas Gov. Laura Kelly wants to pay for it by allowing medical marijuana in the state. KAC does not take a position on that part of the proposal.

"Research has shown that expanding Medicaid, meaning providing health insurance to more people, benefits babies, children, adults and their communities," Wilson said. "We know that when adults are covered, they're more likely to enroll their kids in insurance programs and they're more likely to participate regularly in doctors' checkups."

Children who fall under the income guidelines are already covered by Medicaid. Expansion is designed to include more adults.

"We know that families are starting to look different now," Wilson said. "We have multigenerational households and we have adults in kids lives who aren't necessarily their parents who are playing important roles in their development. It's really critical that those people have health insurance."

It remains to be seen if Gov. Kelly's proposal or anything like it gets any traction in the Republican-controlled Legislature.

As a result of a question from council member Jade Piros de Carvalho at Tuesday's City Council meeting, City Manager Jeff Cantrell spoke about where he believes the city's next steps lie with regard to the Atrium Hotel.

"Most of the time, cities aren't in the role of maintaining hotels," Cantrell said Tuesday. "It's something we try to avoid. We pay money to avoid that. Instead, it would seem, especially based off of recent events, we're kind of already babysitting this property in a big way. The community is dealing with it. Our departments are dealing with it. Part of the discussion with the Chamber was that there is renewed interest by some parties that were not associated with the original developer that we had launched discussions with. We're trying to open up those discussions a little bit to see what their specific interest is, but at some point, I'm probably going to bring to you guys a request to make an outright purchase of $1.6 million to just buy, acquire it, hold it, stabilize it." 

Cantrell has a concern that stabilizing it may cost as much as buying it.

"We're potentially looking at a million, million-five to do that," Cantrell said. "I've seen a range of costs on the demolition that ranges from as little as $800,000 all the way to $1.4 million. Part of that is the piece that readies it for future development. It wouldn't be a complete teardown. It would still save and preserve the conference center portion of it that's still viable. It would eliminate and get rid of the old hotel rooms that so many people have complained about on the convention side."

Cantrell is clear that if the city takes this on, they're probably going to have to subsidize whomever comes in to develop the property after the demolition and council member Jon Daveline wants to see the pro forma on what long term obligations on the property might look like before committing to the purchase.

"Let's face it, that facility, even under a new model, is not going to fully support itself," Cantrell said. "There's going to be the anticipated contractual obligation of the city to support that going forward, with whoever that developer is. That piece that John mentions is integral to that discussion and our capacity to support whoever that developer is and their visions."

Given that the pro forma has not been presented to the council yet, there is no specific timeline on when Cantrell might return to the council with such a proposal.

City likely to buy Atrium Hotel, but process still in early stages

HUTCHINSON, Kan. — The Reno County overall case count is at 399 as of Monday evening. The death count among Reno County residents is at 117.

The Correctional Facility cluster type has 20 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 78 active cases. Forty-five people within those clusters have died. There are 40 active clusters in the county.

Out of 7,520 total cases since the beginning of the pandemic, there are 380 cases in the community at large. 7,004 people have recovered thus far.

Fifteen Reno County residents are in the hospital. According to the dashboard, three hundred fifty two total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized. Intubation numbers are no longer on the county's dashboard.

The community's positive test rate is at 27.62%, with the overall positive test rate at 32.31%. 37.03% of the population has been tested.

The Kansas Jayhawk Community College Conference voted on Monday to let limited numbers of fans return to league events.

That means that Hutchinson Community College fans can return to the Sports Arena beginning this Saturday, February 6. The Blue Dragon women's and men's basketball teams are playing host to Cloud County at 5:30 p.m. and 7:30 p.m. this coming Saturday.

Tuesday's Blue Dragon volleyball match against the Barton Cougars will still be under the no-fan restriction.

The league voted to adjust the league's Covid-19 policy to allow member schools the opportunity to fill up to 25 percent of the available seats for fans at each league venue.

The mask mandate will still be enforced at all conference venues.

Each KJCCC school will set its own ticketing and capacity procedures for home events.

The Hutchinson Community College Athletic Department will release its ticketing plan for the Sports Arena this week in time to purchase tickets for Saturday's games.

Seating plans for Hobart-Detter Field, Gowans Stadium, Fun Valley and the Salthawk Sports Complex will be announced at later dates.

One other change to normal game-day procedure is that there will be no concessions available at regular-season games this season at all league sites. There will be no outside food or drink allowed at Blue Dragon venues.

This adjusted league policy will run through March 1. The league will re-evaluate at that time if adjustments will be made.

Kan. — A Midwest economic expert has concerns about an early policy goal of the Biden administration, to increase the federal minimum wage to $15 an hour.

"An increase in the minimum wage would certainly contribute to inflationary pressures," said Creighton University economist Ernie Goss. "There would be some job losses. There would also be some, if not job losses, certainly be a cut in the hours worked for current employees. In my judgment, this is particularly negative for our teenage workers. We'd like to see those young men and women get a leg up, or at least a first step on the economic ladder."

Goss is also concerned about how much more debt this would put the country in.

"This would probably mean the deficit for fiscal 2021 would be somewhere in the range of $3 to $4 trillion," Goss said. "That's putting us in the position where you are, in my judgment, going to see higher inflationary pressures."

The question is whether or not it would be outside the boundaries of what the Federal Reserve considers normal or acceptable. That remains to be seen, depending on what the final coronavirus relief deal ends up with. The Fed has said it will stick with the current low interest rates for some time going forward.

Goss: Inflation could be a concern if Biden aid proposal is as large as advertised

Kan. — Lisa Gleason with the United Way of Reno County had good news to report Monday.

"I am really proud to announce that we have made our United Way goal this year," Gleason said. "Our campaign officially ended yesterday and we just made our goal."

The goal was $1.1 million, which is a reduction from previous years.

"I am so thrilled and overwhelmed by the generosity of this community to help step up and help us during a time when we needed it more than ever," Gleason said. 

Gleason notes that the need in the community is likely beyond what they have asked for.

"We actually backed our goal down by a quarter of a million dollars, by $250,000, just because of the pandemic," Gleason said. "We were not sure what was going to happen and now it does look like that was the right thing to do. Unfortunately, the need is greater than that goal, to be honest with you. We are at least pleased to be able to have raised what we needed to raise in order to help our agencies continue to do well."

The purpose of United Way's campaign is to allow the agencies to continue to focus on their primary mission while United Way works on the fundraising piece and allows donors to diversify their giving by giving to the overall effort.

DICKINSON COUNTY—One person was injured in an accident just after 6:30 a.m. Monday in Dickinson County.

The Kansas Highway Patrol reported a 2016 Nissan Altima driven by 40-year-old Charles A. Adams of McPherson&nbsp; was westbound on Interstate 70 four miles east of Solomon when the Nissan passed a vehicle and while coming back into drive lane struck the rear of a 2013 Freightliner semi driven by&nbsp; 59-year-old Michael L Spurlock of Belton, Missouri.

EMS transported Adams to the hospital in Abilene.&nbsp;Spurlock was not injured. Adams was not wearing a seat belt, according to the KHP.

McPherson man hospitalized after car rear-ends semi

Kan. — The most controversial measure involving education thus far in the 2021 Kansas legislative session is a holdover from last year, according to the Vice President for Advocacy with the Kansas Association of School Boards.

"Last year, there was a strong interest in the House of Representatives to expand a fairly small program that we have in Kansas that provides tax credit, sort of taxpayer supported through tax credits, scholarships to private schools in a limited number of cases," said Mark Tallman with KASB. "There was interest in expanding that. That has now been heard in both houses."

The goal of the legislation is to allow any student who qualifies for free or reduced lunch to be eligible for the program, which would create a higher income ceiling for those eligible than is under current law and expand it to all schools in Kansas. Before, the program was for at risk students in low performing elementary schools.

"There was a U.S. Supreme Court ruling about a program very similar to Kansas in Montana," Tallman said. "The Supreme Court said that state constitutional provisions, which would, in the Supreme Court's words, discriminate against religious schools are not permitted. The court basically said, states are not required to aid private schools, but if they do, they can't discriminate between non-religious and religious schools."

Because of that decision, proponents of the program believe they are on solid legal ground to expand it, if that's what legislators want to do. KASB wants to be sure if it is done that it really applies to everybody.

"While school choice sounds appealing to give everyone an option, none of the programs that we've seen and none of the bills introduced actually guarantee that option would be available," Tallman said. "It's still up to the private school to make that decision. In our view, if private schools are privately funded, that's appropriate. That's their choice. If you start receiving public money though, we think that creates an obligation to serve the entire public."

Though the bill has been heard on both sides of the house, it remains to be seen what sort of support it will get on the floor of either one.

Before, the program was for at risk students in low performing elementary schools."There was a U.S. Supreme Court ruling about a program very similar to Kansas in Montana," Tallman said. "The Supreme Court said that state constitutional provisions, which would, in the Supreme Court's words, discriminate against religious schools are not permitted. The court basically said, states are not required to aid private schools, but if they do, they can't discriminate between non-religious and religious schools."Because of that decision, proponents of the program believe they are on solid legal ground to expand it, if that's what legislators want to do. KASB wants to be sure if it is done that it really applies to everybody."While school choice sounds appealing to give everyone an option, none of the programs that we've seen and none of the bills introduced actually guarantee that option would be available," Tallman said. "It's still up to the private school to make that decision. In our view, if private schools are privately funded, that's appropriate. That's their choice. Kan. — Hutchinson Fire Units conducted controlled burns today on 82nd between Plum and Monroe on the south side and on 95th near Halstead.

82nd was closed for a time Monday afternoon and a single lane of 95th will also be closed.

These burns are part of the <a href="https://hutchpost.com/posts/3aa02650-72d7-49a1-bf5b-2022efed73c9">larger wildfire mitigation program</a> that was supposed to start last week, but was delayed due to weather conditions.

Throughout 2021, Dillons plans to recognize its principles and values along with customers, associates, and communities that have made the past 100 years (and counting) successful.

After his initial venture in selling groceries at his general store in Sterling, Kansas in the early 1900’s, John S. Dillon was considered a visionary when he opened the area’s first Cash Food Market in Hutchinson, Kansas, in 1913.  Although the store was slow to catch on, the savings offered for paying cash soon attracted enough customers to make it a viable business.  By 1915, Dillon opened a second store, placing his son, Ray E. Dillon, in charge of the original store until joining the Army in 1918.  While his sons served in France during World War I until Armistice Day, J. S. Dillon sold his interest to his business partners.  Upon their safe return, "J.S. Dillon and Sons Store Co” was opened in 1919 and later incorporated in 1921, a date now celebrated 100 years later.  By the end of the 1920’s the company had grown to 15 stores in 10 Kansas communities.  Known for cleanliness, friendly, courteous service, and fair prices, Dillons were the most modern and innovative grocery stores in the towns they served.

The business steadily grew over several decades until 1957, when Ray Dillon expanded the company with additional stores in the Wichita market.  By 1968, J.S. Dillon and Sons had grown into Dillon Companies, Inc., and began acquiring regional banners across the western and central states, such as King Soopers, City Market, Fry's, and Gerbes, over 300 convenience stores in five states, and Jackson's Ice Cream dairy.  Dillon Companies, Inc., merged with The Kroger Co. in 1983 and brought with it two future CEOs: Joe Pichler, who served as CEO from 1990 to 2003, and Dave Dillon, who served as CEO from 2003 to 2014.  With this merger, Kroger became a coast-to-coast operator of food, drug, and convenience stores.

Throughout its rich history, Dillons has served as an innovator and pioneer in the grocery retail industry.  In 1999, Dillons introduced its Plus Card, offering additional savings and fuel rewards with its then partner division, Kwik Shop, in 2000.  Beginning in 2001, Dillons fuel centers were expanded in Kansas to further offer convenience and money-savings to customers.  Dillons opened the first of its kind Marketplace in Wichita, KS in 2007, featuring a full-service grocery, expanded fresh perishable sections, and fashionable general and home merchandise all under one roof.

Dillon Food Stores to celebrate 100 years with $100,000 from Zero Hunger Zero Waste Foundation

Kan. —&nbsp; According to the Reno County Public Works Department,&nbsp;Silver Lake Road between Sterling Road and Peace Road will be closed to all through traffic beginning Tuesday, February 2, for Bridge replacement.

The road will be closed until further notice.&nbsp;

Silver Lake Road between Sterling Road and Peace Road to close

Kan. — The Eagle Radio January Teacher of the Month presented by Allen Samuels CDJR is Amanda Hood. Hood is a 1st Grade Teacher at Morgan Elementary.

"I have taught here in 1st Grade for two years," Hood said. "In between Sterling College and here at Morgan, I taught English in China for a year in between."

School has looked different for her students because of the pandemic.

"First grade is a very hands on age," Hood said. "That's had to be changed and a lot more individual activities, versus trying to do things together with groups. It has looked a lot different, but we continue to try to make it work and find things that kids can do one on one at their desk or moving around."

Hood notes that the hybrid model of instruction has provided some advantages.

"I think it's really allowed for, since we only have half at a time, the relationships I've found to be deeper just with the students. I can get to know them better, with only having a few in during the day. That's been really neat to see where each kid is at one on one and being able to know them better."

One group has ten students in it, the other has seven. 

"Honestly, I've been really impressed with how well they handle masks," Hood said. "They just kind of wear them and there's lots of reminders, but they just know that's what they are supposed to do. They really do it well and seem to still have a good attitude."

Most of them have been able to handle the use of technology, but they do still need to touch things to be able to learn how to write, for example and coordinating that is difficult when they are not in person. 

Hood received a gift basket from Allen Samuels and her nominator, Justin Krehbiel, gets a pizza from Pizza Ranch.
