Reno County Emergency Management Director Adam Weishaar expects rolling blackouts to occur in the county on Tuesday.

"We do expect some rolling blackouts in Hutchinson," Weishaar said. "We don't know what time those are going to occur or where they are going to occur at."

Weishaar said he doesn't know the specifics to how they choose who to shut off, but be ready for it to happen.

"Everyone should have their thermostat set somewhere between 65 and 68 degrees to conserve some of that power," Weishaar said. "Really, we just encourage individuals to shelter in place. You know your power is coming on in 30 minutes to an hour. Just hang out."

If you have non-electric heat generation that is safe, you might be sure that is ready to go.

"Check on your family members that might be elderly and not get around as well," Weishaar said. "Give them a call during it and after it to make sure they are doing okay."

Weishaar said areas of Saline County and Sedgwick County have already experienced blackouts during this cold snap.

Weishaar: Rolling blackouts expected Tuesday

Kan. — The case count of COVID-19 continues to go down in Reno County.

The overall case count is at 183 as of Monday. The death count among Reno County residents is at 133. The last time cases were here or below was October 4.

The latest update to the 14-day rolling average for the community as a whole is an 11.6% positive test rate as of February 7, with the latest week of data added Thursday.

The 14-day new case total is at 181 as of Thursday. This has moved the overall community positive test rate for the total pandemic down slightly to 27.40%.

Out of 7,642 total cases since the beginning of the pandemic, there have been 7,326 recoveries. There are only two cluster types with active cases. 44 in long-term care facilities and 3 from religious gatherings. There are 22 clusters still being monitored.

Six Reno County residents are in the hospital. According to the dashboard, three hundred sixty-two total have been hospitalized. One hundred three have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

HUTCHINSON, Kan. — The Reno County Health Department says that Friday’s vaccination clinic was successful. The department says all 800 individuals were vaccinated with the majority being 78 years old and older.

Another clinic will take place this Thursday, Feb. 18, from 8 a.m. to 1 p.m. at the Hutchinson Sports Arena. There will be 700 doses available with the focus on ages 75 and over, and 65 and over with increased risk factors. There are currently more than 3,400 individuals still on the Health Department’s pre-registration list. After this week’s clinic, the Health Department will have vaccinated 23.9% of the eligible 65 and over population in Reno County. This does not include those who were vaccinated at other locations.

If you have already pre-registered for the vaccine, there is no need to register again. You will still be in the system for future clinics. Please note the vaccination site will NOT be accepting walk-ins.

HUTCHINSON, Kan. — Hutchinson Public Works says a portion of Cessna Road between 4th and 5th will be closed for approximately one week for water main repairs.&nbsp;

The area is located directly west of Superior Boiler Works.

Chamber breakfast Wednesday

HUTCHINSON, Kan. — The Hutchinson Art Center has its new Executive Director. Jacelyn Chambers began her new duties last month. The new leader of the art center is a lifelong Hutchinson resident.

Her entire childhood took place in a little duplex in one of Hutchinson’s many quiet neighborhoods. Chambers graduated from Hutchinson High School in 2015 and received an associate degree in fine arts with an emphasis in painting from Hutchinson Community College in 2017. She began working at the Hutchinson Art Center in the fall of 2015 as a part-time intern. After the remodel of the HAC gallery, she rejoined the team as Social Media Manager, which later grew into the Media Manager position by 2018.&nbsp;

Following Patrick Calvillo’s resignation as Executive Director in October 2020, Chambers picked up the mantle and continued to provide the community with a creative resource and gathering space, whether it be physical or digital.&nbsp;

Chambers says the arts have always been her passion, she wants to share that passion within Hutchinson’s community and make a long-lasting, positive impact on the arts culture.

The extreme Arctic temperatures and winter weather conditions have wreaked havoc on vehicles in the past week.

"AAA is obviously known for our roadside service, roadside assistance," said Shawn Steward with AAA Kansas. "Many people have been using it this week. Our call volume is double what it was."

AAA Kansas reports that its emergency roadside assistance towing and battery service crews responded to 1,313 rescue calls during the week of Feb. 8-14, a 101% increase from the week of Feb. 1-7.

"It's been really busy," Steward said. "We're trying to get out as quickly as possible to help everybody who needs assistance on the roadside. We don't want to have people stuck out there too long in these cold temperatures."

Of those 1,313 service calls, 999, or 76% were for dead car batteries or other cold weather engine failures that required the vehicle to be towed.

AAA call volume way up in cold weather

HUTCHINSON, Kan. — Hutchinson USD 308 announced on Monday that the 4-year-old preschool walk in enrollment session is canceled due to the weather. Parents can still fill out pre enrollment information <a href="https://forms.gle/TYajykR3FgfitvJG9">online</a>.

The free program is for USD 308 families and children must be 4 years old on or before August 31, 2021, to be eligible.

The district provides a full day program that lasts from 7:55 a.m. to 2:30 p.m. USD 308 will provide busing to and from school within the USD 308 district boundaries at no charge. Students will be served breakfast, lunch and an afternoon snack.

The next walk-in application clinic will be held from 2:30 p.m. to 5 p.m. on March 9. Other following dates include April 13, May 4, May 18 and May 22 all at the Avenue A School at 111 S Madison. Final enrollment will take place in August.

Families who have completed pre-enrollment paperwork and meet our program criteria, will have a “slot” reserved for their child. Out of district students will be placed on a waiting list and accepted on a case by case basis as space allows.

USD 308 Pre school walk in enrollment canceled for Tuesday

HUTCHINSON, Kan. — A Hutchinson woman was injured in a single vehicle accident on Sunday.

Hutchinson Police say 30-year-old Amy Farmer was at Woody Seat and Avenue A around 6:30 a.m. when she lost control of her vehicle which left the roadway.&nbsp;

Farmer suffered a minor head injury and was taken by EMS to Hutchinson Regional Medical Center for treatment.&nbsp;

One injured in single vehicle accident Sunday

Pattie Belden, manager of the Grand Staff Ministries Boutique in Buhler says they are continuing their mission to educate children in Swaziland with a special effort regarding jewelry at the boutique.

"The Lord put it on my heart to do something really big," Belden said. "We decided that we would build the foundation of our new home in Swaziland. We're thinking that it could be about $20,000."

This started out with over 200 bracelets donated months ago, but there is still a large selection of jewelry and now every piece at the boutique is the same deal.

"Every single piece of jewelry is the same idea, you see what you want to pay and you drop it into the deal and it's just entirely up to you," Belden said. "Now, we know that some people will take advantage. We've had it happen. One lady took several pieces of jewelry and put in a dollar. I looked after she left. Well, later in the day, one lady came in, she said, I don't need any jewelry, but she put in $20. We figured that the Lord's going to direct that. There'll be people take advantage, but there will be more people that will be generous."

Grand Staff is normally open 10 a.m. to 5 p.m. Tuesday through Saturday, but will be closed Tuesday due to the cold.

BrightHouse advocate Kristi Busatti acknowledged the importance of teaching about dating violence when teens and young adults are just starting out.

"Some of the warning signs, the big ones are, if you see a dating partner that's extremely jealous, that often isolates their dating partner from family and friends," Busatti said. "If they have an explosive temper and constant mood swings, they're putting down their dating partner, very possessive and checking their cell phone numerous times and repeated texting, those are some really big warning signs."

There are many different types of dating violence.

"There's four big types of dating violence," Busatti said. "The most common one, because that's what people can see, that's physical violence. You can see scars and bruises. Emotional and verbal violence is hidden, you don't see it. It is invisible, but really, the scars are not invisible to the victim and survivor. They run very deep and they often take a lot longer to heal and recover from. Sexual abuse also occurs, but digital abuse is a big thing, too now, with technology. Those are again maybe signs you may not see. The constant threats a dating partner might send via text."

One in three teens in a relationship can be texted up to 30 times an hour by a dating partner.

"They're constantly wanting to know where their partner is, who they are with, when they're going to be back," Busatti said. "Those are all big types of violence that you see in the teenage years."

Busatti has been working at Hutchinson High School to let students know what to look out for and what to avoid in dating relationships. She has been teaching the Relationship Bill of Rights, it is listed below, with assistance from <a href="http://respect2all.org/">respect2all.org</a>.

…to change my mind, to fall out of love, and live with no threats.

So, you want to be in animal agriculture? You get to be your own boss, but the pay is lousy. Still the life is generally good. Weeks like this past one makes us reconsider our choices in vocation and, at times, our ability to make sane, rational decisions.

Yes, the past two weeks have brought us record- or near-record-low temperatures and snowfall. Conditions have been miserable to dangerous, but we knew what we signed up for to live this life. While we may not always like our jobs, we still love what we do. Sometimes we need to remind ourselves of that and show others how much we care.

To say it has been a grind would be an understatement. I do not know about you, but I found it hard to go out every morning, and each day felt kind of the same with no end in sight. It was tough and hard. I would dare say none of us enjoyed the past two weeks, but you know what? Not one of us called in sick. We did not take any days off because of the inclement weather, and none of us stayed inside where it was warm and safe. Most of the rest of the world would ask one question — why?

Because that is what we do, that is who we are, and our livestock take priority over our own comfort, sometimes even our personal safety. I know each and every one of us have felt that the compulsion to not only do our jobs but go above and beyond what was needed to ensure the well-being of the animals entrusted to our care. We went out in the dark and cold, in the face of the howling wind and biting air to make sure our livestock had the best of care. We used extra resources, pushed machinery to the brink and ran ourselves ragged because of that nagging, gnawing need at our core to take care of the animals dependent on us.

While all of this was happening, our customers probably did not think twice about our work. Shame on us, we need to make sure our consumers know how much we care for the animals we raise. They need to know about the sacrifices and the hardships farmers and ranchers go through in extreme weather to ensure the health and safety of livestock. We just do not do a better job telling our story.

I know we are busy trying to get things done, and we do not take the extra step of sharing all we do. I get it, and I am guilty of not sharing enough, too.

Telling our story is especially important when times are toughest. No one else is going to. In fact, there’s plenty of groups eager to misrepresent the hard work we do caring for our animals because we’re not telling our story.

We are the best kept secret in animal care, and that’s a shame. While we may not like making the extra effort to talk about our work, I believe it is worth showing everyone the love and care we have for our profession.

The case count of COVID-19 continues to go down in Reno County.

The overall case count is at 196 as of Sunday. The death count among Reno County residents is at 132. The last time we were below 200 cases was October 6.

Out of 7,631 total cases since the beginning of the pandemic, there have been 7,303 recoveries.

Eight Reno County residents are in the hospital. According to the dashboard, three hundred sixty-two total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

HUTCHINSON, Kan. — Like the overall figures, the number of passengers that boarded or detrained on Amtrak's SW Chief fell by nearly half in Kansas for 2020.

According to figures released by Amtrak, only 28,863 passengers used Kansas stops for the year. That compares with 46,482 in 2019. All of the lower numbers were driven by the pandemic, which forced Amtrak to reduce the number of operation days for the Chief to three times per week.

Hutchinson had the lowest numbers with just 2,661 using the Hutchinson stop compared with 4,059 the previous year. Newton, which serves Wichita and cities south to Oklahoma City, was the highest at 8,618. That compares with 13,764 passengers in 2019.

Overall, the Chief saw ridership fall to just 186,470 passengers in 2020 compared with 327,276 in 2019.

Amtrak use in Kansas falls in pandemic-driven year

Kan. — Cancer Council of Reno County is still looking ahead to its Reno Roundup event February 20 to raise funds to support local cancer patients.

"That looks like a lot of different things," said board member Carissa Iseman. "The obvious ones that you might think of are treatments or anything outside of what insurance doesn't already cover. Sometimes that is tires, or a cell phone or travel to and from larger cancer treatment centers around the United States. All of the dollars raised from our fundraisers, those dollars do go to Reno County patients."

First on the 20th is an in person wine pull and a chance to look at the items up for live auction Saturday night at the Sandhills Event Center from 10 a.m. to 2 p.m.

"On the 20th, we will have a virtual auction which is going to be accessible via our <a href="https://ccrc.home.qtego.net/">mobile bidding software</a>," said Katie Thacker with the Cancer Council. "At 7 p.m., the broadcast will begin. You'll hear from both Carissa and myself. You'll hear from our executive director, a few board members, we have a really special guest speaker this year and we'll also do our live auction."

Cancer Council of Reno County looking ahead to February 20th event

Kan. — The Hutchinson Public Library is hoping to continue to open up more as the pandemic eases its grip.

"Hours wise, it's changed a little bit," Gregg Wamsley said. "Our building hours are still the same. They're 10 a.m. to 1 p.m. and 3 p.m. to 6 p.m. Monday through Friday and 10 a.m. to 1 p.m. on Saturday. Our curbside pickup service you can come anytime between 10 a.m. and 7 p.m. Monday through Friday or 10 a.m. to 1 p.m. on Saturday and we will bring items that you've placed on hold or requested directly out to your car."

The numbers are not quite where leadership feels confident in loosening, but there appears to be light at the end of the tunnel.

"When we get to a safe level of community cases, we will be adding building hours back to our schedule, as well," Wamsley said. "Right now, we are most concerned with trying to maintain what we have and not take any steps backwards and have to close down or do anything like that, if we can possibly help it."

The pandemic has changed the definition of success for the library this year.

"All the numbers look pretty bad, so if you look at it that way, you kind of get down and feel badly about that, but I think the thing we try to keep in focus is what we have done, which is, in pretty much every way, we have adapted all of our regular services to be able to be received either remotely or in a socially distanced way or even picked up outside our building. I'm very proud of our staff and our library for making the changes that they have."

Hutchinson Public Library sticking to alternative methods, but looking forward

We are within 24 hours of a winter storm coming to Kansas and the cold air is already here. In the end, the cold air will likely be worse than the snow we are going to get.

In the same format as yesterday, we are going to tell you what we know and don’t know about the ongoing cold and upcoming snowstorm.

Let’s start first with what we know, that it’s going to continue to be absurdly cold this weekend across Kansas. Here are the latest wind chill advisories in place for the next several days:

Wind chills for the rest of the afternoon will be in the +5 to -10 range, as winds remain from the northeast at 8-16 mph. Tonight, temperatures will plummet to below zero across Northern Kansas and into the single digits across Southern Kansas as clouds begin to increase from the west and south. Wind chills overnight will range from -10 to -20.

Wind chills Sunday will be in the -15 to -20 range as temperatures remain steady from +5 to -2 degrees.

Temperatures Sunday night fall below zero statewide and could fall to near -10 in Northwest Kansas, wind chills Sunday night will range from -25 to -35.

 <li>Amplitude of the wave (positive vs. negative tilt). The ramifications for that are that a more closed off storm would tap into a deeper moisture pool and not move as fast; while a more open system would have less moisture to work with and move quicker</li><li>Does a snowband set up ahead of the main precip area &amp; if so, where does it set up?</li><li>Location of where the heavier bands of snow set up</li><li>Does the snow fall in a large shield or are there dry slots in it?</li>
 </ol>What We Do Know:<ol>
 <li>The impacts from the winter storm will be compounded by intense cold</li><li>Main area of snow develops overnight and continues though daylight hours Sunday, lingering snow showers Sunday night</li><li>Snow will be fluffy, with snow-to-liquid ratios of 20-25:1 for most of the event</li><li>North winds at 10-20 mph will blow and drift the snow, limiting visibilities even after snow is done falling</li>

Latest on inbound snowstorm for Sunday into Monday


HUTCHINSON,
Kan. — Friday afternoon brought another electrical fire to Hutchinson. Just after 5 p.m. firefighters were called to 509 Green Garden Drive for the report of a small fire in a residential building. 

When they got there, crews saw light smoke showing from a small hole in the exterior wall near the electrical box. There was a small fire in the walls and attic near the electrical panel.  Crews made access to the fire and quickly put out the fire with minimal water.  The wall and ceiling sustained damage in the firefighting efforts. Evergy arrived on scene and was able to disconnect the power to the home.  

The two occupants of the home noticed the smoke and call 911 after their fuses blew. The two occupants were able to escape without injury. No firefighter injuries were reported throughout the incident. The cause of the fire was ruled electrical.

Another electrical fire in Hutchinson Friday


TOPEKA,
Kan. —Kansas Republican State Senator Mark Steffen introduced a bill this week he hopes will address free speech issues on social media platforms. 

In an email obtained by Hutch Post, he notes that the bill will not allow any contract between an interactive computer service that allows for the service to restrict speech other than that of an obscene, lewd, excessively violent or objectionable matter. If a person's political speech is censored, the service could be fined.

A person who felt they were being censored could also sue for statutory damages, a minimum of $75,000 per instance.

Steffen said that social media platforms have used Section 230 of the federal code to hide from liability. This enforcement would come under the Kansas Consumer Protection Act.&nbsp;

The bill also allows for the Kansas Attorney General to address the issue even if an individual does not choose to do so.

Kan. — The only cluster type listed on the Reno County dashboard with continued cases appears to be long-term care facilities as of Friday afternoon.

The overall case count is at 225. The death count among Reno County residents is at 132. 

Out of 7,621 total cases since the beginning of the pandemic, there have been 7,264 recoveries.

Six Reno County residents are in the hospital. According to the dashboard, three hundred sixty-one total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

The latest update to the 14-day rolling average for the community as a whole is an 11.6% positive test rate as of February 7, with the latest week of data added Thursday.The 14-day new case total is at 181 as of Thursday. This has moved the overall community positive test rate for the total pandemic down slightly to 27.40%.Out of 7,621 total cases since the beginning of the pandemic, there have been 7,264 recoveries.Six Reno County residents are in the hospital. Friday County Dashboard: Most Reno County cluster types have calmed

HUTCHINSON, Kan. — After addressing several matters of routine business at its February meeting, the Hutchinson Community College Board of Trustees approved a resolution supporting an application to the United States Department of Agriculture for a Rural Business Development Grant for a Commercial Truck Driving Simulator Project.&nbsp;

The project includes the purchase of a commercial truck driving simulator for the college's commercial driver’s license (CDL) training program, off-site training in operation of the simulator and onsite training to support operation and maintenance of the simulator.

In addition, the board approved two new positions – a correctional education coordinator to work with potential corrections students wishing to take advantage of the United States Department of Education’s Second Chance Pell opportunity and a psychology instructor for outreach.

The next meeting of the board will be on Thursday, March 11, at 7 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend.
