Hutch Rec announces closures, cancellations for Monday, February 15

Buhler USD 313 announced Friday it is in the Orange Zone for this coming week. This is the first time since October that the criteria has not been in the red.

For the week of February 15, grades 6-12 will remain in Hybrid Learning. Grades PK-5 will transition to ORANGE gating criteria guidelines.  This will impact lunch and recess protocols.

Lunches will continue to be made available to students that are at home learning or quarantined students. A link to participate is <a href="https://forms.gle/fFkH9GunkrtpsqXE6">here</a>.

If numbers continue to drop both in the county and in USD 313, the district would return to daily in-person instruction in grades 6-12 Monday, March 1st. This change, if it occurs, could affect bus rider pick up times.  If so, they will be contacted by their driver.

Buhler USD 313 in orange criteria for first time since October

Kan. — Gas prices continue an upward trend both across the country and in Kansas.

"They're climbing in part due to expensive crude oil," said Shawn Steward with AAA Kansas. "Also, the market has growing optimism that demand will increase amid COVID-19 vaccination rollout."

Crude oil accounts for over 50% of the retail price of a gallon of gas.

"Today's average in Kansas is $2.30 a gallon," Steward said. "That's up eight cents from a week ago."

That's a 20 cent increase in the past month.

"Reno County is at $2.28 a gallon, a little less than the statewide average," Steward said. "Nationally, we're at $2.50 a gallon."

Kansas is still in the top ten for least expensive gas in the country.

Crude oil rise keeps gas prices going up

HUTCHINSON, Kan. — Two public works projects are part of Tuesday’s Hutchinson City Council meeting. The Council will seek approval of the arterial street maintenance project for this summer.&nbsp;

The work includes a mill and overlay of Monroe from 30th south to 18th Avenue and from 11th south to 5th Avenue, State Fair Road, Plum from 23rd to 17th Avenue and another section of Adams from 16th to 11th Avenue. Poplar will also see mill and overlay work from 17th south to 4th.

And the council will seek approval on a consulting contract with BG Consultants totaling $70,800 for work on a large waste water line that runs from the city to the treatment plant. The City needs to replace more than 1700 feet of the 42 inch line due to leaks and worn manholes. The line is one of two that carries waste water to the plant and serves about half of the city’s needs.

Total estimated cost of the project is $879,000. Money is already budgeted for the project.

Tuesday’s Hutchinson City Council meeting begins at 9 a.m. at the Hutchinson city offices.

Public works projects part of Tuesday's City Council meeting

HUTCHINSON, Kan. — Dillons Stores are providing a little Valentine's Day cheer to those who may otherwise not get to celebrate.

As part of its annual Heart 2 Heart campaign, Dillons will be spreading a little cheer by delivering single-stem red roses to area retirement communities, hospices, community homes, and to health care workers thanks to the generosity of its Dillons customers.

For every paper rose purchased at Dillons earlier this month, a single-stem red rose is being delivered to local organizations. For the Hutchinson area that means 4,150 roses. All roses will stay in the communities where purchased.&nbsp;

Since the collection drive began in late January, more than 45,600 roses have been donated by Dillons customers.

Kan. — Hutchinson City Manager Jeff Cantrell says there is a clear reason the tax transparency bill is working through the Legislature.

"I think the spirit and intent of that is probably meaningful for a lot of people and would be an excellent law to have on the books if you're a resident of Johnson County, Kansas," Cantrell said. "If you own a $400,000 home, dual income family, doing everything you can to crunch out your mortgage payment, you don't want to see double-digit increases to happen in some cases three and four years in a row."

Cantrell notes that the situation is different here.

"Where it gets problematic for us and a lot of other cities in Kansas is when you're utilizing and maximizing the benefits of economic development incentives," Cantrell said. "You have opportunities to abate certain taxes, but then bring them back on to the tax logs. We then would have to go through this procedure that's pretty burdensome, to notify each individual taxpayer within the taxing district, hey, we want to bring this company back on the books and because of that, we're going to be increasing our collection."

It's more hoops to jump through and therefore more potential errors to make.

"What this aims to do is to create revenue neutrality," Cantrell said. "In effect, what it will do is hinder a lot of cities as far as adding procedural elements that actually could result in a refunding to the taxpayers if we missed a beat going down the line in one of our typical budget cycles."

The bill has already passed the Kansas Senate, but has not been voted on by Kansas House.

City Manager: Transparency bill will create more potential for procedural issues

The National Weather Service has issued a Wind Chill Advisory going from midnight to noon on Saturday and then a Winter Storm Watch for late Saturday night through Monday afternoon.

For the Wind Chill Advisory, very cold air combined with wind will drive wind chills as low as 15 below at times. For the Winter Storm Watch, moderate to heavy snow accumulations are possible. Total snow accumulations may exceed 5 inches.

Plan on slippery road conditions. The hazardous conditions will impact the morning and evening commute on Monday. The dangerous wind chills could cause frostbite on exposed skin in as little as 30 minutes.

This will be a long duration period of dangerously cold conditions that will span multiple days, potentially lasting into the middle of next week. Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.

According to Superintendent Cindy Couchman, students are picking up devices Friday. A final decision will be made Sunday at noon. They are not planning to have those days be traditional snow days, as the wind chills will be too cold for the outdoor activity that kids might engage in on a snow day.

Remote Learning in USD 313 would mean that there would be no Shining Stars, Cares Club or staff child care offered. There would be no breakfast or lunch served and activities will be looked at as they approach.

Kan. — Hutchinson USD 308 Superintendent Mike Folks gave the parents in the district the plan for early next week given the weather forecast.

"With the weather forecast and the frigid temperatures and the possibility of snow, I want to let everyone know as soon as possible, that for right now, we are calling a remote learning day, so none of our students will be in their buildings on Monday, February 15. There is a strong possibility with those frigid temperatures, that we would have the same thing happen on Tuesday."

There still is a chance for a snow day for USD 308 on Monday though, if employees can't get to work.

"If, on Sunday, we're getting a large amount of snow, we could change the remote learning day to a traditional snow day, which then our staff would not come in and our students would not be engaged in learning remotely."

A Winter Storm Watch has been issued by the National Weather Service for Sunday into Monday.

The Correctional Facility cluster type does not have any documented cases of COVID-19 as of Thursday afternoon, according to the Reno County COVID-19 dashboard.

The overall case count is down to 223. The death count among Reno County residents is at 132. 

The latest update to the 14-day rolling average for the community as a whole is an 11.6% positive test rate as of February 7, with the latest week of data added Thursday.

The 14-day new case total is at 181. This has moved the overall community positive test rate for the total pandemic down slightly to 27.40%.

Out of 7,614 total cases since the beginning of the pandemic, there have been 7,259 recoveries.

Six Reno County residents are in the hospital. According to the dashboard, three hundred sixty-one total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

Recent obituaries

HUTCHINSON, Kan. — Hutchinson USD 308 hopes to have a new Human Resources Director named by the end of the month.

Current HR Director Rick Kraus announced he will retire in June. Kraus says they have had good responses to the job opening. If all goes as planned, the board will have a person to consider during its Feb. 22 meeting. Kraus announced his retirement last month with the board giving approval during its Jan. 18 meeting.

Kraus came to Hutchinson&nbsp; in 1994 and taught math for a year. He then was an assistant principal at HHS for eight years, followed by a year as a special projects person for the district.&nbsp;

The last 16 years, Kraus has been Executive Director for Human Resources in the district and served as assistant superintendent the last several years.

Before USD 308, he spent five years as a math teacher at Emporia.

Search for new Human Resources Director in USD 308 progressing

HUTCHINSON, Kan. — The Reno County Health Department reports that the Friday vaccination clinic at the Hutchinson Sports Arena is now full.&nbsp;

There are 800 appointments scheduled by the Reno County Health Department for those 65 and older with increased risk factors. Due to the extreme cold, there will be two new drop-off lanes on the east side of the arena. Those getting the vaccination can enter from either 11th or 13th avenues and follow the signs. There will be staff with wheelchairs available to assist patients at the door. The Dragon Wagon will also be out giving rides to and from cars.

If you have already pre-registered for the vaccine, there is no need to register again. You will still be in the system for future clinics. Please note the vaccination site will NOT be accepting walk-ins.

Info about Friday's vaccination clinic at Sports Arena

HUTCHINSON, Kan. — It’s hard to believe, but for Hutchinson USD 308 students, the school year is now two-thirds over.

Elementary and secondary schools will be on different schedules the weeks of Feb. 15 and Feb. 22.

The second and final set of parent-teacher conferences for pre-kindergarten through sixth grade students for the 2020-21 school year will be the week of Feb. 22. Hutchinson High School and Hutchinson Middle School had their second round of parent-teacher conferences in January.

To prepare for the conferences, pre-kindergarten through sixth grade students will not have class on Feb. 19, but HHS and HMS will be in regular session.

Pre-kindergarten through sixth grade students attend classes full days on Monday, Feb. 22, through Wednesday, Feb. 24. Parent-teacher conferences will be held virtually during the week. Pre-kindergarten through sixth grade students will not have classes on Feb. 25 or Feb. 26.

Middle school students will be on regular schedules Monday, Feb. 22, through Thursday, Feb. 25. HMS students will be off on Feb. 26, but staff will have a work and professional development day.

USD 308 on abbreviated schedules for next 2 weeks

HUTCHINSON, Kan. — StartUp Hutch and NetWork Kansas are partnering to offer Reno County businesses a scholarship to attend Jon Schallert’s Destination BootCamp. The scholarship covers $800 of the $995 tuition and includes three days of virtual lectures, interactive events, and learning.

Schallert’s BootCamp offers a 14-step process that teaches businesses how to become Consumer Destinations, preferred over their competitors.&nbsp;&nbsp;

Attendees will also have the opportunity of receiving one-on-one consulting time and follow-up sessions from BootCamp Graduates. The 2021 spring calendar has been set for March 2-4, April 6-8 and May 25-27.&nbsp;

Application requirements to be considered for the scholarship include the following:&nbsp;

With two space heater related fires this week, Hutchinson Fire Marshal Tony Arpin said you really need to limit how many you use in a home.

"I mean, really to be safe, just one in the room you're in," Arpin said. "Absolutely don't leave it unattended. Don't leave it on when you go to sleep. Keep it at least three feet away from anything combustible, any furniture, anything."

Arpin says they draw an enormous amount of power.

"Most of them are resistance heating, which means it's kind of like a controlled short almost, it's what makes those little wires glow red, like your toaster. That's an example of resistance heating."

It's much safer to use the thermostat in your home.

"A lot of times I tell people, it's cheaper actually, to turn up your thermostat sometimes than it is to run one of these space heaters, you know, for four, six, eight hours a day."

No one was hurt in either fire this week, but five people total had to escape quickly due to the fire calls.

Fire Marshal: Space heater use should be limited

Erica Miller, DVM with Apple Lane Animal Hospital notes that preparing your pet for the cold is important.

"Our pets are cold tolerant, but not cold resistant," Miller said. "Dogs and cats with long hair, thick coats, that's going to help them out, but that doesn't mean the cold, especially when we're getting down into these low numbers and into the negatives that they're not going to have issues with that."

It's also important to work on the doghouse.

Veterinarian: Prepare pets for cold

HUTCHINSON, Kan. — The earnings news was mixed for Tyson Foods as they released their first quarter earnings Thursday morning. The meat and poultry giant saw declines in sales, but beat estimates by posting an earnings of $1.94 per share.

Total revenue came in at $10.46 billion compared to $10.82 billion the previous year, and sales did decline from $10.8 to $10.4 billion.

The prepared foods sector also saw an 8% decline in sales at $2.1 billion although operating income increased by more than 12% to $266 million.

Sales volume decreased as volume across the retail channel was offset by a reduction in the foodservice industry and demand due to the pandemic.

Average sales price increased in the first quarter which helped put the income numbers in the black.

Tyson operates two facilities in Hutchinson and South Hutchinson producing prepared foods for the restaurant and food service industry.

HUTCHINSON, Kan. — Hutchinson firefighters had to fight <a href="https://hutchpost.com/posts/9b3ee4c1-f409-4eef-bd93-d40c938dcede">another blaze in super cold conditions </a>Wednesday night.

At 10:50 p.m., crews were sent to 118 East Avenue E for the report of smoke in a residential building. Light smoke was showing from the attic of a small home. The fire was in the walls and attic near the electrical panel. Crews were not able to put the fire out completely until power was cut to the home. Two people were inside and noticed the smoke and called 911. No one was hurt.

Hutchinson Fire wants to remind home occupants that usage of portable heaters can be hard on electrical systems. If they get overloaded, fires can result.

Electrical fire sends two out into the cold Wednesday night in Hutchinson

HUTCHINSON, Kan. — Horizons Mental Health Center will receive more than $3 million from the US Department of Health and Human Services.

Horizons is one of five certified community behavioral health clinics (CCBHC) in Kansas that will receive more than $19 million. Funding was provided under the Consolidated Appropriations Act to expand patient access to mental health and addiction treatment services.&nbsp;

Specifically, CCBHCs provide crisis care, residential treatment, medications for serious mental illness, outpatient mental health and primary care services, and community re-entry support.

Horizons receives federal grant

Kan. —&nbsp; The cold weather can have a negative effect on many things. And that includes your vehicle. Tim Deiser with Midwest Ford Toyota says there are several things to watch for with your vehicle during the cold snap.

“The first thing you want to do is keep your tire pressures correct, because that’s going to affect your fuel mileage and how your vehicle drives, “ Tim Deiser of Midwest Ford Toyota said. “Anothing thing is to check the coolant and make sure that you’re at the correct tempurature...negative 35 to negative 50 degrees.”

Another part of your vehicle that can take a beating during cold weather is your battery.

“Pay attention to your battery indicator light if it comes on...do not shut off ,” Deiser said. “With this cold weather, once it goes down, if you shut it off it (the battery) pretty much destroys itself.”

The very cold weather can also have an effect on how your car performs and warms up first thing in the morning. Deiser says to warm up the vehicle and keep the RPM’s on the engine low.

“You just kind of want to get your car started for about five to ten minutes in the morning,” Deiser said. “Do not sit there and rev the engine, that is not good for the engine. Just basically letting it sit there and idle to get the oil temperature raised and get the oil flowing through the motor.”

A reminder when driving. When it's this cold most road treatments will not thaw out roads completely leaving them slick so care needs to be given when driving in this cold. Also it is a good idea to have a survival kit with you in your vehicle if it becomes disabled. Such things include food water, a fully charged cell phone and extra clothing.

Vehicles can take a beating in the cold weather

RENO COUNTY —Two people were injured in an accident just after 7:30 p.m. Wednesday in Reno County.

The Kansas Highway Patrol reported a 2014 Freightliner semi driven by 58-year-old&nbsp; Hrach C. Hakopyan of Goodyear, Arizona, was northbound on K-61 six miles northeast of Hutchinson in the right lane. The driver failed to move to the left for a Tow Truck stopped on the right shoulder loading a 2017 Chevy Impala.

&nbsp;The Freightliner driver attempted an avoidance maneuver, entered the ditch and the semi came to rest on its side.

&nbsp;EMS transported Hakopyan and a passenger 30-year-old Edgar&nbsp;Hagopyan of Pacoima, California to Hutchinson Regional Medical Center.

The Tow Truck driver, 35-year-old Dustin R.&nbsp;Hendricks of Canton was not transported for treatment.&nbsp; Hagopyan was not wearing a seat belt. He was asleep in the sleeper of the semi.

HUTCHINSON, Kan. — The trend as far as case count continues downward in Reno County.

The Reno County overall case count is at 236 as of Wednesday afternoon. The death count among Reno County residents is at 132. 

The Correctional Facility cluster type has 3 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 56 active cases. Forty-nine people within those clusters have died. There are 20 active clusters in the county.

Out of 7,598 total cases since the beginning of the pandemic, there are 235 cases in the community at large. 7,230 people have recovered thus far.

Six Reno County residents are in the hospital. According to the dashboard, three hundred sixty total have been hospitalized. One hundred two have been admitted to the ICU. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 27.52%, with the overall positive test rate at 32.09%. 37.67% of the population has been tested.

There are still two free public testing sites, one in the Cosmosphere parking lot in Hutchinson and one at Simply Good Overstocks parking lot in South Hutchinson. They are open Monday through Saturday from 8 a.m. to 5:30 p.m.

Kan. — Dr. Jessica Poteet, D.O. is a new  OB/GYN at the Hutchinson Clinic.

"I'm from Oklahoma," Poteet said. "I actually trained in Oklahoma as well. I grew up in the Tulsa area. I went to medical school in Tulsa. I did residency in Oklahoma City."

Poteet comes from Utica Park Clinic of Owasso, Oklahoma. She said she and her husband were looking for a place to call home.

"We were looking for a place to really settle our family and kind of put down roots and really get involved in a community," Poteet said. "He's from a small town. I'm obviously from a little bit larger city and we kind of wanted something that meets in the middle, where we have lots of opportunities to be involved in activities, but also have that small town feel where everyone looks out for each other and really cares about each other."

Poteet is passionate about her practice with all ages of women in both obstetrics and gynecology.

"With both of those things, you get to see women grow," Poteet said. "You get to kind of see them kind of come into themselves and be empowered with their health and become involved with their health and you get to see them through some of the biggest moments in their lives."
