Reno County Health Department Director Karla Nichols has several items before the Board of Reno County Commissioners on Tuesday.

Nichols will present the Community Health Assessment and Community Health Improvement Plan, discuss a grant application to the Kansas Department of Health and Environment and go over the department's accreditation by the Public Health Accreditation Board.

Also presenting before the commission Tuesday is Kari Mailloux, Director of Strategic Initiatives for the Hutchinson Community Foundation and Public Works Director Don Brittain. There are several public works items on the commission's consent agenda, including revisions to its broadband pole policy, buried utilities policy, county road entrance and culvert policy and oversize and overweight haul loads policy.

A pair of purchases for solid waste are on the agenda as well, including an excavator and the purchase of a new scale along with moving the current scale to the new scale house.

The Board of Reno County Commissioners meets Tuesday at 9 a.m. at the Reno County Courthouse.

Reno County Health Department Director Karla Nichols believes that there is still a need for the public testing facility at the Cosmosphere, even with case counts as low as they have been in months.

"We would all love for COVID to go away," Nichols said. "It probably, realistically, will not go away until we get most of the community vaccinated. We still want people, if they're having symptoms or signs to make sure that you're getting tested, so we know what's going on in the community so we can adjust."

Even though the site for first vaccinations is changing to Monday through Friday from 8 a.m. to 3 p.m. at the Fellowship Hall of the First United Methodist Church at 101 East 1st Avenue, if you got your first shot elsewhere, you need to get your second where you got your first.

"If you received your first dose at the Sports Arena, you will receive your second dose at the Sports Arena," Nichols said. "Then we're at the Sports Arena, we will not be at the church."

The Health Department's appointments are full for the first week of Phase 3 and 4 vaccinations, but they are still scheduling appointments for future weeks.

Kan. — The Hutchinson City Council approved the permit on Tuesday, March 16 for the upcoming Trucks, Taps and Tunes event to benefit Hospice &amp; HomeCare of Reno County.

The event will be May 15 on land within Carey Park. Tickets will go on sale April 1st for $5 per adult. 17 and under get in free. All children's activities, including inflatables and yard games are free. 

There will be a brewery tour with sampling of 10 different beers for $15 per person and a Cornhole tournament with a competitive bracket at $40 per team and a recreational bracket at $20 per team.

Food and beverage trucks will be available to purchase from all day.

The State of Kansas on Friday joined the federal government in delaying the tax deadline for 1040 filers to May 17.

"This is automatic," said Michael Devine with the IRS. "Individual taxpayers don't need to do anything. It's automatic for everyone. We do say that if you can file, the earlier you file, the sooner you'll get your refund. People that file electronically normally get their refunds in 21 days or less."

If an extra month isn't enough, you can still file for an extension.

"For those folks who need more time than May 17th, all you need to do is request an automatic extension," Devine said. "You file a form 4868 and that gives you until October 15th to file your federal tax return. That's not an extension of time to pay if you owe more tax. All of the taxes that you owe are due by May 17."

The extension doesn’t apply to corporate income tax returns or estimated tax payments due on April 15.

HUTCHINSON, Kan. — The Hutchinson Public Library announced Friday that it will be increasing hours starting Monday.

The new hours are Monday through Thursday from 10 a.m. until 7 p.m.; Friday 10 a.m. until 6 p.m.; and Saturday from 10 a.m. until 3 p.m. The library will be closed on Sunday.

Since case counts in the county continue to be at a low level, library officials say things are looking very favorable to continue with plans to open the library building for longer hours.&nbsp;

The library also asks that patrons continue to use common sense precautions of wearing a mask, keeping some distance and washing hands.&nbsp;

Hutchinson Library to expand hours starting Monday

HUTCHINSON, Kan. — Hutchinson USD 308 announced that a pair of Hutchinson Career and Technical Education Academy students placed first in the state DECA competition with their project.

Dalton Estes and Austin Phinney won first place in the DECA state competition for the sales project category. The pair did their project over at The Sweet Treat, the coffee shop/treats café in the HCTEA building. As part of the competition, they wrote a 20-page paper and did a 15-minute virtual presentation about it.&nbsp;

Normally held in Manhattan, the state competition was virtual in 2021. The two have qualified for nationals in April, which will also be virtual. At nationals, they will compete against state winners from around the country.

Phinney and Estes also won the Youth Entrepreneurship Challenge in Reno County. They competed against 25 teams from the area and took first, winning a total of $375 each.&nbsp;

They'll participate at state on March 26 in a virtual state competition and win more money based on the place they take.&nbsp;

Clayton Evans is DECA sponsor and marketing teacher at HCTEA.

The last time the dashboard showed less than 60 active total cases was August 11, 2020 when it had 49. The level jumped to 152 on the 12th and hasn't been back to this level since.

Out of 7,735 total cases since the beginning of the pandemic, there have been 7,542 recoveries. There are 8 clusters still being monitored. None of the cluster types have documented cases currently visible on the dashboard.

Three Reno County residents are in the hospital with COVID-19. There have been 367 hospitalizations total and 103 ICU admissions. 137 Reno County residents deaths are attributed to the pandemic.

Drive-thru testing is currently available at the Kansas Cosmosphere at 1100 N Plum in Hutchinson.

Moran started in Inman before making his way to Hutchinson Regional Medical Center, where he spent about 45 minutes talking with hospital officials about the antibody infusion treatment process used to treat COVID-19 patients. Monoclonal antibodies are laboratory-made proteins that mimic the immune system’s ability to fight off harmful pathogens such as viruses. Moran also talked with cardiologist Dr. Michael Hagley about the aftereffects they are seeing in COVID patients, especially when it comes to the cardiovascular system and how the virus can cause heart and respiratory damage.

Moran also addressed questions regarding the need for the country to be better prepared for future events and do what is necessary to bring companies that produce PPE and medical equipment back to the USA. Moran also answered questions regarding the mental health issues facing Kansas especially in the rural areas, stating that the federal government may need to step in and find ways to get better mental health care to rural areas of the country.&nbsp;

Moran and Horizons Mental Health Center CEO Michael Garrett discussed mental health issues during the pandemic and the needs mental health practices like Horizons face.

HUTCHINSON, Kan. — Hutchinson Public Works announced Friday that, because of unforeseen circumstances, the area of Severance between East 12th and East 13th avenues will remain closed until the end of the month.

Crews have been working to make repairs to a water main and street damage. The work was to be completed March 12, but was delayed by a week. Now Hutchinson Public Works says the street will be closed through at least March 31.

Severance near HHS will stay closed 

YODER, Kan. — The Kansas Law Enforcement Training Center graduated the 275th basic training class on Friday.&nbsp;

Sen. Jerry Moran gave the keynote address during the ceremony held at KLETC near Yoder.&nbsp;

The class president for the 275th basic training class was Deputy Eli Miller of the Pottawatomie County Sheriff's Office. Miller is a former Hutchinson Community College student.

Deputy Miller’s career started at the Pottawatomie County Jail. He worked there for a year until he applied to become a deputy at the Pottawatomie Sheriff’s Office.&nbsp;

Miller majored in accounting at HutchCC and participated in football and track for the Blue Dragons.

HUTCHINSON, Kan. — A hearing for a Reno County man who wants to withdraw his plea to four counts of sexual exploitation of a child was continued on Friday.

Patrick White recently entered pleas to the four counts as part of a plea agreement. A fifth count was dismissed. White was to make his motion before the courts on Friday, but the hearing has now been pushed back to March 31.&nbsp;

White says he wants to withdraw his plea, citing he was not advised that his conviction meant a lifetime registration as an offender during plea negotiations.

White was arrested after deputies with the Reno County Sheriff's Department issued a search warrant on his home and cell phone.&nbsp;

On Monday, March 22, the Kansas Department of Transportation will begin removing the Shawnee Road bridge over I-135 in McPherson County. The bridge, located about 10.5 miles north of U.S. 56, is being removed due to settlement of the bridge and geological issues in the area.

During the first phase of removal, alternate lane closures will occur on southbound and northbound I-135. Drivers should expect minimal delays and plan extra time in their travel schedules.

Further information will be released during the second phase of removal, which includes a detour of traffic for the overnight closure of I-135 in this area for complete removal of the bridge, expected to occur on March 26.

Bob Bergkamp Construction Co. Inc., of Wichita, is the prime contractor and has scheduled this $423,713 project to be completed in late March, weather permitting.

Bridge removal in McPherson County will cause I-135 lane closures starting Monday

KANSAS CITY, MO – March 19, 2021 – With some consumers struggling to manage bills during the COVID-19 pandemic, Evergy is working to ensure customers are aware of bill payment assistance programs in Kansas and Missouri including LIEAP and LIHEAP.

To raise awareness regarding available relief funds, Evergy will host a Facebook livestream event on Monday, March 22 at 3 p.m. Representatives from Evergy Customer Affairs will provide valuable insight on eligibility requirements, how a customer can sign up for LIHEAP/LIEAP plus new information regarding rental assistance programs in both states that assist with rent and energy bills.

Kansas is accepting applications for the Low-Income Energy Assistance Program (LIEAP) and has recently extended its deadline to sign up until Friday, May 28. In addition, the combined gross income of all persons living at the address has increased to 150% from 130% of the federal poverty level. That means a traditional family of four must have an annual household income (before taxes) that is below $39,300. Last year customers received an average of $600 in financial relief.

Missouri is also accepting applications for the Low-Income Home Energy Assistance Program (LIHEAP) to address financial needs for customers. Low income families can submit applications until 5 p.m., Wednesday, March 31. Last year customers received an average of $300 in financial relief.

Kan. — Hutchinson High School is excited to be able to offer students a learning opportunity during the summer for students to recover credits and skills.

There will be two three-week sessions that will have two classes a day. Session 1 runs June 7-24 and Session 2 will be from July 6-22. Classes are 8:00 a.m. to 11:00 a.m. and 11:30 a.m. to 2:30 p.m. Classes will meet Monday through Thursday every week except July 5-9. They will meet Tuesday through Friday that week due to the Independence Day holiday. Breakfast and lunch will be provided for free for students attending the Salthawk Summer Learning program.

Hutch High announces summer school dates

HAVEN, Kan.— The Haven USD 312 School District will once again offer 3 and 4-year-old preschool classes for the 2021-22 school year. The preschool is located at 202 East 5th in Haven.&nbsp;

The class is free to any child who will be 3 or 4-years-old on or before August 31 of this year.&nbsp;

Free busing will be available for the 4-year-old class for children outside of the city of Haven. The service will also bus to local daycares if needed.

The overall case count in Reno County is at 66. Out of 7,735 total cases since the beginning of the pandemic, there have been 7,532 recoveries. There are 8 clusters still being monitored. Only the workplace cluster type has any remaining cases and there are just three there.

HUTCHINSON, Kan. — U.S. Sen. Jerry Moran will be in Hutchinson on Friday. Moran will take time to tour Hutchinson Regional Medical Center.

Moran will be on-hand to learn more about the antibody infusion treatment process used by the hospital to treat COVID-19 patients. Monoclonal antibodies are laboratory-made proteins that mimic the immune system’s ability to fight off harmful pathogens such as viruses.

Moran is expected to meet with hospital staff and officials for about 45 minutes.

Sen. Moran to tour HRMC

HUTCHINSON, Kan. — A hearing is set for Friday afternoon for a Reno County man who wants to withdraw his plea to four counts of sexual exploitation of a child.

Patrick White entered pleas to the four counts as part of a plea agreement. A fifth count was dismissed. Now White wants to withdraw that plea, citing he was not advised that his conviction meant a lifetime registration as an offender during plea negotiations.

The warrant stemmed from the allegations from a separate law enforcement agency that was made aware of White’s ongoing suspicious activity. The crimes are said to have occurred between October of 2018 and February of 2020.&nbsp;

White back in court on motion to withdraw plea

HUTCHINSON, Kan. — A DECA-inspired project today and Friday has groups of Wiley Elementary School fifth graders working on real-world problems facing local businesses and nonprofits.

The students at Wiley took scenarios or problems from 20 local businesses and nonprofits and are working on the scenarios over the next two days, brainstorming solutions for their subject areas. Students have been placed on teams for interest areas — finance, trade, community relations, arts and recreation, medical/PR and marketing.

On Friday afternoon, students will pick their strongest solutions and present those to a panel of local businesses.&nbsp;&nbsp;

The project-based learning experience provides students with ample opportunities to write, collaborate as a team and research. Teachers for the students are Carly Torres and Shakera Ross. Instructional support teacher Kristi Link and Jessica Self were also part of pulling the entire project together.

Link got the inspiration for the learning opportunity from watching her daughters who participated in DECA at Hutchinson High School.

Wiley students work on business solutions

The City of Hutchinson has hired its permanent Human Relations Officer.

"There was an extended effort that involved numerous community stakeholders, city staff, elected officials," said City Manager Jeff Cantrell. "Ultimately, came up with David Sotelo, who had been performing in the interim role, doing a fine job of it. We're pleased to announce that he will be the full-time HRO for the City of Hutch."

The Human Relations Officer's position has changed considerably in recent years.

"That position now has a lot more to do with community outreach than in might have had in the past in a part-time capacity," Cantrell said. "The majority of the effort of the position will involve community outreach, but certainly there will be a component of that position that investigates complaints community-wide."

The search committee really liked Sotelo's background and experience.

"They valued his knowledge of the community and the fact that he was previously involved with the Human Relations Commission and city staff in various departments. I believe that he had some additional outside organization involvement here in the community, as well."

The salary for the position will be $55,990 and will be subject to future increases based on completion of the required college degree. Sotelo will start full-time April 12.

HUTCHINSON, Kan. — The Kansas State Fair is bringing back their Fair Food and Tunes event for the spring. The event was originally held in the fall as a small fill in for the canceled State Fair. The spring version will take place Saturday, April 10 starting at 11 a.m.

The event will feature some of your favorite fair food along with tunes throughout the day and evening at the Lake Talbott stage.

Some of the food available includes brats, pronto pups, funnel cakes, and adult beverages.

Admission is free with parking inside the fairgrounds for $5. If you'd like to do something else related to the fair, the giant slide will be available for $2 per slide or $7 for four runs.
