HUTCHINSON, Kan. — The Hutchinson City Council approved some small changes to city codes regarding parking lots during Tuesday’s meeting. The changes deal with lots that see little traffic, such as RV and boat storage facilities.

Under the changes, owners of those lots will be able to use asphalt millings and slurry seal for the lots rather than asphalt or concrete.&nbsp;

Planning Director Ryan Hvitlok noted last month just before a planning commission meeting that the changes will be beneficial to business owners while still providing adequate appearance and performance.

One zoning matter that did not pass at Tuesday's meeting was an amendment that would allow chain-link fence to be used as a barrier provided it has slats running through it. Currently, such fencing is not allowed on the front or street-side yard of a property or along streets or highways.

Staff recommended that the ordinance stay in place and the planning commission agreed 8-0 to keep things as they are. With that, the council voted 3-2 to approve the changes. Since the passage required four votes in favor of the measure, the proposal did not pass.

City Council approves parking lot regulations

NICKERSON, Kan. — On a split vote, the Nickerson City Council approved a new ordinance during Monday's meeting it hopes will deal with the large amount of vacant housing in the city.

Under the ordinance, property owners with vacant homes or structures will have to work with the city to try to find either new tenants or owners for the vacant parcels. The city says it will waive building permit fees and come up with other incentives to entice owners to make improvements or sell.&nbsp;

The ordinance also requires building owners to pay a registration fee of $50 for a home and $100 for a commercial building. Owners will also have to pay the minimum utility fee each month. If nothing happens to the property in the first year, the registration fee goes up to $250 for a home and $500 for a commercial building.

City Clerk April Beshears says the city currently has more than 40 vacant homes. Just the minimum utility fees will generate about $18,000 per year. Beshears says the city hopes people will respond. Letters to the property owners are going out this week.

Nickerson City Council passes ordinance to deal with vacant homes

HUTCHINSON, Kan. — A Hutchinson man pleaded no contest Tuesday to lesser charges, in a case where he was originally accused of aggravated kidnapping. 

Twenty-two-year-old Braxton Allen pleaded to two counts of criminal restraint and two counts of aggravated battery. The two counts of aggravated robbery were dropped.

Allen was arrested Oct. 1 of last year after police took a report from two women who said they were beaten, restrained, and had property damaged and taken from them by a known male, later identified as Allen.

Allen was arrested a short time later. The two criminal restraint counts are misdemeanors, each with a potential penalty of up to a year in jail and up to a $2500 fine. 

Based on the sentencing grid, the two aggravated battery counts could result in anywhere from 11 months to 34 months behind bars.

Sentencing in the case is set for January 7, 2022 in front of Judge Joe McCarville.

"Everybody's been at the Salt Museum, at least at one time or another," Ables said. "However, what you see is there's salt, there's more salt, there's more salt. So, what we decided to do is basically lighten things up a little."

They had decided to do this to create a more festive mood during the pandemic.

"We kind of give Clark Griswold a run for his money," Ables said. "We're enhancing the lights in a dark spot. As we're coming out of this pandemic, we're hoping that we're able to continue to see the growth and expansion and change an environment which everybody has seen at least once."

STRATACA continues holiday light display

HUTCHINSON, Kan. — The total number of COVID cases has jumped by more than 530 since Nov 1.

As of Tuesday morning, the total number of county residents that have tested positive for COVID stands at 11,112.&nbsp;

The number of active cases is staying rather flat at 338. By comparison, on November 16 of 2020 the active case count was at 997. The number of cases in the first 12 days of November of last year jumped by 1,241.

It’s something the Reno County Health Department continues to watch.

“We definitely have seen a bump in cases again and when you look at pandemics you see them come in waves,” Karen Hamnmersmith with the Reno County Health Department said.&nbsp;

Hammersmith says that a combination of vaccinations and better understanding of the virus is helping keep the numbers in check.

“What I think is helping from that first wave is the vaccine,” Hammersmith said. “We really are attributing that it hasn’t spiked to a thousand.”&nbsp;

Hammersmith says that since last year treatment for COVID has improved especially with the use of monoclonal antibodies.

“The treatment is out there as well, we have a better treatment with the monoclonal antibodies,” Hammersmith said. “We do see as the numbers go up we still see more hospitalizations, but we really want to get the word out about the monoclonal antibodies.”

The number of fatalities from COVID in the county is still at 172.

COVID surge is staying mild at this time

HUTCHINSON, Kan. — The renovations to the Hutchinson Police Department continue to move along. The facility which is more than 50 years old has been under a major renovation including a new 911 call center and improved office and storage space. HPD Chief Jeff Hooper gave an update to the Hutchinson City Council during their Tuesday’s meeting.

“The sidewalks are completed and they went in this last week and the paving in the parking lot is done,” Hooper said. “ We’ve completed the finishing touches on the lobby.” The lobby contains a wall of honor for past police chiefs and those who have retired from the force.

Another added touch the department wants in the renovated facility is some design work in the front lobby.

“One of my goals was to open that up to the public, make it a welcome and inviting space to honor the police department,” Hooper said. “One of my ideas that we’re going to undertake is we want to solicit local artists and we’re going to do some murals inside that front lobby.”

Any interested artists need to contact Lieutenant Gates at the information provided below by December 31st, 2021. Each rendering will be reviewed by the Hutchinson Police Department and the final selection will be made at the beginning of January 2022. This project will need to be completed before Hutchinson Police Department’s remodel grand opening in the spring of 2022.

Council hears update on law enforcement center renovation

Beginning Saturday, November 20 through Monday, Nov 29, 2021 Hutchinson Police Department will join many other law enforcement agencies across the state, including the Kansas Highway Patrol, in the Kansas Thanksgiving Safe Arrival traffic enforcement campaign.    

Although all Kansas Traffic Laws will be enforced, this extra provision will be aggressively enforcing our occupant protection laws. While the objective of this campaign is to target the unbelted and incorrectly restrained, we also provide education that serves as a reminder that buckling up saves lives.    

A grant from the Kansas Department of Transportation (KDOT) will support overtime enforcement efforts.

HUTCHINSON, Kan. — Hutchinson Public Schools has been recognized by the Kansas State Department of Education with two awards based on achievements in student post-secondary success and social-emotional growth. USD 308 was notified of the recognition through communication from Kansas Commissioner of Education Dr. Randy Watson.

The Kansas State Department of Education recognized the school district with the Commissioners Award and the Copper STAR Recognition. The Commissioners Award recognizes districts that outperform their predicted post-secondary effectiveness rate. The Copper STAR Recognition distinguishes the district’s work in achieving student development in social, emotional and character competencies that promote learning and success in life.

“This recognition means a great deal to our district,” Mike Folks, superintendent of Hutchinson Public Schools said. “We are so proud to receive these awards that reflect the hard work our staff has put towards the success of each of our students.”&nbsp;

HUTCHINSON, Kan. — As the Reno County Health Department recognizes the Great American Smokeout, the department announced that two new Resist chapters will be in place in the county by the end of 2021. Rise Up Reno and Reno Valley Middle School will begin their efforts to curb smoking.&nbsp;

The Resist Program, a statewide, youth-led initiative created to reduce youth tobacco use in Kansas, is also working to educate peers and the community about the harmful effects of tobacco use. Youth not only participate in tobacco control prevention activities structured by this program, but they also help design and implement them using the Center for Disease Control and Preventions Best Practices for Youth Engagement. Great American Smokeout is Thursday

HUTCHINSON, Kan. — Each November the Hutchinson/Reno County Chamber of Commerce honors the area's agriculture heritage by celebrating all Reno County farmers during the annual Farm Focus Breakfast sponsored by PrairieLand Partners.&nbsp;

This year's breakfast will be held Wednesday, Nov. 17, from 8 a.m. to 9 a.m. at the Encampment Building on the Kansas State Fairgrounds.

All Reno County farmers are invited to attend the breakfast for free. As always, the Chamber will honor the Farm Focus Family of the Year and Agri-Business of the Year. The breakfast also includes remarks from Jill Zimmerman and Susan Sankey with the Kansas Agricultural and Rural Leadership program.&nbsp;

Chamber Farm Focus Breakfast is Wednesday

HUTCHINSON, Kan. — A Nickerson USD 309 school bus was involved in a two vehicle accident just after 7:30 Monday morning.&nbsp;

According to Hutchinson Police 58-year-old Rory O’Brien of Inman was stopped behind the bus at the intersection of 30th and K-61 highway when his foot slipped off the brake hitting the back of the bus.&nbsp;

O’Brien was not injured. The bus driver, a second adult and three students were on the bus. None were injured. Parents of the students were notified of the accident.

HUTCHINSON, Kan.— The Hutchinson Community College Board of Trustees was given an overview of a new video board for Gowans Stadium at their meeting last week.&nbsp;

HutchCC Athletic Director Josh Gooch advised the Board of plans to install a new 24’ x 40’ video board at the south end of the stadium. The board is to be paid for through private contributions. Current plans are for the new scoreboard to be in place and ready to be used for the NJCAA Men’s and Women’s Outdoor Track and Field Championships.

The Board also received updates on its strategic planning initiatives, approved the College bills and addressed other items of routine business.

The next meeting of the board will be on Thursday, December 9. The meeting will be at 7:00 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend.&nbsp;

BUHLER, Kan. — Buhler USD 313 says Buhler Grade School opened for business as usual Monday morning. This after the school was closed and student went to remote learning due to a sudden spike in COVID cases.

As of Friday, the number of people expected to be on the active list in the school was around 10 students and staff. The number of positive cases jumped to 22 the first week of November prompting the action by the district.

Haven Grade School is also in remote learning due to a sudden jump in positive cases. Students are expected to return on Thursday, Nov. 18.

BGS students back in classrooms

HAVEN, Kan. — The Haven Grade School is still in remote learning after COVID cases jumped quickly last week.&nbsp;

Students are expected to be back in class on Thursday. For those students needing lunches, the district will hand out meals out for Tuesday and Wednesday on Tuesday from 11 a.m. until&nbsp;1 p.m. Parents can pick those meals up at the grade school.

If you need any more information you can contact the district offices at 620-465-3445. Parents will also be notified through the district's website and social contact system.

Haven Grade School update

Sue Wray with BrightHouse noted that the Victims of Crime Act (VOCA) Victim Assistance and the Federal State Access and Visitation Program grant awards announced by the governor's office last week are vital to their operations.

"They're essential to keeping our doors open," Wray said. "They're really important. It is something that happens every year. The amount that was awarded to Brighthouse was $480,526."

Wray said that there are many things that money goes toward.

"Mostly, it's personnel costs," Wray said. "That pays the salaries of most of our advocates. That is the major thing. Then, there are some other areas. We use it for direct assistance to clients. That can include first month's rent, if we need to get someone out of an abusive situation. Last week, we bought three bus tickets, because we needed to get people away from an abusive situation and away from this area, to someplace where they had family."

It can also be important to getting someone the documents to be able to move on with their life.

"We can use it for recovering their driver's license, all their records," Wray said. "A lot of times, they have to leave without any of that. We can use that money for emergency assistance. It helps directly to clients. VOCA is very much directed to things that we can do to help clients get back on their feet and it get back into a safe and healthier situation."

A total of $22,030,829 was awarded to 66 agencies across Kansas.

The council will take action on a cereal malt beverage license for the Dollar General store and also approve a contract with Lindberg, Vogel, Pierce, Faris for the city’s auditing work.

The council will also take time to discuss the budget and employee compensation. Currently the city has 17 full time employees and a number of part time employees. The matter is for discussion only and no action will be taken.

The council will also go into executive session for a personnel matter and hear the usual reports. Tonight’s South Hutchinson City Council meeting begins at 6 p.m. at the city offices at 2 S. Main.

Scout holding food drive this week

Kan. — Kansas Republican Attorney General candidate Kris Kobach is helping one of his clients, the Alliance for Free Citizens challenge the Biden administration's vaccine mandates, according to an announcement from the group last week. Kobach believes there are several grounds where this is federal overreach.

"It's found pretty squarely in the precedents of the Supreme Court," Kobach said Monday. "It's all about the commerce power of Article 1, Section 8. Most of the powers the federal government has are found in the power to regulate interstate commerce. What the Supreme Court said back in 2012 in the Obamacare case is, the power to regulate commerce does not include the power to make people get involved in commerce when they choose not to buy something. Just like the feds can't force us to purchase health insurance, the feds also can't force us to purchase a vaccine, even if the federal government subsidizes that purchase."

Kobach notes that this extends to people having to buy tests if they choose not to be vaccinated.

"The way the OSHA mandate is phrased, a company can, if it wishes, allow people to test out of it by testing weekly, but that's a problem, too," Kobach said. "Suppose you exercise your First Amendment free exercise of religion right to opt out and say, you know, the vaccine is contrary to your beliefs, well, you have to pay for your own testing every week. The median cost of a COVID test is $148. That adds up to over $7000 a year, paying for those weekly tests."

Since the mandate is being challenged in multiple jurisdictions, there is another step it will go through soon.

"The next step is something that doesn't happen very often in American courts," Kobach said. "It's called the Judicial Panel on Multidistrict Litigation. Whenever an action of a federal agency is simultaneously challenged in multiple circuits of the U.S. courts, then there's a kind of lottery, a drawing from a drum. Each circuit that has a case filed in it has an equal chance of getting it. They are going to consolidate these cases in one of the circuits and we should find that out by the end of this week."

No matter which circuit gets the case, it's a safe bet that the loser will appeal to the U.S. Supreme Court on this one, anyway.

Kobach: Cases against vax mandates should be consolidated soon

In a few short days we will all sit down and celebrate Thanksgiving. The holiday that is meant for us to reflect and decide what it is for which we are thankful. We have a lot to be thankful for in this great nation, not the least of which is our farms and ranches. This is so appropriate because Thanksgiving is associated with food.

My guess is most of us will have the traditional feast of turkey and all the fixings, right down to the pumpkin pie. No matter what you include for your Thanksgiving dinner, without a doubt it will be one of biggest feasts of the year. All of this great food is brought to you by a fellow farmer or rancher, even the yams.

While I do not know any yam farmers and, to be honest, I am not even sure what a yam is. I do know the people who grow them are good. Those of us involved in agriculture are part of the fabric that is the foundation of this great nation. At the core of every great society is a robust, self-sufficient food supply.

We are so blessed in the United States to have the safe, abundant, wholesome food supply within easy reach.. Most of us have never really faced empty shelves. Sure, there are times like right before a predicted snowstorm the shelves may be a little low. But very few of us have ever faced a real shortage of food. We got a little glimpse of this during the pandemic, but any deficits were short lived.

We are also fortunate to spend a relatively small portion of our earnings on food. We are used to having the shelves full and the prices at a reasonable level and that is all because of the hard work we put in as farmers and ranchers. The price of this year’s Thanksgiving dinner has undoubtedly gone up because of inflation. But it is still a feast that comes at an amazing bargain, and one we do not take enough credit for.

This coming week is when we, as farmers and ranchers, should be sticking our chests out with pride and letting the world know about the remarkable things we do to put food on tables around the world.. This is true every day but especially the day when we are to give thanks, and our way of giving thanks is centered around a great meal. See what I mean about food being at the center of our society?

We have a lot to be thankful for in this great nation, but at the top of that list is our food supply. It is OK to take pride in the fact that all of us do our part to provide the safe, abundant, wholesome food we all need. That is also something to be thankful for, and I wish you all the happiest of Thanksgivings.

Insight: Giving Thanks to Farmers and Ranchers

Kan. — Hutchinson City Manager Jeff Cantrell believes closing on the Atrium purchase will happen in just a few weeks.

"We've come a long way on that," Cantrell said Monday. "The only thing left to do now is the environmental piece of it and its not the full spectrum of environmental work that has to be done. It's just the initial piece. We're already engaged in doing that. Once we get that accomplished, we don't think that should take more than several weeks, maybe three, we'll be the proud owners."

Once the city holds the deed, then they can work on demolition plans.

"I think the wintertime will give us an opportunity to put some RFP's together on demolition," Cantrell said. "Not that we would take demolition on during the winter. I don't think that we would. It would probably be a spring type of project. That's where we would spend our time with that project."

There is nothing yet on the council agenda regarding the project until those environmental steps are completed.

Cantrell: Atrium deal almost done

Kan. — People are still planning to travel for Thanksgiving, according to recent stats from AAA.

"AAA predicts that 53.4 million people nationwide will be traveling for the Thanksgiving holiday," said Shawn Steward. "That's up 13% from 2020. It brings travel volumes within 5% of the pre-pandemic levels in 2019."

Thanksgiving is usually a driving, rather than flying, holiday.

"About 90% will be driving to their destinations, or about 48.3 million nationwide. That's up 8% from last year. Air travel will be at about 4.2 million people nationwide. Air travel is up 80% from a year ago."

The Centers for Disease Control and Prevention (CDC) recently released its&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2b%3b1%3d8-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5836907&amp;Preview=False&amp;DistributionActionID=485087&amp;Action=Follow+Link" target="_blank">recommendations for holiday gatherings and related travel</a>, saying that the best way to minimize COVID-19 risk is to get vaccinated if you’re eligible. However, everyone’s situation is unique and therefore, AAA urges anyone considering gathering or traveling for Thanksgiving to consult CDC guidance before finalizing holiday plans.&nbsp;&nbsp;

AAA: Thanksgiving travel almost back to pre-pandemic levels

Kan. — Cosmosphere had a great summer, according to Mimi Meredith, Senior Vice President &amp; Chief Development Officer.

"We had the highest attendance we've seen in nearly a decade," Meredith said. "That's pretty exciting. I think that was due to a lot of things, including the opening of our CosmoKids area."

There is a lot of construction going on, but the end product should make enjoying the Cosmosphere easier.

"We're remodeling the next three galleries," Meredith said. "You used to come down the stairs and see walls. Now you see the X-plane on your left, CosmoKids on your right. When construction is complete, which we hope will be by Christmas, you'll be able to look through and see the V-2 rocket and then have a very open and engaging experience through the Redstone, Sputnik and Kennedy theaters. The kind of strange, confining walls have all been taken away and, as a result, artifacts are just going to come to life in a whole new way."

It should make things easier for families with kids to get the most out of the museum.

"Enjoy everything at your own pace," Meredith said. "You don't feel as if you're being pushed along, and you also didn't get lost quite as easily, which people did, frequently, in the Cosmosphere. That's part of our ongoing revitalization plan and we're really excited to showcase those three new galleries."

The Hall of Space Museum is available at no charge to Reno County residents.

Cosmosphere looking forward to finish of construction by Christmas

Kan. — The annual inflation rate in the US surged to 6.2% in October of 2021, the highest since November of 1990. Creighton University economist Ernie Goss said he's not surprised.

"Our surveys that we conduct here at Creighton University, both the Rural Mainstreet survey and the survey of supply managers, both of them contain Kansas as one of the states are showing, we haven't seen inflationary pressures like this in the 25 years we've been conducting the surveys," Goss said. 

The Fed keeps saying the inflation will end. Goss doesn't think that will happen for a while, at least.

"We are going to see these supply chain disruptions and we are going to see these exceptional high inflationary pressures well into 2022," Goss said. "I don't envision any really, relief in terms of inflation, until the second half of 2022."

Energy costs recorded the biggest gain, but the inflation was broad based.

"Interestingly, the food increases haven't been as likely as we are going to see going forward," Goss said. "A lot of it is automobiles, so not everybody is seeing that, of course, if you're not buying or selling an automobile. Also, in terms of housing prices, a lot of it is housing increases. There again, you may not be seeing it, until you buy or sell a house."

The inflation number was well above the Fed's average annual 2% inflation target for a 7th consecutive month.

Goss: Inflationary pressures as high as he's ever seen them

Kan. — Chris Mann, Democratic candidate for Kansas Attorney General, believes he is uniquely qualified to be the state's top law enforcement officer.

"I actually started my career in public service back in 1998," Mann said. "I became a police officer in Lawrence, Kansas. The more I did that job, the more I knew it was a calling for me. It was something where I could help people and I could do good for my community. All that came crashing down on a cold night in January of 2002."

Mann was hit by a drunk driver and could no longer serve on the police force, so after recovering physically, he turned that pain into purpose and became a lawyer.

"I became a prosecutor," Mann said. "I started prosecuting in Wyandotte County, where I did everything from traffic tickets to murders. Then, I took my prosecution to the state, where I did white collar crime across the state of Kansas."

During his time as a prosecutor, Mann was appointed to the Mothers Against Drunk Driving National Board of Directors in 2014 and served as the Board Chair until 2020. He did leave the public sector in 2016 to become an attorney for those who could not afford one. Then, in 2019, Mann expanded his law practice and returned his focus primarily to representing victims of drunk driving and their families in lawsuits against drunk drivers. Now, he feels its time to serve the public again.

"I've always felt that tug to come back to public service," Mann said. "When this position was an open seat and open for election this year, I realized that it was time to come back to public service. It was time to bring my experience to this office to help keep Kansans safe."

Democrat running for AG touts unique qualifications

HUTCHINSON, Kan. —&nbsp;Hutchinson Fire crews responded to two fires over the weekend. The first was just after 11 a.m. Saturday at 101 Kisiwa Parkway. They found smoke when they got there, with a smoldering fire on a stove top. It was put out with minimal damage after being reported by a caretaker. No one was hurt, and smoke was cleared from the home.

The second fire was just after 1:45 Sunday morning at 33 Pawnee Drive. Arriving crews found smoke coming from the exterior of the structure. They went into the kitchen and basement to put out the fire on a wall. There was smoke damage and water damage from a busted water line. 

The fire started on the exterior of the home and transferred into the wall. Ashes from a fireplace had been placed in the dumpster earlier that day. 

A reminder that ashes and coals can remain warm for days even when they appear to be cold if they have not been stirred and doused. No one was hurt, but Red Cross assistance was requested because utilities had to be turned off.
