Kansas State Fair schedule: September 10, 2021

HUTCHINSON, Kan. — The positive test rate for COVID-19 in Reno County went down slightly from last week to this week.

In numbers released on Thursday, the 14-day PTR as of September 7 is at 17.0%, which is roughly equivalent to where it was in both October of 2020 and at the end of January of 2021.

The case count as of Thursday is back above 600 at 617, which is roughly where it was right before Christmas of 2020.

Four COVID connected deaths have now been reported to the county with a date of death in August 2021. That's up from just one reported in August as of September 2.

There have been no COVID connected deaths of county residents reported for July.

Kan. — Cosmosphere is starting something special for kids this Saturday.

"Second Saturday is a blast from the more distant past," said Mimi Meredith with Cosmosphere. "It focuses on guided tours and we are adding in the element of Storytime in CosmoKids."

Reno County parents and their children who frequented Bluebird Books story time on Saturdays prior to the bookstore closing, will be glad to hear “Miss Dell” (Dell Swearer) is back and at the Cosmosphere! 

"It will be something that is appropriate for children ages 2 to 7," Meredith said. "It will be about space and exploration and more importantly, it will be brought to life in the way only Dell Swearer can do it."

Storytime will be from 10 a.m. to 10:30 a.m. in CosmoKids. Guided tours of Cosmosphere’s Hall of Space Museum will also be available on Second Saturday. 

"It will be every month," Meredith said. "We'll have the volunteer-led tours every Second Saturday, as well as storytime in CosmoKids."

Tours will begin in the lobby at 11 a.m., 1 p.m. and 3 p.m.

Second Saturday starts September 11 at Cosmosphere

WICHITA, KAN. – A federal grand jury in Wichita indicted a Kansas man on charges he defrauded federal, state, and local agencies of more than $450,000 in COVID-19 business recovery funds.

According to court documents, Michael Capps, 43, of Wichita is the owner and/or majority owner of Midwest Business Groups, LLC and Krivacy, LLC. Court documents also indicate he is a member of the Fourth and Long Foundation. Capps is accused of submitting false and fraudulent documents on behalf of the companies to the Small Business Administration (SBA) for Economic Injury Disaster Loans (EIDL), as well as to the Kansas Department of Commerce for Small Business Working Capital grants, and to Sedgwick County for a Sedgwick County Cares grant.

Capps also allegedly sent false and fraudulent documents to Emprise Bank to receive a Payroll Protection Program (PPP) loan.

The indictment filed against Capps charges him with:

• one count of making false statement to a bank for a PPP loan,

• one count of bank fraud in connection with a PPP loan,

• three counts of false statement to the SBA for EIDL loans,

• three counts of wire fraud in connection with EIDL loans from the SBA,

• two counts of wire fraud in connection with grants from the Kansas Department of Commerce,

• one count of wire fraud in connection with a grant from Sedgwick County, and

The investigating agencies are the FBI and investigators from the Sedgwick County District Attorney’s Office.

Assistant U.S. Attorney Alan Metzger is prosecuting the case.

An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Wichita businessman, former State Representative, faces 19 counts of COVID relief fraud

Hutchinson Fire's fourth wildfire deployment crew arrived at the Dixie Fire on Wednesday and are on night shift. The Dixie Fire is in Northern California and is over 900,000 acres and is 59% contained.

Captains Craig Walle and Justin Holzrichter and Fire Fighters Brent Fisher and Jacob Ice are on the new crew in California. Fisher is the Engine Boss.

For Hutchinson veterinarian Jon Austin, the Kansas State Fair is a chance to see some folks he doesn't see often, even though he is a small animal vet.

"For the small animal guys, we will see a few folks that have pets with them in their campers that are traveling," Austin said. "I have a couple of workers who come to the fair every year. They bring pets to me for their annual things. It just kind of became convenient for them. I see an individual with the carnival and I see an individual with a food stand and I see their pets every year, so that's kind of fun."

An important point is that people food is not pet food, and especially not fatty food like you would see at the fair.

"Everything we eat has a lot of fat in it, because we want flavor," Austin said. "Our pets are not designed to digest fat. Nothing in nature is fat. If you're fat, you can't outrun your predator and you're dead, so stay away from people food. Stick to the pet food for your pets and they'll be healthier in the long run."

It's important, as always, to build a relationship with a veterinarian if at all possible, like these vendors have. They saw Dr. Austin initially for emergencies and he prides himself on building that rapport with both animals and their owners.

"They need to trust that the recommendations you make are the right ones and the ones that have the best interests of the pet's health at heart," Austin said. "When you communicate well and you are sincere and you do the best you can to do a good job, I think people realize that and appreciate it."

It's important for pet owners to think ahead when they can, as well, as it can sometimes take time to get your pet in for routine checkups, especially if an emergency arises.

Vet: Fair does create some business, builds relationships

South Hutchinson City Manager Joseph Turner is pleased with recent developments in getting the Scott Blvd. bridge replacement plan underway.

"I'm very happy with the progress that we're making on it," Turner said. "Nobody had any expectation that this bridge was going to be built by the spring of next year. We were talking about some time, maybe in 2023 honestly as a completion date. I feel very fortunate that we're moving along. I'm very happy with the arrangement we have in place with Reno County and Don Brittain. They've been doing great."

As for those dealing with water line replacements on Avenue F, which is the main route the county's trucks have had to take since the bridge's weight limit was reduced, Turner believes they are in a better place now, too.

"If you were to ask a lot of them or talk to them, they'd be pretty grateful at some of the changes that are taking place," Turner said. "They feel like they have a voice within City Hall. It's been nice developing those relationships with those residents, because I think a lot of folks were angry and frustrated because they just felt helpless and powerless to effectuate any change."

The initial engineering agreement on the bridge project was supported by the South Hutchinson City Council on Tuesday, but Turner isn't exactly sure what its final scope will be.

"We still have some potential grant possibilities out there to help alleviate the cost a little bit more," Turner said. "I'm not super optimistic that we're going to be able to get those grants in time, or that this project is going to be eligible or if it's going to make sense for us, but I'm just trying to track down any funding source that might reduce the cost for our taxpayers."

The bridge was initially estimated at $700,000. The hope is at the end of the day to get it done for about half that or a little less.

Turner happy with Scott Blvd. bridge progress

"Our biggest concern right now is, obviously our case count is high," Weishaar said. "It's higher than what we've seen for a long time. We've sent in requests in the past few months without a declaration for testing supplies and ventilators, that sort of thing. With how the trends are continuing, we want to be sure that there is basically unlimited access to anything we might need, there's nothing that's going to hinder us from getting those supplies from the state."

The seven-day declaration is a temporary measure.

"The idea behind this was to get one in place," Weishaar said. "That way, we have one now and it won't hinder anything we want to do this week, so it's in place now so we can request anything we want from the state and then next week is going to be to extend it. That way, we can have a more open, public discussion about what this declaration does for us and why we want to extend it."

Weishaar made clear that this doesn't change any restrictions anywhere in the community.

"This is not because of the State Fair," Weishaar said. "It has absolutely no effect on the State Fair. It doesn't do anything for the State Fair. Honestly, the State Fair hasn't asked for masks, they haven't asked for anything. They're pretty self-contained. This is a local, Reno County issue. This isn't a State Fair problem at all."

The Board of County Commissioners next meeting will be Tuesday at 9 a.m. at the Reno County Annex.

Weishaar: Emergency declaration about resources, doesn't change policy

A defendant in drug and forgery cases in Reno County had his first appearance on what prosecutors say was his latest offense Wednesday morning.

According to Reno County District Attorney Tom Stanton, Maurice Miles Jr. made bail on the combined charges in a 21-count complaint filed recently, because the bonds from the individual cases did not transfer to the combined case. 

While he was out, Miles allegedly committed a new offense before being arrested on a new warrant in the combined case.  Miles has been charged with forgery in the new case. 

The major change to the combined drug cases was a racketeering charge, which Stanton says is a level 2 person felony. 

The drug case that also includes four other defendants is scheduled for a preliminary hearing December 8. The forgery case has been set over for a waiver/status hearing on October 20 at 1:30 p.m.

The Hutchinson Sports Arena renovation repayment progress is moving along well, according to information given to the Hutchinson City Council Tuesday.

The proposal as sent over from the college would have made their payment to the city a flat fee. The council wants to keep the arrangement basically as it was before, in an effort not to get eaten up by inflation. 

Brown will send over language to that effect for the college's consideration.

"If you look at some of the nationwide trends, there are some large metropolitan areas that look like right now, they may have peaked," Gering said. "They are now on the downward trend and that's probably due to high infection rates plus the high vaccination rates. Large metro areas tend to have a higher vaccination rate. As soon as you get into more rural areas, it doesn't look like they've peaked yet."

"We're not there yet to the point where we'll peak," Gering said. "It's possible near the end of September we can reevaluate that. We may be peaking around the end of September, but it may go into October, as well."

An important X factor is the Kansas State Fair. There is no way to compare to last year as far as rate of spread, because the event didn't happen, so it remains to be seen what impact that could have.

FOX staff understands that this remains a fluid situation. The FOX will revisit the policy on a show-by-show basis.

Seating spaced, masks encouraged at Larry Carlton concert at Fox Friday

RENO COUNTY- Reno County Commission Chair Ron Hirst signed a local disaster emergency proclamation on Wednesday, which will remain in effect for seven days. 

The Reno County Board of Commissioners will vote on whether to extend it at next Tuesday’s meeting. The previous disaster declaration expired on June 30, at a time when Reno County COVID-19 cases were down to nine. With active cases back up over 600 this week, the disaster declaration will allow Reno County to procure resources from the state if needed.&nbsp;

A local disaster proclamation does NOT implement a mask mandate or any other restrictions on the community.&nbsp;There are currently 84 other Kansas counties that have an active disaster declaration in place.

A state of local disaster emergency may be declared by the Chairman of the Board of County Commissioners upon finding that a disaster has occurred, or the threat of one is imminent. The local disaster declaration shall activate the response and recovery aspects of the county’s Emergency Operations Plan. By declaring a local disaster, the county can request assistance from the state once local resources and contracts have been expended. This will ensure easier procurement of resources.

Since the start of the COVID-19 pandemic, Reno County has received pharmaceuticals, ventilators, testing supplies, personal protective equipment, non-congregate sheltering, and ventilators from the State.

Hutchinson, KS - United Way of Reno County announced this week that Amy and Ben Kraft will lead the United Way Campaign this year as the Campaign Cabinet Co-Chairs. County reminds public of testing sites

Kan. — The Downtown Hutchinson Kiwanis Club has determined that the annual downtown Chili/Soup competition November 6 will be deferred until next year.   

This decision was based on the health and safety of the public and participants.  The Kiwanis looks forward to having this event Downtown in November 2022. 

However, the Downtown Kiwanis and the Civitans will be placing flags on Saturday for the 9\11 memorial. 

According to Bobby Ross with the club, this is being done as a make up to all contracted customers for the Memorial Day rainout.

The South Hutchinson City Council passed its budget Tuesday. The Revenue Neutral Rate hearing and regular public hearing for the 2022 budget were held.

South Hutchinson passed budget authority of $6,803,327 on taxes levied of $1,086,411 and a mill levy of 43.500. This is up from 43.137 last year.

Also passed on Tuesday was a proposal from Schwab Eaton to provide surveying and design services on the Scott Boulevard bridge project, with the goal for that portion to be finished over the Fall of 2021 such that the project is ready to advertise for bids in December of 2021 so that prospective bidders can plan for construction as a Spring of 2022 project when asphalt plants are back open.

The proposal in the amount of $12,200 has the potential for additional costs, if grants that are being looked for to lower the cost of the project require additional engineering services, though City Administrator Joseph Turner doesn't think getting any of those is likely because of the quick turnaround on the project.

The South Hutchinson Fire Department also told the council they are doing their annual pump and ladder testing this week and the 20th anniversary 9-11 Walk/Run will be Saturday at 8 a.m.

The Avenue F Waterline project will have a seven-day delay because of difficulty in securing supplies, but the plan is still to have it finished later this fall.

The South Hutchinson City Council passed its budget Tuesday. The Revenue Neutral Rate hearing and regular public hearing for the 2022 budget were held.South Hutchinson passed budget authority of $6,803,327 on taxes levied of $1,086,411 and a mill levy of 43.500. This is up from 43.137 last year.Also passed on Tuesday was a proposal from Schwab Eaton to provide surveying and design services on the Scott Boulevard bridge project, with the goal for that portion to be finished over the Fall of 2021 such that the project is ready to advertise for bids in December of 2021 so that prospective bidders can plan for construction as a Spring of 2022 project when asphalt plants are back open.The proposal in the amount of $12,200 has the potential for additional costs, if grants that are being looked for to lower the cost of the project require additional engineering services, though City Administrator Joseph Turner doesn't think getting any of those is likely because of the quick turnaround on the project.The South Hutchinson Fire Department also told the council they are doing their annual pump and ladder testing this week and the 20th anniversary 9-11 Walk/Run will be Saturday at 8 a.m.The Avenue F Waterline project will have a seven-day delay because of difficulty in securing supplies, but the plan is still to have it finished later this fall.

The Kansas Department of Agriculture will host the 15th annual Kansas Grape Stomp on Saturday, Sept. 11, at 1:00 p.m. on the Hutchinson Regional Healthcare System Stage at Lake Talbott at the Kansas State Fair in Hutchinson.

Gather around the grape tubs to watch state and local agriculture leaders and others stomp grapes to salute the Kansas grape and farm winery industries. The competitive stomp-off will kick off the event and an open stomp for all Kansas State Fair attendees will follow.

As of September 2021, there are 59 farm wineries throughout Kansas.

KDA is committed to advocating for and promoting the agriculture industry, the state’s largest industry, employer and economic contributor, and encourages all fairgoers to attend the grape stomp to have fun while learning about the grape and farm winery industries in Kansas.

KDA to Host 15th Annual Kansas Grape Stomp at the Kansas State Fair Saturday

WICHITA – A Sedgwick, Kansas man was sentenced 300 months in prison after pleading guilty to one count of Production of Child Pornography.

Between August 2020 and October 2020, Frederick Martin, 26, of Sedgwick used his cell phone to communicate with a minor female via Snapchat and iMessage. He persuaded the teenage victim to record and send him sexually explicit images of herself. Martin also sent the victim photos of himself engaged in sexual acts. During later interrogations with law enforcement, Martin admitted he became aware of the victim’s age while they were trading nude photos.

At the time of these criminal acts, Martin was on parole for previous convictions in the state of Massachusetts on multiple counts of Rape of A Child and Possession of Child Pornography.

The Kansas Internet Crimes Against Children Task Force and Homeland Security Investigations (HSI), Kansas City investigated the case.

Assistant U.S. Attorney Jason Hart prosecuted.

The Kansas Department of Health and Environment will staff a vaccination and testing booth located at&nbsp;9 Wheat State Lane. The booth will run for the duration of the fair.
