HUTCHINSON, Kan. — Small town businesses and industry, including those in Hutchinson, are keeping a close eye on the vaccination mandate put in place by the Biden Administration.

Dan Naccarato, business professor for Hutchinson Community College, says the mandate will have a very negative impact on area businesses and industry.

“It’s another problem for business managers to deal with all across the country,” Naccarato said. “There’s three things in common right now that we're seeing . . . businesses can’t find enough people to hire to fill vacant positions . . . they’re struggling on certain items to be supplied with and they're getting shortages because of the supply chain problem, and number three, costs are going up.”

Naccarato says he expects to see mixed reaction to the mandate, but some will have no choice.

“I think some companies will push back and some companies will try to comply,” Naccarato said. “Because the pressure is if you’re doing any business with any government agency and the executive branch of the federal government is saying either implement a mandate for vaccination or lose your government contract, it catches the company in a tough position.”

Kansas Attorney General Derek Schmidt says he plans to fight the mandate.

The Decades: 1960s coming Sunday morning

Kan. — Dr. Robert Fleming, cardiothoracic surgeon with Hutchinson Regional Healthcare System, went into further detail Thursday on which patients would benefit from the new Impella 5.5 heart pump being used at Hutchinson Regional.

"If their heart's ability to pump blood is roughly 20% of normal, you might consider putting this on," Fleming said. "Also, a group of patients, you can look at this as either a bridge to recovery of the heart or a bridge to transplantation."

This new pump can do as much blood as a body has.

"The last patient we did, she came to us with such a poorly functioning heart that I placed the device in preparation for doing bypass surgery," Fleming said. "Without some support, we might not get her out of the operating room alive. The other scenario would be a case in the operating room that you don't expect to have trouble with, but you do."

In that case, the pump would be placed to allow the heart to heal, with the intent of removal in days or weeks as the patient's condition improves.

"It's people who have had a massive heart attack or have cardiomyopathy, where their heart muscle simply is weakened by a virus, or something else," Fleming said. 

The pump is so small that they can put it in through an artery in such a way that they don't have to crack the chest open to put it in. The first procedure in Hutchinson was performed October 1.

Gas prices continue to rise here in Reno County, in Kansas and across the country.

"Reno County is at $3.04 a gallon on average, that's three cents less than the statewide average of $3.07," said Shawn Steward with AAA Kansas. "If there is some silver lining here, Kansas is the sixth-lowest gas price in the nation."

As it has been throughout this increase, it's driven by crude oil market prices.

"The WTI crude futures prices right now are over $82 a barrel," Steward said. "When we look at where we were in August, those prices were in the low 60s."

There's no way to know if any end is in sight.

"It's hard to predict all the market factors and competitive issues and those crude oil producers having an impact on where we are with those prices," Steward said.

There is also concern that heating oil prices being elevated for the winter months could continue to give overall support to the market.

Gas prices continue climb

HUTCHINSON, Kan. — Union Pacific Corporation kicked off the latest round of earnings reports for the area with its third quarter numbers.

The nation's largest railroad reported third quarter net income of $1.7 billion, or $2.57 per diluted share. This compares to $1.4 billion, or $2.01 per diluted share, in the third quarter 2020.

The railroad was able to navigate through the global supply chain disruptions, a major bridge outage, and additional weather events to produce a strong quarter.

Operating revenue was $5.6 billion, up 13% although car loadings were flat for the quarter.

UP operates about 25 trains per day through Reno County and is currently finishing up a major siding extension project at Whiteside. The railroad has the fourth highest valuation in the county.

Kan. — The weighted enrollment numbers for Hutchinson USD 308 will actually have a positive impact on the school district's budget.

"Our overall weighted enrollment, where you get to count things like at-risk and transportation and ESOL and those kinds of things, vocational, bilingual, everything but special ed, we were actually up 85 and so our weighted enrollment is 5965, up from 5879."

Actual enrollment was down fewer than ten students.

"With the weighted enrollment being up, you know, eighty plus or eighty-five, you take that times the $4706 per pupil, we look to generate about $400,000 in additional funds in this year's budget."

Because of the challenges all entities are having with hiring, though, that may not actually mean more people to teach those kids.

"We've been trying to use some ESSER funding to hire additional instructional support staff to help get our kids caught up from the pandemic," Folks said. "The labor market is such that it's been very difficult, almost impossible to hire additional staff and so, the point is, those additional dollars might not translate to additional staff."

The additional revenue could strengthen the position of the staff in its bargaining with the school board when a mediator comes to work out a deal between the sides October 27.

HUTCHINSON, Kan. — Kansas Attorney General Derek Schmidt said they are still waiting on the final wording of the vaccination regulations from the Occupational Safety and Health Administration before they can challenge them.

"We're watching that eagle-eyed, every day," Schmidt said. "We expect it's going to be published soon. That's based on a number of reports out of Washington. We know that the regulation, the rule, has been sent from OSHA over to OMB, that's the Office of Management and Budget, which ordinarily is the last stop before it becomes published in the federal register."

Legal experts think it will be sometime this month.

"We are in constant communication with other states that are like-minded," Schmidt said. "We'll be challenging it. When I say, as soon, I'm using litigation time, it could be several days, but we're going to get in there and challenge it."

His office is already looking at other related policy that is also in place.

"There are other mandates in place and we're taking a hard look at them," Schmidt said. "The federal contractor mandate, for example. It's caused so much disruption in Wichita and elsewhere, so there's a lot of uncertainty right now, but we're doing our darnedest and we're stepping up and fighting it."

Some private employers are already making the decision to mandate vaccines ahead of the OSHA rule.

Schmidt: Still waiting on final language before challenging OSHA rule

Kan. — Reno County has crossed the 65% number if you add together the overall case count since the beginning of the pandemic and the number of people vaccinated.

According to Wednesday's case count dashboard, there have been 10,338 cases thus far and 30,302 people have gotten at least one shot. Those two numbers together are 40,640 of 62,450 or just over 65%. 

The actual number of people with some type of immunity is likely slightly different than that, because some people are both vaccinated and had COVID-19 and some people got COVID-19 and were never ill enough to even be diagnosed.

The active case count number continues to drop. It is at 306 cases as of Wednesday. It's been about two months since numbers have been this low. 

Of the 10,032 resolved cases, there have been 163 deaths, for a just over 1.6% death rate.

Cases continue downward trend, almost two-thirds either vaccinated or already infected

HUTCHINSON, Kan. — Kansas Honor Flight will host a veterans appreciation event on Saturday, Nov. 6, from 5 p.m. until 8 p.m. at the Moose Lodge at 1401 E. 1st Ave.

The dinner will consist of chili dogs, pulled pork and cinnamon rolls. Veterans eat for free. The night will include a 50/50 raffle and an auction to help raise funds for the Honor Flight program.

The Kansas Honor Flight is an all-volunteer organization that works to honor Kansas veterans of World War II, the Korean War, and the Vietnam War by providing them with an all-expenses paid trip of honor and remembrance to visit their memorials in Washington, D.C.&nbsp;

The organization also works to educate the youth and communities throughout Kansas about the impact of these historic wars and the freedoms our nation enjoys because of the service of our veterans.&nbsp;

Honor Flight dinner Nov. 6

WASHINGTON, D.C. — First District Congressman Tracey Mann spoke on the floor of the U.S. House of Representatives to honor the memory of Fr. Emil Kapaun and ask his colleagues to support his bill to designate the post office in Herrington, Kansas, as the "Captain Emil J. Kapaun Post Office Building."

"Father Emil Kapaun was a man of God who served Jesus and his country honorably," Rep. Mann said. "The young farm boy became a priest at 24 years old and later a U.S. Military chaplain,” Mann said. “He received a Bronze Star and a Medal of Honor for his valor during the Korean War, where he saved the lives of his comrades with complete disregard for his own safety. Father Kapaun truly lived the life of a servant leader. I look forward to this bill's swift passage in the U.S. Senate to commemorate the life of a great Kansan and American hero."

H.R. 2044 passed in the U.S. House of Representatives today and will be sent to the U.S. Senate for final passage.

The Fire Chief from the Calgary, Alberta Fire Department in Canada presented the Hutchinson Fire Department with their plaque for international accreditation virtually at Tuesday's City Council meeting. Hutchinson Fire Chief Steven Beer was justifiably proud of his team at the end of a four year process.

"It's a great honor to lead this team," said Beer. "I'll put it bluntly, you guys have got one hell of a fire department in this town." 

Chief Steve Dongworth noted that there are around 300 agencies in the world that are accredited.

"It's something that not a lot of agencies are willing to measure themselves against," Dongworth said. "It's a peer-based continuous improvement model where it's a lot of work. The work of preparing your documents, preparing your community risk assessment, which really takes an in depth look at the risks that are present in your community and developing your standards of cover document, which is how you respond to those risks."

Hutchinson is one of only around 100 agencies in the world that are both internationally accredited and ISO 1 agencies.

The railroad will be looking to build on a positive second quarter. The nation's largest railroad posted second quarter net income of $1.8 billion, or $2.72 per diluted share.&nbsp;

The railroad still faces challenges in shipping as high demand and breaks in the supply chain kept goods from moving, especially in the intermodal division. Carload revenue jumped 22%.

Union Pacific operates about 25 trains per day through Reno County and is the fourth highest property tax payer in the county.

UP to release 3Q earnings Thursday

The council that has been working with RSP to try to figure out a direction for facilities efficiency is meeting Wednesday afternoon. Superintendent Mike Folks wants the committee's input a couple of issues specifically.

"One involves early education, daycare, those kinds of things," Folks said. "There's a thought about either building a new early education center or trying to get those students that are currently at the Shirley J. Hutcherson Center, along with about six or seven satellite centers across the district all into our elementary schools."

"The other thought is around a middle school," Folks said. "Do we need to look at a new 6-8 middle school? Could we bring our seventh and eighth graders together and repurpose one of the middle schools?"

It's important to note that right now, the district is top-heavy in terms of enrollment.

"Current 7th graders, there's 317," Folks said. "That's the last class that's above 300. I'm looking at a kindergarten enrollment of 256. Our large numbers are grades 12 through 7."

Final decisions on facilities changes will not take place until at least next year. School board elections are November 2.

ARPA meetings this evening and Thursday morning

Kan. —&nbsp;The Atrium Hotel process is continuing forward, though at a slower pace than some may have hoped.

"Normally, we don't just jump right into rehab or preservation of the property before you hold title," said City Manager Jeff Cantrell. "In this case, we're doing some of that right now. We're doing some of the mowing, weed abatement to stabilize the property, make it look at least somewhat presentable. We're doing that because we haven't been able to close on the property yet and we know that there's a community anticipation that we do that."

Anyone who has bought or sold property may be familiar with some of the snags the city is experiencing.

"We have to chase down additional confirmation with the surveyor on the legal descriptions to make sure we're grabbing everything that has previously been missed," Cantrell said. "It's not a representation of the city's overlooking anything, but, in prior descriptions, when that property conveyed, there were some defects in some of those descriptions, or maybe they were just not included, but we're wanting to make sure we have that perfected. We also need to, I think, close the file on one or two environmental issues that could encumber or show some liability in the terms of the agreement."

The I's may not all be dotted and the T's all crossed yet, but this is going to happen.

"I think, at the end of the day, we all know that we're going to buy the property," Cantrell said. "If it's got some lead paint in it, we're going to accept that. We pretty well have come to those terms and conclusions. We're pushing through that to make sure we've got that issue caged completely."

Cantrell would not put a specific timeline on the closing at Tuesday's meeting.

Atrium deal not closed yet, but continues progress

HUTCHINSON, Kan. — Authorities have released the name of the man that was a part of a long standoff Tuesday afternoon in Hutchinson. Police identified the suspect as 51-year-old Christopher St John of Hutchinson.

According to HPD, officers responded to the 300 block of Logan Street after Emergency Communications received a 911 call from a female asking for help.  When officers arrived they learned from neighbors that an altercation had occurred where St John was cursing at a female.  Officers made contact with a white female who reported her ex-boyfriend came into her residence uninvited and was refusing to leave.&nbsp;&nbsp;

The woman was safely removed from the home but St John barricaded himself inside the home and a nearly 5-hour standoff began.&nbsp;He then started damaging property inside the bathroom and made threats to officers, and it was determined that he had access to weapons.  A perimeter was set, and the Emergency Response Team was activated.   Lengthy negotiations took place and St John eventually came out of the residence.

 St John refused to comply with commands and a police K-9 was deployed to assist in taking him into custody.  During the event St John became physical with the police K-9 but members of the Emergency Response team were able to place him into custody.  St John received medical treatment at the Hutchinson Regional Medical Center for lacerations.

Potential charges include&nbsp;charges of felony interference with law enforcement, harming a police dog, criminal damage to property, disorderly conduct, and criminal trespassing. 

St John also had absconder warrant for his arrest through the Kansas Department of Corrections.&nbsp;

Hutchinson man arrested in stand off

Kan. — Coffee at the Cosmo, Cosmosphere’s free speaker series, returns on Thursday.

"Thursday at 9 a.m., from 9 a.m. to 10 a.m., we have an amazing guest speaker from NASA," said curator Shannon Whetzel. "She also was a part of our camp program when she was younger. She is going to speak to us about space suits and I am going to provide some artifacts for those in person to look at. We'll also try to get a look at them for our online crowd."

Kristine Larson Davis, a spacesuit engineer at NASA's Johnson Space Center in Houston and Cosmosphere Camps alumna, is part of a team designing the new xEMU suit that will be worn by the first woman and next man to explore the Moon as part of the Artemis program.

"Kristine will be talking a little bit more about the present day and give a little bit of background and history," Whetzel said. "The artifacts I will be showing are more of the shuttle era. I've got some boots and we've got a lower torso and not just suit parts, but also while you're wearing the suit, you'll need to be able to get a drink while you're on your six-hour space walk, so I've got an in suit drink bad and also, up there in space, you don't really have the opportunity to send your space suit to a tailor or anything like that if you poke a hole. I have a maintenance kit like they would have up there if they need to fix just a small part of their suit."

Davis will be presenting remotely via Zoom and share her NASA-insider view of the spacesuit engineering process.

"Part of the EMU suit development was that it would be more versatile, more people could wear it," Whetzel said. "Not exactly one size fits all, but a lot closer to that, in comparison to the Apollo era."

In the old days, the spacesuits were custom-made for the people that wore them.

Spacesuits subject of Thursday's Coffee at the Cosmo

Two Hutchinson Public School educators are being nominated for the 2022 Kansas Horizon Award. This state award recognizes exemplary first-year teachers who perform with excellence in an elementary and secondary classroom.

The nominees for USD 308 are Jazzmyn Tolbert, a third-grade teacher at Graber Elementary, and Lindsey Kepka, a high-school alternative teacher. These two educators will move on to be considered for state recognition by the KSDE Horizon Award Program committee. Winning recipients are recognized at the KEEN conference on February 11, 2022.

Superintendent of USD 308, Mike Folks, surprised Kepka and Tolbert at their individual buildings to notify them that they had been chosen. Kepka and Tolbert received balloons and a special certificate to honor the occasion. Both teachers were surrounded by their students and congratulated by their building principals during the surprise.

“Hutchinson Public Schools is proud of these individuals, as well as the other nominees across the district. We wish Lindsey and Jazzmyn good luck as they move on to the state recognition stage of the award,” said Folks.

Hutchinson Public Schools Nominates Two for State Horizon Award

The Hutchinson City Council tabled for two weeks the potential acceptance of a grant to extend the GVI trail west behind homes on Kisiwa Village Road on the north side of the ditch. Councilwoman Sara Bagwell had concerns about the cost of the project. She also questioned the motives of those on the council who she believed would vote for the trail, which prompted a response from Nancy Soldner.

"Not only are we waiting on the property owners, we're also waiting on whether we have adequate communication with the people," Bagwell said. "Two, I would like to say that, none of you who are going to vote this and accept this are up for re-election. You have nothing, you're retiring, you have nothing to lose."

Soldner responded that such a comment was out of bounds. Jade Piros de Carvalho also disagreed with Bagwell.

"I disagree, Sara, with your contention that we're not accountable," Piros de Carvalho said. "I think that you can make decisions based on one meeting, or you can make decisions based on master plans and strategy and engagement with the community as a whole and there is always going to be tradeoffs. There's always going to be disagreements on to what the best decision is, but I don't think it's reflective of one of us not caring. I care deeply about this community. I know Nancy and Jon do and they are term limiting out, too, but we have heard for years from those in parks in recreation about the importance of investing in trails."

Bagwell's main contention at the beginning of the discussion, which was backed up by some of the citizens in the neighborhood where the new trail would be is that the trails the city has are not being maintained and so spending money on a new one seems counterproductive. Holly Cooprider crystallized the issue.

"My husband and I are very active, as far as running, walking, taking our dogs, biking," Cooprider said. "I love to bike. I will bike miles upon miles, but I will not use our trails. They are so worn, to me it's safer to be out on 43rd riding with traffic that's going 55, versus using our trails that we have that we cannot maintain right now."

The members of the neighborhood, who were uniformly against the idea, though for different reasons, said they would all be back in two weeks to register their complaints again.

GVI trail extension tabled for two weeks

USD 308 has an opportunity this week to show off Hutchinson to school superintendents from around the state at a meeting of the Kansas School Superintendents' Association.

"Any superintendent in the state can come together bimonthly," said USD 308 Superintendent Mike Folks. "We have an agenda and we come together and cover some of the pressing things that we're dealing with, with public schools. Usually, our commissioner of education and other officials from the Kansas State Department of Education come. In the past, most of those meetings occur in Topeka at the Kansas Association of School Boards, but they opened it up to see if anyone wanted to host one of those in their community, so I volunteered."

For those who are coming in from out of town to attend Wednesday, there will be a reception tonight.

"Our high school vocal music group, the Xpressives are going to sing," Folks said. "We're going to take a tour of our career and tech center at Hutchinson High School and kind of showcase that facility. Tomorrow, we're anticipating maybe 100 superintendents from across the state. We'll gather, and we'll have some professional development and we'll go over the agenda and listen to our commissioner."

"I think now, more than ever, during this pandemic, there's been a need to connect and first of all, stay abreast of what's going on related to the pandemic and other legislative things," Folks said. "Just the socialization piece, where people can get together and network is important. Sometimes we commiserate and other times we try to talk about the positive things that are going on in our district. It's been essential for leaders across the state to have the opportunity to do this."

September's event was in Wichita and KSSA day is in November in Overland Park, with another board meeting in Colby later that month.

USD 308 has an opportunity this week to show off Hutchinson to school superintendents from around the state at a meeting of the Kansas School Superintendents' Association."Any superintendent in the state can come together bimonthly," said USD 308 Superintendent Mike Folks. "We have an agenda and we come together and cover some of the pressing things that we're dealing with, with public schools. Usually, our commissioner of education and other officials from the Kansas State Department of Education come. In the past, most of those meetings occur in Topeka at the Kansas Association of School Boards, but they opened it up to see if anyone wanted to host one of those in their community, so I volunteered."For those who are coming in from out of town to attend Wednesday, there will be a reception tonight."Our high school vocal music group, the Xpressives are going to sing," Folks said. "We're going to take a tour of our career and tech center at Hutchinson High School and kind of showcase that facility. Tomorrow, we're anticipating maybe 100 superintendents from across the state. Kansas School Superintendents Association meets in Hutchinson this week

HAVEN, Kan. — The Haven City Council approved an ordinance that would establish a rural housing incentive district within the city during their Monday meeting.&nbsp;

Approval came following a public hearing on the incentives that the city hopes will spur new growth in the proposed Wildcat Landing addition. The city recently entered into an agreement to purchase a parcel of land from the school district as part of that development.

Also Monday, the council was in consensus that the city attorney should draw up a new ordinance dealing with the issue of overgrown vegetation and grass in the street and on sidewalks. Such an ordinance could be before the council in the near future..

The council also went into executive session to discuss the ongoing legal matter regarding the city pool but no action was taken.

Haven City Council approves housing incentive ordinance

SOUTH HUTCHINSON, Kan. — The city of South Hutchinson is following the lead of other small communities in establishing their own web site as the official publication of the city.&nbsp;

The city council approved a charter ordinance designating the city’s web site as the official publication platform to notify the public of necessary publications such as public hearings or other information that is required to be published by law.

City Administrator Joseph Turner said that it wasn't a wise use of city funds to continue putting notices in newspapers when the cost is so high and people are charged a paywall when they look for it online. Other smaller communities are doing the same thing to cut costs. The matter must now go through a protest period of 60 days.

Also Monday, the council approved the tax abatement application for the American Packaging expansion. The council had approved the application earlier but the process was never completed and had to be finished up, according to Turner.&nbsp;

And the council approved Nov. 1 as a workshop and planning day for the council to discuss goals and what the council wants from their city administrator.&nbsp;

South Hutchinson City Council approves charter ordinance

Kan. — Lynsey Becher with Stage 9 let us know what is planned for Talking Tombstones this weekend.

"Usually, Talking Tombstones is the walking tour," Becher said. "Because we got really good feedback last year that people liked not having to walk in the uneven cemetery ground, we are going to do a stationary Talking Tombstones this year. It is amongst the tombstones, still. The actors are performing in the round. It will be a bring your own chair event."

There will be a few folding chairs, but most folks have lawn chairs of their own that will be more comfortable to bring.

"This year, we have all new people that we are featuring," Becher said. "Only one of them is actually buried out at Eastside Cemetery. We're kind of branching out. We have some exciting new people, plus I've created a couple of new things where we're actually going to have a little bit of magic in the show."

Emcee and local magician Ron Sylvester will keep the crowd entertained between Talking Tombstones actors. <a href="https://my.cheddarup.com/c/talking-tombstones-if-walls-could-talk">There are two Talking Tombstones showtimes Saturday at 6 p.m. and 9 p.m.</a>

Beginning next Sunday, October 24th, callers in the 785 and 620 area codes must use 10-digit dialing or the call will not go through.&nbsp;

The only exceptions are any three-digit abbreviated numbers available in the community, such as 911.&nbsp;

Callers will still dial 1 + the area code and telephone number for all long-distance calls from traditional landlines.

This change is part of a plan to make it easier for persons in crisis to reach the National Suicide Prevention Lifeline. That will eventually become 988 next July 16. The number currently remains 1-800-273-8255.

What is a local call will remain a local call, regardless of the number of digits dialed.

Be sure to check all items with phone numbers, like pet tags, to be sure they have 10 digits, so that anyone using them can dial accurately.&nbsp; &nbsp;

Dial 10 digits by Sunday in 620 and 785 area codes

Kan. — Police were called to the area of 3rd and Logan at 11:20 Tuesday morning for a person barricaded inside a home.

3rd Avenue was closed one block on each side of the scene. This appeared initially to be a domestic disturbance.&nbsp;

SWAT officers, the Sheriff's Office Bearkat and K-9 units were used to take one man into custody shortly after 3:30 p.m.

An ambulance has been called and officers are checking to see if any additional people are inside. Hutchinson Police Chief Jeff Hooper said that a woman alerted authorities to a trouble with a subject call. 

Police were able to get her out of the home safely but the male subject barricaded himself inside the bathroom. He eventually came out and was subdued by one of the K-9 units before being taken to the hospital for treatment and then into custody. No names has been released at this time but Hooper did say the man is wanted by the US Marshalls Service.

There were no injuries other than to the subject which suffered several bites from the K-9 officer.
