Kan. — Creighton University economist Ernie Goss explains that on Wednesday, the Federal Reserve is expected to announce it will start unwinding its $120 billion monthly bond purchases.

"What that does is, they buy the bonds and that pushes down interest rates, or keeps interest rates low," Goss said. "They're going to pull back, which means there will be some upward pressure on interest rates, long-term interest rates. Again, they're pulling back on their stimulus, they're not pulling back on all of it, only about $15 billion a month."

Investors see inflation as a serious danger going forward.

"Inflationary pressures penalize the consumer out there and the worker," Goss said. "It's like anything. Too much of a good thing is not a good thing, in this case, inflation. The Federal Reserve seeks to have 2% inflation. Now, we're running at more than twice that."

Headline inflation including food and energy rose at a 4.4% annual rate in September, according to the Department of Commerce last Friday.

"What's the transition?" Goss asked rhetorically. "What's the period of transition? I think it's much longer than what the Federal Reserve anticipated."

The taper of the bond purchases does not necessarily mean that rate hikes will follow.

"We did ask our in house engineering crew to verify where the property line is from the GVI ditch to the property to the north," said Justin Combs with the city. "Essentially, the fence line, if you've been up in that area, is very close to the property line. There's a couple of spots where it's over a foot or under a foot, but generically speaking, that fence line is the property line."

Since that's the case, the only way to have enough land for the trail is to obtain it from the landowners. They're not interested. Evelyn Henricks, one of the owners, spoke before the council.

"That is purely agricultural property," Henricks said. "There is not one structure on that land, there is not even an agricultural entrance to that land. It is native grass on the east end of it and on the west end is under cultivation. The man that farms it for us usually has wheat in that land, sometimes soybeans, occasionally milo, but most of the time, wheat. This land has been in our family for many, many, many years and we want to do the right thing for it. We do not want to cut it up in little pieces, we do not want to sell a lot on Plum Street, we do not want to sell a strip on one side or the other. As long as we own it, we want to preserve it as it is."

The city is going to see if there is any other project the state will let them use the grant funds for.

GVI trail extension will not happen

HAVEN, Kan. — The Haven Police Department has filled a vacancy in its force. The Haven City Council approved the hiring of Steven Phillips to the force, pending his completion of his certification from KLETC.

The council also approved the new ordinance regarding control of weeds and grass in city streets and on sidewalks. The council had been working to get such an ordinance passed due to the amount of grass clippings and debris that was being swept into the streets.

The council also discussed but took no action on whether to allow golf carts to be operated on city streets after dark providing they had the proper lights and turn signals. The council was mostly in consensus that they were not in favor of carts operating after dark.

Haven hires new police officer

HUTCHINSON, Kan. — Arconic Corporation continued its recovery from a dismal 2020 fiscal year by reporting third quarter revenue of $1.9 billion, an increase of 5% from the prior quarter.

Higher aluminum prices and the start of packaging sales in the U.S. were able to&nbsp; offset weaker than expected ground transportation sales. The Company reported net income of $16 million, or $0.15 per share, compared with $5 million, or $0.05 per share, in third quarter 2020.

“Demand for our products remains very strong across all end markets even as the pandemic continues to affect our operations. Ongoing labor shortages in the U.S. limited our ability to serve existing orders, particularly in the industrial market,” CEO Tim Meyers said. “As we exited the third quarter, our industrial backlog was more than $60 million above typical levels or roughly five times greater than normal. We are aggressively addressing these issues and expect to work down the backlog by the end of the year and return to sequential Adjusted EBITDA growth in the fourth quarter.”

The company has continued to climb out of the hole left by the suspension of the 737 Max project and a shut down of the automotive industry due to the continued chip shortage. The company also finished stabilizing its pension program earlier in the year.

Arconic Hutchinson provides finishing work for aluminum used mostly in the aerospace industry.

Arconic posts positive 3Q earnings

HUTCHINSON, Kan. — Two area youth were named winners of the Kansas Department of Transportation's Put the Brakes on Fatalities poster contest.

Seven-year-old Riley Leake of Sterling and 10-year-old Isabelle Kaufman of Kingman were announced as area winners of the contest. Riley is the son of Catherine Leake while Isabelle is the daughter of Jodi and Travis Kaufman.

Contest winners receive a bicycle from the Kansas Turnpike Authority and a helmet from Safe Kids Kansas.

The idea of the contest is getting children to think about traffic safety and presenting those ideas on posters. A total of 638 children in Kansas, ages 5 to 13, participated this year.

Put the Brakes on Fatalities Day is a nationwide initiative to improve traffic safety and decrease traffic deaths.

HUTCHINSON, Kan. — After much discussion and promises of better representation, the voters in Reno County will decide whether to expand the Reno County Commission from three to five members.

A special question on the expansion is on Tuesday's ballot for the school board and municipal election.

Proponents of the expansion feel that the rural areas of the county will get more representation, while opponents feel it would give too much leeway for commissioners to talk about matters outside of the usual meetings.&nbsp;

The matter has brought mixed feelings among the public. The Hutchinson Community Foundation has been one of a few organizations to speak out about the proposal. The foundation has expressed support for change.

If approved, the commission would expand in the 2022 election.

Special question on ballot for county commission expansion

NICKERSON, Kan. — There is a special question on the ballot for Tuesday's election for Nickerson city residents. That is a continuation of the city’s $0.01 sales tax.

The sales tax was first approved by a vote of the public in 2012. The tax funded the new community center. Once that was finished, the sales tax came up for extension in 2017. City residents again approved the tax for sewer line and park improvements.

There are some changes to the resolution that is up for a vote Tuesday. The council approved adding sidewalk improvements and an overall upkeep of the city to the sales tax question. The park and sewer line improvements also remain on the resolution.

With the recent increase in sales tax revenue, the city takes in about $75,000 per year. If approved, the tax would continue for another four years. If voted down, the sales tax will sunset in 2022.

Nickerson sales tax question on ballot Tuesday

Kan. — Gas prices continue to increase.

"In Kansas today, we are $3.12 a gallon on average," said Shawn Steward with AAA Kansas. "That is up four cents from a week ago, from $3.08. Reno County is at $3.07 a gallon, five cents less than the state average."

The nationwide average is increasing more slowly.

"The national average gas price for a gallon of unleaded rose to $3.40 a gallon," Steward said. "That two cent rise over last week is the smallest increase we've seen in a month."

The fundamentals may be improving, as well.

"There's news that Iranian oil, which has not been sold globally in large quantities since 2018 may return to the world market," Steward said. "That coupled with an OPEC plus meeting on Nov. 4, is creating some market volatility, but slowing the pump prices right now."

It remains to be seen if those additions to supply will materialize, though.

Jenna Fager, the Deputy Clerk that runs elections for Reno County, told Hutch Post Monday that 1,237 people voted in advance in the 2021 school board and municipal election.

Fager said in 2019, 7,952 people voted, which was 20.26% that time around. She said the number of advance voters was about average for a municipal and school board election.

The general election is November 2 and you can find your polling place at <a href="https://www.renogov.org/138/Elections">renogov.org</a>.

Karla Nichols with the Reno County Health department said the CDC's Advisory Committee on Immunization Practices will meet soon about vaccine for kids.

"The ACIP, which is the advisory committee for the CDC, meets Tuesday," Nichols said. "Once the advisory committee for the CDC meets, then it will go before the director. The director will have the final decision that will inform KDHE and then they'll inform us, as far as how we're able to proceed and when we're able to proceed."

The dose for kids is different, so the Reno County Health Department is already seeking a supply.

"We've already pre-ordered," Nichols said. "We should be getting it just in time for that decision," Nichols said. "I'm sure everybody else around town has been pre-ordering also. We are not able to give it until we are given the green light. We will be ready to go, once we get that vaccine in house."

Depending on how quickly the decision comes down, it could be late this week or early next when kids from 5-11 can start getting the Pfizer shot, if their doctor and parents think it's a good idea.

Nichols: Kids COVID-19 vaccine approval process continues

HUTCHINSON, Kan. — Elementary students within Hutchinson USD 308 are receiving fresh produce during the school day as a part of a new Fresh Fruit and Vegetable Program (FFVP) from the United States Department of Agriculture.

All eight elementary schools are benefitting from the program which will serve 53,015 students across Kansas through a $3.3 million award to the state.

Participating schools will provide fresh fruit and vegetables to students at no charge. Through the program, students will have the opportunity to learn more about how to incorporate fresh produce into a nutritious diet.

“Fresh Fruit &amp; Vegetable Program is a great program that allows our students to experience a wide variety of fresh fruits and vegetables outside of the cafeteria,” Jennifer Tatro, Director of Nutrition Services for USD 308 said, “Elementary students are served a fresh fruit or vegetable twice a week in their classroom. In addition to the produce, we also provide classroom teachers a nutrition education facts sheet to share with students as they are enjoying the fresh fruit or vegetable. We partner with Smith's Market to help source the produce served.”

&nbsp;According to the USDA, the goals of the FFVP are to introduce children to fresh fruits and vegetables; to include new and different varieties; and to increase overall acceptance of fresh, unprocessed produce among children. The FFVP also encourages healthier school environments by promoting nutrition education.

USD 308 benefiting from fresh produce program

Kan. —&nbsp; The Hutchinson City Council will take up to the GVI Trail Extension Grant for the trail behind homes on Kisiwa Village Road on the north side of the ditch as part of its meeting Tuesday. 

Many neighborhood members expressed their concerns about the project two weeks ago and said they'd be back to speak again if needed.

Also on the agenda is a presentation regarding the South Central Kansas Economic Development District, approval of appointments to the Hutchinson Recreation Commission and the Human Relations Commission, a resolution approving the Salty Records Fest as a Special Event in a Designated Entertainment District, an ordinance amending the storm sewers, sanitary sewers and sewage disposal chapter of the city code and the usual comments from council members and City Manager Jeff Cantrell.

The Hutchinson City Council meets at 9 a.m. Tuesday in the City Council chambers.

South Hutchinson City Council meeting is Monday evening

HAVEN, Kan. — The Haven City Council will look over a proposed ordinance dealing with overgrowth of weeds and grass on sidewalks and street curbs when they meet this evening.

Under the proposed ordinance it will be unlawful to sweep clippings, dirt or other debris into the street, gutters or drains.&nbsp;It would also be unlawful for residents to allow dirt, debris, grass or weeds to over grow or cover adjacent sidewalks.

Violation of the ordinance would be a $75 fine plus court costs. If a property owner fails to clean up the area, the city can do so and then collect the costs associated with the clean up on a special assessment on the owners property tax statement.

Also tonight, the council will go into executive session regarding the vacancy in the Haven Police Department.

HUTCHINSON, Kan. — The earnings reports for companies with ties to Hutchinson and Reno County continue on Tuesday when Arconic releases its third quarter report. The aluminum components maker hopes to continue its rebound from the Boeing shut down and the pandemic in the third quarter.&nbsp;

The company showed second quarter earnings before a major pension pay in of $187 million.Sales totaled $1.8 billion which is an increase of 52% from 2020 when the pandemic and a shutdown of the Boeing 737 Max production lines left the company at a near standstill. Transportation was still soft for the company the past three months, but higher aluminum prices and growth in the industrial and packaging end markets helped boost the company’s bottom line.&nbsp;

The Hutchinson Arconic facility does finishing work for aluminum material, mostly for the aerospace industry.

Arconic releases third quarter earnings Tuesday

One of the funny things about getting older is how it warps our perception of time. When we’re young and nearly every experience is new, time moves slowly. As we age, however, there are fewer and fewer things we haven’t experienced, our schedules become more predictable and the days seem to meld together.

I think it’s fair to say most of us were coasting along as time gradually picked up speed until about March of 2020. Suddenly days felt like weeks and weeks felt like years as uncertainty and routines were up ended.

This warped version of reality seems to be receding because somehow it’s now November and I’m wondering what happened to October. Halloween is over and the winter holiday season is approaching fast. We’ll even turn back time, literally, in a few days, but that’s a topic for another time.

Perhaps the most encouraging sign we’re all finding in our routines is knowing the first weekend in December means the 103rd Kansas Farm Bureau annual meeting will be held in-person in Manhattan Dec. 4-6. It’s a time to enjoy food and fellowship as we celebrate another year, honor those who’ve made important contributions to agriculture and hear from elected officials.

Of course, there will be plenty of time for conversations and networking in the hallway with friends, both new and old. There’s value for every one of the several hundred participants who will be in attendance, whether they raise crops or livestock.

Kansas native Dale Moore will deliver the keynote address. Moore grew up on a southwest Kansas livestock, hay and grain farm, and has decades of experience representing agriculture in our nation’s capital where he now serves as executive vice president at the American Farm Bureau Federation. I’m looking forward to hearing what he has to say on the current state of agriculture.

Just as it’s important to recognize past achievements, Kansas Farm Bureau’s annual meeting also sets the agenda for the next year. The business session will focus on what comes next — what plans and policies are important to helping members as we move into the future. These issues will be decided by Kansas farmers and ranchers based on a year-long process where members have multiple opportunities to raise concerns and vet proposed resolutions.

This transparent, deliberative process can feel like it takes forever to address issues, but that’s by design. The development process forces us to look beyond immediate complaints to five or 10 or even 50 years from now. That may sound like a long time to some, but for others years can disappear faster than they ever imagined.

I hope you’re able to get away from the farm so you can join us as we celebrate another year of achievement and lay the groundwork for success in 2022. It will be good to be together again, and we can get back to our old routine.

Major Paul James with the Salvation Army let the public know that the Coats for Kids distribution is this week.

"November 4th, we are almost the whole day, it's 1 p.m. to 7 p.m.," James said. "We want to make sure that we get the people that work and can't make it in during the daytime, that they have an opportunity to get their kids some coats. Then, on November 5th, we have senior citizens only from 9 a.m. to 11 a.m., then we have it open again from 1 p.m. to 4 p.m. Then we're open again on November 6 from 9 a.m. to noon."

No appointment is necessary for the coat distribution.

"Most of the coats are in amazing shape, like new even, some of them," James said. "We have them sorted by age and gender and on racks. We've spread it out again this year, just for COVID reasons, throughout three days. I think we did it in like a day and a half previous to that. It's a pretty simple process. You come in through your family, you can try on the coats and then take them."

Ineeda Cleaners obtained and cleaned the coats, hats, gloves, scarves, and blankets throughout the month of October.

HUTCHINSON, Kansas — Those passionate about learning on the job and in the classroom can get first-hand experience thanks to IdeaTek’s new apprenticeship program through Hutchinson Community College.

IdeaTek’s three-year program allows for students to combine class time at HutchCC with on-the-job training, preparing them for a career with the company. Apprentices are enrolled as part-time students at HutchCC where they will complete a pre-selected set of courses. The participants will receive free college tuition, plus a salary from IdeaTek.

IdeaTek is currently taking applications through Jan. 15 for both a project manager apprentice and an installation technician apprentice.&nbsp;

The project manager position will allow the student to plan, coordinate, direct and oversee implementation of construction and operational activities while maintaining budgetary objectives.

The installation technician will gain skills to deliver fiber to homes, troubleshoot customer connections and manage project timelines and design.

Founded by four high school friends in 1999, IdeaTek is now one of Reno County’s larger employers. IdeaTek's mission is to connect underserved communities with affordable, high-speed internet service.&nbsp;

The new apprenticeship program is aimed at developing the next generation of experienced professionals for skilled trades, said Megan Shearer, IdeaTek’s director of talent.

“We are excited to partner with HutchCC to create opportunities for students in our local communities,” she said. “Real-life work experiences are irreplaceable. We look forward to working with some talented students.”

IdeaTek launches new apprenticeship program with HutchCC


HUTCHINSON,
Kan. — Though the election for city council in Hutchinson is nonpartisan, if you follow the campaign contributions to the various candidates by current and former elected officials, you can divine, to a point, where some of the candidates are seen to sit politically, at least among the Republican side.

According to contribution forms provided to Hutch Post that were filed October 25th with the stamp of Reno County Clerk Donna Patton affixed, some legislative officials and former officials and their spouses have opened their checkbooks in this race.

Republican State Representative Paul Waggoner and State Senator Mark Steffen both contributed to the campaign of SW District candidate Brock Wells. Wells bought ads on the radio with Eagle Communications and on Hutch Post.

SW District candidate Greg Fast was contributed to by County Commissioner Ron Sellers and former State Senator Ed Berger and his wife, Carol, along with former state senator Dave Kerr. Fast also purchased ads from Eagle.

NW District candidate Jon Richardson was contributed to by Commissioner Sellers and Carol and Ed Berger, along with current council member Jon Daveline, former council member David Inskeep and former State Senator Dave Kerr. He also advertised with Eagle Radio.

At-Large Candidate Marla Jean Booher received contributions from Inskeep, Daveline, Sellers, and Carol Berger. She also advertised both on Eagle Radio and Hutch Post.

At-Large Incumbent Sara Bagwell recieved contributions from Rep. Waggoner, along with Sen. Steffen's wife, Deanna. She also advertised on Eagle Radio and Hutch Post.

Though NW Candidate Jill Gumble had contributions from over 20 different people, no names of elected officials appeared on her form. She did buy ads from Eagle Radio.

At-Large Candidate Charles Johnston had just three campaign contributors. None are sitting officials.

The general election for Hutchinson City Council is Tuesday.

HUTCHINSON, Kan. — The rescheduled meeting of the Board of Reno County Commissioners will be back in the commission chambers at the courthouse when they meet next Wednesday.

On the agenda for that meeting is new lease proposals for the mail machine and folder/inserter from Midwest Single Source and Pitney Bowes, the Community Corrections annual department update and a progress report on projects at the Reno County landfill.

Commissioners moved the meeting from its original date of November 9th so that all three of them could be in attendance. 

The election canvass for the November 2nd municipal and school board elections will still be on the 9th, with County Administrator Randy Partington taking the third place on the canvassing board since Daniel Friesen will be unavailable on the 9th.

Reno County Commission to meet November 3

As we celebrate the 150th birthday of Hutchinson and Reno County, we want to go through the years, decade by decade, to see how things have changed and — remarkably — how they have stayed the same. This would not be possible without the efforts of Steve Harmon, the Reno County Museum, and the Hutchinson Public Library, who have made a great effort to supply us with the information and photos that you’ll see in this 15-part series. As we reached the 100th year of Hutchinson, many things had changed. Airline service came and went from the area once again, two hospitals combined into one entity, and several of the once-proud drive-ins closed. It was also the start of what would become one of the great museums in the nation. All that and Evel Knievel, too, as we look&nbsp; back at the 1970s on this edition of The Decades.

1970: Residents in what becomes known as the King's Garden addition object to the city’s annexation of the land around Trinity High School.

Big Bird, Bert, Ernie and the rest of Sesame Street hit the airwaves as KPTS public television begins operation.

Air Midwest begins offering six flights out of Hutchinson.

Many know about it but few talk about it — the Medora nudist colony boasts having 90 members.

St. Elizabeth's Hospital and Grace Hospital merge to become the Hutchinson Hospital Corporation.

Twenty-three acres of land that was once Riversbanks Orchards and then the Dillon Recreation Center is deeded over to Hutch Rec for the Dillon Nature Center.

Amtrak Begins passenger service in Hutchinson with The Southwest Limited.

Heavy snowfall hits the area, bringing schools and businesses to a standstill.

1971:&nbsp;Hutchinson celebrates its 100 birthday. The city of Hutchinson was founded in 1871 when frontiersman Clinton "C.C." Hutchinson contracted with the&nbsp;<a href="https://en.wikipedia.org/wiki/Atchison,_Topeka_and_Santa_Fe_Railway">Santa Fe Railway</a>&nbsp;to make a town at the railroad's crossing over the&nbsp;<a href="https://en.wikipedia.org/wiki/Arkansas_River">Arkansas River</a>. The town actually sprang up about one-half mile north on the banks of Cow Creek where a few houses already existed.&nbsp; &nbsp;

Daredevil Evel Knievel jumps 10 semis while performing at the Kansas State Fair.

The South Hutchinson High Rise Apartments open to serve low-income residents.

Another blizzard hits the area, shutting down schools, highways and businesses for days.

U.S. 50 is realigned around Hutchinson all the way to Sylvia. 4th Avenue used to be a part of Highway 50.

Wesley Towers opens for service to senior residents.

Two people are killed when a morning fire sweeps through Wiley’s Home Furnishings.

The new Law Enforcement Center opened just west of the courthouse.

Still popular today, the first Buhler Fall Frolic was held.

Gus Leonida, who became known for his selling of war bonds during WWII, dies.

1972: Dallas Crable becomes the first black member of the Hutchinson City Commission.

Football and basketball coaches are fired from Nickerson High School. Students protest to no avail.

Reno County Health Department is established.

Fire destroys the Bella Vista mobile home factory at HABIT. The county and HABIT argue about responsibility for protection.

Partridge High School closes; students bused to Haven.

Ten members of the Home Builders Association of Hutchinson attend the national conference in Houston.

Ray Rose, former leader of Dillons stores and Hutchinson resident, becomes president of King Soopers. Both are now owned by Kroger.

Jim Fountain begins 20-year run as Reno County sheriff.

Pegues expands by 40 thousand square feet downtown.

1973: Cable television comes to Hutchinson.

John Dunn of Hutchinson is one of the first POWs in Vietnam to return home upon signing of the cease fire during the Vietnam War.

Major flooding hits areas along Cow Creek with water hanging around for two weeks.

A giant motorcycle rally is held in Hutchinson with more than 9,000 motorcycles and more than 10,000 spectators.

USD 308 superintendent resigns after an investigation into taking kickbacks from a dairy company providing milk for the school district. Charges are eventually brought.

 </figure>1976: Hutch High girls win the state basketball championship.The new viaduct opens over the Santa Fe railroad yard on Airport Road.Reno County Council on Aging begins bus service for the disabled and elderly. Today it is known as RCAT and is full-service to all.In an effort to better aid in rescue from a car accident, Reno County purchases its first jaws of life apparatus.1977: The gas shortage of 2021 wasn’t the first of its kind as schools closed in 1977 due to a shortage of natural gas supplies.The city of Nickerson contracts with the Reno County Sheriff’s Department to police the city. The city eventually returned to having its own force, only to abolish it again.<figure>

 </figure>John Daveline becomes president of the Hutchinson Chamber of Commerce and becomes the longest serving president holding that position until 2006.Victory Village for wayward girls is closed after allegations of physical abuse.HutchCC allows coed visits in dorms for the first time.1978: They come and they go, the city finally removed parking meters for good in the downtown area.The reformatory purchased bloodhounds to help track escapees.The Reno County Genealogical Society is formed.<figure>
