HUTCHINSON, Kan.— The Hutchinson City Council will go over the budget once again during Tuesday's agenda session.

The council is wanting to stay revenue neutral if possible, but an increase in costs for materials and overall inflation may provide a challenge for the council. City Manager Gary Meagher met with department heads and they were able to find more than $1.2 million in cuts to close out 2022 and for 2023.

They include holding some open positions vacant in the police department saving about $493,000, cutting $238,000 from the motor and equipment reserve fund, and making another $245,000 in cuts in department operating expenses. It also includes more than $224,000 in cuts to the street department.

The city is having to make the cuts to keep the mill levy at 41.556 mills. The cuts offset a 7% increase in valuations for 2023, pushing the city budget above the revenue-neutral rate.

Hutchinson City Council to continue budget work

Kan. — Given the Supreme Court's holding in West Virginia v. EPA, a conservative policy advocate's call to be sure that advocates for energy don't pile on to already tough issues by increasing taxes seems like an idea worth further scrutiny.

"They just cannot conceive of an energy plan, that, whatever else it contains, and it may have a lot of meritorious things, has some nod to climate change in it. For whatever reason, they've decided the least bad thing would be a tax."

The American Petroleum Institute’s climate committee approved a surcharge on gasoline and other fossil fuels to discourage greenhouse-gas emissions. Given that the Supreme Court just held that the EPA can't do greenhouse gas regulation on its own, this is an issue that's likely to come before Congress. Reuters also reported last week that France's Emanuel Macron told President Biden that the United Arab Emirates and Saudi Arabia are almost at the capacity of what they can do.

"We should be producing two or three more million barrels a day than we are," Kerpen said. "We have most of the world's swing capacity. The whole rest of the world is like, what the heck is going on? They're like going crazy that we have such insane policies that the entire world is suffering economically as a consequence of."

There is an idea floating around to tax only imported oil, but right now the American energy industry has a confidence problem.

"Even if they came out tomorrow and said, we're calling off the dogs at the EPA and Interior and the SEC and Treasury and we're going to call a truce on all this global warming stuff, how do you get these companies and the markets to believe you enough to invest billions of dollars into assets that need to have a 40 year life, when they kind of know that your real plan is to shut them down in the medium term after they survive politically?"

The economy is likely to be a primary issue in the midterm Congressional races this fall.

Kerpen: Energy policy needs to be midterm issue

HUTCHINSON, Kan. — Reno County Deputy Elections Clerk Jenna Fager said she has the poll workers she needs for the Aug. 2 primary, but they're always looking to add to their list.

"If you are interested in being a board worker, you can always contact our office," Fager said. "We have an application that you can fill out. We'll definitely keep you on file."

How many people staff a polling location depends on how big it is.

"Depending on where we're at, sometimes we'll have five people, sometimes we'll have three people. At the fairgrounds, it's a little bit of a different situation. That's usually five member boards."

If they call you because they think they'll need you in the future, like for the November general election, you have some work to do ahead of election day.

"We do sign you up, we get you scheduled for training and there is a mandatory two hours of training that goes into it prior to each election. We're always looking for people who are willing to work. Usually, people are more interested in working the larger elections, than they are the smaller elections, like the city and schools. That's when we really seem to struggle."

Fager: Poll workers ready for August, but you can help for later

Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson is looking to the next phase of using the district's space most efficiently.

"RSP has put together some amazing amounts of data for us," Johnson said. "We've got to take that data, turn it into information and make decisions off that information at this point."

How does the plan for 308 fit in to the plan for the community as a whole? That's another important question.

"How do we take a look at three to five years down the road?" Johnson said. "I read a book once that said, if you're looking five years down the road, that's too far. There's a lot of things going on in the community, that I want to make sure that I am tied into that are also happening. Taxpayer dollars have to be shared in lots of entities."

It's also important to continue to broaden the cross-section of the community that has a voice in whatever decisions ultimately are made.

"We'll work with the administrators and principals and make sure we have a demographic representation through all levels of demography, whether it's age, whether it's ethnicity, whether it's grade level, whether it's parts of the community. We'll want to make sure that representation is there."

Johnson plans to start with conversations with that building leadership so she can get them on board to look to their parents for assistance in finding the right scope for these changes.

HUTCHINSON, Kan. — U.S. Reps. Tracey Mann (KS-01) and Rick Crawford (AR-01) led 12 Members of Congress in sending a letter to President Biden urging him to hold India accountable for violating its World Trade Organization (WTO) commitments.

Current WTO rules allow governments to subsidize up to 10% of the value of commodity production; however, the Indian government continues to subsidize more than half of the value of production for several commodities, including rice and wheat. India’s lack of rule-following, and the Biden Administration’s lack of enforcement, have reshaped the global agricultural production and trade channels by driving down prices, depressing production of rice and wheat commodities, and putting American producers at a disproportionate disadvantage.

"India’s practices are dangerously trade-distorting on a global scale and impact U.S. farmers and ranchers," wrote the members. "We urge the Administration to file a formal request for consultations with India at the WTO and to continue monitoring other WTO member’s domestic support programs that undermine fair trade practices,” Mann said. “America must not yield for the sake of reaching consensus. Instead, America must work to promote solutions that will alleviate the global supply chain and food shortages, and America must take actions that will address those consumers most impacted by inflation and rising food prices.”

Mann requests action against trade practice by India

BUHLER, Kan. — USD 313 will hold its regular July Board of Education meeting on July 18, rather than July 11 this month, due to a scheduling conflict.

The agenda for the meeting will be available July 15.

The Buhler USD 313 Board of Education has one regular board meeting per month. It is traditionally on a Monday evening at 6 p.m. at the Burkholder Administrative Center at 406 W 7th in Buhler.

The pancake feed served 150 community members and their families, the car show had 20 entrants and raised $350 for the Edward L. 'Eddie' Tipton Minority Scholarship Endowment at HutchCC. 

Also, there was a blood drive, a movie, a domino and spades tournament and music by the George Sander Band.

Tipton thanked the volunteers, supporters and sponsors for their contributions.

Just before 11 a.m. Wednesday, police responded to report of young children and a dog found unsupervised in someone’s backyard near a pool, according to Police Captain&nbsp;Mark Brinck.

When officers arrived, they found four children between the ages of 2 and 5-years-old in the area. Officers determined the children had left a daycare in the 700 Block of East Kansas Avenue and walked to this area.

Officers contacted 47-year-old Tracy Barr and another child in the 700 Block of East Kansas Avenue. According to online records <a href="https://khap2.kdhe.state.ks.us/OIDS/OIDS_ViewFacility.aspx?facilitysearch=pQ6%2fNNqOehPH%2fyl06ro2NaFtvgxEoDQrWI0c72s04Bc5b1cSYNv2vffzR%2bnLzsdQefZnslPgIsI%3d">Barr is the owner and program&nbsp;director for&nbsp;Golden Explorers</a>,&nbsp;722 East Kansas Avenue, a Licensed Day Care Home in McPherson with a maximum capacity of 10 children.

 Officers took the children into protective custody and later released them to their parents or guardians. 

Officers arrested Barr on requested charges of Aggravated Endangering a Child and Driving Under the Influence, according to the release.

The McPherson Police Department referred this incident to the Kansas Department of Children and Families and the McPherson County Attorney’s Office.

YODER, Kan. — A weeklong training seminar of the Kansas Police Administrators wrapped up Friday at the Kansas Law Enforcement Training Center (KLETC) near Yoder.

The seminar was a partnership between KLETC and the Kansas Associations of Chiefs of Police (KACP) and is designed for new chiefs and law enforcement administrators plus senior officers and supervisors who are preparing themselves for a chief or other upper-level police administrative positions.

Former Reno County Sheriff Randy Henderson, now the Executive Director of KACP, says it can be tough moving up from a position of sergeant or lieutenant to becoming an administrator over a department.

“We are building more professional chiefs and administrators by giving them the tools to do the new job that they are tasked to do,” Henderson said.

The seminar provides instruction in the "basics" of managing a police department and its employees, with real-world problems and decision-making that administrators confront daily. The subjects discussed are not the usual law enforcement subjects and cover such topics as media relations, legal updates and various investigating protocols.

Jonathan Morris, a consultant brought in to cover the topics of strategic planning and resource allocations in small police agencies and hiring and retention, said that the seminar is essential for potential law enforcement administrators.

“The KPAS program is an excellent overview of the skills needed for aspiring police chiefs and commanders who wish to strengthen their skill set and broaden their competencies,” Morris said. “This will enable them to be more effective with their law enforcement organization.”

KPAS is an annual five-day intensive-training seminar conducted at the KLETC facilities with a class size limited to 30 participants who are housed on the KLETC campus throughout the session due to the intensity of the training.

Kansas Police Administrators Seminar wraps up near Yoder

YODER, Kan. — Seventeen cadets recently attended the Civil Air Patrol (CAP) North Central Region Glider Flight Academy at the Sunflower Aerodrome near Yoder.

The 10-day academy allowed cadets aged 14-19 to experience flying in a glider, with the ultimate goal of flying solo by the end of their time in the program.

"The real goal is to give cadets flight time and introduce them to gliders," Lt. Col. Douglas Dutton, Kansas Civil Air Patrol operations director, said. "The ultimate dream is to get everyone to fly solo, and we got 16 out of 17 to solo this session."

CAP is a <a href="https://en.wikipedia.org/wiki/Congressional_charter">congressionally chartered</a>, federally supported non-profit corporation that serves as the official <a href="https://en.wikipedia.org/wiki/Auxiliaries">civilian auxiliary</a> of the <a href="https://en.wikipedia.org/wiki/United_States_Air_Force">United States Air Force</a>. CAP currently has more than 56,000 volunteers who provide services such as search and rescue, disaster relief and humanitarian efforts.&nbsp;

When not actively flying in a glider, cadets attended classroom instruction, assisted each other on the runway and used flight simulators to hone their skills. The simulators offer a realistic experience, and the cadets' record time spent in them in their flight log books as training.

In addition to the 17 CAP cadets, the academy included 15 volunteers made up of three tow pilots, five Federal Aviation Administration-rated glider instructors and support staff.

Civil Air Patrol hosts glider flight academy

HUTCHINSON, Kan. —<a href="https://hutchpost.com/posts/dd091215-73dc-4bc9-ae18-7f9ee8653047"> With the commitment from the Reno County ARPA Task Force to seek significant funding for childcare</a> and the <a href="https://hutchpost.com/posts/3429ca2b-7270-400e-b00b-5641d6788ed0">arrest of a McPherson child care provider just a few days ago</a>, it's clear that finding safe and affordable places for kids so that parents can work continues to be a challenge.

A small town in McPherson County is hoping to start a conversation in that regard after the holiday.

The Canton Public Library will be hosting Logan Stenseng with The Zero to Thrive Kansas Childcare and Early Development Coalition on Saturday July 9 at 2 p.m. Stenseng, who works with Thrive Allen County, will speak about important ways to strengthen early childhood growth. 

Stenseng wants to hear from local residents about their child care experiences so that policy can change and Zero to Thrive wants to provide resources and training to build advocacy skills for child care providers and parents.

HUTCHINSON, Kan. — Amtrak's Southwest Chief uses the BNSF Railway for its service. In Reno and Harvey counties, that means the Chief and any other train moving through both counties passes more than 132 public grade crossings.

And according to KDOT, of those 132 crossings, 40 (or more than 30%) of them are passive crossings or a crossing without lights or gates. Most of those are in Reno County between Newton and the Reno/Stafford county line. The number of passive crossings continues out into western Kansas on little used farm and rural roads.

In Harvey County, most of the crossings are active with at least warning lights. This is because that portion of the BNSF is a main line trans-continental route that sees as many as 50 trains per day. The line from Newton west is a lesser used route with fewer than 10 trains per day.

Passive grade crossings have become an issue again after the Southwest Chief struck a dump truck at a passive crossing on Monday, killing four people.

Of course, there are two other railroads in the county. Union Pacific has 65 public crossings in Reno County, most are active. Union Pacific has worked over the years to eliminate a number of crossings along K-61, which runs at a diagonal across the county, leaving a number of rural intersections close to the tracks. UP has been able to combine those crossings significantly, eliminating the number of roads crossing its tracks. UP and BNSF have also worked to close some crossings where tracks parallel just southwest of Hutchinson. UP runs about 25-30 trains per day through the county. Some of the intermodal trains are allowed to run better than 65 mph.

The other railroad is the Kansas and Oklahoma, which runs from Wichita through Haven, Yoder, Hutchinson and Nickerson. The tracks see about 2-4 trains per day, depending on traffic. Nearly all of the rural crossings in Reno County are passive. The trains do move much slower than those on the UP or BNSF.

There are currently 205 public railroad grade crossings in Reno County.&nbsp;

Volunteers must be at least 16 years of age and pass a background check. They will typically work four to eight hours a day. They must present a professional appearance and a friendly manner.

The main function of volunteers is to direct fairgoers and they must be dependable and punctual. If they have a problem, such as seeing a fairgoer with a medical issue, they are to contact the Highway Patrol on site or fair staff.

HUTCHINSON, Kan. — The work on the Washington bicycle boulevard continues northward now that the refuge island has been put in on 17th Avenue, though the storm sewer work isn't quite done yet.

"The heaviest portion of the construction is essentially from 17th to 19th," said Director of Engineering Jeff Peterson. "We're getting things ready so they'll do an asphalt overlay from 17th to 19th over those bricks. All the work that's getting done to date is kind of getting ready for that."

Where brick streets are in poor condition, the cause is typically the condition of the base the bricks are laid upon. The bricks themselves do not warp or buckle, but rather the sand and gravel base underneath them reacts adversely to weather and traffic/load conditions.

"From 18th to 19th is probably some of the worst brick streets in the community, with the existing storm sewer," Peterson said. "We're paving over them to make it smoother for automobiles, bicycles and those types of things."

A traffic circle will be put in at 18th as another traffic calming measure.

Going north, there's some minor curb and gutter repairs farther north," Peterson said. "There's also doing a mastic overlay, essentially, it's like what's getting done at the Sports Arena right now, to make it more black and extend the longevity of the good portion of the street that's asphalt going north."

The majority of the project was funded through an 80% state match for the bicycle boulevard, though the storm sewer repair came out of the stormwater utility fund.

CHENEY, Kan. — It is expected to be a very busy weekend at Cheney State Park with an extended Independence Day holiday.&nbsp;

The park says all campsites are full, although there is quite a bit of primitive camping still available on a walk up basis. As far as the lake goes, the water level is at normal level and the lake is free of any significant debris. The changes in the weather have slowed the fishing down a little bit, according to the park.

The park also wanted to remind visitors that no fireworks are allowed. 

About 50,000 people visit Cheney State Park during a three-day holiday weekend.

Cheney State Park busy, wants to remind visitors of fireworks policy

HUTCHINSON, Kan. — A Wichita man has been arrested on potential drug and weapons charges in Hutchinson.&nbsp;

Hutchinson Police report that 30-year-old Matthew Demoura is jailed on suspicion of possession of meth, oxycodone and marijuana with intent to distribute, possession of drug paraphernalia, possession of Xanax and criminal possession of a firearm.&nbsp;

The Hutchinson Police Department Special Operations Division, with the assistance of the Reno County Drug Unit conducted a traffic stop on a vehicle Wednesday after observing a traffic violation. A search of the vehicle turned up over 121 grams of meth, 55 grams of marijuana, 142 pills, and a handgun. All were seized from the vehicle. The pills are suspected to be counterfeit Oxycodone M30’s containing fentanyl.&nbsp;

Demoura is being held on a bond of $135,000.

HUTCHINSON, Kan. — We are less than a month away from the first in person enrollment date for parents in Hutchinson USD 308.

"We will have options for parents to enroll their students this year," said spokesperson Marissa Meis. "There will be an online option and an in person option for those parents who are new coming in."

The online enrollment link will be live around the second week of July. 

"In person will be July 28 for elementary," Meis said. "Middle school and high school will be August 2."

It will be important for all parents to fill out the federal free and reduced lunch form this year, as Congress did not extend federal school meal waivers and school meals will no longer be available to all students free of charge effective at the start of School Year 2022-23. 

"Last year, there was a different form that needed to be filled out," Meis said. "This year, parents are going to need to fill out the free and reduced lunch form. Even if you don't know if you qualify, or you have questions about the qualifications, it's still really important to fill those out, because it not only helps your family, but it also helps the community. It helps with things like discounts on internet access, sports, college application fees up at the high school level. Filling that out could even help with ACT fees, but it also helps with school funding, student programs, increased technology funding, things like that. It's not just a meal application. It's so much more."

Local school boards are required to set and approve student and adult meal prices annually.

The City of South Hutchinson has released information about parking and viewing areas for the fireworks show on July 2.

Parking is permitted in the yellow areas as well as the nearby side streets so long as they are not marked as a "no parking" zone. Viewing areas are the green shaded or green outline areas. Though not marked, this includes the perimeter area around the ball fields.

No parking is allowed in the red highlighted areas. Avenue C and D will be closed to vehicle traffic. Note that Washington (black highlight) will be one way traffic north from Avenue D to Blanchard. Vehicles will be allowed to park on both sides of the road except where marked.

Please do not park in the field south of Avenue D (red highlight) as it has a soybean crop and violators will be cited. Spectators are allowed to view the fireworks from the west along the asphalt road servicing the old grain elevator. Please note that American Packaging owns the land east of the road and to please be respectful.

No vehicles will be permitted to enter the park complex at Washington and Avenue C except for emergency vehicles and food truck vendors.

On July 2, there will be free inflatable bounce houses and a rock-climbing wall for the kids along with an obstacle course provided by the South Hutch Fire Department.

Free hot dogs, chips, and drinks will be available&nbsp; thanks to ONEOK.

The Los Mariachis Food Truck and Salt City Chiller Shaved Ice Truck will also be there.

The Hutchinson Home Plate Club also is planning a cornhole tournament in the afternoon and baseball and softball games. There will also be mud volleyball courts to play on.

The fireworks show to start at 9:30 p.m. will last about 20 minutes in the large open field west of the baseball diamonds. The fireworks are sponsored by Market South Hutch.

BUHLER, Kan. — USD 313 needs information on how to route its buses for the upcoming school year, so they are asking those who will need bus service to fill out a <a href="https://docs.google.com/forms/d/e/1FAIpQLSe4kuxzqui1GO96i0N4H9gh4iSOMcFzrSKXitTgcwtkFWeCAQ/viewform">form</a>&nbsp;for each student that will need to ride.

The district continues to experience a severe shortage of qualified drivers. If you or someone you know is at all interested in helping ease this shortage, contact the USD 313 Transportation Department at 620-543-6829 or the Burkholder Administrative Center at 620-543-2258.

This same information will be requested at enrollment so that it is associated with an individual student in Power School, but completing this form is needed for planning purposes prior to enrollment.

PRETTY PRAIRIE, Kan. — Pretty Prairie's Night on the Prairie celebration is tonight starting at 5 p.m.

The food vendors will have homemade ice cream, shaved ice, hamburgers, brats and hot dogs, gourmet grilled cheese, cotton candy and berry bowls for sale along with free watermelon.

There will be a dunk tank and carnival games, a water bouncy slide and water toys. The day will also include a ceremony honoring first responders and veterans. Pretty Prairie USD 311 will also host a garage sale.

The evening ends with fireworks starting at 9:30 at the Links at Pretty Prairie. Guests are asked to bring their own lawn chairs and park along Apple Lane or Peach Court.

Donations for the fireworks are appreciated. Guests will also be able to purchase their own fireworks during the day.

From Tuesday, July 5, at 7 a.m. to 7 p.m. Friday, July 8, traffic on the ramp will be narrowed and controlled by flaggers during daytime hours. Motorists should expect delays of up to 15 minutes. There will be a width restriction of 11 feet. The work is part of a continuing ramp-pavement patching project on I-135 ramps at First Street and Broadway in Newton and on U.S. 50/I-135 interchanges on the south and north sides of Newton.&nbsp;&nbsp;

The ramp work is expected to end around late July.&nbsp;

Work to continue on US 50 road work near Newton 

MCPHERSON, Kan. — McPherson police arrested a day care provider in that community after a number of children walked away from the center. The day care provider, a&nbsp;47-year-old woman whose name was not released, was booked on suspicion of aggravated child endangerment and driving under the influence. Her bond was set at $13,750.

Police report the arrest happened Wednesday morning when officers responded to the 100 block of South Park Street in McPherson, in reference to young children and a dog being found and unsupervised in someone’s backyard near a pool. When officers arrived, they found four children between the ages of 2 and 5 in the area. Officers determined the children had left a day care in the 700 block of East Kansas Avenue and walked to the area.

Officers found the day care provider and another child in the 700 block of East Kansas Avenue. Officers took the children into protective custody and later released them to their parent(s)/guardian(s).&nbsp;

The case has been referred to the Department of Children and Families and the McPherson County Attorney's Office.
