HUTCHINSON, Kan. — Last week, the City of Hutchinson notified the public that the temporary traffic signal located at the intersection of 30th and Lucille will be removed later this month. That has generated a lot of discussion and very different opinions on removal of the signal.

“The safety and wellbeing of our residents remains the top priority of the city,” Interim City Manager Gary Meagher said. “We want to be transparent and help those with concerns understand how we reached this decision.”

A statement released by the city on Tuesday stated that the stoplight was never meant to be permanent as it was installed to mitigate a potential temporary traffic issue caused by the 43rd Avenue bridge closing. Based on traffic studies done at the intersection and established safety standards, a traffic light at this intersection counterintuitively creates the potential for more crashes and increases liability on the city. Additionally, a permanent signal creates more delays at the intersection than other alternatives and is costly both to install and maintain.

The City says the Hutchinson Engineering Department along with their consulting engineer did a traffic volume warrant analysis and looked at the crash history of the intersection. Traffic counts were done for 3-4 weeks during the day. The study showed none of the traffic volume warrants were met. In this case. The study did include traffic flow during the start and end times of the school district and Prairie Hills Middle School.

Looking back on traffic records, there have been a few accidents at that location but none the city says would have been prevented by a controlled intersection. One was a driver that was trying to beat a school bus at the intersection, two rear end vehicle collisions, three vehicles that hit deer, and one vehicle that hit a dog. None were injury accidents.

The city also stated that allowing the signal to only be in operation during ingress and egress of school would only confuse motorists and make the intersection more dangerous. A roundabout could be installed but that would be expensive and would require land acquisition. Other options discussed included a four-way-stop which would cause further delay, and establishing a school zone which the city says is not appropriate or beneficial to the area since there are no clear pedestrian paths or crossings along both 30th and Lucille.

MOUNDRIDGE, Kan. — Moundridge native singer-songwriter Nikki Moddlemog will be performing in her hometown&nbsp; with Dennis Hardin and Susan Mayo for the Moundridge Arts Council’s free Labor Day concert.

The trio, called Moddelmog and Hardin with a Side of Mayo, will take the stage at 7 p.m. on Sept. 3. The concert will be held at Cloud Nine Venue, located at 205 Avenue A. in Moundridge.

Moddlemog grew up in the community as the daughter of Bob and Delonna Barnett.

Moddelmog started singing in the Eden Mennonite Church and the Moundridge High School choirs, but didn’t start pursuing music and performing seriously until after college when she moved to Wichita.

Moundridge Arts Council brings local musicians in for Labor Day weekend

HUTCHINSON, Kan. — Reno County Commissioners approved a contract Tuesday for a major bridge project for later this year. The county wants to replace the Cow Creek bridge that connects Willowbrook and Wilson Road.&nbsp;

King Construction of Hesston was the low bid on the bridge at $1,532,003. The new bridge will be a four-span, 226-foot long reinforced concrete bridge that will replace the current structure which is aging beyond its lifespan.&nbsp;

The bridge serves as the only access between Willowbrook and Wilson Road to the west. Because of that, the new bridge will be built adjacent to the old one and then the old one will be torn down. Reno County Public Works felt this would be better than a temporary road due to the unpredictable rise and fall of Cow Creek during bad weather.

Construction could start late this year, but will probably be some time in 2023, according to public works.

New bridge planned for road to Willowbrook

HUTCHINSON, Kan. — Work is under way for a major renovation to Farmington Park. 

The park, located along Elm and Curtis Streets north of 30th, will see a new looped walking trail around the southeast section of the park, a linear walking trail from the loop to Walnut Street, A handicap-accessible crossing over the drainage canal, a new picnic shelter northwest of the main playground, and a full basketball court close to Farmington Road.&nbsp; Also included in the project is a concrete pad with privacy fence for seasonal portable toilets, along with aesthetic and drainage improvements to the canal. The total cost of the project is about $390,000.

This project is the culmination of four years of advocacy by residents around the park that began with the selection of the "Farmington Park Neighborhood" name in 2018 to highlight the park's importance. In 2019 residents partnered with the Hutchinson Parks Department for improvements to and around the gazebo, with volunteers re-staining the gazebo while the city upgraded the electrical service to it and installed a larger park grill. 

Also in 2019, residents received a $2,500 Make It Greater grant from the Hutchinson Community Foundation for park benches. In 2020, residents received another Make It Greater grant to plant more trees in the park.

Hutchinson's Farmington Park getting face lift

HUTCHINSON, Kan. — The Hutchinson Youth Council has set the dates for its application process. The Youth Council will be composed of 5 elected members who will be charged with representing youth in the City of Hutchinson.

The Youth City Council will be overseen by an advisory board consisting of the following members:&nbsp;

Steve Garza, Michael Jobe, Francis Garcia, Scott Jewell, Darryl Peterson, Heather Jobe and Esmeralda Tovar-Mora.

Increase youth voice and communication in Hutchinson’s future direction.

Increase volunteerism among youth and adults in civic affairs, and enhance civic education

Youth Council members will be selected through a competitive application process. An ideal youth council will be composed of a diverse group of young people that will represent ALL youth in Hutchinson. 

The primary criterion for selection will be a demonstration that the young person wants to make a difference in Hutchinson.

Youth Council voting members will be comprised of: President, Vice-President, Treasurer, Secretary, and Activities Director. The office of Vice-President is reserved for 8th&nbsp;Grade students only. The office of Secretary is reserved for 7th&nbsp;Grade students only.

Youth Council applications will be distributed through the schools Wednesday, August 24th. Applications will be due Wednesday, Sept 7th. Please return completed applications to your school principal or guidance counselor, or to City Hall. Finalists will be contacted no later than Monday, September 12th&nbsp;with instructions. Final candidates can expect to attend a live forum on Saturday, Sept 17th, with the time to be announced later.

Youth Council applications out Wednesday

ATCHISON COUNTY —Law enforcement in Atchison arrested a woman on a warrant from Newton Monday.

On Monday, police arrested 32-year-old&nbsp; Julian D. Geiger, on a Newton Kansas Municipal Court warrant for failure to appear in court, according to Police Chief Mike Wilson.

Geiger is being held without bond, according to online jail records. 

She has previous drug convictions and one for disorderly conduct in Brown County, according to the Kansas Department of Corrections.

Kansas woman wanted in Newton jailed in NE Kansas

HUTCHINSON, Kan. — A Hutchinson man whose robbery and kidnapping convictions were overturned by the Kansas Court of Appeals, only to be convicted at a second trial will have his case go back before that same court.

Sixty-one-year-old Leroy Randall is appealing his length of sentence. Randall was convicted in March of 2020 on five counts including aggravated robbery and two counts of kidnapping.

Randall was originally sentenced to nearly 25 years for the robbery of the Dollar General store in 2015. During the case, Randall tried to represent himself after going through six attorneys. His case and first trial wandered through the court system for more than two years.&nbsp;

When Randall suffered numerous health issues, Judge Joe McCarville appointed an attorney and refused to let him represent himself. The Court of Appeals ruled that McCarville erred in that action and granted a new trial.&nbsp;

The new hearing will be without oral arguments as part of the summary calendar and is tentatively scheduled for Sept. 10.

Museum looking for letter recipients

USD 308 Budget Director Sheila Meggers provided a presentation to the Board of Education Monday night that outlined how the district gets its money and how it spends that money.

The state funding is based on $4,846 per pupil, but it isn't quite that simple because weightings allow for the district to get additional funding for students that will cost more to educate.

This student count with additional weightings is roughly in line with what it was in 2019-2020 before the pandemic.

Even though the actual enrollment in the district has gone down, the At-Risk weighting has come up almost to match it.

The lion's share of the funding for the district comes down from either the state or federal level.

Though obviously, taxpayers also pay state and federal taxes in addition to their local property tax, it's important to explain that it is those higher level policymakers that decide a lot of how much money comes in, rather than the local school board.

So, how is the money spent? A lot of it goes to instruction.

Here is that same money, as a pie chart, to show the percentages.

Meggers said the mill levy for the district is actually projected to go down.

According to the Revenue Neutral Rate slide from Meggers presentation, the district is due to levy $6,036,676 in property tax on their approximately $78 million budget. This is down from $6,084,855 last year. The main reason they can do that is that bond and interest is shrinking quickly, with the district's bonded indebtedness down just over $9 million from last year. The Capital Outlay portion of the mill levy is going up, though, and thus they are required to hold the Revenue Neutral Rate hearing.

The Revenue Neutral Rate Hearing will be held&nbsp;at 5:45 p.m. and the Budget hearing at 5:50 p.m. on September 12.

Most of USD 308 budget is state funding

HUTCHINSON, Kan. — Advance voting is underway for patrons in Pretty Prairie USD 311 on the $10.4 million bond issue. Mailed out ballots are already out to patrons and advance voting in person got underway Monday, at the Reno County Clerk’s office at the annex.&nbsp;

The funds would go to make major renovations to the middle school gymnasium making it the major sporting venue. It also includes expanded locker rooms, a concession area and more space. The funds would also make major repairs and maintenance to all of the district's facilities.

The general vote on the bond issue is set for Tuesday, Sept. 6.

Advance voting under way for USD 311 bond issue

HUTCHINSON, Kan. — Reno County Commissioners approved the consent agreement that could be the first step in providing water to the Yoder Rural Water District 101.&nbsp;

During Tuesday’s meeting, the board approved the agreement with the Kansas Department of Health and Environment (KDHE). The city of Hutchinson is considering selling water to the small rural water district after several attempts to rid the area of high nitrate levels failed to produce the necessary results.&nbsp;

The water district located north of Yoder has been out of compliance for nitrate levels for more than a year. Much discussion centered around getting the infrastructure in place and if any savings could be recognized by combining several projects at once including the renovation of two rural sewer districts in the area. Public Works Director Don Brittain said it was too early to see if any such savings was possible.&nbsp;

There was also discussion on water rates for the rural water district as an increase will be necessary to pay for the infrastructure to get water to the area. Brittain noted that they should increase rates now and begin generating funds to help pay for the construction work and the cost of the water when it's available. That matter will be back before the County Commission in September.

Reno County Commission approves KDHE water contract

When a patient suffers a stroke, Hutchinson Regional Healthcare System knows time is the key to protecting the brain.

"During a stroke, 32,000 brain cells die per second," said Julie Wiens, RN, Stroke Program Certification Coordinator with Hutchinson Regional. "Stroke victims who have blockages in the large vessels of the brain lose 2 million neurons per minute. We have a saying in stroke care. Time is brain."

A brain attack, which is what a stroke is, is every bit as dangerous as a heart attack, and even more so in some respects.

"Not to minimize heart attacks, because I certainly don't want to do that," said Bobbie Starks, RN and Stroke Program Leader. "The heart has a better intrinsic ability to regenerate and heal than what the brain does. When those neurons are dead and gone, they are irrevocably dead and gone, unfortunately."

Because of that, when you see the signs of stroke, you need to do something immediately.

"B stands for balance," Wiens said. "Is the person suddenly having trouble with balance or coordination? Are they dizzy? Do they have a headache?

E stands for eyes. Is the person experiencing suddenly blurred or double vision or loss of vision in one or both eyes? This occurs without pain.

F stands for face drooping, does one side of the face droop, or is it numb? You test for this by asking the person to smile and look at their face and see if one side of their mouth is higher than the other.

A stands for arm weakness. Is one arm or leg weak or numb? You test for this by asking the person to raise both arms up out in front of themselves, like they are holding a platter and watch them for a moment and see, does one arm drift downward?

S is for speech. It's speech difficulty. Is the speech slurred? Are they unable to speak? Are they hard to understand? Do they not make any sense whatsoever? Ask the person to repeat a simple phrase like, the sky is blue or you can't teach an old dog new tricks. Is the sentence repeated correctly? If not, that could be a stroke.

T is for time. Time is brain. If the person shows any of these symptoms, even if the symptoms go away, please get them to the hospital immediately."

Stroke is a situation where you need the lights and siren and the care in route to the hospital, so calling an ambulance is the right course of action, because the loss of function potential is so great that it outweighs any financial concerns. Stroke is the No. 5 cause of death and a leading cause of disability in the nation.

Hutch Regional: During stroke, time is brain 

HUTCHINSON, Kan. — Three more practitioners have joined the Hutchinson Primary Care Associates, a family practice clinic at Hutchinson Regional Medical Center. Joining the Hutchinson Primary Care Associates team will be Jessica Knight; Alex Jones; and Corwin Nozari. They will join Dr. Rogena Johnson, MD, who opened the clinic within the hospital in March 2022.

Jones joins Hutchinson Regional following a nine-year career in healthcare, which started in 2013 as a Registered Nurse in the Emergency Department for Via Christi-St. Francis Hospital in Wichita. Other career stops include the Clara Barton Hospital in Hoisington, the Sumer County Hospital in Caldwell, and for the past four-and-one half years, Jones has been employed by the Hunter Health Clinic in Wichita.

Jones received a Bachelor’s Degree in Nursing from Wichita State University in 2012 followed by a Masters Degree as an Advanced Practice Registered Nurse (FNP) from Fort Hays State University in 2017.

Knight joins Hutchinson Primary Care Associates after spending the past ten years as a Registered Nurse with several healthcare organizations. In 2012, Knight started her nursing career with St. Luke’s Hospital in Kansas City, Missouri before a move to UPMC Altoona in Altoona, Pennsylvania. Other career stops included Marion General Hospital in Marion, Indiana, and Mercy South Hospital in St. Louis, Missouri. During the past three years, Knight has been employed by the Wesley Medical Center in Wichita.

Knight is a 2008 graduate of the University of Central Missouri in Warrensburg, Missouri followed by a Master’s of Science in Nursing from Maryville University in St. Louis, Missouri. She achieved a distinction of graduating Summa Cum Laude in both her undergraduate and graduate studies with a 4.0 grade point average, an honor achieved by less than .5 percent of all college graduates.

Nozari’s first job in healthcare was as an Emergency Medical Technician in 2013 followed by a two-year stint as the Referral Coordinator at GraceMed Health Clinic in Wichita. Next, Nozari moved to DaVita Dialysis as a patient Care Technician and in August 2018 he was selected by St. Louis University to assist the school in establishing the college’s Physician Assistant (PA) program.

Nozari is a 2015 graduate of Newman University in Wichita with a Bachelor of Science Degree in Biological Sciences and he received a Master of Medical Science, Physician Assistant Studies at St. Louis University in St. Louis, Missouri. His certifications include Advanced Cardiovascular Life Support, Certified Clinical Hemodialysis Technician and Emergency Medical Technician.

Three new practitioners join Hutchinson Primary Care

HUTCHINSON Kan. — The Kansas Fairgrounds Foundation hosted their annual fundraiser Boots and Bling 2022. This year's theme was “The Rock Show, a 60’s 70’s and 80’s Tribute.” The event was held Saturday at the Sunflower North Building on the Kansas State Fairgrounds.

The foundation says 600 people attended the event and the number of silent auction items doubled from last year with donations from throughout Hutchinson and from across the state. The live auction set a new record with the most total funds raised.&nbsp;

Boots and Bling is the signature event of the Kansas Fairgrounds Foundation and has developed the reputation of being the best FUNdraising party in Kansas, and the 2022 Rock Show Edition was no different! Great music, incredible food and an evening of fun - all in cowboy Boots with a little Bling!

The Kansas Fairgrounds Foundation was established in 2003 to further the renovation, construction, preservation and beautification of the Kansas State Fairgrounds largely through fundraising and special projects.

The USD 308 Board of Education approved an upgrade to the kitchen equipment in classroom G110 at Hutchinson High School on Monday (August 22, 2022).

Several classes are taught at HHS that utilize the kitchen space within the G110 space, including Communication Social Skills, Functional Skills, and Modified classes that teach life skills to students. The purpose of the upgrade will be to make the area accessible to students with physical and/or cognitive disabilities. The upgrade will be fashioned like a home, to equip students with the necessary skills to live independently after high school.

Jessica Engelland, Assistant Superintendent of Special Education for USD 308, presented the current plans for the upgrade and explained the goals for the project. After board questions, the project was approved at a total project cost of $63,633.

The Board also set its Revenue Neutral Rate and Budget hearings for September 12.

Base state aid has increased for this year from $4,706 this year to $4,846 per student. More detailed information on the budget will be coming in its own post.

USD 308 BOE approves kitchen upgrades Monday

SOUTH HUTCHINSON, Kan. — It drew a lot of discussion Monday night, but in the end, a motion to allow Sunday alcohol sales in the city of South Hutchinson never made it to a vote.

The issue of Sunday alcohol sales was back before the South Hutchinson City Council Monday after Councilman Brian Garretson expressed a desire to change the current ordinance. The issue that came up was whether the city had the power to change the ordinance, and, as former City Councilman Luke Herren put it, what it would look like to overturn a vote of the public.

“I don’t have an issue with the topic itself, I’ve got an issue with the fact that we took this in steps that we were instructed by council to a public vote so it would solve the problem,” Herren said. “It went to a public vote and the citizens of South Hutch said no.”

The vote by the public in 2019 was on the petition to reverse the city’s ordinance that was acted upon, not to make the change on Sunday sales outright. That brought up the question as to whether the public could simply bring in a petition for another vote. The city attorney,&nbsp;Mark Tremaine, said the public could always do that.

“If the council considers this ordinance tonight to permit Sunday sales it’s going to be subject to petition,” Tremaine said. “It’s the same thing that happened last time.”&nbsp;&nbsp;

Tremaine stressed that he did not think the public could simply petition for Sunday sales, just for any change in an ordinance acted upon by the council in that 60-day time frame.

City manager Joe Turner agreed, stating that any action by the council to allow Sunday sales was not overriding the 2019 vote because the outcome was to overturn action of the council, not specifically trying to establish Sunday sales. The 2019 vote to overturn the city council's ordinance was defeated by just 40 votes. In the end, it was a moot point as Garretson’s motion to allow Sunday sales died for lack of a second.

South Hutch Sunday liquor sales never makes it to vote

Hutchinson and Reno County celebrated 150 years during Third Thursday in August. In honor of this celebration, we released a new decade each afternoon over the last 15 days. Please enjoy the final feature of this series, which was originally posted from September to November of 2021.

We have come to the end of The Decades. We hope you have enjoyed this look back as much as we enjoyed bringing it to you.&nbsp;

We'd like to thank Steve Harmon for letting us use the incredible photos from his collection, the Reno County Museum for their work in sharing ideas, and especially the staff in the Reference Services Department of the Hutchinson Public Library who were as enthusiastic to help with this project as we were to bring it to you. The ideas from this series came from a number of newspapers that have come and gone along with archives from Eagle Radio and the Hutchinson News, the book "The Hutchinson Spirit" from the library and others. We are probably missing some names of others who helped, for which we apologize.&nbsp;

This project started back in the first week of July (2021) and has progressed through the summer and into the fall. We have probably missed so many things that were important to people in Hutchinson and Reno County, but we tried to make sure we got as much of the information as possible. We would simply run out of room if we tried to list everything. Most of all, we’d like to say "thank you" to you, our readers, who have made The Decades one of the most popular features for Hutch Post. The city approves a tax plan that moves Hutch Rec out from under the school district's taxing authority to the city. The two entities come together to help make the city’s athletic facilities better for tournaments and other activities.

The county commission denies Buhler’s request for a federal tax break program. It's the same proposal they denied for Haven and South Hutchinson.&nbsp;

The county commission passes an ordinance prohibiting gunfire down in the bed of the Arkansas River after numerous complaints near Nickerson.

In a case of mistaken identity, Jennifer Heckel is murdered. William Craig Jr. and Charles Logsdon are convicted. Logsdon is still fighting his conviction to this day.

2012:&nbsp;Following a guilty verdict, Charles Logsdon is sentenced to 73-years in prison for the murder of Jennifer Heckel.

After years of planning and construction, the new K-61 four lane project from Hutchinson to McPherson is opened.

Two years after opening, Siemens announces it is laying off more than 60% of its workforce: 110 temporary workers and 145 full-time employees are laid off. Over the years, the lost jobs would come back.

A 14-year-old sets fire to his family home killing his mother and sister. After a long trial and many legal motions, Samuel Vonachen is convicted of two counts of murder and sentenced to life in prison.

The Kansas State Fair celebrates 100 years.

An announcement is made that the Wiley Building will be completely renovated. The building is turned into an apartment complex and is also the home office of TECH.

The Kansas Underground Salt Museum is renamed Strataca.

Ed Berger resigns as president of Hutchinson Community College. He later wins a seat in the State Senate.

After a great run of success at HHS, football coach Randy Dreiling resigns to take a job in Kansas City.

A major hail storm hits the city's northeast side. Windows at Hutchinson Regional Medical Center are blown out along with other damage at the mall, Walmart, Lowe’s and Conklin Cars.&nbsp;

The public approves a $28.9 million bond issue to build a new jail. The sales tax used to fund the jail is paid off early.

The Hutchinson City Council rejects a proposal for a new Dollar General to be built at the corner of 11th and Main.

2014:&nbsp;Another major retailer closes as Sears shuts its doors at the mall.

The city proposes a .35% sales tax to make more than $29 million in renovations to the Hutchinson Sports Arena.&nbsp;

The city creates a special taxing district to help renovate the mall. RockStep Capital then purchases the mall for $14.5 million.

Rift grows between landlords and the city over how to deal with rundown rental property.

The Chamber of Commerce announces that Mervis Rail will build a major railcar repair facility just south of Siemens. When the oil boom ends, Mervis decides to pull out of the deal.

Longtime Hutchinson News reporter and bail bondsman Dwight Jurgens is arrested and goes to trial. Jurgens is accused of offering sexual favors in exchange for lower bonds for his clients.

2015:&nbsp;Adding to the tornadoes Kansas has to deal with, the area begins to be rattled by earthquakes connected to deep disposal wells near the Oklahoma border.

After closing, then reopening, the Haven School District closes the Mt. Hope School for good.

The unpopular decision is made to end all ATV and motorcycle riding in the Arkansas River bed.

A storm moving southwest does the unexpected and forms a tornado near Nickerson. With the absence of rain in the area and the slow-moving nature of the storm, hundreds flock out into the countryside to watch, tying up traffic and cell phone service.
