HUTCHINSON, Kan. — Dylan Laible had as many touchdown passes Saturday afternoon as he did incompletions: five.

The 6-5 quarterback from Little Elm, Texas, is in his third season with the Blue Dragons after getting an extra year of eligibility from the pandemic. Coach Drew Dallas said Laible had that veteran look in the season opener against No. 13 Navarro.

"There was just a different look in Dylan's eyes," Dallas said, referencing Laible's ability to see the defense better pre-snap and make necessary adjustments.

Laible went 13 of 18 for 278 yards and five touchdowns. His day was done early in the third quarter, something reminiscent of the Dragons six-game run to finish the season No. 5 in the country last year before the playoff.

While the passing game stole the show Saturday, it was actually the run game that put the first points on the board.

Rontavious Richmond broke free on a 23-yard scamper to put Hutchinson on top 7-0 with less than three minutes of game time gone.

From there, Laible found Micah Woods once, Marcello Bussey twice, and Malik Benson once to close out the first half.

The longest touchdown play of the day went to the nation's top recruit, Malik Benson. The Alabama commit took a short pass from Laible and turned it into a 90-yard touchdown.

The Dragons took a 35-0 lead into the locker room thanks to the 50-yard bomb to Woods, the 48-yard dagger to Bussey, a 15-yard shot to Bussey that came one play after a Terry Kirksey fumble recovery,&nbsp;and the short pass that went 90 yards to Benson.

Kirksey, a 6-3 sophomore, led Hutchinson with five tackles, two for loss.

The Dragons allowed 216 yards, only 80 on the ground. Hutchinson's offense put up 521 yards, 341 came through the air.

The Dragons missed long field goal opportunities from 41, 40 and 50. The 50-yard field goal would have set a Blue Dragon record. Kicker Cole Segraves actually made the kick from 50, but the play was blown dead for a timeout as the play clock expired. On the attempt, Segraves was hurt. Connor Gellender stepped in for the long kick and came up just short.

The Dragons forced three fumbles, recovered two, and intercepted the Bulldogs three times.

Hutchinson's special teams took advantage of a gap in Navarro's return formation. The sky and squib kicks offered the Dragons more offensive opportunity. "The wind played tricks and gave us a short field," Dallas said of Navarro's muffed kick returns.

The Dragons did have 12 penalties for 110 yards, but Dallas said many of those infractions were "effort" penalties that were hard to criticize.

"They flew around, they played hard, they played together," Dallas said of his team's 42-0 victory.

Laible found Woods again early in the third quarter. The 18-yard TD pass capped a six-play, 65-yard drive. That drive marked the longest of the day for Hutchinson as the previous five drives took three plays or fewer.

Hutchinson is on the road next Saturday to play Ellsworth in Iowa Falls, Iowa.

The Panthers (0-1) lost 48-25 earlier this week at DuPage.

Applebee's helping raise funds for Kansas Honor Flight

PRETTY PRAIRIE, Kan. — The last of four informational meetings for patrons in Pretty Prairie USD 311 School District on the $10.4 million bond issue is Tuesday.

The meeting is at 7 p.m. at the auditorium. The bond election is Tuesday Sept 6. A resolution was passed by the board earlier this year on the&nbsp; proposal that will be paid out over 20 years.

The proposal includes a number of needed high end maintenance items and a major renovation to the middle school gymnasium including new locker rooms, a concession area and restrooms. If approved, the middle school gym would become the main athletic facility for the schools.&nbsp;

The tax increase would amount to $14 per month on a $50,000 home; $28 per month for a $100,000 home and $42 per month for a $150,000 home.

Informational meeting on USD 311 bond issue is Tuesday

HUTCHINSON, Kan. — Hutchinson City Public Works announced Friday that starting Monday at 8:30 a.m., the Public Works Traffic division will install the temporary traffic signals on Main Street at 20th and 23rd Avenue in preparation for the Kansas State Fair.&nbsp;

The lights on Main at 20th and 23rd will be on yellow flash for Main Street north/southbound traffic and red flash for 20th and 23rd east/westbound traffic until September 6th when they will begin functioning as a typical traffic signal. The signals will be put back on flash the day after the fair ends, Sept 19th. They will be removed the week of September 26th.&nbsp;

Hutchinson Public Works to install State Fair traffic signals Monday

KINGMAN COUNTY — Three people died in an accident just after 10 a.m. Friday in Kingman County.

The Kansas Highway Patrol reported a 2004 Chevy Classic driven by Justin Robert Martin, 21, Cheney, was northbound on NE 100 Avenue and NE 10th Street ten miles east of Kingman.

The driver failed to stop at the stop sign. An eastbound 1992 Chevy 2500 hauling a stock trailer and driven by Franklin Leroy Young, 89, Cheney,&nbsp;struck the Chevy Classic on the drivers door in the middle of the intersection.

Martin, Young and a passenger in the Chevy Classic identified as 25-year-old Ashley J.&nbsp;Ashwill of Cheney were pronounced dead at the scene and were transported to Livingston Funeral Home.

EMS transported a passenger in the Chevy 2500 John D. Stewart, 61, to St. Francis.&nbsp; The occupants of the pickup were not wearing seat belts, according to the KHP.

KHP: 3 Kansans dead after 2-vehicle Kingman Co. crash

HUTCHINSON,
Kan. — Interim Hutchinson City Manager Gary Meagher said the process of getting solutions for the Woodie Seat Freeway continues.

"Phase one is currently under design," Meagher said. "That would be the portion between the river bridge and Avenue C. We're designing that for a mill and overlay, removing the median, doing some storm sewer work and improving the guardrails. We're applying for a cost share grant through KDOT. If we would get that, the funds would be available in July of 2023."

If they find out they didn't get the grant, it may actually happen sooner.

"I still believe the project will start sometime in 2023," Meagher said. "It could start a little bit earlier than July possibly, because the design will be done. We are looking at working with the county. The county is looking at bridge improvements on the Woodie Seat over the river. We think it will score a lot better in the evaluation from KDOT, because they like to see regionalism, or communities working together."

The solutions to Avenue B and Avenue A, the bridges that are the city's responsibility, are still in the design process, as well.

"The engineers presented really, three options," Meagher said. "One, that would be kind of the original plan, you might say, that would cut off Avenue B. They also provided an option that showed a walkway only under the Woodie Seat project and then the other one would be that there would actually be an opportunity for vehicular traffic, a two lane road, if you will, that goes under. It wouldn't look the same as a bridge. It would be kind of a box that would be covered with some dirt and the roadway would be over it. They are evaluating those options and the costs and those kind of things. Right now, I think they're going to come back to city council with some of those costs and price out some of those options. That would probably be sometime in October."

Until the costs come back, there is no way to know how long that phase of the project will take to complete.

Meagher: Woodie Seat phases continuing forward

HUTCHINSON, Kan. — It was the space race of the 1960’s and 1970’s that helped make the Cosmosphere what it is today. The race to the moon and the artifacts and history that were a part of it have been the staple of the museum as it approaches its 60th birthday.&nbsp;

Now moon missions are on the way back to the front of the space program with the Artemis 1 launch scheduled for Monday.&nbsp;

“Who thought it would be 50 years before we’re actually getting back to the moon,”Cosmosphere President Jim Remar said. “It’s incredibly exciting. It’s the dawn of a new era and one that the Cosmosphere is proud to bring to the public.”

Remar says that the Artemis missions will also benefit the space museum by keeping the missions in front of their potential visitors.

“Anytime space is front and center in the media and the public, it’s a good thing for us,” Remar said. “And when it happens to be a return to the moon, something that hasn’t been accomplished for quite a long time, it really benefits us.”&nbsp;

Remar also noted that many of the youth who have attended space camps at the Cosmosphere will also benefit from the new moon program.

“The students that participate in our programs, whether it’s summer camps or the school year education programs, hopefully understand and recognize the importance of what they are going to witness,” Remar said. “And understand or hopefully realize that spark was potentially ignited by their participation in programs at the Cosmosphere.”

Artemis 1 is set to launch Monday morning at 7:33 CDT. The Cosmosphere will have the lobby open and breakfast available for anyone who wants to come watch.&nbsp;

Artemis mission is special for the Cosmosphere

If you're going to Yoder Heritage Day on Saturday, be prepared to walk a little.

"We don't allow any parking in the town of Yoder, outside of handicapped parking," said Mervin Fisher. "We have some, I believe, over on the south side of the hardware. Our parking is, on the north side of Yoder, it's in Yoder Welding's parking lot, they've allowed us to use their parking lot. Then, there's also a place for horse trailers over there in the field on the north end of Yoder. On the east side of Yoder, we are using Yoder Charter School's playground for parking and then on the south side we have parking along Switzer Road. We will be running golf cart shuttles all through the day. In the morning, there will be a horse drawn shuttle that we will be running, as well."

The town's population explodes for the parade on Saturday morning.

"During the parade, we usually figure between 8 and 10 thousand people in town," Fisher said. "The parade starts at 10:30. Sign up for the parade, I believe it's around 9:30. They line up on Switzer Road west of Yoder. It is one of the largest horse-drawn parades in Kansas. It is usually about an hour long, which is a pretty long parade."

 </figure>YODER, Kan. —&nbsp;If you're going to Yoder Heritage Day on Saturday, be prepared to walk a little."We don't allow any parking in the town of Yoder, outside of handicapped parking," said Mervin Fisher. "We have some, I believe, over on the south side of the hardware. Our parking is, on the north side of Yoder, it's in Yoder Welding's parking lot, they've allowed us to use their parking lot. Then, there's also a place for horse trailers over there in the field on the north end of Yoder. On the east side of Yoder, we are using Yoder Charter School's playground for parking and then on the south side we have parking along Switzer Road. We will be running golf cart shuttles all through the day. In the morning, there will be a horse drawn shuttle that we will be running, as well."The town's population explodes for the parade on Saturday morning."During the parade, we usually figure between 8 and 10 thousand people in town," Fisher said. "The parade starts at 10:30. Sign up for the parade, I believe it's around 9:30. They line up on Switzer Road west of Yoder. It is one of the largest horse-drawn parades in Kansas. Be ready to walk if headed to Yoder Saturday

CHENEY, Kan. — The dry spell is starting to show at Cheney Reservoir. As of Friday morning the lake level stands at 1,420 feet above sea level which is 1.5 feet below normal pool.

The lake is also suffering from dying fish which has become a problem over the past month. Park officials say they are trying to clean up the lake but it takes manpower to take care of such a large area. While the lake is low, boat ramps are still usable but there are shallow and exposed areas on the north side of the reservoir.

In 2013, the lake fell to a record 1,412 feet or nine feet below normal. In 2019 the lake hit an all time high of 1,430 or nine feet above normal levels.

The park also says all established camp sites are filled for the Labor Day holiday.

Cheney Reservoir level dropping with dry weather

Kan. — With the 2022 Kansas State Fair just two weeks away, there are new procedures at the Fair, starting with the fact that you have a gate admission with your grandstand concert ticket.

"All concert tickets include your gate admission," said fair general manager Bryan Schulz. "It's very important that you realize that on your concert ticket, it has two scans. When you walk in the front gate and you have your ticket scanned, do not throw it in the garbage, because then you would not have a way to get into the grandstand. Make sure you keep that ticket in your pocket until you get through into the grandstand area."

There will also be alcohol allowed through most of the areas of the fairgrounds.

"This will give anyone 21 and older the ability to take their adult beverage outside of the confines of our beer garden or wine garden areas. This will give them the opportunity to walk throughout the whole grounds, except for the 4H building, domestic arts, Oz gallery, the education center, the Pride of Kansas and the administration building. Every other building, you'll be able to walk freely up to and through, with a specific amount of alcohol in a clear plastic glass. When you go into the beer garden, you will be ID'd and then you will get a wristband that will coordinate with that color of a day. That means that you have been checked for your ID. If you decide to leave that building, you will have to have your alcohol beverage in a translucent or clear plastic glass and that will allow you to walk through the grounds."

There will also be more LED sign boards for you to find out what's going on at the fair each day.

"Last year, I think we had four of them," Schulz said. "This year, I think we're anywhere from 10 to 12 of them. This is going to be an opportunity to have what's coming up in the next couple of hours, what's going to happen throughout the day. Check those out. In the past, we've had signs that would have the daily schedule on them. It just got to be so expensive to do that and to have to change them out every morning."

The Kansas State Fair starts Friday, September 9.

Minority Business Council to meet in October

HESSTON, Kan. — Advance voting continues in Hesston USD 460 where residents will consider a $33.5 million bond issue on Tuesday.&nbsp;

As of Wednesday, about 100 residents had voted in person with 126 mailed out ballots sent to patrons. The proposal includes adding on to the current high school and moving the middle school students to that new addition. It would also include a new auxiliary gymnasium, a new auditorium and renovation of current facilities at the high school.

The general election on the bond issue is Tuesday Aug. 30. All voting will be done at the Kingdom of Life Church located at the corner of Ridge Rd. and Hickory St. in Hesston.

USD 460 Bond vote is Tuesday

WASHINGTON, D.C. - First District Congressman Tracey Mann released a statement in response to President Biden announcing his student loan forgiveness program on Wednesday.

Mann says the Biden Administration’s plan to cancel student loans is a full-on campaign utilizing taxpayer dollars, noting that it is ill-timed, short-sighted, and irresponsible.&nbsp;

Mann went on to say that of 255 million adult Americans, only 45 million have student loan debt. According to an estimation by the Penn Wharton Budget Model, the Biden Administration's student loan forgiveness plan will cost taxpayers $300-$980 billion. Additionally, the student loan repayment pause has been extended a final time through December 31.&nbsp;

The plan also proposes a new rule that would lower the discretionary percentage payment of monthly income, raise the amount of income that is considered non-discretionary, forgive loan balances after 10 years of payments, and cover the borrower’s unpaid monthly interest.&nbsp;

Mann comments on student loan legislation

HUTCHINSON, Kan. — An area lake has been removed from any advisories for toxic algae while another remains on the list from the Kansas Department of Health and Environment (KDHE).

El Dorado Lake which was under watch status last week was given the all clear Thursday by the KDHE. Marion Reservoir which has spent most of the summer on the KDHE’s list is still under a watch. All other area lakes are clear.

The algae looks&nbsp; like foam, scum or paint floating on the water and is colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. 

Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water.

Marion still on KDHE list

HUTCHINSON, Kan. — The new scoreboard installed this spring at Gowans Stadium now has its new sound system ready to go before the HutchCC Blue Dragons football home opener Saturday.

"Just this past week, we've kind of wrapped up that project with the audio being finished," said Athletic Director Josh Gooch. "The video portion of the board was able to be displayed during the NJCAA track meet in May. We're just working through some of the logistics. Steve Carpenter, our Sports Information Director has done a nice job of learning the board. He keeps telling me this week, it's a work in progress. What we see this weekend will not be the end result."

It is Gooch's hope that the whole community will be able to come see what the new board can do sometime this fall, whether they come to a game or not.

"Now that the audio is done and the weather is going to cool down, I'm looking for that awesome opportunity that doesn't conflict with other scheduled events, to have a community movie night," Gooch said. "Have people out there, watch a movie, bring bag chairs, we'll pop popcorn, fire up some of our other concessions and have a community movie night and share that board with everybody."

That date has not been set yet, as Gooch needs to look at the schedules to decide on when might be best in the coming weeks.

The annual United Way community work day is Saturday. They have over 500 volunteers helping with 30 projects throughout Reno County this year. They will paint houses for Brush Up Hutch, clean up Carey Park, work at the Boys and Girls Club, The Salvation Army, and Head Start, among other projects. The annual breakfast is at DCI Park at 7 a.m. Projects will kick off by 8:30 a.m. 

<a href="https://www.unitedwayofrenocounty.org/donate">The annual fundraising campaign kickoff is coming up Monday</a>. There will be food trucks at the library from 11:30 a.m. to 2 p.m. with Val’s Berry Bowl and Las Mariachi and music from Justin Riggs. Then at 30th and Plum from 4:30 to 6:30 p.m. will be food trucks Las Mariachi, Salt City Chiller and Fire Pit Pizza with music from Sarah and Danny Nowlan. The vendors selling their products will give a portion of the proceeds to the United Way campaign.

Envista Credit Union will also be present at 5:30 p.m. Monday to announce that United Way will be their EnvistaCares Challenge recipient for September. The campaign goal is $1.2 million.

Interim Hutchinson City Manager Gary Meagher expects to be on the job a few more months.

"The recruiter has met with the city council," Meagher said. "He's developing a brochure currently. The advertisement will be out very soon. I'm sure he has a lot of people in his network that he's probably reached out to, or made aware of the upcoming vacancy. It looks like, right now, that probably some time in October, the finalists, some of the finalists will be selected. Interviews are scheduled to occur sometime in November. Then, I would guess, shortly after the interviews, an offer will be extended to one of the applicants. Then, that process will depend on the availability of the applicant."

Meagher, who was both a city manager in McPherson and the Reno County Administrator before retiring and being available to help Hutchinson out, said sometimes those kind of transitions take a while.

"When I was with the county, my contract read that I had to give 60 days notice," Meagher said. "It's pretty common that either 30 to 60 days notice is required."

With that in mind, Meagher is pretty sure he'll be helping out until around the end of the year and 2024 initial budget discussions with department heads will need to happen in the first quarter of 2023 between them and whoever is hired. Meagher said his goal is not to tie the hands of the new person, if at all possible.

"I want to keep things moving, that's what I was hired to do," Meagher said. "I don't want to make too many permanent decisions, because a new manager may have a different view. We're trying to keep things in the best shape we can for that person to come in. Certainly, I'll be working with them, if they want some of my views, I'll be glad to share that with them on maybe how to go forward, then it will be up to them how they want to structure. I think there's opportunity, perhaps, for restructuring some things."

The city's 2023 official budget hearing is next month.

Meagher: Process to hire new manager will stretch for several months

HUTCHINSON, Kan. — After more than 50 years NASA is ready to go to the moon again. On Monday anyone who wants to can watch NASA's coverage of the Artemis I launch Monday on the big screen TVs in Cosmosphere's lobby.

NASA's launch window for Artemis I opens Monday at 8:33 a.m. EDT. The launch window extends two hours from that time. The Artemis program aims to eventually land the first woman and the first person of color on the moon. Standing at 322 feet, the Artemis is about 40 feet shorter than the Saturn V rocket that took man to the moon in the 1960s and 1970s, but it has more a million pounds more thrust than the Saturn V and will be the most powerful rocket ever launched when it takes its maiden flight.

The Cosmosphere's Grand Lobby will open at 7:00 a.m. Monday for any members of the public who want to watch.&nbsp;

A controlled burn got out of control Wednesday afternoon in rural Reno County.

According to Reno County Emergency Management, a little after 4 p.m. Wednesday, Reno County Fire District # 4 was paged to a grass and brush fire in the area of Irish Creek and Partridge. 

  Reno County Fire District # 4 requested Reno Kingman Joint Fire District # 1 and Fire District # 8 for mutual aid. 

   Twelve apparatus and fourteen firefighters along with two support vehicles and three people from Reno County Emergency Management worked to suppress the fire. 

The fire was brought under control a little after 6 p.m.   Units remained on scene to mop up hotspots until 8:15 p.m. Approximately 200 acres burned.&nbsp;&nbsp;

200 acres burn in rural Reno Co. grass fire Wednesday

HAVEN, Kan. — As students, teachers and students are settling in for the school year at Haven USD 312 so is new Superintendent Craig Idacavage. Idacavage recently took over for the retired Clark Wedel.&nbsp;

Like all other school districts, getting a handle on enrollment figures and how that will affect the budget is something Idacavage is already looking at.

“We’re about the same head count wise, our virtual school is down, and we’ve seen a decline in that over the last couple of years,” Idacavage said. “As we’re coming out of COVID and also we’ve seen an increase in the number of virtual schools.”

Idacavage also is dealing with some of the last minute questions and issues with school lunches now that the free lunch program brought on by COVID has ended.

“One, it’s getting families to fill out that paperwork because it is new, or could be new for some,” Idacavage said. “That plays a huge part in our budget so we’re still trying to figure out what that will look like, and have conversations with families to make sure they get what they need.”&nbsp;

Transportation is also something being watched by schools as many are short of bus drivers. Idacavage says for now they are making it work.

“We could always use more bus drivers,”Idacavage said. “Sheree Jones, our transportation director has done a good job of organizing routes…we’re doing OK&nbsp; but we could always use more.”

HUTCHINSON, Kan. — The rest of the veterans banners from the Vieyra Honors Foundation will go up in mid-September and be up until Veteran's Day. 

The foundation said earlier this month that they sold 85 banners in their first year. There are enough locations for at least that many banners, but they are trying to stay with just Main Street, so will have a specific number once this year's banners are hung.

The foundation said they will be looking for opportunities in the coming year to carry out their vision of supporting Veterans’ programs in Reno County and providing resources through fundraising and awareness initiatives.

Veterans banner project for this year to be completed next month

HUTCHINSON, Kan. — President Biden's student loan forgiveness proposal will have a minimal impact on students that attended Hutchinson Community College, as the school's default rate is only 2%, according to President Carter File.

"We do a great job of trying to mitigate our default rate by using services to contact students when we know they go into default," File said. "Our student loan default rate is on the very low side of most community colleges."

The proposal would forgive up to $10,000 in debt for those making $125,000 or less per year and up to $20,000 for Pell Grant recipients, who traditionally come from low-income households. Nonetheless, it shouldn't have much impact competitively, either, at least in the short term.

"If a student, a freshman, started two weeks ago, they'll still accumulate debt," File said. "I think it will depend upon how that's handled in the future."

The Biden-Harris Administration is proposing a rule to create a new income-driven repayment plan that will substantially reduce future monthly payments for lower- and middle-income borrowers.

Require borrowers to pay no more than 5% of their discretionary income monthly on undergraduate loans. This is down from the 10% available under the most recent income-driven repayment plan.

Raise the amount of income that is considered non-discretionary income and therefore is protected from repayment, guaranteeing that no borrower earning under 225% of the federal poverty level—about the annual equivalent of a $15 minimum wage for a single borrower—will have to make a monthly payment.

Forgive loan balances after 10 years of payments, instead of 20 years, for borrowers with loan balances of $12,000 or less.

Cover the borrower's unpaid monthly interest, so that unlike other existing income-driven repayment plans, no borrower's loan balance will grow as long as they make their monthly payments—even when that monthly payment is $0 because their income is low. 

File had not had a chance to read through the proposal fully yet when speaking to Hutch Post Wednesday morning.

This is a bring your own partner tournament. Winners will receive a Blackstone grill, donated by&nbsp;B&amp;B Hydraulics and AJ's. There will be a silent auction and a raffle, with items like Kansas City Chiefs tickets, guided hunts, cornhole boards and more.

SOUTH HUTCHINSON – A nuisance case that the City of South Hutchinson says has been ongoing for more than a year may be heading towards a resolution.

According to a release from the city, the municipal court ruled against property owner, Jack Adrian, for failing to take any substantive action on the property and handed down a $1,100 fine along with the threat of daily fines and potential incarceration if he did not take immediate steps to mitigate the nuisance.

The property, located at 100 South Main Street has been filled with abandoned and inoperable vehicles. It was also littered with an assortment of trash and debris, tall grass and weeds, and environmental hazards like old oil filters piled on the ground. Additionally, the exterior paint and façade deteriorated, and the roof had become so damaged and compromised that the owner had taken to holding it down with used tires and a strap tethered to one of the abandoned vehicles, according to the city.

City Manager Joe Turner says the city repeatedly attempted to work in good faith with Adrian for many months after Turner was hired. The judge ordered Adrian to have a written contract in hand to repair or replace the roof by Friday, September 23rd. Failure to do so may result in daily fines of $100 and potential incarceration. Adrian was also given until the end of October to complete the roof repairs.

In the release, Turner said he had expressed frustration at the municipal court’s lax attitude towards code enforcement which he says has stymied efforts to clean up blight and dilapidated buildings. Recently, he asked the governing body for direct oversight of its operations which was tabled pending further review and discussion.

Turner stated that the city is going to ramp up enforcement and turn their attention to some of the problem properties along the State and Poplar street corridor.
