MKC to use KFB's RKAP for ag apprenticeships

HUTCHINSON, Kan. — The agreement for the new Foundation Event Venue for the Kansas State Fairgrounds is on the agenda for the Kansas State Fair Board when they meet on Monday.

The new building will be where the current old Fine Arts building is and&nbsp;will be an open floor plan with a permanent stage, bar counter and kitchen, and it will be temperature controlled.

The event venue will be open year-round to rent out for events like weddings or birthdays.

Revenue from the venue will go back to the State Fair. It is expected to generate up to $200,000 a year.

The board will also get an update from the Livestock Committee and get an update from General Manager Bryan Schulz on SPARK funding.

The board will meet at 1:30 p.m. at the Kansas State Fair Administrative Office on the Fairgrounds. The meeting will also be available on ZOOM.

Foundation Event Venue agreement on agenda for Fair Board

HUTCHINSON, Kan. —&nbsp;&nbsp;Two Reno County schools have been selected by the Kansas State High School Activities Association to host the 2023 State Scholars Bowl Tournament for their respective classifications. 

Fairfield High School near Langdon will be the site of Class 1A Division I, and Central Christian School of Hutchinson will be the site of Class 1A Division II, both on Saturday, February 11. 

Twelve schools will advance from regional competitions to each of the state Class 1A tournaments (top three from each of the respective division's four regional tournaments).

There will be 331 Kansas schools across all classes vying to qualify for their respective state meet. There are 107 schools in Class 1A.

Central Christian said that they appreciate the volunteers from the greater Hutchinson area who will be serving as judges and moderators during the state tournament.

Central Christian was 3rd in 1A-II in 2022.

Two Reno County schools to host State Scholars Bowl Saturday

HUTCHINSON, Kan. — Kansas Honor Flight will host a special pancake supper Saturday, March 11 from 4 p.m. until 7 p.m. at the Hope Church, 1701 N. Main in Hutchinson.&nbsp;

The public is invited for all-you-can-eat pancakes and two sausages for a $7 donation.

Kansas Honor Flight is a non-profit organization created solely to honor Kansas WWII, Korea and Vietnam War Veterans for their sacrifices and let them travel to the monuments connected with their wartime service.

&nbsp;Through the end of 2021, 3,046 Kansas veterans have been on an Honor Flight trip.&nbsp;

Flights to Washington D.C. occur in April, May, June, September, October, and November.

The cost to send a veteran on the normal 3 day-2 night trip is approximately $900.00.&nbsp;<a href="https://kansashonorflight.org/guardian-application/" target="_blank">Guardians</a>&nbsp;who travel with those veterans needing assistance make a contribution to cover their expenses.

<a href="https://kansashonorflight.org/veterans/" target="_blank">Veterans</a>&nbsp;are called in the order that they submit their applications with priority given to WWII, then Korean War, and then Vietnam War Veterans. Any Veteran from these war eras who is deemed to be terminally ill is given top priority.

There are approximately 450 Kansas Veterans waiting to go on this once in a lifetime trip.&nbsp;

HUTCHINSON, Kan. —Shawn Steward with AAA Kansas notes that those filling up are seeing numbers go down in recent days.

"We have seen some relief, as gas prices have started to drift downward over the past week, which is always a good thing for drivers, when you go to fill up your tank," Steward said. "Here in Kansas, we're at $3.16 a gallon, on average, and that's down four cents from where we were a week ago."

Area county averages as of Thursday are as follows:

Kansas has the 10th cheapest gas in the United States this week and news last week from those that get the oil out of the ground appears to be having an effect.

"OPEC+ decided to maintain their current production levels and not make any additional cuts," Steward said. "That certainly helps with supply and keeps things relatively stable."

Supply is okay right now, but what demand will do, especially as the weather warms, is the unknown at this point.

"We saw last summer the record high gas prices both here in Kansas and nationally," Steward said. "In the middle of June, we had that peak. Will we reach those numbers again this summer? Time will tell."

Last summer, a lot of travelers chose to drive rather than fly for their summer trips. It remains to be seen how much trust in the airlines travelers will have in 2023.

Gas prices back to last year's levels

HUTCHINSON, Kan. —&nbsp;The U.S. Food and Drug Administration approved Solensia (frunevetmab injection), the first treatment for the control of pain associated with osteoarthritis in cats in January. It is available in Hutchinson.

"For the longest time, we haven't really had anything that we can do long term for feline arthritis," said Erica Miller, DVM with Apple Lane Animal Hospital. "This is really big for cats, for our older cat population. We haven't really had anything, there's so many things for dogs, but this has been wonderful, to have this released to us."

Solensia is the first monoclonal antibody (mAb) new animal drug approved by the FDA for use in any animal species.

"What's nice about it is, it does not have the side effects that an NSAID would have, like Tylenol or ibuprofen. It's generally safe. What that antibody does is it goes in and it targets nerve growth factor. That's one of the main components in osteoarthritis pain. If it goes in and it basically kind of cuts that pathway off, then those pain signals aren't relayed and so our cats aren't painful from arthritis."

"Because it's an antibody, it builds on itself," Miller said. "Each month as you do it, it should get better and better, so less and less pain. I think that they say in the studies that generally it takes two injections to see full effect. We've had some cats at our clinic start it and even with the first injection, in a couple of weeks, owners have noticed a significant change in activity level of their older cats. We know it can work sooner."

Solensia is available only by prescription from a licensed veterinarian because professional expertise is required to properly diagnose pain associated with osteoarthritis in cats, administer the injection and monitor the safe use of the product, including treatment of any adverse reactions.

New arthritis treatment for cats available in Hutchinson

BUHLER, Kan. — The United States Navy Band, from Washington, D.C., will present a free concert at Central Community Church in Wichita, Kansas on March 6th at 7:00 p.m. and a Buhler band student has been invited as a guest student performer. 

According to a <a href="https://www.facebook.com/buhlerband">social media post</a>, French Horn player Hannah Khan has been invited as a guest student performer for the performance.

The Navy Band is the Navy's premier musical organization. The band performs frequently at the White House and Pentagon ceremonies and tours annually throughout the country.

The band will perform a variety of popular and classical favorites. In addition, members of local high school bands, including Khan, will join the Navy Band on stage to perform John Philip Sousa's "Washington Post."

Buhler band student will play with U.S. Navy Band at Wichita concert

HUTCHINSON, Kan. — At a study session on Tuesday, the Board of County Commissioners agreed to let the budgeting process continue for the shooting range that is to be built by the Reno County Sheriff's Office near the county landfill.

"Hutton Construction is on hold right now," Partington said. "We have paid them for some of their work, but they are on hold until we know a budget and how far the commission wants to go with this range. The recommendation is to find consensus to give me direction to work on budgeting and financing of how we can afford this without raising taxes, if you guys are okay with this project going forward. Obviously, the berms are being built. There's going to be a range. That can't be scrapped, but the building part and the tower, we need kind of direction of what you might be willing to approve when it comes back to a commission meeting for action with, at that point, financing options."

There are also options above the county level for potential funds, according to Partington.

"If this becomes a priority for the County Commission, I have talked with one of our U.S. Senator's staff," Partington said. "We could ask for federal money to help pay for some of this. We're not guaranteed anything, but we could see if it could be put on as an earmark, direct funding from the federal government. It would need to be considered a priority of the Reno County Commission to get very far in that process."

The commissioners all agree that the training of the sheriff's officers is very important.

Shooting range continuing forward, county to seek federal funds

HUTCHINSON, Kan. —&nbsp;The new chicken ordinance has not yet come home to roost in the Salt City.

After questions from the public, Hutchinson City Manager Kendal Francis said this week that any changes will come as part of the larger update of all the city's planning and zoning regulations in April.

Late last year, planning consultant Matt Williams was asked to look at the specific language to clarify that the amount of chickens, that the board hopes can be kept between eight and 20, can be restricted by the amount of area with proper fencing, rather than simply by the square footage of the lot entirely. If approved as proposed, then chickens would be allowed in the R-2, R-3, R-4, R-5, R-6 and MH districts.

All chickens must be kept within a fenced part of a yard and provided with appropriate shelter. All chicken coops, hen houses and other structures used to house chickens must be kept neat in appearance and in sanitary condition.

All chicken coops, hen houses and other structures used to house chickens must be set back a minimum of 10 feet from side lots, 5 feet from rear lot line and 50 feet from any adjacent residential dwelling, church, school or business that is outside of the owner’s property lines and shall not project closer to the front or side street than the principal structure.

No roosters shall be kept, and no public slaughtering or processing of chickens allowed.

Owners can also apply for an additional permit if they are raising chickens for their own food.

Anyone keeping chickens improperly and found to allow chickens to run from their property and damage the property of their neighbors will be subject to action pursuant to Chapter 7 of the City Code.

The zoo, veterinarians and the State Fairgrounds are exempt from the proposed regulations.

Again, those regulations will be part of a larger package of changes to come before the City Council, most likely in April.

"Wednesday, the 15th, we will be closing City Hall for that afternoon, 1 p.m. to 5 p.m. We'll be doing active shooter training here at City Hall," Francis said. "Just so everybody's aware, this will be a full-scale training, so you'll see probably, a large police presence. Don't panic. The big thing is, city hall will be closed for that afternoon."

The city plans to put that on social media to remind the public that day.

City Hall in Hutch to be closed the afternoon of Feb. 15

Today's installment of our "Throwback Thursday Collection" takes us to the intersection of 3rd Avenue and North Main streets. Specifically, the original railway crossing of the Atchison, Topeka and Santa Fe Railroad. 

C.C. Hutchinson came to this spot in the fall of 1871, laid down some stakes and plotted the town he named after himself, working in conjunction with the Santa Fe Railroad in its southwestern expansion. 

With the Homestead Act in place, adventurous folks were flocking this way in the hopes of acquiring new land. On June 27, 1872, all 150 Hutchonians turned out to cheer as the first train steamed its way to the front of the 15-by-60-foot wooden depot, just on the west side of 3rd and Main. 

The first photo shows the congregation that met with the passengers to try to persuade them to make this their home. 

This first train also carried the first printing press used to print the first edition of the Hutchinson News on July 4, 1872. One of those deciding to stay here was Sam Hirst and his father, Hutch's first photographer. 

As Hutch grew quickly, there was a need for a larger passenger depot. In March of 1897, Santa Fe started construction of a Victorian-Style Depot, which opened to the public Oct. 29, 1897. 

The second photo shows that beautiful building, which sat on the east side of 3rd and Main, blocking off Walnut Street. 

As rail passenger usage declined, the need for the elaborate depots went by the wayside. This depot was used until 1955 when the current depot was opened closer to Main Street, just south of 3rd. 

The third photo is the Amtrak passenger depot today, which just underwent a slight remodeling.

HUTCHINSON, Kan. — The rape case against a former Hutchinson police officer will have its pretrial hearing in April.

Following a Wednesday status conference, Judge Daniel Gilligan set the pretrial hearing for Todd W. Allen for April 10 at 8:30 a.m.

The formal charges filed against Allen include 17 felonies and seven misdemeanors.&nbsp;

<a href="https://hutchpost.com/posts/d6da7f11-fb3b-4d3d-ae8a-a4039b6e92bd">Allen was arrested August 17&nbsp;and is charged with two counts of rape or alternative counts of aggravated sexual battery</a>. &nbsp;

The charges also include three counts of attempted rape or alternative counts of aggravated sexual battery, two more counts of aggravated sexual battery, aggravated indecent liberties with a child, two counts of kidnapping and two counts of attempted aggravated sexual battery. &nbsp;

The two counts of rape are level one person felonies.&nbsp;

Allen also faces five counts of breach of privacy and two misdemeanor counts of sexual battery. &nbsp;

He is currently free on a $250,000 bond.&nbsp;

HUTCHINSON, Kan. — The Hutchinson Art Center is hosting a multimedia performance event with writer, photographer, and pub-enthusiast Dave McKane, "Semi-sweet Feelings: Poems for the Feint Hearted," sponsored by Foxtrot Studios and Sandhills Brewing on Valentine's Day from 6:30 to 8:30 p.m.

"He lives part time in Dublin, Ireland," said Jace Chambers with the Art Center. "The other time he visits Hutch frequently, a few times a year."

&nbsp;His Valentine’s Day performance features love poems and other such romantic notions in both visual and audio form.

"He's going to do a poetry and multimedia performance for us," Chambers said. "His poetry, he will be reading, his photography will be on display for the event."

Listen closely as he spins tales about the abandoned houses and car junkyards of rural America. All funds raised by this event support future arts programming at the Hutchinson Art Center.

Hutchinson Art Center hosting Valentine's Day event

HUTCHINSON, Kan. — The Hutchinson City Council finished the process on Tuesday to do what the people voted for in November and continue the 1/4 cent sales tax again through 2029.

"It has been pledged and continues to be pledged 47% to street improvements, 15% to property tax reduction, 33% to the Cosmosphere and 5% to STRATACA," said City Attorney Paul Brown.

This tax originally was passed in 1994, and it was a significant source of revenue in 2022.

"Cosmosphere, it was $860,000, to STRATACA, it was $130,000, for reduction of property tax, $391,000, for the city's infrastructure, which is primarily roads, it is $1.225 million."

Brown rounded those numbers for the council's benefit. Also this is presented to the public well in advance, by design, according to Brown.

"We present it to the public as a vote," Brown said. "We have been consistent in how we propose it to them, so that there are no changes and we have voter confidence....We have submitted it as a five year tax, because if a sales tax question were not to pass, then there'd be some substantial shifting and preparing that would need to be done, both on the city's part and on others."

Because of public support, Cosmosphere is able to allow any Reno County resident into the Hall of Space for free.

Quarter cent sales tax officially levied with Council action Tuesday

HUTCHINSON, Kan. — The Hutchinson City Council agreed on Tuesday to approve a Resolution supporting the submission of a MIH/ARPA Moderate Income Housing Grant Application and submittal for the Housing Investor Tax Credit Program from Kansas Housing Resources Corporation for Plum Creek Subdivision. 

Jim Strawn explained to the council that this has proven to work for him in other towns in the area.

"Moderate Income Housing, we've been building these in other communities for years," Strawn said. "We started out in Lyons and I think we did probably, I'm guessing, 15 or 20 homes there. Then we went from there to Marion and Moundridge and we've got a project in McPherson we're doing right now. There's probably a couple other communities, Inman, we've done some there."

The typical buyers are people who are committed to the community.

"People that are buying our houses, we see a lot of schoolteachers, I guess I'm just kind of giving you a feel of the type of people that we sell to in these other communities. We think we'll see that here. We sell to a lot of schoolteachers, people that work for the city, county, policemen, firemen, things along that line."

MIH grants and/or loans are awarded to cities and counties to develop multi-family rental units and single-family for-purchase homes in communities with populations fewer than 60,000 people.

"These are typically a three bedroom, two bath," Strawn said. "We see more and more three car garages go on. People have the option of finishing the basement themselves or have us finish them. There are a lot of options."

Applications are due on February 17, 2023 at 5:00 p.m. Awards will be announced in late March 2023. 

The intent is to do the project in phases and they are seeing what they get for grant funding and what the market demand is before making a decision on how many to start, though they are ready to build as many as 35 homes in the project's first two phases if they can secure the grants.

Hutchinson City Council agrees to help with MIH application

HAVILAND, Kan. — Barclay College has announced dates for its newest musical production, Rodgers’ and Hammerstein's CINDERELLA. Audiences of all ages will love this production. They will be amazed by this cast's incredible choreography, acting, and vocal talents. Of course, you can also expect a little bit of magic.

Performances are on April 14, 15, 21, and 22 at 7:00 p.m. and April 16 and 23 at 3:00 p.m. at Barclay College’s Ross-Ellis Fine Arts Center. This retelling of the classic fairytale follows Ella, who lives with her horrible and uncaring stepmother Madame and two stepsisters, Charlotte and Gabrielle, and the collision of her world with that of Prince Topher at a ball planned by the scheming advisor Sebastian. The cast of 30 includes both Barclay College students and local community members. Senior Liz Johnson (Moran, KS) will take on the title role with Freshman Logan Rosales (Wichita, KS) as Prince Topher. Sophomore Makaila VanSlyke (Big Spring, TX) plays crazy Marie, an old woman with a mysterious secret.

Cinderella is the only musical Richard Rodgers, and Oscar Hammerstein II wrote specifically for television. The original broadcast in 1957 starred Julie Andrews and was remade in 1965 with Lesley Ann Warren in the title role. The musical is also well-known for its 1997 reboot starring Whitney

Houston and Brandy Norwood. In 2013, a new Broadway version premiered with Douglas Carter Beane's book introducing new characters and songs to the story. It received nine Tony Award nominations and one win. Barclay College Theatre will be producing this latest version of the classic tale.

The Barclay College Theatre creative team is thrilled to collaborate on another great production. Randi Shetley directs this incredible cast of Barclay College students and local community members. Traci Ballard once again brings her skill as a choreographer to this project. Vocal Director Kim Stuart leads the musical with her expertise in choral music and as vocal coach. Deb Folkerts and Lori Binford design and create the costumes with their incredible team. Casey Roberts once again manages all the technical aspects of the show.

Two new council members sworn in Tuesday

HUTCHINSON, Kan. — The Board of Reno County Commissioners on Tuesday had a robust discussion about whether or not to have the county's video cameras on at their study sessions.&nbsp;

The agenda meetings are already streamed, but Commissioner John Whitesel wanted to see all of the study sessions also recorded so that those who have work during the day could go back and see what was discussed.

Multiple other council members agreed with transparency as a virtue, but also see value in the kinds of frank discussions that can happen when the cameras are turned off.

Study sessions are still public meetings and members of the public or the press can attend those meetings. 

At the end of the discussion, it was agreed that the study session that took place Tuesday would be recorded and that staff would be directed to bring back a policy regarding study sessions at a later meeting that the commission could further discuss.

HUTCHINSON, Kan. — The new match activity space for Big Brothers, Big Sisters of Reno County is open.

This space can used for site-based matches who are not able to meet at the school, community-based matches who are in their first 30 days, HCC students living in the dorms, or any match looking for fun, new things to do. 

The space may be reserved by Bigs by contacting their MSS.
