HUTCHINSON, Kan. — The four Republicans running in Reno County's legislative races received the endorsement of&nbsp;The NFIB Kansas PAC on Wednesday.&nbsp; 

District 101&nbsp; &nbsp; &nbsp;Joe Seiwert District 102&nbsp;&nbsp; &nbsp;John Whitesel&nbsp; District 104&nbsp;&nbsp; &nbsp;Paul Waggoner District 114&nbsp;&nbsp; &nbsp;Michael Murphy&nbsp;&nbsp;

Seiwert, Waggoner and Murphy are the incumbents in their races, while Whitesel is challenging Jason Probst in District 102.

The general election is on Tuesday, Nov. 8. Advance in-person voting begins Wednesday, Oct. 19, and ends Monday, Nov. 7.

Four Reno County Republican statehouse candidates endorsed by NFIB Kansas PAC

Reno County Deputy Elections Clerk Jenna Fager said that with Cris Corey launching a formal write-in campaign for the District 1 seat on the Board of County Commissioners, she'll have some additional workers on hand in November.

"We do have a chart that we give the board workers," Fager said. "It's basically state guidelines on how we count write-ins," Fager said. "If the voter shows voter intent that they are wanting to vote for that candidate, then the board is instructed to count it."

Though votes are always finalized with the canvass, the hope is to be able to do the necessary counting to give people an idea, even on Nov. 8.

"It is something that we always deal with," Fager said. "When we have somebody that is knowingly running a write in campaign, what we do is, we actually bring in a board to come in and do a count on those, so we can kind of get some results on election night, instead of just guessing."

However, no additional instructions are given to voters that may be mailing in their ballots or things like that, it is up to the candidate to explain what needs to be written to prove intent. 

Generally, unless more than one candidate has the same last name, a last name alone is counted. Misspellings of the correct first name are counted, but an incorrect first name with a correct last name is generally not counted.

Fager: Write in is all about voter intent

Hutchinson Police Chief Jeff Hooper said that when the arrest was made of a former officer on sex crime charges earlier this month, that was hard on him and on his department.

"We are guardians of this profession in law enforcement," Hooper said. "Every law enforcement officer needs to be. It tears at my heart and just tears at my soul when somebody like that who has been in the profession is accused of crimes of this nature, especially when it comes from inside your own agency. He wasn't part of my administration. He left shortly after I got here, but still he was a part of the Hutchinson police department."

Hooper definitely had mixed emotions heading into the press conference.

"That day was one of the hardest days of my career because of that piece and because he was in the profession," Hooper said. "But, it was also one of the proudest days of my career that it was my agency and my personnel that was able to arrest him and bring him to justice."

The formal charges filed against former Hutchinson police officer Todd Allen include 17 felonies and seven more misdemeanors. The alleged crimes stretch back all the way to 2012.

"Some of these cases were a decade old, ten years old," Hooper said. "We have ten year old evidence. Witnesses, we have to get back a hold of them. You hear a lot about solving a cold case. That's truly what this was. Even if they were fresh cases that just happened, the dynamics and complexity of a case like this is one thing, but now, you're looking back at cases that are a decade old. I'm really proud of the men, my detectives, who worked on this case. Sgt. Garret Leslie was the lead detective on this particular case and just did a fantastic job putting all those pieces together."

Allen's next court appearance is scheduled for Sept. 21.

Hooper proud of department in Allen investigation

HESSTON, Kan. — Residents in Hesston USD 460 appeared to have&nbsp; narrowly passed the vote on a $33.4 million bond issue that would combine the high school and middle school under one roof and make significant improvements to the 50-year-old high school.

According to the Harvey County Elections Office, the vote was approved 790 to 780 on Tuesday.

The proposal includes a new two story wing at the high school to accommodate the 5th through 8th grades along with a fine arts addition to include a new auditorium and music rooms. Once that is done, the current middle school would be vacated.

Other construction would include another auxiliary gym, renovation of the main entry and administrative offices, and renovations of the current fine arts, shop and Pit Stop class rooms.&nbsp;

There are 3,153 total registered voters in the USD 460 district, with 1,570 ballots cast (49.79%)

USD 460 approves bond issue

HUTCHINSON, Kan. — The Hutchinson Police Department added another K9 officer to the force. His name is Rocket.

Rocket is a 14-month-old Belgian Malinois from the Netherlands. Rocket is a certified dual-purpose K9 in tracking, apprehension and detection. He is trained to recognize the odor of methamphetamine, heroin, MDMA, cocaine, psilocybin and their derivatives.&nbsp;

None of this could be possible without the help from Cause for Paws, who made a donation to get Rocket on the force in memory of Charles Buckaloo.

Rocket joins Hutchinson Police Department

HUTCHINSON, Kan. — The company that has been in a long legal fight to build a wind farm in southern Reno County has lost its appeal, claiming that a protest petition was invalid. NextEra filed its appeal because of residents in the area that were against the wind project.

NextEra claimed at the time that some of the petitions were not valid because of the method in which they were acquired. The hope was to eliminate enough petitions that a simple majority vote was needed to approve a conditional use permit for the project.

NextEra filed the appeal after a resolution was passed by the Reno County Commission, but only by a simple majority.&nbsp; A unanimous 3-0 vote was necessary because of the number of protest petitions that were filed. But the courts ruled that the signatures were valid and denied the wind company’s motion, stating there was no doubt that the petition and signatures were valid.

The NextEra project also forced the county to come up with a set of regulations for potential wind farms. After they could not make a decision on wind regulations, they passed the matter to the planning department who went over the regulations for about a year, being met with resistance and other questions from the county commission throughout.&nbsp;

Eventually, a series of zoning and regulations were approved for different parts of the county. It still does not provide an avenue for NextEra to build the wind farm it wanted. What NextEra does from here is not known at this time.

NextEra motion denied by court of appeals

HUTCHINSON, Kan. — Reno County commissioners approved a contract for work at the landfill during Tuesday’s agenda session.&nbsp;

The contract with Unruh Excavating of Moundridge totals $1,797,740. The scope of work consists of earthwork and composite landfill liner installation for a new cell that will encompass approximately seven acres of disposal area and 10 acres total disturbance area.&nbsp;

The cell construction is part of the landfill's master plan. Having the cell built before spring of 2023 will help alleviate blowing debris in the windy months of spring as it can go down into the cell to place waste.&nbsp;

This project was budgeted for the 2022 budget year and will be covered by the Solid Waste General Funds Budget.

Reno Co. Commission approves landfill work

MCPHERSON, Kan. — Law enforcement took a report of a possible armed subject Tuesday at McPherson High School.

McPherson police said the incident began around 1:15 p.m. when the School Resource Officer (SRO) was notified that a student overheard another student say they saw someone outside McPherson High School with a gun/firearm.&nbsp;

The SRO notified McPherson County Emergency Communications, who notified McPherson law enforcement. The high school was placed on lockdown and McPherson Police Department officers and McPherson County Sheriff’s Deputies responded to the school.

Officers and deputies searched the area outside and inside the high school, and did not find a suspect with a firearm. Officers and deputies remained at the high school until students were released and left the area.&nbsp;

The investigation into the initial incident is ongoing.

McPherson police release more information about Tuesday's lockdown

HUTCHINSON, Kan. — After making some significant cuts to the budget during the Aug. 9 meeting, the Reno County Commission approved the budget for 2023 following public and revenue neutral rate hearings during Tuesday’s regular meeting.

The commission was able to trim more than $1.1 million in taxes levied in the budget after coming away with another $884,000 worth of cuts during a meeting Aug. 9.

The official budget for 2023 totals $80,894,406 on total taxes levied of $25,549,032. The mill levy will be 37.810.

The cuts include several deferred vehicle purchases and a $300,000 cut to courthouse renovation spending. It also includes nearly $37,000 in service agency cuts and cutting $300,000 of cash from the employee benefits line item.

As of 3:00 p.m.&nbsp; From McPherson USD 418: McPherson PD and McPherson County Sheriff’s Dept. have determined that there is no known threat inside or near the vicinity of McPherson High School as of dismissal time.

Law enforcement is continues to be present at McPherson High School on-campus and will remain present at dismissal. 

Any parent/guardian that wishes to pick up their student may do so at this time by pulling up single file on the south side of the high school near the main entrance. 

We will be dismissing students at 2:50 by grade level beginning with freshmen, then sophomores, juniors, then seniors. Students will only be dismissed through the front south door and the west door to the west parking lot. 

Students will not be allowed to remain on campus. 

Thank you for your understanding and patience as we honor our commitment in maintaining the safety of each student and staff member.

Students remaining for practice for activities will remain inside until given the all clear. Parents of students in activities are welcome to pick up their student or advise them to come home.

McPherson High School briefly locked down; police determine no threat

HUTCHINSON, Kan. — A delay in reporting from the state, plus higher prices drove sales tax revenue higher in August when compared to the previous year. 

Sales tax revenue for Reno County totaled $487,630. That compares with $403,328 in 2021. It was also $77,000 higher than July’s numbers which were down from the 2021 numbers.

It's the same trend for the city of Hutchinson as sales tax revenue jumped by 18% from 2021 to $1,592,986. Finance Director Angela Richard noted that there was late reporting from the state to local governments, and also that individual late reporting may move the numbers around a bit. 

She clarified in an email to Hutch Post,&nbsp;

"Sometimes a business will file a sales tax report late, and therefore it showed up in August’s report vs. July’s report. That would account for July being down, but August being up."

Still the number represents a $281,000 jump from 2021.

The sales tax for the sports arena renovation totaled $319,555 and the ¼-cent sales tax generated more than $228,000. Those are all above 2021 numbers.

For the year Reno County has taken in $3.59 million&nbsp; while the city has collected $11.85 million which is about 70% of the way to last year's total.

August sales tax numbers reflect shopping trends for the month of June.

Finance Director Angela Richard noted that there was late reporting from the state to local governments, and also that individual late reporting may move the numbers around a bit. She clarified in an email to Hutch Post,&nbsp;"Sometimes a business will file a sales tax report late, and therefore it showed up in August’s report vs. July’s report. That would account for July being down, but August being up."Still the number represents a $281,000 jump from 2021.The sales tax for the sports arena renovation totaled $319,555 and the ¼-cent sales tax generated more than $228,000. 4th Avenue bridge open again

HUTCHINSON, Kan. — Hutchinson Fire Chief Steven Beer is pleased with the amount of applicants they were able to hire for the new firefighter class that starts after the Labor Day holiday.

"Actually, Sept. 6, we're going to have 10 new recruits coming in here," Beer said. "We've been blessed. We had 16 applicants apply and we hired 10 is my understanding. The last interview was yesterday. We're eager to get them starting on Sept. 6, they'll go through an eight week academy and after the eight weeks, they'll be on line."

One of the many areas they will go over during that time is wildland firefighting.

"They go through, actually, a full week of red card preparation," Beer said. "Red card certification is a national program. We're the only department in Reno County that is red card certified. That is a minimum qualification that you need to go out on these deployments that we go out on, too. If we go anywhere else in the state, it's good to have that certification. We bring in state resources here, the Kansas Forestry Service, they come in, they assist in teaching that class during the week, during the recruit academy. That is a huge part of what we do, day in and day out."

Beer said he doesn't think there's been a week go by without at least one wildland fire call for the past several months.

Ten new firefighters to start training Sept. 6

In May, Stafford County Economic Development began making headway on a new childcare facility. The process has taken some time, but last week Eco Devo Director Kathleen Norman was able to announce the location of the new modular daycare as 413 N. Pearl in St. John.

"It's super close to the school - it's a block away from the school," Norman said. "There is currently a house there that is in deteriorating condition. The house is going to be demolished, everything leveled, and then we'll bring in the modular classroom."

Norman has been working alongside AmeriCorps VISTA Falon Runnebaum, who will soon be leaving her role to return to the Kansas City area. Norman recently secured a small grant from the Golden Belt Community Foundation to assist in searching for viable existing daycare properties. The decision was ultimately made to purchase land and bring in a new modular facility that will house two daycares. The city of St. John contributed $65,000 to the project, and the Stafford County Commission also came through with funding.

"Now that we have the land secured and I'm more solidifying a timeline for the actual modular to show up, within probably the next month or so - probably 4-6 weeks, we'll be putting out requests for people interested in providing, to start getting them on board," said Norman. "They will then independently be owning their business."

Norman had previously stated she hopes the daycare, which will serve up to 18 children, will be operational by early 2023. Since the new facility is a commercial one, it is subject to a fire marshal inspection and a KDHE inspection once a licensed professional is hired.

You'll notice a white screen fence around it during the fair, just to keep the lookers from making distractions and different things like that, basically. Crews will still be working, over the ten days of the fair they will minimize what they are doing. Things are going vertical real fast."

He expects the contractor to be done when they said they would be, as long as they can keep getting supplies.

"Originally, they said 365 days, a full year," Beer said. "I'm expecting some time next spring here, that the building will be completed, barring any material issues or shortages that may arise yet. So far, the steel, everything is showing up and ready to be put together."

The cost of the station is in excess of $5 million and should be completed by May 2023.

Fire station work continues to stay on schedule

HUTCHINSON, Kan.— Brian Weilert, an instructor in Buhler USD 313 has been inducted into the Kansas Speech Communications Association (KSCA) Hall of Fame.&nbsp;

Since 2006, the KSCA has chosen to recognize past and present members of the association who have been leaders and pioneers in the fields of speech, communication and drama education in the state of Kansas with the Hall of Fame lifetime achievement honor. Members of this group are drawn from the ranks of secondary and collegiate level instructors.

Weilert is in his fourth year of teaching and coaching in Buhler.&nbsp; He previously taught and coached in Louisburg, Fort Scott and at Fort Scott Community College. Weilert has also led schools as a middle school and high school principal.

KSCA consists of K-12 educators and coaches, community college and university faculty, theater arts practitioners, and college students in the field of communication.

Buhler USD 313 instructor honored

PRETTY PRAIRIE, Kan. — As Pretty Prairie USD 311 patrons prepare to vote on a $10.4 million bond issue next week, there's one more informational meeting for the public this evening. Superintendent Ashley Anderson says the meetings have been well attended.

“We’ve had great turnout each time,” Anderson said. “Interested voters who are curious about things or finding out information. We’ve tried to clear up a lot of misconceptions.”

Anderson also says she will keep an eye on the <a href="https://hutchpost.com/posts/09e7f22c-a9ef-4ec0-b1e0-c69dd8594bbd">bond issue being voted on in Hesston USD 460</a>, although the proposal is far larger. She says they are also making plans for the district if voters turn down the bond issue. That would include using capital improvement funds that total about $250,000 per year.

“We know what our capital outlay generates really isn’t enough to cover one window project at one building,” Anderson said. “We know that trying to get roofs finished at our three campuses, windows at the three campuses, fix the auditorium ceiling, it’s going to be about a 10-year plan.”&nbsp;

That does not include the expanded middle school gymnasium, which is the crux of the bond issue. Anderson says that would be about four years of funding to make that a reality.

Tonight’s meeting begins at 7 p.m. at the high school auditorium. The general vote on the bond issue is Sept. 6.

HUTCHINSON, Kan. — After losing in a very close vote in the Aug. 2 primary election, Cris Corey, candidate for the Reno County District 1 Commission seat, is running a write-in campaign for the November general election.&nbsp;

The Republican who lost in the primary to Randall Parks hopes that residents will write his name on the ballot Nov. 8.

&nbsp;“I would like to start out by thanking all the people who supported and assisted in my campaign for County Commissioner. It truly has meant the world to me to see so many people willing to eagerly lend a hand, contribute funds and spread the good word of our positive campaign and vision for Reno County. HUTCHINSON, Kan. — The Kansas State Fair is now just a little more than a week away. The fair wants to remind those who love carnival rides that the Midway wristband sale ends on Wednesday.&nbsp;

Until then, the unlimited ride wristbands are $30. The wristband allows for unlimited rides on the Midway except for Monday, Sept. 12, and Saturday, Sept. 17.

For those who ride a little less, 20-ticket ride sheets are $20 through Thursday, Sept. 8. After that, they are $25. Gate admission for active or retired military is just $4. HUTCHINSON, Kan. — Two Hutchinson firefighters and a brush truck joined two Wichita firefighters headed out to California to help with a wildfire there.

According to the Hutchinson Fire Department,&nbsp; Brush 71 left Monday for LA County in California. The crew is on a pre-position assignment and could be assigned a fire when they get closer. 

HFD members Brent Fisher and Craig Walle are joined by Wichita Fire's Nolan Carmine and Garrett French.

More Hutch firefighters doing wildfire work

HARVEY COUNTY—A Kansas woman was injured in an accident just before 6 p.m. Monday in Harvey County.

The Kansas Highway Patrol reported a 2012 Ford Explorer driven by Chelsea A&nbsp;Metoyer, 39, Burrton, was northbound on Halstead Road and failed to yield at U.S. 50.

The SUV struck a westbound 2004 Buick LeSabre driven by Jana L&nbsp;Nisly, 54, Partridge.&nbsp;

EMS transported&nbsp;Nisly to Hutchinson Regional Regional Medical Center.&nbsp; Metoyer and a teen passenger were not injured. All three were properly restrained, according to the KHP.

Reno County woman hospitalized after Harvey Co. crash

NEWTON Kan. — The Kansas Department of Transportation has committed $3.04 million to the City of Newton for a rail extension in the Kansas Logistics Park.

The grant will fund the extension of rail line from Standridge Color Corp. north-northeast to southeast Ninth Street and south from Standridge across southeast 12th Street to serve the planned GAF Materials development. The rail line is currently served by the Kansas and Oklahoma Railroad and connects to the BNSF.

GAF Materials has optioned 230 acres of land for a new facility at southeast 12th and Hillside in the Logistics Park. The KDOT funds are contingent upon GAF moving forward with its building plans.

Newton to benefit from grant for industrial rail spur

HUTCHINSON, Kan. — A gathering of visitors to the Cosmosphere waited patiently for the launch of the Artemis 1 mission this morning only to get the news that the mission had to be scrubbed.&nbsp;

A faulty engine vent prevented NASA’s return to the moon after 50 years. Still, the crowd enjoyed some breakfast and got to learn more about the next venture to space. Mimi Meredith of the Cosmosphere says you have to have patience when it comes to space flight.

“I think this is a great lesson for us, not only to think about the exploration of the universe, which we are on the brink of going back to . . . this is just a delay,” Mimi Meredith of the Cosmosphere said. “This is part of NASA’s strategy to have test launches so they can test every part of the system. While we may not do great anymore with delayed gratification, NASA looks at this as an opportunity to perfect everything.”

Still, it was a chance for people to see the space museum and enjoy the surroundings.

“I think that it’s wonderful that the world is re-engaging with space exploration,'' Meredith said. “And we’re grateful that the community came from near and far . . . just to have breakfast, and they’re all in awe of our SR-71 when they walk in here regardless.”

NASA will try to make repairs to the engine and the hope is to launch the Artemis 1 on Friday.

Crowd enjoys morning at Cosmosphere despite scrubbed Artemis launch

HESSTON, Kan. — Residents in Hesston USD 460 go to the polls tomorrow to vote on a $33.4 million bond issue that would combine the high school and middle school under one roof and make significant improvements to the 50-year-old high school.

“It is a significant change to the format or the structure of the district moving from a three building concept . . . to a two building concept,” Superintendent Kevin Logan said. “The middle school and high school would be housed under the same roof, still retaining two separate identities.”

The biggest issue deals with the current middle school, which was built in 1959. After several expansions, the building is falling under disrepair, to a point that some residents want to see it removed.

“The majority of folks in town did not want to see that building stay up and continue to need repairs done to it,” Logan said. “They would rather see it razed or torn down rather than continue to do repairs on it.”

How much of that building would be removed remains to be seen as several additions have been made to it over the past 20 years. The other discussion from both opponents and proponents of the bond issue stems from the combining of the two schools, which would mean one building holding fifth graders all the way up to seniors in high school.

Logan addressed that issue: “It’s done all over the state right now, smaller schools do it, larger schools do it. When you’re inside a school building, the school days are very structured so you don’t have that direct interaction.”&nbsp;

That includes moving class schedules along with other activities.

“Schedules would be different, so passing periods wouldn’t be common even if students were moving from their wing to a gymnasium or from their wing to a shop area, it wouldn’t be common,” Logan said. “Lunch schedules would be set . . . so they wouldn’t all be using the cafeteria at the same time.”

The bond issue includes a new auditorium, new gymnasium and updates to the current high school.
