HUTCHINSON, Kan. — On Saturday, a water line break was reported in the 2700 block of East 17th Ave. where 17th transitions to Airport Road. The break is on a 10-inch water line that was installed in 1967.

UPDATE as of 5 p.m. February 13:&nbsp;Public Works Water Maintenance has said that, due to the depth of the water line being repaired and the size of the excavation needed to make the repair, 17th Ave. between Apple Lane and 11th Ave. will remain closed until February 27th so road repairs can be made.

There are no customers affected while this repair is being made.&nbsp;Traffic control will remain in place while the repair is being made to protect the safety of the workers and the public.

HUTCHINSON, Kan. —&nbsp;Hutchinson Regional Medical Center today announced it will adjust staffing levels and reduce workforce by 85 employees as a direct result of the healthcare landscape being profoundly impacted by the COVID-19 pandemic, increasing supply costs, lower health insurance reimbursement rates and decreased patient volumes compared to pre-pandemic days. 

Jeff Egbert, interim CEO of Hutchinson Regional Healthcare System said that, while difficult, the reduction is necessary as the system continues to navigate the substantial and lasting financial impacts of the global pandemic. Egbert says the hospital also has taken several actions to manage expenses by aligning the cost structure and service line staffing models with current patient volumes.

“These challenges aren’t unique to Hutchinson,” Egbert said. “Many hospitals and healthcare systems across our nation are facing similar challenges, including many in the Midwest.”

Impacted employees are eligible for a paid notice period, as well as the continuation of health benefits through COBRA.

Cutbacks at Hutchinson Regional Medical Center

TOPEKA, Kan. — Lieutenant Governor and Secretary of Commerce David Toland&nbsp; on Monday announced $850,000 has been made available to fund a new round of Historic Economic Asset Lifeline (HEAL) grants. 

The HEAL program, which is funded by the Department of Commerce and the Patterson Family Foundation, provides grants to small communities across the state to revitalize downtown buildings.

The HEAL program is designed to bring downtown buildings back into productive use as spaces for:

“Downtowns throughout Kansas are already making dramatic and visible improvements because of this popular program,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Our partnership with the Patterson Family Foundation is creating even more opportunities for communities to bring their historic buildings back to life and strengthen their local economies.”

HEAL is intended to close financial gaps in restoring underutilized properties and making downtown districts throughout the state more economically vibrant. Applicants must show that submitted projects have potential to become economic drivers in the community.

Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel told Hutch Post Monday that she has heard of at least one organization that plans to apply, but she did not say which owner that might be.

Eligible applicants must be organizations applying on behalf of building owners and may include designated Kansas Main Street programs, economic development organizations, cities, counties, 501c3 or 501c6 organizations, and local community foundations.

Private building owners should contact their local organization to work in partnership on the application and to identify buildings that are strong candidates for the HEAL program. The buildings should be underutilized, valuable to the historic fabric of the downtown district and have a feasible plan for adaptive re-use.

“Contributing to the HEAL program alongside the Department of Commerce is a natural fit for our foundation’s mission,”&nbsp;said Lindsey Patterson Smith, President of the Patterson Family Foundation. “Downtown areas are often the heart of communities of all sizes, and we believe rural downtown spaces especially will benefit from improvements to their beauty, safety, and greater accessibility.”

HEAL matching grants will be awarded for either façade or building construction projects. Communities that received a previous HEAL grant are not eligible to apply in this round.&nbsp;

Proof of matching funds from the building owner will be required at the time of application. The application window opens February 13 and closes March 31 with award notifications at the end of May.

Employees, who previously attended classroom training to prepare, will engage in a realistic simulation. The public is advised that there will be a visible police presence during the drill.

“This is one of those things that no one really wants to think about, but it is a reality in our society that we have to be prepared,” said City Manager, Kendal Francis. “Just like we encourage other organizations to train their employees and have a plan, it is important that we do the same for our team.”

City Hall will reopen at 8:00 a.m. with regular business hours on Thursday, February 16.

LAWRENCE — The 42nd class of University Scholars and their faculty mentors were recognized during a reception hosted by the University of Kansas Honors Program at 6:30 p.m. Feb. 9 in Nunemaker Center. Attendees celebrated this year’s scholars and mentors with refreshments and heard remarks from Sarah Crawford-Parker, University Honors Program director, and faculty member Nathan Wood.

The University Scholars Program recognizes and encourages sophomores who have demonstrated intellectual achievement and curiosity. Selected students receive a $1,500 scholarship, are assigned an Honors Faculty Fellow as a mentor that supports their academic interests and participate in a seminar course that promotes interdisciplinary engagement on a topic of contemporary interest.

This spring’s seminar is taught by Wood, associate professor of history. “Technology and Society” will encourage students to apply a historical lens to the technological innovations that shape our world.&nbsp;

“I hope students will think differently about their relationship to technology, reflecting on how its history can provide analogies for understanding our connection to technologies today,” Wood said. “A historical perspective on technology helps us to be humbler about what it can achieve, more realistic in our assessments of its novelty and sober about the inequalities that have been intrinsic to its use.”

Governor Laura Kelly mentioned Kansas’ water crisis in her 2023 State of the State Address, but so far she has proposed few specific policies to alleviate the problem. Will this be the year that Kansas policymakers step up?

Some 90 years ago, the state endured the catastrophic Dust Bowl from 1931 to 1939. This tragedy was not caused by drought alone. The Dust Bowl was aided and abetted by the removal of natural grasslands for farmland. Tilling the soil made it vulnerable to drought and wind, and much of the topsoil blew away. Agricultural policies during the New Deal era aimed to prevent a second disaster. They included planting trees as windbreaks, offering incentives for low- and no-till farming, paying farmers to leave land fallow on a rotating basis, and the creation of soil and water conservation districts.

Today, we face a similar crisis with the High Plains Aquifer. Discovered in the late 1800s, the Aquifer is the reason why much of today’s agriculture in Western Kansas, Nebraska, and Oklahoma is possible. Large-scale reliance on the Aquifer followed, with center-pivot irrigation becoming popular by the late Twentieth Century. Once known as the “Great American Desert,” suddenly this land could support non-drought resistant crops including soybeans and corn, in addition to winter wheat, which was already being grown there. In those earlier days, there were minimal limitations on how much water could be pumped and the level fell accordingly. Rainfall amounts vary greatly from year to year, and water levels vary in different places, but on balance, the water levels in the Aquifer have been falling for some time. Agriculture accounts for 94% of groundwater use in Kansas, according to the Kansas Geological Survey.

Thirty-seven years ago, author Marc Reisner’s 1986 book Cadillac Desert concluded that the Aquifer would one day reach a level where no more water could be pumped, effectively shutting down most agriculture in and around Western Kansas. Reisner also chronicled various proposals, some of which were downright bizarre, such as making entire rivers flow in the opposite direction. Wisely, policymakers rejected such foolishness. Not so wisely, they chose instead to implement only limited solutions.

Today, climate change complicates the problem further. Droughts have become more common, and average temperatures around here have risen by 1.5 degrees. Hotter temperatures mean more evaporation. Rainfall patterns throughout the year are changing, necessitating more adaptations.

Unfortunately, our farmers still face strong incentives to pump as much water as possible. Water rights have been set for well users for some time, but regulation and compliance are complicated. Droplines reduce lost water from center-pivot systems, but they are not enough without additional changes such as increased crop rotation. That would be a shame. Kansas farmers proudly help feed the world. The decisions we make today will decide if they can do so in the future.

Will this be the year that Kansas policymakers step up?Some 90 years ago, the state endured the catastrophic Dust Bowl from 1931 to 1939. This tragedy was not caused by drought alone. The Dust Bowl was aided and abetted by the removal of natural grasslands for farmland. Tilling the soil made it vulnerable to drought and wind, and much of the topsoil blew away. Agricultural policies during the New Deal era aimed to prevent a second disaster. They included planting trees as windbreaks, offering incentives for low- and no-till farming, paying farmers to leave land fallow on a rotating basis, and the creation of soil and water conservation districts.Today, we face a similar crisis with the High Plains Aquifer. Discovered in the late 1800s, the Aquifer is the reason why much of today’s agriculture in Western Kansas, Nebraska, and Oklahoma is possible. Large-scale reliance on the Aquifer followed, with center-pivot irrigation becoming popular by the late Twentieth Century. Once known as the “Great American Desert,” suddenly this land could support non-drought resistant crops including soybeans and corn, in addition to winter wheat, which was already being grown there. In those earlier days, there were minimal limitations on how much water could be pumped and the level fell accordingly. Rainfall amounts vary greatly from year to year, and water levels vary in different places, but on balance, the water levels in the Aquifer have been falling for some time. Agriculture accounts for 94% of groundwater use in Kansas, according to the Kansas Geological Survey.Thirty-seven years ago, author Marc Reisner’s 1986 book Cadillac Desert concluded that the Aquifer would one day reach a level where no more water could be pumped, effectively shutting down most agriculture in and around Western Kansas. Reisner also chronicled various proposals, some of which were downright bizarre, such as making entire rivers flow in the opposite direction. Wisely, policymakers rejected such foolishness. Not so wisely, they chose instead to implement only limited solutions.Today, climate change complicates the problem further. Droughts have become more common, and average temperatures around here have risen by 1.5 degrees. Hotter temperatures mean more evaporation. Rainfall patterns throughout the year are changing, necessitating more adaptations.Unfortunately, our farmers still face strong incentives to pump as much water as possible. Water rights have been set for well users for some time, but regulation and compliance are complicated. Droplines reduce lost water from center-pivot systems, but they are not enough without additional changes such as increased crop rotation. Insight Kansas: Not a Drop to Drink

Calving season started on our farm last week with the arrival of three babies. For roughly two months our cows and their newborn babies will be the center of all our attention. This season has become one of my favorite parts of the farm year. Even though I grew up on a dairy farm, calves arriving in this small window was new to me as our dairy calving was staggered throughout the year. Calving is a time of long hours, spontaneous burst of intensity and nights filled with worry. But it is also filled with stretches of quiet serenity, the wonder of new life and a rhythm of routine that fills me with peace and gratitude. The births are unpredictable — a little bit like knowing you are going to have a house guest but not knowing when they will arrive. We are nervous the calves will show up in the middle of the night or when you are away from home, but we can’t spend all of our time watching and waiting. &nbsp;Day or night, the births often happen without issue and a cow with good maternal instinct will have the young one clean, feeding and walking around the pasture within 24 hours. Occasionally things don’t go as planned and we have to step-in and help things along. This is most likely to happen for those giving birth for the first time or on very cold nights. When we help by pulling a calf, warming them inside or occasionally feeding them colostrum, there is a lot of worry and hope that the calf will make it. Knowing that the natural course of calving means some won’t survive doesn’t ever make it easier to lose one. Like a doctor making rounds, farmers ride through their pastures multiples times a day during calving season. We are on the lookout for dark patches in the grass that might be a calf, cows with twitchy tails or away from the herd, which are both signs they are close to delivery. This exercise of checking the herd doubles as the practice of mindfulness, the therapeutic technique of focusing on the present to relieve stress, because all of our energy is spent paying attention to the things happening in the moment. The views during this season are unforgettable, too. I have always thought Kansas is at its height of beauty on warm February days when the sun is shining and cows are grazing on wheat that has greened up.&nbsp; Evening checks are always my favorite. The “how was your day,” conversation on the drive to the field fades away as we start the check and need to focus on the task at hand. As the days have started to get a little longer, the fading sun creates a picturesque world framed by the most beautiful colors the sky can paint. A feeling of peace and wonder settles in during these marvelous moments. Every day the work is the same: look for new calves to tag, check on cows who are getting close to delivery, check the water and roll out a feed bale if needed. These are simple steps of a routine that never feel that way; each day is challenging and gratifying in its own ways. The weeks of calving season are filled with hard work, lots of stress and little sleep. They also generate enough beauty and contentment to fuel my soul for the coming year. Insight: The Rhythm of Calving

HUTCHINSON, Kan. — HutchCC President Dr. Carter File notes during&nbsp; Career and Technical Education Month® that those programs have been possible for a few years now in Kansas.

"Career and Technical Education has been aided and promoted so much by the Senate Bill 155 act that was put in place about 10 years ago," File said. "Now, high schools and Hutchinson Community College can partner together to offer college classes in the&nbsp;Career and Technical Education area to high school students."

This really helped especially moderate income Kansas kids get into these fields.

"It's really just provided a great pathway for students who, again, want that technical education, want to do more of the hands on type career than an academic career," File said. "It's given us a wonderful pipeline of students."

Not all of the classes that HutchCC gives credit for happen on their campus.

"It opened up Career and Technical Education to students that couldn't afford it before, because they couldn't afford the tuition to take the classes," File said. "The state of Kansas is paying the tuition, which the students, essentially pay to us. No real dollars exchange hands between us and the student, it all comes from the State of Kansas. That opened up the doors to a lot of students who, previous to that, their family may not have been in a position where they could actually afford to send them to college. Depending upon the relationship we have with the district, if the district provides the space and the faculty member and the materials and things like that, we then, do a revenue sharing with the district, so we reimburse them for their costs."

HutchCC President continues to praise career and tech ed

The Hutchinson Land Bank  Board of Trustees will receive a report from architecture students at the University of Kansas regarding how to best use vacant lots for infill in the city as part of their meeting on Tuesday. The report says that the Land Bank should consider several factors when deciding whether or not to buy a lot.

When considering a lot for Land Bank Acquisition, the report suggests they ask:&nbsp;

1. Is it close to any amenities? (Schools, parks, grocery stores, shopping)

2. Is it nearby any development in progress that could increase the lot’s development potential?

4. Will the lot be low cost to prepare for development? (free of excessive volunteer trees, soil contamination, existing foundations, etc.

5. Is the lot near other vacant lots that could be developed simultaneously (or grouped together for larger developments)?

6. What incentives or rebates apply to the lot?

7. Is the lot at least 35’ wide and can side yard setbacks be altered in the area? (There is a prototype at 418 E. Avenue G for an example in building on narrow lots)

8. Is the lot in a residentially zoned district? If not, can the zoning be altered?

9. Is there a connection to downtown? (development near downtown will encourage business growth and sustainability)

10. Is the lot outside of floodplain area and outside of suspected brine well areas?

According to the report, answering yes to most or all of these questions indicates a lot with strong development potential that should be acquired by the Land Bank.&nbsp;

Large lots (70’ or greater in width) can be considered for multi-family housing or higher density development, rather than single family residences.

The report also gives some ideas on what to do with lots that are too small to develop by themselves, suggesting things like additional community gardens and nature playgrounds.

Strategies for watershed management are also discussed along with the potential development of additional community plazas where lots already are in proximity to other amenities.

Land Bank board to receive KU report Tuesday

PRETTY PRAIRIE, Kan. — Pretty Prairie USD 311 is working on the specific details for voters on their latest try for a bond issue after one was defeated in September. 

"We're coming in right at $7.4 million," said USD 311 Superintendent Ashley Anderson. "It looks like an 18 mill increase. We're going for some maintenance, like roofs and windows on all the buildings. We want to add a breezeway to connect our high school gym with the middle school auditorium/gym. We're going to do a remodel to that middle school gym that could be our new competition center. We want to do some upgrades to our ag shop and to our high school science lab."

The September bond was voted down 277-212, so it's a matter of changing just a few minds.

"We've been working with our construction management company, DCS out of Wichita, they have a marketing team and they work with our financial advisors to get the numbers. We're working with Stifel out of Wichita this time around. They've been hard at work on all of that, working on some promotional materials that we'll get in the hands of our stakeholders here, as soon as possible."

The defeated bond in September was $10.4 million.

HUTCHINSON, Kan. —&nbsp; Hutch Rec and the Hutchinson Healthy Neighborhoods Initiative remind the public that the SW Bricktown annual meeting is coming up Tuesday, Feb. 14 from 5:30 to 6:30 p.m. at Avenue A School at 111 South Madison.

These annual meetings give neighborhood residents a chance to review 2022 and determine priorities for the year ahead.

SW Bricktown annual meeting is Tuesday

MARION COUNTY—One person was injured in an accident just after 3:30 p.m. Sunday in Marion County.

The Kansas Highway Patrol reported a 2004 Lexus LX470 driven by Silas Everett Miller, 16, Derby, was southbound on U.S. 56 just south of 270th Road.

The SUV traveled off the roadway to the right, struck a field entrance, rolled multiple times and came to rest on its top.

&nbsp;EMS transported Miller to St. Luke's. He was properly restrained, according to the KHP.

SOUTH HUTCHINSON, Kan. — As part of its meeting on Monday, the South Hutchinson City Council will consider the zoning change request from Open Arms Daycare.

According to agenda documents, <a href="https://hutchpost.com/posts/9ba5c357-bb19-4cd5-89f7-581d3f2f577f">Open Arms Daycare (OAD) seeks to rezone their property from commercial to residential as a prerequisite to re-establishing eligibility for a federal government program that reimburses the costs of meals provided by the facility</a>.

OAD participated in this program for several years until recent changes in the bureaucratic interpretation of the regulations resulted in a determination that the facility was no longer eligible. 

The owner has worked with city staff, federal officials, and others to determine a path forward as the loss of these funds presents a significant financial hardship. <a href="https://hutchpost.com/posts/9ba5c357-bb19-4cd5-89f7-581d3f2f577f">Depending on attendance, daycare owner Kelly Willis told Hutch Post back in December that it can cost upwards of $1000 a month if the reimbursement is not there.</a>

These discussions resulted in the understanding that rezoning the property from commercial to residential would allow OAD to regain eligibility.

The owner maintains that approximately 65% of her enrolled students either live in South Hutchinson or have parents that work in the city.

There is currently a dearth of daycare options available for parents in the region and throughout the state. Reno County and the City of Hutchinson identified this need and allocated ARPA funds to tackle this problem.

The Board of Zoning Appeals voted 3-2 to recommend approval of OAD’s zoning amendment application.

If rezoned to residential, the city would lose about $400 in taxes, but if the business couldn't stay open because they can't get the federal food reimbursement, that obviously could cost a lot more money.

The South Hutchinson City Council meets at 6:00 p.m. Monday at City Hall at 2 South Main.

Rezoning request for South Hutch daycare at city council Monday

BUHLER, Kan. — A public vote for Buhler USD 313 patrons on a proposed $8 million bond issue will take place in person on April 4th, 2023, with advance voting starting March 27th. 

The Buhler USD 313 Board of Education will receive an update on the progress of informing the public on that bond issue as part of its regular meeting Monday night.

The Board will also talk about 2023 Summer School, receive an update on the district's Professional Development Council, and hear regular reports from the treasurer, director of finance and superintendent.

Newton CVB looking for funding partners

HUTCHINSON, Kan. – Roadside crashes are notably deadly for tow workers. Government data shows that tow operators are killed at a rate of almost 43 deaths per 100,000 workers, compared to just three for all other industries. With that in mind, AAA has checked to see what will help save those lives.

"Our AAA Foundation for Traffic Safety did some research recently," said Shawn Steward with AAA Kansas. "They studied several countermeasures. What we saw is that an electronic vehicle mounted variable message sign was very effective, the most effective of the things we tested."

The odds of a vehicle moving over were 95% higher when the VMS was used. Passenger vehicles were more responsive to the VMS than trucks or buses, although both were more likely to move over when VMS was active than when not.

"You see these on the Highway Patrol and some KDOT vehicles," Steward said. "It's basically electronic message boards that are fold up and are displayed on top of those vehicles. They'll have like an arrow telling you to move over or have some sort of a warning message about an incident that's coming up on the roadway."

Other countermeasures also have their merits. The Foundation examined cones, flares, and emergency flashing light patterns. The researchers found these led to significant lane shifts by drivers but were less effective at reducing speeds or increasing the distance to the passing vehicles that did not change lanes.

"Every state has some level of a move over law," Steward said. "Now, we're starting to look at ways to enhance those laws to include all disabled or stopped vehicles on the side of the road, including consumer passenger vehicles."

Established in 1947 by AAA, the Foundation for Traffic Safety is a nonprofit, publicly funded 501(c)(3) charitable research and educational organization.&nbsp;

AAA working on saving lives for those on roadsides

HARVEY COUNTY —Two people were injured in an accident just before 7 p.m. Friday in Harvey County.

The Kansas Highway Patrol reported a 2012 Chevy Equinox driven by Hope L. Smith-Becker, 81, Halstead, was northbound on Halstead Road one mile north of Halstead.

The driver failed to yield right of way at the stop sign at U.S. 50.

An eastbound 2020 Freightliner semi driven by Hector S. Salinas, 61, Tucson, Arizona struck the Chevy on the driver's side. 

After impact, the Chevy struck 2017 Ford F150 driven by Jared L. Barbee, 37, Broken Arrow, Oklahoma, who was stopped waiting to turn left.

EMS transported Smith-Becker to Wesley Medical Center and Barbee to Newton Medical Center. Salinas was not injured. Smith-Becker was not wearing a seat belt, according to the KHP.

 HUTCHINSON, Kan. – A Hutchinson man was arrested Friday night after police were called on shots fired early Friday morning.

According to Hutchinson Police Lt. Dustin Loepp,&nbsp; at 1:31 a.m. Friday, officers of the Hutchinson Police Department were dispatched to a residence in the 1100 blk E 4th&nbsp;Ave in reference to a shooting.&nbsp; 

When officers arrived they contacted a 49 year old male who reported that while he was inside his residence he heard &nbsp;gunshots coming from outside.&nbsp; An undisclosed number of bullets entered the interior of his home in close proximity to where he was located and his personal property damaged.&nbsp; The victim was not injured.&nbsp; The area was searched but a suspect was not located.

Investigators were later able to identify a suspect.&nbsp; It was discovered that the suspect and victim were acquainted with each other, and there is reason to believe that the shooting was premeditated.

On February 10, 2022 at approximately 7:15 p.m. Daniel Coronado Jr. WM/29 of Hutchinson was arrested and taken to the Reno County Jail for 1) Attempted 1st&nbsp;Degree Murder 2) Felony criminal damage to property.&nbsp; 

A juvenile female involved in the investigation was also taken into custody for 1) Possession of marijuana 2) possession of paraphernalia 3) interference with law enforcement.

All suspects are considered innocent until found guilty in a court of law.
