HUTCHINSON, Kan. — For Democratic Rep. Jason Probst, there are a couple of things he still wants to get done in Topeka.

"In a normal year, I would probably tell you Medicaid expansion, that's still very important to me," Probst said. "I would say the number one thing I've been hearing from people is property taxes. We started this conversation two years ago. A bunch of us Democrats got together and had this conversation about, what can we do about property taxes? We did some things last year. We passed the golden years property tax freeze. I think that will help some people. We also raised the exemption, I think from $20,000 to $40,000 on houses."

He believes that residential property is paying more than it should in the property tax mix.

"I am hearing more and more about seniors who are getting priced out of their homes from property taxes," Probst said. "I think anything we can look at, raising the income threshold on the homestead property rebate program would be good. We have to take action to make sure that people are able to stay in their homes and afford their property taxes."

The legislature doesn't always follow its own rules when it comes to taxation, either.

"The legislature will pass a law that says, we shall do this and then we do a budget proviso that says, oh, no, we won't and we just won't do it this year," Probst said. "Sometimes that happens for 20 years. We just don't fund the things that we tell the public we're going to fund. I think that's really bad practice to say, we're going to do something and then not do it. If we can't do it and we find we can't do it, it's probably time to reexamine the law in the first place."

Probst with unfinished business on property taxes

HUTCHINSON, Kan. — Republican candidate in the 102nd House district John Whitesel apologized to incumbent Jason Probst for mailers being sent to voters in the district.

"There are some mailers going out that were not approved by myself or my campaign that are attacking Jason that Jason says are untrue," Whitesel said. "I do want to apologize to Jason for that. I have no idea who these people are, or even how to stop them."

That doesn't mean that Whitesel agrees with some of Probst's policy positions, though.

"He voted twice to allow boys to compete in girls sports," Whitesel said. "I just think that's unacceptable. We need to protect our girls sports. From what I read, depending on the news source, there's five or six in Kansas now. That's unfair to these girls that are competing."

Whitesel also believes one place where money could be saved in the state budget is simple drug possession related incarceration.

"This is not a very popular topic with Republicans, but there are a lot of people that are in prison that really shouldn't be there," Whitesel said. "Joe Biden just pardoned simple possession at the federal level and I would encourage Governor Kelly to do the same here locally."

Land Bank Board to meet Tuesday

HUTCHINSON, Kan. — Charges have been filed against a 30-year-old Hutchinson man in a rape case in Reno County.

According to court filings, Anthony O Krause is alleged to have had sex with a child under 14 on May 11th and to have committed aggravated indecent liberties with that same child on May 17th. 

Krause is also accused of soliciting the same person for the unlawful act on the 8th of May and to attempt to persuade the person to commit such an act on that same date.&nbsp;

The rape and indecent liberties counts as charged are off-grid felonies, potentially punishable by a hard 50 sentence, which would be a mandatory 50 years in prison.&nbsp;

Krause's next court appearance is November 30 and he is jailed on&nbsp;$325,000 bond.

HUTCHINSON, Kan. — The Hutchinson City Council will hold two meetings on Tuesday. 

The regular council meeting will be at its usual 9 a.m. time in the City Council chambers and will include the rezoning proposal for the HTeaO Store on 30th. 

Also to be considered is an ordinance to allow more methods to collect overdue utility bills, including using a collection agency to do so.

There will also be a discussion of the options for Avenue B as part of the Woodie Seat Freeway project.

The options being considered by the council are no access at Avenue B, or only pedestrian access at Avenue B. Allowing vehicles too was eliminated as cost-prohibitive.

The evening meeting is an executive session only for the purposes of discussing the candidates for the permanent city manager position. It will start at 5 p.m. at City Hall.

HUTCHINSON, Kan. — Boys and Girls Club of Hutchinson has begun the process of preparation for the local Youth of the Year competition.

"Youth of the Year is our main biggest thing that the kids have to look forward to," said Elicia Lance with the club. "It's all about their leadership, their citizenship. Starting off now, they are speaking out. Talking about what the Club has done for them. What they've been able to apply, what they've learned with the younger members."

The three nominees this year are Senior Noah Khokhar and Juniors Zion Burgess and Joe Martinez.

"This all will wrap up at Youth of the Year banquet on December 8th," Lance said. "The tickets for that will be available November 1st."

Bostyn Castor was the 2022 Youth of the Year in Hutchinson.&nbsp;

Three to compete for Youth of the Year

HUTCHINSON, Kan. — Lisa Gleason with the United Way of Reno County said the annual campaign is off to a good start.

"We have raised about 30% of our goal," Gleason said. "Our goal, just to remind the public, is $1.2 million, so we've got a little ways to go."

Campaign chair Darrell Pankratz notes that increased cost of goods impacts the agencies United Way serves, as well.

"You know, we've got a little inflation, it makes it a little harder, maybe," Pankratz said. "I think I'm looking at it as, if inflation is 10% more, that's 10% more that somebody needs."

If you have just a small amount to give, giving to United Way is a great way to impact the community on a broad scale.

"You could look at it like a mutual fund, maybe, a little bit," Pankratz said. "I don't really want to invest in just one stock or one place. I want an expert. I want somebody who understands the market, understands the needs and I want to help. I think sometimes it's what should I do, I don't know how. Certainly, to volunteer is a huge part of that. Lots of the same people who are giving money are volunteering. Sometimes people have more time than they have money. There's 6000 people that are a part of this. Every single person matters."

United Way 30% of the way to annual goal

NEWTON, Kan. — The Newton City Commission approved final plans at their meeting this week for a new public wetlands park. The Kansas Alliance for Wetlands and Streams (KAWS) has been working with Newton, the R. Michael Rhoades Foundation, and various other partners over the past two years to develop the new park.

The 7.2-acre park will be built adjacent to the City’s existing manmade wetlands. Those wetlands, which were built along with the Sand Creek bank restoration project in 2009, are fed by effluent water from the adjacent Wastewater Treatment Plant. 

The area is very popular with wildlife, especially waterfowl, and bird counts have logged over 150 different species at this location. The City of Newton cannot grant full public access to the site, however, because when the city gets very heavy rains, raw sewage can occasionally be discharged to the wetlands for some minor natural treatment before it flows to Sand Creek.

The new wetlands project will be fed by stormwater runoff rather than effluent. Its public access will include a walking trail with elevated boardwalks, interpretative signage, and some higher berms so visitors can view the wildlife in the existing City wetlands. It will also include additional parking that will accommodate school buses for field trips.

The Newton-based R. Michael Rhoades Foundation stepped forward and gave $100,000 toward the project. Mr. Rhoades was a Newton native who had a deep appreciation for the outdoors and wildlife.

KAWS has been helping to design the project and pull together multiple other private funding partners, including Ducks Unlimited, Evergy, and others. Newton City Commission approves new park

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce has a busy two days ahead. 

Today begins with a half day workshop featuring Echelon Front trainer, former Navy SEAL, Carlos Mendez on Extreme Leadership from 9:30 a.m. to 2 p.m. at the Sandhills Event Center.&nbsp;

Then, events shift to the Kansas State Fairgrounds&nbsp; for the Chamber's Annual Meeting.

4:00 p.m. Sponsor Expo Opens/Social Begins 6:00 p.m. Doors Open 6:30 p.m. Dinner Begins 7:15 p.m. Program &amp; Keynote Speakers with Mendez delivering the keynote address.

Friday continues with the Ignite Business Expo from 9:30 a.m. to 2 p.m. in the Sunflower Buildings on the Kansas State Fairgrounds. Chamber events fill Thursday, Friday

The annual event returned to its traditional form after being canceled in 2020 and reimagined as a drive-thru event in 2021.

Nearly 1,000 people attended the event that featured free hot dogs, popcorn, candy, cotton candy, yard games and live music.

HUTCHINSON, Kan. —  The Hutchinson Zoo’s Wildlife Rehabilitation Program at the Cargill WildCare Center recently confirmed Highly Pathogenic Avian Influenza (HPAI) through symptomatic wild birds received at the facility. Due to the close proximity of the disease, the Zoo has implemented the highest level of protection in its HPAI Action Plan to safeguard the health of the zoo’s animals and humans. The Zoo’s collection remains healthy.

Avian influenza —also called “bird flu” — is a viral infection that occurs naturally in birds. Wild birds, mainly migratory waterfowl like ducks and geese, can carry the virus but may not get sick.

Some domestic birds such as chickens, ducks, and turkeys can become infected, often fatally.

This particular strain is not believed to pose a high risk to human health, but many zoo animals, including all birds, some mammals and possibly some reptiles, are susceptible to the disease.

To protect the Zoo’s birds, Hutchinson Zoo’s aviary and other bird habitats will be closed to the public until further notice. Many birds have been moved indoors, while others have received habitat modifications to prevent contact with wild birds. 

Animal care staff are using personal protective equipment to mitigate exposure risks while caring for the zoo’s collection.

Hutchinson Zoo’s Rehabilitation Program at the Cargill WildCare Center has been carefully mitigating HPAI since this spring’s migration. 

Waterfowl and any birds showing symptoms of avian flu have been carefully evaluated and quarantined separate from the rest of the rehabilitation animals. The staff has been utilizing biosecurity measures, including footbaths or shoe coverings, masks, and gloves, as well as complete PPE coverage when in contact with sick individuals. 

Recently Zoo staff has been in close contact with the Kansas Dept. Wildlife and Parks Wildlife Disease Coordinator since symptomatic cases of Avian flu have been identified in wild intakes. An individual animal was euthanized due to symptomatic conditions and testing was submitted to the Kansas State Veterinary Diagnostic Lab (KSVDL). Test results determined a positive infection, with more information confirming the type of strain of HPAI from the National Veterinary Services Lab (NVSL) in Ames, Iowa, forthcoming.

The Centers for Disease Control and Prevention (CDC) has stated that Avian flu does not spread easily from animals to humans.

The Zoo’s professional wildlife rehabilitation program at the Cargill Wild Care Center treats approximately 700 animals annually.

Hutchinson Zoo issues statement about avian influenza case

HUTCHINSON, Kan. — Voters will find two opportunities to change or retain the current wording of the Kansas Constitution on their ballot November 8.

The first is an amendment regarding rules and regulations in the state.

Here is the explanatory statement and the question as it will appear on the ballot, courtesy of the <a href="https://kssos.org/elections/22elec/2022-General-Election-Constitutional-Amendment-HCR-5014.pdf">Kansas Secretary of State's office</a>.

The purpose of this amendment is to provide the legislature with oversight of state executive branch agencies and officials by providing the legislature authority to establish procedures to revoke or suspend rules and regulations.

A vote for this proposition would allow the legislature to establish procedures to revoke or suspend rules and regulations that are adopted by state executive branch agencies and officials that have the force and effect of law.

A vote against this proposition would allow state executive branch agencies and officials to continue adopting rules and regulations that have the force and effect of law without any opportunity for the legislature to directly revoke or suspend such rules and regulations.

§ 17. Legislative oversight of administrative rules and regulations.

Whenever the legislature by law has authorized any officer or agency within the executive branch of government to adopt rules and regulations that have the force and effect of law, the legislature may provide by law for the revocation or suspension of any such rule and regulation, or any portion thereof, upon a vote of a majority of the members then elected or appointed and qualified in each house.

The second constitutional question is regarding the office of County Sheriff remaining an elected position, while putting removal of any sheriff accused of misconduct in the hands of the Attorney General, or the people via recall. <a href="https://kssos.org/elections/22elec/2022-General-Election-Constitutional-Amendment-HCR-5022.pdf">Here is the wording, courtesy of the Kansas Secretary of State's office.</a>

Explanatory statement. This amendment would preserve the right of citizens of each county that elected a county sheriff as of January 11, 2022, to continue electing the county sheriff. The amendment would also provide that a county sheriff only may be involuntarily removed from office pursuant to either a recall election or a writ of quo warranto initiated by the attorney general.

A vote for this proposition would preserve the right of citizens of each county that elected a county sheriff as of January 11, 2022, to continue electing the county sheriff via popular vote. The amendment would also direct that a county sheriff only may be involuntarily removed from office pursuant to either a recall election or a writ of quo warranto initiated by the attorney general.

A vote against this proposition would not make any changes to the constitution and would retain current law concerning the election of a sheriff and the procedures for involuntary removal of a sheriff from office.

(a) Except as provided in subsection (b), each county shall elect a sheriff for a term of four years by a majority of the qualified electors of the county voting thereon at the time of voting designated for such office pursuant to law in effect on January 11, 2022, and every four years thereafter.

(b) The provisions of subsection (a) shall not apply to a county that abolished the office of sheriff prior to January 11, 2022. Such county may restore the office of sheriff as provided by law and such restoration shall be irrevocable.

A county that restores the office of sheriff shall elect a sheriff by a majority of the qualified electors of the county voting thereon for a term of four years. Such sheriff shall have such qualifications and duties as provided by law. The time of voting for the office of sheriff may be provided for by the legislature pursuant to section 18 of article 2 of this constitution. 

(c) The filling of vacancies and the qualifications and duties of the office of sheriff shall be as provided by law.

(d) The legislature shall provide for such other county and township officers as may be necessary.

Reminder: Two Kansas Constitutional questions on Nov. 8 ballot

HUTCHINSON, Kan. — An annual favorite returns November 5, the&nbsp;<a href="https://t.e2ma.net/click/b4x2ji/3pt3bn/fjszy1" target="_blank">Downtown Hutchinson Soup &amp; Chili Fest</a>.

"Starting at 11 a.m., we invite the people to come downtown and enjoy our beautiful downtown," said Bob Ross with the Kiwanis Club. For $6, you can get a ticket and taste chili. We have teams that are competing for prizes and trophies. Come down and enjoy the downtown, enjoy the fall weather and taste some chili and soup and you'll be able to vote for the best."

The event will be along Main Street from 3rd Avenue to Avenue C. Tickets are $6 for participants 10 and older; 9 and younger are free. Tickets can be purchased on the day of the event starting at 11 a.m. at Avenue A Park (Avenue A &amp; Main) as well as at DCI Park (2nd &amp; Main).

"We currently have about 15 teams," said Dana Hinshaw with the Club. "We are hoping for a few more so they can get a hold of us. I've sent lots of emails out, but we've got the Reno County Sheriff's Office and the Fire Department. That's a great rivalry there."&nbsp;

Soup and Chili Fest still looking for teams and tasters

HUTCHINSON, Kan. —Archer Daniels Midland (ADM) released its quarterly earnings report on Tuesday.

ADM had an adjusted earnings per share of $1.86 in Q3 and&nbsp;Chairman and CEO Juan Luciano said the company is well positioned to&nbsp;end 2022 strong, and carry that momentum into 2023.

Ag Services &amp; Oilseeds delivered substantially higher year-over-year results.

Ag Services results were significantly higher than the third quarter of 2021. The short crops in South America supported U.S. exports, driving improved volumes and margins in North American origination, which had significant negative impacts from Hurricane Ida in the prior year. 

Better margins in global ocean freight, driven by good execution amid dynamic global trade flows, powered better results in Global Trade. South American origination saw improved volumes and margins driven by increased farmer selling in addition to higher volumes through ADM's export facilities.

Crushing results were significantly higher, with margins driven by resilient global demand for both meal and oil. Strong rapeseed margins in EMEA, driven by robust oil demand and continued market dislocations, along with positive impacts from an insurance settlement, helped drive improved results. North American soy crush margins continued to benefit from renewable diesel demand. Also, net positive timing effects in the quarter were about $175 million, as compared to the approximately $70 million in the prior-year quarter. Positive results were partially offset by lower crush volumes, including impacts from idled facilities in Ukraine and Paraguay.

ADM operates five elevators in the Hutchinson area, employing around 65 workers.

Dillon Nature Center putting out survey for patrons

HUTCHINSON, Kan. — The Hutchinson Chamber, through Greater Hutch, has announced that its Career Quest program is expanding. 

Career Quest worked with 6th grade classes to bridge the gap between education and business. Students learned from 20 different industry partners to gain knowledge of the different types of employment opportunities and what it takes to work for the companies. 

 Workforce partners had groups in their facilities to present an overview of their business and types of jobs in their industry as well as a building tour (when applicable), and, when possible, job shadowing experiences as individual or group setting. Students were given time for question-and-answer sessions to further discuss what they learned that day. 

Greater Hutch, through Reno Rising investors, underwrote the cost of the program with shirts and passports for every participant. 

Next year, the program will expand to offer these experiences county wide, scaling the program up from 80 to 664 6th graders. More industry sectors will be represented in diverse experiences in addition to business tours and presentation.

Career Quest going county wide

HAVEN, Kan. — Haven USD 312 Superintendent Craig Idacavage said on social media that his district will spend $288,418 this year to cover the state shortfall in Special Education funding. 

 The State Board of Education recommends to increase state aid by $77 million per year over the next 5 years.  That would mean another $133,149 of additional money the Haven district would receive in SPED funding. This is money that by current statute should be already given to schools. 

If districts across the state continue to be required to shift funds for SPED needs, school programs for all students lose out.&nbsp;

Breast cancer is the most commonly diagnosed cancer among women, and the risk for diagnosis increases with age.&nbsp;

Hospital blog post focuses on breast cancer treatment

WICHITA — Sedgwick County Zoo announced Tuesday that it is closing all of its bird exhibits temporarily because they were notified that there is a case of Highly Pathogenic Avian Influenza in a bird in Hutchinson.

The Kansas Department of Agriculture traditionally sends out notices in such cases, but no such notification has been found as of early Wednesday.

As in the spring, this viral disease appears to be spread by the migration of wild birds which has Kansas’ domestic birds at risk.

The bird exhibits at the SCZ will be closed until further notice to protect the animals.

Many of the birds have moved to indoor habitats, while others have received habitat modifications to prevent contact with wild birds.

Those working with the birds will also wear PPE when working with them.

Highly&nbsp;pathogenic&nbsp;avian influenza (HPAI)&nbsp;is a rapidly spreading viral disease that can infect many types of birds.

Avian influenza is contagious. It exists naturally in many wild birds and can be transmitted by contact with infected birds or ingestion of infected food or water. Although extremely rare, humans and other mammals can be vulnerable to the disease.&nbsp;

Kan. — Karen Hammersmith with the Reno County Health Department said lots of people in Reno County are already getting their flu shots and the latest COVID booster.

"Looking at KS WebIZ, we can see that over 9,200 flu shots have been administered so far this season," Hammersmith said. "We have over 3120 bivalent COVID boosters administered in Reno County."

That's a total number, the Health Department itself has given almost 1100 flu shots and just over 700 of the latest bivalent COVID boosters. They have all the different varietals of flu shot that may be needed due to age or allergy.

"We carry just about everything," Hammersmith said. "As far as the flu vaccine, we have plenty of that in stock. We do have some free flu, too, to those that would qualify, no insurance, low income, that type of thing. We have a very limited supply of that."

They also have the latest COVID boosters. Most people have not had that yet.

"We have the Pfizer and the Moderna of the bivalent," Hammersmith said. "It just came out in September. When we go out and we ask people if they want their booster dose, they are like, well, I've had a booster. But, the bivalent, which carries two different strands, that actually just was approved in September, so if you haven't had a shot since September, you do not have the most current booster dose. If it's been two months since your primary series or two months since your last booster dose, then you would be eligible to get that new booster bivalent."

The bivalent booster is for ages 12 and over, and was created to help fight both the original strain and the Omicron variant.

"This accounts for about 19% of our operating revenue," Remar said. "It's huge for us. It allows us to do programming, upgrades, upkeep of the facility, exhibits that the community gets to enjoy. Reno County residents get to go to the Hall of Space for free. Through the sales tax, we're able to continue to provide excellent programming to the community."

The kind of cutting back that Cosmosphere had to do during the pandemic is very similar to what might happen if, all of the sudden, 19% of their budget was gone.

"It would force us to look at several things," Remar said. "Obviously, we would have to look at providing free admission to the Hall of Space museum for Reno County. We would have to look at a reduction of programs and potentially staff. It would have a devastating impact on us."

This is not a new tax, this is the continuation of what has been a Hutchinson staple for decades.

"I believe it's been in existence since 1994," Remar said. "This isn't a new tax. It's been a tax that is in existence. More importantly, people coming into Hutchinson also pay this tax. Over 20% of this tax is paid by people coming into Hutchinson to go to Cosmosphere, to STRATACA, to eat in our restaurants, to shop in our shops."

The projected $11 million generated over five years from the renewal of the sales tax would continue to be distributed so that 47% of the tax goes for Hutchinson's street program, 33% to Cosmosphere, 15% for property tax reduction, and 5% to Strataca.
