HUTCHINSON, Kan. — The box culvert underneath the Washington bicycle boulevard between 18th and 19th will be replaced after action Tuesday by the Hutchinson City Council.

"We got KDOT to agree to pause our federal grant for the TA program, while we do an emergency repair of the box," said Jeff Schenk with the city's engineering department. "We signed a contract with JEO, they have designed it, they reached out to all of the local contractors in the area that perform this type of work, under the intention of having the box done by April 1, so that way we can have the overlay done and have the bicycle boulevard open in early spring. Of course, that is a pretty aggressive schedule. Only one contractor was able to provide a number and had a crew available. That was Reese Construction."

The box itself is decades old at least and damage to the top of it was found when excavating to fix the sides of the box, which were already compromised.

"This box was constructed in the early 1900s, at least," said Schenk. "We haven't been able to find an exact date, but we did find a set of plans from 1936 that say the box was already in place. Reinforced concrete boxes typically have steel throughout the entire thing. The floor is tied to the walls. It's tied to the top, it's all homogenous. In this one, for some reason, the floor has structural steel in it, the walls are floating in between them with no steel in them, they are not reinforced and then the top is just sitting on top. None of it is tied together."

The $550,000 project is technically additional to the bicycle boulevard project and they will have to push back some later projects to pay for this one, as it's not part of the grant.

"We are also having to redo the curb that entire block," Schenk said. "It's a specially designed box. We raised the top of it to be the driving surface, so we didn't end up with this little tiny asphalt cap. The curb is going to be poured along parallel to it. It's going to be tied directly to it, so the top of this section should never have to be maintained again, some new ADA ramps, there's some extra work that also goes into this dollar amount. It's not like, just a box and then we have to come in and cover it and maintain all of the other stuff."

The council expressed reservations about the project, but ultimately voted unanimously for its approval Tuesday.

HUTCHINSON, Kan. — Tyson Foods announced it will donate 30,000 pounds of protein during a special giveaway on Saturday in Hutchinson. This is the second year for the giveaway.

On Saturday between 8:30 a.m. and 11 a.m., residents can receive a donation of food from Tyson at the Uptown Hutch Mall. Those receiving assistance will be able to drive through to pick up their food.

Tyson officials say a single donation will amount to about 20 pounds of food, with one container per vehicle.&nbsp;&nbsp; Tyson&nbsp;team members&nbsp;will&nbsp;also&nbsp;be on-site at the donation event to answer any questions community members may have about employment opportunities with the company.&nbsp;

The Hutchinson plant recently increased its starting wages and is looking to hire new team members in general production and maintenance positions.

The plants employ around 575 workers total.

Tyson doing protein giveaway Saturday at Uptown Hutch

MANHATTAN, Kan. — The Kansas Department of Agriculture (KDA) announced on Nov. 15 it is accepting applications from producers to participate in the Kansas Local Food Purchase Assistance (LFPA) Program. 

According to the KDA, the Kansas LFPA Program will strengthen the state’s local food system by providing expanded wholesale market access to food producers, while increasing access to locally-sourced food in rural and urban counties impacted by food insecurity.

KDA was awarded a $2.5 million cooperative agreement under the U.S. Department of Agriculture Agricultural Marketing Service's LFPA Program. 

Funds will be used to purchase and distribute Kansas-grown-and-processed foods to underserved communities and families across the state, through existing distribution networks of food banks.

Kansas producers are encouraged to apply to participate in the Kansas LFPA Program to sell their products to the food banks.

Products eligible for sale under the program include produce, dairy, meat, eggs, honey, and processed foods. Products must be grown or processed in Kansas to be eligible for sale under the program.

Applications are due to the KDA no later than 5 p.m. on Feb. 15, 2023.

Applications open for state food assistance

HUTCHINSON, Kan. — The next Red Cross Hutchinson community blood drive will begin Monday, November 28 from 11 a.m. to 6 p.m. at First Presbyterian Church located at 201 E. Sherman, continue on Tuesday November 29 from 11 a.m. to 5:30 p.m. and conclude on Wednesday, November 30th from 7 a.m. to 1 p.m. 

The 3-day blood drive will help ensure new moms, premature babies, cancer patients, and accident victims have access to safe, lifesaving blood. The Red Cross provides about 40% of the nation’s blood supply. This year’s goal for the annual drive is to collect 287 units.

The CDC predicts a serious spread of flu this year and is already reporting an early spike in cases in several states. When seasonal illnesses increase, the number of healthy blood donors tends to decrease. The Red Cross needs people to give now to help ensure blood is available when patients need it. 

In November, the American Red Cross urges blood donors of all types and those who have never given before to book a time to give blood or platelets and help protect the blood supply from dropping&nbsp;this fall.&nbsp;&nbsp;

Hutchinson community blood drive coming up later this month

HUTCHINSON, Kan. — The children of <a href="https://www.cougarsccs.com/">Central Christian School </a>(CCS) in Hutchinson, have a cross-continental message to send, and have partnered with <a href="https://www.samaritanspurse.org/">Samaritan's Purse</a> for Operation Christmas Child (OCC) to send it.&nbsp;

"Samaritan's Purse is a ministry ," explained CCS elementary principal Judy Parsons. "They have churches that they are planting in different places."&nbsp;

Through Samaritan's Purse's OCC program, Central Christian School youth will be mailing around 100 boxes to kids in another country.

"The whole purpose is to spread the gospel message, but to spread it through these gifts," said Parsons.&nbsp;

&nbsp;The OCC boxes go to countries in Africa, South America, and even some Asian countries. 

Recently, Operation Christmas Child was able to land in Namibia in Africa. According to Parsons, this was the first time Namibia was reached by the holiday program.

"We decided it must be&nbsp; around twenty-four or twenty-five years that this has been happening," said Parsons.&nbsp;

The boxes put together by children and their families, kindergarten through sixth grade, will contain school supplies, hygiene products, and a small toy.&nbsp;

"We talk about how, we're kids, we can't go out and talk about the message right now, but this is one way we can help," said Parsons. "We can get these boxes into the hands of people who can take them to children and talk about the gospel."&nbsp;

To speak of the results, Parsons said CCS has had missionaries who have delivered OCC boxes visit the school.

"Two years ago we had a young man that had received a box as a child and he talked about how it transformed his life," Parsons cited an example.&nbsp;

&nbsp;The OCC boxes will be delivered to the First Southern Baptist Church located at 1201 E. 3rd Ave.&nbsp;

"Our kids are always taught to think about other people ahead of themselves," said Parsons. "It's sharing, it's serving, it's sharing the gospel, and just being unselfish."&nbsp;

Central Christian School students spreading message

HUTCHINSON, Kan. — The Hutchinson Airport needs new city employees.&nbsp;

"We had two employees that were working at the airport," said Interim City Manager Gary Meagher. "One left on October 22nd, the other left this last weekend. Within about a three week period, we lost both of the employees. After the first employee gave notice, Parks and Facilities Director Justin Combs and I did start talking with Airport Manager Pieter Miller, regarding how we would work forward in this process. We had the job announcement out before the first employee left. We've received two applications so far. One, we just got in yesterday, so those are being forwarded to Pieter for his review. I don't know that either of these have airport experience, but they do meet certain criteria, so those will be forwarded on."

Chairman of the Hutchinson Airport Advisory Board, Jerome Kahn, spoke to the council about the need for help for Miller, and its impact on operations.

"It leaves Pieter in a real bad position," Kahn said. "He has nobody there. Whoever we bring in is going to take six months to get up to speed in our airport operations and all the duties that are required there. This is going to mean airport closures for extended periods after a snowfall. Maintenance is going to be hard to get done and that's just ongoing maintenance at the airfield."

Health Department at Third Thursday as part of Great American Smokeout

RENO COUNTY — Twenty new law enforcement officers, including one from Hutchinson, graduated from the Kansas Law Enforcement Training Center (KLETC) on Nov. 11 in a ceremony held in KLETC’s Integrity Auditorium near Yoder.

New Hutchinson officer, Kody Kuhlman, was named Class President of the 301st Basic Training Class.

Gary Warner, class coordinator for the 301st Basic Training Class, expressed his appreciation for the graduates and acknowledged the many challenges they overcame throughout their training.

Commencement speaker and interim Wichita Police Chief Troy Livingston shared some advice with the graduates: “Be leaders. By stepping up to serve your communities, you are already leaders.”

Livingston described good leaders as possessing self-awareness, garnering credibility, and ones who exhibit humility. “You have joined an exceptional profession, and I like to call it the greatest show on earth,” he said.

Under the authority of Executive Director Darin Beck, graduates received certificates attesting to the satisfactory completion of a full-time basic course of instruction, and certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority.

At the meeting, residents will discuss neighborhood names. The city has a couple of incentive programs that are specifically available to those looking to live in featured neighborhoods. Those are a down payment incentive, up to $2500 toward the down payment to purchase a home in one of the featured neighborhoods for a first-time home buyer. 

The other one is they have a program with Peoples Bank and Trust, where people can receive an interest free home repair loan. Essentially, the city pays the interest on the loan.

Wildfire task force to meet in Salina Friday

HUTCHINSON, Kan. — The annual Reno County Toy Run in Hutchinson will be Nov. 20.&nbsp;

The toy run is for street-legal bikes only and will start at 10 a.m. at Salty Cycles at 129 E. Sherman. Participants are asked to enter from Main Street and Sherman.

The parade, featuring Santa Claus, will leave at 1 p.m.

Events will culminate with a chili feed at Moose Lodge, located at 1401 E. 1st Ave.&nbsp;

Shirts and buttons will be for sale on-site.&nbsp;

Additionally, there will be a live auction.&nbsp;

In 2021, more than 500 motorcycles ran the usual route through Hutchinson from Main to 30th, to K-61 and then to the Moose Lodge on Lorraine where the toys were dropped off.

The Reno County Toy Run was started in 1983 by a group of friends who saw a need in their community. The event is held the last Sunday before Thanksgiving.

Only donations of new and unwrapped toys will be accepted.

I-135 ramps in Newton to be closed this week

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas notes that some drivers may find themselves unexpectedly at the side of the road over the next several days.

"Unfortunately, if you haven't had your car serviced and gotten it ready for winter, you could experience a dead battery, or just other issues that can relate to car maintenance this time of year. Batteries are a big issue that we see, in terms of our roadside service calls in the winter. Even at 32 degrees, a battery is 35% weaker and at 0 degrees, a car's battery loses about 60% of its strength."

The life span for car batteries is well less than the life of the rest of the car.

"Typically a battery is going to last three to five years," Steward said. "If your battery is in that age range, you should definitely get it in and get that charge tested, so it can be there to help you out when you need it on the coldest mornings."

It's also important to have what you need in the vehicle with you in case you break down and have to stay with your car.

"It's a really great idea, especially in the winter, to travel with an emergency kit," Steward said. "Kind of anticipate what you would need to stay safe and warm, should you have a breakdown in your vehicle and have to wait for a while for help. More than 40% of motorists don't carry an emergency kit in their vehicle. Put together a box or a plastic tub of items. Make sure you have your cell phone properly charged and carry a charger with you."

· Non-perishable snacks for both human and pet passengers

· Bag of abrasive material (sand, salt, cat litter) or traction mats

· Extra warm clothing (coat, gloves, hats, scarves)

· Basic toolkit (screwdrivers, pliers, adjustable wrench)

Bad weather and sloppy road conditions are a factor in nearly half a million crashes and more than 2,000 road deaths every winter in the United States.

AAA urges car maintenance if headed out during winter

HUTCHINSON, Kan. — The new Reno Connections Community Care Coordinator, Valerie Taylor wants to help families get connected to the help they are looking for, but you need to go see her in person at her new office in the Hutchinson Public Library to be able to best make that happen.

"I am doing a lot of triaging over the phone," Taylor said. "I really would like people to come in to the office, to put a face to the name, but also to dig a little deeper. Looking at any types of trauma that may be within the family unit and connecting them to the appropriate mental health or other support groups that would benefit them. Looking at childcare needs, after school programming, further education for the adults, which then requires filling out that FAFSA. Maybe they haven't accessed food stamps and that is something they are eligible for, right now, we have a lot of Christmas programs going on in the community that people aren't aware of either. Just getting those people connected."

She does want any potential recipients to call first, though, because she doesn't want to double book, as she understands there is a need for privacy in some of these matters.

"They can make a phone call," Taylor said. "The phone number is (620) 663-5441 ext. 127. That is the library's phone number. My office is located in the second floor in the library. I strongly suggest that you call beforehand, if you are going to make the trip up to meet me face-to-face, so that I can appropriately schedule you. Looking at childcare needs, after school programming, further education for the adults, which then requires filling out that FAFSA. Maybe they haven't accessed food stamps and that is something they are eligible for, right now, we have a lot of Christmas programs going on in the community that people aren't aware of either. New coordinator's job is to connect families to resources

There are two kinds of people in the world: people who hate snow and those of us who love it. If you think I am crazy, consider I grew up in Wisconsin. In my world, snow means picturesque landscapes coated in white, the fun of sledding, tubing, downhill skiing and snowmobile rides, and if you are lucky — a snow day. My farm friends might roll their eyes and say, what about chores. On my family’s dairy farm our cows were safe and warm in the barn, and we didn’t have to break ice or dig them out of the snow. We only had issues if temperatures were extremely low for a long enough time that the barn cleaner froze up. Those were not fun days. Since snow is a much rarer treat in Kansas, helping with livestock and navigating drifts on snowy days doesn’t really bother me. Plus, the snow never seems to last longer than a day or two so it melts before my excitement wears off. You might think it is too early to be wishing for snow but there are chances in the forecast, and I am filled with anticipation. I dream of fluffy floating flakes that fall peacefully as the sound is absorbed and the countryside is blanketed in white. That may be a bit of wishful thinking since Kansas snow often seems like it is right out of the blizzard from the Claymation classic “Rudolph the Red Nosed Reindeer.” The drier, drifting snow that whips across the Kansas plains is exactly where I imagine the Abominable Snowman. Even if it isn’t the picture perfectness of my dreams, snow is needed. This year’s drought conditions have ensured that pretty much all farmers are excited about any precipitation regardless of form. The unexpected break from our busy lives can be a blessing too as we pause our daily routines and postpone plans. Snow days are a special kind of boost to moral because they often include spending time with our loved ones and doing all the little things that we never have time for otherwise. On days when the world shut down, my family often had a blast and made lasting memories. In my younger years, snow days were spent making forts with my brothers. As I grew older, my dad would take us out for a snowmobile ride. Mom was ready with snacks to warm us up while watching movies as a family. Snow days have brought me so much joy because they are almost always spent with family. If we are lucky enough and get great snowfalls this winter, remember not to spend too much time worrying about canceled plans or the work that is looming. Dreaming of Snow Days

NEWTON, Kan. — West First Street in Newton is closed at the BNSF Railroad crossing this week for pavement repairs at the tracks. 

The railroad also did work at the Main Street crossing earlier this month.

Work on the First Street crossing will be complete by end of day Thursday, weather permitting.

HUTCHINSON, Kan. — The Kansas Department of Transportation tells Hutch Post that the snowplow operator shortage for all of District Five (18 counties of south central Kansas) is about 22%. That is a little less than the statewide shortage of about 24%.&nbsp;

Reno County is concerned about its shortage of plow drivers, if the need becomes great in a future storm.&nbsp;

"We will be down 7 full time employees in the Road &amp; Bridge Department," said Reno County Public Works Director Don Brittain. "I utilize staff from other divisions within Public Works for truck drivers but being 7 short, we will not be able to perform snow &amp; ice operations like we would with a full staff. I will have a plan and we will do our best."

The City of Hutchinson is in a little better shape, as they have&nbsp;19 CDL operators available to drive 8 large plows. The city has eight snow routes that are plowed.

Below is a series of snow related questions and answers from Public Works Director Brian Clennan:

Does the City Plow all Residential Streets?

No, our goal is that every home is no more than 4 blocks from a plowed street. If a snow event is predicted to leave 10 inches or more of snow followed by a prolonged period of freezing temperatures, the City will plan on addressing the secondary snow routes (residential collector streets) after the primary snow routes have been cleared.

Primary snow routes focus on arterials (Main, Plum, Severance, 30th, 11th, and 4th for example), collectors (Poplar, Porter, West 23rd, East 25th and Maple for example), and a few residential streets, primarily around schools.

Do you only plow streets or do you salt them, too?

The decision to plow or salt streets is largely based on the severity of the storm and predicted storm totals. All winter events will begin with treating the primary routes with salt. Crews will begin plowing primary routes when storm totals reach approximately 2 inches.

Our primary weapon for fighting snow and ice storms is salt. The city does not use abrasives such as sand along with the salt because of the residue left behind.

How long does it take to clear all the streets?

The majority of snow events only require the City to address the primary routes. Although the City of Hutchinson has never developed a bare pavement policy, we strive to achieve bare pavement on our primary routes within 24 to 48 hours after the storm.

Do city workers work around the clock?

Yes, crews work 24 hours a day in 12.5 hour shifts.

Why do the plows push a pile of snow onto my driveway?

When snow plow trucks pass by residences and businesses, a windrow of snow is pushed up against the curb and in front of driveway entrances. This is due to the plow removing snow from the center of the road and is unavoidable. Residents are encouraged to clear snow from their driveways before the snow re-freezes and becomes more difficult to remove.

In some areas of town primarily, Main Street and the Downtown area, street width allows for snow storage on the street; therefore, snow is plowed to the center of the street and removed after the storm.

How many snow removal vehicles does the city have on the streets during a storm?

The city has 7 tandem-axle trucks and 1 single-axle truck equipped with spreaders and front plows. There are 3 one-ton trucks equipped with front plows, 3 Loaders, 2 Road Graders, 3 Backhoes, and 1 Skid steer that can be deployed.

Approximately how many miles of streets are plowed?

There are 680 lane miles in Hutchinson. The primary snow routes consist of 330 lane miles. The secondary snow routes consist of 65 lane miles.

As measurable snowfall is in forecast, KDOT, county short on plow drivers

HUTCHINSON, Kan. — The Salvation Army in Hutchinson is still signing up families who need Thanksgiving and Christmas assistance.

"We have in person signups for the overall assistance," said Major Paul James with the Salvation Army. "You can sign up for both of those in one time instead of going multiple times, but for Thanksgiving, we're doing that up until, I think, a day or two before."

Signup is Tuesdays and Thursdays only and to get both Thanksgiving and Christmas assistance, you need to sign up by the Tuesday before Thanksgiving, that is Nov. 22. The signup is from 9 a.m. to 2 p.m. on those days at 700 North Walnut.

If you want to volunteer to ring bells this season, you can sign up <a href="https://registertoring.com/">online</a> to do that, too.

"We have Chiefs stocking caps or beanies," James said. "It has the Chiefs logo on it and the Salvation Army saying, Doing The Most Good Together. We have a partnership with the Chiefs. Had to go through their vendors to get them made, and so it's a limited edition."

If you volunteer, you can get a beanie and a chance to win Chiefs-Broncos New Year's Day tickets. The ringing starts in Hutchinson later in the week.

"Our kickoff is going to be on Thursday the 17th," James said. "It's going to be a fun night, as well for the Third Thursday, which is the lighting of the lights. We're working on something, as well. It was free, but it cost a little bit of money to transport it here. You'll definitely want to come downtown and check out what's happening."

The kickoff is at noon Thursday the 17th in front of the Sleep Shoppe on Main.

Salvation Army still signing up families for holiday help

NEWTON, Kan. — Bridge work will restrict traffic on I-135 between the north and south side of Newton starting Monday, November 21.

I-135 between the U.S. 50 junctions on the north and south sides of Newton will be restricted to one lane in both directions.

The traffic restriction is expected to start around 9 a.m. Monday, Nov. 21, and end around Jan. 13, 2023. 

The restriction is to allow work, including bridge approach and pavement replacement, on the I-135 bridges at Broadway Avenue and First Street.

Motorists will be directed to drive at a reduced speed, and there will be an 11-foot width restriction.&nbsp;&nbsp;
