MANHATTAN, Kan. — The Kansas State Fair Board of Directors met in Manhattan for their annual board retreat on May 8 and 9. The Board participated in a tour of the Biosecurity Research Institute at Kansas State University during their two-day retreat. They conducted a vision session, facilitated by staff from K-State Research and Extension, to consider future opportunities for the state fair and the fairgrounds in Hutchinson. K-State President Richard Linton joined the Board for a question-and-answer session about current events at the university. Board members also participated in a discussion with legislators about engaging lawmakers and the public about Kansas agriculture and ways to promote the unique aspects of the state. Legislators who attended the panel were Rep. Sydney Carlin, D-Manhattan, Rep. Brenda Landwehr, R-Wichita, Rep. Lisa Mosier, R-Wheaton, and Rep. Ken Rahjes, R-Agra. State Fair Board holds retreat in Manhattan

Kan. — 
The annual Law Enforcement Torch Run and Polar Plunge/Solar Splash event to benefit Kansas Special Olympics is part of Third Thursday activities this month in Hutchinson on May 18.

"We are going to start with the Torch Run and we are going to start in front of Pools Plus at 5:45 p.m," said Andrew Soule. "We are going to be set up with the pool in the 500 block of North Main. We'll be in the middle of the street, where everybody can find us."

The Law Enforcement Torch Run started back in 1985 in Wichita and is now an international event, but the Kansas commemoration is always in the late spring prior to the state track and field meet for Special Olympics. If you want to plunge, you need to register.

"We've got a website set up at&nbsp;<a href="https://charity.pledgeit.org/hutch" target="_blank">https://charity.pledgeit.org/hutch</a>," Soule said. "Or, they can register in person the day of the event. We will have registration set up at 6 p.m. that evening."

The minimum pledge to plunge is $75.&nbsp; This is just one of many fundraisers held throughout the year, like the cover the cruiser events at high school football games in the fall and the polar plunge that they are hoping to get back going in 2024.

"I kind of set a goal in that $15,000 range, if I can get somewhere in that area throughout the course of the year, I'm pretty happy," Soule said. "Some years have been better than that and some years have lacked a little, but we've been pretty consistent here in this community and we're always looking for ways to keep it going."

The Kansas Special Olympics Summer Games are June 2-4 at Maize South High School.

Special Olympics events part of Third Thursday

MAIZE, Kan. —&nbsp;Charlotte Pipe and Foundry Company announced the purchase of 80 acres of land in Maize, Kansas, to build a new $80 million manufacturing facility on May 10. Charlotte Pipe and Foundry Company is a top manufacturer of cast iron and plastic pipe and fittings in the U.S.&nbsp;

Charlotte Pipe and Foundry has plastic pipe manufacturing locations in Cameron, Texas; Muncy, Pennsylvania; and Wildwood, Florida. It operates pipe and fitting production facilities in Monroe, North Carolina; Huntsville, Alabama; and Cedar City, Utah.

“We are very excited about the opportunity to expand our operations in the Midwest,” Hooper Hardison, CEO of Charlotte Pipe and Foundry, said. “Maize is ideally located in the center of the country to help us better serve our customers. It is also a fast-growing, business-friendly community with an excellent workforce we can draw from to staff our new plant.”

The expansion is expected to create 50 new, full-time positions in Maize.

“Our laser-sharp focus on supporting businesses and investing in infrastructure continues to drive economic growth in every corner of the state,” Governor Laura Kelly said. “Charlotte Pipe and Foundry&nbsp;brings a strong, family-oriented culture coupled with good-paying jobs and benefits to central Kansas. My administration looks forward to supporting the company’s success.”

The project received local, county and state government support.&nbsp;

“Recruiting and securing expansions like&nbsp;Charlotte Pipe and Foundry&nbsp;is key to our state’s economic growth,” Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“Great jobs — like the 50 new jobs being announced — will help attract and retain skilled workers in our state, allowing more businesses to get the job done here in Kansas.”

Local officials echo that sentiment, adding they proudly welcome Charlotte Pipe and Foundry.

“This is a great day for the City of Maize. Our skilled workforce is eager to get to work and help Charlotte Pipe and Foundry solidify its 122 years in business by bringing quality piping to customers across the globe while diversifying the Maize economy,” Maize Mayor Patrick Stivers said. “The company’s strong, family-oriented culture is a perfect fit in our community.”

Area leaders believe Charlotte Pipe and Foundry's expansion signifies a positive step toward enhancing the Maize workforce.

“The County Commission is thrilled Charlotte Pipe and Foundry, a stable employer, chose to expand in Sedgwick County and the City of Maize," Sedgwick County Commissioner David Dennis said. "South Central Kansas is a proven manufacturing hub, and we support the company as it gives our talented workforce another strong opportunity to sharpen their skills and provide an essential manufacturing service."

The 134,000-square-foot plant will be located in the 5800 block of 119th&nbsp;St. West with premier access to the Kansas &amp; Oklahoma Railroad (K&amp;O), aiding in the company’s production of PVC pipes for plumbing and irrigation applications. 

WATCO, a single-source transportation and supply chain services company, was a pivotal partner in addressing Charlotte Pipe and Foundry’s rail needs.

“We were happy to assist Charlotte Pipe and Foundry in its expansion, specifically with their rail needs," WATCO Sales Director Casey Harbour said. "Partnerships such as this highlight how thoughtful teamwork leads to success and longevity in community and business."

In addition, Evergy exemplified unwavering dedication by engaging in collaboration with Charlotte Pipe and Foundry, leading to infrastructure development to yield both financial viability and long-term sustainability.

Construction on the Maize facility, the company’s seventh plastics plant in the U.S., is expected to begin in Jan. 2024 with completion slated for early 2025.&nbsp;

PRATT, Kan. —The City of Pratt said on social media Wednesday that any limbs that came down during the storm on Tuesday can be put in the street (not the alley) and the street department will begin picking them up beginning next Monday, May 15th through Friday, May 19th. 

 Do not put anything out that came down prior to May 9th. Also, the city asked residents to try to cut the limbs up in manageable pieces if possible so that the pick-up will go faster for city crews as they have a big job ahead of them.

Hutchinson Iris Club show is Saturday

HUTCHINSON, Kan. — The Hutchinson Animal Shelter is holding an event at the Eagle Media studios this weekend.

"It's our annual kickoff of our Adopt A Pet here with Eagle, in this wonderful grass field out here beside you," said Michaela Schommer with the Hutchinson Animal Shelter. "With the shade and the trees, it's our favorite adoption spot. That will be this Saturday from 11 a.m. to 2 p.m. We will be out here with a variety of dogs. This co-exists at the same time with the Empty the Shelters Bissell sponsorship event is going on until May 15. With that going on, that means all of our adoption prices are slashed dramatically. Our adult dog adoption fees will only be $50."

The need to adopt out dogs is especially acute this week at the shelter.

"If we are at full dog capacity, we can house about 40 to 45 dogs in a healthy environment setting, with our staffing levels and kennel space," Schommer said. "Currently, we have 72 dogs in our care. They are all fed and watered. They are all getting love and affection. They are all getting walked and exercised every day. But, when on average we are between 35 to 45 and then suddenly we're at this kind of capacity level...we're also partnering with rescue groups and other shelters, trying to spread out our means as much as possible, but, we need more adopters. We need families that are committed to keeping their pets and then caring for them."

If dogs are not adopted out, in some cases, euthanasia ends up being the most humane way to make sure they don't suffer any longer.

"Our shelter, just like all the other shelters across the U.S., currently are bursting at the seams. We are beyond full. We are working over capacity, trying to help and save as many of these animals as we can. The volume of dogs and cats, but specifically dogs right now, coming into our shelter are above what we have the means to care for, above the space limits we have and the budgeting that we have."

Event organizers are also accepting donations for the Animal Shelter, monetary, food and pet toys from 11 a.m. to 2 p.m. Saturday on the south lawn at 8th and Main in Hutchinson.

Adopt-A-Pet coming up Saturday

HUTCHINSON, Kan. — The Sunflower Classic Show and Sale for sheep will be at the Kansas State Fairgrounds in Hutchinson on May 19 and May 20. The show and sale will focus on the sheep breeds, dorpers and white dorpers.&nbsp;

While the sale portion of the event has always been standard at the Kansas State Fairgrounds, 2023 is the first year for the show.&nbsp;

"Our national organization, which is the American Dorpers Breeders Society, had just a sale there [Kansas State Fairgrounds]," Freddy Rossouw, president of the Mid-American Dorper Breeders Association and event manager, said. "This year, the club, the Mid-American Dorper Breeders Association, that's a regional club, is taking it over and then we now decided to have it as a show and sale. This will be the first year as a show and sale, but it's the fourth year we've had the event there."&nbsp;

The Mid-American Dorper Breeders Association is a sponsor of the Sunflower Classic, with main sponsors EPM Farm out of Sweetwater, Oklahoma, and Deer Creek Dorpers out of Phillipsburg, Kansas.&nbsp;

The Sunflower Classic is divided into two days, the show on Friday and the sale on Saturday.

Friday will start with an open show at 11 a.m., with a youth show to follow into the evening.&nbsp;

A free complimentary dinner will be provided for anyone wanting to stay for a educational seminar.&nbsp;

"We have a South African Dorper breed inspector and judge, that is judging the show," Rossouw said. "He flew in from South Africa to judge this event."

The education seminar will be delivered by Ashley Phillips, amd will be about the selection of breeding stock.&nbsp;

According to Rossouw, the breed standard has five components.

"One is confirmation, then we have growth rate, we have fat distribution, we have color, and we have cover," Rossouw said. "Each animal gets evaluated by the breed standards on each one of those topics, and then they get typed according to the breed standard."&nbsp;

During the seminar, Phillips will use live dorpers to demonstrate and explain the the different type categories, and how the breed standards determine each type.&nbsp;

An open question and answer session will follow.&nbsp; 

On Saturday, the sale will start at 11 a.m.

Prior to that, at 8 a.m., a complimentary breakfast will be served for those wanting to hear the seminar from the evening before.&nbsp;

All of the dorpers from the show day, will be on auction for the sale.

Not including youth show sheep, there are 108 animals consigned for the sale.&nbsp;

The minimum bid on registered animals will be $400. The minimum bid for commercial-grade females will be $250.&nbsp;&nbsp;Prices on the high end, could anywhere from $3,000 to $15,000 per animal.&nbsp;

"It just depends on who's buying, and what they want to pay," Rossouw said.&nbsp;

A 'shear' good time at Sunflower Classic sheep show and sale

HUTCHINSON, Kan. — In celebration of International Museum Day May 18, the Reno County Museum is pulling back the curtains and letting you see the museum's backrooms. 

Reno County has one of the state's largest collections, so this is your opportunity to see some items that have never been displayed. The museum will run tours at the hour every hour all day. 

The tours are $5 a person as the museum is fundraising to update the main gallery. If you are interested in a tour, please call (620) 662-1184 to sign up for a tour time. 

The tour sizes are limited to 6 at a time.

The Hutchinson Kennel Club will be at the museum in the evening as they have a Responsible Dog Owner Day in the courtyard from 5 p.m. to 7 p.m. on the 18th.

Mary Magdalene House anniversary event June 10

MCPHERSON, Kan. — According to preliminary numbers from the McPherson County Clerk's Office provided by USD 418, their bond issue failed on Tuesday.

The bond request was for $88,515,000. This is the second bond issue in a row to fail in USD 418.

A mill levy is the "tax rate" that is applied to the assessed value of a property. One mill is one dollar per $1,000 dollars of assessed value.

The current USD 418 mill levy is 51.4. The mill levy in that district would have increased to 62.5 (an increase of 11.1 mills). For a $200,000 home, this increase equals $21.28 per month.

This is the second bond issue in a row to fail in USD 418.A mill levy is the "tax rate" that is applied to the assessed value of a property. One mill is one dollar per $1,000 dollars of assessed value.The current USD 418 mill levy is 51.4. The mill levy in that district would have increased to 62.5 (an increase of 11.1 mills). HUTCHINSON, Kan. — New income guidelines were released May 1 for the WIC program across Kansas.

The WIC program aims to safeguard the health of low-income women, infants, and children up to age 5 who are at nutrition risk by providing nutritious foods to supplement diets, information on healthy eating, and referrals to health care.

BARTON COUNTY—Law enforcement authorities responded to an accident involving a school district vehicle just after 8:30 a.m. Tuesday in Barton County.

The Kansas Highway Patrol reported a 2009 Chevy Tahoe driven by 19-year-old Levi Shuey of Great Bend was westbound on Highway 56 just east of Great Bend when the SUV rear-ended a USD 440 Halstead-Bentley 2017 Ford Transit van driven by 48-year-old Timothy Warsnack of Newton that had slowed for a disabled vehicle in front of it.&nbsp; There were 8 juveniles on board the van.

Driver rear-ends school district van with 8 students on board

HUTCHINSON, Kan. — Casey Swarts of Hutchinson spoke to the Board of County Commissioners during public input regarding a choice they have to make regarding their March 29&nbsp;Request for Qualifications for a doctor to act as a Medical Consultant to assist the county health officer. This is required because the county health officer is Karen Hammersmith, RN, since she is not a doctor.

Swarts said in his comments that the two current applicants for the job are Dr. Deanna Marshall from PrairieStar and Dr. Scott Pauly from the Hutchinson Clinic. Pauly is the current Medical Consultant. 

Swarts also said he attended the Republican event last week and State Senator Dr. Mark Steffen mentioned the vacancy. Swarts further added that Dr. Marshall testified as a proponent for a bill sponsored by Steffen in the 2023 legislative session that would have restricted what county health officers could do in public health situations similar to the COVID-19 pandemic.

The position, as currently written in statute, is for public health. This isn't for just all general health items at the Health Department, the medical consultant is specifically for public emergencies, like the one with COVID-19.

The statute intends for this consultant to be an individual.

Swarts spoke in support of Pauly's retention. No one else spoke at public input Tuesday.

Reno County Administrator Randy Partington told the commission he believed not all of the potential applicants may have known about the opening in time to apply, so he intended to leave the application process open until the end of May, to see if they get any additional interest.&nbsp;

Information on the second applicant's identity was not made public by county sources prior to Tuesday's meeting. Hutch Post asked County Administrator Randy Partington for the names, but he would not disclose those prior to telling the commission, and did not independently confirm Dr. Marshall's identity in the meeting.

Two applicants right now for medical consultant, county seeking more

HUTCHINSON, Kan. — The Board of County Commissioners approved the 2024 Solid Waste fees at their meeting on Tuesday.

Reno County User Fees stay the same as year 2023.

Those fees are $96-Residential $106-Commercial.

Out of County Tonnage increases to $36 per ton.

Special Waste increases by $1 to $41 per ton or $61 per ton for asbestos.

C&amp;D rates will remain the same as in 2023, $10 per ton or a $10 minimum if a mixed load $20 per ton or $20 minimum, but the fees will only be charged for commercial and not for residential tipping.

The concept was floated of adding fees to regular trash bills instead of using a tipping fee, but that ultimately would require agreements with the cities in the county and their waste haulers and that was beyond the scope of Tuesday's discussion.

The official resolution needs a rewrite by the County Counselor, so it will be dealt with at a future meeting.

County commissioners approve 2024 solid waste fees

TOPEKA — Kansas Tourism on Tuesday announced $421,820 in Attraction Development Grants awarded to 10 recipients, including the City of Lyons. The funding will be used to develop new tourism attractions or enhance existing sites across the state.

Lyons was awarded $13,120 for creation of the World’s Largest Salt Shaker.

Attraction Development Grants assist in the development of travel experiences that will influence visitors’ travel decisions. The program also spurs economic growth through the creation of jobs, capital investment, revenue and number of visits.

“These grants are essential investments in the growth and development of communities across the state,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Supporting new and exciting attractions enhances both the visitor experience and quality of life for existing Kansas residents.”

An additional $2,064,910 in matching funds across the state will result in a total of $3,441,517 that will be invested in the approved projects.

Lyons wins state grant for new tourist attraction

HUTCHINSON, Kan. — Reno County Substance Misuse Health Educator Seth Dewey explained that the mix of drugs that are causing overdoses across the country has changed somewhat, but that shouldn't keep people from using naloxone to keep someone alive.

"We have an illicit substance supply that is completely altered," Dewey said. "It's like, anymore, there isn't just methamphetamine, there isn't just heroin, almost all of it contains fentanyl. Now, unfortunately, there's a large portion of fentanyl that also has another substance in it called xylazine.

Xylazine is a veterinary tranquilizer and works differently than an opioid, so Naloxone will help to reverse fentanyl's effects, but not necessarily those of the xylazine it may be mixed with. This means people helping treat overdose may need to do more to help.

"We still want to respond, like an opioid overdose, in the sense that we want to administer the naloxone and start in our other first responder training," Dewey said. "In this case, it would be more of a focus, though, on rescue breathing, which is one to two breaths every five to seven seconds. What it does is, it causes those lungs to stop working. In previous overdoses, with just heroin and other opioids, an individual might be administered a dose of naloxone and they would start to wake up. You would see almost immediate signs of consciousness, even though with fentanyl, it might take several more doses, there would be more signs of immediate consciousness. With xylazine, though, we're having to change the way that we look at this, because individuals are not having that immediate noticeable sign of consciousness."

The Health Department can provide training in both naloxone administration and in CPR, so that someone has all the skills needed in this emergency.

"Administer the first dose of naloxone, go right to rescue breathing and into chest compressions, if you're comfortable, if you have the training," Dewey said. "Then, go into, after two minutes, administering your second dose of naloxone. This is all after you've already called 911, because an individual needs absolute medical attention. We want to combat the misinformation that there's all of a sudden this new substance that is completely resistant. There's no opioid that is resistant to Narcan."

The change will allow HVS students the choice to walk in the 2023 Hutchinson High School (HHS) graduation ceremony. Previously, HVS graduates only had the opportunity to walk in their own ceremony; however, the change will mean that students can opt to join HHS students at the commencement ceremony held at Hutchinson Sports Arena on Sunday, May 21, 2023.

Also at the meeting, the board approved a special meeting to be on May 15, 2023, at 6:00 p.m. at the Hutchinson Career &amp; Technical Education Academy to discuss proposed solutions to the current teacher shortage the district is facing.&nbsp;
