HUTCHINSON, Kan. — With three new county commissioners coming on the board in January, there is a lot they need to learn about as they come on to what will be a five member board once they are installed.

"Randy Parks and Don Bogner have already gone through an orientation," Partington said. "That's where we explain open meetings, open records act, our county counselor goes over some of the legal issues. I've met with them and will with the new person, also, about a lot of the projects the county is currently working on, has worked on during 2022 and what we see in 2023 and 2024 and then go around and meet all the departments."

The county's functions are a mixture of pass through from the state, generally led by elected officials and the truly local functions that are, again speaking generally, more rural in nature.

"There are about 18 departments, if you include the administration, for Reno County, five of those being the elected officers," Partington said. "Just getting around to each site and meeting with each director, maybe some of their second, third in command. It takes a long time. The complexity of the services provided by Reno County. It takes some time to learn what all we do."

The elected officers are the County Clerk, County Treasurer, Register of Deeds, Sheriff and District Attorney.

"The county commission's main responsibility for the elected officials, those five elected officials, is to set their budget," Partington said. "Most of those still would need to follow policy, which they do, all five of them do, but it's the budget is the part that the county commission will have oversight over those five elected officials."

The new commissioners will be installed at 10 a.m. on January 9, 2023 at the Courthouse Annex.

Partington: New commissioners with lots to learn

HUTCHINSON, Kan. — The Reno County government announced on Dec. 27, newly-elected County Commissioner Mark Reese is resigning from his seat.&nbsp;

“Due to unforeseen demands of my current job I will be required to spend more time out of state," Reese said.  "Due to these demands I cannot fulfill my duties as the Reno County commissioner in District 4.”

According to the Reno County government, Reese had written a letter of resignation dated Dec. 26, announcing his resignation from his duties as a commissioner. 

To fill his seat, the Reno County Republican party will hold a party district convention. 

The convention must be held within 21 days of the chair receiving notice of the vacancy. 

The name of the person selected at the convention to fill the vacancy is certified to the Governor, who appoints the person within seven days. [KSA 25-3902, 25-3904]

During the Reno County Republican party convention, the precinct committee members, located in District #4, vote on the replacement. 

District #4 consists of precincts: 5, 6, 7, 12, 13-H102, 13-H104, 14, 15, 18, 19, 20, 21, and 35. 

Mark Reese, Republican, won the election to become Reno County Commissioner in the new 4th District on Nov. 8, defeating Michael Jobe, Democrat. 

The Reno County Commission is expanding from three to five members after voters approved the change in November 2021. 

The new commissioners were elected in November 2022. 

They will begin their duties Jan. 9, during the Reno County Board of County Commission meeting at the Reno County Annex conference room, 125 W. First Ave. 

The commission meeting begins at 9 a.m. and the new commissioners will be sworn in at 10 a.m. 

Newly elected county commissioners are Randy Parks in District #1, who is succeeding current Commissioner Ron Sellers whose term will be expiring, and Don Bogner in District #5. 

Commission Chairman Daniel Friesen in District #3 and Commissioner Ron Hirst in District #2 will continue their current terms.

Reese resigns from Reno County Commission

NEWTON, Kan. — The City of Newton approved a bid from Dondlinger Construction to build the exterior projects for the Newton Public Library, at their Dec. 27 meeting. &nbsp;

The City Commission awarded the bid&nbsp;to&nbsp;Dondlinger Construction in the amount of $7,805,500.&nbsp;

Newton City Commissioners previously approved the Newton Public Library Improvement Project at their <a href="https://hutchpost.com/posts/16569dd1-fedf-443f-a932-28c1fb8c1532" target="_blank">Nov. 22 commission meeting.</a>&nbsp;

The new library will be 25,000 square feet and on the east end of Military Park, with a new parking lot on the northwest side of the new building. &nbsp;

After construction of the new building is finished, the library contents will be moved into the new building and the old building will be demolished. &nbsp;

A large green space will be created west of the building in the park. &nbsp;

The 1880 train engine will remain in its current location.&nbsp;

Additionally, the new library will have a drive-up book drop-off, glass-walled study rooms, large meeting rooms, young adult space with gaming area, separate space for children’s book collections and programs, technology areas, family restrooms, outdoor seating space and more.&nbsp;

One more bid will take place in January or February for all of the interior furnishing items. &nbsp;

HBM Architects are still working on the interior bid package. &nbsp;

It will come to the City Commission for consideration when ready. &nbsp;

Staff will prepare a lease agreement for the new library building for City Commission and Library Board consideration at an upcoming meeting. &nbsp;

The interior bid package&nbsp;for that meeting, will address all the details of a new structure, future maintenance, and payments for the bonds as previously discussed.

The Newton Public Library Improvement Project cost estimate, including design and construction, is $10.7 million.&nbsp;

KDOT requesting comments on STIP amendment

PRATT, Kan. — Quick thinking by the homeowner limited the damage in a Pratt house fire Monday night.

According to Pratt Fire, crews were called out to 324 Curtis Street at 7:14 p.m. Monday. All the residents got out safely when the homeowner heard a&nbsp;popping noise and went to the back of house to check it out and found fire coming from an exterior wall.

The homeowner then quickly shut off the power to the house and firefighters were able to locate the source as electrical in the walls at the rear of the home and pulled the siding and insulation spraying with water and F500 foam. 

The department's thermal imaging camera was used checking temps for any hot spots.&nbsp; No one was hurt.

Phone lines at Hutch Clinic are back up

HUTCHINSON, Kan. — Flu season can last as late as May, so even though it's December, it's still a good time to get your flu shot.

"We have flu vaccine available," said Karen Hammersmith with the Reno County Health Department. "We are open this week. You can still get it at Walgreens, Walmart, Dillons and your health care provider, because the flu is going around."

 Vaccines are especially useful for those who have chronic illnesses such as asthma, heart disease and diabetes.

"People are enclosed, it's cold, they've been at family gatherings, it's a good idea to get your flu shot if you haven't already. We have quite a bit of flu out there. I think we've had a lower amount of people that go ahead and take the flu shot, which is kind of a very sad thing, because we do know that the flu shot does work. We've also heard that the vaccine has matched the strains that are out there, it really could be life saving."

The Health Department takes adult walk-ins, but they would prefer a call ahead if you're bringing a child in to be vaccinated.

"We could probably handle children if they walked in, but we always just want to make sure that we have a couple of nurses here, just in case there's a question or something like that."

Health Dept.: Flu shots still available and needed

HUTCHINSON, Kan. —  David Foster with the Hutchinson YMCA wants people to get started getting healthy even before their New Year's resolutions kick in.

"We have a pay nothing promotion," Foster said. "There would be no joiner fee. That would normally be a $50 value and there's no prorated amount for January either, so you just join and you wouldn't pay until you are drafted in February. It's a pretty good time to join the Y."

It's also good to get in now, as the Y is looking at expansion in Hutchinson long-term, too.

"I was able to go to the school board meeting last month and talk to them a little bit about what our hopes are and some dreams there," Foster said. The YMCA is also looking for help in 2023, as well.

"We're always hiring," Foster said. "We always want to build our bench, so to speak. We're always looking for good people that have a heart of service and just enjoy being around people. We can always find a spot for them, either at the front desk, I know Shaley's always looking for group instructors and personal trainers and lifeguards are always a hot commodity, as well. We provide all the training."

Hutchinson Y wants people to start the year off right

HUTCHINSON, Kan. —&nbsp; Creighton University economist Ernie Goss said that Jerome Powell made it clear he doesn't want to talk about the idea of expecting more than 2% growth on a regular basis.

"When the Fed Chairman was asked that question last press conference, he got heated on that one," Goss said. "They hate, hate for you and I out there to change what we expect in terms of inflation. That would just mean that you and I, when we go to our employers and ask for a raise, we'll be pushing for more and more raises and that will just push inflation up even more. They don't want to even talk about that right now."

The Fed is trying to slow its rate increases to get to a so-called soft landing. Goss isn't buying it.

"I'm on the side of a rough landing," Goss said. "The Fed's trying to bring the economy down to a soft landing, I don't think that's going to happen. It's going to be what they call a rough landing. Is it going to be a crash landing? I don't think so. Never has a recession ever been telegraphed and predicted by more individuals, more economists, more business individuals, more politicians. We're all looking for it. As a result, I'm not so sure we're going to get it. It's going to be slower growth, no doubt about it."

China loosening its COVID lockdowns and going through the widespread illness it is right now is not good news for the American economy.

"That's especially for the agricultural sector going forward," Goss said. "They are obviously not buying as much beef from this part of the country, soybeans, pork, more pork and soybeans than other factors, but that is where we're going to see it. That is another factor slowing the economy. They found out that the lockdown did not work. We found it out. I guess they weren't listening to our radio stations or watching our TV channels."

Powell has indicated that their key short-term rate will likely reach a range of 5% to 5.25% by the end of 2023.

Goss: Interest rates are still increasing, but slower

HUTCHINSON, Kan. — The Hutchinson Clinic is requesting that those with scheduled appointments for Tuesday plan to attend unless they received a call with other instructions. 

The clinic has been <a href="https://hutchpost.com/posts/5a9f6eb0-2bab-46ba-94e2-2c1877874355">dealing with computer problems since before the holiday</a>. They are still working to restore full functionality.

The clinic said on social media Monday night that their phone lines are not fully restored, so they intend to continue to give updates on social media and are functioning at reduced capacity, so wait times may be increased.

"We can't wait to celebrate this victory with our staff, our community and, of course, the reason we are here-our patients," the clinic said.&nbsp;

The Clinic also said that their Hutchinson, South Hutchinson and Cheney Walk-In Care clinics would open at 8:30 a.m. Tuesday. The McPherson Walk-In Care will also open at 8:30 a.m. Dr. Billings will see his patients at their regularly scheduled times.

HUTCHINSON, Kan. — Buhler USD 313 is preparing to do its part in closing the sale of the Obee School property. A special meeting of the USD 313 Board of Education has been called for noon Wednesday at Union Valley Elementary in Hutchinson.

On the agenda for that meeting is a resolution on the sale of property. 

USD 313 Superintendent Cindy Couchman tells Hutch Post that the purpose of the resolution is to allow a board member to sign the appropriate paperwork.

If no other issues come up, the property is scheduled to close on Dec. 30. 

This has been a months-long process, because due to its proximity to the airport, the sale required a special survey of the land immediately surrounding it because of grant agreements with the FAA.

More pavement marking in Newton this week

HUTCHINSON, Kan. —&nbsp; The Reno County Board of County Commissioners will not meet on Tuesday, December 27, 2022, so the next meeting will be the organizational meeting of the newly elected five member Board of County Commissioners.

There will be three new commissioners on the board at its organizational meeting Jan. 9, the ones from the newly created districts, Mark Reese and Don Bogner, and Ron Sellers replacement in District 1, Randy Parks. Daniel Friesen and Ron Hirst remain on the commission and are in the middle of their terms.

All five commissioners set to serve in 2023 are Republicans.

Their next meeting will be on Monday, January 9, 2023 in the Reno County Annex Conference Room.

City provides drop offs for real Christmas trees

Glenn Brunkow, Pottawatomie&nbsp;County farmer and rancher We are on the verge of welcoming a new year in. I don’t know about you, but I will not be sad to see 2022 in the rearview mirror. Any way you cut it, this year was tough whether it was the economy or the weather. In many ways 2023 can only get better. Our sense of optimism is one of the best qualities of agriculture. Each year is a blank slate, a new beginning with endless possibilities. It doesn’t matter how bad the last year might have been, this next one is our year. It is because we are in the business of nurturing new life each year. If we plant crops, we put seed in the ground with the hope rains will come, the sun will shine and the new growth will break through the soil. We count on two things that we cannot control, rain and sunshine. Yet each year we place a small seed in the soil and hope it will sprout, grow and produce grain. If that does not take faith, hope and optimism, I don’t know what does. If we raise livestock of any species, most of us are responsible for bringing new life into this world. Very little creates more wonder for me than to watch a newborn lamb or calf come into this world. I don’t care how many times I witness the miracle of life; it will never get old. The planning and preparation for that moment was months or even years in the making. All the work, all the waiting is worth it in those first few moments. A sense of optimism and hope abounds with all livestock producers this time of the year. Hope and optimism are inherent to farming and ranching, it is the one thing we all have to have. We approach each year knowing we need to feed a hungry world and to do that we need to have help. There is so much of agriculture that we cannot control, and that makes faith in the future so important. We plan and work hard to do all we can, but in the end our livelihood comes down to what Mother Nature decides to do. To keep going each year requires a resolve few others understand. That optimism for the future is what keeps each of us going through the bad years and disappointments. It is what makes us so special and why we are the backbone of society. No matter the situation, no matter how bad things might get, we move forward with eternal hope and the knowledge things will get better. I hope that this year will send rains at the right time and sunshine when we need it. I hope the crops are bin busters and your livestock are sleek and fat. Most of all I hope the upcoming year is a good one. May 2023 bring the best for you with hope that 2024 is even better. &nbsp;

Insight: Here's to the New Year

HUTCHINSON, Kan. — The 2023 Kansas Economic Outlook Conference Season for the&nbsp;Center for Economic Development and Business Research at Wichita State University includes a stop in Hutchinson in February.

The center announced its winter schedule last week. The tour starts in Montgomery County on Jan. 30, then goes to Labette County Jan 31. and continues that day with the&nbsp;Southeast Kansas Regional Planning Commission.&nbsp;

The tour then goes to Wyandotte County and to Topeka Feb. 1, Lawrence Feb. 2 and Dickinson County Feb. 3 before coming to Hutchinson Feb. 7 from 10:30 a.m. to 2 p.m. in the&nbsp;Crystal Ballroom at The Burt.

WSU Economic expert coming to Hutch in Feb.

HUTCHINSON, Kan. —&nbsp; Shaley Shumate with the Hutchinson YMCA wants to be sure that those suffering from Parkinson's know that they can get help at the Y.

"Exercise has proven to be very beneficial for those suffering from Parkinson's," Shumate said. "We're meeting Monday, Wednesday, Friday every week, Monday and Friday at 11 a.m. and Wednesday at noon."

You do not have to be a Y member to attend the class.

"Member or non-member, you are more than welcome to come and participate," Shumate said. "We work on some strength. We work on mobility. We work on teaching them how to be safe and avoid injuries and that kind of thing, as well as the social aspect of getting to talk to their peers about their diagnosis, and kind of their journey."

Loss of function is a big danger if those with Parkinson's do not remain active and move big.

"Those are some of the things that we work on during class, as well as the vocalizations," Shumate said. "That's something that they have to continually work on or they will lose. We kind of work on that, as well."

The risk of developing Parkinson’s disease naturally increases with age, and the average age at which it starts is 60 years old.

HUTCHINSON, Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson is looking ahead to the future of the district and how they can be intentional, even as student numbers start to fall.&nbsp;USD 308 will be working with the Community Engagement Institute (CEI) at Wichita State University to facilitate the new strategic planning process.

"We want to contribute to the economic growth of our community," Johnson said. "We really want to be invested in student success. Keeping those kind of things in mind, we really need to think about, how do we shape ourselves in the next five years? How are we moving? I've talked about our enrollment dropping, probably just around Reno County with everyone. How do we shape and shift again and provide the best quality education that we can?"

It's also a challenge to find people who want to get into teaching, or stay in it.

"We are finding shortages for teachers," Johnson said. "We are just starting to get into the advertising business of those positions. They haven't been out there very long, but there's not a whole lot. When I started in this business a long time ago, if you had an elementary opening, you'd probably have a hundred applicants. Today, if we have an elementary opening, we'll be lucky if we have one."

Work on the future of facilities in the district will begin with a facility committee.&nbsp;If someone would like to be considered for this committee, contact the district office at (620) 615-4009 to provide your name and contact information.

"I'll be looking and reaching out to folks in the community," Johnson said. "If folks think they'd like to be on this committee, they should probably call me. We're looking for 30 to 45 people maybe, to be on this committee. That will go through about a 15-month timeline. By March of 2024, we hope to be able to say, here are some decisions that the board could pull off the shelf in the future, or pull off the shelf right then, or wherever they think that they might be in that process. If you, at 2035, think you're going to be down to 3500 students, maybe this is what that plan looks like."

With the long-term child care needs of the community, repurposing facilities is an idea that is on the table for the committee to discuss, among others, once members express interest.

Johnson: Strategic planning key for USD 308

RENO COUNTY, Kan. — A Hutchinson woman was injured in a traffic accident Christmas night in Reno County. 

According to the Reno County Sheriff's Office, 46-year-old Sandra Radke reported that she struck a pole off the east side of Haven Road about a quarter mile south of Long View after leaving the road to the right.

Radke had been northbound. She told officers the last thing she remembered was&nbsp;headlights being right in front of her.&nbsp;

Radke was transported for her injuries by EMS to HRMC. Seat belt was worn, no air bags deployed.

Accident in Reno County injures one Christmas night

HUTCHINSON, Kan. — Creighton University economist Ernie Goss notes that the pursuit of talent and the height of inflation in 2022 has made changing jobs attractive this year.

"Unemployment rates have been at very low levels," Goss said. "We see continuing labor shortages in Kansas and in the rest of the region that we survey and for that matter, in the U.S., so if you want a job, it's a good time to be looking for a job."

Speaking generally, a new place has more flexibility in its hiring budget than the place people currently work does to retain workers.

"Wages are up, that's inflation adjusted wages, but that's for those workers that changed jobs," Goss said. "Those who are staying in their jobs, not so much. Your inflation adjusted wages are coming down, so that's the negative part."

The fundamentals, if you're willing to change industries, look okay for Kansas right now.

"Kansas has had some real good news in terms of the big industry, like aerospace," Goss said. "Agricultural prices are pretty strong. The farm sector is doing well. The businesses along what we call rural main street, not as well, those small businesses in leisure and hospitality, restaurants and bars and hotels and motels."

Looking forward to 2023, energy prices and borrowing costs look to be a further constraint on the rural economy, but if you can find people and capital, there will be room for growth.

Goss: Changing jobs has been how you get raises in 2022

HUTCHINSON, Kan. — As Hutchinson and Reno County Chamber of Commerce CEO Debra Teufel looks ahead, she sees a chance for Hutchinson to get into new areas of the economy, if the right companies come along, thanks to government groundwork laid in 2022. The bipartisan CHIPS and Science Act of 2022 was signed by President Biden in August.

"In our pipeline of projects, we have seen more things related to semiconductors," Teufel said. "They also are kind of waiting on what that CHIPS Act means for them. It also means they may be waiting on a contract with an automotive company, it may be that there's another joint venture partner that they are waiting on. All of those things remain to be seen, but if I were to make predictions for the future for us, I think we do have a space in that semiconductor and that chips industry here."

Also, the state government's passage of the APEX bill and the subsequent announcement of Panasonic's plant in DeSoto may have some downstream development opportunities.

"The state has really been working hand in hand with Panasonic to make that an easy transition," Teufel said. "This is going to be a multi-year ramp-up in getting that site ready, but they are telling us, the bill, the APEX bill that was written to incentivize Panasonic, was written in a way to incentivize them to also bring suppliers to Kansas. I think all of us are just waiting to see, what will that mean for us? Many times, we get these projects in under a code name that's very nondescript and you can't tell what it is. We could be submitting sites on a supplier to Panasonic and we just don't know yet."

Panasonic hopes to begin production in Kansas in the spring of 2025. Once complete, the facility is likely to produce lithium-ion batteries to supply to Tesla.

Teufel: Government moves may mean Hutch opportunity

HUTCHINSON, Kan. — USD 308 Assistant Superintendent of Special Education, Jessica Engelland said that the new kitchen constructed at Hutchinson High School is a part of teaching students who need it about practicalities of life after school.

"We revamped that entire space for an entire life skills classroom,"&nbsp;Engelland said. "There's a washer and dryer. There's a whole like, living setup, there's a bathroom, there's a kitchen. It's an entire space. It actually started with Mike Chapin, who is the husband of a former employee who passed. He gave a generous donation of some of the living space items and so it all just, it all started in that way. He wanted something for the population of those kids who need those skills to be successful beyond high school. Then, it just turned into a new kitchen and lots of new things for our students."

Parents teach those skills to their kids, but for those with developmental or motor issues, they need more practice.

"We know our parents are supporting students in that way, but it takes a whole team to help those students get to be independent with those skills. This is just another opportunity for some of our students to be able to practice those skills."

"We have students in and out of that classroom all day long, working on a variety of things. Parts of the day, they are doing kitchen related items, we also have a program which assesses job skills. That's in that classroom, as well. We have lots of students throughout the entire school day using that space."

The project cost of the upgrade when approved in August was $63,633.

Hutchinson Pastors talk about Christmas

RENO COUNTY, Kan. — An accident Friday morning sent one person to the hospital. 

According to official reports, the Reno County Sheriff's Office responded to Yoder Road and Eales Road South of Highway 50 Friday morning just after 11 a.m., where 43-year-old Anna Stach was&nbsp;traveling south on Yoder Rd in her 2003 Dodge Ram 1500. Stach hit a patch of ice causing her to lose control striking the northbound guardrail. The vehicle left the roadway and rolled three times before coming to rest on the roof. 

According to the report, Stach was not wearing her seatbelt and the airbags did not deploy. She was transported to the ER by Haven EMS.
