NEWTON, Kan. — Construction continues on the new Newton Public Library. The east half of the building steel erection is complete. The contractor will be working the remainder of the month on the west half.

The new library will be 25,000 square feet and on the east end of Military Park, with a new parking lot on the northwest side of the new building. &nbsp;

After construction of the new building is finished, the library contents will be moved into the new building and the old building will be demolished. &nbsp;

A large green space will be created west of the building in the park. &nbsp;

The 1880 train engine will remain in its current location.&nbsp;

Additionally, the new library will have a drive-up book drop-off, glass-walled study rooms, large meeting rooms, young adult space with gaming area, separate space for children’s book collections and programs, technology areas, family restrooms, outdoor seating space and more.&nbsp;

The Newton Public Library Improvement Project cost estimate, including design and construction, is $10.7 million.&nbsp;

Newton Public Library construction continues

HUTCHINSON, Kan. — Kansas ranks seventh in economic well-being but is in the middle of the pack in education, health, and family and community context outcomes, according to the&nbsp;2023 KIDS COUNT® Data Book, a 50-state report of recent household data developed by the Annie E. Casey Foundation.

"What really stands out from this year's report is the need for high quality, affordable childcare that is accessible to all Kansas families," said John Wilson with Kansas Action for Children. "Also, the need for childcare professionals to receive a living wage in order to continue to provide that care."

Kansas’ average cost of center-based child care for a toddler was $8,074, or 8% of the median income of a married couple and nearly 26% of a single mother’s income in the state.

"Without access to high quality early learning opportunities, parents and caregivers can't get to work," Wilson said. "That obviously impacts their economic well-being, that impacts their ability to afford health insurance, afford housing, those sorts of things."

While the cost of care burdens families, child care workers are paid worse than 98% of professions. Median national pay for child care workers was $28,520 per year or $13.71 an hour in 2022, less than the wage for retail ($14.26) and customer service ($18.16) workers. But in Kansas, the average wage for fulltime child care workers is even lower at $11.27 an hour, or just $22,540 a year.

"In order to address fourth grade reading scores or eighth grade math scores, you don't do that in fourth grade and eighth grade," Wilson said. "You do that early in a child's life, by providing those high-quality affordable early learning opportunities that set them up for success when they enter kindergarten."

In the survey, Kansas ranked 17th overall — seventh in economic well-being, 22nd in health, 24th in family and community and 26th in education.

Survey highlights childcare need in Kansas

HUTCHINSON, Kan. —&nbsp; Stage 9 in Hutchinson is holding auditions Monday for its next production. Auditions for The Quality of Life continue Monday, June 19, from 6:30 p.m. to 8 p.m. at Stage 9 at 9 S. Main.&nbsp;

The Quality of Life, a dramatic comedy, is a life affirming play that examines life and death from many viewpoints: ethical, religious, moral and personal. Filled with compassion, honesty and humor, the play introduces us to two couples with differing viewpoints.

As one couple grieves the loss of a loved one, the other couple faces a terminal cancer diagnosis.

The couples - one firmly on the left, the other conservative Midwesterners – discuss the topics of mortality and morality and find common ground amongst their differences.

Written by Jane Anderson specifically for the Geffen Playhouse, it opened in October 2007.

Show dates are August 10, 11 and 12 at&nbsp; 7:30 p.m. &amp; August 13 at 2 p.m.

Stage 9 is looking for 4 adults: 2 women and 2 men.

HUTCHINSON, Kan. — The Kansas Law Enforcement Training Center in Reno County near Yoder has a clear mission, but it is using updated methods to accomplish that.&nbsp;

"The purpose and function of such training center shall be the promotion and development of improved law enforcement personnel and procedures throughout the state, and the training center shall offer to qualified applicants, as defined in K.S.A.&nbsp;<a href="https://www.ksrevisor.org/statutes/chapters/ch74/074_056_0005.html" target="_blank">74-5605</a>, and amendments thereto, such programs and courses of instruction designed to fulfill this end. No person shall enroll in a basic course of instruction at the Kansas law enforcement training center unless the person holds a provisional law enforcement certificate."

As is true at every level of education now from kindergarten through college, technology has changed the way policing works, even for students that are just learning.

"Technology in the classroom, each student has a laptop," said Alvin Sowers, Associate Director at KLETC. He thinks of himself as kind of the day to day administrator for the school."This generation learns from laptops, because that's what they did. You have to use a computer to be a cop these days. That's just part of it. We've gotten a lot of feedback from our customers, our agencies, that tell us that the technology work that we're doing is paying big dividends for the agency, as they know how to use the computer, so they don't have to work so hard at the IT stuff, because they've got some of it here."

Senior instructors at the school are able to keep up with each class so that they can have multiple different classes going on at the same time.

"Each class has a coordinator assigned to them," Sowers said. "They take care of their day to day operations, or their day to day needs and those class coordinators are selected as mentors. Those mentors also model the behavior that we expect out of our officers, so it's a two-way street there. We're teaching them and modeling for them and then we expect them to go out and do the same thing in the communities in Kansas."

The day Hutch Post was there, there were several field training tests going on with different classes, as there are usually five classes in session at a time, starting every three weeks, with the goal of getting 17 classes through in a year.

One trainee was doing a building search including cuffing a person and then that person, also a trainer, explained to the officer after finishing the scenario, what they were unclear about in their instructions and a separate instructor explained how the handcuffs should be applied to cause the least pain to someone who needs to be cuffed.

"You're allowed now to progress and learn, maybe, one way to handcuff and next week you'll learn a second way and a third week you'll learn another way," Sowers said. "We just keep progressing to where, at the end, they can use any of those skills based on the situation presented."

At the same time, brand new students who were just entering the academy that week were learning the basic rules for firearms safety on campus (they are not allowed to carry their service weapons generally, only when at the practice range).

In another class, a former member of the Sedgwick County District Attorney's office was going over information for a class on the things they need to think about when preparing to testify in court, including any conflicts arising from&nbsp;incidents of untruthfulness, criminal convictions, candor issues, or some other type of issue placing their credibility into question, so called Brady or Giglio material.

Another class was on the school's driving course, learning how to properly conduct both a DUI traffic stop and, separately, how to respond to an accident where a victim needs a tourniquet to stop bleeding before EMS can get there. Stop The Bleed training is standard for all officers now at KLETC.

"That training is incorporated very early on and then used throughout," Sowers said. "They will have a range exercise, too, where they'll put&nbsp;tourniquets on. In the middle of class, an instructor might say, you've got 10 seconds. Get a&nbsp;tourniquet on your right arm for a bleed, so you get that startle effect of, oh, what's going on?"

They also teach the officers how to deal with the physiological response of having the lights and siren on when it is needed for a call.

All of this is in addition to work on the shooting range and in the classroom and in mock force scenarios both electronic and in person.&nbsp;

For KLETC Executive Director Darin Beck, it is important to get the message across to new recruits that policework, though it is a heavy responsibility, it is a noble profession.

"On the national media, or on social media, you're seeing police, frequently, at their worst," Beck said. "You're seeing them do things that are frankly, shocking to everybody. When that is the narrative, then, when you're trying to explain to students and to the community and to everybody who will listen, that law enforcement really is about keeping people safe. Fundamentally, protecting people's rights. That's a hard sell."

Law enforcement has the capability to do heroic things, but because of the power they wield, they also have the capability to do horrific harm. That's why teaching the importance of integrity from the beginning of an officer's career is absolutely paramount. New officers generally come from a few paths.

"We have two different groups," Beck said. "One is that group of young people who are looking for a career field, one is that group of people who has been in another career field, whether that's military or whether that's any other profession. They want something different. They want something more meaningful in their lives, and so they switch to law enforcement."

One of the big recent accomplishments is that the academy has gone from a wait of about six months from the hiring of an officer to their time at KLETC down to three weeks, so if agencies need to hire new, regardless of their size, they aren't waiting too long to get officers ready to serve.

KLETC is moving beyond just the basic training piece, though, as it prepares to help officers at every stage of a career.

"We lay the foundation in basic training," Beck said. "One of the areas where we are changing is, we are trying to create a scaffolding for the rest of their career, so that they continue to go through training with us, because the profession is constantly changing. I gave an example when I spoke the other day of AI. I have no idea how criminals are going to use AI. I know that they are going to use AI, but I don't know yet what we need to be training officers to use AI for, so I say, stay tuned and make sure you're continuing to come back to continuing education classes, because we're going to be offering classes at some point in criminal uses of artificial intelligence."

Whenever people can communicate, crime can occur and being ready for what's next is the job of the Kansas Law Enforcement Training Center. That is why the Kansas Board of Regents approved a $250 million expansion of the campus in 2021.

New training facilities eventually hope to include an indoor firing range, a defensive tactics building, a tactical village, a scenarios building, an administrative-welcome center-professional development complex, a multipurpose event facility, and expanded support facilities.

He thinks of himself as kind of the day to day administrator for the school."This generation learns from laptops, because that's what they did. You have to use a computer to be a cop these days. That's just part of it. We've gotten a lot of feedback from our customers, our agencies, that tell us that the technology work that we're doing is paying big dividends for the agency, as they know how to use the computer, so they don't have to work so hard at the IT stuff, because they've got some of it here."Senior instructors at the school are able to keep up with each class so that they can have multiple different classes going on at the same time."Each class has a coordinator assigned to them," Sowers said. "They take care of their day to day operations, or their day to day needs and those class coordinators are selected as mentors. Those mentors also model the behavior that we expect out of our officers, so it's a two-way street there. We're teaching them and modeling for them and then we expect them to go out and do the same thing in the communities in Kansas."The day Hutch Post was there, there were several field training tests going on with different classes, as there are usually five classes in session at a time, starting every three weeks, with the goal of getting 17 classes through in a year.<figure>

 </figure>One trainee was doing a building search including cuffing a person and then that person, also a trainer, explained to the officer after finishing the scenario, what they were unclear about in their instructions and a separate instructor explained how the handcuffs should be applied to cause the least pain to someone who needs to be cuffed."You're allowed now to progress and learn, maybe, one way to handcuff and next week you'll learn a second way and a third week you'll learn another way," Sowers said. "We just keep progressing to where, at the end, they can use any of those skills based on the situation presented."At the same time, brand new students who were just entering the academy that week were learning the basic rules for firearms safety on campus (they are not allowed to carry their service weapons generally, only when at the practice range).In another class, a former member of the Sedgwick County District Attorney's office was going over information for a class on the things they need to think about when preparing to testify in court, including any conflicts arising from&nbsp;incidents of untruthfulness, criminal convictions, candor issues, or some other type of issue placing their credibility into question, so called Brady or Giglio material.<figure>

 </figure>Another class was on the school's driving course, learning how to properly conduct both a DUI traffic stop and, separately, how to respond to an accident where a victim needs a tourniquet to stop bleeding before EMS can get there. Stop The Bleed training is standard for all officers now at KLETC."That training is incorporated very early on and then used throughout," Sowers said. "They will have a range exercise, too, where they'll put&nbsp;tourniquets on. In the middle of class, an instructor might say, you've got 10 seconds. Get a&nbsp;tourniquet on your right arm for a bleed, so you get that startle effect of, oh, what's going on?"They also teach the officers how to deal with the physiological response of having the lights and siren on when it is needed for a call.All of this is in addition to work on the shooting range and in the classroom and in mock force scenarios both electronic and in person.&nbsp;For KLETC Executive Director Darin Beck, it is important to get the message across to new recruits that policework, though it is a heavy responsibility, it is a noble profession.<figure>

 </figure>"On the national media, or on social media, you're seeing police, frequently, at their worst," Beck said. "You're seeing them do things that are frankly, shocking to everybody. When that is the narrative, then, when you're trying to explain to students and to the community and to everybody who will listen, that law enforcement really is about keeping people safe. Fundamentally, protecting people's rights. That's a hard sell."Law enforcement has the capability to do heroic things, but because of the power they wield, they also have the capability to do horrific harm. That's why teaching the importance of integrity from the beginning of an officer's career is absolutely paramount. New officers generally come from a few paths."We have two different groups," Beck said. "One is that group of young people who are looking for a career field, one is that group of people who has been in another career field, whether that's military or whether that's any other profession. They want something different. They want something more meaningful in their lives, and so they switch to law enforcement."One of the big recent accomplishments is that the academy has gone from a wait of about six months from the hiring of an officer to their time at KLETC down to three weeks, so if agencies need to hire new, regardless of their size, they aren't waiting too long to get officers ready to serve.KLETC is moving beyond just the basic training piece, though, as it prepares to help officers at every stage of a career."We lay the foundation in basic training," Beck said. "One of the areas where we are changing is, we are trying to create a scaffolding for the rest of their career, so that they continue to go through training with us, because the profession is constantly changing. I gave an example when I spoke the other day of AI. I have no idea how criminals are going to use AI. I know that they are going to use AI, but I don't know yet what we need to be training officers to use AI for, so I say, stay tuned and make sure you're continuing to come back to continuing education classes, because we're going to be offering classes at some point in criminal uses of artificial intelligence."Whenever people can communicate, crime can occur and being ready for what's next is the job of the Kansas Law Enforcement Training Center. KLETC: Mission to train officers continues, methods are updated

HUTCHINSON, Kan. — The Hutchinson City Council will receive the new regulations for chickens in the city as part of the larger update to the city's zoning regulations at their meeting on Tuesday.

Below is the new text of&nbsp;Section 27-919 as proposed to the council.

The Keeping of Chickens shall be permitted as an accessory use to any principal lawful use in the R-2, R-3, R-4, R-5, R-6 and MH districts provided that:

A. A maximum of 8 chickens may be kept in the side or rear yard only on any zoning lot listed above. For rear yards over 2,000 sq. ft. 1 additional chicken may be kept for each additional 250 sq.ft. up to a maximum of 20 chickens.

B. All chickens must be kept within a fenced part of a yard and provided with appropriate shelter. All chicken coops, hen houses and other structures used to house chickens must be kept neat in appearance and in sanitary condition.

C. All chicken coops, hen houses and other structures used to house chickens must be set back a minimum of 10 feet from side lots, 5 feet from rear lot line and 20 feet from any adjacent residential dwelling, church, school or business that is outside of the owner’s property lines and shall not project closer to the front or side street than the principal structure.

E. No public slaughtering or processing of chickens allowed.

F. Nothing in this section shall be construed to apply to zoos, animal exhibits, veterinarian services, pet stores or the State Fairgrounds.

G. Anyone keeping chickens improperly and found to allow chickens to run from their property and damage the property of their neighbors will be subject to action pursuant to Chapter 7 of the City Code.

The Hutchinson City Council meets Tuesday at 9 a.m. at City Hall.

HUTCHINSON, Kan. —&nbsp;Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel told Hutch Post Friday the latest on the progress on the new Hilton Garden Inn after a phone call with the developer Monday.

"He has the franchise agreement with Hilton Garden Inn," Teufel said. "He also was working on the plans for a restaurant property, there on the hotel property. We're talking about, generally, the area between 17th and 20th on Waldron. He did give us the great news that he has the site plan approved for a 112 room hotel and then he does have the franchise agreement approved with Old Chicago. We're really pleased to get that news."

When will dirt start moving? That's still going to be a while.

"How soon will he break ground? I think there are still some permitting things and plans that need to happen on the site," Teufel said. "It looks like some time later this fall. If he were optimistic, he hopes to break ground by September, but it could be anywhere between September and the end of the year."

This still fits within the overall original timeline of the project.

"It's probably an 18 to 20 month construction process," Teufel said. "I think his hope is that it will be open in 2025, hopefully in time for the State Fair that year, but we'll see, as long as weather and supply chain cooperate."

The hotel will not fulfill all of the room needs in Hutchinson, but it is progress toward replacing the capacity lost with the closure of the Atrium Hotel years ago.

Teufel: Restaurant franchise agreement secured for new hotel

HUTCHINSON, Kan. — Jackson Swearer told Hutch Post that StartUp Hutch has been working to help Spanish speaking business owners learn more lately.

"We have already hosted one workshop in Spanish," Swearer said. "We're planning to host another one coming up on July 12. That's been a really good collaboration. We're working with our Human Relations Office here at the City of Hutchinson. Dave Sotelo, our Human Relations Officer, is helping us to get the word out into our Spanish speaking community here in Reno County. We're also partnering up with the Wichita Small Business Development Center, specifically&nbsp;Frank Choriego, who StartUp Hutch has had down to Hutch multiple times for workshops."

Businesses locally had been reaching out regionally to get help.

"There's an organization over in Wichita called Empower that really tries to work with their Spanish speaking community there," Swearer said. "Folks here in Hutchinson got in touch with them and got excited about business workshops. It's really been a happy accident that we were able to find this connection to someone we already knew who is going to come down and do a couple workshops in Spanish for us."

The first of the two workshops took place on May 31 at Avenue A School.

StartUp Hutch hosting workshops for Spanish speakers

HUTCHINSON, Kan. —&nbsp;The Hutchinson Fire Department officially opened the newly completed Fire Station 1 at 2222 N. Main St. on Thursday, June 15.&nbsp;&nbsp;

The event was celebrated with an open house and uncoupling of the fire hose ceremony, a firefighter tradition similar to a ribbon-cutting.&nbsp;

"What a great day for the city of Hutch, our citizens and our HFD family that we have here," Hutchinson Fire Chief Steven Beer said. "I always talked about pride in ownership, and all you got to do is look at this wonderful building here, and you talk about pride in ownership, this building was built on pride in ownership."

Beer thanked the citizens and City of Hutchinson for their support of the fire department, the Kansas State Fair Board for the fire department's lease at the Kansas State Fairgrounds, and Mann and Company Architects and Wiens Construction for their work on the building.&nbsp;

The&nbsp;new concrete station replaces a 1950s era building that was the previous Station 1 just down the street at 20th and Main.&nbsp;

"If you look at the old station at Avenue B and just off of Main Street, you'll see a lot of similarities to how they tie that old architecture, the colors, and they tied it into what's going on at the State Fair here at the State Fairgrounds," Beer said. "This is&nbsp;a 100-year building. A 100-year building and so we're proud to have it. We're proud to be here and we we're very thankful for that."

Chief Beer also thanked the Hutchinson Fire Department for doing their part to clean and maintain the new Fire Station 1 prior to opening and the Battalion Chiefs for their involvement.&nbsp;

According to Beer, Fire Station 1 is going to put in a lot of work.&nbsp;

"I talked about the station being the busiest in Hutchinson. We just responded just under 7,000 runs last year in the City of Hutchinson at Fire District 2," Beer said. "This station was built by the data that we collect, and this organization is very data-driven. The station is a game changer for the city of Hutchinson."

Fire Station 1 houses the Battalion Chief's truck, engine, ladder, tender, and brush response units.&nbsp;

"You'll notice behind me we have Truck One. That truck was traditionally housed at 4th and Halstead," Beer said. "Being our busiest station, we're always bringing in Engine Five and Engine Six from the north end of town to take the secondary calls."

On top of that, Hutchinson Fire Department&nbsp;did risk assessments on every single commercial structure in the city of Hutchinson. Over 2,800 buildings had a risk assessment done to it. Every building is rated by an extreme hazard, a high hazard, a moderate hazard and a low hazard. &nbsp;

Beer said it made sense for the fire department to bring the ladder truck to Fire Station 1 to take on secondary calls according to data. &nbsp;

"Our response times were horrendous before, with a ladder truck. If we had a fire west of Main Street, it took over 10 minutes to get that truck on scene typically," Beer said. "That's unacceptable in this day and age. With the truck up here right now, it's a game changer for the  City of Hutch and our response times will definitely improve."

Following the uncoupling ceremony, citizens were invited to tour Fire Station 1. &nbsp;

The new facility is focused on decreasing the risk of cancer for firefighters by incorporating separate gear storage and decontamination areas to clean contaminated gear and equipment, keeping it away from non-designated areas and the firefighters while they are on duty.&nbsp;

"Cancer is the highest rating thing in the fire service for our firefighters. The average firefighter lives ten years less than the average population," Beer said. "We are at risk of 22 different cancers&nbsp;compared to the average public."

Additionally, there is quiet room for studies, a semi-open floor plan for lodging fire crews, recreation and relaxation room, a gym, which is still acquiring equipment, and an oxygen supply room to fuel the O2 tanks that firefighters use to do their job with as clean air as possible. &nbsp;

Beer said he is particularly proud of the fact that all of the fire stations in Hutchinson can successfully house female firefighters.&nbsp;

Battalion Chief Jeremy Unruh said Fire Station 1 will house eight-member teams for three shifts.&nbsp;

There is also going to be a little museum area. It already features a brass pole from the old fire station on Avenue B and Main. The top of that pole can be seen from the tower attached to the new Fire Station 1.&nbsp;

Fire Station 1 went into service as of 8 a.m. Thursday, June 15.

Main St. on Thursday, June 15.&nbsp;&nbsp;The event was celebrated with an open house and uncoupling of the fire hose ceremony, a firefighter tradition similar to a ribbon-cutting.&nbsp;"What a great day for the city of Hutch, our citizens and our HFD family that we have here," Hutchinson Fire Chief Steven Beer said. "I always talked about pride in ownership, and all you got to do is look at this wonderful building here, and you talk about pride in ownership, this building was built on pride in ownership."<figure>

 </figure>Beer thanked the citizens and City of Hutchinson for their support of the fire department, the Kansas State Fair Board for the fire department's lease at the Kansas State Fairgrounds, and Mann and Company Architects and Wiens Construction for their work on the building.&nbsp;The&nbsp;new concrete station replaces a 1950s era building that was the previous Station 1 just down the street at 20th and Main.&nbsp;"If you look at the old station at Avenue B and just off of Main Street, you'll see a lot of similarities to how they tie that old architecture, the colors, and they tied it into what's going on at the State Fair here at the State Fairgrounds," Beer said. "This is&nbsp;a 100-year building. A 100-year building and so we're proud to have it. We're proud to be here and we we're very thankful for that."Chief Beer also thanked the Hutchinson Fire Department for doing their part to clean and maintain the new Fire Station 1 prior to opening and the Battalion Chiefs for their involvement.&nbsp;According to Beer, Fire Station 1 is going to put in a lot of work.&nbsp;"I talked about the station being the busiest in Hutchinson. We just responded just under 7,000 runs last year in the City of Hutchinson at Fire District 2," Beer said. "This station was built by the data that we collect, and this organization is very data-driven. The station is a game changer for the city of Hutchinson."Fire Station 1 houses the Battalion Chief's truck, engine, ladder, tender, and brush response units.&nbsp;<figure>

 </figure>"You'll notice behind me we have Truck One. That truck was traditionally housed at 4th and Halstead," Beer said. "Being our busiest station, we're always bringing in Engine Five and Engine Six from the north end of town to take the secondary calls."On top of that, Hutchinson Fire Department&nbsp;did risk assessments on every single commercial structure in the city of Hutchinson. Over 2,800 buildings had a risk assessment done to it. Every building is rated by an extreme hazard, a high hazard, a moderate hazard and a low hazard. &nbsp;Beer said it made sense for the fire department to bring the ladder truck to Fire Station 1 to take on secondary calls according to data. &nbsp;"Our response times were horrendous before, with a ladder truck. If we had a fire west of Main Street, it took over 10 minutes to get that truck on scene typically," Beer said. "That's unacceptable in this day and age. With the truck up here right now, it's a game changer for the City of Hutch and our response times will definitely improve."Following the uncoupling ceremony, citizens were invited to tour Fire Station 1. &nbsp;The new facility is focused on decreasing the risk of cancer for firefighters by incorporating separate gear storage and decontamination areas to clean contaminated gear and equipment, keeping it away from non-designated areas and the firefighters while they are on duty.&nbsp;"Cancer is the highest rating thing in the fire service for our firefighters. The average firefighter lives ten years less than the average population," Beer said. "We are at risk of 22 different cancers&nbsp;compared to the average public."<figure>

 </figure>Additionally, there is quiet room for studies, a semi-open floor plan for lodging fire crews, recreation and relaxation room, a gym, which is still acquiring equipment, and an oxygen supply room to fuel the O2 tanks that firefighters use to do their job with as clean air as possible. &nbsp;Beer said he is particularly proud of the fact that all of the fire stations in Hutchinson can successfully house female firefighters.&nbsp;Battalion Chief Jeremy Unruh said Fire Station 1 will house eight-member teams for three shifts.&nbsp;There is also going to be a little museum area. It already features a brass pole from the old fire station on Avenue B and Main. Fire Chief Steven Beer discussed the changes with the council, as he saw the previous fireworks restrictions as unenforceable.

The only specific prohibition in the new regulations is no bottle rockets. Also, a regulation against Sky Lanterns or Aerial Luminaries is being allowed to continue to stand that is part of another section of city code.

Other than that, fireworks will be generally allowed from 8:00 a.m. on June 30 through 11:00 p.m. on July 4. Those are the same hours when fireworks will be able to be legally sold.

During that period, fireworks may only be discharged during the hours of 8:00 a.m.to 11:00 p.m. and shall be discharged on private property only, unless a special use permit has been obtained from the City of Hutchinson for a special event.

Fireworks regulations to be amended Tuesday

TOPEKA, Kan. — The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory update due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. 

Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. If you, or your dog, come into contact with algae rinse the area with clean, fresh water.

Harvey County East Lake, Lake Afton and Marion Reservoir are all under a watch status.

A Watch status means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. 

During the watch status, KDHE recommends the following precautions be taken: 

Signage should be posted at all public access locations.

Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water. 

Swimming, wading, skiing and jet skiing are discouraged near visible blooms. 

Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact. 

Clean fish well with potable water and eat fillet portion only. 

KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. &nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

KINGMAN COUNTY—One person was injured in an accident just after noon Thursday in Kingman County.

The Kansas Highway Patrol reported a 2021 Kenworth Straight truck driven by Bradley Deason, 34, Noble, Oklahoma, was southbound on Kansas 14 four miles south of Kingman.

The truck left the roadway to the west. The driver corrected back onto the roadway, the vehicle over-corrected and entered the west ditch and overturned.

EMS transported Deason to the hospital in Kingman. He was properly restrained, according to the KHP.

Driver hospitalized after truck overturns

MCPHERSON COUNTY— One person was injured in an accident just before 9:30 a.m. Thursday in McPherson County.

The Kansas Highway Patrol reported a&nbsp; 2021 Buick Encore driven by Darlene M.&nbsp;Wingrove, 57, Galva, was eastbound on U.S. 56 just west of Interstate 135.

The Buick rear-ended a 2019 Ford F550 driven by Dana R. Myers, 56, McPherson, who slowing down to stop at a yellow then red light at the intersection of Kansas and Champlain Street. 

EMS transported Wingrove to the hospital in McPherson. Myers was not injured. Both drivers were properly restrained, according to the KHP. 

Three juveniles were present in the Buick; juvenile records are protected data.

Kansas woman hospitalized after rear-end crash

Superintendent Ashley Anderson explained the next steps for the district."We've got an established financial timeline, of course," Anderson said. "We'll sell our bonds July 19 and then we'll close on that on August 9. Everything will be taken care of financially. We'll start projects as soon as we can."Some of that work that is outside can be started in the fall."With the gym expansion and remodeling, we're going to start all of the outside work for the foundation of the new construction, we'll start all of that in October," Anderson said. "That will run through April, so we'll make it through our basketball season with the gyms that we currently have."The internal projects will likely start even sooner, once they get the money bonded out."Our first projects are our science classroom and our ag shop, getting those things taken care of," Anderson said. "We'll start chipping away at some of the smaller things, the roofs, we'll get started on those quickly. The windows are being designed right now by Landmark Architects.
