HUTCHINSON, Kan. — Jade Piros de Carvalho announced her resignation from the Hutchinson City Council at the meeting on Tuesday.

"I will no longer have a residence in Hutchinson after the end of the month," Piros de Carvalho said. "I will need to resign my council seat as of January 31. For the past seven months, I have spent three days a week away from my five-year-old daughter and my husband of 12 years, so that I could work in Topeka. Our family has made a decision to relocate closer to my job so that we can be together."

This means that there are now two vacancies on the Hutchinson City Council, as <a href="https://hutchpost.com/posts/05f63498-983f-482b-8b72-0cfb71270254">Sara Bagwell stepped down from her seat at the last December meeting</a>. Applications for both positions, which are up for election in November 2023, are being taken for a little over a week.

"I would suggest that you stay with the January 11 due date," said Interim City Manager Gary Meagher. "We make sure that people understand they are two separate applications. Because one is at large, I guess they could apply for both. They are both one year. One is at large. One is specific. I think they need to let us know what they are applying for."

Director of Public Information and Community Engagement Rebekah Starkey Keasling said that she would adjust the application so that people can indicate which district they live in, so that the council knows.

"We will just have to trust that they know where those districts are,"&nbsp;Starkey Keasling said. "I will publish the map with it, so that they can double check. We'll want to double check all of those, when we get all of the addresses in, before you make actual appointments, but those are simple changes to make."

An application for the city council positions will be up on <a href="https://www.hutchgov.com/">hutchgov.com</a>&nbsp;as soon as the changes to clarify addresses and to take off the question regarding renting or owning property are made. The application will still ask if you are current on property taxes.

Piros de Carvalho moving, stepping down

HUTCHINSON, Kan. — Here is the official statement from Ideatek on the billing issue from over the weekend.

"On Jan. 2, certain IdeaTek customers received late payment notices because their scheduled autopay was not processed as expected," the company said. "IdeaTek isolated the matter to an issue with its payment processor. As of Monday evening, payments were being processed and new invoice copies were being emailed to all customers that were affected."

Customers do not need to contact IdeaTek — all customers affected will be emailed.&nbsp;

"IdeaTek thanks those customers affected for their patience and understanding," the company said. "Customers can review their payments and invoices at the customer portal at <a href="http://portal.ideatek.com/" target="_blank">http://portal.ideatek.com</a>."

Some IdeaTek customers who are on auto pay did not have their automatic payment taken out on the 31st of December as it normally is. 

According to spokesperson Amy Bickel with Ideatek, the company worked with its payment processor as of midday Monday to correct the issue.

The customers with the problem were contacted Monday evening with updated invoices sent to the email address on file and payments were properly processed.

UPDATED: Ideatek resolves payment processing issue

SOUTH HUTCHINSON, Kan. — South Hutchinson City Administrator Joseph Turner said the City is still working on the issue with a second cell tower that AT&amp;T would like to see built south of the city.

This would be a second tower on the property that is at the intersection of K-14 and K-96. One is already there that is owned by&nbsp; SBA Towers V, LLC, but AT&amp;T wants a new tower built by&nbsp; Harmoni Towers.

Reno County Judge Keith Schroeder ruled on November 1 that&nbsp;the City of South Hutchinson had not consistently applied the setback requirements to previous applicants and further argued that the requirements in this instance were “unreasonable, arbitrary and capricious” because the proposed collapsible design of the tower would not negatively impact the health and safety of the community.&nbsp;

After the city changed the grounds on which it contested the application, Judge Schroeder took another look at it in December.

"Our position is that, hey, we want cell towers and we want to have technology, communications, etc., but we don't think that you should be able to build cell towers and piggyback right next to each other all the way into town," said Turner. "We think that is an aesthetic blight. We also think there's some issues with the fact that the applicant has not followed our zoning regulations. We went to court. Most recently, the judge agreed with our attorney and said, hey, the applicant needs to go back to the Board of Zoning Appeals. They are going to be going to the Board of Zoning Appeals, probably sometime here in late January and we're going to review the issue and see where it goes at that point."

Cell tower case continues

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz said that progress will continue in 2023 on the renovations to the Bison Arena at the fairgrounds.

"We were able to secure an architect," Schulz said. "This architect company has come in and has done an evaluation on the Bison Arena and they have done some structural analysis of it. We're hoping to have a full report here, kind of giving us an idea. Then, at the end of January, we are going to do some focus groups with some community people, some of our commodity groups, to kind of lay out what that facility is going to look like and then our fundraising side will start on it."

The hope is to get that intial report in the next few days, but even after all the January meetings, there's still a lot of money to raise.&nbsp;

"We have secured through the legislature $10 million to start on it," Schulz said. "We will be out raising about another $10 million."

Most of the people being invited later this month are already familiar with the building.

"We did some initial focus groups," Schulz said. "We're inviting those people back. Invitations will go out here shortly. If someone is interested, they have something that would be able to showcase Kansas agriculture, we would definitely love to invite them in to be part of that focus group. They can reach out to me at the Kansas State Fair offices."

Fair GM: Process continues on Bison Arena

HUTCHINSON, Kan. —&nbsp;Stage 9 begins the new year with an old favorite Neil Simon comedy, Barefoot in the Park.

"It's about two newlyweds, Corie and Paul, as they move into their new New York apartment and get adjusted to living as married people," said director Mykala Lugafet.

The play has a small cast, with four walk on roles and the four main characters.

"The main four people who will be on stage most of the time are Corie and Paul, who are about mid to late 20s, early 30s and then there is Mr. Velasco and Corie's mother who are going to be a little bit older."

Auditions will be held Saturday, Jan. 7 from 10 a.m. to 2 p.m. and Tuesday, Jan. 10 from 6:30 to 8 p.m.at Stage 9, 9 S. Main St.

TOPEKA, Kan. — The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Norwich public water supply system located in Kingman County.

Customers should observe the following precautions until further notice:

The advisory took effect on January 2, 2023 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a piping break and low water pressure in the distribution system. Failure to maintain required water pressure may put the system at risk for bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Norwich under boil advisory

A Dense Fog Advisory will continue all the way until 6 p.m. Monday, with visibility of one-quarter to one-half mile in dense fog in Rice, McPherson, Marion, Chase, Reno, Harvey, Butler,

The problem originated with Microsoft and may cause issues logging into USD 308 email accounts. The Hutchinson Public Schools IT Department is working with Microsoft to resolve the issue.&nbsp;

In the meantime, if you do not receive an email reply using a USD 308 email address within 24 hours, please contact the individual by phone.

USD 308 will continue to monitor the issue and will communicate updates in the coming days.

Teachers have a professional development day Tuesday. Students in USD 308 are back from winter break on Wednesday.

USD 308 having email issues

We’ve arrived at another intersection of old and new. A time where we say goodbye to one year while also welcoming another. The singing of “Auld Lang Syne” has been sung, well-wishes have been said, and new goals have been declared. This is also a traditional time of reflection. Whether it’s looking back at the best movies watched, the total number of books read, the overall amount of rainfall measured or the number of acres acquired, we all have something to reflect on from the past year.&nbsp; So many of these reflections tend to gravitate toward numbers as the form of official measurement. Understandably, it’s a fairly easy way to look at a specific period of time and determine the wins and losses; the things that worked and the things we learned from during a year. On our farm, we take many numbers and create many charts and graphs to measure a variety of aspects from the year. From fuel prices, household expenditures, rainfall totals, market changes, sales, purchases and so much more. We can and do create visual measurements throughout the year, which allow us to reflect on a variety of areas.&nbsp; To be honest, the visual measurements, while appreciated, sometimes only provide a small glimpse into the overall area being measured and reflected upon. Some of the things we reflect on might highlight one’s strengths or weaknesses or areas for improvement, while other reflections remind us that we have minimal control. If anything, 2022 has reminded me that measurements and assessments don’t always tell a complete story when it comes to reflecting on one’s declared victories or admitted defeats at the end of a year. Numbers might look good and the means of measurement at a given point might suggest an anticipated positive outcome. But if the rain doesn’t fall, or if it falls all at once, or a windstorm blows through, or hail hits, those numbers and outcomes change in an instant. While I generally declare goals at the start of a new year, I have learned over time I won’t have a hard start and stop time with a straight line in between for the sake of measurement. If needed, adjustments will be made along the way based on routine reflections to help me get to where I want to be.&nbsp; And yes, while we have arrived at another intersection of an old year and a new year, we must recognize that there’s traffic coming from multiple directions. In reality, it is how we react and adjust while mindfully reflecting throughout the year which will allow us the opportunity to continue to move forward, getting closer to our ultimate goals.

INMAN, Kan. —The Inman USD 448 Board of Education is partnering with the Kansas Association of School Boards as the board searches for the district’s next superintendent.&nbsp;

Current leader Scott Friesen will retire on June 30, 2023. 

Applications for the vacancy are due&nbsp;January 16, 2023. Screening begins January 17, 2023. The district plans to make a hire in February 2023, with the new person's contract to start July 1, 2023.

Friesen is an Inman native and graduated in 1985 and served as junior high and high school principal before becoming superintendent.

Inman superintendent process to go forward this month

HUTCHINSON, Kan. — Mark Tallman with the Kansas Association of School Boards is embracing a new role with the agency in 2023.

"This is something I'm pretty excited about, after 40 years of lobbying, having a little bit of a different focus," Tallman said. "It's really to try to look more in depth at, what are the issues around trying to do improvement of our schools, meeting the goals of the Kansans can vision that the state board has set out, trying to do a little more deeper research into, what are our challenges, what things are working?"

Part of that research is already happening with visits to schools, including one here in central Kansas.

"One of the things that I did over the last month or so was visit our three Kansas Blue Ribbon schools," Tallman said. "That's a national designation of being a Blue Ribbon School in Kansas. I visited Cottonwood Elementary in Andover, R.L. Wright in Sedgwick, which is in southern Harvey County and then Morris Hill school, which is actually on the base at Fort Riley. I talked to school leaders there about what they think drove the fact that they were recognized for high achievement."

One emphasis for Tallman in his new role will be learning more about the needs of Kansas schools before kids enter kindergarten.

"One of the most important things that we can do to help kids succeed, particularly if they come from kind of disadvantaged backgrounds is stronger early childhood education programs," Tallman said. "Before the holiday break, the SPARK committee in state government, with some of the federal COVID dollars that they have to spend, has recommended millions of dollars to go into some efforts around early childhood education. I want to do a little more exploring about what that's going to mean, some of the work our state has done. We've had a federal grant to try to develop and expand early childhood programs. I want to look at some of the things that districts are doing in that area."

The main statehouse lobbying efforts for KASB will be led by Leah Fliter, a long-time lobbyist and former school board member.

Tallman: New role will allow for more 'in depth' study

HUTCHINSON, Kan. — The Hutchinson City Council will hold its organizational meeting for 2023 on Tuesday.

A Mayor and Vice-Mayor will be elected by the council members. 

Traditionally, the person who served as Vice-Mayor serves as Mayor in the next year and Jon Richardson has held that post in 2022. 

However, the council broke with that tradition in 2022 by failing to elect Sara Bagwell Mayor after she served as Vice-Mayor in 2021, instead choosing to give Mayor Jade Piros de Carvalho another year of leading the meetings.

Bagwell announced her resignation at the last council meeting, so there will be only four council members to choose from and Steve Garza served as Mayor in 2021. 

If tradition comes back, it would follow that Richardson and Greg Fast would be elected as Mayor and Vice Mayor, respectively, but that is still subject to nomination by the body on Tuesday.

Also to be approved is the 2023 street maintenance plan.&nbsp;

In 2021, the city was able to start the 8 year rotation program so that every street will receive a seal every 8 years. The downtown side streets have not been treated since the mid 1990s. 

In 2023, they will be receiving a scrub seal and then coated with a mastic surface treatment, similar to the Sports Arena parking lot.

They said on social media, "We have spoken to staff (a few times, actually) and just wanted to pass on that yes, they are aware of what's going on and have assured us it's a flaring event."

Light show for charities a success again

HUTCHINSON, Kan. — The House of Capper renovation project at the Kansas State Fair will wrap up in early 2023.

"We are hoping for the end of January, early part of February, to have that completed," said State Fair General Manager Bryan Schulz. "

&nbsp;The Capper Project is a tribute to the work of Arthur Capper in rebuilding the structure to its original state and to develop and build the Capper Cooperative Park to celebrate the Capper-Volstead Act of 1922, which allowed for the creation of cooperatives in the United States. 

"The Co-Op Park that is just to the north of that, it will be semi-done, but we'll wait until spring to finish up with all the plantings and putting up all the signs and everything else there," Schulz said. "By springtime, that will be completely done."

The project came in well over its original budget and the Fairgrounds Foundation is still taking donations to finish that up.

"If you are interested in helping out, definitely reach out to James Fisher with the Fairgrounds Foundation," Schulz said. "They are always looking for project help."

The House of Capper has historical significance on the Kansas State Fairgrounds as the place where many local, state and national political figures announced and launched their campaigns. The latest candidate to do so was U.S. Senator Roger Marshall M.D. in 2019, prior to his win in 2020. 

The original building was paid for entirely by Arthur Capper and built to his design. The rebuild will pay full respect to the original architectural design of the building, while incorporating all current ADA and building regulations.

"&nbsp;The Capper Project is a tribute to the work of Arthur Capper in rebuilding the structure to its original state and to develop and build the Capper Cooperative Park to celebrate the Capper-Volstead Act of 1922, which allowed for the creation of cooperatives in the United States. "The Co-Op Park that is just to the north of that, it will be semi-done, but we'll wait until spring to finish up with all the plantings and putting up all the signs and everything else there," Schulz said. House of Capper project to finish up in 2023

HUTCHINSON, Kan. — Juliette Bradley with the Alzheimer's Association notes that those who have family history of dementia should begin now trying to improve their overall health to reduce their risk.

"Your decisions really have a lot to do with your cognitive health," Bradley said. "When we say take your body to the gym, we also say take your brain to the gym. There are many things that you can do to reduce your risks of getting dementia."

Cutting out things like cookies, chips, soda and other junk foods can not only impact your waistline but your brain health as well. Research shows that diets high in ultra-processed foods have a 28% faster decline in cognitive scores. It's also important to prevent seasonal illness.

"There is strong research that says getting a flu shot is associated with a 40% decrease in the risk of developing Alzheimer's disease over the next four years. According to some research from the University of Texas, even just one single flu vaccination can reduce the risk of Alzheimer's by 17%."

Physical exercise helps to maintain good blood flow to the brain and can reduce certain risk factors for Alzheimer’s disease, it's also important to get out and be social for both people with dementia and those who care for them.

"You have to find ways to get out of the house," Bradley said. "For the caregiver, that means, you need to find some respite help. Bring someone in to stay with your loved one so you can get outside. Get some sunshine. Meet somebody for lunch, go to a movie, whatever it may be. Go to the library. Get involved in a faith group. For the person who has dementia, the Alzheimer's Association has social engagement activities for individuals who have Alzheimer's Disease. Those are extremely important to do."

Alzheimer's Association: Body health is brain health

HUTCHINSON, Kan. — Jade Piros de Carvalho is the Director of the Office of Broadband Development in the Kansas Department of Commerce. She tells Hutch Post that there is an important deadline for Kansans to challenge the new&nbsp;<a href="https://www.fcc.gov/" target="_blank">Federal Communications Commission</a>&nbsp;broadband service location and availability maps.&nbsp;

"In conjunction with this historic level of funding to provide broadband to every American, Congress felt it was very important, and I agree, that we need to be the best stewards of those funds and we need to channel those dollars into the areas where service doesn't exist,"&nbsp;Piros de Carvalho said. "We need to know where service is and where it isn't and this map was recently published to help demonstrate that. The FCC recognizes that it's a draft and is asking for the public's help in trying to identify inaccuracies in the map. This is very important, because the amount of money states will get from the infrastructure bill toward broadband hinges on the accuracy of this map."

The map deadline is less than two weeks away.

"The FCC has tried to make it as easy as possible,"&nbsp;Piros de Carvalho said. "Our office is available to walk people through the process, if they find it cumbersome. Several older people have called me and said, this is really hard to navigate. <a href="https://www.kansascommerce.gov/program/challenge/">You can go to kansascommerce.gov/broadband and the first thing that comes up is a graphic that says, Challenge the Map</a>.

Currently the FCC shows KS at under 5% unserved. The state believes that residents are more likely closer to 15% unserved.

"If it says you have three providers that are providing high speed internet and you know for a fact you can't get internet, then your house isn't going to be counted as unserved,"&nbsp;Piros de Carvalho said. "We've found a lot of inaccuracies in that respect. That's just because it's a little bit difficult to report where your network is and where your network isn't. This data comes from providers who report where they can serve. Some of the different technologies, it's a little bit more nebulous."

This is particularly true if the only fast lane onto the internet for you comes from a wireless connection, especially if you are far from the wireless tower that serves you. The deadline for challenges is Jan. 13, 2023.

How to bookmark Hutch Post on your mobile device

HUTCHINSON, Kan. — Rep. Jason Probst said you may not be able to tell, but your grocery bill should go down in January.

"We should see, based on the legislation that we put out last year on the Axe The Tax provisions, we should see about a 2.5% reduction in the food sales tax in January and then progressively another two percent, I believe it's a year after that and another two percent the year after that."

Now that the campaign for Governor is over and the state still is flush with cash, Probst would like to see what's left of that tax eliminated more quickly.

"I would sure hope so," Probst said. "There were a lot of us, both Republicans and Democrats, who wanted to see the full repeal last year. It was very clear to us that it was bound up in election year politics and there was a block of people who didn't want to give the governor a campaign issue that she could go champion and say, I did this for you."

She took credit for it anyway and she won't be running again.

"By her own words, she said, 'I'm not ever going to be on a ballot again. She certainly won't be on the ballot for governor."

Ultimately, though, the future of how fast or slow the rollback happens will be up to Republican leadership in both houses and whether they think they'll still have enough money without any food tax.

Food tax rollback to start, Probst 'hopes' it can go faster

HUTCHINSON, Kan. — District Judge Joe McCarville is retiring, and Chief Judge Patricia Macke Dick is inviting those with memories of "Joe Mac" to share to a reception Jan. 5 from 2:30 to 4:30 p.m.&nbsp;in the third-floor courtroom in the Reno County Courthouse designated Division One.

McCarville has been a leader from his youth, having received an appointment to the&nbsp;U.S. Military Academy at West Point, New York entering on July 1, 1965, and joining the Class of 1969.

As a cadet, he at first had to work hard to keep up with the academic load but by the third year made it onto the Dean's List. Athletically, he helped his Company in intramurals with two years on the track team, two years cross country team and two years on the triathlon team. That team won the Brigade Championship his last year and he won the Brigade Open individual championship. He was selected as the Company F-3 Most Valuable Athlete for the 1968-1969 academic year. 

He also was on the intercollegiate pistol team (an actual varsity sport!) four years earning a varsity A as a scoring member of the team that beat Navy. He graduated June 4th, 1969, as a Second Lieutenant, Infantry, Regular Army.

After graduation he attended the Parachute School at Ft. Benning, GA, followed by the Jumpmaster School, Ranger School and Infantry Officers Basic School followed by assignment to the 82nd Airborne Division at Ft. Bragg, NC. There he served as a Rifle Platoon leader in B Company, 1st Bn, 504th Parachute Infantry Regiment for a month before being selected to lead the Battalion Reconnaissance and Surveillance platoon.

After five months in the 82nd Airborne, he received orders to Vietnam.

Before being deployed, he attended the Jungle Warfare School at Ft. Sherman in the Panama Canal Zone and earned the Jungle Warfare Expert badge. Finally, arriving in Vietnam in August 1970 he discovered that the Division he had volunteered for, the First Infantry Division, had been redeployed to Ft. Riley, KS.

He was instead assigned to the 101st Airborne Division in northern I Corps, just south of the DMZ. He served for seven months as an infantry platoon leader. After dozens of helicopter air assaults, and hundreds of days patrolling and nights conducting ambushes or overnight defenses, he was promoted to company executive officer running the company's rear operations out of Camp Evans. 

That job lasted two months until he became the Battalion Assistant Operations Officer for Air. The last four months in Vietnam were on firebases and in command-and-control helicopters, tracking the movements of his battalion's companies, planning, and directing helicopter air assaults and planning and directing air support missions. 

McCarville returned stateside in August 1971 to Fort Riley, Kansas and was assigned to Division Headquarters of the Big Red One, detailed to the "General Staff' branch and worked as an operations officer. After a few months training in the field at Fort Riley and in Germany he had the good fortune to meet Diane Deffenbaugh Hewitt. Thirty-four days later they were engaged and five and a half months after that they were married. 

After three years at Fort Riley, he left the Army to enter law school at Washburn. The second day of classes, their daughter, Amy was born.

During his last year of law school Joe was able to do internships at the Lyon County Attorney's office, the Washburn Legal Clinic, and the Shawnee County District Attorney's office. 

In Shawnee County he worked with, but not for, Joe O'Sullivan. After graduation he was able to stay on as an Assistant DA until offered a position by O'Sullivan in the Reno County Attorney's Office. 

The family bought a house and moved to Hutchinson at the end of March 1978. Diane was pregnant and son David was born in July.

O'Sullivan was elected County Attorney in November of 1980 and resigned in August 1981. McCarville was selected by the Republican Central Committee to serve the rest of his term. 

In August 1982, he lost the Republican primary for DA to Timothy Chambers.

In January 1983 he joined Rauh, Thorne, Robinson, and Childs as an associate. Later he became a partner and with the passing of Ralph Thorne, and Charles Rauh and departure of John Robinson, the joining of David Brown who later passed away and the merger with Ron Leslie and Paul Brown the firm was known as Leslie, O'Sullivan, McCarville, and Brown.

In 2002, McCarville ran for District Judge in the August primary, defeating David Holmes. He then lost a hard-fought general election to Richard Rome that November. 

In 2004, he ran in the August Republican primary for District Magistrate Judge against five opponents and was successful. He faced the winner of the two-way Democrat primary, Randal McEwen and was again successful.

After two years as Magistrate, he ran in the 2006 Republican primary against Thomas Stanton and Rick Roberts. After the primary victory he faced Sarah McKinnon who he defeated in the November general election.

After four years as the Division III District Judge, he helped to organize the Reno County Drug Court. After about ten months of recruiting, organizing, and training, the Drug Court had it's first session in March 2011. 

Since then, hundreds of seriously addicted people, who also faced multiple barriers to successful treatment and sobriety, have graduated with lives of recovery, stable jobs, restored family relationships and community involvement. They left behind crime, addiction, and incarceration.

In his two years as Magistrate Judge and continuing as District Judge, McCarville presided over all the civil protection from abuse and stalking cases for 17 years. He had asked for that case load because he felt his 22 years of private practice handling hundreds of divorce and custody cases gave him an advantage in assisting those families.

McCarville has been a shooter and a runner almost all his life. In addition to his competitive shooting while a cadet, he has continued as a competitive shooter in rifle and pistol, as well as an NRA Certified Firearms Instructor. 

McCarville runs for exercise and recreation and has competed in running road races and in triathlons.

He has served on various boards of non-profits and was a volunteer Boy Scout leader for over 20 years earning Order of the Arrow Vigil, Brotherhood and Vigil Honor degrees and receiving the District Award of Merit and from the Council the Silver Beaver Award.

Refreshments will be served at McCarville's reception and there will be presentations and speakers at 3:30 p.m. Jan. 5. This will include an opportunity for friends to share any stories or thoughts and well wishes&nbsp; for Judge McCarville.

He then lost a hard-fought general election to Richard Rome that November. In 2004, he ran in the August Republican primary for District Magistrate Judge against five opponents and was successful. He faced the winner of the two-way Democrat primary, Randal McEwen and was again successful.After two years as Magistrate, he ran in the 2006 Republican primary against Thomas Stanton and Rick Roberts. After the primary victory he faced Sarah McKinnon who he defeated in the November general election.After four years as the Division III District Judge, he helped to organize the Reno County Drug Court. After about ten months of recruiting, organizing, and training, the Drug Court had it's first session in March 2011. Since then, hundreds of seriously addicted people, who also faced multiple barriers to successful treatment and sobriety, have graduated with lives of recovery, stable jobs, restored family relationships and community involvement. They left behind crime, addiction, and incarceration.In his two years as Magistrate Judge and continuing as District Judge, McCarville presided over all the civil protection from abuse and stalking cases for 17 years. He had asked for that case load because he felt his 22 years of private practice handling hundreds of divorce and custody cases gave him an advantage in assisting those families.McCarville has been a shooter and a runner almost all his life. In addition to his competitive shooting while a cadet, he has continued as a competitive shooter in rifle and pistol, as well as an NRA Certified Firearms Instructor. McCarville runs for exercise and recreation and has competed in running road races and in triathlons.He has served on various boards of non-profits and was a volunteer Boy Scout leader for over 20 years earning Order of the Arrow Vigil, Brotherhood and Vigil Honor degrees and receiving the District Award of Merit and from the Council the Silver Beaver Award.Refreshments will be served at McCarville's reception and there will be presentations and speakers at 3:30 p.m. Jan. 5. McCarville to retire after long and distinguished military and legal career

HUTCHINSON, Kan. — Hutchinson Mayor Jade Piros de Carvalho said the council is going to handle filling Sara Bagwell's council seat differently than previous vacancies.

"People were merely appointed by the council," the mayor said. "It was just kind of plucking somebody out of that particular district and allowing them to finish out the term. We wanted it to be a little more open and provide an opportunity for people to apply, if they wanted to."

"If you want to be on the planning commission or the tree board, you fill out an application. It's relatively short and we will have that available on the website, starting on the 3rd, after our meeting. We wanted to use the meeting as an opportunity to advertise, and educate people on the opening and where they can find the information."People need to understand that even applying for the job will put them in the public eye."We're keeping that open for about 10 days," the mayor said. "We want to be able to review those applications on the 17th, so the second meeting in January, and make selections. It's important to recognize that these are open applications, which means that they will be included in the City Council packet that goes out the Thursday prior to that meeting.
