RENO COUNTY — The Board of County Commissioners will take up an item to keep methane gas emissions in compliance with EPA and KDHE regulations as part of its meeting on Tuesday.

According to agenda documents, Reno County Municipal Solid Waste Landfill Facility conducts quarterly surface methane emissions monitoring at the landfill as required by EPA and KDHE in accordance with New Performance Standards set forth in 40 CFR 60.1958 (c) and (d), 40 CFR 60, Appendix A Method 21, and SEM Work Plan dated October 2016. 

Surface emissions monitoring consists of using a calibrated instrument to scan the landfill cover and penetrations (such as around gas wells, sumps, etc.) for methane leaching through the cover and into the atmosphere. The threshold for a reportable exceedance is 500 parts per million.

In the last year, there has been an initial exceedance detected in every quarter from the 3rd Quarter 2022 through the 2nd Quarter 2023. After an initial exceedance, corrective actions (such as adjusting the waste cover or turning up the surrounding wells) are taken. The location is re-monitored within 10 days and again 10 days after that (if the first 10-day re-monitoring resulted in an exceedance). All locations are monitored again for a one month recheck.

If three exceedances are detected at a location in one quarter, then a notification is submitted to KDHE and – in accordance with 40 CFR 63.1960 (c)(4)(v) – a new well must be installed within 120 days of the initial exceedance. 

The facility can submit an alternative remedy request in lieu of installing a new well. Two locations have had three exceedances in a quarter resulting in a notification being submitted to KDHE. In the third quarter of 2022 a notification was submitted to KDHE for Well 63, and in the fourth quarter of 2022 a notification was submitted for Well 78. 

On behalf of Reno County Solid Waste, SCS Engineers has submitted a request for a timeline extension for both locations in order to address other gas system issues.

Well data shows that there are several wells that are not functioning properly on the Reno County MSWLF resulting in an insufficient amount of landfill gas being captured. Without improvements to the Gas Collection and Control System (GCCS) on Site D, these problems will persist and Reno County will continue to get exceedances. 

Eventually these exceedances may be unable to be corrected, and will result in Reno County MSWLF being out of compliance with the EPA and KDHE New Performance Standards.

SCS Engineers has designed, maintained, and built the GCCS system at the Reno County MSWLF.

They have the most background information and knowledge to complete this design and construction efficiently and effectively to keep the gas system running and Reno County in compliance.

SCS will have a technician on staff performing the CQA during the project daily as well as Field Services performing the work as they have done on past projects with the Gas System.

The cost of the project is not to exceed&nbsp;$532,077.

STAFFORD COUNTY—One person was injured in an accident just after 6 p.m. Saturday in Stafford County.

The Kansas Highway Patrol reported a 2002 Yamaha motorcycle driven by Dennis Bradley Barr, 56, Great Bend, was southbound in the 1200 Block of NE 40th Avenue twelve and one half miles north of Hudson.

The passenger identified as Sherri Renee Landes, 53, Hutchinson, suffered an unknown medical condition and fell off the motorcycle.

EMS transported Landes to the hospital in Great Bend. Barr and Landes were wearing eye protection, according to the KHP.

Hutch woman hospitalized after fall from motorcycle

RENO COUNTY — The Board of County Commissioners will take up its version of the fireworks resolution at its meeting on Tuesday. 

This will bring the county and the city of Hutchinson into alignment, with sale and discharge of fireworks in the county also from June 30 to July 4 from 8 a.m. to 11 p.m. and no bottle rockets.

Each incorporated City in the county may hold its own regulations, if it so chooses, but the county regulations cover all unincorporated portions of the county.

County Commission to take up fireworks Tuesday

Following the substantial increase in failure rates of wind turbine components, the board of Siemens Gamesa initiated an extended technical review of Siemens Gamesa’s installed fleet and product designs.

The current status of the technical review suggests that in order to reach the targeted product quality of certain Onshore platforms, significantly higher costs will be incurred than previously assumed. Potential quality related measures and the associated costs are currently under evaluation and are likely to be in excess of 1 bn Euro.

Siemens Energy is also reviewing assumptions critical to the existing business plans given productivity improvements are not materializing to the extent previously expected. In addition, the company continues to experience ramp up challenges in Offshore.

It is too early to have an exact estimate of the potential financial impact of the quality topics and to gauge the impact of the review of those assumptions on the company's business plans. 

However, based on the initial assessment, the potential magnitude of the impact leads the company to withdraw the profit assumptions for Siemens Gamesa and consequently the profit guidance for Siemens Energy Group for fiscal year 2023. 

The overall company will maintain revenue guidance for the Group as well as all assumptions for Gas Services, Grid Technologies and Transformation of Industry.&nbsp;<a></a>Further details and quantification will be provided in the context of the regular disclosure for the 3rd&nbsp;quarter of fiscal year 2023.

Siemens Gamesa was fully integrated into Siemens Energy earlier this year. Siemens Gamesa has a nacelle facility in Hutchinson.

SMALLVILLE, Kan. —&nbsp;Smallville Con's 10th Anniversary convention will be on June 24 and June 25 at the Kansas State Fairgrounds in Smallville, Kansas (the temporarily renamed Hutchinson, Kansas). The annual and local comic book convention is a two-day celebration of all things comic books and pop culture. &nbsp;

Jon Robinson, creator, operator, and owner of Smallville Con, got the idea to start a local comic book convention when he and his son, Kal-El (named after Superman, specifically his Kryptonian name), met Laura Siegel Larson, daughter of Superman co-creator Jerry Siegel.&nbsp;

This was during the year 2013's Man of Steel, starring Henry Cavill as Superman, came out.&nbsp;

They met in Topeka when the state inducted Clark Kent, Superman's civilian identity, into the Kansas Hall of Fame as the most recognized Kansas in pop culture.&nbsp;

This coincided with the 75th anniversary celebration of the creation of Superman by Jerry Siegel and Joe Shuster in 1938.

"Back then there wasn't a whole lot of local comic-cons, so I thought it would be really cool to make one," Robinson said.&nbsp;

Robinson approached his wife and brother to help him put together the first Smallville Con in 2013.&nbsp;

"It's been a lot of years since then," Robinson said.&nbsp;

This year will include over 130 vendor booths, cosplayers decked out in cosplay, a variety of special events, an incredible line-up of celebrity guests, talented professional and local artists and creators, children’s events, and giveaways. There will also be a few live demos and a car show.&nbsp; The complete events of Smallville Con&nbsp;will be&nbsp;spread out between the Sunflower North, Sunflower South, and the Meadowlark buildings on the Kansas State Fairgrounds. &nbsp;

Events include costume contests with a cash prize courtesy of Hutchinson Clinic.&nbsp;&nbsp;There is no registration for either costume contest this year. People are invited to just show up in Sunflower North just 15 minutes prior to start. 

The Individual Costume Contest is Saturday, June 24 at 6 p.m. Judges will evaluate costumes based upon character portrayal, costume complexity, and craftsmanship.

Group Costume Contest is Sunday, June 25 beginning at 4 p.m. Judges will evaluate costumes based upon collective theme, costume complexity, and craftsmanship.&nbsp;

 </figure>JUDD WEIL Hutch PostSMALLVILLE, Kan. —&nbsp;Smallville Con's 10th Anniversary convention will be on June 24 and June 25 at the Kansas State Fairgrounds in Smallville, Kansas (the temporarily renamed Hutchinson, Kansas). The annual and local comic book convention is a two-day celebration of all things comic books and pop culture. &nbsp;Jon Robinson, creator, operator, and owner of Smallville Con, got the idea to start a local comic book convention when he and his son, Kal-El (named after Superman, specifically his Kryptonian name), met Laura Siegel Larson, daughter of Superman co-creator Jerry Siegel.&nbsp;This was during the year 2013's Man of Steel, starring Henry Cavill as Superman, came out.&nbsp;They met in Topeka when the state inducted Clark Kent, Superman's civilian identity, into the Kansas Hall of Fame as the most recognized Kansas in pop culture.&nbsp;This coincided with the 75th anniversary celebration of the creation of Superman by Jerry Siegel and Joe Shuster in 1938."Back then there wasn't a whole lot of local comic-cons, so I thought it would be really cool to make one," Robinson said.&nbsp;Robinson approached his wife and brother to help him put together the first Smallville Con in 2013.&nbsp;"It's been a lot of years since then," Robinson said.&nbsp;This year will include over 130 vendor booths, cosplayers decked out in cosplay, a variety of special events, an incredible line-up of celebrity guests, talented professional and local artists and creators, children’s events, and giveaways. There will also be a few live demos and a car show.&nbsp; The complete events of Smallville Con&nbsp;will be&nbsp;spread out between the Sunflower North, Sunflower South, and the Meadowlark buildings on the Kansas State Fairgrounds. &nbsp;Events include costume contests with a cash prize courtesy of Hutchinson Clinic.&nbsp;&nbsp;There is no registration for either costume contest this year. People are invited to just show up in Sunflower North just 15 minutes prior to start. RENO COUNTY — The purpose of this Health Alert is to inform the community about recent deaths involving Kratom. The Reno County Health Department has been tracking overdoses and trends since Oct. 1 of 2021. In the last 6 months there have been 3 deaths involving Kratom in Reno County.

“Kratom” commonly refers to an herbal substance that can produce opioid-like effects. Kratom is an herbal extract that comes from the leaves of an evergreen tree (Mitragyna speciosa) grown in Southeast Asia. 

While Kratom and Kratom-based products are currently legal and accessible in many areas, U.S. and international agencies continue to review emerging evidence to inform Kratom policy and currently Kratom has no approved uses by the Food and Drug Administration. 

Kratom does affect the opioid receptors and Narcan can temporarily reverse the effects of Kratom overdose.

The Reno Recovery Collaborative recommends the following steps and strategies for our community:

Three Reno County deaths involving Kratom in six months

HUTCHINSON, Kan. — One of the effects of closing Lincoln Elementary for the fall is coming up on the USD 308 Board of Education agenda on Monday.

District administration is requesting permission to allocate $150,000 to provide transportation for students between Lincoln Elementary and McCandless Elementary for the 2023-2024 school year.

Parents have let administration know that they need help in this area. 

Also on the agenda to improve McCandless is a proposal with Interior Expressions and Design, Inc. of Hutchinson Kansas to provide and install solar shades blinds for 20 classrooms, 4 exterior doors, the upper windows in the cafeteria and 8 sidelight windows in classrooms and offices at McCandless Elementary.

According to administration, many of the existing blinds are not operable and therefore need replacing. Solar shades provide the needed sun block, security and are much easier to maintain and clean. Interior Expressions bid was for&nbsp;$52,488.

The USD 308 Board of Education will hold their regularly scheduled meeting at 6:00 p.m. Monday at the USD 308 Admin Center located at 1520 N Plum.

Lincoln transportation funding on BOE agenda Monday

NORTH NEWTON, Kan. — The community is invited to celebrate the Fourth of July at Kidron Bethel Village’s Annual Fireworks Extravaganza with arrival beginning at 7:30 p.m. Fireworks will begin at sundown.&nbsp;

The free outdoor event will include family fun with games, giveaways and food for purchase, including Salted Creamery ice cream.

“We love hosting the Fireworks Extravaganza and seeing the community connect with Kidron Bethel Village,” said Linda Peters, Kidron Bethel Village executive director. “This is such a fun way for the generations to mingle.”

Kidron Bethel Village to host annual Fourth of July fireworks

BUHLER, Kan. — If Buhler USD 313 patrons were unable to attend one of the community meetings earlier this month, today is the final day to get your opinion in on the potential scope of a future bond issue in the district.&nbsp;

Final day for USD 313 facilities survey

HUTCHINSON, Kan. — Though gas prices are creeping up, they are doing so much more slowly than 2022, according to AAA Kansas.

"Things have been relatively stable," Steward said. "We may be in a bit of a gasoline demand lull between Memorial Day weekend and the upcoming July 4 travel weekend. That, coupled with a fairly low and stable crude oil cost have kept prices at the pump pretty manageable."

Local counties as of Thursday were mostly below the statewide average.

"We are about $1.40 less per gallon now than we were one year ago," Steward said. "That's significantly cheaper to take those summer road trips."

The spring storms we have had across Oklahoma and Texas do not have the same effect on supply as other weather conditions could that are more common as we get closer to fall.

"Supply really hasn't been interrupted by any hurricanes in the Gulf, for example," Steward said. "We always look this time of year. As we head toward September or even October, hurricane season can certainly interrupt gasoline production in those oil refineries along the Gulf, especially. We've been pretty lucky and haven't seen any of that."

Kansas is still in the ten lowest states for gas prices overall and no county in the state is even up to the national average.

HUTCHINSON, Kan. — Hutchinson Fire Marshal Mike Cain says that not much has really changed in the fireworks ordinance in the city.&nbsp;

"The only rule that's changed for this year is the addition of aerial fireworks," Cain said. "Aerial fireworks are back in Hutch. It's going to be June 30 through July 4. Sale and discharge times are the same, 8 a.m. to 11 p.m. 11 p.m., you have to stop shooting fireworks."

Fire Chief Steven Beer says a little courtesy goes a long way.

"We definitely need more neighbors talking to neighbors about what's going on in the neighborhood and the reasons why somebody might not like them," Beer said. "Maybe there's a veteran or whatever, but have that discussion with your neighbors."

Beer said that the previous regulations had just been impossible to keep up with.

"I think it's going to allow our department and the police department to actually do our jobs," Beer said. "We had an unenforceable rule. I could have had 100 firefighters out on the streets during this five day frame and the police officers probably could have had that many. I could tell you story after story of stuff that has happened. It just was an unenforceable rule and regulation, when you can go down to adjacent cities and buy any bomb, basically, to blow off for the 4th of July and bring it into the community."

Firefighters and police will still be able to write tickets if you are shooting after the set time or shooting in the public street.

Consistency in fireworks regulations key in Reno County

This is day 4 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

At any other time of the year, rain would be more than welcome. But for farmers with combines ready to roll, harvest delays due to rain add insult to injury for a crop stricken by drought. For some, however, rains arrived just in time to fill grain heads, resulting in better-than-expected final results.&nbsp;

Near Americus, America, harvest is in full swing for Jacqueline Leffler. Starting strong at the beginning of the week, fields are averaging 50-70 bushels per acre - a welcome result given the dry year. Quality is excellent with high test weights at 61 to 62.5 pounds per bushel and protein at 13.1 percent. The outstanding variety for the year is the aptly named Polansky Rockstar. She expects to wrap up harvest with three or four more big days.&nbsp;

“I am pleasantly surprised with how this year’s harvest is going,” Leffler said.&nbsp;&nbsp;

Only four or five producers are cutting near Delphos in Ottawa County, according to Brett Courson, general manager of the Delphos Coop Association. Results thus far are coming in at 10 to 20 bushels per acre with fairly poor test weights, but protein is averaging 15 percent and no dockage.&nbsp;

The wheat is ripe, but the straw is still a little tough. Courson expects producers who applied fungicide won’t start harvesting for another eight to 10 days, but that wheat should be better and could average up closer to 40 bushels per acre.&nbsp;

The variability in the wheat crop reflects the timing of moisture this season. The wheat was stressed until heading out with moisture seven to eight inches short. Then the rain started to fall and helped fill kernels. Unfortunately, the area had a considerable amount of freeze damage, which was sporadic at first, but then yellow and white heads started to spread out across fields.&nbsp;

“There are fields that look pretty good, but you go out in them and there might only be seven to eight kernels in the head, but the next head has 30,” Courson said.&nbsp;

Delphos Coop Association is hoping to bring in around 500,000 bushels, about half of their normal amount. The majority of that wheat is destined for flour mills in the Kansas City area.&nbsp;

The Kansas Wheat team caught up with Tim Turek near South Haven in Sumner County on Tuesday evening before rains halted harvest progress on Wednesday morning. Having started harvest on June 15, Turek reported yields are about half of average, but a field of continuous wheat planted to AP18 AX from AgriPro yielded 50 bushels per acre. Test weights ahead of the rain were heavy at more than 60 pounds per bushel and protein was excellent at 12 to 16 percent.&nbsp;

The wheat had a good stand last fall but was still hampered by drought conditions. The crop needed a good rain at heading, but three weeks without appreciable moisture meant the stands lost tillers. Not all hope was lost, however, as rain did fall.

“Then the cool and damp weather came in and allowed a lot of good grain fill for the heads we had,” Turek said. “The grain fill is what has made our yields.”

Now, though, the recent rain is preventing harvest from kicking into full swing. The moisture also means weeds are coming in, and producers are trying to get fields cut before they take over. Turek expects harvest to last another two weeks.&nbsp;

He is a certified seed grower, but what isn’t saved for next fall’s planting will be delivered to Scoular in Wellington. There, preferred varieties will be sent on to Grain Craft flour mill.&nbsp;

Turek’s family has been farming in the area since his great-great-grandfather moved from Nebraska to Oklahoma during the historic land run. His great-grandfather moved into southern Kansas in the 1920s and bought five quarters of ground. That land is still being farmed, along with other acres in the area, by Turek, his daughter Paige, his father and his brother.&nbsp;

“We all work together,” he said. “Jill, my wife, keeps us fed.”

HUTCHINSON, Kan. — Earnings for companies with ties to Reno County will begin on Wednesday when Union Pacific releases its numbers.

The nation's largest railroad looks to continue a strong 2023, where it reported first quarter net income of $1.6 billion, or $2.67 per diluted share. These results include $107 million in other income from a one-time real estate transaction.&nbsp;

Inflation took a bite into the railroad in early 2023, with&nbsp;total revenue carloads down 1%.

UP operates about 25 trains per day in Reno County, which include intermodal and grain shipments.

South Hutchinson Police Department&nbsp;

SOUTH HUTCHINSON, Kan. — South Hutchinson Police Department announced on June 22 that the suspect in a drive by shooting that occurred in South Hutchinson on June 19 is in custody. 

The suspect was taken into custody the night of June 21 in South Dakota at approximately 11:30 p.m. 

At approximately 4:50 p.m. on Monday, South Hutchinson police officers and deputies from the Reno County Sheriff’s office were dispatched to the 300 block of East 3rd&nbsp;in reference to a drive by shooting. 

A female standing in front of the residence had a single gunshot wound to the wrist that was non-life threatening. The female was treated and released from the hospital.
