RENO COUNTY — The Board of County Commissioners passed its version of the fireworks resolution at its meeting on Tuesday.

"Thank you for the quick work on that," said commission chair Daniel Friesen. "I'm glad we were able to coordinate with the city. I appreciate the clerk's work, as well. I know at least one stand in the county decided to apply for a stand hearing that we were going to change this. That's a little more revenue to the county. They said it was a very easy process to get the permit."

This brings the county and the city of Hutchinson into alignment, with sale and discharge of fireworks in the county also from June 30 to July 4 from 8 a.m. to 11 p.m. and no bottle rockets.

Each incorporated City in the county may hold its own regulations, if it so chooses, but the county regulations cover all unincorporated portions of the county.

Fireworks resolution now same in Hutchinson and Reno County

HUTCHINSON, Kan. — Kansas Attorney General Kris Kobach clarified this week the interpretation of the Women's Bill of Rights passed by the Kansas Legislature that will go into effect July 1.

"It is a bill that simply defines male and female in Kansas law," Kobach said. "It's kind of amazing that we even need to have a law like this, but that's where we are as a country. It simply states that, for all state recordkeeping and data that the state maintains, a man is someone who is a male at birth and a woman is a person who is a female at birth."

This will have an impact on some Kansas drivers licenses and birth certificates.

"Not for 99% of us, but for those who, individuals who are seeking to transition their sex, they will not be able to change their driver's license or their birth certificate. Those who have been able to under the Kelly Administration over the past few months, those data sets will be changed back to reflect the person's biological sex."

This is a bill that Gov. Kelly vetoed, but Republicans in the Legislature had the votes to override. This also resolves a previous court case.

"Back in 2018, four trans individuals sued the state before this law was in effect," Kobach said. "After the Kelly Administration took power, they came to a settlement with the plaintiffs and said, okay, we'll go ahead and start changing birth certificates. That settlement is now in conflict with state law. That's one of the things my office did on Friday is, filed a motion with the judge, asking that the settlement be modified to be consistent with state law now."

In addition, this law clarifies that the portion of the Topeka Correctional Facility that is set aside for women is confined to biological females.

Kobach: Kansas will use sex at birth for vital documents

HUTCHINSON, Kan. — Sheila Berridge, Assistant Superintendent of Curriculum, along with Tonya Neville, a teacher at Morgan Elementary School, presented to the board a request to fund a new reading program. This program, called Amplify BOOST reading and mCLASS, was piloted by a group of teachers at Morgan during the spring of 2023. The pilot program involved multiple teachers and classrooms. All students saw improvements during the pilot.

Berridge stated, “We know that we have a lot of tier 3 students, especially Kindergarten through second. This is really our effort to reduce that number and to unify us across the district in what we’re doing and how we’re approaching it. When kids are Kindergarten through second, they are learning to read, but when they are third through twelfth, they are reading to learn. So, we really want to make sure that by the time they get to third grade, they are fluid and comprehensive readers.”

The amount of funding requested came to $57,469.50 from ESSER-III funds. The measure was passed unanimously.

Headstart requested $61,225.86 to fund a project encompassing two digital signs. One is replacing an existing sign at Early Head Start, while the second is a new one at the Grandview building on East 4th&nbsp;Ave. The measure was passed in a 5-1 vote.

Other business in front of the board included approval of funds to bus former Lincoln students during the 23-24 school year.&nbsp; The board approved allocating $150,000 for that purpose.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act Included Elementary Secondary School Emergency Relief (ESSER) funds. These funds must be used to address the impact the COVID-19 pandemic had on elementary and secondary schools. There were three phases of funding: ESSER, ESSER II, and ESSER III.

ESSER funds approved to boost student reading, provide signs for Headstart

NEWTON, Kan. — The City of Newton has received State approval to put final plans out to bid for mill and overlay of K-15 north of the BNSF crossing. The bid opening is scheduled for July 20. 

There will also be a project on West 12th Street from Main Street to the Sand Creek bridge, that project begins this week.

The majority of the project will be mill and overlay work, with some full-depth pavement replacement, ADA ramp improvements and pavement markings.

The construction will be phased, first with closure of the inside lanes on K-15 and the eastbound lane on 12th Street while milling, patching, and paving operations occur. The second phase will include closure of the outside lanes of K-15 and the westbound lane on 12th Street. Each phase is anticipated to last 2-4 weeks, depending on weather.

The total project cost is estimated at $1.5 million, with $300,000 being funded by the State’s City Connecting Links Improvement Program (CCLIP).&nbsp;

Bid opening scheduled for Newton project

HUTCHINSON, Kan. — Circles of Hope Reno County Executive Director Jason Probst has been in the position not quite two months, but he already is confident that more people in the community can be helped, if the community just knew how.

"Maybe you're in generational poverty," Probst said. "My family, I can go back and see multiple generations who didn't graduate from high school and who didn't have advanced degrees. My brother and I were the first people to graduate high school or graduate from college in our families. When you're in a family environment like that, you don't have people who can help you understand how to fill out a FAFSA form, you don't have people in your family who can help you understand how to get a bank loan. You're not getting those tools from the people immediately around you. One thing Circles does is kind of pull people together from different areas of a community and builds a community that's intentional in helping people navigate life a little easier."

Treating poverty as if it is a moral failure does not work, according to Probst.

"We can wish and want and try to force and compel people to follow the rules that we have set, but underneath all that, we have people who are in survival mode, who don't know how to do anything other than survive," Probst said. "If we reach out with compassion and education and provide the tools and the friendship and the love and the compassion that we need to offer to people, we can help them navigate through and get to a better place in life. That's better for all of us in the end. It's better for our community. It's better for everyone."

There is going to be an event for people who are interested in coming alongside and assisting Circle Leaders in their journey.

"We're actively recruiting for the Ally part of this right now," Probst said. "These are the people that don't necessarily have a lived experience in poverty, or maybe they did, but they have managed to move out of that. We ask them to make a substantial commitment of time and friendship to people and meet with their Circle Leader at least monthly, be available to them. We let the teams work them out. The Circle Leader kind of guides their journey. The Ally is there, not to instruct, not to tell somebody how they should live, but to be there to support and to offer guidance and counsel that the Circle Leader needs to navigate this new journey."

Pretty Prairie holding fireworks, events July 1

HUTCHINSON, Kan. — As hot summer weather returns to Kansas with a chance at triple digits later in the week, AAA is warning parents and caregivers of the even higher, dangerous temperatures inside vehicles and the deadly risk that can pose to children.

"We do have to talk about this," Steward said. "Every year, kids die in hot cars. We're looking at an average of about 38 kids every year across the country, die by being either left in a hot car or somehow getting in a car to play and then not being able to get out."

Heatstroke is the leading cause of non-crash, vehicle-related deaths for children under the age of 14.

"It's really tragic," Steward said. It doesn't have to be 90 or 100 degrees to have a small child overcome by heat in a vehicle. Those vehicles can heat up very quickly and it can quickly become a dangerous situation."

53% of child hot car deaths in vehicles were caused by adults forgetting the children (Nearly half were not dropped off at childcare).

Housing Commission to meet Wednesday

This is day 5 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

The Kansas wheat harvest is 21 percent complete, well behind 54 percent last year and 38 percent for the five-year average, according to the official statistics provided by the USDA’s National Agricultural Statistics Service crop progress report for the week ending June 25, 2023. Maturity was rated at 58 percent, also behind 84 percent last year and the 77 percent five-year average.&nbsp;

Winter wheat conditions were rated at 53 percent very poor to poor, 31 percent fair and 16 percent good to excellent.&nbsp;

After several delays, Kansas farmers are finally seeing harvest weather. With this week’s hot temperatures, harvest is ramping up.

In Rice County in south-central Kansas, Brian Sieker has been cutting a sparse wheat crop a few miles west of Chase.&nbsp;

“I am pretty fortunate we even have wheat to cut this year,” Sieker said.&nbsp;

In the fall, the wheat was off to what looked like a great start, but as the year progressed, snows and rain events seemed a thing of the past, and the wheat used up any residual moisture. Now, with harvest in full swing around the area, some neighbors did not even bother to bring out their combines, opting to abandon their wheat and move on to a different crop.&nbsp;

For Sieker, yields have ranged as high as mid-thirties down into the teens. Moisture was normal at 11 percent and the test weights in some of his nearby fields were doing fairly well at 60 pounds per bushel.&nbsp;

“You go further west, they have it worse,” Sieker said. “We are just thankful to have some fields worth cutting.”&nbsp;

On top of the usual hustle and bustle of wheat harvest, it has been extra busy with Sieker switching between a combine cab with a swather cab depending on the current state of dew points and humidity as he also produces alfalfa hay, corn, soybeans and sorghum.&nbsp;

Eastern Kansas farmers who escaped the extreme drought conditions are seeing different yield results. In Montgomery County, sixth-generation farmer Jesse Muller started cutting his hard red winter wheat on June 13 but also had delays due to rain. Farming the land that has been in his family for multiple generations makes farming significantly more meaningful for Muller. This year’s crop, unlike other parts of the state, has Muller needing to calibrate his combine more often.&nbsp;

Muller is seeing a wide variety of yields across his fields, ranging anywhere from 20 bushels per acre in some spots up above 70 to 80 bushels per acre in others. Test weights are averaging above 60 pounds per bushel in his fields, which were planted to a Kansas Wheat Alliance variety with excellent head scab tolerance.&nbsp;

“Yields are better than expected on most fields, especially following corn due to the excess nitrogen from last year,” Muller said, explaining that his family was lucky to be in the pocket that received rains when they needed them.&nbsp;

“We’re seeing a wide array of variability, with some bright spots and some expected frustrations of lower-than-average yields, and some disastrous yields,” said Kansas Wheat CEO Justin Gilpin. “Overall, reported yields range from ten to 70 bushels per acre, with the averages in the 30s from what I’ve seen. I’ve also heard a lot of reports of proteins above 12%.”

Public Works to repair section of Waldron between 23rd and 24th Avenue

RICE COUNTY—One person was injured in an accident just after 8 a.m. Monday in Rice County.

The Kansas Highway Patrol reported a 1980 Suzuki driven by Christopher Leo Detmer, 66, Lyons, was westbound&nbsp;on U.S. 56 just west of 11th Road.

The motorcycle rear-ended a 2018 International semi driven by Gerald Todd&nbsp;Aguilera, 61, Chase, who was slowing or stopped to make a turn.

Detmer was thrown from the motorcycle and landed in the north ditch. EMS transported him to Hutchinson Regional Medical Center. Aguilera and a passenger in the semi were not injured. Detmer was wearing a helmet and the occupants of the semi were properly restrained, according to the KHP.

Kan. man hospitalized after motorcycle rear-ends semi

HUTCHINSON, Kan. — Reno County Administrator Randy Partington said Tuesday is an important day for the Board of County Commissioners in the 2024 budget process.

"Right now, they not only see the expenditure requests, summaries and kind of how the state budget form would look, showing what, based on requests and cuts made by directors and myself, what the mill levy would be," Partington said.&nbsp;

Between valuation increases and increases in variable expenses like gasoline and road work materials, it will take some tough decision making from County Commissioners if they want to reach the county's Revenue Neutral Rate.

"This year, valuation went up a little more than 5 percent across the board," Partington said. "I know some people say, my residential went up a lot more, well commercial and state assessed kind of brought it down, to where it's a five percent increase. Our Revenue Neutral Rate would go from 38.808 mills to 35 mills and some change."

The draft of the budget Partington will present Tuesday would need additional cuts to get to the RNR.

"What they are going to be discussing is a mill levy rate that goes from the 38.8 to maybe 38.5," Partington said. "The maximum recommended budget is in front of them. That has a mill levy reduction, but it's about $1.5 million short in cuts to get to the Revenue Neutral Rate."

The intent is to approve letting the County Clerk know that they might exceed the Revenue Neutral Rate. That does not preclude them choosing to make those cuts, but rather gives them a few more weeks to make the decision. If they don't file to exceed, then they have to make the cuts, regardless of other circumstances or further information given them in the intervening time. 

The detailed budget discussion will follow the commission's regular meeting at 9 a.m. Tuesday in the Veterans Room at the Reno County Courthouse.

County commission continues budget process

STERLING, Kan. — A gathering to honor the late state Rep. Bob Bethell – who represented Rice County and parts of Reno and Barton counties – will be held Saturday, July 1, in Sterling.

The ceremony will include one of the new K-14 memorial interchange signs in his name. The signs will be installed at the new K-14 interchange outside Sterling.

The gathering, which will be open to the public, will be from 2 to 4 p.m.&nbsp;on&nbsp;July 1. It will&nbsp;take place&nbsp;at Studio 96, 121 S. Broadway, in Sterling.

Bethell, R-Alden, represented Kansas House District 113 from 1999 to 2012, when he passed away in a crash on I-70 as he was driving home after the Legislature adjourned. He was 69.

“He was a jack of all trades and master of most,” said his wife, Lorene Bethell. “He loved working for the people of Kansas, and he stated, ‘This was the best job I’ve ever had and the most fun,’” she said of his legislative work. She described him as an advocate for the developmentally disabled and for long-term care issues. A Republican, “He had friends on both sides of the aisle,” she said.

He was a Baptist minister, having officiated at a number of weddings and funerals for local residents. He had been Alden’s mayor.&nbsp; Before becoming a legislator, he had been a nursing home administrator and a junior high school principal before that.

He collected antique cars, antique clocks and watches -- and Mickey Mouse paraphernalia.

“He was known in the Statehouse for wearing Mickey Mouse ties,” his wife said, “and many wore Mickey Mouse ties to his funeral.”

Event Saturday to honor Rep. Bob Bethell, display K-14 sign in his name

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will discuss an engineering agreement to fix water problems they have had for a long period at their meeting Monday night.

On June 8th, 2022 the Kansas Department of Health and Environment (KDHE) issued a fully executed consent order to the City of South Hutchinson regarding phosphorous and chloride limits.

The City of South Hutchinson's wastewater treatment facility was designed for nutrient removal and since being online in 2004 it has been unable to biologically treat phosphorus. The main reason is that Tyson Foods is roughly 60 to 65 percent of the City’s total flow. 

The water that is sent from Tyson is relatively clean because they treat it prior to entering the city's system. This hydraulically overloads the facility and reduces important bacteria that is needed for phosphorus removal to take place biologically. 

Since the biological process isn’t working the only other option is for chemical application for phosphorus removal. WSU conducted a study in May of 2021 to see what chemical and dosage would be needed to meet the requirement of KDHE.

City staff and PEC Engineering firm have been working with Tyson to resolve these issues. The chemical application at the City’s wastewater facility for phosphorus removal is the next step for the city to stay on track with the consent order.

The project is the design, bidding, and construction administration services for a chemical feed system at the wastewater treatment plant to address reduction in the total phosphorous discharge from the facility.&nbsp;

This is a Lump Sum contract with Professional Engineering Consultants with a not to exceed amount of $62,300. This will include some construction services and the final closeout of the project.

The South Hutchinson City Council meets at 6 p.m. Monday at City Hall at 2 South Main.

95th work continues

HUTCHINSON, Kan. — Hutchinson Career and Technical Academy student Kyle Cameron won the National SkillsUSA gold medal by placing first in the high school Commercial Roofing competition in Atlanta, Georgia. This was the first year for that competition.

Hutch student wins national gold

HUTCHINSON, Kan. — Hutchinson Fire Chief Steven Beer is serious about doing everything his department can to mitigate cancer risk in firefighters as they join his department.&nbsp;

"Cancer in the fire service is one of the hot topics across the board," Beer said. "A firefighter has an increased chance of getting 22 different kinds of cancers, compared to the general population. Another stat that a lot of people don't realize, an average firefighter dies ten years younger, lives ten years younger than the average person. We have to address the black cloud in the room and that's the cancer issue."

That was a big reason for some of the design of new Station 1 on North Main in Hutchinson.

"You come to all our stations now, you'll see these big hoses hooked up to all the diesel exhaust ports on all the equipment, the trucks, the fire trucks, that's exhausted out the roof. The bigger part of the picture is the program that we've instilled in our organization. We still have some work to do at our other stations, to get caught up to this philosophy. When a firefighter goes on, whether it's a car fire, dumpster fire, house fire, right away in the morning, they go to the scene. They'll actually start a decon process right at the scene. They'll scrub down. We have like a garden hose, a special soap. They'll scrub each other off there and they'll put their gear in a bag. They'll bring that back to the station. In this case, the new fire station has a dedicated decon room. They'll bring their gear over there and they'll put this into a unit we call an extractor, which is basically a big, glorified wash machine. From that point, there's two showers located out on the apparatus floor. They'll actually go into those showers, shower and scrub all those carcinogens off their body. At that point, they'll have their dirty t-shirts and regular clothes. They'll put that in a bag. They'll get into a pair of medical scrubs, just like a doctor or nurse wears and then they'll walk back to the decon room with their regular daily uniform, put that into the washing machine. At that time and only that time, you'll be allowed to walk into the living quarters."

The living quarters are marked cancer free zone, just to emphasize the point of all of this procedure.

"We're trying to keep all of the contaminants out of the living quarters," Beer said. "The goal at the end of the day is that every one of my firefighters have a healthy retirement. It's such a culture shift right now in our line of work that, if you open any of the trade magazines that pertain to fire, ten years ago, you would open one and you would see the dirty old firefighter with soot on his face and the black conditions and stuff like that. Now, if you open a new magazine, you're going to see a firefighter looking clean and sharp. His gear is laundered. We changed that culture where dirty gear was a cool, macho looking thing. Now, you're looking for the guy who takes care of his stuff, who has got the clean gear."

<a href="https://www.cdc.gov/niosh/firefighters/registry.html">The National Institute for Occupational Safety and Health</a> is looking for firefighters to voluntarily register, whether they have cancer or not, so they can better assess cancer risk among firefighters in the coming years.

Buhler City Council to meet Tuesday

SOUTH HUTCHINSON, Kan. — The city of South Hutchinson has released an updated map for the upcoming 2nd Annual Independence Day Celebration on Saturday, July 1st. 

You are welcome to park in the vacant lot north of Wichita Tractor on Main St., as well as the front and rear areas of the Hutchinson Kennel Club on Washington.You may also park on the side of the access road to the grain elevator off of Blanchard until you get to the "red area" after the old railroad track crossing. 

Weather permitting, the city encourages spectators to park out in the field designated by the light blue rectangle. It will be a fantastic area to park your truck and have the fireworks going off right in front of you.

Dark Blue: Parking Areas You are welcome to park in the vacant lot north of Wichita Tractor on Main St., as well as the front and rear areas of the Hutchinson Kennel Club on Washington.You may also park on the side of the access road to the grain elevator off of Blanchard until you get to the "red area" after the old railroad track crossing. Weather permitting, the city encourages spectators to park out in the field designated by the light blue rectangle. HUTCHINSON, Kan. — The Hutchinson Planning Commission will welcome a new member at its meeting on Tuesday.

Former Planning Commissioner, Linda Kelly has been placed back on the commission to finish out the&nbsp;3 year term of&nbsp;Logan Leuenberger. She will then be eligible to serve two more terms of her own.

Also on the agenda for the Planning Commission is a review of 2024 CIP Projects and their conformance with the Comprehensive Plan.

The Hutchinson Planning Commission meets Tuesday at 5:30 p.m. in the City Council chambers at 125 East Avenue B.
