HUTCHINSON, Kan. — Megan Ratzlaff, daughter of Ric and Susie Ratzlaff of Buhler, Kansas, is one of 213 Phi Theta Kappa members nationwide who were named 2023 Coca-Cola Leaders of Promise Scholars. Out of nearly 1100 applicants, winners were selected based upon scholastic achievement, community service, and leadership potential. Each winner receives a $1000 scholarship.

Megan is a sophomore at Hutchinson Community College studying Political Science and History. She currently holds leadership positions in Phi Theta Kappa, the Honors Program, and Campus Crusade for Christ. Megan is also a member of the college’s Symphonic Band.

“I am so thankful for the learning, adventures, and people at HutchCC that God has used to continue building upon the solid foundation made possible by the incredible family and church family that He has given me.” Megan says. “There are several fantastic teachers at HutchCC that have been such a blessing in my life that I am grateful for as well. I am looking forward to continuing my educational journey as a Blue Dragon this year.”

Phi Theta Kappa is the premier honor society recognizing the academic achievement of students at associate degree-granting colleges and helping them to grow as scholars and leaders. The Society is made up of approximately 240,000 active members in the United States.

HutchCC student Ratzlaff named 2023 Coca-Cola Leaders of Promise Scholar

SOUTH HUTCHINSON, Kan. — According to Reno County Planner Mark Vonachen, the county planning commission is almost ready for the public to weigh in on the commercial solar regulations for the county.

"We're going to take a look at one last draft, if you will and review any other comments or questions with that," Vonachen said. "If all goes well, then we will look at setting a public hearing date for the regulations. The public will get a chance to come in and formally comment on the regulations proposal."

Due to the need for 20 day advance publication of the public hearing date, the planning commission is going to have a special meeting next month before their normal date to look at this final draft. That special meeting date isn't set yet and there won't be public comments at that meeting, anyway.

"I need some time to be able to get notices out to the cities and the townships," Vonachen said. "That's one of the requirements here. It really just kind of depends on when they want to have it. We're going to kind of try and get together, tentatively, right now, I think it's going to be Sept. 5."

That date is a Tuesday. The planning commission normally meets on the third Thursday of the month in the afternoon, so a public hearing would not be any sooner than early October, and most likely would be later that month. At this point, the board plans to have the meeting at the Public Works building in South Hutchinson, where it normally is.

"They might just be on our regular public hearing schedule," Vonachen said. "I don't know if they want to have a special meeting date or not. That's really going to be up to the planning commission, because our goal is to meet the deadline of Dec. 31 that the commissioners set for the end of the moratorium."

Solar regulations coming down home stretch

HUTCHINSON, Kan. — The Board of Reno County Commissioners had an executive session with the fourth of the four candidates for the Consulting Physician&nbsp;to assist Reno County's Local Health Officer as part of their meeting on Wednesday. 

This is continuing a process that began with a Request for Qualifications back in March.

This position is required because the County's Local Health Officer is not a doctor. According to the Request for Qualifications issued earlier this year, the consultant’s responsibilities are as follows:

1. Direct the Local Health Officer on program and related medical and professional matters when requested by the Public Health Officer or County Board of Health.

2. Provide qualified, licensed, and professional medical advice to the Local Health Officer as required by K.S.A. 65-201.

3. As needed, be available for phone consultation with public health staff on medical-related matters.

4. Except for emergency events which may require additional hours of service, the Consultant is expected to provide minimal amounts of service each month. Applicants should provide in their response a monthly contract at an hourly rate for services.

5. The Consultant shall communicate with the County’s liability insurer and follow procedures of that insurer, if any, as necessary to comply with any requirements of the County’s liability insurance.

This is for public health. This isn't just all general health items at the Health Department. This medical consultant is only for public emergencies. The most recent such emergency was the COVID-19 pandemic.

The intent is to have a decision before the commission in September.

County Commission conducts final Medical Consultant interview

TOPEKA — The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Canton public water supply system located in McPherson County. The advisory was issued because of a line break resulting in a loss of pressure in the system. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Canton indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Today's "Throwback Thursday Collection" takes us to the northwest corner of West 20th Avenue and North Monroe. 

St. Elizabeth's Hospital was built in 1920 at a cost of $150,000 at 500 W. 20th. The 50-bed, Catholic Church-run facility with a nursing school was on the edge of town at the time. 

The hospital's managing nuns lived on-site. The building was dedicated April 4, 1920. The first photo shows the original building in 1930. 

With an addition added in 1932, it offered 107 beds and became known as St. Elizabeth's Mercy Hospital. The second photo shows the interior lobby about 1960.

 In 1971, it merged with Grace Hospital to form the Hutchinson Hospital Corporation. The new, single hospital opened on Sept. 8, 1975, and the old St. Elizabeth's building was vacated and sold. The building has gone through different renovations. By 2015 it was owned by Crossroads Lumber Company and offered mixed spaces of retail and office units for rent. 

Since then, it has fallen into disrepair. The third photo shows the building today at 500 W. 20th. It is owned by the Reno County Board of County Commissioners.

📷 Throwback Thursday: Hutch - Then & Now Collection - Vol. 32

HUTCHINSON, Kan. — The fourth annual Red Dirt and Diamonds music event to help out Buhler baseball is coming up Saturday night. Bre Beals is with the Crusader Diamond Club.

"We were actually put together as a board to help raise funds for the high school baseball team," Beals said. "John Neill kind of brought everybody together and said, hey, we'd like to raise some money to provide some additional equipment for the boys, additional coaching staff. The big goal is for us to be able to afford an indoor facility at some point."

The concert will be in a pasture at 43rd and Willison Rd. Look for signage on either 30th or Buhler Road, depending on which direction you are coming from. G﻿ates open at 5:30 p.m. Show starts at 6 p.m. with local artist Scott Wolverton, who has a love for both music and baseball.

"First, it's just an opportunity for me to play and play my music in front of a crowd that might not have heard me yet," Wolverton said. "Baseball has been a huge part of my life growing up. I also had the opportunity to play here at HutchCC. Now, I'm a coach at HutchCC. Buhler baseball is a huge part of this baseball community in Reno County."

Wolverton will be followed by Autumn Ragland and Bart Crow. Get tickets in advance for $10 for students and $20 for adults.

Red Dirt and Diamonds event Saturday

The Excessive Heat Warning has been extended until Friday at 10 p.m. for portions of central, south central and southeast Kansas.

Dangerously hot conditions with heat indices of 105 to  110 are possible each afternoon and evening through Friday.

Extreme heat and humidity will significantly increase the potential for heat related illnesses, particularly for those working or participating in outdoor  activities.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. 

To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location.

"We are responsible for about 80% of our revenue," Meredith said. "The rest comes, thank you Hutchinson, from the sales tax revenue that's generated to support streets, Cosmosphere and STRATACA. Our fundraisers are important. More importantly, we always like to make them educational and fun."

The next fundraiser event is coming up in October.

"This fundraiser used to be known as everything under the stars," Meredith said. "Now, it's Lunapalooza. We hope that gives an indication of the entertainment and fun that you'll find the minute you arrive at the event. That will be October 20, and there is something very special coming in hand with that. It's the premiere of a documentary that was created by a filmmaker out of California who is amazing."

The Cosmosphere will be closed during the day on October 20 to prepare for the event.&nbsp;

"The filmmaker happened to visit the Cosmosphere and was stunned that it was in the middle of the country and that it was the best museum he'd ever been in," Meredith said. "He created a documentary that is absolutely incredibly produced about the Cosmosphere and the world premiere will be that night. We'll just show a bit of it to the audience and then the theatre will be open all night long for folks to go and see Moon on the Prairie."

Doors will open for Lunapalooza at 6 p.m. October 20. The event will last until 11:30 p.m. Tickets are available at <a href="https://events.handbid.com/auctions/lunapalooza">cosmoevents.org</a>.

Cosmosphere fundraiser coming up in October

NEWTON, Kan. — At Tuesday night’s meeting, the City Commission adopted the 2024 budget, which includes a mill levy increase of 1.5 mills to fund two positions in Fire/EMS and Police. The increase equates to an additional $17.25 a year on a $100,000 home.

The small increase will allow the City to fill the two public safety positions that have been held open as a cost-saving measure, and will leave the City with a 13% reserve balance, just shy of its 15% fund balance policy.

Budgeted expenditures for 2024 are $55,838,724, a decrease of almost $1.3 million from 2023, primarily because of eliminating the extra loan payment on the Wastewater Treatment Plant upgrade project.

Over the past few years, the City has worked diligently to cut expenses; delayed hiring, projects, and maintenance where possible; and extended the life of vehicles and equipment, while accommodating new growth and development and maintaining City services at a minimum standard. All departments continue to seek any cost-saving measures that are available to them.

The City Commission has prioritized community development in recent years to help grow the tax base in the long term, which has resulted in an uptick in development projects and needed services. Newton is now starting to see the resulting revenue growth, with a 10% increase in assessed valuation over last year, after many years of relatively stagnant growth. If this trend can continue, it will mean a broader tax base and reduced burden on current property owners.

HUTCHINSON, Kan. — This is the last week for artist members of the Hutchinson Art Association to submit artwork to the 2023 Hutchinson Art Association Members Show. All mediums are accepted and artists of all ages are welcome. Artwork must be delivered to the Hutchinson Art Center by August 25th at 5:00 p.m.

Requirements:- Artists can submit one piece each to the exhibit (exceptions will be made on a case-by-case basis for diptychs and triptychs). 2-D and 3-D artwork is accepted. Submissions are limited to a maximum of 5’ width, height and depth. Only artworks completed within the past two years will be accepted into this show.

All submitted artwork needs a note attached to the back (for 2-D) or to the bottom (for 3-D) of the piece upon delivery to the Hutchinson Art Center. The note should list the artist’s name, piece’s title, its price or NFS (not for sale), medium, and the year it was made.

The 2023 Hutchinson Art Association Members Show will be on display in the Main Gallery from September 1st through October 14th. 

All participating artists are encouraged to attend the opening reception on September 1st from 5:00 to 7:00 p.m. Family and friends of the artists, Hutchinson Art Association members, and the general public are all invited to attend.&nbsp;&nbsp;

Last week to submit for 2023 Hutchinson Art Association Members Show

HAVILAND, Kan. — Kansas U.S. Senator Jerry Moran visited the Barclay College campus on August 10, 2023, to tour the Ross-Ellis Center for Arts and Ministry and Jackson Hall, the home of the School of Nursing.

“I appreciated the opportunity to tour Barclay College’s campus and learn about the new nursing program,” Senator Moran said. “Kansas is facing a shortage of health care workers, including nurses; and Barclay College is helping meet that need by welcoming their first students to the college’s new School of Nursing this fall. I was impressed by the quality of the facilities on campus and look forward to working together to ensure that good things happen in Haviland.”

The School of Nursing was launched in early 2023, and this fall has enrolled its first class of pre-nursing students for the Bachelor of Science in Nursing degree to be fulfilled on campus. Barclay College Online also offers an Online RN-BSN Degree Completion Program. The BSN program is approved by the High Learning Commission (HLC) and the Kansas State Board of Nursing. Its highly qualified faculty has over 34 years of combined nursing education experience. The curriculum integrates biblical studies, theology, and Christian worldview concepts into each course with a purposeful approach to integrating faith into the program.

Senator Moran met with Dr. Royce Frazier, president of Barclay College, and Mark Miller, VP of Institutional Advancement. “It was a pleasure having the Senator at the campus. It gave us an opportunity to show the quality of our facilities and the advancements we are making in offering Southwest Kansas accredited college programs,” said Miller.

Barclay College is a private, fully accredited, faith-based school that offers a rigorous four-year academic program both for residential campus and online studies, with a solid biblical foundation for students with evangelical faith traditions. The School of Graduate Studies offers a Master of Arts degree in nine ministry concentrations. The new School of Nursing offers the Bachelor of Science in Nursing (BSN) on campus and the RN-BSN Degree Completion program through Barclay College Online.

The mission of Barclay College is to prepare students in a Bible-centered environment for effective Christian life, service, and leadership. HUTCHINSON, Kan. —&nbsp; Shawn Steward with AAA Kansas is glad to see prices at the pump start to give some relief to drivers.

"For drivers, we're in a good trend," Steward said. "In terms of gas prices, we've seen them fall over the past couple of weeks after a couple of months of headed upward, which certainly got people's attention, because we had some pretty big jumps there. Right now, we're at $3.60 a gallon on average in Kansas and that's down six cents from a week ago."

Kansas currently has the 13th&nbsp;lowest average gas price in the nation. Area counties are generally at or below that average.

"Crude oil prices, we are at about $79 per barrel," Steward said. "A couple weeks ago, we were in the $83 per barrel range. That reduction in crude oil prices has, it looks like, started to show up at the gas pumps in terms of a little bit lower prices."

Though the remnants of Harold are still breaking up in Texas, there hasn't been a reason for the weather to stop oil refining yet this season.

"Thus far, we haven't seen any tropical impact to the refineries on the Gulf Coast, fortunately," Steward said.

Between the potential for a demand bump with Labor Day and the Atlantic hurricane season still active, it's not clear whether this week's drop can be sustained in the near term.

AAA: Gas prices headed down

HUTCHINSON, Kan. — The Board of Reno County Commissioners&nbsp; decided the direction the sewer project for the Yoder and HABIT sewer districts will go at their meeting on Wednesday.

They decided to approve building the lagoons on the land that the county already purchased rather than piping the wastewater to the city of Hutchinson. 

This was after an explanation from an engineer, Stuart Porter, with Schwab Eaton as to how the perceived savings of using the city's system really aren't there after all.

"If we use the published wastewater treatment cost that Hutchinson has and we prorate that out to the anticipated flow that we are planning, for the full buildout of this system, that being roughly $100,000 a year, technically, it calculates to be $101,000. If we take that amount of annual cost and we do a debt service amortization on it using the interest rates that we would be looking at from the KDHE loan and also USDA financing, roughly 2.25 to 2.75%, that $101,000 annually, would equate to a debt service payment that would service $1.6 million in debt, over a period of 20 years. If we take the $4.5 million project and we add $1.6 million to it, we're at $6.1 million, which is essentially the same cost as the proposed lagoon project for sewer districts 201 and 202."

When figuring that along with the environmental impacts that would have to be mitigated by piping the wastewater up past the river and the fact that the county will have control of the entire system for its life if they use the lagoons, the commission ultimately approved pursuing a loan application for the lagoon project by a unanimous 5-0 vote.&nbsp;

The loan application is due by October 15, 2023.

County to build lagoons for Yoder and HABIT sewer districts

HUTCHINSON, Kan. — The Board of Reno County Commissioners approved the choice of the Ninnescah Valley News as the county newspaper at their meeting on Wednesday.

Ongoing questions regarding the legal status of the Rural Messenger and its status with the Postal Service contributed to the decision.

"Rural Messenger has a pending application, but as of today, they don't have formal approval with the U.S. Postal Service, which is concerning to me, if we went forward with them," said County Counselor Patrick Hoffman. "The Hutch News is our current paper. They submitted a bid that was lower than what we've been paying, but the&nbsp;Ninnescah Valley News is lower, so it's really a choice for the commission between those two."

Commissioner Ron Hirst also made a note that this is not the first time that the&nbsp;Ninnescah Valley News has been the county's paper of record, they also served that function about 25 years ago.

"In conversations with&nbsp;Ninnescah Valley News, when they called me, years ago, they provided newspapers at the courthouse when they had that, so that people could get the newspaper there. I would imagine, that, when asked, that they would provide a certain amount of newspapers to the annex as well as the courthouse."

Commission chair Daniel Friesen would like to see counties be able to put their legal notices online like cities can through home rule, but even though the legal requirements are different, the county is going to work harder in that regard.

"The commission directed us to put more things on the county website," Hoffman said. "We have been working on that with the information officer. In addition to this, we will be making more things available on the web than we currently were."

Ninnescah Valley News now Reno County's newspaper

HUTCHINSON, Kan. — With the announcement on Tuesday of the Biden Administration's latest plan to help student borrowers, the Saving on a Valuable Education plan, <a href="https://www.forbes.com/sites/adamminsky/2023/08/23/1-million-borrowers-could-have-0-payments-under-new-student-loan-plan/?sh=9849b0472e40">which could end up with over a million borrowers who have $0 payments under the new plan, according to Forbes</a>, it's important to note that Creighton University economist Ernie Goss said that student loan forgiveness as a concept isn't necessarily a good thing. His comments to Hutch Post on student debt came last week, before the plan's details were released.

"The President continues to attempt to forgive those loans," Goss said. "I don't think that's good for the institutions like mine, educational institutions. I think when you borrow it, you pay it back."

The constant moving of the goalposts for borrowers is not something Goss is a fan of, either.

"This is baloney," Goss said. "The litigation, the stops and starts of this. Why would you begin to start making repayment? Are they going to prosecute individuals? There will be some that will begin to repay, but overall, it will not begin in October, because of the message the President and the administration is sending out there. This is not what economists want to see."

Goss dubious about restart of student loan payments

MOUNDRIDGE, Kan. — Moundridge will be part of the National Community Night Out, but the date is going to change. The event was originally scheduled for Aug. 24th, but with the Excessive Heat Warning continuing through Friday, they are looking for a new date. 

The annual event is a community-building campaign to help promote community partnerships. Police, Fire, EMS, and Utility vehicles and equipment will be on display for the public to see.

SOUTH HUTCHINSON, Kan. — According to an email from Reno County Public Works Director Don Brittain, Reno County is painting the center and edge lines on approximately one mile of South Hutchinson roads on Wednesday starting around 9:00 a.m. 

This section of roadway will be the detour when the Woody Seat bridge and road project starts this fall. There will be no closing of roadways. The job should be completed within one hour. 

The roads being painted start at East 1st Ave. and N Main St., moving NE on State St. , N on N. Poplar St., NE on State St. and will end on the north end of the Frank Hart Bridge.

County painting detour route Wednesday

HUTCHINSON, Kan. —&nbsp;The Hutchinson YMCA at 716 East 13th is holding an Open House on August 28 from 5:00 p.m. to 7:00 p.m.

"It's as much of an open house for our members as it is our non-members, just to kind of come and check out all the programs and services that we have to offer," said David Foster with the Y. "It's a great time, as people are kind of making plans for the fall, now that school is starting or has started back already."

It's a great chance for anyone to make the Hutchinson YMCA a part of their daily routine.

"That day, anybody that comes and joins the Y will get their $50 joiner fee waived," Foster said. "That's always a great time and a great opportunity, not only to learn more about what we have to offer, but if you are not a member, a great time to join and become a member of the Y."

As part of the event, there will be pop up classes in martial arts, gymnastics, cycling and more, along with Food Trucks and Raffles.

Hutch Y Open House coming up

HUTCHINSON, Kan. — Reno County Substance Misuse Health Educator Seth Dewey gave a presentation earlier this month to the Hutchinson/Reno County Chamber of Commerce luncheon and he believed it was important to let business owners know that it is likely they are already employing someone with substance use issues.

"Forty million individuals in the United States have a diagnosed substance use disorder, that means the actual medical condition, what some would call an addiction," Dewey said. "As far as those go, 75% of those individuals are actually employed."

Having a policy for substances in the workplace is not optional, given the potential loss of productivity.

"This is one of those things," Dewey said. "Even alcohol, that we don't always view as a diagnosed substance use disorder, this is one of those things. Individuals who engage in alcohol or substance use cost employers $7000 annually in lost productivity."

It's important to be clear about expectations right away.

"If you have a drug policy in place and you start talking about it right off the bat, right when an individual gets hired and you talk about how you are a recovery supportive workplace, it lets the individual know exactly where you stand," Dewey said. "Hey, we're not going to tolerate X, Y, and Z, because of X, Y and Z. Here's what it costs, and therefore it costs you. But, you also let them know that you support recovery, so that if something does happen, you go in for a surgery or a dentist's appointment and they prescribe a narcotic, it just opens up that door for honest and open communication and it just sets the tone for a better environment."

Workers with untreated substance use disorders miss an average of 24.6 work days a year.

Dewey: Workplaces should prepare for Substance Use Disorders

HUTCHINSON, Kan. — For individuals with a desire to volunteer paired with a love of Reno County, Hutchinson Community Foundation offers opportunities to serve.

The community foundation seeks volunteers for the following:

The board of directors and various standing committees meet monthly or every other month throughout the year to provide expertise and guidance to the organization and its initiatives.

The Changemakers at Work Grants Committee is responsible for reviewing and awarding project proposals from area nonprofit organizations seeking Changemakers at Work grants. The grants range from $200 to $2,500 and are awarded annually to projects that bring people together, build on community assets, and enhance community pride and identity. The 2023 committee will meet four times in the fall.&nbsp;

The Youth Philanthropy Council is made up of Reno County high school students who learn about the community while working alongside each other to evaluate project proposals and award $5,000 in grants to youth-serving organizations. The council meets in the fall and winter.

Community foundation offers opportunities to serve

HUTCHINSON, Kan. — Hutchinson Interim City Manager Mary Grace Clements said that the city is finalizing agreements with its different bargaining units.

"I'm very happy and pleased that everyone, the FOP and the IAFF and the SEIU are the three unions that we deal with," Clements said. "They are four different work groups throughout all the city workers. This is my first year negotiating at the table with those unions. I have done that in the past, with different employment, jobs I've had. I will say that everyone came to the table and we were able to really have some great dialogue and some good discussions and some good compromises."

Splitting up the one pie in a way that was fair to all groups is always a challenge.

"I found that everyone was eager to come to the table and do a collaborative effort," Clements said. "I've been told that we have gotten all these four unions in tentative agreements, which will take place at the beginning of next year, to have it all done by this time of the year is very rare."

Clements praised the efforts of HR Director Tom Sanders to bring the research to the table to allow agreements to be reached quickly.

"It's quite a large lift to be able to say, how does Hutchinson compare to other entities," Clements said. "How do we be competitive, but how do we be a good steward of all the financials we have for the city. It's very challenging."
