The Buhler-based internet company will begin construction in late August. By fall, IdeaTek will begin delivering unlimited and uncapped speeds of up to 2.5 gigabits per second to the city’s first few neighborhoods. IdeaTek is bringing gigabit fiber internet to Winfield

Roughly 130 wheat and sorghum growers listened to insights and recommendations on seed technology, foliar fungicide applications, grain marketing and more as part of the recent Sorghum U/Wheat U.&nbsp;

The free, one-day event in Wichita on August 13 was sponsored by High Plains Journal, Kansas Grain Sorghum Commission, Kansas Wheat, United Sorghum Checkoff Program, DoubleTeam Sorghum Cropping Solution, Kauffman Seed, Heartland Soil Services, Conklin AgroVantage and American AgCredit.

Keynote speaker Matt Hines, a licensed commodity broker and risk management consultant with Lowen &amp; Associates, provided a market outlook and outlined grain marketing strategies for the wheat and sorghum markets.&nbsp;

“Wherever I go, I’m trying to teach our producers to be better merchandisers,” Hines said. “How can I be more like the elevator? The processor? How can I make better decisions and hopefully take some of that stress out.”

“Successful marketing really is just about picking the best tool at that time,” he said. “Because at the end, you’ve got to make a profit.”

A producer panel featured sorghum and wheat producers, including Kansas Association of Wheat Growers' Chris Tanner from Norton and Keeff Felty, a producer from Altus, Oklahoma, who represented the National Association of Wheat Growers.&nbsp;

“We talked about what we’re doing as a wheat organization and the policy goals we’re working to accomplish for wheat and sorghum farmers in this area,” Tanner told farm broadcaster Ken Rahjes after the event. “Wheat covers a broad geography of the Heartland and we’re working for policies that will help us all be more productive.”

Specifically, Tanner and the panel discussed programs like cover crops and carbon programs. He highlighted the difficulties of raising cover crops in the arid High Plains, which is why&nbsp;<a href="https://sfdzp7cab.cc.rs6.net/tn.jsp?f=001ND76UcrFiaKckI9jekcHyVk0L6kWuZL-yNOZ9un5B9goISmZjupEaKFLDAhpUrkBqTMccnP8eBnjnUs291n_btlV3VQrzKU6tVxTAt-srdvOXigm-xxeUD4uKmcUbhcBJUTBSxSLBvYBBpqJ73RraSiLNNeo4EhNJH0_zTkSGDc=&amp;c=YXZhuRxw5Z-673WxmNyB83gkKgmfnOMY8MUpWZOcPbsoAs008hJ3ZQ==&amp;ch=r6KO2S3VpewPOnE-R4vnw9QqdAP3KyQcZ7xODAzn8IhpeusTQASjIQ==" target="_blank">NAWG</a>&nbsp;is working to have wheat recognized in national discussions for its soil health benefits, including maximizing continuous living roots, minimizing disturbance, maintaining soil cover and maximizing biodiversity.&nbsp;

“Wheat is the cover crop out here, so we want to make sure our farmers are not put at a disadvantage moving forward,” Tanner said. “That’s where sorghum and wheat go together - those are two crops that are raised in the more arid climates where we’re not able to raise cover crops.”&nbsp;

Kelsey Andersen Onofre, assistant professor of plant pathology in K-State's College of Agriculture, shared information about Wheat Streak Mosaic Virus (WSMV). She reminded attendees that WSMV and other viruses like Triticum mosaic virus (TriMV) cannot be controlled by fungicides and are instead spread by the wheat curl mite. With the highest populations during harvest, these critters move from wheat fields to volunteer wheat and other crops and grasses that serve as hosts. She noted more WSMV outbreaks are happening in central and even northeast Kansas and TriMV is increasing in central Kansas.&nbsp;

Onofre also reported there was a “rust trifecta” this year with stripe rust showing up early. She reminded producers that these diseases can cause substantial yield loss of up to 30 to 40 percent. However, she noted there is some variety resistance available as well as effective fungicides.&nbsp;

“Research conducted by Kansas State University indicates a single fungicide application made to susceptible wheat varieties when the risk of disease is high will often result in a 4% to 13% yield increase with an average increase of approximately 10% relative to wheat that remained untreated,” the publication noted. “A lower yield response is likely if the disease remains at low levels or is absent. The following guidelines will help maximize the potential for effective disease management and a positive yield response.”&nbsp;

“Variety selection is one of the most important decisions a wheat grower makes,” the publication noted. “This choice profoundly influences the potential wheat crop’s productivity. Agronomic characteristics, such as height, acid soil tolerance, and maturity, determine how well a variety is adapted for a region or desired cropping system. Selecting a good variety also influences how well the crop tolerates drought or resists diseases and insects.”&nbsp;

Rounding out the day packed full of information, Romulo Lollato, K-State associate professor of wheat and forage production, shared results from the “Beyond the Grain” study. The study showed wheat has a substantial impact beyond the value of the grain itself, including the value of residue in conserving soil moisture and temperature, weed control and yield impact on the subsequent crop. She reminded attendees that WSMV and other viruses like Triticum mosaic virus (TriMV) cannot be controlled by fungicides and are instead spread by the wheat curl mite. With the highest populations during harvest, these critters move from wheat fields to volunteer wheat and other crops and grasses that serve as hosts. She noted more WSMV outbreaks are happening in central and even northeast Kansas and TriMV is increasing in central Kansas.&nbsp;Onofre also reported there was a “rust trifecta” this year with stripe rust showing up early. She reminded producers that these diseases can cause substantial yield loss of up to 30 to 40 percent. TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Walton public water supply system located in Harvey County. The advisory was issued because of a waterline break resulting in a loss of pressure in the distribution system.&nbsp; Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Walton indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Boil advisory rescinded for Walton

HUTCHINSON, Kan. — There was an update to the city's burn ordinance passed by the Hutchinson City Council on Tuesday. The update is below.

AN ORDINANCE AMENDING SECTION 25-102 LOCAL AMENDMENTS TO INTERNATIONAL FIRE CODE, 2018 EDITION OF ARTICLE I FIRE PROTECTION OF CHAPTER 25 OF THE CODE OF THE CITY OF HUTCHINSON, KANSAS PERTAINING TO OPEN BURNING, RECREATIONAL FIRES, AND PORTABLE OUTDOOR FIREPLACES. 

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF HUTCHINSON, KANSAS:

Section 1. That Section 307, Open Burning, Recreational Fires, and Portable Outdoor Fireplaces of the International Fire Code, 2018 Edition, is hereby amended to read as follows:

OPEN BURNING, RECREATIONAL FIRES AND PORTABLE OUTDOOR FIREPLACES

Section 307.1 General. A person shall not kindle or maintain or authorize to be kindled or maintained any open burning unless conducted and approved in accordance with Sections 307.1.1 through 307.5.

Within the City limits of Hutchinson, it shall be unlawful to openly burn any trash, plastics, petroleum-based products, treated lumber, construction debris, wire, leaves, tree limbs or branches, grass clippings, or the vegetation therein.

No open burning, including recreational fires and portable outdoor fireplaces, will be permitted when atmospheric conditions make open burning hazardous, such hazardous conditions are also commonly known as a “Red Flag” day.

Prescribed burning for the purpose of reducing the impact of wildland fire when authorized by the fire code official.

1. The City of Hutchinson Fire Department retains the right to conduct live fire training. In addition, required burning and clearing at the Hutchinson airport property will be allowed.

A permit shall be obtained from the fire code official in accordance with Section 105.6 prior to kindling a fire for recognized silvicultural or range or wildlife management practices, prevention or control of disease or pests. Application for such approval shall only be presented by and permits issued to the owner of the land on which the fire is to be kindled.

Where open burning creates or adds to a hazardous situation, or a required permit for open burning has not been obtained, the fire code official is authorized to order the extinguishment of the open burning operation.

No recreational fires may be started or allowed to continue burning unless such recreational fire is fully contained within an approved fire pit or outdoor fireplace.

An approved fire pit is any below ground dug pit not greater than 36 inches inside diameter (inside edge of the pit to inside edge); lined with non-combustible material, soil, metal, or stone; a minimum of six inches deep; and ringed on the outer diameter with stone, brick, or concrete.

An outdoor fireplace is any commercially available appliance designed to contain a wood fire when operated according to manufacturer’s instructions with all lids, screens and

spark arresting devices in place; or permanent fireplace structure built entirely on noncombustible materials designed with spark arrestors and screens to contain a wood fire.

No recreational fire shall be closer than 25 feet to any dwelling, building structure, shed, garage or closer than 10 feet to any wooden fence, deck, or combustible material. All recreational fires are to be set back a minimum of six feet from adjoining property lines.

No recreational fires shall be started or allowed to continue burning when the wind direction or wind speed will cause embers or burning material to be carried onto any building or combustible material; nor anytime that wind direction will carry smoke into the open windows of any building.

Open burning, recreational fires and the use of portable outdoor fireplaces shall be constantly attended and supervised by a competent person at least 18 years of age until the fire is completely extinguished. 

Not fewer than one portable fire extinguisher complying with Section 906 with a minimum 4-A rating or other approved on-site fire extinguishing equipment, such as dirt, sand, water barrel, garden hose or water truck, shall be available for immediate utilization.

All other provisions of Article I. Fire Protection of Chapter 25 of the Hutchinson City Code relating to fire protection, remain in full force and effect.

Section 5. This ordinance shall take effect and be in force from and after its passage and publication once in the official City newspaper.

IdeaTek gifting Kansas State Fair tickets to Reno Co. students 

WASHINGTON —On Wednesday, President Joe Biden declared that a major disaster exists in the State of Kansas and ordered Federal assistance to supplement state, tribal, and local recovery efforts in the areas affected by a severe storm, straight-line winds, tornadoes, and flooding on May 19, 2024, according to a statement from the White House.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm, straight-line winds, tornadoes, and flooding in the counties of Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Rush, Russell, Stafford, Wabaunsee, and Wyandotte.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Mr. Andrew P. Meyer of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas.&nbsp;

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Biden approves Kansas disaster declaration for storm in May

HUTCHINSON, Kan. — Jim Strawn with Strawn Contracting who is building the subdivision near Plum Creek Elementary in Hutchinson came to the Hutchinson City Council meeting Tuesday to express his thoughts about the city's purchase of land near 11th and Hendricks for further housing development.

"This appears to me it's gonna be direct competition for my subdivision," Strawn said. "I had to quit watching the TV when the price range of the houses, if I'm right, it was about $220,000 to $300,000 and I thought I better shut my TV off before I threw it and had to go buy a new one."

Hutchinson City Manager Enrico Villegas attended the Board of County Commissioners meeting last week and successfully asked for grant funding to assist them with housing development.

"I called each of the County Commissioners," Strawn said.&nbsp; "The County Commissioners, four of them didn't know about my subdivision on 43rd Street which is a huge investment on my end and so they mentioned a lot of concerns about that so I guess I'm kind of here just to figure out what's kind of going on."

Strawn was frustrated that the city is using public money to begin something he had to use private money on.

"I just spent $200,000 in engineering fees on my subdivision and nobody told me that there was a rock out there that I could uncover to get that $200,000 for my subdivision," Strawn said. "It just appears to me as though we're just going to be head-on competition. Why would I go to your subdivision and build when I'm worried about getting my own built out?"

Strawn's argument is that the city should use the infill housing incentives for individual infill projects rather than building new subdivisions. He said he would go to the county commission and speak as well and then likely return to the city with further comments.

"If you're looking to go to the games, if you're K-8th grade, we have a very affordable pass that you can get, either at the gate, at our office at Hutch High or you can buy on GoFan," Kappenman said. "We have QR codes on our <a href="https://www.facebook.com/HutchSalthawkAthletics">Facebook page</a>. It's $30. It's a heck of a deal. You can go to all the regular season games for not only the high school, but the middle school, as well."

The adults can get the same deal and save a lot of money.

"If you're an adult, it's $70," Kappenman said. "That's getting you in to everything. We're talking everything from football right now to baseball in the spring. If you have kids in the middle school, too, I think it's a great value. That doesn't count postseason play."

HUTCHINSON, Kan. — The Et Cetera Shop, 22 North Main in Hutchinson, recently distributed second quarter donations to the following non profits.

· Mennonite Central Committee (MCC)--$10,000—MCC designated Et Cetera’s donation to a project in Zambia where severe drought has affected food production and access to water. MCC is partnering with the Compassionate Ministry of the Brethren in Christ Church of Zambia to help alleviate the hunger of 475 families.

· Live Free Ministries--$2,000—Live Free Ministries ministers to over 50 addicts daily and also provides shelter for them.

· Guardians of the Children--$2,000—Guardians of the Children help and support abused children by providing school supplies, clothing as needed and much more.

· Victory Village Christian Academy--$2,000—Victory Village is a ministry of showing God’s unconditional, healing love to teen age girls.

· Beyond Barriers--$2,000—Beyond Barriers believes that people with disabilities deserve to live independently. They provide resources, training, and education free of charge to their consumers to help them lead fulfilling lives.

· St. Vincent de Paul--$2,000—St. Vincent de Paul works with people in need by providing groceries for friends in need, keeping roofs over heads, and keeping lights and utilities on. They also offer help in building relationships in the name of Jesus, knowing that they are his hands and feet.

With nearly 100 volunteers, The Et Cetera Shop is a thrift store relying on donations from the Hutchinson community and surrounding area. In addItion to the Et Cetera Shop, a second store, Builders Bargains, at 329 West 5th, also relies on donations and offers plumbing, electrical, tools and construction supplies along with furniture and appliances to its customers. Medical supplies are also available at the West 5th location. 

The Et Cetera Shop is open Tuesday – Saturday, 9:00 a.m. – 5:00 p.m. Builders is open on Tuesday, 9:00 a.m. – 1:00 p.m., Thursdays from 11:00 a.m. – 5:00 p.m. and on the first and third Saturdays of each month, 9:00 a.m. – noon. Donations are accepted at both locations during business hours.

There were nearly 100 runners/walkers/joggers last year from the district, in the community and even a few from out of state.&nbsp; The 5K again is this year on September 28th. 

The&nbsp;5K, which will start at 8 a.m., will be a course designed in and around Buhler, starting and ending at Prairie Bank of Kansas, 200 N Main St.&nbsp;At the end of the ceremony, organizers will acknowledge the top three runners and recognize them with a gift.

The One-Mile will stretch down Main Street from Prairie Bank of Kansas to Buhler Grade School and back to PBK and start at 8:05 a.m.&nbsp;

Entry fee is $20 and includes a T-Shirt.&nbsp;Funds from the event will support the Buhler Schools wellness program.

Kansas State Fair releases new mobile app

PRATT COUNTY —The Pratt County Sheriff reported 84-year-old Larry Schmidt, reported missing early Tuesday has been located.&nbsp; The sheriff's office reported no additional details.

PRATT COUNTY, Kan. — The Pratt County Sheriff’s Office is looking for 84 year old Larry Schmidt, according to a social media report.&nbsp;

Schmidt went missing from Pratt last night. He left Pratt going home to Stafford County but did not arrive.

 He was driving a silver Buick Park Ave with Kansas Tag 329DKS.

 If you see him please call your local law enforcement or the Pratt County Sheriff’s Office.

HUTCHINSON, Kan. — The Hutchinson City Council unanimously voted to set the hearing date for the establishment of a STAR Bond District for September 17 at 5:30 p.m.

The hearing will look at the idea of establishing a STAR Bond District along 11th and 17th and along Main, to encompass the Cosmosphere, the new Hilton Garden Inn area and the area surrounding the Landmark Building for the purposes of projects at the Cosmosphere, the Landmark and Memorial Hall.

This public hearing step is crucial, but it is just the beginning of a longer process to bring these projects to fruition.

STAR Bond Approval Process: The approval process for STAR Bonds involves several steps:

The tax rates in those areas will not go up from what was already planned. The STAR Bonds will be paid back through the additional visitors to those areas.

City Council sets STAR Bond hearing

HUTCHINSON, Kan. — The Hutchinson City Council, after an hour-long hearing at their regular meeting, unanimously approved the recommendation of staff on Tuesday to find that the&nbsp;Atrium Hotel and Conference Center at 1400 North Lorraine in Hutchinson is unsafe and dangerous as defined in Chapter 21, Article VII, Unsafe and Dangerous Buildings of the Code of Ordinances of the City of Hutchinson.

The City Council, as per city ordinance, has the option to require those property owners who request to complete the demolition or repair of their own buildings to provide a cash bond in the amount of the estimated cost to demolish the structure. They have exercised that option with regard to the Atrium. The cash bond will be returned to the property owner if the rehabilitation or demolition is completed within the designated time frame.

Joshua Joseph will be allowed 30 days to repair or demolish and remove the condemned structure and all construction debris. October 1, 2024 is the next date for the City Council to review the progress of the rehabilitation or demolition. They are going to require the cash bond be put up. If it is not, then demolition will be done on the city's behalf.

Joseph proposed that he rehabilitate the conference center portion for a storefront and the hotel rooms into storage units. The City Council showed no interest in that idea, or any trust in the credibility of Mr. Joseph's statements generally.&nbsp;

"These drawings aren't full-fledged plans or anything like that," said Vice Mayor Stacy Goss. "They are still very reliant on the public trusting you to do business here in the first place. Building a strip mall with your name attached to it, I don't believe that the public's going to jump on that as an opportunity for new businesses to go into and that sort of thing. I think the condition of the hotel, in its current state, there is no public trust for you here."

Councilman Steve Garza, who is the longest-serving current council member added his support for the resolution.

"We have, the present council and the past council, has given all opportunity," Garza said. "I'm one that will try to be fair to everybody, even if you're an underdog. If you can prove that you do the best you can. In my point of view, like I said, I try to be fair to everybody, he hasn't done the best he can and I'm afraid we have to do something about it."

Multiple local community members praised the council for working on fixing this problem and asked that they go forward with the process to make sure that something is done with that property.

Atrium Hotel unsafe and dangerous

HUTCHINSON, Kan. — Hutchinson Fire Department is excited to announce that five of our dedicated staff members will be advancing their skills through an Advanced Emergency Medical Technician (AEMT) course offered by Hutchinson Community College. This training marks a significant step forward in enhancing the medical capabilities of our team.

Captain Raya, Engineer Arheart, Engineer Ice, Engineer Richardson, and Engineer K. Graves will be participating in this comprehensive AEMT program, transitioning from their current EMT certification to the advanced AEMT level. Upon certification, they will be equipped to provide a range of advanced medical interventions, including:

• Administration of Specific IV Medications

• Administration of First-Line Cardiac Arrest Medications

• Reading a 4-Lead ECG (Electrocardiogram)

These advanced skills will enable our staff to deliver crucial treatment to citizens before the arrival of EMS and enhance their ability to assist with ongoing patient care. This initiative represents the first time the Hutchinson Fire Department has put a group of firefighters through this program, reflecting our commitment to providing the highest standard of care to our community.
