HUTCHINSON, Kan. — The Hutchinson City Council, after an hour-long hearing at their regular meeting, unanimously approved the recommendation of staff on Tuesday to find that the&nbsp;Atrium Hotel and Conference Center at 1400 North Lorraine in Hutchinson is unsafe and dangerous as defined in Chapter 21, Article VII, Unsafe and Dangerous Buildings of the Code of Ordinances of the City of Hutchinson.

The City Council, as per city ordinance, has the option to require those property owners who request to complete the demolition or repair of their own buildings to provide a cash bond in the amount of the estimated cost to demolish the structure. They have exercised that option with regard to the Atrium. The cash bond will be returned to the property owner if the rehabilitation or demolition is completed within the designated time frame.

Joshua Joseph will be allowed 30 days to repair or demolish and remove the condemned structure and all construction debris. October 1, 2024 is the next date for the City Council to review the progress of the rehabilitation or demolition. They are going to require the cash bond be put up. If it is not, then demolition will be done on the city's behalf.

Joseph proposed that he rehabilitate the conference center portion for a storefront and the hotel rooms into storage units. The City Council showed no interest in that idea, or any trust in the credibility of Mr. Joseph's statements generally.&nbsp;

"These drawings aren't full-fledged plans or anything like that," said Vice Mayor Stacy Goss. "They are still very reliant on the public trusting you to do business here in the first place. Building a strip mall with your name attached to it, I don't believe that the public's going to jump on that as an opportunity for new businesses to go into and that sort of thing. I think the condition of the hotel, in its current state, there is no public trust for you here."

Councilman Steve Garza, who is the longest-serving current council member added his support for the resolution.

"We have, the present council and the past council, has given all opportunity," Garza said. "I'm one that will try to be fair to everybody, even if you're an underdog. If you can prove that you do the best you can. In my point of view, like I said, I try to be fair to everybody, he hasn't done the best he can and I'm afraid we have to do something about it."

Multiple local community members praised the council for working on fixing this problem and asked that they go forward with the process to make sure that something is done with that property.

Graves will be participating in this comprehensive AEMT program, transitioning from their current EMT certification to the advanced AEMT level. Upon certification, they will be equipped to provide a range of advanced medical interventions, including:

• Administration of Specific IV Medications

• Administration of First-Line Cardiac Arrest Medications

• Reading a 4-Lead ECG (Electrocardiogram)

These advanced skills will enable our staff to deliver crucial treatment to citizens before the arrival of EMS and enhance their ability to assist with ongoing patient care. This initiative represents the first time the Hutchinson Fire Department has put a group of firefighters through this program, reflecting our commitment to providing the highest standard of care to our community.

Hutch firefighters to take AEMT course

HUTCHINSON, Kan. — The Cancer Council of Reno County announced Ashley Thompson as its new Executive Director last week. Ashley brings a wealth of experience and dedication to her new role, having served as the Director of Patient Care since 2021.

In her previous role, Thompson demonstrated exceptional leadership and commitment to the mission of the Cancer Council, advocating tirelessly for patients and their families. Her deep understanding of the organization's goals and challenges uniquely positions her to lead the Cancer Council into its next phase of growth and impact.

Thompson new director of CCRC

HUTCHINSON, Kan. — At last week's Board of County Commissioners meeting, commission chair Randy Parks suggested some further cuts to the upcoming 2025 budget.

"Some of the potential cuts that Commissioner Parks mentioned were cutting by 10% some of the partner agencies such as TECH, Horizons Mental Health, Museum, and then cutting Farmers Market and the County Fair," said Reno County Administrator Randy Partington. "Some of those, the impacts to them would be, they would have, well, 10% less money coming from the County or on the Farmers Market, I think it removed all $4,000, which they use for live bands during the Farmers Market. So I'm not sure what their other funds are, but each of the partner agencies would be impacted by that. The other internal county cuts would be, right now the budget has employee pay raises of a total of 5%, which is 2% cost of living, 3% pay for performance. Commissioner Parks had two scenarios, one going down to 4%, 2% and 2% total, or moving it down to 3.5%, which would all be cost of living increase. And then there's some discretionary positions, he would, there's three of those and he would cut one of those positions. That's a couple hundred, or it's about $60,000 there. The cuts to personnel increases, about $200,000. That would impact employees and their pay raises, but operations would continue."

Commissioner Daniel Friesen seemed to take a different approach to potential cuts, looking at overall head count, rather than cutting raises.

"I believe he was talking about attrition," Partington said.&nbsp; "There are some departments that always have an opening, even though they're not always the same opening, as there's rotation of employees. So I believe Commissioner Friesen was wondering if we could cut some of those positions that aren't filled, vacant positions, and would that help the budget."

Partington intends to get additional feedback from commissioners before the budget hearing later this month.

"I'm preparing a spreadsheet to send out to the Commission before next week's meeting, hopefully today," Partington said. "They can kind of look at where their, I guess their peers, their other commissioners are looking at cuts, and they can start on a spreadsheet indicating where they want to, what cuts they want to see and what cuts they don't want to see, so that hopefully when they come to the County Commission next week, there's a better idea of a consensus of what areas, what cuts make sense to a majority, and what cuts may not get a second vote or a third vote."

The budget hearing for the county is scheduled for August 28.

County looking at more 2025 cuts

HUTCHINSON, Kan. — John Wilson with Kansas Action for Children has some concerns about the legislature attempting to do more of the heavy lifting in the budget process, rather than having the executive branch do so in Kansas, as has been the custom for many years.

"The good news is, there's going to be an interim committee to explore this," Wilson said. "We will have an opportunity to get more details from lawmakers about what they envision, or what could be possible. I have some concerns about the legislature's ability to understand all the spending that's happening in the agencies and having the staffing resources to build a budget appropriately. I think the process that we have right now seems to work pretty well. State agencies right now are, even though we just started a new fiscal year, are putting together their budget recommendations to submit to the governor later in the fall. Then, the governor uses the late fall/early winter leading up to the state of the state, to build the budget."

One of those concerns is logistical, as legislators only spend 90 to 100 days in Topeka, which isn't really enough time to do the same drill down as a full-time employee.

"I think a lot of people might assume that Kansas lawmakers have the same level of staff that maybe a Congressional lawmaker might have. That's not the case. They have a part-time office assistant during session and then, that's really it. We do have a very skilled and highly capable legislative research department that can evaluate things. But, they have to think across all issue areas. I don't think that's enough staff to support this type of effort."

It remains to be seen how much additional money the legislature might be willing to spend to have its own budget staff, if such a proposal were to go forward.

Delve into those questions and other facets of “Humans in Space” at the free 2024 Ad Astra Kansas Galaxy Forum Saturday, August 24 at the Cosmosphere from 1-3 p.m. Then receive a free pass to the Hall of Space museum.

Filling attendees in will be NASA spacesuit and spacewalk expert Mallory Jennings. At her presentation, “HOUSTON: We are GO for Exploration!” attendees will be able to view a spacesuit and learn about the requirements, challenges and solutions for human safety in space.

Jennings is NASA EVA Operation Lead Engineer for ISS EVA working with Extravehicular Activity (EVA). This means the WSU ‘10 alum in mechanical engineering is the primary engineer overseeing all hardware used on a spacewalk (suits, tools, batteries, jetpack, etc). Prior to this role, she was the first female EMU system manager. She has overseen over 70 spacewalks.

As to helmets, the WSU CosmoShox were finalists in the 2024 NASA SUITS (Spacesuit User Interface Technologies for Students) Design Competition.They will talk about and demo the innovative interfaces with an augmented reality (A/R) head gear they developed for possible use by an astronaut in space.

Other speakers are Solar System Ambassador Jeanette Bosch about STEM resources—and Ad Astra board member Steve Durst—about a Kansas interstellar university project.

City of South HutchinsonSOUTH HUTCHINSON, Kan. — Tuesday, August 20, the City of South Hutchinson will be spraying for mosquitoes from 7 p.m. to midnight. There’s no shortage of jokes about farmers and ranchers asking for a discount or inquiring if a free hat can be included with a purchase. My grandfather once told me, “It never hurts to ask — the worst they can tell you is ‘No’.”

Whether frugal out of necessity or mere habit, the thrift of farmers and ranchers provides plenty of innovation for inexpensive materials. The main corral at the ranch was built with used pipe and cable from a nearby oilfield. Drilling pipe and pump rods were the raw materials that made up most of the gates as well.

One of my first real jobs on the ranch was painting what seemed to be miles of rusty metal. We’d go to the hardware store for a couple gallons of the cheapest oil-based aluminum paint available then thin it down with turpentine. My grandmother crafted crude mittens out of a fleece material we used to guide the paint over the curved surface of the pipe to turn it a shining silver and prevent further corrosion.

Just about every building was crafted and maintained in the same fashion. The house, garage and barn were built with limestone quarried onsite. A haybarn was later built similarly to today’s pole barns, only the trusses, purlins and girts were pipe. The corrugated metal was attached with nails spotwelded to the pipe. When the galvanized coating weathered away, the roofs and sides also got a coat of aluminum paint.

All of these were built primarily for their utility rather than aesthetics, though they’re all charming in their own way. As time and markets allowed, most received upgrades in addition to the occasional coat of paint over the years. The house had an addition, the garage got new doors, and new tin was placed on the gable ends of the barn, but they remained rustic remnants of the materials readily available when they were constructed.

There’s evidence of similar resourcefulness on farms and ranches everywhere. If your land was close to a railyard, odds are good there’s been a boxcar or two offering storage at some point. In some places, retired boxcars served as makeshift barns or chicken coops and deteriorated to nothing.

On other farms, the boxcars went on foundations and are still storing items or they’ve been enveloped by a series of expansions to comprise a tiny portion of a larger structure. The modern equivalent is the thousands of shipping containers that have become a common storage solution on many operations.

Using native material also has a long history on farms, some examples like stone fences are easily visible from the road. Before barbed wire, dry stone walls were common ways to mark a property line or keep in livestock. I encourage everyone to examine one up close at least once in their life to see how something can look simple from a distance but be incredibly intricate up close. There’s no mortar or adhesive other than the weight of the stones artfully stacked in an interlocking fashion. They’re more than 100 years old in most of Kansas while others around the world have stood for thousands of years.

With some sweat and ingenuity, farmers and ranchers will find a use for just about everything. From turning old tires into livestock waters or making compost in a chemical tote, the number of repurposed items on farms grows out of thrift and necessity.

HUTCHINSON, Kan. —On Monday, August 19, Central Christian School board members, Superintendent, Jay and Connie Schrock, and Wiens &amp; Co., broke ground on the construction of their Early Education School. 

This new facility will allow CCS to provide care and schooling for children as early as six weeks old through school age. They are currently 80% funded for the $2.1 million project. 

The school expects to complete the construction by the end of February, in hopes of utilizing the new space by summer of 2025.

CCS breaks ground on new daycare

NEWTON, Kan. — The City of Newton advised Harvey County Communications that BNSF is postponing the work on the Broadway crossing. No new date for repairs has been announced yet.&nbsp;

BNSF had closed the Main Street crossing for repairs from 7 a.m. Tuesday, Aug. 6 through 5 p.m. Aug. 16. It is now complete.

It will be mounted on a tall pole at the 39th and Plum trailhead. The wheels will spin with the wind.

Very generous private donors got the ball rolling on the project.

Donations will help complete the sculpture, along with many other amenities at the trailhead and along the trail. All donors will have their name on a "Friends of Bad Bobby" plaque, located at the trailhead.

Trailhead work to begin for Bad Bobby Trail

HUTCHINSON, Kan. — The Hutchinson Animal Shelter held another Adopt-A-Pet event on Saturday at EAGLE Media, and once again it was a success.

Five of the eight dogs brought to the event were adopted and went home with their new families.

"It was another great Adopt-A-Pet event," Michaela Schommer with the Hutchinson Animal Shelter said. "We are also very grateful for so many amazing volunteers who helped set up and care for the dogs during such a hot day."

The animal shelter has now had 23 dogs adopted from the four Adopt-A-Pet events held at EAGLE Media this year.

Schommer also said the shelter is over capacity with cats.&nbsp;

"We are extending our $25 cat adoption special fee through the end of this week," Schommer said. "Adults and kittens adoption fees are $25 now through Sunday, Aug. 25. All kitties will go home, spayed or neutered and up-to-date on vaccinations, dewormed and microchipped."

The Hutchinson Animal Shelter is located at 1501 S. Severance St. and is open Tuesday, Thursday, Friday, Saturday and Sunday from 12:30 p.m. to 5:30 p.m.

Krieger-Zook running for House District 104

HUTCHINSON, Kan. — City of Hutchinson Housing Coordinator Carissa Paxton noted that there will not be a Housing Commission meeting in August, due to a lack of a quorum.

The next Hutchinson Housing Commission meeting will be Wednesday, September 25 at 3:30 p.m. at City Hall.

"You can actually come eat pancakes and sausage at 6 a.m. if you so choose," said Titus Yutzy with the committee. "We'll have plowing demonstrations. We're going to have food in the morning as well. At 10:30, we're going to have a big parade. Between the parade and noon is when everybody shows up. Then we go right into some horse events, tractor pull, kids pedal pulls, and we go all day. So you can bring your family early and stay all day, and then we finish out with a band in the evening, a liberated band from Ohio, and we're going to have fireworks as well in the evening."

The event is free to get in and all events are free.

HUTCHINSON, Kan. —&nbsp; The agenda documents for Tuesday's Hutchinson City Council meeting outline the many issues that have happened on the Atrium Hotel property since its closure.

According to a memo filed by City Manager Enrico Villegas that is part of the agenda for Tuesday, the
Atrium Hotel
and
Conference Center, located at 1400 North Lorraine,
closed
its doors on December 20,
2019.
Water
and
electric
utilities were
shut
off
to the
property
in
January
of
2020.
That
winter,
the
fire
suppression
system burst,
flooding
a
large portion of
the
structure
and
property.
In
2022,
a
power
transformer was drained of oil leading to a spill with environmental
ramifications.
The
structure's electrical
system
has
been
stripped
by
thieves,
the
burst
fire
suppression
system
has
led
to
black
mold
throughout the structure, and multiple broken doors and windows have
resulted in the structure becoming a blight to the community.


Since
closing
in
2019,
the
Atrium
Hotel
and
Conference
Center has
been
repeatedly
broken
into
resulting
in
the
need
for
the
City
to
board
up
and
reboard
up
the
building.
The
property
has
had
nine
nuisance
violations since
January
2020 and has been the location
of
351
police/fire
calls.
Property
owner notifications
about
nuisance
violations
have
gone
unresolved
requiring
the
City
to
abate
many
issues.


The
current
unpaid
balance
for
nuisance
abatement
is
$3,937.


On
July
2,
2024,
the
City
Council
approved
Resolution
2024-08
which
fixed
August
20,
2024,
at
9:00
a.m.
to conduct a public hearing for the condemnation of the Atrium Hotel
and Conference Center.
This
resolution was
published
for two consecutive weeks
and
the
hearing
was scheduled at least 30
days
past the last publication.


Security
1st Title researched the records at the Register of Deeds to
locate
any owners, lien holders,
mortgagers,
or heirs. The owners of record and lien holders were notified by
certified mail of this scheduled proceedings.


City
staff have
inspected
and
declared
the
Atrium
Hotel
and
Conference
Center unsafe and
dangerous
as defined in
Chapter
21,
Article
VII,
Unsafe
and Dangerous
Buildings
of
the
Code
of
Ordinances
of
the
City
of Hutchinson.


A public
hearing is held so that city staff can present
findings
showing the reasons a structure has been determined unsafe and
dangerous
and so that property owners (agents or interested parties) have the
opportunity to dispute the findings by showing why the structure
in
question should not be declared as unsafe and dangerous.


After
the
hearing,
City
Council
will
vote
on
a
resolution
that, if approved, will
condemn
the
structure,
determine
it
to
be
unsafe
and dangerous and set a time frame to allow the property owner(s) an
opportunity to either repair or demolish the structure(s).


The
City
Council,
as
per
city
ordinance,
has
the
option
to
require
those
property
owners
who
request
to
complete the demolition or repair of their
own
buildings to provide a cash bond in the amount of the estimated
cost
to
demolish
the
structure. The
cash
bond
will
be
returned
to
the property owner if the rehabilitation
or
demolition is
completed
within the designated time frame.


If the
property owner fails to
start
the repair or removal of the structure within the time frame stated,
the City Council will then require the structures to be demolished.
The cash bond will be used by the City to complete the demolition.


City
staff believes that the Atrium Hotel and Conference Center is beyond
feasible repair, is unsafe and poses
a
danger to the
surrounding
neighborhood
and
should
be
condemned
as
an
unsafe
and
dangerous
structure.&nbsp;


Staff
recommends
City
Council
approve
the
resolution
as
presented,
that
the
property
owner
be
allowed

to
repair

the

Atrium issues outlined prior to hearing on demolition

HUTCHINSON, Kan. — Come visit the historic Reno County Courthouse on Wednesday, August 28 from 8:30 a.m. to 4:30 p.m. and see the renovations that have improved the efficiency of the courthouse.

Guided tours will be offered at 10 a.m., 11 a.m., 12 p.m. and 1 p.m. starting on the main first floor area to learn about the renovations and some of the history of the courthouse.

Take a look at the 5th floor where a large, storage area was converted to useful office spaces for the Reno County District Attorney's Office.

Courthouse open house Aug. 28

HARVEY COUNTY, Kan. — The Harvey County Commission has proposed a 2025 recommended budget with a 3.0 mill increase, with the additional mills targeted toward public safety staffing and infrastructure resiliency.

The Commission approved moving forward with the budget process at its July 16 meeting.

The maximum tax levy was set at $18,728,537. Throughout the rest of the budgeting process, commissioners can determine whether to maintain or decrease that number, but it cannot be exceeded.

The 2025 recommended budget would put the County's estimated mills at 46.593, a 3.0 mill increase over the 2024 budget. Here is a comparison of County mills over previous years:

The recommended budget would focus on additional personnel for the Sheriff's Office and funding toward Road and Bridge projects. Goals include:

Adding two full-time road deputies to increase overnight law enforcement coverage

Strengthening Detention Center staffing with one full-time deputy to assist with secured inmate transports for court appearances

Addressing paved road maintenance by rehabilitating 17 miles of roadway with 2-inch hot-mix asphalt overlay

Utilizing Coronavirus Aid, Relief, and Economic Security Act fund savings to complete two bridge replacements.

The recommended budget is not official - the budget will continue to be discussed, and later, be considered for adoption. The Commission will convene to conduct a revenue neutral rate hearing and public budget hearing Aug. 20 at 6 p.m. at the Harvey County Courthouse. 

Consideration of adopting the budget may follow.

Flattland to play in Newton Friday

HUTCHINSON, Kan. — The Hutchinson Art Center announced over the weekend that due to extenuating circumstances, the 2024 Autumn Consignment Art Auction on October 12th&nbsp;has been&nbsp;cancelled. The 2025 Spring Consignment Art Auction on April 5th, 2025 will go on as planned. 

This means that the center has extended&nbsp;Steve Curiel's upcoming exhibition&nbsp;by a week. His exhibit will now be on display in the Main Gallery from&nbsp;August 23 to September 28th, 2024. 

The annual&nbsp;Hutchinson Art Center Members Show&nbsp;will also start sooner,&nbsp;moving up from October 18th to October 4, 2024. More details on this exhibit along with submission information will be shared next month.&nbsp;&nbsp;

No Autumn Consignment Auction at Hutchinson Art Center this year

LINDSBORG, Kan. — Bethany College will conclude a year-long vocational reflection initiative funded by a $15,000 Professional Development Grant from the Council of Independent College's Network for Vocation in Undergraduate Education (NetVUE). The culmination of this programming will feature a keynote presentation by Dr. Mindy Makant, a distinguished professor and leader in vocational studies, on Wednesday, August 21, 2024.

Makant, a Professor of Religious Studies and Director of the Youth and Family Ministry Program at Lenoir-Rhyne University in North Carolina will address Bethany College faculty and staff during a workshop focused on the significance of vocational reflection and exploration within Lutheran higher education. The keynote will accompany roundtable discussions to further embed vocational discernment into the college's curricular and co-curricular offerings.

"Dr. Makant's extensive experience in vocational studies and her deep understanding of Lutheran educational values make her the ideal speaker to bring this important project to its conclusion," said Pastor Melissa Woeppel, Campus Pastor at Bethany College. "We are excited to have her on campus to inspire and challenge us as we continue to support our students in discovering and pursuing their callings."

Makant's expertise is well-documented through her work as the founding director of the Living Well Center for Vocation and Purpose at Lenoir-Rhyne University. She has authored two books, The Practice of Story: Suffering and the Possibilities of Redemption and Holy Mischief: In Honor of Women in Ministry (forthcoming). Additionally, she serves as an ordained deacon in the Evangelical Lutheran Church in America (ELCA), a certified spiritual director, and a member of the ELCA's Task Force on the Social Statement on Church, Government, and Civic Participation.

This keynote presentation marks the final stage of the NetVUE-funded initiative, which began with a comprehensive effort to address barriers to vocational reflection and exploration faced by Bethany students. The initiative included book study groups, focus groups with crucial student constituencies, and the development of new pedagogical approaches to enhance the vocational development of all students. The feedback gathered throughout the year has informed curricular changes and programmatic adjustments that will benefit Bethany College students for years.
