RENO COUNTY — Reno County Emergency Management Director Adam Weishaar told Hutch Post that his initial impressions are that the damage from Sunday night's storm was worst in a couple of cities in the county.

"I think our two hardest hit areas are the city of Hutchinson and the city of Haven," Weishaar said. "There's still thousands of residents without power. We're getting to them as quickly as possible, but it is going to take some time."

Weishaar said cleanup will likely take weeks, given the amount of tree damage he has seen across the county, but that it is most likely straight line wind that did the work.

"Everything's blowing one way, which to me, indicates they were all straight line wind," Weishaar said. "I don't believe there was any sort of tornadic activity."

Weishaar saw damage to homes and vehicles, often as a result of trees being blown down, but the bulk of the issues are electrical lines and large trees. More information on what to do with trees in those cities will be coming once they have plans finalized.

Haven, Hutchinson saw worst of damage

RENO COUNTY — The Reno County Landfill is taking brush from 8 a.m. to 5 p.m. Monday through Saturday. 

You can expect wait times longer than normal due to the high volume of brush being brought out to the landfill. 

Staff is working as fast as they can. They appreciate your patience. The landfill will close the gate at 5 p.m. so please give yourself plenty of time to plan your arrival.

Reno County Landfill taking brush

HARVEY COUNTY — The U.S. National Weather Service – Wichita office is in Harvey County today to assess storm damage and determine the classifications of the storm.

As of 10 a.m., Evergy reported about 3,100 customers affected in the county. Butler Electric reported 27 outages in Harvey County.

No injuries have been reported to emergency dispatch due to the storm at this time. Several properties across the county were damaged in the storm. The American Red Cross is coordinating assistance for one family whose home was damaged.

Emergency Management is not allowing controlled burns in the county today.

Several county roads remain closed due to downed power lines or debris. The current list includes, but may not be limited to:

· Southwest 36th Street from South Old Settlers Road to South Halstead Road

· South River Park Road from U.S. Highway 50 to West First Street

· North River Park Road from West First Street to Northwest 12th Street

· Burmac Road from U.S. 50 to Northwest 12th Street

· South Halstead Road from Southwest 36th Street to 10th Street

· Southwest 14th Street from Cow Palace Road to Plum Street

· Southwest 24th Street from South Halstead Road to East Street

Cities and townships have additional street closures.

The Harvey County Health Department is closed today due to the power outage. It will open Tuesday at 8 a.m., pending power being restored. Harvey County West Park is without power – there is various debris in all three County-owned parks. The Harvey County Courthouse and Solid Waste facility maintained normal operations.

USD 308 meeting moved

NEWTON, Kan. — Public Works crews will begin collecting limbs downed in Sunday night’s storm at 7 a.m. Wednesday, May 22.

They will start in Street Maintenance Area 1, east of South Pine between Southeast 14th Street and East First Street. They will work their way through each maintenance area in order (see attached map). Crews will do one pass down every street.

Residents must stack limbs in neat piles at the curb. This free pickup is for tree limbs only. If trash, lumber, or other bulky items are mixed in with the limbs, they cannot be collected.

Staff plans to collect all limbs this week and will be working longer hours to get this completed before the holiday weekend. Progress updates will be posted on the&nbsp;<a href="http://www.newtonkansas.com/" target="_blank">City’s website</a>&nbsp;and&nbsp;<a href="http://www.facebook.com/NewtonKS" target="_blank">Facebook page</a>&nbsp;so residents can track what area they’re working in and which areas are complete.

In Greenwood Cemetery, many large trees are down and roads are blocked. Please avoid the cemetery while staff works to clean up. Residents should wait to place Memorial Day decorations until late this week so the cemetery can be mowed and trimmed after the trees are cleared.

Newton plans limb pickup

HUTCHINSON, Kan. — At its peak, there were over 18,000 residents in Hutchinson without power Sunday night according to the Evergy outage map, after a severe thunderstorm packing 86 mile per hour winds as measured at the Hutchinson Airport came through between 7 p.m. and 8 p.m. The gust was measured at 7:40 p.m.

As of 8 a.m. Monday, there were still 14 traffic signals in the City of Hutchinson that were out, with four more dependent on generator power. A traffic signal that is out with no colors showing should be treated as a four way stop.

Also, as of 8 a.m. Monday, power was slowly being restored to lift stations in the city, with 20 out at the storm's peak and there were still 12 out as of that time.

According to a 9:45 a.m. update from the City of Hutchinson, the City Manager, Public Works Director, Forestry Superintendent, and Street Superintendent are currently forming an evaluation team to assess the extent of the damage and determine the city's response. 

Residents are responsible for removing limbs from their properties. City crews have been working overnight to clear streets, pushing limbs into yards. The Forestry Division is assisting when downed limbs are touching private property such as cars or mailboxes. 

Tree limb drop off sites will be announced later today, if necessary.&nbsp; &nbsp;&nbsp;

Reno County Emergency Management said as of 8:30 a.m., there are several roadways closed, electrical lines down, and broken tree limbs scattered all over the county.  Crews are working as quickly as possible to clean up debris and open roadways.  

"Thank you to our dispatchers, responders, public works personnel, and line crews who have worked around the clock," Emergency Management added.

Power was lost to both Country 102.9 and KWBW's transmitter sites as the storm rolled through, with Country 102.9 coming back on overnight at KWBW coming back on just before midnight at reduced power. There were reports of extensive tree damage in both Hutchinson and Newton and Halstead Fire and EMS in Harvey County reported that community had tornado damage.

There are still ongoing safety concerns such as downed power lines or debris in roads which are being responded to as resources allow.

The City of Newton noted online, in Greenwood Cemetery, many large trees are down and roads are blocked. Please avoid the cemetery while they work to clean up. Please wait to place Memorial Day decorations until late this week so crews can mow and trim after the trees are cleared.

There was also significant damage in Burrton, with Highway 50 shut down between Yoder Road and the Harvey County line Sunday night due to a chemical leak. Haven Road was also closed due to power poles down east of town.

Harvey County Emergency Management and its emergency partners continue assessing significant storm damage across the county from severe weather May 19.

No injuries have been reported in Harvey County. Several damaged buildings have been reported throughout the county.

Burrton residents were asked to shelter in place due to a possible chemical leak at a damaged oil facility west of the city. The alert was issued just after 9 p.m. Sunday. The order was lifted just after 11 p.m.&nbsp;

Harvey County has issued a verbal disaster declaration due to the weather damage. Disaster declarations aid with coordination of resources if needed.

Haven Police posted Sunday night that there is damage to various structures throughout that city.&nbsp;

Evergy explains priorities during large outages

HUTCHINSON, Kan. — It looks like more people are going to try to get out of town for the Memorial Day holiday than have done so in recent years.

"We're looking at 43.8 million people around the country traveling 50 miles or more from their homes," said Shawn Steward with AAA Kansas. "That's a pretty big number. We're expecting a record number of people driving to their destination."

AAA projects 38.4 million people will travel by car over Memorial Day weekend, the highest number for that holiday since AAA began tracking in 2000.

"It's important to keep safety in mind," Steward said. "Especially when the highways are more crowded than they typically are. It's obviously orange cone season. Be attuned to those construction zones. Follow directions of slowing down, paying attention to lane changes, etc."

Traveling by car is appealing for many people because of the convenience and flexibility it provides. This Memorial Day weekend drivers can expect similar gas prices as last year when the national average was roughly $3.57.

"If you're traveling in Kansas, or in our general vicinity in the center of the country, and a little bit toward our southeast, that's where the lowest gas prices are going to be," Steward said.&nbsp;

The Kansas average as of May 18 is $3.15 a gallon.

AAA: Summer travel season to start out busy

RENO COUNTY — The Board of County Commissioners on Wednesday will hear from Reno County Administrator Randy Partington on three building projects that he would like to see be able to be bonded together. 

According to agenda documents, there have been discussions of the Sheriff’s Office shooting range Phase II that consists of a training building. Phase I is almost complete and consists of the shooting platform and awning. Reno County Sheriff’s Office is requesting consideration to move forward on Phase II. If the commission agrees to move forward, the Sheriff’s Office will be in contact with Hutton Construction to revise details and cost estimates to get to an amount not to exceed. 

The Reno County Administrator will then work to prepare documents for a short-term bond to pay for phase II and two fire district projects described below.

Fire District #7 in Turon and Fire District #3 in Nickerson both need a new fire station/building. FD 7’s station has an estimated cost of around $400k but needs to go out to bid to follow county policy.

The district will pay all but about $150,000 of this from their reserve fund. FD 7’s reserve fund has a balance of $341,530. This reserve fund has been built up for both the cost of new trucks/engines and also to prepare for the need of a building that has been discussed for several years. 

Emergency Management would like to keep at least $100,000 in the reserve fund for non-building costs.

FD 3 has been discussing a new station for well over four years. Emergency Management and FD 3’s Chief feel the new building can be built similar to the one for FD 7, which is smaller and a better cost than what was proposed four years ago. A few years ago, they had an estimated cost of approximately $1 million to build a new station. If they used a building similar to what FD 7 is requesting, the cost would be closer to $400,000, though the county has not gone out for quotes on this building. The reserve fund balance for FD 3 is $313,020. Like FD 7, the FD 3 reserve fund does not have enough to cover the entire cost but can use around $200,000 to go toward the building cost.

The remaining amount for both districts will need to be financed. 

Partington has researched the avenues to finance such a small amount that allows for a short-term pay off. The plan is to get more recent quotes for both the fire district buildings, so there is a more concrete amount that needs to be financed. The financing must be determined before a contract is signed for the building purchases and installation.

The Reno County Board of Commissioners will meet at 9:00 a.m. on Wednesday, May 22nd , 2024, in the Veterans Room of the Reno County Courthouse, 206 W. 1st Avenue.

Future building projects on county commission agenda

HUTCHINSON, Kan. — For a ninth straight month, the overall Rural Mainstreet Index (RMI) sank below growth neutral, according to the May survey of bank CEOs in rural areas of a 10-state region dependent on agriculture and/or energy.

"The farm sector is, I won't call it struggling, but it's moving sideways to down," said Creighton University economist Ernie Goss. "Look no further than John Deere that came out with their announced income, which was not good. Farm equipment sales are down, this is the first time since 2020 that we've had a pullback in farm land prices. If you look at cash rents, they were almost flat from three or four years ago."

Part of the challenge in surveying bankers to find out about farmers right now, is that bankers are having their own problems.

"I would argue that they get some of their own banking sector issues connected to the farm sector," Goss said. "That obviously has a strong connection, but it's not everything. Bank deposits were down. Those who deposit money in the banks are moving money around to get higher returns. That puts pressure on the bank. It's another indicator. We saw interest rates, they're much higher, what they charge for operating loans. Also, farm land sale financing, that was still high. Interest rates are causing some difficulties for the farm sector and the banking sector."

Goss also believes that the overall numbers being provided on economic conditions in some respects just aren't something you can count on.

"The BLS that does the monthly survey of hiring and employment, they're getting it wrong," Goss said. "Those numbers are just not reliable coming out of the Bureau of Labor Statistics. How do you know? They do a quarterly estimate, which revises the monthly estimate. The quarterly estimate has 95% of the companies across America. The monthly survey includes 1% of the businesses across America. That 1% sample, I would argue, is quite unreliable. We may in fact determine later on, that we are in a recession right now."

The National Bureau of Economic Research won't put out a number until late summer.

Goss: Farm sector 'sideways to down'

HUTCHINSON, Kan. — Kansas Gov. Laura Kelly vetoed the Legislature's latest attempt at tax relief last week and she says she's going to call a special session.

"She is in the driver's seat with the veto pen," said Dan Murray with NFIB Kansas. "I believe that, in this case, perfect is the enemy of good. What we had coming out of the veto session was a good product. She has indicated that she will call a special session. We have heard indications that it could be the first or second week of June. What they pass then, they won't have an opportunity to come back to veto override."

Also, they can't override the veto from last week, either.

"A special session is considered a brand new session," Murray said. "Everything that was done, both during the regular session and the veto wrap up session, is now completely done. Even a veto can't be considered for an override in what would be a brand new session or a special session. They're going to have to start from scratch, which again puts the governor in the catbird's seat in terms of dictating what she says she will be able to sign or be willing to sign."

Tax relief is vital to small business owners, especially as they first start out.

Seventy-five percent of small business owners file at the individual level, think LLC's, etc." Murray said. "Tax relief that is directed toward reducing the income tax rates, individual income tax rates, going from three to two brackets, which simplifies the code for compliance for small business owners, is certainly critical and important to the vast majority of small business owners."

It still remains to be seen what the product coming out of a start from scratch special session might be.

The Railer Foundation, made up of several youth sports clubs, has proposed to add ballfields, a soccer field, basketball courts, pickleball courts, a public restroom, and a picnic shelter at Themian, paid for primarily by private donations.&nbsp;

The three bodies gave the go-ahead to begin fundraising and put together a committee to help work through details such as bidding, parking concerns, lighting, and ongoing maintenance.

In 1954, Topeka, Kansas became the epicenter for the Supreme Court decision of Brown v. Board of Education of Topeka, a pivotal moment in American history. The local plaintiff was Oliver Brown, a father and pastor, whose daughter Linda was denied entrance to a nearby elementary school for white children. Brown, along with plaintiffs from four similar cases across the United States sought to dismantle racial segregation in education, arguing that segregated schools were inherently unequal and violated the 14th Amendment’s guarantee of equal protection under the law. This presentation will explore the intricacies of the five cases included in the Brown v. Board of Education of Topeka case and explore the transformative impact of this landmark decision.

WICHITA, Kan. — The REALTORS® of South Central Kansas (RSCK) general membership voted in April 2024 to approve the merger of the Great Plains Association of REALTORS® (GPAR) with RSCK. The Great Plains Association’s general membership voted to approve the merger earlier in the month. 

Effective July 1, 2024, GPAR will be dissolved and become the Saline County Council of RSCK.

Through this merger, RSCK will gain over 150 new members across thirteen counties in central Kansas consisting of Barton, Chase, Cloud, Ellsworth, Jewell, Lincoln, Marion, Mitchell, Morris, Ottawa, Republic, Russell, and Saline counties.

The expanded market area resulting from this merger will benefit both consumers and REALTOR® members by increasing access to real estate data and providing a greater sphere of influence across multiple counties. This merger will also provide access to additional resources and benefits for GPAR members not offered through their local association.

RSCKs Council structure provides an avenue for a continued presence in the local community and Association representation from the various markets within RSCKs jurisdiction. RSCK will provide continuing education classes, training, advocacy, and consumer outreach to the GPAR area through the Council structure.

The Board president of GPAR, Gabe Grant said “With the continued changes in the real estate industry, it is critical that our members have the necessary tools to provide the best service to the consumers in our marketplace, by uniting with RSCK, we will be able to continue to provide exceptional service in the most professional manner.”

This merger will bring RSCK’s jurisdiction to a total of seventeen counties across Central Kansas and include over 2,500 REALTOR® members. STAFFORD AND EDWARDS COUNTY — Almost $10 million in resurfacing will start soon on a 38-mile stretch of U.S. 50 in Edwards and Stafford counties.

The Kansas Department of Transportation work on U.S. 50 involves two connected milling and hot-mix-asphalt projects. The Edwards County project is from the Kinsley west city limits to the Edwards/Stafford county line. The Stafford County project is from the Edwards/Stafford county line to the west end of the roundabout at the U.S. 281 junction. The length in Edwards County is nearly 23 miles; the length in Stafford County is 15 miles.

The Edwards County work is expected to begin around May 30 and be completed around July 8.

The Stafford County work is expected to begin around July 1 and be completed around Sept. 9.

During the work, traffic will be controlled by a pilot car, and motorists should be prepared to stop and expect delays of up to 15 minutes.

APAC-Kansas Inc., Shears Division, of Hutchinson, is the primary contractor for the $5,099,481 contract in Edwards County and the $4,850,016 contract in Stafford County.

Robertson, originally from Springfield, Missouri, and an Angeleno for the past four years, brings a wealth of experience and talent to the Bethany College Music Department.

Robertson holds a degree in Music Education from Missouri State University and a degree in Vocal Performance from UCLA. He is currently pursuing a doctorate in Choral Conducting at UCLA. His versatile career as a conductor and educator has made him a highly sought-after professional in the field.

Robertson has conducted the Grammy Award-winning UCLA Chamber Singers, the UCLA Chorale, the UCLA Symphony, Tonality (LA’s foremost choir devoted to social action), and the Tesserae Baroque Orchestra. His conducting achievements reflect his dedication to excellence and his ability to inspire and lead diverse musical ensembles.

“Troy Robertson’s exceptional qualifications and diverse experiences make him an excellent fit for Bethany College,” said Leslie Mangrum, Assistant Professor of Music. “His talents and dedication will greatly benefit our students and the broader community.”

Interim Academic Dean Tash Smith added, “The music program at Bethany College is a cornerstone of our academic and cultural offerings. Troy will be a wonderful addition to this institution and to the Lindsborg community.”

In addition to his conducting accomplishments, Robertson also enjoys performing opera. NORTH NEWTON, Kan. – Bluestem Communities has welcomed new talent to its team of health care leaders. Jenna Synder, RN, BSN, has assumed the role of Director of Nursing at Schowalter Villa in Hesston, and Jaime Lamb, RN, has begun in the role of Senior Living Advisor for health care and assisted living and Transition Support Nurse across all of Bluestem Communities.

Snyder has served in multiple nursing roles for more than 20 years, most recently as the RN Case Manager for Good Shepherd Hospice for 10 years. As Schowalter Villa’s Director of Nursing, Snyder will over see the nursing department, resident care and federal, state and local regulations and standards for long term care organizations.

“Jenna brings a dynamic leadership and years of nursing experience to the team,” said Jeff Ritcha, Schowalter Villa Executive Director. “Her previous role in hospice has already given her a familiarity with Schowalter Villa. Her focus on detail and desire to continue to build strong teams will bring a high quality of care that is central to Bluestem Communities.”

Snyder earned a Bachelor of Science in Nursing degree from Wichita (Kan.) State University.

Lamb has also served in a variety of nursing roles for more than 20 years, most recently as a registered nurse and Patient Care Coordinator at NMC Health Family Medicine in Valley Center. She will also serve as the Transition Support Nurse, proving support to Bluestem Communities residents as they transition back to their homes following a hospital or rehabilitation stay.

“These high school seniors have shown dedication in their studies and a commitment to learning. They’ve earned this honor, and I want to congratulate them on this achievement,” Governor Kelley said. “We also should recognize their families, teachers, and mentors for helping these outstanding students achieve their academic goals.”

This program is coordinated for the Governor by the Confidence in Kansas Pubic Education Task Force. The Confidence in Kansas Public Education Task Force was formed 41 years ago to strengthen confidence in public education. The following organizations are members of the Task Force: American Association of University Women, Kansas State Board of Education, Kansas Association of School Boards, Kansas Congress of Parents and Teachers, Kansas State Department of Education, Kansas State High School Activities Association, Kansas National Education Association, Kansas League of Women Voters, and United School Administrators of Kansas.

Scholars are selected from accredited public and private schools in the state. There were 525 students selected this year.“These high school seniors have shown dedication in their studies and a commitment to learning. They’ve earned this honor, and I want to congratulate them on this achievement,” Governor Kelley said. “We also should recognize their families, teachers, and mentors for helping these outstanding students achieve their academic goals.”This program is coordinated for the Governor by the Confidence in Kansas Pubic Education Task Force. The Confidence in Kansas Public Education Task Force was formed 41 years ago to strengthen confidence in public education.
