HARVEY COUNTY —A Kansas man was injured in an accident just after 3:30 p.m. Sunday in Harvey County.

The Kansas Highway Patrol reported a 2016 Ford Fusion driven by Joshua B. Burkholder, 41, Hays, was northbound on Interstate 135 just north of Kansas 196.

The car moved to the left lane to avoid traffic backed up due to an oversized load stopped.&nbsp; The Ford rear-ended a 2015 GMC Terrain driven by Kandace L&nbsp;Broussard, 21, Lincoln, Nebraska.

EMS transported&nbsp;Burkholder,&nbsp;Broussard and a passenger in the SUV identified as Jenefer M. Bromm, 49, Lincoln, Nebraska, to Wesley Medical Center. All three were properly restrained, according to the KHP.

 A juvenile was present in the Ford at the time of the accident; juvenile record is protected data, according to the KHP.&nbsp;&nbsp;

3 hospitalized after Harvey Co. rear-end crash

HUTCHINSON, Kan. — Summer meals start Tuesday in Hutchinson USD 308.

"We'll have three public locations," said food service director Jennifer Tatro. "One will be at HMS 7. The other one will be at the Hutchinson Library. Then the last one will be at the Fairgrounds Splash Park. Those are open Monday through Friday, and they are available to go to HMS 7 from 11:00 a.m. to 12:30 p.m. Then the Fairgrounds Splash Park and the library are from 11:00 a.m. to 12:00 p.m."

The summer meal program is for kids and teens.

"Kids and teens either need to be present in order to receive the meal," Tatro said. "We do have the option of a meal pass and parents are able to go to HMS 7 to pick up that meal pass. They do still have to have their kids or teens present at that time. Then we will issue them a meal pass where they can just show that meal pass to any of our locations from that point forward."

Each day staff would be able to give them the number of meals that are on their meal pass.

"At HMS 7, they will receive a lunch for that current day and then a breakfast for the following morning," The Splash Park and the library, just due to the environment, we're unfortunately able to not have a breakfast at those sites. It's only available at HMS 7."

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel told Hutch Post that she's beginning to see the corner turn with the potential for more large retail activity in the area.

"Recently, we were contacted by a national retailer that currently has only two locations in Kansas and they're corporate-owned stores, but they're looking for a franchisee for a project in Hutchinson to be their next retail location," Teufel said. "They're in states kind of in the Midwest, mostly to the north and east of us. When we got that call, I thought, okay, this is a good positive economic indicator that we're on the radar of a national retailer again and they see the demand here and they see this as a promising market. I am seeing the light when it comes to that project."&nbsp;

Teufel has not found that franchisee yet.

Franchise agreements can be expensive and there's gonna be some investment, but their desire was to look for a facility that's 25 to 35,000 square feet. So that's a sizable retail footprint. A few years ago, we had a plethora of that on the market and right now we don't have a lot of retail vacant space, but we did backfill the Kmart building with Atwoods. The former Target building is full right now with Bold 3PL. They also own what was the OfficeMax property."

This doesn't leave a lot of that large retail space product on the shelf.

"Then you look to, there is a little bit of vacant space in the mall. It's not entirely vacant, but we certainly will be working with the mall owners on their interest in it. A 25,000 square foot footprint in downtown, it would be hard pressed to find. We want to also look at downtown options, but for this case, it's probably gonna be on one of the more commercial corridors and maybe this can turn into a new construction deal, too."

Until a franchisee is found, Teufel obviously can't disclose what the interested brand might be.

Hutch being looked at for new retail

HUTCHINSON, Kan. — “Eat a Donut and support a child this summer!” 

That's what Major Paul James, Commanding Officer of the Hutchinson Salvation Army, says as the local assistance agency begins summer efforts to help as many people as financially possible. One of those ways is by sending kids to camp for the cost of only $10 per camp. At their Three Trails Camps in the KC area, each child gets to experience Sports camp, Music camp, and Character Building camp along with the opportunity to gain experiences they don’t typically get to experience. However, the cost of sending a child to camp cost way more than $10, and it’s very challenging to feed at that amount for a day.

Next weekend, Friday May 31 at 9:00 a.m., The Salvation Army is having a Donut event in front of their thrift store across from Smith’s Market on South Main St. in Hutchinson. They will have roughly 10-15 competitors who will try to eat the most donuts in 5 minutes to help raise funds for kids to go to camp, and for their international work in 130 countries. Their goal is to raise $6,000. They are currently at $1,200.

Hutchinson Salvation Army Donut Day is Friday

HUTCHINSON, Kan. — Hutchinson Regional Healthcare System announced the May DAISY Award Winner, Missi Shultz.

Missi went above and beyond when a patient was admitted to deliver a baby and had significant language and cultural barriers. From gathering interpreters and educating other staff members, to offering emotional support, Missi did all that she could to insure that this patient felt safe and cared for during their stay. 

Because of Missi’s compassion and diligence, the patient was able to confide in Missi about the dangerous situation their family was in. Missi spent countless hours on the phone working to gather the resources needed to coordinate a safe plan for discharge for the patient.  Due to Missi's constant drive to provide compassionate care and advocate for her patients, the patient and their other children were discharged to a safe environment where they were set up with all the resources needed to get back on their feet independently and safely. 

Missi's nursing actions changed the course of this family's life for the better.

The DAISY Nursing Award is part of the DAISY Foundation, a non-profit organization established in memory of J. Patrick Barnes, who died at the age of 33 from complications of the autoimmune disease idiopathic thrombocytopenic purpura (ITP). The foundation's mission is to honor the compassionate care that Barnes received from his nurses and to recognize the extraordinary work that nurses do every day.

Each month, a nurse will be selected by a committee of nurses at Hutchinson Regional to receive The DAISY Award. At a presentation given in front of the nurse’s colleagues, physicians, patients, and visitors, the honoree will receive a certificate commending him or her for being an “Extraordinary Nurse.” The honoree will also be given a beautiful and meaningful sculpture called A Healer’s Touch, hand-carved by artists of the Shona Tribe in Africa.

The DAISY Nursing Award is open to all licensed nurses, including registered nurses, licensed practical nurses, and nurse practitioners. Nominees are evaluated based on their commitment to patient care, clinical expertise, and interpersonal skills.

Daily Bookings

HUTCHINSON, Kan. —&nbsp;Two Memorial Day services are planned for Monday, May 27. &nbsp;

The annual Reno County Veterans Memorial ceremony is set for 9 a.m. at the memorial in South Hutchinson. &nbsp;

That ceremony will begin with the presentation of the colors by the American Legion Riders Post 68.

The Hutchinson Brass Quintet will perform the National Anthem.

An opening prayer will be given by Chaplain Dave Warnken, followed by opening remarks from Veterans Memorial board member Matt Mock.

The placement of the memorial wreaths will be done by the American Legion and the American Legion Riders, and a second musical selection will be played by the Brass Quintet.

The Memorial Day Address will be given by Lysle Rishel Post 68 Commander Joe McCarville, then Amazing Grace will be played.

Warnken will list Legion Post 68 members who have died in the past year and a closing prayer will be given by Post 68 Auxiliary Chaplain Susan Branson.

The Brass Quintet will then play Taps and the colors will be retired.

The second service, the Memorial Day Ceremony will start at 11 a.m. at Eastside Cemetery in Hutchinson. &nbsp;

A welcome message will be given by McCarville, with the flag presentation by the Post 68 Color Guard. Warnken will give an opening prayer, and the Hutchinson Municipal Band will play the anthem.

Taps and placement of the wreaths will take place with the band, the Amvets Post 11 Women's Auxiliary, VFW Post 1361, American Legion Post 68 and the Auxiliary, Sons of the American Legion and American Legion Riders from the Post, along with the Daughters of the American Revolution.

McCarville will then speak on The Meaning of Memorial Day.

The Hutchinson Municipal Band will play the Armed Forces Medley, and a message will be delivered by Warnken, along with a remembrance of&nbsp;Post 68 members who have died in the past year. 

Grant Bowman with VFW Post 1361 will provide the same honor for those who have died from their Post.&nbsp;

Branson will provide the closing prayer, the colors will be retired, and the band will play a closing number.

Immediately following the 11 a.m. service at Eastside, a luncheon will be served at the American Legion at 720 West 4th Ave.&nbsp; All guests are invited to attend.

 </figure>HUTCHINSON, Kan. —&nbsp;Two Memorial Day services are planned for Monday, May 27. &nbsp;The annual Reno County Veterans Memorial ceremony is set for 9 a.m. at the memorial in South Hutchinson. &nbsp;That ceremony will begin with the presentation of the colors by the American Legion Riders Post 68.The Hutchinson Brass Quintet will perform the National Anthem.An opening prayer will be given by Chaplain Dave Warnken, followed by opening remarks from Veterans Memorial board member Matt Mock.The placement of the memorial wreaths will be done by the American Legion and the American Legion Riders, and a second musical selection will be played by the Brass Quintet.The Memorial Day Address will be given by Lysle Rishel Post 68 Commander Joe McCarville, then Amazing Grace will be played.Warnken will list Legion Post 68 members who have died in the past year and a closing prayer will be given by Post 68 Auxiliary Chaplain Susan Branson.The Brass Quintet will then play Taps and the colors will be retired.The second service, the Memorial Day Ceremony will start at 11 a.m. at Eastside Cemetery in Hutchinson. &nbsp;A welcome message will be given by McCarville, with the flag presentation by the Post 68 Color Guard. RENO COUNTY — On Wednesday, the Reno County Board of County Commissioners signed a local disaster declaration related to storm damage in the county on Sunday, May 19, 2024. The declaration will remain in effect until May 26, 2024.

A local disaster declaration is declared by the Board of County Commissioners when a disaster has occurred or the threat of one is imminent and those conditions exceed or have the potential to exceed, local resources and capabilities.&nbsp; By declaring a local disaster, it allows the county to activate response and recovery aspects of the Emergency Operations Plan.&nbsp; The declaration provides increased liability coverage and is the first step in asking for additional assistance that can serve to supplement local efforts if necessary to help counter negative impacts to critical infrastructure in the county as well as cities within Reno County.&nbsp;

With a local disaster declaration, governmental agencies track their costs for debris removal from public spaces, and any repairs to public infrastructure.&nbsp; Once the County meets a disaster threshold of $284,730.80, financial reimbursement can be pursued. Any reimbursement goes directly to the governmental agencies.&nbsp;<a>A local disaster does not provide any individual assistance to property owners or assist with cleanup of private property.</a>

Reno County is proud of our local communities and the way that they are pitching in to help their friends, family members, and neighbors clean up their properties.

The Reno County Landfill will be open Saturday, 8 a.m. to 5 p.m. They will be closed on Monday, May 27, 2024, for the Memorial Day holiday.

Reno County still tracking money for reimbursement

HUTCHINSON, Kan. — The Hutchinson Fire Department conducted vehicle extrication training this week at the Fire Department training grounds. 

The class had an outside of the department instructor, Isaac Frazier, who shared the knowledge he acquired while working wrecks on I-95, one of the deadliest highways in America.&nbsp;

The two day class reinforced basic extrication skills, along with picking up and moving large loads that may be encountered on the roadway.&nbsp;

The Hutchinson Fire Department would like to thank Silas Enterprises for obtaining 18 vehicles to cut on and Brett Liker construction for lending the department a telehandler to move and position vehicles around.&nbsp;

The department notes that they could not have had the training class without that help.

Hutch Fire works on vehicle extrication

&nbsp;MCPHERSON COUNTY — A reminder that I-135 is being reconstructed from the north side of Exit 46 to the north side of exit 48 near Moundridge in McPherson County.&nbsp; 

At exit 48, the southbound on and off ramps will be closed when the southbound lanes are closed, and the northbound on and off ramps will be closed when the northbound lanes are closed. A 60 MPH speed limit and 16' width restriction is in effect during construction.

👟 Nickerson High grad wins Division II Decathlon

NEWTON — Storm cleanup continues, with the City’s tree contractor, Alfred’s Superior Tree Service, collecting downed limbs in Area 1 and City crews working in Area 2. They are working 12-hour shifts beginning at 6:30 a.m. and making slow but steady progress.

Alfred’s will continue working Saturday in Area 1, and City crews will be working Saturday in Area 2. No cleanup work is planned for Sunday or Monday. All crews will return Tuesday to finish the cleanup.&nbsp;

Staff anticipates the majority of the cleanup will be complete by the end of next week. Crews may then have to make a second pass through some areas at the end.

City of Newton continuing cleanup Saturday

The Kansas Association of Wheat Growers applauds Representatives Tracey Mann (R-KS) and Sharice Davids (D-KS) for their work on the Farm Bill.

Winter Wheat as a Harvestable Cover Crop

Rep. Davids offered an amendment on the use of winter wheat as a cover crop. She said this amendment, “would direct the Natural Resources Conservation Service to conduct a study of the benefits of winter wheat as a cover crop when brought through to harvest, and dependent on the outcome of that study, potentially allow for winter wheat to be classified as both a cash and cover crop.

Rep. Davids said, “I’m proud to represent the Wheat State. In the 2023 crop year, Kansas farmers planted 8.1 million acres of winter wheat. Given the unique conditions our farmers face, winter wheat can serve as an effective cover crop, offering significant ecological benefits, such as erosion control, water conservation, temperature regulation, weed suppression and improved soil health. If indicated in the proposed study, this dual classification would support Kansas farmers and lead to increased use of cover cropping and its conservation benefits. Mr. Chairman, I hope we can work together to address this issue and support wheat growers. If I can receive your commitment to continue working together on this issue, I’ll withdraw my amendment.”

These resolutions of the Kansas Association of Wheat Growers were brought to the National Association of Wheat Growers and to members of Congress through Hill visits over the past few years.

“We are pleased that Representatives Mann and Davids have heard the concerns of Kansas wheat growers and offered these valuable amendments,” said KAWG Vice President Chris Tanner who farms near Norton, Kansas, and chairs the KAWG Policy Committee. “Growing wheat on fallow ground versus continuous are two very different practices with different yield potentials. We applaud Rep. Mann for recognizing the needs of Kansas farmers.

“Likewise, in the arid climate of western Kansas, traditional cover crops deplete the land of valuable moisture and provide a yield drag on the following crop,” he said. “Winter wheat is essentially the Great Plains’ original cover crop, providing conservation benefits and protecting the soil. Rep. Davids’ amendment recognizes these advantages, and we applaud her support of the wheat farmers in Kansas. We look forward to working with her office and the Natural Resources Conservation Service on the proposed study of the benefits of winter wheat as a harvestable cover crop.”

Rep. Davids also offered an amendment stating, “The Committee on Agriculture of the House of Representatives finds that Federal crop insurance is fundamental to American farmers; and expresses support for the importance of such Federal program.”

The KAWG recognizes crop insurance as the primary safety net for agricultural producers.

The House Committee on Agriculture passed the Farm, Food, and National Security Act of 2024 (H.R. 8472) on May 23, on a bipartisan vote of 33-21.

HUTCHINSON, Kan. — The week before the Memorial Day weekend is Safe Boating Week in Kansas, and it's important to prepare before you even get on the water.

"The Coast Guard estimates that human error accounts for most boating accidents," said Chelsea Hoffmeier, the Boating Education Coordinator for the Kansas Department of Wildlife and Parks. Just being safe and prepared, make sure you've got all the right equipment on your boat and you know the boating laws and you know, take a boating safety course, read up on the rules and regulations and prepare before you even get out there."

How many life jackets do you need on your boat?

"On a boat, you need one life jacket for every single passenger plus yourself that is on the boat," Hoffmeier said. "They need to be Coast Guard approved, they have to be wearable, Coast Guard approved life jackets, and they can't just be any life jacket. They have to fit every person who they are intended for, so they have to be the right size, they have to be in good shape and in good serviceable condition, and they have to be readily available. We always say preferably worn. They don't do much good if they're just on the boat."

It's also important to be sober when on a boat.

"This is kind of the kickoff, the unofficial kickoff to boating season," Hoffmeier said. "It's going to be a busy weekend. Unfortunately, that means probably a lot of poor decisions might be made. One of those is, you know, drinking and boating. Yeah, you always want to leave it on the shore. It impairs your decision-making, your reaction time, and just all around unsafe for the operator and really the passengers. Even if the passengers are drinking while on the boat, that makes them less stable."

Safe boating starts with preparation

HUTCHINSON, Kan. — Last week Governor Laura Kelly line-item vetoed a proviso in the omnibus bill that would have stopped 340B contract pharmacy protections from being enacted.

“Had the proviso remained in the omnibus bill it would have negatively impacted community health centers like PrairieStar, rural hospitals, community pharmacies and most importantly, the patients they serve,” PrairieStar CEO Bryant Anderson said.

According to Anderson, contract pharmacy protections weren’t necessary until fairly recently. Since congress enacted the 340B Drug Pricing Program in 1992, covered entities (rural hospitals and community health centers) have been able to partner with local independent pharmacies through contract pharmacy arrangements to ensure that individuals have access to affordable medications.

These partnerships take place under the 340B Drug Pricing Program which requires drug manufacturers to provide outpatient medications to covered entities at significantly reduced prices resulting in savings. Covered entities use the savings from the Program to not only provide affordable medications, but comprehensive health services to millions of individuals as well.

In the fall 2020, the pharmaceutical industry began interfering in covered entity partnerships with pharmacies. The pharmaceutical industry sought to protect profits by placing pricing restrictions on contract pharmacy arrangements. The restrictions prevent covered entities from partnering with independent pharmacies to deliver affordable drugs to patients where they live, work and play, which has necessitated the need for contract pharmacy protections.

“After over 30 years with no issues, big Pharma effectively made-up new rules on their own, using the cover of the COVID response to begin dismantling contract pharmacy arrangements,” Anderson said. According to Anderson there are now approximately 30 drug manufacturers that place illegal pricing restrictions on contract pharmacy arrangements, harming covered entities and their patients.

In response to the pharmaceutical industry’s work on the 340B program, Anderson introduced legislation to protect contract pharmacy arrangements with the help of Senators Mark Steffen, MD from Reno County, and Caryn Tyson from Linn County, but it never received a hearing.

Deploying a new strategy devised by Senator Tyson, Anderson worked with Senators John Doll from Garden City, Steffen, and Representative Michael Murphy from Reno County to amend 340B protections onto the state budget bills in both the house and senate. During the floor debates in their respective chambers, Representative Murphy and Senator Steffen defended the 340B proviso and it passed in both chambers with overwhelming majorities, remaining in the final version of the state budget bill.

Even though the 340B proviso was part of the state budget bill, the fight wasn’t over. Working with pharmaceutical industry lobbyists, house leadership attached a proviso to the omnibus bill to delay the 340B proviso in the state budget bill. Had it been signed in to law by the governor it would have stopped the 340B contract pharmacy protections from ever coming to fruition. However, the governor line-item vetoed house leadership’s proviso and the contract pharmacy protections have now become law.

While Anderson led the charge for contract pharmacy protections, he readily admits overcoming the pharmaceutical industry was a team effort. Rural hospital and community health center CEOs and independent pharmacy owners were able to effectively communicate to legislators and the governor just how important 340B contract pharmacy protections are to ensuring Kansans have access to affordable medications and healthcare services.

“Prevailing over big Pharma in the legislative process isn’t easy and rarely happens. I am just thankful that we had a group of legislators and a governor that were willing to put Kansans before big Pharma greed,” Anderson said.

👟 State track & field championships underway in Wichita

HUTCHINSON, Kan. —&nbsp;The next Reno County Commission meeting will be next week on Wednesday, May 29, 2024, in the Veterans Room of the courthouse and will be a budget study session that is open to the public.

"I've looked at a lot of them," Reno County Administrator Randy Partington said on Wednesday, May 22. "There are a few areas I would cut. I sent it to you last week in my report, the cuts I would make to capital. There may still be more cuts I'd make to capital. If you noticed my comments, there are areas we could cut there. The outside agencies, the partner agencies, I didn't touch those. Usually, that's the commission and I haven't been told by any commissioners to kind of go a specific direction with department budgets. I would say 90 plus percent, 99 percent of them, their budgets are very realistic. If there's any changes, it's $1000 here, $5000 here. There's nothing that's over the top in their budget requests."

As Commissioner Daniel Friesen saw it, there are really only three options in front of the board, looking at the big picture.

"I've looked at a lot of them," Reno County Administrator Randy Partington said on Wednesday, May 22. "There are a few areas I would cut. I sent it to you last week in my report, the cuts I would make to capital. There may still be more cuts I'd make to capital. If you noticed my comments, there are areas we could cut there. The outside agencies, the partner agencies, I didn't touch those. Usually, that's the commission and I haven't been told by any commissioners to kind of go a specific direction with department budgets. I would say 90 plus percent, 99 percent of them, their budgets are very realistic. If there's any changes, it's $1000 here, $5000 here. County commission seems ready to cut

HUTCHINSON, Kan. — On Wednesday during their meeting, the Reno County Commission recognized Reno County Sheriff's Office Deputy Derrek Berg and Sergeant Levi Conard for receiving the VALOR Silver Award for extraordinary action which directly contributed to the actual saving of a life.&nbsp;

Three awards were given earlier this month for events which involved two Reno County Deputies and a Kansas State Trooper.

The officers honored were Jeffrey Schawe, Kansas Highway Patrol, and Levi Conard and Derrek Berg, Reno County Sheriff’s Office.

On March 29, 2023, a Be On the Look Out (BOLO) was put out by McPherson County for a suicidal female.  The BOLO advised the subject was driving a silver Hyundai Santa Fe with an Illinois plate.  McPherson County attempted to ping the subject’s phone and the locations were in the northwest corner of Reno County.  Trooper Schawe started to the area to see if he could locate her.  As multiple other units were looking in the northern parts of Stafford and Reno counties, Trooper Schawe began to look within the Quivira Wildlife Refuge, which is just inside northeast Stafford County.  

As Trooper Schawe entered the refuge from the east, he saw a silver Hyundai Santa Fe with a matching Illinois tag parked on the side of the road.  Trooper Schawe approached the vehicle and found it to be locked, running, and a female was lying in the very back seat.  A short time later, Deputies Conard and Berg arrived on scene and one of them could see bleach bottles on the rear floorboard.  Trooper Schawe could see that she was breathing and moving while lying in the back third row seat, but she would not respond to the officers on-scene.  

Due to the possibility that she created a toxic gas in attempts to kill herself, Trooper Schawe broke the front passenger side window that was facing the north as there was a strong south wind.  As soon as Trooper Schawe broke the window, he could smell a strong chemical odor coming out of the vehicle, and he could hear her coughing and hacking in the back seat.  Trooper Schawe then went around to the driver’s side and broke the driver side front window.  After a short period of time, Deputies Conard and Berg and Trooper Schawe opened the rear doors and back hatch to give the female as much fresh air as possible.  

Deputies spoke to the female, but she refused to come out of the vehicle, stating that she wanted to be left alone.  Eventually she came close enough to an open door and Deputy Conard’s quick thinking and reaction allowed him to grab hold of her and with assistance from Deputy Berg, remove her from the vehicle.  

For extraordinary action which directly contributed to the actual saving of a life, Jeffrey Schawe, Levi Conard, and Derrek Berg each received the Silver Award.

VALOR award recognized by County Commission

HARVEY COUNTY — Sunday night's storms made a dent on the three Harvey County parks, but staff has worked hard to clear debris earlier in the week to get the grounds ready for camping, fishing, hiking and more.&nbsp; 

The power has been restored at West Park. The bait shop has been restocked and will be ready for customers through the holiday weekend, as will the East Park bait shop.

At this time, the lake at East Park remains under a harmful algal bloom warning. If that status changes heading into the weekend, Hutch Post will update the status when KDHE puts out their release on Friday afternoon.
