Today's "Throwback Thursday Collection" is entitled "When streetcars rode the rails."

This article is not about an address location but rather the topic of Hutchinson's public transportation system.

On June 5, 1886, John Severance (Severance Street's namesake) was granted a 21-year franchise to construct, maintain and operate a street railway in Hutchinson.

At first, the railway cars were either horse or mule drawn. The first photo shows one of those railway cars on Main Street in front of the Missouri-Pacific railway station at Avenue C and Main in 1903, complete with a coal stove for winter warming.

In 1906, the streetcar line franchise was let to Emerson Carey and electrified. The second photo shows opening day on Sept. 1 of the electric trolleys, complete with a band.

The third photo shows car #52 and drivers in 1910.

The fourth photo shows car #57 on the turntable.

The fifth photo shows car #58 in front of the Carnegie Library at 5th and Main being piloted by B.F. Reger (Perry Reger's grandfather) in 1915.

Hutchinson was one of the first cities in Kansas to have electric trolleys. The sixth photo shows the current form of public transportation (the RCAT buses) housed at Ave. B and Adams in front of the transfer station.

&nbsp;Reno County property owners with past-due 2024 real estate taxes have until 4:30 p.m. on Thursday, July 31, 2025, to make payment and avoid having their names published in the newspaper as delinquent taxpayers.

Payments made after the July 31 deadline will incur additional interest charges and publication fees, which will be added to the outstanding balance.

County reminds owners with overdue property taxes of deadline

U.S. Representative Tracy Mann called the recently signed "Big Beautiful Bill" a major step forward for Kansas agriculture, aviation, and tax policy, in an interview on the BW Morning Show. Signed by President Donald Trump on July 4, the bill includes several provisions Mann described as “Farm Bill 1.0,” laying the groundwork for a broader, long-term farm package later this year.

“There’s still more to do,” Mann said, “but we were able to deliver a lot of wins for Kansas producers.” Among those wins: stronger crop insurance protections, updated reference prices indexed to inflation, and significant estate tax relief for generational farms.

The estate tax exemption was raised to $15 million per person, or $30 million for a married couple, indexed to inflation. “That’s going to exempt out many of our producers so they won’t have to worry about estate taxes,” Mann said.

Additional agricultural investments in the bill include federal funding for animal health research, support for the livestock industry, and tax policy changes that Mann said lock in “the biggest tax cut in history for middle and working-class Americans.”

Mann, who serves on the House Agriculture Committee, said a follow-up bill—dubbed “Farm Bill 2.0”—is expected this fall to finalize so-called “orphan programs” that weren’t included in the July package. These include conservation efforts like the Conservation Reserve Program (CRP), along with ag research initiatives.

He also addressed concerns about the structure of farm legislation. “Eighty-one percent of the Farm Bill is food and nutrition programs,” Mann said, referring primarily to SNAP benefits. The new law includes reforms requiring work for able-bodied adults without dependents to receive SNAP benefits.

Mann also touched on provisions benefiting Kansas’ second-largest industry—aviation. As a member of the House Transportation and Infrastructure Committee, he noted that the bill included a “down payment” on modernizing the nation’s air traffic control system and locked in low corporate tax rates important to aviation companies and their customers.

Reflecting on the first six months of President Trump’s second term, Mann praised progress on immigration, citing a record-low number of illegal border crossings in June, and efforts to reduce the size of the federal government.

“Promises made, promises kept,” Mann said.

The representative also addressed the Trump administration’s use of tariffs to renegotiate global trade agreements. He said the strategy—while not ideal in a free-market economy—has led to new export opportunities for U.S. beef and ethanol, particularly with the United Kingdom and the European Union.

Looking ahead, Mann said Kansas farmers are facing challenging margins due to high input costs and low crop prices, though weather conditions so far point to a potentially strong fall harvest.

He closed by highlighting key tax reforms in the law, including exemptions from taxes on Social Security for most seniors, as well as new provisions eliminating federal taxes on tips and overtime.

“These are really important provisions that are now signed into law—and they’ll be permanent,” Mann said.

With President Trump’s signature, the wide-ranging reconciliation package—referred to by some as the “Big Beautiful Bill”—has officially become law, delivering long-overdue relief for Kansas farmers and rural communities.

While much of the public attention focused on other provisions, U.S. Senator Jerry Moran, a member of the Senate Agriculture Committee, highlighted how the law incorporates key elements of the long-delayed Farm Bill—provisions that are vital to the state’s agricultural backbone.

“This legislation includes the bulk of what’s traditionally known as Title One of the Farm Bill—the safety net that helps farmers keep going when market conditions make it nearly impossible to turn a profit,” Moran said in a recent interview. “This is something they can take to their bankers to secure financing and get operations moving for the new year.”

It has been seven years since the last Farm Bill was passed in 2018. In the interim, Kansas farmers have faced rising input costs for fuel, fertilizer, labor, and interest, while commodity prices have remained low. Moran said the resulting economic pressure has left many producers operating at a loss.

“The agricultural sectors in Kansas are getting squeezed,” Moran said. “This new law offers stability at a time when it's desperately needed.”

Moran also noted recent discussions with farm advocacy groups—including representatives from the soybean, sorghum, corn, and grain industries—who visited Capitol Hill to stress the urgency of relief. “Even if you're not a farmer, communities across Kansas depend on agriculture. Towns like Sylvia or Larned are deeply tied to whether or not local farmers are successful,” he said.

Alongside the new law, farmers are also benefiting from emergency disaster assistance passed by Congress last December. That funding is now available through local Farm Service Agency (FSA) offices and includes support for both weather-related losses and broader economic hardships.

“While recent rains have eased drought conditions in much of the state, the long-term damage remains,” Moran said. “Programs like this are making a real difference on the ground right now.”

The legislation also marks progress in a longstanding policy goal for Moran—permanently repealing the federal estate tax, commonly referred to as the “death tax,” for family farms and small businesses.

“Too many families have been forced to sell land or assets just to pay taxes after the death of a loved one,” Moran said. “These are businesses that are asset-rich but not necessarily income-rich. The new law helps ensure family operations can continue into the next generation without being penalized.”

Moran called the new law “a lifeline for Kansas,” and said its impact will be felt not just in the fields, but across every small town and rural community that depends on a strong and stable farm economy.

“Whether you live in Hutchinson or a town of a few hundred people, if agriculture suffers, the entire community feels it,” he said. “This law brings much-needed security to our farmers—and by extension, to all of Kansas.”

Moran talks ag protection in reconciliation bill 

Hutchinson City Councilman Scott Meggers discussed a wide range of ongoing city projects and priorities in a recent interview, highlighting progress on local infrastructure, budget decisions, and economic development efforts.&nbsp;

Among the positive updates, Meggers said construction on the hotel and the Landmark Apartments is moving forward on schedule. The Landmark project is set to open next year, while the hotel could open as soon as late 2025.&nbsp;

“We’re really excited to see these projects taking shape. It’s great news for downtown revitalization,”&nbsp;Meggers&nbsp;said.&nbsp;

Facing budget pressures, Meggers confirmed that city leadership is reviewing expenses to maintain services without increasing the revenue-neutral rate. City Manager Enrico Villegas has been examining possible cuts, including delaying vehicle purchases and evaluating positions that may not be replaced following retirements.&nbsp;

“You don’t want to make cuts, but sometimes you have to find areas to scale back that won’t disrupt operations,”&nbsp;Meggers&nbsp;explained.&nbsp;

Wastewater Treatment Plant, Infrastructure Needs&nbsp;

Council members recently toured Hutchinson’s aging wastewater treatment facility.&nbsp;Meggers&nbsp;said the city’s engineering team is evaluating needed repairs and upgrades to bring the plant up to modern standards.&nbsp;

Additional infrastructure work is also underway, including ongoing improvements at the Woody Seat Freeway project. Meggers said wet weather and recently approved bridge work may cause some delays but that progress is steady.&nbsp;

Economic Development Role Reimagined&nbsp;

Meggers&nbsp;expressed support for a proposed joint economic development position between the city and the Hutchinson/Reno County Chamber of Commerce. He said the move could streamline efforts to attract businesses and encourage coordination between the city, chamber, and county.&nbsp;

“I used to work at the chamber, and I saw how often efforts were happening in silos,” he said. “Bringing that role into the city can help us move faster when new opportunities come up.”&nbsp;

Dangerous Structures, Property Cleanup&nbsp;

The council continues to address dangerous and unsafe structures across the city.&nbsp;Meggers&nbsp;praised progress at the “worm farm,” a previously neglected property that’s now been removed from the unsafe structure list after compliance with city requests.&nbsp;

At the August 5 city council meeting, 10 more properties are on the agenda for review, with some already opting for demolition or applying for permits.&nbsp;Meggers&nbsp;emphasized the importance of property upkeep for safety and beautification.&nbsp;

Meggers talks infrastructure, budget and more 

U.S. Senator Jerry Moran says reforms in the newly passed budget reconciliation bill—commonly referred to as the “Big Beautiful Bill”—include critical protections for rural Kansas healthcare and reinforce long-term access to Medicare and Medicaid for Kansans.

Speaking in a recent interview from Washington, Moran said concerns about potential cuts to Medicare are unfounded.

“It was pretty much hands off. Don’t touch Medicare,” Moran stated. “There’s nothing in this bill that negatively affects seniors currently receiving Medicare benefits.”

However, the legislation does introduce future reforms to Medicaid eligibility. Moran explained that individuals applying for Medicaid in the future—not current recipients—must meet new work requirements and legal residency standards.

“Applicants must be in the country legally and must be willing to work if they are able to.” he said. "The work requirement is 80 hours a month, unless they're students or caregivers."

Moran, a senior member of the Senate Agriculture and Appropriations Committees, emphasized the bill’s significance to rural healthcare. He said ensuring continued Medicaid funding was vital to keeping rural hospitals and clinics open—especially in Kansas.

“Keeping our hospital doors open, our pharmacies on Main Street, and our medical professionals in rural communities is essential,” he said. “Without them, seniors can’t stay in their hometowns, and young families won’t choose to move there.”

Moran highlighted a key provision that delays previously proposed Medicaid reimbursement cuts until 2028. That delay, along with new language in the bill, allows Kansas to continue applying for enhanced Medicaid funding passed earlier by the state legislature.

He said the bill secures up to $4.9 billion in additional Medicaid reimbursements for Kansas over the next 10 years, including specific support for critical access hospitals in rural areas.

“We designed it so Kansas could still benefit from programs already in motion, while also opening the door to new federal dollars,” Moran said.

The legislation also creates a newly funded national program aimed at bolstering rural hospitals, with Kansas expected to receive a significant share.

In closing, Moran reiterated his commitment to preserving healthcare access in rural communities:

“Whether it's Medicare, Medicaid, or general health services, I’m all in on making sure Kansans—especially in our small towns—have access to care close to home.”

MARC JACOBS Hutch Post&nbsp; The USD 308 Board of Education approved a new teacher contract with NEA-Hutchinson on Monday evening, along with several facility upgrades and agreements with community partners.

The newly ratified agreement increases the base salary for district teachers by $2,900. Starting pay for a new teacher with a bachelor’s degree will now be $49,500. Experienced educators holding a master’s degree plus 60 credit hours and 16 years of service could earn up to $74,799. The district will also contribute $615 per month toward employee health insurance premiums.

The contract also establishes supplemental stipends for coaching and extracurricular activity roles, ranging from $723 for an assistant Key Club sponsor to $8,062 for the high school head football coach.

In other action, the board approved the district’s Cardiac Emergency Plan and greenlit multiple facility improvement projects. These include the $29,667.55 purchase of a rooftop HVAC unit for the Hutchinson High School north gym and $25,667.55 for solar shades to be installed in 20 classrooms at Faris Elementary, which includes the removal of existing blinds.

The board also approved a slate of partnership agreements with local and regional organizations. These include the Boys &amp; Girls Club of Hutchinson, ESSDACK, JAG-K, McAdams Academy, Reno County Education Cooperative #610, Salthawk Community Support at Trinity United Methodist Church, United Way of Reno County, and a swimming pool rental agreement with the YMCA.

“This is our biggest fundraising event of the year,” said Major DJ James, who leads the Hutchinson Salvation Army. “It’s a great night of connection and community that allows us to keep helping people year-round.”&nbsp;

The dinner will be catered by Salt City Brewing Company, with Hutchinson Regional Medical Center President and CEO Benjamin Anderson delivering the keynote address. The silent auction will include a range of items, from gift cards and baked goods to family passes to the Kansas State Fair and an inflatable kayak — currently occupying space in Major James’ office.&nbsp;

The USD 308 Board of Education will meet at 6 p.m. at the district’s administrative center.  On the agenda is approval of a new teacher contract with NEA-Hutchinson that includes salary increases and improved health insurance support for district employees. 

The proposed agreement would raise the base salary by $2,900, bringing starting pay for new teachers with a bachelor’s degree to $49,500. Educators with a master’s degree, 60 additional credit hours, and 16 years of experience could earn up to $74,799. The district would also contribute $615 per month toward employee health insurance premiums. 

The contract also establishes supplemental pay rates for coaching and activity roles. The stipends range from $723 for an assistant Key Club sponsor to $8,062 for the high school head football coach. 

Also on the action item portion of the agenda is the presentation and possible approval of the district’s Cardiac Emergency Plan.   

On the superintendent’s consent portion of the agenda is consideration for replacement of the roof top HVAC replacement on the high school’s north gym.  The proposal from Trane is $29, 667.55.  Also, the approval of funding for solar shades to be installed in 20 classrooms at Faris Elementary.  The proposal from Schammerhorn Custom Window Treatments is for   $$25,667.55 and includes the installation of the new shades and removal of the existing blinds.  

The agenda also includes multiple agreements with community and educational partners. These include partnerships with the Boys &amp; Girls Club, ESSDACK (Educational Services and Staff Development Association of Central Kansas), JAG-K (Jobs for America’s Graduates–Kansas), McAdams Academy, Reno County Education Cooperative #610, Salthawk Community Support at Trinity United Methodist Church, United Way of Reno County, and swimming pool rental agreement with the YMCA.

USD 308 BOE to consider NEA contract at meeting 

A former Hutchinson Monarchs player was killed following a shooting in Kansas City, Kansas, on Saturday.&nbsp; Deputy Elijah Ming was a 9-year veteran of the Wyandotte County Sheriff’s Office.&nbsp;

Ming, 34, was critically wounded around 3:45 p.m. while responding to a call for assistance at a residence in the 2600 block of South 30th Street. A woman had contacted law enforcement seeking help to move out, citing threats involving a firearm made by a man at the home.

Ming and a Kansas City, Kansas, police officer arrived at the scene when the shooting occurred. Ming was rushed to a nearby hospital with life-threatening injuries. The suspect, identified by the Kansas Bureau of Investigation as 40-year-old Shawn Harris, barricaded himself inside the home, prompting a standoff that lasted approximately two hours. Harris was eventually shot when he exited the home; his condition has not been released.

Shortly after 8 p.m., police confirmed that Ming had succumbed to his injuries.

In addition to his service in law enforcement, Ming was remembered for his days as a player with the Hutchinson Monarchs baseball team. The organization shared a heartfelt tribute on social media, recalling his “quiet confidence,” dedication to a future in law enforcement, and the joy he brought to the dugout during NBC World Series tournaments.

“Elijah’s smile could light up a room,” the team wrote. “He will be greatly missed by all who knew and loved him.”

Ming’s death marks another tragic loss for the Wyandotte County Sheriff’s Office, which has faced multiple line-of-duty deaths in recent years. Community members, fellow officers, and friends have expressed condolences and shared memories of Ming’s faith, service, and impact. field.

An investigation into the shooting is ongoing. Funeral arrangements for Deputy Ming have not yet been announced.

Former Monarchs player killed

RENO COUNTY, Kan. — After years of drought and dwindling water levels, Cheney Lake has returned to its full conservation level, thanks to consistent late spring and early summer rains.&nbsp;

As of Sunday afternoon, the reservoir reached 1,421.6 feet—the top of its conservation pool. It marks the first time in more than three years the lake has hit this milestone. The last time Cheney Lake stood at this level was July 14, 2022, 1,109 days ago.&nbsp;

Throughout the spring, lake levels saw steady improvement. On April 28, the lake measured 1,413.61 feet, nearly 8 feet below the conservation threshold. By May 27, it had risen to 1,414.94 feet, and by June 30 it had surged to 1,421.19 feet—just 0.41 feet shy of the top level. By July 25, the reservoir was within 0.31 feet of full.&nbsp;

Cheney Lake serves as a regional hub for fishing, boating, and camping. Its rebound is a welcome sight for outdoor enthusiasts and water managers alike.&nbsp;

The Cheney Lake Watershed spans 633,000 acres across five counties—Reno, Stafford, Pratt, Kingman, and Kiowa—and is primarily fed by the North Fork Ninnescah River. Over 99% of the watershed is used for agriculture, making precipitation a vital component for both water supply and land productivity.&nbsp;

In addition to the North Fork Ninnescah, the reservoir is sustained by several tributaries, including Silver Creek, Goose Creek, Wolf Creek, and Red Rock Creek.&nbsp;

While the conservation level has been restored, the lake remains well below its flood pool capacity, which tops out at 1,429.0 feet. Nonetheless, the rainfall has provided a much-needed boost to water resources in the region.&nbsp;

The National Weather Service has issued a Heat Advisory for a large portion of Kansas, warning residents to brace for dangerously hot conditions from noon to 8 p.m. on Sunday.

According to the advisory, heat index values could climb as high as 108 degrees, posing risks for heat-related illnesses such as heat exhaustion and heat stroke.

Those who must be outdoors are encouraged to schedule activities for early morning or evening and to take frequent breaks in shaded or cool areas.

KANSAS — July 26, 2025 — Federal education officials have announced the release of more than $5 billion in previously withheld education funds nationwide, with Kansas set to benefit ahead of the 2025-2026 academic year.

The U.S. Department of Education (ED) had frozen approximately $45 million in education funds for Kansas earlier this year, part of a broader delay involving grants approved by Congress. Those funds are now being released and include critical support for migrant students, teacher training, English learners, and academic enrichment.

The Associated Press said on Friday that the Trump Administration is releasing billions of dollars in withheld grants for schools. These include:

&nbsp; Last week, the Education Department said it would release $1.3 billion of the money for after-school and summer programming. Without the money, school districts and nonprofits such as the YMCA and Boys &amp; Girls Clubs of America&nbsp;had said they would have to close or scale back educational offerings this fall.&nbsp;&nbsp;

During the 2024-2025 school year, Kansas received approximately $42.9 million through these Title programs. Final allocations for the 2025-2026 school year are expected to be announced next week.

The restoration of funding comes as a relief to school districts and community programs across Kansas, many of which had been forced to make contingency plans in anticipation of potential budget shortfalls.

Hutch Post reached out to Buhler USD 313 and Hutchinson USD 308 to see if they had received any official notification from the KSDE.&nbsp; Cindy Couchman of Buhler USD 313 told us via email, "KSDE has not sent us anything official yet."&nbsp; and Hutchinson USD 308 Director of Communications Marketing and Public Relations Stacy Goss sent us the following statement:&nbsp;

 </ul>&nbsp; Last week, the Education Department said it would release $1.3 billion of the money for after-school and summer programming. Without the money, school districts and nonprofits such as the YMCA and Boys &amp; Girls Clubs of America&nbsp;had said they would have to close or scale back educational offerings this fall.&nbsp;&nbsp;<a href="https://hutchpost.com/posts/54c47dc0-c7c5-4a5c-8f88-bd654a0193c5">LINK:&nbsp;Education Department will release some frozen grants supporting after-school, summer programs</a>During the 2024-2025 school year, Kansas received approximately $42.9 million through these Title programs. Final allocations for the 2025-2026 school year are expected to be announced next week.The restoration of funding comes as a relief to school districts and community programs across Kansas, many of which had been forced to make contingency plans in anticipation of potential budget shortfalls.Hutch Post reached out to Buhler USD 313 and Hutchinson USD 308 to see if they had received any official notification from the KSDE.&nbsp; Cindy Couchman of Buhler USD 313 told us via email, "KSDE has not sent us anything official yet."&nbsp; and Hutchinson USD 308 Director of Communications Marketing and Public Relations Stacy Goss sent us the following statement:&nbsp;<figure>
