HUTCHINSON, Kan. — On Tuesday, September 17th, Waldron Street will be closed to thru traffic between E. 17th Ave and just south of E. 20th Ave. 

The 2024 Arterial Street Maintenance Project involves surface milling, concrete base patching, asphalt pavement overlay, and new pavement marking. On Tuesday, traffic will be detoured to N. Lorraine St. and E. 20th Ave. Local traffic can still access Waldron Street from N. Waldron.

After Tuesday, Waldron Street will be partially open with lane changes, lane reductions, traffic flaggers, and active construction. The entire project is expected to last approximately 3 weeks.

HUTCHINSON, Kan. — The Hutchinson City Council will hold the hearing for the establishment of a STAR Bond District on Tuesday, September 17 at 5:30 p.m.

The hearing will consider establishing a STAR Bond District along 11th and 17th and along Main, to encompass the Cosmosphere, the new Hilton Garden Inn area and the area surrounding the Landmark Building for the purposes of projects at the Cosmosphere, the Landmark and Memorial Hall.

This public hearing step is crucial, but it is just the beginning of a longer process to bring these projects to fruition.

STAR Bond Approval Process: The approval process for STAR Bonds involves several steps:

The tax rates in those areas will not go up from what was already planned. The STAR Bonds will be paid back through the additional visitors to those areas.

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas wants those who are interested in going elsewhere for the holidays to work on those plans.

"It's definitely time to start looking at Thanksgiving and year-end holidays and making your plans now," Steward said. "Book those flights, book those rental cars, hotels, cruises, whatever you might have in mind for holiday travel."

AAA advises booking as soon as the decision is made to travel, increasing the opportunity for a positive, stress-free experience.

"We've had a record breaking travel summer," Steward said. "We don't anticipate there being much of a drop off, if not any at all. Almost every aspect of travel is in high demand right now. Cruises are selling out. Air travel has been at record levels this past summer. Since May, the Transportation Security Administration has recorded its ten busiest days in the agency's history."

The latest findings from the Family Travel Association indicate a continued, strong desire for family travel and certainly Thanksgiving and the year-end holiday period will be no exception.

"Family travel is fun," Steward said. "It certainly requires some logistics planning. AAA has developed a website called <a href="https://familytravelpassport.com/">Family Travel Passport</a>, which helps parents and kids work together to explore options, figure out what they like and help them plan destinations that they may be interested in, not only for the end of this year, but in the future."

WSU to hold economic events in Hutch Post area

NEWTON, Kan. — The City of Newton offers a Sidewalk Repair Rebate Program for property owners who receive a sidewalk violation notice from the City. 

These owners are eligible for a rebate of up to $3.50 per square foot of sidewalk repaired or replaced, up to a total of $800 per street frontage. A Corner lot with a sidewalk along both streets could be eligible for up to $1,600.&nbsp;

The property owner is responsible for completing repair work to City specifications and submitting an application for the rebate program to the City.

Only property owners who receive official&nbsp;notice from the City of Newton to make repairs to their sidewalks are eligible for the program. Rebates will be available on a first come, first served basis until all funds budgeted for the program are exhausted.

KINGMAN COUNTY —One person was injured in an accident just after midnight early Sunday in Kingman County.

The Kansas Highway Patrol reported a 2006 Ford Super Duty driven by Colton Tuff&nbsp;Johnson, 24, Afton, was southbound on South East 60th Street six miles south of U.S. 54.&nbsp; The pickup rear-ended a 2018 Toyota Tacoma driven by Lyle Eugene&nbsp;Rhoades, 66, Wichita, who&nbsp;was stopped at the stop sign at South East 100 Avenue.

EMS transported a passenger in the Toyota, Debra K.&nbsp;Rhoades, 70, Norwich, to a Wichita hospital.

The drivers were not injured.&nbsp; All three were properly restrained, according to the KHP.

<a href="https://concurrentllc.com/concurrent-plans-to-develop-200-megawatts-of-battery-storage-in-kansas-to-improve-southwest-power-pools-grid-reliability">In October 2023, Concurrent LLC</a> announced the submission of a transmission-level battery energy storage system (BESS) interconnection application to Independent System Operator (ISO) Southwest Power Pool (SPP) in Halstead, Kansas in the Halstead Industrial Park.

The project, named Tallgrass Prairie Energy Center, has a planned capacity of 200-megawatts(MW) and up to 800-megawatt-hours(MWh), enough energy to power approximately 200,000 homes for up to 4 hours.

The Lithium-Ion battery facility, which would electrically interconnect into Evergy’s transmission system, will help to relieve excessive demand on the electrical grid by storing renewable energy being generated at times where energy demand is low and allowing it to be delivered when demand is high. This enables the system to function as a critical backup resource to other types of generation that help to keep electricity costs down and prevent power outages.

LYONS, Kan. — Following the retirement of Ed Truelove, the City of Lyons is seeking a new City Administrator.

According to the recruitment profile from the Austin Peters Group, the City Administrator was established in Lyons by ordinance in 1970.

Lyons is a city of the second class by Kansas Statute and operates under the Mayor/Council/Administrator form of government. The mayor is elected at-large and the eight city council members are elected to overlapping terms.

There will be a municipal election in November 2024 and the Mayor and four council positions are up for election. Three incumbents have chosen not to run for reelection.&nbsp; 

Qualified persons are invited to apply by Oct. 4, 2024.&nbsp;

HUTCHINSON, Kan. — As part of his town hall meeting in Dillon Hall in the Encampment Building at the Kansas State Fair Saturday night, Kansas U.S. Senator Dr. Roger Marshall said he's been trying to get a bill voted on to require proof of citizenship at the federal level, and he gave an update on that.

"Chuck Schumer is not going to let us even vote for it on the Senate," Marshall said. "The House has already passed it, and they've attached it to the year end funding. Again, I'm trying not to bore you with all the politics of this. But the government's going to run out of money at the end of September. So they were trying to use that as leverage, saying, OK, we've got to pass funding to the government. Let's attach this bill to it that requires proof of citizenship when you register to vote. Chuck Schumer has had a fit and says he's going to blame the Republicans if we shut the government down, so I'm afraid it's stuck."

Ultimately, they have to pass a funding bill, but it's probably going to be a continuing resolution until the new Congress is seated.

"We're trying to keep the government open," Marshall said. "The fiscal year ends on September 30th. It's always disappointing to me that we get up to these strike midnight moments and we haven't done anything yet with it. Again, that's preplanned, though. This is exactly what Chuck Schumer wants. This is what the White House wants. They want to write the funding for the next year. I think where Republicans are at this point is to do what we would call a continuing resolution and fund it from now until the end of December and see what happens with the elections."

Marshall is hopeful that Republicans can win the White House and retain control in the House while getting control of the Senate.

Marshall sees CR on the horizon

INMAN, Kan. — The Inman Heritage Museum hosted a ribbon cutting ceremony for the newly finished Inman Harvest Mural on the Inman Grain Elevator on Friday.

The project commemorates the 150th anniversary of immigrants bringing Turkey Red wheat to Kansas, with Inman having a rich history with custom harvesting.&nbsp;

Marci Penner, the Executive Director of the Kansas Sampler Foundation was in attendance and had a simple, but strong message.

"We need to let this mural be a symbol of thinking big," Penner said. "Because of this mural, people will be coming into Inman, and they will wonder what we're all about. We're proud of what we have in our origins. I think what the museum is doing is also thinking big, so I hope we can get behind that and continue great things for Inman."

The mural was designed and painted by Mindy Allen, of Mindy's Murals. Allen took the design from her iPad onto the 108-foot tall and 49-foot wide grain elevator.

"I have to use a grid and so for this one with the size of it I used Doodle Grid," Allen said. "So basically doodle all over the wall and then I take a photo of those doodles, layer them over the top of the image and make it so I can see both, and then I can draw from that."

During the fundraising process of making the project happen, the Inman Heritage Museum received a $7500 grant through the "Rural Mural Program" from the Office of Rural Prosperity through the Kansas Department of Commerce.&nbsp;

"When we saw this application come in at the Office of Rural Prosperity, we were practically doing cartwheels down the hallway," Director of Rural Prosperity Trisha Purdon said. "Those of you that worked tirelessly to put this together, put together something so impactful, so huge, that the whole state, the whole country took notice."

Allen started the project in Inman in early June and finished the product in mid-July. The Junction City-based artist spent many hours in Inman.

"We would usually start around 7-7:30 and then work until about 2:30-3, somewhere in there," Allen said. "I don't know how many hours that is, but usually anywhere between seven to 10 hours is what I would work."

The project all came about in a quick time period after Allen was first contacted.

"When Ron (Regehr) first started talking to me about it, he kind of gave me his thoughts and ideas,"Allen said. "I did a design and he took it back to the others, and then to be able to know that was the initial talk and that I was excited about it, but not really sure to be able to see it become a reality is just amazing."

With the mural painted on the western side of the Inman Grain Elevator, Allen didn't have to battle too much of the Kansas sun, but she did have some challenges.

"The most difficult part is just having to deal with the weather," Allen said. "The wind, the rain, needing to take time off for that, or work in the wind, even though its difficult. The heat with this one wasn't so much of an issue, because the side the building faces, so we were in the shade a lot of the time."

The turnout for the ribbon cutting ceremony surprised Allen.

"It makes me feel like I'm on cloud nine," Allen said. "I never expect it and then when I come and there are all of these people to recognize it and pay tribute to it, it just makes me feel so special to be able to have been a part of it."

 </figure>SEAN BOSTON Hutch PostINMAN, Kan. — The Inman Heritage Museum hosted a ribbon cutting ceremony for the newly finished Inman Harvest Mural on the Inman Grain Elevator on Friday.The project commemorates the 150th anniversary of immigrants bringing Turkey Red wheat to Kansas, with Inman having a rich history with custom harvesting.&nbsp;Marci Penner, the Executive Director of the Kansas Sampler Foundation was in attendance and had a simple, but strong message."We need to let this mural be a symbol of thinking big," Penner said. "Because of this mural, people will be coming into Inman, and they will wonder what we're all about. We're proud of what we have in our origins. I think what the museum is doing is also thinking big, so I hope we can get behind that and continue great things for Inman."The mural was designed and painted by Mindy Allen, of Mindy's Murals.  </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. —Data from AAA says it is more expensive to own a new car this year than it was last year."AAA's annual Your Driving Costs study reveals that the total cost to own and operate a new vehicle is up to $12,297," said Shawn Steward with AAA Kansas. "That's an increase of $115 from 2023. Some of the leading culprits in that rise are depreciation and finance charges of the vehicles."With automakers adding more vehicle choices with major redesigns, AAA advises buyers to consider various factors associated with owning and operating a new vehicle to fully understand ownership costs."The sales weighted average price for a new vehicle is $38,883," Steward said. "That's an increase of a little over 1% over last year."On average, cars in this year's YDC lose $4,680 in value through depreciation annually.&nbsp;"Half-ton pickups are the most expensive to operate, followed by electric vehicles in general," Steward said. "Medium SUVs are third highest in cost. If you're looking at least expensive to operate, gas powered small sedans, followed by hybrid vehicles and then sub-compact SUVs."If you are buying a new car,&nbsp;create a monthly or annual budget and factor in ownership and operating costs before purchase.
