HUTCHINSON, Kan. — The Hutchinson Community College Board of Trustees met for the final time for the school year on Thursday. The Board received a tour and an update on the renovation of the student dining facility in the Parker Student Union.&nbsp;&nbsp;

The $5.2 million facelift includes a new dining and kitchen area, remodeling the basement recreation and meeting areas, and making overall needed improvements. The project is currently on target for an early August completion.

The Board also received an update on its strategic planning initiatives from Dr. Tricia Paramore and a report from Ken Baker, General Manager of Radio Kansas, on the success of their recent fundraiser, especially considering the current economic environment.&nbsp; In addition, the Board received a curriculum report on updates for the 2020-21 academic year and approved several items of routine business.

HUTCHINSON, Kan. — School is nearing its end in a most unusual fashion but even with that its time again to start thinking about next year.

There are several things you can do during the summer to prepare for the new school year. First, if you have an athlete who will participate in Grades 7 to 12 sports, they need to have a physical done after May 1 and fill out the athletic participation form. 

Additionally, state law requires all students up to the age of nine submit evidence they have undergone a health assessment prior to entering kindergarten or before enrolling in the district for the first time. 

Students without such evidence shall provide one of the following per state law. A written statement signed by one parent or guardian that the child is an adherent of a religious denomination whose religious teachings are opposed to such assessments, or a written statement signed by one parent or guardian that such assessment will be scheduled and completed within 90 days after admission to school.

Second, there are several milestone vaccinations that must be administered prior to enrollment for the 2020-21 school year. Proof of these vaccinations must be provided to the district prior to enrollment.

Vaccinations are available locally at the Reno County Health Department, doctors’ clinics and many pharmacies. Make sure you get a copy of all vaccinations and share that with the district. Doctors’ offices and others do no automatically share this information with the district.

Things students will need for the next school year

HUTCHINSON, Kan. — Underground Vaults &amp; Storage, Inc., a privately-owned company that began as a secure storage provider in the Hutchinson salt mine, is changing its public name to “UV&amp;S.” The company says the shortened name better positions it to highlight the tremendous growth and diversification of the company over the past 10 years beyond just underground storage. 

UV&amp;S now owns a destruction and recycling company, provides IT services and data center solutions for global clients, and has recently branched out into event branding and logistics support for large-scale international festivals and conferences. UV&amp;S has 12 locations, with over 120 employees operating in the United States and the United Kingdom. 

The new brand alignment will have the company’s IT division, formerly known as Convergent, cease to use that name. This Wichita-based division was acquired in 2016 and provides IT solutions and operates a data center for worldwide clients. Additionally, Media Servicing, a London-based storage and events business acquired in 2019 will also stop trading under that name. 

Going forward, both of these divisions will be offered as part of UV&amp;S. All of the company’s services, offerings and locations will be consolidated and marketed on a retooled website found at www.UVSINC.com.

Kan. —&nbsp;As of Friday morning, Reno County has no active cases of COVID-19.

"We've held steady all this week at 41 total cases," said Nick Baldetti with the Health Department. "We now have 41 recovered, so we have zero active cases as of this morning for Reno County, which is fantastic."

Baldetti said at this point the goal to get ready for COVID-19 illness has been achieved.

"The policy of allowing us to prepare did what it was supposed to do," Baldetti said. "Our health care system is eminently prepared for whatever happens, in addition to the public health infrastructure. We did what we were supposed to do and we're ready."

Governor Kelly's decision Thursday in her slower opening of the state was surprising to Baldetti.

"For myself and for Reno County, we're ready to advance," Baldetti said. "We are very well poised and positioned in this community. The closures, the stay at home order was exactly that strategic retreat to regroup and plan and move forward."

With that said, people are still going to get sick from COVID-19 and if there is a large amount of communal spread, then that data will be dealt with at that time and current social distancing and protective measures need to be taken even during the phased reopening.

Baldetti: No active cases as of Friday morning, ready to move forward

Kan. —&nbsp;The Reno County Farmer's Market is getting started Saturday at 2nd and Washington in Hutchinson and things will be a little different due to COVID-19.

"We're going to have to change the physical layout just a little bit," said Sheila Corn with the Farmer's Market. "We'll just have two entrances, one at the front and one at the back. Our vendors will be spread out a little bit more, so that we can be social distancing, but we think that the market is going to go off pretty much like it always has."

The vendors that will be there should be able to fit in the space they have, while still being properly distanced.

"We were going to accept all the vendors that want to come," Corn said. "Some of our vendors are electing to stay home a little bit longer and some of them are having so many sales off of the farm, they don't have anything left to bring on Saturday morning."

Use some of the same precautions you would use if you were going to the grocery store.

"We'd like you, if possible, to send just one member of your household to the market to do your buying," Corn said. "Try to maintain your social distance. That way, our shopping density doesn't get too much."

The Farmer's Market will be open from 7:30 to noon Saturday with the first half hour dedicated to at-risk shoppers. Only vendors should touch the merchandise. No samples will be given.

A pursuit early Friday on K-61 in Reno County near Hutchinson resulted in an accident.

According to the Kansas Highway Patrol, Reno County Sheriff's Officers were pursuing a 2006 Pontiac G6 driven by 19-year-old Gabriel S. Mackay around 2 a.m. when it ran over stop sticks placed near mile marker 58. The car veered off the roadway into the ditch, struck a guy wire for a utility pole and overturned and came to rest on its wheels facing East.

Mackay was taken to Hutchinson Regional Medical Center with a suspected serious injury. He was not buckled up, according to the KHP.

Kansas officials have decided to delay moving into Phase 2 of the state's reopening plan, holding off on opening bars, concert venues and movie theaters.

Kansans won’t have to wait another week to go to the gym or the barber shop, but your neighborhood bar and local movie theater will stay closed until further notice.

Gov. Laura Kelly on Thursday modified her&nbsp;<a href="https://covid.ks.gov/wp-content/uploads/2020/05/Reopen-Kansas-Framework-043020.3.pdf">reopening plan</a>, citing a still-rising number of coronavirus cases.

"I said from the beginning that public safety must remain the top priority, which means that our reopening efforts must be driven by data, not dates," Kelly said in a statement.

Phase 2 was supposed to start Monday, allowing as many as 30 people to gather, as well as reopened bars (at 50% capacity, gyms, salons, tattoo parlors, movie theaters, community centers and sports tournaments.

But Kelly said circumstances can’t allow the full Phase 2 to start, so Kansas is moving into Phase 1.5 on Monday: Still no more than 10 people can gather at a time, but nail salons, barber shops, hair salons and tattoo parlors can open for pre-scheduled appointments. Also, gyms can reopen, but can’t hold in-person classes or make locker rooms available to customers.

In what will be welcome news to parents of high school seniors, graduation ceremonies are allowed, indoor and outdoor, as long as no more than 10 people are in one area at a time.

Under the middle phase, bars, night clubs and concert venues are still closed, as well as theaters, museums, community centers and “indoor leisure spaces.”

There is no specific targeted end date for Phase 1.5, though the&nbsp;<a href="https://npr.brightspotcdn.com/87/f8/9f72864244e682797b70ed261dc0/eo-20-31-re-open-phase-1.5.pdf">newest executive order</a>&nbsp;says it will “remain in force until rescinded” or until her emergency declaration expires.

The GOP-dominated State Finance Council extended that declaration through May 25 and has plans to change the&nbsp;<a href="http://www.kslegislature.org/li/b2019_20/statute/048_000_0000_chapter/048_009_0000_article/">emergency management</a>&nbsp;law next week. Some Republican leaders, like state Senate President Susan Wagle, have been critical of Kelly’s phased-in plan. They say the Democratic governor is moving too slowly and unnecessarily damaging the economy in the process.

“We won’t allow one dictator to determine everything,” she said this week. “We will have a check and a balance of powers.”

The move also pushes the so-called third phase of reopening, which would lift pretty much all restrictions on businesses, aside from limiting gatherings to 90 or fewer people.

Kansas has more than 7,400 cases of COVID-19, with about 700 hospitalizations and, as of Thursday, 164 deaths. Most of the clusters in Kansas come in the same kinds of places they show up nationally — nursing homes, prisons and meatpacking plants.

About 13% of the 57,000 people who’ve been tested in Kansas have come back positive, according to&nbsp;<a href="https://www.coronavirus.kdheks.gov/160/COVID-19-in-Kansas">Kansas Department of Health and Environment statistics</a>. The World Health Organization recommends testing enough people until 10% or fewer are positive. In Kansas, only about 20 people per 1,000 are being tested.

Kan. scales back next phase of reopening, but will allow haircuts, workouts

HUTCHINSON, Kan. — Formal charges have been filed against a Reno County man after his arrest last month on suspicion of sexual exploitation of a child.&nbsp;

Patrick White is charged with six counts of sexual exploitation of a child. White was arrested after deputies with the Reno County Sheriff's Department issued a search warrant on White’s home.&nbsp;

The warrant stemmed from the allegations from a separate law enforcement agency that was made aware of White’s ongoing suspicious activity. The crimes are said to have occurred between October of 2018 and February of 2020. Five of the six counts carry a maximum sentence of nine years in prison while the sixth count carries a maximum sentence of five years.

HUTCHINSON, Kan. —  A Hutchinson man has been arrested in connection with a shooting back on Feb. 28. 

Hutchinson police took 18-year-old Mathew Currie into custody on charges of aggravated battery along with two possible counts of possession of marijuana and interference with law enforcement.

Currie is believed to be the man who shot Dquanis Robertson in an apparent drug deal that went bad at the Sunflower Inn on East 4th Avenue. According to police, Robertson attempted to rob the residents when Currie pulled out a firearm and shot him in the arm. Currie then fled the scene. A warrant was issued for his arrest. Currie was located and taken into custody around 1:40 Wednesday afternoon.

HUTCHINSON, Kan.— The Hutchinson Fire Department responded to 324 E. Avenue A for a  reported structure fire just before 3:30 Thursday morning. 

Arriving units reported smoke at the rear of the house. Crews quickly brought the fire under control. The fire made its way into the basement, walls and attic. All occupants escaped the home without injury. The cause of the fire was from discarded charcoal briquettes.

The Hutchinson Fire Department wants to remind citizens to please use caution when discarding hot coals. In this case, briquettes were used two days ago and were discarded the evening before this incident.

Ashton is a 2018 graduate of Osborne High School. She graduated from HutchCC in May of 2020 with an Associate of Science degree and will be transferring to The University of Nebraska-Kearney to complete her studies in Finance. 

Grant is a 2018 graduate of Eisenhower High School in Goddard. He graduated from HutchCC in May of 2020 with an Associate of Science degree and will be transferring to Kansas State University to complete his studies in Agronomy. 

The Wes Christopher Ambassador of the Year Award is named in honor of Wes Christopher, a 2002 graduate of Hutchinson Community College and former ambassador who passed away in 2005 as the result of a motorcycle accident.

The Harvey County Health Department has confirmed its 14th case of coronavirus, or COVID-19, in Harvey County.

The confirmed case is a man in his 40s. The man was in contact with an individual with COVID-19 in another county.

Testing was completed by a private lab. The man is in home isolation. The Health Department will regularly monitor the individual, as well as follow up on all contacts.

As of Wednesday, the Kansas Department of Health and Environment reported 7,468 cases of COVID-19 in Kansas. That number does not include this new Harvey County case. Harvey County has had 14 total cases, including 10 confirmed and four probable cases. Of the 14 total cases, 11 have met recovery criteria.

The KDHE recently began including probable cases in its county case counts. At this time, the KDHE does not include two probable Harvey County cases in the State’s counts because of the KDHE’s testing standards for older tests. However, Harvey County includes them in its counts.

Kansas Gov. Laura Kelly has issued the State’s guidance for reopening, “Ad Astra: A Plan to Reopen Kansas.” The state is currently in the first phase of the guidance. The plan in its entirety can be found at covid.ks.gov.

The KDHE has a phone hotline available to answer questions or concerns regarding COVID-19 at 1-866-534-3463.

Case count in Harvey County now 14; 3 active

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti has not spoken to the local legislative delegation after the revelation yesterday that action is planned to limit the powers of Governor Laura Kelly as part of their work next Thursday in Topeka.

"I haven't had specific conversations with our local representatives or senator with regard to the actions or communication having come out in the last day or two," Baldetti said. "That being said, our local delegation has been very active locally in terms of local issues in response to COVID-19."

Baldetti, for his part, would like to see decisions made closer to home on COVID-19 policy.

"I think there's an application of regional data metrics that can be used to inform our decision making," Baldetti said. "I would generally advocate for a much greater leveraging of home rule and the ability of local jurisdictions to monitor their environment."

Baldetti says we're still not testing enough to rely on data points alone, but he likes that more information is coming and thinks the modeling that is happening is getting better.

"We are getting to a point where we can, in some respects, begin to model, based off of the real data that we have to this point to inform moving forward," Baldetti said. "The more we get real data, the more informed our modeling out in to the future becomes."

Right now, still under 2% of Reno County residents have been tested for COVID-19.

Lindstrom isn't getting out.

"I thought the Chairman was less than honest when he released this to the media," Lindstrom said. "He and I had spoken to each other on the phone about the campaign. Never once was I asked to step down on the phone when I talked to the Chairman."

Lindstrom understands he has a hill to climb to get people to know who he is, but he'd like the opportunity to climb it without interference.

"What I believe that this was doing was taking away the right of the people of Kansas to vote for who they want in the United States Senate," Lindstrom said. "It was being conducted by party bosses. I thought we resolved this issue."

Lindstrom believes that he is someone who understands the process without becoming beholden to it.

"I'm a successful businessman," Lindstrom said. "I have experience in public service, but I'm not a career politician. People have encouraged me to do this because they believe and I believe that we're looking for someone that has the right combination of authenticity, of toughness, of temperament and of business experience. We don't need another lawyer or career politician serving in Washington, D.C."

Lindstrom was a defensive end for the Kansas City Chiefs for eight years. He retired in 1986.

KSHSAA announces governor's senior scholars

RENO COUNTY —One person was injured in an accident just before midnight Wednesday in Reno County.

The Kansas Highway Patrol reported a 2010 Toyota Highlander driven by 33-year-old&nbsp; Jonathan David Broyles of Haven, was eastbound on K-96 one-half mile east of Yoder when the vehicle struck a a pedestrian identified as 40-year-old Billy Joe Greene of Hutchinson.

EMS transported&nbsp;Greene to Wesley Medical Center. 

Broyles was not injured and properly restrained at the time of the accident, according to the KHP.

Hutchinson man hospitalized after struck by SUV on K-96

HUTCHINSON, Kan. — Horizons Mental Health Center announced Wednesday that it is one of the recipients of the 2020 Impact and Capacity Grants (ICG) Initiative from the Kansas Health Foundation (KHF).

The ICG Initiative provides one-year grants of up to $25,000 for nonprofits mission-aligned with KHF, focused on COVID-19 response and recovery. There were 91 grants awarded, totaling more than $2 million. Horizons Mental Health Center was the recipient of a grant totaling $24,742.

The grant funding will be utilized to purchase the necessary technology needed to deliver the mental health services by tele video. Horizons staff will be able to provide the full array of treatment to clients including such services as individual therapy, medication management, case management and crisis management. The tools will enable Horizons staff to visually assess the mental health status of their clients and to maintain close contact with each person.

Horizons provides mental health services in Reno, Harper, Barber, Kingman and Pratt Counties. The staff provides more than 10,000 hours of direct services to its clientele each month.&nbsp;

HUTCHINSON, Kan. — With the supply chain for meat products being roughed up by the pandemic, many are turning away from grocery stores and turning to local processors. Yoder Meats is one of them. 

“Our retail business has been very busy, we’re seeing lots of new customers,” Yoder Meats Owner Chad Bontrager said. “People are coming in that are attracted by just the availability of meat that maybe they aren’t able to find in other places.”

Bontrager says more people are also looking at bulk purchasing to make sure they have an adequate supply down the road. While the company has seen an increase in consumer purchases, it has also experienced a slowdown in some areas, especially on the commercial side.

“Our wholesale accounts are primarily restaurants and so that has been very slow,” Bontrager said. “But we are starting to see that come back a little bit just this week. Some orders from those customers just kind of exploring and testing the waters to see how many customers they’re going to get into their restaurants and then how much product they might need from us.”

Bontrager says one area that they have been the busiest is in the animal processing sector with booking already extending into next year.

“We’re currently booking February moving into March in that part of the business, which is unheard of,” Bontrager said. “Normally as our busiest point, maybe we’re booking two months ahead, never nine or 10 months.”

For those who have never gone the route of a large meat purchase such as a bundle, Bontrager has some advice.

“We sell them all frozen, which is going to be perfect for the longer-term storage,” Bontrager said. “I wouldn’t hesitate to eat beef that has been frozen for up to a year and I wouldn’t hesitate to eat pork or chicken that’s been frozen up to six months.”

Bontrager says the meat will keep longer than that, but the quality might not be as good. He also noted that, if this is your first bundle meat purchase, you make sure you have plenty of freezer space.

Most meat bundles are packaged to fit for one meal so little goes to waste.

Despite the uncertainties of our present situation, Fair officials remain confident that residents can “Celebrate Kansas” at the end of summer.

“Planning and preparations continue for the 2020 Kansas State Fair,” said the Fair’s General Manager Robin Jennison. “The production of an event the size and scope of the Fair – which draws an average 340,000 people annually along with 600 commercial exhibitors and thousands of competitors - requires the year-round efforts of our hardworking team.”

Jennison added the Fair is closely monitoring mitigation efforts regarding COVID-19 and assessing new information on a daily basis. Safety and health of employees, volunteers and patrons is the top priority. Meanwhile, the Fair is having weekly conversations with other state fairs through its global organization, the International Association of Fairs and Festivals. Staff is also discussing and considering options that will enable the Fair to provide a safe and secure experience.

Jennison said the state has seen many changes since March. As of now, there is no specific date by which a decision to hold the state fair must be made. That picture will become clearer in the weeks ahead as the state progresses into the different phases.

“We are choosing to focus on what we can do now, which is to bring Kansans the best Kansas State Fair possible,” Jennison said. “Those efforts must continue if we are to present the quality event that Kansans expect and deserve – a time-honored tradition that has spanned 107 uninterrupted years.”

State Fair issues statement, still confident fair will be on in September

HUTCHINSON, Kan. — The National Ag Statistics Service announced Wednesday that, based on May 1 conditions, Kansas' 2020 winter wheat crop is now forecast at 306 million bushels, down 10% from last year's crop.

The average yield is forecast at 47 bushels per acre, down five bushels from last year. Acreage to be harvested for grain is estimated at 6.5 million acres, unchanged from last year. This would be 96% of the planted acres, above last year's 94% harvested.

As of Monday, the winter wheat condition rated at 24% poor to very poor, 38% fair and 38% good to excellent. Winter wheat jointed was 89%, near 86% last year. Headed was 39%, ahead of 29% last year, but behind 56% for the five-year average.

In south-central Kansas, 93% of the wheat is jointed and 65% of the crop has headed.

Projected wheat harvest numbers reduced

HUTCHINSON, Kan. — Work continues on the sewer line project along East 3rd and 4th avenues, forcing several street closures. Hutchinson Public Works says North Ford Street will be closed to thru traffic between 3rd and 4th avenues through Thursday.  Local access will be permitted.

Northbound Poplar Street between 3rd and 4th avenues will continue to be closed to traffic while southbound Poplar Street will remain open for the next two weeks.

Sewer line work continues

HUTCHINSON, Kan. — Things are starting to open back up in the state legal system.

In Reno County, the 27th judicial district released how it will reopen the court system and it follows the orders of the state.

Starting Monday, remote proceedings will be used as practicable for any hearings.

In-person counter service will be open through the clerk’s office on the first floor of the courthouse in the former Register of Deeds Counter to give the public and employees more space. Two clerks will staff the desk and accept payments, pro se filings, marriage license applications and provide hearing times.

The probations office will be open only for intake and assessment of newly-assigned clients and UA’s. Probation clients will report by Zoom or by phone as directed by their officer.

The office says telework is preferred and social distancing and the use of masks will be enforced. If all goes as planned, in-person court proceedings could resume June 1.
