HUTCHINSON, Kan. — Reno County now has registered thirty-five positive cases of COVID-19. 

The newest positive case is a male in his 50’s with an unknown source of exposure. He is in home isolation per guidelines from the Centers for Disease Control and Prevention. No further information is being released as case contact investigation is underway. Eight previously confirmed cases of COVID-19 in Reno County have since completed recovery.

Reno County residents should continue to be dependent on health authorities to provide the most accurate information on COVID-19. 

Please practice good hygiene with frequent hand washing, proper respiratory etiquettes such as coughing and sneezing into your elbow bend, limit handshakes, and physical contact. Stay home if you are feeling ill and call your primary care physician to discuss your symptoms.

HUTCHINSON, Kan. — Reno County District Attorney Keith Schroeder issued an opinion regarding a situation in which an individual who tested positive for COVID-19 is believed to have infected at least four other individuals in the community because the person did not self-quarantine. The opinion reads:

Because of a situation that has developed locally, it has become necessary to stress the legal ramifications for any violation of the Reno County Public Health Officer’s quarantine/isolation orders.  This is compelled by a situation where an individual who tested positive for COVID-19 is believed to have infected at least four other individuals in our community.  The circumstances are still being investigated and the number of persons infected by this one individual may rise.

The Reno County Public Health Officer, Nicholas Baldetti, is legally authorized, pursuant to K.S.A. 65-129b, to issue a “quarantine order” to any individual he has reason to believe has been exposed to COVID-19 and may be contagious to other persons.  The quarantine order requires an individual to remain confined within a specific location/home for a designated period of time not to exceed 30 days while that person’s condition is monitored by the Reno County Health Department.  A quarantined person is prohibited from having contact with anybody other than immediate household members and the quarantined person may not have visitors unless specifically authorized by the Reno County Health Department.

The Reno County Public Health Officer, Nicholas Baldetti, is also legally authorized, pursuant to K.S.A. 65-129b, to issue an “isolation order” for anybody who has tested positive for having COVID-19.  The isolation order requires an individual to remain confined within a specific location/home for a designated period of time not to exceed 30 days while that person’s condition is monitored by the Reno County Health Department.  Unless specifically authorized by the Reno County Health Department, a person subjected to an isolation order cannot have visitors other than a Reno County Health Department employee, medical provider or law enforcement official engaged in the performance of his/her official duty.  If another immediate household member resides in the location/home, a person subjected to an isolation order cannot have contact with the other immediate household member while in the same room of the location/home.

An individual formally issued a quarantine/isolation order has a right, pursuant to K.S.A. 65-129c, to request a hearing in the Reno County District Court to contest the order.  However, such a request for a hearing does not stay or enjoin the quarantine/isolation order and the person subjected to a formal quarantine/isolation order is still legally bound by the order unless otherwise determined by a judge.

In the event the person subjected to a formal quarantine/isolation order is unable to provide for his/her basic needs, such as food, the Reno County Health Department will make arrangements to meet those basic needs.

Any person who violates the requirements of a quarantine/isolation order is subject to criminal prosecution for “Violation of a Quarantine/Isolation Order,” a class C misdemeanor, pursuant to K.S.A. 65-129.  Law enforcement is legally required to assist in the execution and enforcement of quarantine/isolation orders.

If necessary, a person subject to a formal quarantine/isolation order can be ordered to be placed in a secure quarantine/isolation facility.  Likewise, any person who violates a formal quarantine/isolation order is subject to being arrested and detained in a secure quarantine/isolation facility.  Reno County Sheriff Darrian Campbell has arranged for accommodations if such a secure facility is necessary.

I am confident that I speak for the community, local law enforcement and health officials when I say we hope the involuntary commitment of any individual in a secure quarantine/isolation facility is never required.  The COVID-19 pandemic is also a local health emergency that affects everyone in our community.  In order to open our businesses back up and return to some semblance of normalcy, we must all act responsibly.  This is a community “we” thing, not an individual “I” thing.  We each have a responsibility to protect others.   Any person who selfishly violates a formal quarantine/isolation order will be appropriately dealt with as provided by Kansas law.

Violation of isolation orders is a punishable crime

CHENEY, Kan. — An official with Cheney State Park said it best when it comes to camping: “It’s social distancing at its best.” And it appears many believe that because camping at the park has been sold out for the past two weekends.

The park is also sold out for the Memorial Day weekend and has been since the middle of February thanks to the parks department online reservation system.

Restrooms and showers are slowly being reopened and the park expects to fully open facilities next week unless there is an order from the state to stay closed.

The park has been able to conduct some business online and by phone and wanted to stress that camping reservations, fishing licenses and other matters can be taken care of online. Park rangers are watching to make sure no large groups gather in one spot.

O'Brien's Marina and the West Side Bait Shop are also open for business to serve fishers and boaters. Cheney Reservoir typically sees about 50,000 visitors on a busy weekend.

Cheney State Park open for business and busy

HUTCHINSON, Kan. — The City of Hutchinson has had disconnections for city utilities suspended since late March due to the coronavirus. That suspension was set to expire on May 15. But Wednesday the City announced it is extending that grace period to June 1. 

While City Hall is closed to the public, utility customers are encouraged to use the following services to pay utility bills when they are able:

• For help in setting up online bill pay, please visit <a href="http://www.hutchgov.com">https://www.hutchgov.com.</a>

There has been an understandable spike in delinquent accounts, but the City hopes that residents will communicate with them to work out a payment plan before falling too far behind. President Trump used the Defense Production Act to ensure that meatpacking plants in southwest Kansas remain open.

"People respect how important these plants are in southwest Kansas," said Kansas First District Congressman Dr. Roger Marshall. "They produce over 20% of the beef for the entire country, so they're vitally important to the food chain."

Marshall asked for and got help in getting the workers at those plants tested for COVID-19.

"Ten days ago, when the doctors down here in southwest Kansas reached out to me and said, hey, the tests are not back yet, but we're really concerned, I was able to call the Secretary of Agriculture's office who called the White House and basically mobilized an entire force to come down here, with DHS and CDC and literally thousands of tests," Marshall said.

The key to keeping the food supply going is those workers knowing their status.

"We got the quick test, enough of the cartridges to do the quick test on those folks," Marshall said. "If they test negative, then they can get back to work much more quickly. It allows us to move people through that process much sooner, but no, we're not making sick people go to work."

Given the number of people infected, the mildness of the infections thus far has been a surprise.

"Between the three hospitals down here, we probably have two or three patients that have been admitted," Marshall said. "Only one in the ICU that I'm aware of. I'm very surprised so far. I've been reaching back out to KU Med Center and some of my classmates there as well. What we don't know, is this the quiet before the storm? Typically it takes about 7-14 days from the time the person gets the virus until they get really sick."

Some of the new cases aren't that far into the disease process, so the overall severity still remains to be seen.

Marshall: Testing in SW Kansas surprising thus far, but too early to tell

To say Reno County Health Department Director Nick Baldetti is frustrated by the fact that four reported positive COVID-19 cases from Tuesday are as the result of one person who was supposed to voluntarily quarantine not doing so, is the apex of understatement.

"We're still waiting on a few tests associated potentially with this vector," Baldetti said. "I'm more concerned with the actions of non-compliance and adherence by this particular individual and the ramifications of those actions than I am the third-tier downstream spread potentially."

Reno County District Attorney Keith Schroeder responded to the hypothetical of such a person infecting someone who was eventually hospitalized or worse. Statutes written for things like HIV spread don't really apply here.

"The normal statute that deals with exposing another to a life-threatening communicable disease wouldn't apply in this situation," Schroeder said. "That only applies to transmission by either sex or donation of blood or by hypodermic syringes. We'll have to look at the facts to determine exactly what we could do."

The concern is that even a few acts of non-compliance could set the county way back in its reopening timeline.

"At the doorstep of a potential reopening plan, whether that be a state-driven plan or a locally enforced plan, regardless, the success of any plan that is put forth is predicated on each and every individual," Baldetti said. "Whether it's a business owner, an employee, a proprietor, a lay individual, each one of us, each one of 61,000 and some odd Reno County constituents has a part to play."

The county had 72 tests outstanding in total as of Wednesday morning.

Known vector results in multiple infections, could affect opening timeline

HUTCHINSON, Kan. — More information is now available for the mobile testing site that is coming to Hutchinson.

The mobile test site will be in Hutchinson each Thursday, Friday and Saturday for the next three weeks. Hours of operation will be from 10 a.m. until 12:30 p.m. and then again from 1 p.m. until 3 p.m. along State Fair Road at the fairgrounds.

The website is <a href="http://doineedacovid19test.com">doineedacovid19test.com</a>. The website will vet you and then set an appointment. The website also gives you details of how the test will be administered. Here are the details.

The test is limited to those who feel they have one or more symptoms of COVID-19 and are over the age of 18. All first responders and healthcare workers are also eligible. A list of the common symptoms is available on a CDC link that is on the website.

HUTCHINSON, Kan. — The Reno County Health Department announced that the case count as of Tuesday night is at thirty-four positive cases of COVID-19.

• Sixth positive case is a female in her 50’s with a suspected source of exposure.

• Seventh positive case is a male under the age of eighteen with a suspected source of exposure.

All seven are in home isolation per guidelines from the Centers for Disease Control and Prevention. We cannot currently release any further information as case contact investigation is underway.

Eight previously confirmed cases of COVID-19 in Reno County have completed recovery and are nonsymptomatic per disease investigation guidelines from the Kansas Department of Health and Environment.

Our Health Department has a self-reporting form hosted on its COVID-19 Information Center (https://www.renogov.org/741/COVID-19). We encourage residents to self-report their symptomology through the self-report form to better assist in tracking case contact and spread within the county. 

This form is designed to both capture responses from those who have already been experiencing symptoms prior to today as well as those residents who begin to showcase symptoms in the coming weeks and months.

Remember the State of Kansas is under a Statewide Stay Home Order. This means all citizens are directed to stay in their homes unless performing an essential activity as described in Executive Order No. 20-16 signed by the Governor of Kansas.

Seven more test positive for COVID-19, case count 34, eight recovered in Reno Co.

HUTCHINSON, Kan. — The incredible generosity of area residents with the Rally Reno campaign is now showing its benefits. Ten nonprofit organizations received a total of $34,150 Monday in the first round of grants issued from the recently formed Rally Reno Nonprofit Response Fund.

The money comes from a $110,000 pool funded by donors of the United Way of Reno County and Hutchinson Community Foundation. The grants are aimed at expanding local nonprofits’ capacities to continue providing services during the COVID-19 crisis.

“The strength of our nonprofits will determine the depth of our community’s ability to recover from this crisis,” said Lisa Gleason, United Way of Reno County executive director. “Investing in those organizations that are critical to supporting those in need ensures that they are able to hold to purpose and serve their mission. We are really proud of our joint effort with the Community Foundation to give support where needed. Together we are stronger.”

A panel of community leaders awarded the following grants:

Big Brothers Big Sisters of Reno County: $2,000 to contribute to the cost of regular operations, which includes staff support for matches and continued virtual enrollment of Littles and Bigs.   

Emanuel Lutheran Church: $750 to cover the costs of purchasing bags from Aldi to use for commodities distribution during the COVID-19 crisis when businesses that normally donate boxes for this purpose have been closed and are not receiving as many boxes to share.

First Call for Help: $2,500 for operational funding to replenish supplies and reopen programs that serve qualifying residents of Reno County.

Food Bank of Reno County Inc.: $5,000 to purchase additional freezer, increasing the food bank's capacity to receive frozen food rather than turning it away, especially during a time of increased need for food.

Hutchinson Art Association Inc.: $1,500 to cover the costs of an instructor, art supplies and equipment for video recording of virtual art camp sessions, adapting to social distancing practices, and to cover the costs of advertising the camp that will be held this summer.

Milestone Clubhouse-Hutchinson: $1,000 to purchase computers so that more clients can access job-search information.

New Beginnings Inc.: $10,000 to help with payroll, expanded payroll, backup funds for clients unable to pay program fees or rent, and equipment for the social-enterprise jobs program.

Reins of Hope Therapeutic Riding Program: $2,400 to provide financial support so the organization can serve 80 clients with private lessons following social distancing rules while keeping costs minimal.

Salvation Army of Hutchinson: $2,500 to help pay for staff salaries and utilities, offsetting lost income caused by the Thrift Store’s closure during stay-at-home orders.

Wesley Towers: $6,500 to purchase additional equipment for staff and to help meet the increased costs of administration/record-keeping during the crisis.

“Reno County nonprofits have experienced lost revenue plus increased needs for the clients they serve – a big hit to the bottom line,” said Aubrey Abbott Patterson, Hutchinson Community Foundation president and CEO. “We anticipate that the need for emergency grants to fill the gap will continue for many months, and we will need further support from our very generous community.”

Rally Reno hands out more than $34,000 to local agencies

HUTCHINSON Kan. — Hutch Rec and the area Vitality Team will once again host the Sand Plum Bicycle Classic.

This year's event is set for Sunday, June 7, starting at 8 a.m. from Voss Park in South Hutchinson. This year the ride will take cyclists south on a 14-mile, 25-mile or 50-mile ride. Cities included in the ride are Arlington, Abbyville and Partridge. Lunch is provided afterward for riders registering for the 14-mile, 25-mile and 50-mile rides.

This is not a race, but a fun ride for all to enjoy and you can ride at your leisure. There is also a 5-mile family route available. The registration fee is $25 and includes a T-shirt, snack and drink stops along the tour. Children under age 14 are welcome to ride for free. All riders must wear a helmet. Sand Plum ride set for June 7

HUTCHINSON, Kan. — The Reno County Health Department was advised on Monday that a mass mobile testing site will be set up in Hutchinson in the near future. Nick Baldetti with the Health Department says all of the details aren’t available at this time.

“There’s going to be six to eight specific locations where these mobile (test) trailers will go,” Baldetti said. 

Baldetti says the county was notified of the testing, but that the details have been a little erratic coming from the state. And while it's called the Walmart test, it is not going to be held at Walmart. The city was chosen as one of the sites because of the fairgrounds.

“One of the prerequisites is that they want the testing due to liability reason that it takes place on state grounds,” Baldetti said.

Residents who want a test will have to go through an appointment process to get one.

“There’s apparently going to be an online self-signup website,” Baldetti said. “You sign up and then you set an appointment, show up for that appointment through the drive-thru . . . you walk through this trailer, collect the specimen and then you’re done.” 

Baldetti wanted to stress that getting tested doesn’t mean that a person can relax their social distancing practices or other precautions and a negative test doesn’t mean you can’t still catch the virus.

No date was given by the state for when the tests will be available or when the signup period will start.&nbsp;

Health Department Director Nick Baldetti went over the steps for getting the county back on its feet, but the finer details were not released with the first draft. Baldetti said that counties are taking different approaches when it comes to kick-starting the business sector. He noted that it was his choice not to target any specific business.

“I didn’t want to specifically call out certain industries,” Baldetti said. “We formed this steering committee very specifically for the expertise of the industry to come together under the oversight of public health that we can work for the best-laid plans to try and not restrict if we’re given the opportunity under the statewide governance.”

Commissioner Bob Bush noted that some businesses must strongly adhere to certain guidelines, especially when it comes to serving customers and proper hygiene.

“One of the comments we’ve had at many of the meetings is that it takes a while to change a culture,” Bush said. “We need to change that piece of the culture right now. And we need to give managers something to lean on.”

Bush said that all customer service businesses, especially restaurants, need to strictly adhere to such guidelines.

Any relaxing of the stay-at-home order will still require a lot of restrictions, such as social distancing and small groups in restaurants and other businesses. Commission Chair Ron Sellers also wanted to make sure that there was language in the document that would give the Health Department some leverage to deal with those few who simply do not want to follow the new guidelines.

“It just seems like to me from my standpoint the majority will do the right thing,” Sellers said. “But I don’t think as a county we should sit idly by and let some, quote, 'idiot' be irresponsible.”

Baldetti noted that the document gives him the authority to deal with anyone or any group that cannot follow the new guidelines or where the risk is unacceptable based on the ability of the county to provide care for the community.

NICKERSON, Kan. — Nickerson USD 308 says it will hold graduation for seniors on Saturday, July 25.

The ceremony will be held at 11 a.m. at the Nickerson High School gymnasium. Practice for seniors will be July 24 at 9 a.m.

In a letter to seniors, Principal Rick Blosser said the school still wants the opportunity to honor them with a ceremony, but noted that — right now — the date is still fluid because of possible state restrictions due to COVID-19.

NHS graduation set for July 25

NICKERSON, Kan. (AP) — In the heart of Kansas and tornado country, officials in the town of Nickerson say they’re faced with the danger of an unreliable tornado siren system.

The sirens didn’t sound when the town last had a tornado threat last year, newly-elected Nickerson Mayor Peggy Ruebke&nbsp;<a href="https://www.ksn.com/news/local/unreliable-mayor-residents-say-sirens-in-nickerson-fail-to-consistently-work-properly/" target="_blank">told&nbsp;</a>Wichita station KSN. Ruebke said the county volunteer fire department is in charge of sounding the sirens in town and that they have had some problems and malfunctions with the system. Fixing or replacing the aging siren system could cost thousands of dollars, she said.

“It needs to be addressed. We need to take care of the citizens,” Ruebke said.

The city plans to address the issue at its May council meeting, she said.

Until the system is reliable, Reno County Emergency Management suggested residents use a system the county has paid for called Everbridge that provides tornado and weather alerts. Residents can sign up using email, a landline or cellphone.

The StormTrack3 Weather App also is available for free and provides local alerts.

Residents can also use the National Weather Service or buy a weather radio, the county emergency office said.

Faris Elementary School, is one location of the special education classrooms in the district with higher needs students. It will allow students to have access to playground equipment who do not now.

Currently, work is being completed on an addition to the Faris building, making the timing of the playground work ideal. Cost of the $102,222 project will be covered with Medicaid funds in the district’s capital outlay budget. Those funds cannot be used for salaries.

Also during Monday’s meeting, the Board approved the social studies curriculum adoption. This seven-year teacher-driven curriculum adoption had task forces of teachers from different grades set up to review options.

It does not reflect the economic downturn we are in due to the COVID-19 pandemic as the number reflects shopping for the month of February. The total is also $148,000 less than the previous month. 

All eyes will be on the May sales tax report not only at the local level but at the state level. That’s because it will show the revenue for the month of March and the slowdown in the economy.

To date, the county has taken in $1,468,000 for 2020 a drop of $57,000 from the first four months of 2019.

Sales tax revenue declines slightly for April

Part of the debate over continued COVID-19 relief in Washington is whether or not to provide money to state and local governments to help them deal with the loss of tax revenue from the shutdown of the economy. Kansas Gov. Laura Kelly has said that the state level needs it. Hutchinson City Manager John Deardoff looks at it differently.

"I've kind of got mixed feelings about that," Deardoff said. "I think, obviously, there's been a lot of stimulus money to help private small business, big business as well. One of the biggest challenges facing Hutchinson going forward will have to do with staying on a solid fiscal footing.

"The first big policy decision that we've got to keep front and center is that we're financially stable, financially sound," Deardoff said. "That's not easily done in these times, and our sales tax and property taxes are our two main revenues and property tax is not going to be an option."

This isn't the first time that cities have had to deal with expected revenue not coming in.

"Going back ten years, we had the Local Ad Valorem Tax Reduction Fund, which was a state part of sales tax that went back to local governments," Deardoff said. "We had revenue sharing and the state basically took that away, quit making those payments, with the idea that they would bring those back and they never have. Some of the state revenue that flowed to municipalities and counties is no longer there and hasn't been for years."

There may have been a brief period when revenues were strong where actually paying that bill was considered at the state level, but now that all levels of government will be in dire straits, Deardoff doesn't expect that to come back.

Part of the debate over continued COVID-19 relief in Washington is whether or not to provide money to state and local governments to help them deal with the loss of tax revenue from the shutdown of the economy. Kansas Gov. Laura Kelly has said that the state level needs it. Hutchinson City Manager John Deardoff looks at it differently."I've kind of got mixed feelings about that," Deardoff said. Deardoff: Mixed feelings about asking for fed help with budgets

Reno County Health Department director Nick Baldetti clarified Tuesday that the county has ordered quarantine on a handful of occasions during the COVID-19 outbreak.

"We have administered a few formal quarantine orders," Baldetti said. "Both in those circumstances and generally speaking, we've had fair compliance across the board for those individuals both on a voluntary basis and for those circumstances where we've administered a quarantine order."

"Two of them were actually simply requested as a measure of paperwork, so that they could essentially prove to whichever stakeholders that they weren't lying, I suppose," Baldetti said.

There have been three official orders thus far.

"All 27 positives have been asked to self-quarantine, in addition to anyone throughout the duration that has been a high-risk circumstance or a probable," Baldetti said. "It's far more than the 27 simply off of the positive cases."

A Barton County man was actually <a href="https://greatbendpost.com/posts/5ea6ffc6eb7f170536038a16">arrested last week</a> for not following a quarantine order in that county.

Reno County has only filed quarantine paperwork three times as of Tuesday

Health Department: Continue to schedule vaccines

BUHLER, Kan. — Like all other government entities, the city of Buhler is also looking to trim some of the budget for the rest of the fiscal year. The City Council will hear a presentation from City Clerk Merrill Peterson about proposed cuts during Tuesday’s regular meeting.

Peterson says he expects to see a drop in sales tax revenue and other sources of income over the next six to nine months. A drop in revenue of 20% is not out of the question and such a drop would mean about $53,000 from the budget. While that number doesn’t sound large, it is when you are dealing with a budget of only $1.6 million.

Peterson says he is confident they can find the money either by deferring a street project, which would just about cover the entire potential shortfall, or by making some cuts elsewhere. He said for right now he is not looking at any furloughs of staff.&nbsp;

Peterson says it really is too early to tell how much financial impact the economic downturn will have, noting that a community as small as Buhler faces things differently than a larger city like Hutchinson.

Also Tuesday, the council will consider fees for the swimming pool and take action on a request from IdeaTek to erect an antenna on top of the city water tower.

Tuesday’s meeting of the Buhler City Council beings at 7 p.m.

Buhler City Council to hear about possible budget cuts

HUTCHINSON, Kan. — Reno County Elections Clerk Jenna Fager says, right now, she doesn’t see any major changes to the August primary or general election in the wake of the COVID-19 pandemic. 

“Currently, we are still planning on running our elections like we normally would,” Fager said. “There’s been talk of people wanting to do mail ballot elections, but the law does not allow for that currently.” 

Fager says polling places will be open for the elections and stressed the elections staff will have proper protection and will be taking the proper steps to ensure their safety and the safety of voters.

“We do have PPE protection for the board workers,” Fager said. “We’re going to supply masks and gloves and sanitizer and we’re going to be cleaning regularly as we’re processing the voters.”

The clerk’s office has been getting a lot of requests for ballots on the Democratic side. Fager fears that some of those voters are thinking they are getting a ballot for the Democratic caucus. 

“A good majority of what we’re receiving currently are people requesting a Democratic ballot,” Fager said. “I feel that maybe part of that is they think they’re applying for a ballot for the Democratic primary next Saturday.” Fager says they still process all of the requests, but wanted to stress that they have nothing to do with the caucus and that it is entirely operated by the Democratic party. All registered Democrats should already have a ballot for the Saturday vote.

So far, more than 870 requests have come in for mail-out ballots.

Elections clerk doesn't foresee major changes to fall elections

The Harvey County Health Department has confirmed its sixth presumptive-positive case of coronavirus, or COVID-19 as of Monday.

The Harvey County Health Department has confirmed its sixth presumptive-positive case of coronavirus, or COVID-19 as of Monday.The confirmed case is a man in his 40s. He was in contact with another individual with COVID-19 in another county.The man is in home isolation. The Health Department will regularly monitor the individual, as well as follow up on all contacts.As of Monday, the KDHE had confirmed 3,328 cases of COVID-19 in Kansas. Of Harvey County’s six confirmed cases, three individuals have recovered. Harvey County reported its first confirmed case March 26.The KDHE has also classified two Harvey County cases as probable for COVID-19, including one death. The cases are probable because they met clinical criteria for symptoms with a presumptive-positive lab test for blood work, but were negative in testing for an active COVID-19 virus. The KDHE has not included probable cases in its confirmed statistics at this time.Kansas Gov. Laura Kelly previously issued an extension to a Stay Home executive order through May 3 in response to COVID-19. Kansans must stay home except to go to work to perform an essential function; obtain food, medicine or household necessities; medical care; caring for children, family members or pets; or exercise that abides by social distancing and gathering guidelines.The KDHE has a phone hotline available to answer questions or concerns regarding COVID-19 at 1-866-534-3463.
