HUTCHINSON, Kan. — The Reno County Health Department confirms a tenth local resident with laboratory confirmed COVID-19 died October 17, 2020.

Out of respect for the family, the Reno County Health Department will not release any further information about this individual.

Please continue to be vigilant by washing your hands, social distance by at least six feet or more, wear a mask when you are in public places and stay at home if you are not feeling well. It is very important that people continue to follow the guidelines to help decrease the spread of COVID-19.

Tenth death from COVID-19 confirmed in Reno County Saturday


RICE COUNTY — 
Work is expected to start Monday on resurfacing of K-14 north of Lyons.

The mill and asphalt overlay stretches from the north city limits of Lyons to the Ellsworth County line.

The work is expected to be completed by early November, depending on the weather.

During the project, traffic will be controlled by flaggers and a pilot car. Motorists should be prepared to stop.

The Kansas Department of Transportation is overseeing the work.

APAC-Kansas Inc., of Hutchinson, is the primary contractor for the $1,877,091 project.

K-14 resurfacing project to start Monday

SEDGWICK COUNTY—One person died in an accident just after 7p.m. Saturday in Sedgwick County.

The Kansas Highway Patrol reported a 2007 Ford Fusion driven by&nbsp;Franz, Joyce M. Franz, 86, North Newton, was northbound on Webb Road at K254. The driver failed to yield to oncoming traffic. An eastbound 2013 Kia Soul driven by&nbsp;Hunter, Raegan Marie Hunter, 17, Wichita, struck the front driver's side of the Ford.

Franz was pronounced dead at the scene and was transported to Frontier Forensics Center. EMS transported Hunter to St. Francis. Both drivers were properly restrained at the time of the accident, according to the KHP.

Nickerson-South Hutchinson USD 309 released its approach to the gating criteria for next week being in the red. 

According to a Facebook post from the district, in discussion with Commissioner of Education Dr. Randy Watson, he fully supports schools being remote when in red gating criteria unless class sizes are around 10.

Nickerson High School and Reno Valley Middle School will continue to provide remote learning as they are now.  

Nickerson Elementary School will reduce class sizes to comply with red gating criteria.  Recess will be restricted to individual classes.  Breakfast and lunch continue in classrooms. Other restrictions will be used as necessary to reduce cohort groups co-mingling for more than 10 minutes.

South Hutchinson Elementary will reduce class sizes.  In order to get class sizes down and comply with the red gating criteria, some specials classes will be paused in order to provide core instruction.  Additionally, in order to provide teachers time for planning and lunch, South Hutchinson Elementary students will end their day at 1:40 p.m. while in the Red.  This goal will allow the district to offer quality in-school instruction on core curriculum without students having to log on to school while at home.  Additional mitigations will be implemented to restrict the co-mingling of small cohort groups.

Patrons must commit to being socially distant, wearing a mask, washing hands, and staying home when ill.  Health Order 20-03 has been put into place due to our extremely high case count, high PTR and HRMC Covid-19 positive cases are increasing.  This limits mass gatherings to 100 people, this does not include public and private business or school functions.  However, social distancing of more than six feet is highly recommended at work, and mandated at sporting events and social functions. Varsity athletics only will continue as fall season sports finish.  Spectators will be limited to 10%.  It will be important for fans to commit to wearing a mask and increasing your social distance of 6 feet or more in the stands in order to continue to provide student-athletes a safe environment for education and extra-curricular activities.

USD 309 releases approach to red zone

HAVEN — Haven USD 312 is doing its first week of the building specific gating criteria starting Monday.

Haven Grade School will be in orange and continue with the in-person learning model. The district says it will be considering micro-cohort classrooms in the future.

Haven Middle and High School, which are being treated as a single building for gating criteria purposes because of shared staff, students and families, will be in the orange, which for them means hybrid learning. Students will attend in-person by the school provided schedule but only about half will attend each day so that numbers are smaller and spacing can be increased.

Yoder Charter School will be in the red and use micro-cohort classrooms. This means that grades 5-8 will now begin meeting at Journey Mennonite Church.  Grades K-4 will continue to meet at the YCS building but will be divided into two rooms for better spacing. 

More details will go to parents from individual building administration.

Folks: USD 308 will be full remote, small groups to be looked at later this month

RICE COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) and the Lyons Police Department identified the officer shot Friday afternoon outside of a Lyons residence.

Officer Cory Ryan, 36, of Lyons, was shot multiple times when responding to a 911 call from a citizen who reported being threatened with a gun. Ryan joined the Lyons Police Department in 2012. He is currently being treated at a Wichita hospital, where he is improving. Ryan is in critical, but stable condition, according to a media release from the KBI.

Lyons Police Chief Justin Holliday also sustained minor injuries when removing the 56-year-old Lyons man from the shooting scene. Holliday was treated at a local hospital and is now recovering at home.

The 56-year-old injured man is now in good condition, and could be released from the hospital as early as today.

Adam Hrabik, 40, was arrested related to the incident, and is being held at the Reno County Sheriff’s Office Detention Center. He has not yet been formally charged.

A fund has been set up to cover the expenses of Officer Cory Ryan and his family at the Lyons Federal Bank,&nbsp;200 E. Ave. S., Lyons, KS 67554. Donations will also be taken at the First Bank-Sterling,&nbsp;128 S. Broadway Ave., Sterling, KS 67579, or the Lyons Police Department&nbsp;303 E. Main St., Lyons, KS 67554.

Preliminary information indicates that officers from the Lyons Police Department received a 911 call at approximately 3:40 p.m. from a man who was being threatened with a gun, according to a media release.

When the first responding officer arrived at 1 Arrowhead Dr. in Lyons, Kan., he was shot by 40-year-old Adam Hrabik, who lived at the residence. 

Two nearby citizens who saw the shooting helped coax the officer away from the scene. They then drove him to a local hospital in their private vehicle. The officer was then transported to a Wichita hospital where he is currently in critical condition.

When additional officers and deputies arrived on scene, they discovered a 56-year-old Lyons man outside who had also been shot. They removed the man from the scene. He was taken to a local hospital and then transported to a Wichita hospital. He is currently in serious condition.&nbsp;

Numerous law enforcement agencies responded to Lyons to assist. Hrabik retreated into the residence and a standoff ensued. At approximately 7:10 p.m., the Kansas Highway Patrol’s Special Response Team negotiated him out of the residence, and the Hutchinson and Reno County Emergency Response Team took Hrabik into custody.

Hrabik was turned over to KBI agents for questioning. The investigation is ongoing.

On Friday afternoon, agents from the Kansas Bureau of Investigation responded to the incident, according to KBI spokesperson Melissa Underwood.

Community testing continues in Reno County

The man who was originally charged with premeditated first-degree murder in the strangulation of Lora Beth Stratton in Hutchinson in August of 2019 pleaded to lesser charges Friday.

Isaac Ervin pleaded guilty to second-degree intentional murder, kidnapping, and aggravated intimidation of a witness before judge Tim Chambers. 

With the plea agreement, Ervin is due to serve 186 months.&nbsp;Delshay Vinsonhaler, who helped Ervin move Stratton, was sentenced to three years in prison in March.

Reno County District Attorney Tom Stanton told Hutch Post in an email that he spoke to the mother of the victim, who was in support of the plea agreement.

Sentencing is set for December 18 at 1:30 p.m.

The case of a Kansas City man who is accused of aggravated battery in an incident on the ring road near the Hutchinson Walmart and Uptown Hutch will continue next month.

The state presented its witnesses in the preliminary hearing for Deontre Watley-Jones on Thursday. The hearing will continue with Jones' evidence on November 5 at 3:30 p.m.

Jones is accused of shooting 54-year-old Darin Rodriguez and having the bullet ricochet and hit 74-year-old Paula Thomas who was driving the car Jones was in back in November of 2019.

Kan. —&nbsp;Democratic U.S. Senate candidate Barbara Bollier fought for Medicaid expansion in the state senate, but even though that will be a state issue once again this session, she believes its important to fight for the Affordable Care Act as a whole at the federal level.

"The only way to keep the ability to expand Medicaid is to maintain the Affordable Care Act," Bollier said. "People don't realize, when Roger Marshall was voting against the Affordable Care Act to tear it down, he was also going to strip away millions of people, their health care in this country. For all the states that have expanded Medicaid, that would go away."

Beyond health care, Bollier wants to see expansion of rural broadband.

"It's a way that we can help people move to more rural areas and build up that population," Bollier said. "They've found out they don't only have to work from the big city as long as they have broadband access."

Bollier also plans to continue a Kansas U.S. Senator's service on the agriculture committee.

"I look forward to continuing that Dole-Roberts legacy that we have and of course, standing firm and getting a good farm bill on the table, crafted and actually passed," Bollier said. 

Bollier will be in Hutchinson Saturday at 5:15 p.m. at the Reno County Farmer's Market Pavilion at 2nd and Washington.

Kan. —&nbsp;Democratic U.S. Senate candidate Barbara Bollier fought for Medicaid expansion in the state senate, but even though that will be a state issue once again this session, she believes its important to fight for the Affordable Care Act as a whole at the federal level."The only way to keep the ability to expand Medicaid is to maintain the Affordable Care Act," Bollier said. "People don't realize, when Roger Marshall was voting against the Affordable Care Act to tear it down, he was also going to strip away millions of people, their health care in this country. For all the states that have expanded Medicaid, that would go away."Beyond health care, Bollier wants to see expansion of rural broadband."It's a way that we can help people move to more rural areas and build up that population," Bollier said. "They've found out they don't only have to work from the big city as long as they have broadband access."Bollier also plans to continue a Kansas U.S. Senator's service on the agriculture committee."I look forward to continuing that Dole-Roberts legacy that we have and of course, standing firm and getting a good farm bill on the table, crafted and actually passed," Bollier said. Bollier will be in Hutchinson Saturday at 5:15 p.m. at the Reno County Farmer's Market Pavilion at 2nd and Washington.

HUTCHINSON, Kan. — The unemployment rate fell in Reno County in the month of September as jobs continued to return following the pandemic shutdown. 

The rate is down to 5.2%. It was 6.6% in August. 1,577 people are out of work and looking for it in the county.

Hutchinson's unemployment rate also declined from 7.5% in August to 5.9%. 1,133 people are out of work and looking for it in the city.

The state's unemployment rate was also down from 6.9% in August to 5.9% in September.

With the anticipated move to the red zone for gating criteria and remote learning next week, meals will still be available. The new service begins Monday, Oct. 19. There is one meal pickup with five days of meals (breakfast and lunch) for the week.

·       Students encouraged to pick up meals at their enrolled school. Families with middle school or high school students in addition to an elementary student can pick up all meals at the elementary school.  

·       Students will receive breakfast and lunch for five days.

·       Parents can have a representative pick up meals for them if they are unable to. Older students are also able to pick up meals.

Kan. — American Legion National Commander James W. "Bill" Oxford will be at American Legion Lysle Rishel Post No. 68 at 730 West 4th in Hutchinson at 9:45 a.m. on Monday, October 26th.

Oxford was elected national commander of The American Legion on Aug. 29, 2019, in Indianapolis, during the organization's 101st national convention. He has been a member of the nation's largest veterans organization since 1986.

A native of Lenoir, N.C., Oxford is a paid-up-for-life member and past commander of Post 29 in Lenoir. He served as department (state) commander of the North Carolina American Legion from 2010 to 2011. A veteran of the U.S. Marine Corps, Oxford was an aviation electronic technician for the A-6 Intruder and served in Vietnam during his initial enlistment. After being discharged as a sergeant in 1970, Oxford joined the North Carolina National Guard.  He subsequently attended officer's candidate school and transferred to the U.S. Army Reserve, where he ultimately retired as a colonel after more than 34 years of military service.

Oxford has served at every level of The American Legion.  The public is encouraged to attend on the 26th. Coffee and treats will be served.

American Legion National Commander to visit Hutchinson October 26

TOPEKA – The Kansas Department of Health and Environment (KDHE), in conjunction with the Kansas Department of Wildlife, Parks and Tourism (KDWPT), has revised its list of public health advisories for Kansas lakes due to blue-green algae. Camp Hawk Lake in Harvey County is now in a warning status.

When a warning is issued, KDHE recommends the following precautions be taken:  

Lake water is not safe to drink for pets or livestock.  

Lake water, regardless of blue-green algae status, should never be consumed by humans.  

Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.  

If lake water contacts skin, wash with clean water as soon as possible.  

Avoid areas of visible algae accumulation. 

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.  

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

229 of the current cases are in the community. 1543 people have tested positive overall, with 1181 recovered. Nine have died. 

There were only four deaths total announced from the beginning of the pandemic to October 7 in Reno County. Five have been announced from October 8 to October 15.

There are eleven active clusters. 11,022 people have been tested, with 9,479 negatives for an overall positive test rate of 14% and a community positive test rate of 10.21%. 17.54% of the population has been tested.

There are 13 people currently in the hospital. 65 have been hospitalized throughout the pandemic in Reno County. 31 of those needed ICU care. Eight were intubated.

The Reno County Health Department was notified by the Kansas Department of Health and Environment that a ninth local resident with laboratory confirmed COVID-19 has passed away.

Please be vigilant by washing your hands, social distance by at least six feet or more, wear a mask when you are in public places and stay at home if you are not feeling well. 

It is very important that people continue to follow the guidelines to help decrease the spread of COVID-19.

Ninth COVID-19 death reported Thursday

Kan. —&nbsp;Dr. Rex Degner with Hutchinson Regional Healthcare System notes that the personnel situation for healthcare workers isn't the same as it was when the hospital made its initial plan about how it would deal with a surge in COVID-19 cases.

"We developed a large surge plan back in the spring that we could handle a very significant number of COVID patients at any one time, up to 40 or 50 if we really had to," Degner said. "That was back in a time when our census was very low because people were not coming in for their other health care. Now they are. We still have a plan to handle a significant number of COVID patients, our problem is, we do not have as many staff that we could draw on."

The idea was that if necessary, medical staff from the clinics in town could have been pressed into service. Now, they are busy with their own clientele.

"We don't want to have to take the step of saying, if you have an elective surgery, maybe we should be putting that off til a later date, so that we can take care of the most acute things that are going on right now," Degner said. "We are not at that point yet, but we are brushing up against it, to a degree."

It's always a concern that a healthcare worker might catch the virus out in the community, but infection control measures appear to be working inside the hospital itself.

"To our knowledge, we've not had a known spread within the hospital as far as someone catching it from a patient or from a healthcare worker to another healthcare worker within our walls," Degner said.

The Reno County Correctional Facility has identified six active presumptive COVID-19 positives, according to a release from Sheriff Darrian Campbell. 

The first case was identified and tested when minor symptoms were reported to medical staff. It is not known how the initial inmate contracted the virus. Additional testing will be administered as symptoms are reported to medical staff.

One deputy employed at the facility has also been identified as a presumptive positive. There is no reason to believe the deputy was infected at work. One other employee has been isolated due to close contact.

Interaction between inmates and employees is being limited. Masks are required if there is to be contact. Common areas are cleaned and sanitized regularly and screening precautions are being taken to be sure those with symptoms are not being house with those without.

All programs within the facility have been halted temporarily to minimize movement.

Six COVID-19 cases identified in Reno County Correctional Facility

Kan. —&nbsp;The Health Order that went into effect Wednesday limiting gatherings to 100 people or fewer has so many exceptions that it is largely just to make people think again rather than to force much of anything to stop.

"The intent was to really have people understand that we do have a problem in Reno County," said Interim Health Officer Karen Hammersmith. "We need to really step back and start looking at what are we doing that's not helping the cause?"

About two-thirds of the active cases in Reno County are not connected to Hutchinson Correctional Facility.

"We do not want to shut down businesses," Hammersmith said. "We know what happened in March. We know the economy can not handle those types of things. The exceptions are really put in place, so that, as long as you social distance, we can really work with you."

It's not a new message, but it's still a needed message.

"You have COVID fatigue," Hammersmith said. "It's like, you've been saying this since March, that we have a problem, you've been saying to do all of these things. They're tired of wearing their masks, they're tired of hearing about wearing a mask, they're tired of people telling them to stay at home. Washing their hands, hopefully no one's ever going to be tired of that, and the social distancing. All of those things have to continue, but now we're to the point where this is really getting to be a problem."

The order will remain in effect until rescinded.
