South winds 25 to 30 mph are expected with wind gusts up to 40  mph.

Gusty winds could blow around unsecured objects. Tree limbs could be blown down and a few power outages may  result.

High profile vehicles should use extra  caution on east and west roads. Blowing dust is also a  possibility during the afternoon.

The overall COVID-19 case count in Reno County is at 86 as of Monday. The death count among Reno County residents is at 138. The last time we were at or below this case level was mid-September.

Out of 7,720 total cases since the beginning of the pandemic, there have been 7,496 recoveries. There are 8 clusters still being monitored. 

No Reno County residents are in the hospital with COVID-19 as of Monday, nor are there any cases as part of documented long-term care facility clusters. The last day with a documented hospital admission was February 23.

Dashboard does not show any long-term care facility cases as of Monday, only 86 overall

HUTCHINSON, Kan. — The Ulster Project will not be held in Hutchinson again this year. The mission project which has been in the city since 2000 was also canceled last year due to the pandemic. 

Keith Niell, the President of the Hutchinson Ulster Project, says that the situation in Northern Ireland has not eased yet due to the pandemic and bringing the teens here to Hutchinson simply takes too much planning to make it happen this year.

Neill says that the group of students that would have made up the class of 2020 is still young enough that most if not all will still be able to participate in the Ulster Project in 2022 if they choose. Niell also says that they might expand the program to accommodate those who wish to participate when the program kicks off again next year.

The Project came to Hutchinson as a result of researching a Saint Patrick’s Day program in 1999 and an eventual agreement between a group from Trinity United Methodist Church and Holy Cross Catholic Church. The program brings teens of both Catholic and Protestant faith from Northern Ireland to live with teens from Hutchinson for one month during the summer. Together they learn to build relationships and understanding about their very different lives and learn more about their secular differences.

The Ulster Project was started in 1975 by Rev. Kerry Waterstone, a priest in Northern Ireland, in order to provide a safe place in North America for Northern Irish teenagers to discuss the climate of  “The Troubles” that was facing them at home.

PRETTY PRAIRIE, Kan. — The Pretty Prairie USD 311 school district has a new superintendent. The Board of Education announced the selection of Ashley Anderson as the new superintendent. Anderson will begin her new duties with USD 311 on July 1. She replaces Randy Hendrickson who announced his resignation at the end of the 2020- 2021 school year.&nbsp;

Anderson is currently the Curriculum Director in the Savannah Missouri School District near St. Joseph. She is originally from a small town in Chase County near Emporia. She received her Masters and Specialist degrees from Fort HaysState University.&nbsp;

Board President, Sid Graber, says that Anderson emerged from a very thorough search process as the right candidate to lead the School District. “The Board is certain in our choice of Ashley Anderson and confident that under her leadership USD 311 will continue to provide a high-quality education and opportunities for personal growth to Pretty Prairie's youth,” Graber said in a release from the district. Graber noted that community input, including the involvement of stakeholders was a key factor in the success of the superintendent search process.&nbsp;

The committees included teachers and administrators, parents, and community members.&nbsp;

Once the Kansas House returns from the turnaround break this week, discussions will begin on an education bill that has rolled together most of the major issues for K-12 into one piece of business.

"The bill now includes the budget or the funding for the Department of Education, which is all the aid to local school districts, so it's the funding," said Mark Tallman with the Kansas Association of School Boards. "It also extends the state mill levy, which is part of the way schools are funded. That has to be done every two years. Then, it contains two new provisions dealing with private school aid, which has been a big topic this session. Finally, there's provisions dealing with remote learning. Of course, the whole issue of how schools have dealt with the pandemic has been a big topic."

The question that still needs to be resolved is whether putting so much legislation together gains overall votes or loses them.

"It's always an issue in legislative strategy, do you put a lot of things together in hope that parts of it are popular enough to get enough votes to maybe get some things not as popular, or, if you put too much in one, does it just sink the whole thing?," asked Tallman.

There is still the floor amendment process to go through in the House, plus any adjustments the Kansas Senate might choose to make.

"When you throw in the hurdle of getting what the Governor would agree to, what she would sign and the fact that there could be a majority of legislators that say, we've got to pass a budget," Tallman said. "The deadline may be, will a majority of legislators kind of want these other pieces to pass a budget, even though there might not be two-thirds support to do that. We could be a long way from resolving this."

The specifics on when the education budget bill might be on the floor have not been released as of Monday.

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will meet this evening in a special session. The meeting will involve an executive session to discuss non-elected personnel.&nbsp;

The meeting comes five days after the Council held a special meeting and hired former Hillsboro City Administrator Larry Paine as the interim City Administrator. Paine recently retired from Hillsboro and was replaced by former South Hutchinson City Administrator Matt Stiles who abruptly resigned from the South Hutchinson position in 2018.

The Council is looking to bring a City Administrator back on board and is working on what direction to take in filling the spot. Tonight's meeting begins at 6 p.m. at the South Hutchinson city offices.

The forum will be held from 9:30 a.m. until 11 a.m. at the Hutchinson Fox Theatre. The Reno County legislators invited to participate are Senator Mark Steffen, and Representatives Joe Seiwert,&nbsp; Paul Waggoner, Jason Probst, and Michael Murphy. For those not able to attend in person, the event will also be live streamed on the Hutch Chamber Facebook page.&nbsp;

There is no cost to attend the legislative forums. Members of the Chamber and the general public are encouraged to attend. Masks will be required for those attending and safe social distancing practices will be followed.

HUTCHINSON, Kan. — The Hutchinson Police Department has sworn in six new Police Service Aids (PSA) that are trained up and ready to help serve the community. Yaniralis Rosario, Riley Kotschegarow, Lane Bullock, Janson Robeson, Ashley Garcia, and Brec Voges.

Police service aids are part time employees, with no law enforcement powers, who assist our officers, dispatchers, and records techs in job functions. &nbsp; PSA frees up officers on jobs where a law enforcement officer is not needed to do the job. This&nbsp; allows officers to focus on the reduction of crime in our city.&nbsp;&nbsp;&nbsp;&nbsp;

All of the new PSA’s are local college students working on their criminal justice degree.

HPD with six new Police Service Aids

HESSTON, Kan. —A man was arrested in Harvey County this morning on suspicion of aggravated kidnapping and other possible charges.

The Harvey County Sheriff’s Department reports that around 7:20 a.m. dispatch advised a female caller reporting that she had been beaten and was being kidnapped by a man in a stolen vehicle.&nbsp;&nbsp;

Officers from the Sheriff's Office, Newton PD and Hesston PD stopped the vehicle at Casey's on Lincoln Blvd in Hesston. Officers conducted a high-risk traffic stop, which involves officers displaying their weapons to maintain safety for all parties involved.&nbsp;&nbsp;

The occupants complied fully and the male driver was arrested and booked into the Harvey County Detention Center on multiple charges including Aggravated Kidnapping and Domestic Battery. The suspect and victim were acquaintances. No names have been released at this time.

The vehicle was discovered to have an altered VIN and was previously reported as stolen.&nbsp;&nbsp;

Jan Hale with the American Red Cross notes that as part of Red Cross Month, there are many ways <a href="https://www.redcross.org/">local people can volunteer</a>.

"We have found at the Red Cross that, as we've gone through the last year, research has shown that more people want to help those in need," Hale said. "This month, because it is Red Cross Month, we want to invite people to do that helping. About every eight minutes, someone in this country has an emergency. Usually that is via a house fire. The Red Cross is there. Although, right now, it's a little bit different, the Red Cross is there to help those that are affected, whether it be giving them a little bit of financial stipend to get back on their feet or making sure that there is canteening available for our wonderful first responders."

Hale notes that you can also volunteer virtually, if that is easier for you.

"Ninety percent of the people that work for the Red Cross are volunteers," Hale said. "There are lots of people that are front line for the Red Cross, whether that is disaster case work, a position with our service to the Armed Forces or other communication opportunities, we have worked those to become virtual."

Also, you can <a href="https://www.redcrossblood.org/">still give blood</a> at Red Cross blood drives and there is a particular need right now.

"Those folks that are blood type O, whether that's positive or negative, we really need you to donate soon," Hale said. "Quite frankly, I've had people say, I don't know what my blood type is, this is a great way to find out what your blood type is, is by giving."

Also, all blood donated to the Red Cross will be tested for COVID-19 antibodies, so you can find out if you have had the virus and if you might be eligible to give convalescent plasma to help those who are currently ill.

Yes, it’s safe to say I’m ready for spring for all the usual reasons: green grass, blooming flowers and trees, longer days and anticipation of summer. But this year the normal sense of renewal that comes with a dose of spring is heightened by the widespread distribution of vaccines that will let us return to living our lives in a more normal fashion.

At this point, all of this will happen sooner rather than later. Somethings are never going back the way they were before. That’s good for some things, like remote work or more people buying their food directly from farmers and ranchers. These are the benefits that will stay with us long after everyone has had their chance to get a shot.

For everything else to return, however, getting needles in every willing arm as fast as possible is the ticket back to the good life. I understand why some people are wary of taking one of these shots. Two of the three vaccines are based on a relatively new technology, and they were developed four times faster than any previous inoculation.

Again, I understand wanting to be cautious, but I believe the rapid development of these vaccines is an achievement to be celebrated. A combination of government incentives and private enterprise combined to deliver doses of a safe and effective antidote to a modern-day plague in less than a year.

It will take more time to see the full benefits of these vaccines, but early results in reducing the risk of death and hospitalizations are encouraging. Anecdotal reports from friends and family who’ve received their shots have also been positive. This is a revolutionary development in humans’ fight against disease.

That message has been somewhat muddled because caution and mitigation efforts are still necessary. Vaccine supply constraints and the lead time needed before they’re fully effective require continued vigilance. But production is ramping up, and so is the pace of doses going into arms. But with each passing day we’re getting closer to reaching critical mass, closer to the end of this pandemic.

Closer to hearing the hum of a crowded restaurant on a Friday night. Closer to watching the latest movie in a theater. Closer to boarding airplanes and collecting passport stamps. Closer to concerts, sporting events and celebrations disrupted over the past year.

Just as a good dose of spring makes us quickly forget the chill of winter, a shot or two this season will get us to the other side of the pandemic by summer. And I expect it will be as glorious as feeling a shot of sunshine during a perfect spring day.

The National Weather Service is forecasting extreme grassland fire danger for large portions of north central Kansas and all of eastern Kansas and has issued a Red Flag Warning for those portions between 11 a.m. and 7 p.m. Monday.

South wind will be sustained from 20 to 30 mph with gusts up to 40 mph.

Relative Humidity could drop as low as 25 percent.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

Red Flag Warning for Rice and McPherson County and points to north and east Monday

HUTCHINSON, Kan. —&nbsp;The Reno County Sheriff's Office is looking for a parole absconder.

The department reported that they tried to contact Justin Quaid Walker to serve an arrest warrant Saturday and Walker made it to a vehicle and fled from the area, leading officers on a chase throughout the city. A woman was let out of the vehicle in the area of 10th and Severance and the pursuit was called off a short time later due to the amount of traffic in the city at the time. Walker wrecked the vehicle near 21st and Main and fled on foot. They have not found him as of Sunday evening.

The Sheriff's Office is looking for Walker and also wants to identify the woman who was in the vehicle so they can talk to her. If you know more, call the Reno County Drug Enforcement Unit at 620-694-2848.

HUTCHINSON, Kan. — The Kansas State Fair Board will meet on Tuesday to go over a number of agenda items.&nbsp;

Among them is a report from interim General Manager Ed Berger.&nbsp;

Berger will go over financial, legislative and furlough matters with the board as well as report on the Etix system and Skills USA.

The board will also hear the usual reports concerning preparations for this year's fair and will introduce James Fisher as the new Director of the Kansas State Fair Foundation.

The board will also go into executive session for a personnel matter.

Tuesday’s meeting begins at 10 a.m. at the administration building on the fairgrounds.

KSF Board meets Tuesday

Karen Hammersmith with the Reno County Health Department notes that it is the intent of the department to move on to vaccinating essential workers before the end of March.

"We're focusing on some of those strategic plants that we know can't social distance," Hammersmith said. "We will be doing Tyson later in the week next week. We'll go out there and vaccinate anyone that needs to be vaccinated out there. Then, I know Hutchinson Clinic and Prairie Star are also working on some of their occupational medicine groups that they work with on a regular basis."

This is in addition to the vaccine they have already distributed to K-12 educational employees.

"It's easy to identify, you know, people that have 50 and higher employees. Those are a little bit easier to identify, but that doesn't mean that we're catching everybody. If somebody has a group of 15, but yet they are interacting with the public all the time, you know, or can't social distance because they are in a small building. We don't want to leave those out, either."

The goal is to finish up the 65 plus people they have missed for sure by the 15th.

"We have pods that we are filling," Hammersmith said. "We have filled the one for Monday the 8th, but the 15th is open and I know other places have openings, as well, but we want to finish up that group and then we are moving on to high-contact critical workers."

Be watching the Health Department's website for those high-contact critical workers who do not work at a large employer to have an opportunity to sign up later this month.

Hammersmith: Goal to start vaccinating high-contact workers later this month

HUTCHINSON, Kan. — Hutchinson USD 308 announced Thursday that nominations are open for the Hutchinson USD 308 Classified Employee of the Year. Nominations will be taken until Friday, March 12.

The award is open to all classified employees in the Hutchinson Public School District who have been employed in the district a minimum of three years at the beginning of the 2020-21 school year. An individual may be nominated who works full-time or part-time in any classified position for the district.

USD 308 Classified Employee of the Year nominations now open

HUTCHINSON, Kan. — Reno County commissioners will once again address wind farm regulations during Tuesday's meeting.&nbsp;

After taking more public comments on both sides of the issue two weeks ago, the matter will be up for discussion again. The board has been looking over the proposed regulations for several months now, asking for tweaks here and there. Questions from proponents of wind energy have come up as to whether the regulations will be in a manner that will make it difficult for any wind farm development. Opponents of wind have said the regulations are not enough.&nbsp;

County Administrator Randy Partington said he could not say whether the commissioners will take any action on the matter.

Also Tuesday, the board will go over a proposal to install audio visual technology in the County Annex. If approved, the new technology would allow the County Commission to hold meetings there if extra meeting space is needed. The cost of the technology would be around $30,500.

Tuesday’s meeting of the Reno County Commission begins at 9 a.m. at the Reno County Courthouse.

Commission to further discuss wind farms Tuesday

Creighton University economist Ernie Goss is encouraged by the fact that the economy is bouncing back despite the pandemic, but some of that bounce is due to inflation.

"If you are buying housing, your what we call real income, is not going as fast," Goss said. "If you're spending it on food, food has been going at a much faster pace."

On the other hand, agricultural commodity prices are actually in a good place for the first time in a long time.

"This is on the grain side," Goss said. "On the livestock side, it's still got some room to go on that because of the leisure and hospitality industry. Individuals, families and business persons aren't going out there buying food in restaurants. We've got to see the livestock side tune up a bit, but on the grain side, much, much better, whether you're talking about wheat, milo, corn, soybean, looking much better there with exports growing. Farm income in 2021 is going to be back to 2013 levels."

Still some of that growth will go in and out of your wallet without buying anything more.

"The overall growth in the economy, probably right now, we're looking at 6%, in terms of yearly," Goss said. "Unfortunately, about 3% of that is inflationary."

The economy also still needs to grow some to get back to pre-COVID levels and it remains to be seen how much of a ceiling there is once vaccination becomes more widespread.

NICKERSON, Kan. — The Nickerson USD 309 School Board will discuss its search for a new superintendent during Monday’s agenda session.

The board will hear a presentation from the Kansas Association of School Boards about the search process. The district is in need of a new superintendent after the board decided not to renew Dr. Dawn Johnson's contract for next year. Johnson has since been named Executive Director of Human Resources for Hutchinson USD 308. What steps the board will take are not known at this time.&nbsp;

Also Monday, the board will take action on the school calendar for next year. If approved, school would start Aug. 17. Students would get three days off for Thanksgiving and Christmas break would run from Dec. 23 to Dec. 31 with students returning to class Jan. 3.

Spring break would be March 14 to March 18 and the last day of school would be May 25.

Finally, the board will take action on a bid from C.E. Comfort Products for new rooftop air conditioning units for the district at a cost of $89,963.

USD 309 to hear presentation on superintendent search

One of the challenges of living on the plains is the lack of requirements when it comes to home building. On the Atlantic and Gulf Coast there are requirements that new builds have to satisfy to make homes more resilient to hurricanes. But those types of requirements exist in few places on the plains.

The single most important factor in resilience

One thing counts more than all the others when it comes to storm survivability in the home: keeping the roof on. If you can keep storm winds from getting under the roof and lifting or pushing it off the walls, you and your property stand a much better chance. We've all seen how homes are built: the walls are leaned up against one another, but until the roof is on they lack the support needed to create what builders call an "envelope." Like the one you probably just thought of, the building envelope is meant tt keep the contents inside and protect them from hazards.

Keep the roof on by tying it to the Foundation

What you want to have is a structure that is tied together with construction more substantial than nails. It starts at the foundation, with rebar tied to the footings and extending above the top of the basement or crawlspace wall. Then the joists can be tied to the rebar as they are placed. After walls are raised, each outer wall stud should be strapped from a few feet up the stud to a few feet below the edge of the concrete below.&nbsp; The left side of this photo shows what it looks like on a concrete block cellar wall.

The right hand side steals a bit of later thunder -- it is showing a roof joist tied via steel rod all the way to the foundation.

J-bolts embedded in the concrete (preferably firmly tied to the grid of rebar in the floor) around the edges and where there will be interior bearing walls. Here's an example:

As you can see, the bolt receiver is nailed into the stud with numerous nails. Much more sturdy than the old practice of toenailing the studs to the plates.

Continue tying things together as you go up, strapping from several feet above the floor to several feet below the bottom of the joist.

And last but certainly not least, tie down every roof joist to to the header below it, or even to the stud below that, spanning the header.

In designing homes that will hold up well in strong winds, we should borrow heavily from the <a href="http://www.miamidade.gov/building/resources/forms-checklists.asp" target="_blank">Miami-Dade County Building Code</a>, which includes a wide range of provisions, including hurricane tie-down strapping or clips that provide a continuous structural connection from foundation slab to roof, minimum 2x6 framing in exterior walls, minimum 19/32-inch plywood roof sheathing with 6-inch nail spacing at panel edges and 4-inch at gable ends, and hurricane-rated shingles. Other wind-resistant strategies include hip roofs that deflect winds, avoidance of deeply overhung entryways, and outward-opening doors that are held more tightly closed in heavy wind.

But I'm not building a new home, am I just out of luck?

If you can keep storm winds from getting under the roof and lifting or pushing it off the walls, you and your property stand a much better chance. We've all seen how homes are built: the walls are leaned up against one another, but until the roof is on they lack the support needed to create what builders call an "envelope." Like the one you probably just thought of, the building envelope is meant tt keep the contents inside and protect them from hazards.<h2>Keep the roof on by tying it to the Foundation</h2>What you want to have is a structure that is tied together with construction more substantial than nails. It starts at the foundation, with rebar tied to the footings and extending above the top of the basement or crawlspace wall. Then the joists can be tied to the rebar as they are placed. After walls are raised, each outer wall stud should be strapped from a few feet up the stud to a few feet below the edge of the concrete below.&nbsp; The left side of this photo shows what it looks like on a concrete block cellar wall.<figure>
