The process is already underway for First Call for Help's annual school supply drive. They annually help between 2,000 and 2,500 Reno County students with supplies each year.

"We send letters to all the schools in the county, all the public and private schools late spring to let them know it's coming up," said Dr. Marilyn Graham, Executive Director of First Call for Help. "They remind the parents and a lot of our schools, like Pretty Prairie and Fairfield and stuff, they go ahead and do like the preregistering work for us to assure that the students qualify. We started actually June 1 of this year and we will actually pre-register families up through August 5."

The actual pick up will be the week of August 9 to 13, by appointment.

"We're just not sure about COVID, you know, could we go back to the mall and have everyone there, we just don't know," Graham said. "This way, we can meet protocols if they would be put back in place and feel safe about it."

The group still needs both monetary and school supply donations.

"Any and all school supplies are appreciated," Graham said. "We are desperately short of the large backpacks, that like would work for middle school and high school age children, notebook paper, spiral notebooks, colored pencils, crayons and it goes on down."

If you'd like to donate, you can drop off donations at 17 West 2nd on Tuesday and Thursday from 9 a.m. to 3 p.m. or Wednesday from 9 a.m. to noon.

First Call for Help collecting school supplies for annual drive

Jim Robb with the Kansas Mennonite Relief Sale said it was a success with cooler weather than expected for July.

"We set our expectations kind of low, maybe, because of the uncertainty about the weekend and how people were going to react," Robb said. "We had lots of people on Friday night, more people on Saturday. Bidding was brisk on all auction fronts and we ran out of food, so, that's a good weekend."

"For the July 2 and 3 event, what I have been told is around $400,000," Robb said. "The past few years, we've been able to cross the $500,000 mark, so it's a little bit less but, when we're ready to make our donation to MCC, we'll take into account that there have been some other Kansas Mennonite Relief Sale activities leading up to this.

One example is the spring plant sale. That's something that normally would happen around the time of the April event, but obviously was done ahead of the event this year.

The board will go over the various appointments and look over resolutions required by state statutes, and take action on petty cash funds for the various schools.

The board will also go over several personnel matters and get an update from the KJUMP lawsuit.

The board will then go into executive session to discuss the latest in contract negotiations and another executive session to discuss a real estate matter. Thursday’s board meeting begins at 6 p.m. at the Burkholder Administrative Center.&nbsp;

USD 313 Board meets Thursday

Kan. — Reno County Treasurer Brenda Kowitz reminds property tax payers that they need to take care of their obligations in a timely manner, or else it will be even more expensive.&nbsp;

According to an email from her office to Hutch Post, Kowitz said&nbsp;any delinquent real estate taxes not paid by August the 2nd will be published in the newspaper and incur additional publication fees.

County treasurer says delaying property tax payments will cost more

HUTCHINSON, Kan. —&nbsp; The Food Pantry at The Salvation Army headquarters at 700 N. Walnut will be a site for another round of COVID vaccinations. The service is being offered by the Kansas Department of Health and Environment.

Vaccinations will be available Monday, July 12, from 8 a.m. until 3 p.m. Both the J&amp;J and Pfizer vaccines will be available.&nbsp;

The event is part of a sustained effort to mobilize Kansans to get vaccinated and for unvaccinated Kansans to get tested to stop the spread of COVID-19 in order to protect themselves and loved ones.&nbsp;

Vaccination clinic offered Monday

PRATT, Kan. — U.S. 54 will be getting some major renovations under a series of construction projects announced by KDOT Wednesday.&nbsp;

U.S. 54 in Pratt County between Cullison and Wellsford will see extended passing lanes. That work on the highway extends into Meade and Kiowa counties as well. Total cost of the projects in U.S. 54 is around $20 million.

The projects announced today will also rehabilitate and add shoulders on a portion of K-156 in Hodgeman County and add passing lanes or extend existing passing lanes on parts of U.S. 50 in Ford and Edwards counties.&nbsp;

The projects announced today in Dodge City are currently scheduled to be let in 2023.

US 54 to get major improvements

Each year the foundation awards grants for programs demonstrating innovative ideas or solutions to critical needs in the Buhler community. Grants are awarded in sectors ranging from health and human services to the arts to parks and nature.

Buhler Foundation taking proposals

HUTCHINSON, Kan. — The Kansas State Fair Board gave the approval to allow the Hutchinson Fire Department to move ahead with plans for a new fire station on the fairgrounds during their meeting on Tuesday.

“This has been an ongoing project since it was approved in 2015 from the city council,” Fire Chief Steve Beer said. “So we finally get to address the concerns there, and the needs as the community changes.”

Originally the fire department wanted to expand their current station at 20th and Main and had asked the fair for some land adjacent to the building. But, those plans changed and now the new station will be located near the 23rd Avenue gate just north of the North Sunflower Building. The station will have direct access to Main Street. The station is usually one of the busiest in the city and makes most if not all calls to the fairgrounds.&nbsp;

“It will be a seven person station, it will also have a few of the brush trucks located there for deployment. It will probably be one of the largest stations we have in the city,” Beer said. “This station is our busiest station in the city with the most call volume.”

The project is budgeted for 2022 with a cost of around $4.5 million. Beer says they hope to get the project moving before the end of the year.

New fire station approved by KSF Board

Even as the City of Hutchinson wrestles with cutting the budget, they are having just as much trouble finding good people as any of the private businesses in the area are. 

Two examples given to the Council at their budget work session Tuesday night were in Public Works and the Police Department. For example, there is money budgeted for the Public Works Department to have four more people than are currently employed, but they can't find qualified applicants. 

"We had empty positions this year, but next year, we're funding to be full staff," said Hutchinson Police Chief Jeff Hooper. "Do I think that we'll be full staff next year the whole year? No. That's not going to happen, so that projected funding that we're looking for to be full staff, we'll have some savings there. That's where they are talking about that $4.17 million ending balance might actually be higher."

The Council seemed to agree around making a goal of a $4.5 million ending balance on paper, in hopes of ending up around $4.8 to $5 million actually at the end of the year. One of the ways they are planning to do that is to decrease the planned raises for city employees from 3% to 2.5%.

"You've got to remember, you're still paying part of the health insurance, you're paying their KPERS contribution, you're paying workman's comp," said council member Nancy Soldner. "I mean, there's so many things that you pay, in addition to just straight salary, that are benefits to the employee."

The one other issue that got a lot of discussion is starting a pilot program for sidewalk improvements with $20,000. The specifics of the program would likely put that money in some of the city's featured neighborhoods.

City will reduce planned raises to increase ending balance

SOUTH HUTCHINSON, Kan. —&nbsp; The South Hutchinson City Council discussed a bridge replacement project that has raised questions about who actually is responsible for its upkeep and or replacement. The discussion came during Tuesday’s meeting.

The small span is located on Scott Blvd near Reno County Public Works and is on the edge of the city limits.&nbsp;

According to City Administrator Joseph Turner there’s some question as to who actually owns the bridge. There are claims that the county gave the bridge to the city or the city annexed it some years back. Some say it still belongs to the county. The issue surfaced when the bridge's weight rating was dropped down to where public works can no longer use it. That eliminates a quick way out onto US 50, forcing heavy equipment from public works to go through parts of town.

Turner said the city council agreed to send a letter to the county asking for some assistance in the cost of replacing the bridge.

Also Tuesday night, Brian Garretson was sworn in as a new member of the council. The council had been short two members after Jeff Dovel and Tyler Graves announced their resignations last month. That still leaves one seat vacant on the council. There are claims that the county gave the bridge to the city or the city annexed it some years back. Some say it still belongs to the county. The issue surfaced when the bridge's weight rating was dropped down to where public works can no longer use it. That eliminates a quick way out onto US 50, forcing heavy equipment from public works to go through parts of town.Turner said the city council agreed to send a letter to the county asking for some assistance in the cost of replacing the bridge.Also Tuesday night, Brian Garretson was sworn in as a new member of the council. The council had been short two members after Jeff Dovel and Tyler Graves announced their resignations last month. That still leaves one seat vacant on the council. South Hutch City Council discusses bridge project

HUTCHINSON, Kan. — The Kansas State Fair Board of Directors met in regular session as the fair is now a little over 60 days away.

Interim GM Ed Berger says the board approved some work on the historic House of Capper which has been in need of repair for some time. The board approved removing the roof of the open air structure and asked that the foundation begin a fund raising project to have the roof replaced and other repairs made.&nbsp;

The building has been a main fixture of the fair for many years dating back to 1913. It's one of the oldest buildings on the fairgrounds and has been used as a shaded place to rest or used as a bandstand. At one time the entire building was glassed in and used for the professional arts at one time. No word on when the work will be done on the structure.

The House of Capper is located just east of the administration building near the fountain.

Buhler USD 313 Superintendent Cindy Couchman and Finance Director Shane Hecox explained Wednesday that the district is going to have to file all of the information for an increase above the Revenue Neutral Rate.

"Our Revenue Neutral Rate, I believe for the General Fund was like, 19.25 mills," Hecox said. "We have to assess 20 mills, so we're definitely going to exceed that."

The 20 mill assessment is because that amount is required to be assessed by state statute as part of the school finance formula. Also, because of the new reporting requirements, it's a quick turnaround for the budget process.

"There are some very specific dates, the first one is July 20th," Couchman said. "We have to notify the county clerk of the tax rate for our new year. It's really just notifying them if we're going to exceed the Revenue Neutral Rate. You've heard Shane say that we will be. What we give them, then, is the maximum that we would exceed for the district."

It's likely that there will be some play in the numbers, but just as is done every year, the school finance formula is heavily dependent on the exact number of students in the district, so the budget authority will be adjusted later in the year once those final numbers are in place.

Kan. — Seth Dewey, Substance Misuse Health Educator with the Reno County Health Department explained that overdoses of opioids are killing Reno County residents. Fentanyl and Carfentanil are two of the opioids causing many deaths across the country.

"Morphine is a very common one for surgeries and after surgeries," Dewey said. "Fentanyl is 100 times more potent, stronger than morphine. Then, Carfentanil, which is also what we're starting to see more of on the streets, is 1000 times more potent than morphine. What we have is some very strong narcotics that are being pushed out to the streets and unfortunately, mixed in with other substances, as well."

According to information from the Veteran's Administration, a 2 mg dose of Carfentanil will knock out an average size elephant. Naloxone is a medication that is sprayed in the nose or injected and can reverse an opioid overdose.

"When an overdose occurs, the ball fits right over that bowl on the receptor," Dewey said. "The Narcan or Naloxone will come along and push those balls off of those receptors, enabling the body to breathe again. This never, never relieves the person from the responsibility or the task of calling 911, because an individual can go back into overdose within 30 to 45 minutes."

Carrying anti-overdose medication functions similarly to other immediate lifesaving measures like defibrillators for heart issues or other immediate layperson healthcare interventions to allow medical professionals to get there to continue treatment. 

"This is not uncommon right now," Dewey said. "This is nationwide. What it is, is it's just now reaching rural America. It's hard for us to think that something like this could be happening here. It's hard for us to adapt those different strategies and practices to our communities, because we would love to think that this is not something we would have to worry about. The harsh reality is, it's here and we have to adapt our approach."

There's no way of knowing if someone who bought opioids online bought from a reputable source or if they may have been combined with fentanyl or carfentanil. Even touching or inhaling either of those substances can be lethal.

Dewey: Strong narcotics creating overdose issue here and nationwide

EAST ST. LOUIS, Ill. — A Hutchinson man has been sentenced to nearly 22 years in federal prison for his part in a major drug distribution ring in Illinois and other locations across the country. Thirty-two-year-old Lloyd Parker will also spend five years under post release.&nbsp;

According to the Belleville News-Democrat, Parker was charged with conspiracy, distribution and possession of meth and cocaine. According to the indictment, Parker and his organization distributed at least 240 pounds of meth and 48 kilograms of cocaine from 2014 to 2018 in East St. Louis, Los Angeles, Houston, Memphis, Jackson, Mississippi, and Ontario, California.

Parker pleaded guilty to the charges on March 9.

Prosecution of the case was done through an Organized Crime Drug Enforcement Task Force and investigated by the DEA, IRS, U.S. Postal Inspector and Illinois State Police, according to a release from the federal court.

Hutchinson man sentenced in Illinois federal case

NEWTON, Kan. — A popular lake in Harvey County is closed because of blue-green algae.&nbsp;

The Harvey County Parks Department announced that Harvey County East Lake is closed to swimming and boating until further notice. The announcement came out just before the holiday weekend. Camping and other activities are still available.

The lake, located six miles east of Newton, is a popular fishing and boating location because of its easy access and the ability to boat in windy conditions.

The advisory does not affect Harvey County West Park or Camp Hawk Park.

Harvey Co. East Lake closed

NICKERSON, Kan. — The Nickerson USD 309 School Board continued to figure out a fix for the high school football field and track during a special meeting last week.

The track has been an issue of much discussion after removal of the old surface revealed a lack of a suitable base to put down the new track. The district has also expressed dissatisfaction with the way some of the work has been done already, including poor concrete work and other shoddy workmanship by a subcontractor for Mid America Sports Construction. Some of that work had to be torn out and was supposed to be redone.

During the meeting, the board approved a change order that would remove the old dirt base and replace it with more suitable material before adding rock and then a three inch base of asphalt. The added cost is just under $266,000.&nbsp;

The board also gave Superintendent Curtis Nightingale authority to add some additional work and cost into the project if needed, which could add another $23,000 to the project.

USD 309 Board takes further action to fix track issues 

HUTCHINSON, Kan. — First District Congressman Tracy Mann will be taking a tour of the western half of his district next week. Mann will make 22 town hall stops over a three-day period starting Tuesday, July 13.

Mann will tour counties in central Kansas on Tuesday then into the southwest parts of the state on Wednesday before moving to the far western part of Kansas along the Colorado border on Thursday. The tour will not stop in or near Reno County next week. The tour is part of a visit to all of the counties in the first district.

Mann to tour western parts of Kansas next week

Kan. — The Kansas Bar Association's Call-a-Lawyer night is coming up on Thursday.

"What that is, is just free advice to individuals," said Pat Byers, Lawyer Referral Service Director with the Kansas Bar Association. "A lot of times, they just need to know whether they've got a case. Is there a statute of limitations? This upcoming Thursday is just simply advice and guidance."

Those needing assistance can call (800) 928-3111 between 6:00 p.m. and 7:45 p.m. and they will be able to leave a message to speak with a volunteer lawyer who can help them with situations from probate and family law to employment issues and more.

"A lot of attorneys now a days do charge for their initial consultation," Byers said. "A lot of times, this Call-A-Lawyer just giving advice, there may be something that they need to do in order to have a case. The attorney can give them some guidance as to how to do that. They can also tell them no, you don't have a case and they can let it go without spending money on an attorney."

Call-a-Lawyer is a monthly event the second Thursday of each month.

Kan. — The Hutchinson City Council was presented with the larger issue of not having a local, functioning housing authority as it considered an agreement with the Newton Housing Authority to administer the Section 8 Tenant Protection Vouchers for the North Park Village residents who wish to stay there rather than move to the Commerce Gardens II development.

"In my car, I have the applications and the certification packets," said Jolynn Colberg, Executive Director with the Newton Housing Authority. "I'm going to go, if you agree with this, I will go deliver them to them and start the process. They'd like to see it done by July 31st. We'll probably try really hard to get that done. It will just take a lot of weekends between now and then."

When the Cowley County Housing Authority backed out of wanting to handle the vouchers, only Newton, Wichita, Manhattan and Dodge City were left as options.

"The repositioning is very complicated and there's a lot of different ways to go," Colberg said. "I've spent the last probably five years studying it, because Newton will reposition, probably about two years down the road."

Council member Jon Daveline asked Colberg what happened in Hutchinson to cause the lack of a local resource.

"Originally, I was started from Manhattan," Colberg said. "I moved to Newton to take this position to be closer to my mother. We just couldn't get Hutchinson Housing Authority to answer any phone calls or do any landlord references, then slowly, we just couldn't even contact them. The smaller housing authorities are struggling, first of all, to find staff. It's a very detailed, long hours, always something to do job. It's hard to find anybody to take executive director's positions. There's a lot of knowledge involved. The smaller towns are really struggling. I've seen it all over the state of Kansas. A lot of cities have had to actually take back the housing authorities and are trying to operate them themselves, because there is not enough funding to staff it adequately."

Colberg said that is because the amount of funding coming down from HUD is unpredictable and even her office can only serve the city limits of Newton. There are no vouchers for Harvey County in their office as those are in Wichita. Manhattan, for example, has Morris County. McPherson County has to go to Cowley County for its vouchers. 

"They set aside 100 percent of the funds, but they never fund us fully," Colberg said. "Sometimes it's 76%, sometimes it's 80%, 82%, you know, we never know."

Mayor Steve Garza asked City Attorney Paul Brown about bringing things back in house. Brown said the section of city code is still there if that's a decision the governing body wants to make, but they did not take action on the larger issue Tuesday.

City Council approves interlocal agreement, raises housing authority issue

SOUTH HUTCHINSON, Kan. — One person was injured in a single vehicle accident Monday morning near South Hutchinson.

The Reno County Sheriff's Office Fire and EMS were dispatched to the US 50 and K14 west junction around 7:50 a.m. Monday

&nbsp;Arriving law enforcement found an SUV approximately 150 feet off the roadway in a tree row, and the driver 44-year-old Scott Chapman laying in the grass behind the vehicle.&nbsp;

During the investigation it was determined Chapman left the roadway, over corrected and then left the roadway down the embankment. Chapman’s vehicle rolled at least two times ejecting him from the vehicle.&nbsp;

Chapman said he doesn’t know for sure when the accident happened which was called in by a passing motorist. Chapman did say he was trying to avoid a deer in the road.

He was transported to Hutchinson Regional Medical Center due to his injuries.&nbsp;

Leadership Reno County applications being accepted

SOUTH HUTCHINSON, Kan. —&nbsp; The South Hutchinson City Council will have a new member when they meet Tuesday evening.

The council has been short two seats after Jeff Dovel and Tyler Graves announced their resignations last month. Mayor Matt Nisly then asked Brian Garretson to join the council. He will be sworn in this evening. Garretson was one of three individuals who filed to run for the council in the November election and since there are three seats up for election, it was very likely that he will be elected.

That still leaves one seat vacant on the council. Nisly says any resident interested in being appointed to the council to fill the remaining vacancy are encouraged to contact him at city hall or via email at <a href="mailto:nisly@southhutch.com">nisly@southhutch.com</a>.

Also Tuesday evening, the council will discuss a bridge replacement project and get a look at the 2022 budget. Tuesday’s meeting of the South Hutchinson City Council begins at 6 p.m. at the South Hutchinson City offices at 2 S. Main.

South Hutchinson City Council meets Tuesday evening

Kan. — The Hutchinson Municipal Band will have a special joint concert Tuesday night at 8:00 pm at their new location in Carey Park between the Hutchinson Zoo and the Homebuilders' Shelter.

"We're going to call this band concert the sixth of July, featuring the Kansas National Guard and the Hutchinson Municipal Band," said Charles Johnston with the band. "It's going to be fabulous. There's great patriotic music planned by both the band and the National Guard Band."

The Hutchinson Municipal Band and 35th Infantry Division Band have been in discussions regarding a joint concert since 2018. In 2019, the concert, scheduled initially for Dillon Nature Center, was rained out. COVID-19 caused the cancellation of the 2020 concert.

"They do all of the physical training and then, instead of practicing weaponry, they go practice their instruments, which I think is fascinating," Johnston said. "I just am so excited for Hutchinson to be able to see them and, by the way, this is a preview for when they are going to be here in September, because they're at the Kansas State Fair for September 11th."

The live performance will feature a set of selections performed by the Hutchinson Municipal Band, including the Star Spangled Banner and other numbers, for 15 minutes at the beginning of the concert. Next, the 35th Infantry Division Band will play patriotic selections, marches, and popular music in their 30-minute segment of the program. Finally, the two bands will combine into one large ensemble to play Carmen Dragon's America, the Beautiful, the military branch standard Armed Forces Salute, and John Philips Sousa's Stars and Stripes Forever. The evening for the musicians will start around 6 p.m.

"We'll actually be rehearsing down in the park at our usual time," Johnston said. "We'll rehearse for 30 minutes. We'll do a joint rehearsal with the Army band for about 30 minutes and then we'll take an hour."

As a part of an ongoing partnership, the Hutchinson Zoo will be open to welcome concert-goers on July 6 from 6:00 to 8:00 p.m. There is a suggested donation of $2 per person or $5 per family for admission to the zoo. The concert is free.
