Six candidates for Hutchinson City Council laid out sharply different visions for the city’s future at a forum hosted by the Hutchinson/Reno County Chamber of Commerce at the Stringer Fine Arts Center on the Hutchinson Community College campus, touching on jobs and housing, tax policy, downtown revitalization, parks, and how to address homelessness.

Chamber President and CEO Debra Teufel moderated the event and reminded attendees that the Chamber “does not endorse candidates,” but sees it as part of its mission to organize opportunities for the community to learn about public policy. The general election is Tuesday, Nov. 4.

Candidates on stage were: •&nbsp;&nbsp;Southwest District: incumbent Greg Fast and challenger Kaden Winters •&nbsp;&nbsp;Northwest District: incumbent Stacy Goss and challenger Devon Reese •&nbsp;&nbsp;At-Large: Carlton “Duke” Devaul and Darrin Truan

The format featured two-minute opening statements, one-minute responses to questions prepared by the Chamber’s Public Policy Committee, optional rebuttals, and one-minute closing statements.

Several candidates cast jobs and housing as the city’s most pressing issues—though they differed on how to get there.

Fast highlighted relationship-driven economic development, citing annexation and utility planning to make large, shovel-ready sites marketable. He also pointed to a “billion-and-a-half-dollar Evergy energy plant” planned for the area and said Hutchinson is “working hard for economic development.”

Goss framed City Council’s role as accelerating responses to site selectors and aligning infrastructure with growth: “If we’re chasing deals that need millions of gallons [of water] every day and we can’t provide the infrastructure, it does no good.”

Reese said the city must attract new business while confronting what she called some of the highest tax burdens relative to population, arguing high costs deter employers and residents.

Winters argued for higher-wage opportunities and city-backed affordability measures: “We need jobs that pay fair wages and housing that is affordable,” he said, proposing city-owned apartments with income-based rents and stronger support for unionization and worker cooperatives.

Devaul pressed for broader attention beyond downtown, saying neighborhoods—especially on the south side—need investment and that taxes and transparency are top concerns. Truan, a retired Hutchinson Police sergeant, said the city should “make it easy” for builders and businesses to navigate permits and codes, calling for more common-sense problem-solving at City Hall.

On housing, Fast touted partnerships and incentives, noting a local match fund for infill construction through the community foundation and pre-drawn home plans to reduce costs and time for small builders. Goss pointed to streamlining steps for builders, including neighborhood revitalization incentives and exploration of SIP panels after the New Beginnings' tiny-home project.

Reese and Truan said the city should simplify processes so rehab projects and new construction can proceed faster. Winters reiterated his case for city-owned, income-based housing to provide a “stepping stone” out of poverty. Devaul urged help for seniors and young families to stay in their homes, and more repair of older housing stock in the city’s core.

Pressed on balancing spending and taxes, Truan said he would treat the city budget like a household—funding public safety, water/sewer and streets first, then weighing wants. Devaul favored across-the-board savings—with exceptions for police, fire and EMS—paired with a hard look at priorities.

Goss said Council had already stripped “thousands and thousands of dollars” from proposed projects during workshops and emphasized that some nonprofit allocations are legally required (such as alcohol tax and settlement funds). Reese countered that the city must stay within its means and that funding private charities is not a core municipal role.

Fast cited cost savings from bringing some engineering work in-house and from regulatory cooperation that he said trims $200,000–$250,000 annually on environmental obligations.

Goss tied arts and entertainment options to recruiting young families, advocating for Memorial Hall as a year-round venue and noting the city’s Liberalization of codes that can hinder builders.

Reese pushed for more attractions and beautification—“make the town nice and inviting”—including better mowing and upkeep. Winters proposed sidewalk repair and seating to make walking safer and more enjoyable, and more consistent programming at the fairgrounds outside State Fair season. Truan said the city should better promote what already exists, pursue more live-music opportunities, and remove unnecessary hurdles for downtown investors. Devaul cautioned against focusing only on Main Street, saying other corridors and neighborhoods also need attention.

Parks and trails: protect, pause, or pare back?

Parks and trails split the field. Goss defended them as essential to quality of life and home values—features young families weigh alongside schools and safety. Truan and Devaul praised the system but said expansions may need to pause while core infrastructure is addressed. Winters said he enjoys the parks but would consider temporary reductions if necessary to prioritize housing and food security. Fast noted Hutchinson has more park acreage per capita than cities of similar size and suggested focusing on efficiency while preserving signature amenities like the accredited zoo.

Truan said many unhoused residents decline services and proposed convening a broader task force of treatment, housing and outreach providers; Devaul agreed the community needs coordinated solutions.

All six pledged to be reachable—through public meetings, phone, email and social media—with several noting they already attend every council meeting.

Hutchinson Community College (HutchCC) proudly announces that two of its allied health programs — the Associate Degree in Nursing (ADN) and the Associate of Applied Science in Surgical Technology — have both received continuing accreditation from their respective national accrediting bodies.

The Accreditation Commission for Education in Nursing (ACEN) has granted continuing accreditation to HutchCC’s Associate Degree in Nursing program, with the next evaluation visit scheduled for Spring 2033.

The Commission on Accreditation of Allied Health Education Programs (CAAHEP), upon the recommendation of the Accreditation Review Council on Education in Surgical Technology and Surgical Assisting (ARC/STSA), has conferred continuing accreditation on the Surgical Technology program, with the next evaluation scheduled for 2035.

“These accreditations are a strong affirmation of the quality of our faculty, curriculum, and student outcomes,” said Tricia Paramore, Ph.D., President of Hutchinson Community College. “They demonstrate our continued commitment to preparing highly skilled professionals who are ready to meet the growing healthcare needs of our communities.”

Three-day weather outlook 

HARVEY COUNTY—One person was injured in an accident just after 2:30p.m. Thursday in Harvey County.

The Kansas Highway Patrol reported a 1999 Freightliner semi driven by Jared Lee&nbsp;Caviness, 35,&nbsp;Remsen, Iowa, was west bound on U.S. 50 exiting to South bound Interstate 135. The semi traveled off the roadway to the right scraping the barrier wall of the ramp and then rolled onto its side. First responders worked to remove cattle from the overturned trailer. Unfortunately, many died, according to Harvey County Emergency Management.. 

EMS transported Caviness to a Wichita hospital.&nbsp; He was properly restrained at the time of the accident, according to the KHP.

Driver hospitalized after semi hauling cattle overturns 

Oct. 4 is shaping up to be a busy and exciting day for Hutch Rec, with a full slate of community events ranging from races to concerts — and even a new four-legged competition.

Assistant Executive Director Amy Conklin says the Salt City 8K, 5K, and Family Fun Run will kick off Saturday, October 4, starting from the Salt City Splash parking lot. The race, which now features a unique 8K distance along the Jim Martinez Trail, is designed to offer runners a middle ground between the traditional 5K and longer 10K.

“We really weren’t seeing the interest in the 10K anymore,” Conklin said. “The 8K gives people something different — just under five miles — and you can still choose the 5K or a one-mile Family Fun Run.”

The morning races are scheduled just ahead of Hutch Brewfest, giving participants a chance to enjoy both events on the same day.

Adding to the festivities, Hutch Rec will host the community’s first-ever Dachshund Dash at 10 a.m. on October 4. Inspired by similar Oktoberfest traditions, the event will feature dachshunds racing a 100-foot dash.

“Mayor Stacey Goss actually suggested the idea, and our marketing team has had a lot of fun with it,” Conklin said. “We think it’ll be just like those baby crawl contests you see at basketball games — but with weenie dogs.”

Dog owners can register their dachshunds for the race, and Conklin said Hutch Rec is working with local partners to make the event a festive addition to the fall lineup.

Beyond Saturday, Hutch Rec’s calendar is full of fall programs, from dance and music lessons to special events like Farm to Table on October 27 and the next Third Thursday downtown.

Conklin encourages residents to check out Hutch Rec’s online activity calendar at hutchrec.com, which allows users to filter by age, location, and interest.

“There’s so much going on that no one can say there’s nothing to do in Hutchinson,” Conklin said. “Whether it’s fitness, arts, or family fun, we want people to get connected.”

On Saturday, November 15, the museum will host Peace, Love and Preservation at the Red Shed Music Venue. Doors open at 5:30 p.m., with dinner and entertainment beginning at 6.

Guests will enjoy a three-course seated dinner, live entertainment featuring classic hits, dancing, cocktails, and a silent auction—all to benefit the preservation of local history.

Salthawk Community Support is inviting the public to its annual Chili Feed fundraiser on Tuesday, Oct. 7, from 5:30 to 7 p.m. at Trinity United Methodist Church, 16th and Main.

The evening will feature homemade chili, cinnamon rolls, vegetables, crackers, and dessert for $10 per person. Dine-in and carry-out options are available, with proceeds going toward programs that assist students at Hutchinson Middle School 8 and Hutchinson High School.

“This is the second year for our chili feed, and last year we had a wonderful turnout,” said Katie Brown, coordinator with Salt Hawk Community Support. “People stayed to enjoy a meal and community, but we also know schedules are busy, so takeout is always an option.”

Today's "Throwback Thursday Collection" takes us to the southwest corner of East 2nd and North Walnut.

The Benevolent &amp; Protective Order of the Elks Club of Hutchinson was chartered in 1899.

In 1907, a $40,000 clubhouse was built at 117 N. Walnut. The first photo shows that building at opening.

It had great amenities for the time. A lavish lobby and many meeting rooms, a grill room and even a billiard room, which is shown in the fourth photo.

The structure was razed in 1960 and a new clubhouse was built on-site in 1961.

In 1971, the clubhouse was sold to Southwestern Bell and the Elks moved to 201 N. Van Buren. The property became the Corner Restaurant in 1972, but didn't last long. The building was vacant from 1973 to 1990.

On June 28, 1991, the building was sold to the Chamber of Commerce and remodeled for its offices. It has been there ever since. The fifth photo shows the 117 N. Walnut Chamber of Commerce offices today with a fresh mural painted on the north wall from Mindy's Murals promoting Hutch. The building also houses Big Brothers, Big Sisters, Boys &amp; Girls Clubs and United Way offices.

HARVEY COUNTY —The Harvey County Sheriff’s Office has begun an investigation after human remains were found southeast of Newton.

Emergency personnel were dispatched around noon to the 3000 block of South Hillside Road after a farmer discovered the remains in a hay field.

The cause of death nor the identity of the individual have been determined. The Harvey County Coroner’s Office is assisting in the investigation.

From agriculture to the arts to music, students in the Buhler School District are earning recognition at state and regional levels this fall. Superintendent Cindy Couchman highlighted several recent accomplishments during an update this week, calling them examples of the district’s “small school feel with big school opportunities.”&nbsp;

Among the standouts is Buhler High School senior Emily Hare, who won the Ag Challenge of Champions at the Kansas State Fair. The FFA competition tested her knowledge in livestock, crop identification, feed analysis, meat cuts, and industry practices. Along with the top prize, Hair earned a $3,000 scholarship. “It’s a very intense competition,” Couchman said. “We’re really proud of her, our FFA program, and our instructors. It takes a whole village with student success.”&nbsp;

Another student making headlines is Abby Cox, who attends Ad Astra Alternative Academy. Cox earned first place in both nonfiction and art categories in the Kansas Authors Club High School Division. Her nonfiction entry has since been featured on the district’s website. “It is a moving article, just beautiful,” Couchman said.&nbsp;

On the music front, the Buhler High School Marching Band captured first place at the Air Capital Marching Competition in Wichita and is competing at Emporia State University’s marching festival on Oct. 1. Couchman praised the dedication of students, staff, and families: “It’s a whole family event when you have a student out for band. They’re at school early in the morning, all summer long. It is a real commitment.”&nbsp;

Beyond celebrating individual achievements, Couchman emphasized the district’s broader focus on college and career readiness. She noted that Buhler consistently scores above state predictions for postsecondary success, with more than 70 percent of students deemed college- or career-ready. October is a busy month for career exposure, with freshmen taking the pre-ACT, juniors completing the WorkKeys exam, and students across grade levels participating in career fairs, college visits, and job site tours.&nbsp;

“Step one is helping students visualize themselves in a career or in college,” Couchman said. “Exposure is key, seeing what’s possible at an early age helps set that expectation.”&nbsp;

Couchman also shared the district’s efforts in student leadership development, from fourth and fifth graders applying to serve as “Cru Leaders” in elementary schools to high school students involved in Rise Up Reno County.&nbsp;

Despite the good news, the district is also navigating challenges with declining enrollment, tied to an 8 percent drop in Reno County’s birth rate. Class sizes remain strong at the high school and middle school levels, but smaller groups are entering the lower grades. Couchman said the district is watching the numbers closely and hopes housing developments in the area will help bring new families into the district.&nbsp;

“We're hopeful that that brings in some young families with kids. The housing study is an interesting study in Reno County right now, and we're hopeful that we are we have so many organizations working to fix it. Hopefully we start feeling the effects of that soon, inside our districts." said Couchman.

Buhler students shine with success in agriculture, arts and music

HUTCHINSON, Kan. — United Way of Reno County (UWRC) is proud to announce the addition of two new team members, JK Vann as Director of Community Impact, and Gary Race as Community Navigator with the Reno Connections program.  

JK Vann – Director of Community Impact Vann will lead UWRC’s community impact initiatives, designed to strengthen communities, foster collaboration, and ensure every individual can thrive. With a background in banking and logistics, he brings expertise in financial systems, operations, and organizational efficiency--skills that serve as a foundation for driving social change.

A native Kansan, Vann comes from a legacy of entrepreneurs, activists, ministers, authors, and thought leaders. Beyond his professional expertise, Vann is deeply passionate about advocating for human rights and investing in future generations. He is also a husband, father of one daughter, and a friend to all. 

Gary Race – Community Navigator, Reno Connections Race has been dedicated to strengthening Reno County since 2021 through work in public health, peer mentoring, case management, and community partnerships.

In his new role with UWRC’s Reno Connections program, he will continue that work, with a specific focus on assisting households that fall in the ALICE (Asset Limited, Income Constrained, Employed) category. Reno Connections works to connect individuals and families with the resources and programs that will help them thrive. 

“We are thrilled to welcome JK and Gary to the UWRC team,” said Lacey Mills, UWRC CEO. “They each have a deep passion for serving others in this community. Their leadership will strengthen our efforts to create meaningful impact and ensure all members of our community have the support they need.”

 The Hutchinson/Reno County Chamber of Commerce will host a public forum on Thursday for candidates in the upcoming Hutchinson City Council election.

The forum is scheduled for 6 p.m. at the Hutchinson Community College Stringer Fine Arts Center, 600 E. 11th Ave.

Candidates set to participate include: •&nbsp;&nbsp;Southwest District: Greg Fast and Kaden Winters •&nbsp;&nbsp;Northwest District: Stacy Goss and Devon Reese •&nbsp;&nbsp;At-Large Seat: Carlton “Duke” DeVaul and Darrin Truan

The event will be moderated by Chamber President and CEO Debra Teufel. Each candidate will deliver opening and closing statements and take part in a timed question-and-answer session designed to ensure a fair exchange.

Chamber to host city candidate forum Thursday 

Ag Secretary Brooke Rollins and USDA Undersecretary for Trade and Foreign Agricultural Affairs Luke Lindberg announced a new three-point plan to support American agricultural producers and exporters.&nbsp; 

The plan was announced during remarks at the annual meeting of the National Association of State Departments of Agriculture.&nbsp; 

The USDA will kickstart the trade promotion program in fiscal year 2026.&nbsp;

Ag Minute: Support for agricultural producers and exporters 

TOPEKA, Kan. — Governor Laura Kelly has ordered flags to be flown at half-staff across Kansas on Friday, October 3, in honor of Hays Police Sergeant Scott Heimann, who was killed in the line of duty on September 28.

The order, issued under Executive Order #20-30, directs that flags on all state buildings, grounds, and facilities be lowered from sunrise to sunset on Friday.

“For nearly a decade, Sergeant Heimann was committed to protecting those in Hays, and he made the ultimate sacrifice in service to his community,” Kelly said in a statement. “His sacrifice is a debt that we will never forget or be able to repay. My sincere condolences go out to his family and loved ones as they mourn this tragedy, and to all Kansans as we grieve our state’s fourth line-of-duty death in the last three months.”

Heimann’s funeral service is scheduled for Friday, October 3.

 </figure>TOPEKA, Kan. — Governor Laura Kelly has ordered flags to be flown at half-staff across Kansas on Friday, October 3, in honor of Hays Police Sergeant Scott Heimann, who was killed in the line of duty on September 28.The order, issued under Executive Order #20-30, directs that flags on all state buildings, grounds, and facilities be lowered from sunrise to sunset on Friday.“For nearly a decade, Sergeant Heimann was committed to protecting those in Hays, and he made the ultimate sacrifice in service to his community,” Kelly said in a statement. “His sacrifice is a debt that we will never forget or be able to repay. My sincere condolences go out to his family and loved ones as they mourn this tragedy, and to all Kansans as we grieve our state’s fourth line-of-duty death in the last three months.”Heimann’s funeral service is scheduled for Friday, October 3.

Leaders from Hutchinson’s three major health care providers outlined challenges and new initiatives during a community health care and insurance forum hosted by the Hutchinson/Reno County Chamber of Commerce.&nbsp;

The panel featured Kolbe Sheridan, CEO of Hutchinson Clinic; Benjamin Anderson, CEO of Hutchinson Regional Healthcare System; and Bryant Anderson, CEO of PrairieStar Health Center. The discussion focused on the rising cost of care, workforce shortages, and gaps in access to services including oral health and behavioral health.&nbsp;

Sheridan said rising costs remain the biggest concern for providers, employers, and patients alike. “Every year, business leaders are looking at 7, 10, even 15 percent increases in employee health benefits,” he said. “At the same time, patients are seeing higher premiums and bigger bills, while providers are dealing with escalating costs of treatment.”&nbsp;

Bryant Anderson said PrairieStar is already seeing a “uptick” in the number of uninsured patients, along with long-standing struggles in dental access. He announced that PrairieStar is preparing a $10 million capital campaign to build a new dental clinic, supported so far by $6 million in donor commitments.&nbsp;

Mental health and substance use disorders also ranked as top needs in the latest Reno County Community Health Assessment. Anderson of Hutchinson Regional said Horizons Mental Health Center is playing a vital role as a certified community behavioral health center. Hutch Regional has partnered with Wichita State University to launch a behavioral health fellowship for physician assistants to help address provider shortages.&nbsp;

All three executives emphasized workforce development as a key challenge. Sheridan said Hutchinson Clinic has unusually high staff retention and a culture of recognition but still faces shortages in specialized fields. Anderson of Hutch Regional highlighted new initiatives such as six weeks of paid parental leave, childcare partnerships, and down-payment assistance programs to recruit and retain staff. PrairieStar continues to bring students into clinical training roles with the hope of keeping providers in the community.&nbsp;

The executives also addressed federal policy changes, including the “One Big, Beautiful Bill” Act passed this summer, which alters Medicaid reimbursements and enrollment requirements. While local providers expect short-term increases in reimbursement, they warned that millions of Americans could lose coverage under stricter re-enrollment rules.&nbsp;

Despite the challenges, the panelists said they see opportunities ahead. Sheridan pointed to population health initiatives and data-driven care management as ways to cut costs. Three-day weather outlook

HUTCHINSON, Kan. — Hutchinson High School was placed on lockdown Tuesday after police received a threat that investigators later determined was not credible.

The Hutchinson Police Department said it got a call about the threat at 11:36 a.m. Officers and sheriff’s deputies responded to the school, setting up a perimeter while administrators initiated lockdown protocols.

As a precaution, Graber Elementary and the Transitional Learning Center also went into secure mode and kept students indoors.

Police said a sweep of the high school found no credible threat, and the lockdown was lifted with classes resuming later in the day.

Investigators believe the incident was a case of swatting, where a false report is made to provoke a police response. No students were found to be involved.

“Hutchinson Police Department and Hutchinson Public Schools take all threats seriously and appreciate the cooperation during this incident,” the agencies said in a joint statement.

Police say Hutchinson High School threat was a swatting incident

HUTCHINSON, Kan. — Hutchinson will soon take the national stage, with the city set to be recognized at the International City Managers Association’s annual conference later this month.

City Manager Enrico Villegas said Hutchinson was chosen as one of a handful of cities nationwide to be featured for its innovative approaches to local government. The conference runs Oct. 25-29 in Tampa, Florida.

“It’s definitely quite the honor to be able to show the city off to a big audience like that,” Villegas said. “We’ll be the first Kansas city in about six or seven years to be featured.”

Villegas also addressed ongoing concerns about floodplain maps, noting the city is working with federal representatives and providing additional stormwater data to the state. He said delays in the state’s publication of new maps could buy the city time to put new projects in place.

“We’re definitely taking this very seriously,” he said, adding that internal projects to increase stormwater capacity are expected to begin soon.

On other fronts, Villegas said the long-awaited reopening of Avenue A is still on track for January, with full completion of the Woody Seat bridge project expected later in the spring.

The City Council is also preparing to hold public hearings next week on nine properties with ongoing code and maintenance issues, including some facing demolition or asbestos abatement. Villegas emphasized the city isn’t targeting property owners but responding to community complaints about blight.

“It’s community members wanting to take an active interest in seeing blight removed,” he said.

Residents with concerns can contact council members directly, submit issues through the city’s “SeeClickFix” system, or bring comments to council meetings held the first and third Tuesdays of each month.

Hutchinson projects, redevelopment updates outlined by city manager

Only a week ago, China bought enough soybeans from Argentina to fill twenty cargo ships.&nbsp; Now, Treasury Secretary Scott Bessent the U.S. will offer financial support to Argentina to help prop up its failing economy.

 American soybean farmers are outraged because Argentina is a huge competitor of ours in the world soybean market.&nbsp; To make things worse, the United States is offering to financially help Argentina, and they, Argentina dropped 100% of the tariffs and taxes on soybeans to China.&nbsp;

It gets worse.&nbsp; A spokesman from the Chinese commerce ministry said if the U.S. wants to do business, it should remove tariffs and help expand trade.&nbsp; China, the world’s biggest soybean buyer, and hasn’t bought any soybeans from the U.S., but they are complaining of unreasonable tariffs.
