Kan. — The next several weeks will be busy ones for the Hutchinson City Council. 

First, the plan is to have Jeff Petersen present to the council during their April 5 meeting on the stormwater utility and issues surrounding that. 

Later that evening, the intent is for the council to have a study session with consultant Lynette Lacy about how to spend the remaining ARPA funds.

April 19 is a regular City Council meeting, as well, with another evening study session planned to discuss the parks and public works efficiency study with the Raftelis Group.

This is all after two special meetings on Tuesday, one with the Board of Reno County Commissioners to discuss a funding request with both governing bodies at 1 p.m. following the regular County Commission meeting and a second at 6:30 p.m. that evening to act on whatever deal is struck between the two bodies on cost sharing for those fire needs.

The daytime April meetings are at the regular time of Tuesday at 9 a.m., with the evening study sessions at 6:30 p.m. on the 5th and 19th.

Hutchinson City Council with several meetings in next few weeks

Kan. — At 10:50 p.m. Sunday, Hutchinson Fire crews were called to 2330 East 4th for a camper fire.

Crews found the camper and a van completely in flames. The fire also spread to a power pole, making it difficult to put out.

Crews also had to call in a brush truck to put out the fire in the field behind the camper.  No one was injured in the fire and Red Cross has been called to help the two people living in the camper.

The power went out around 2 p.m. with the outage in mostly the northeast parts of the city. Power was out from roughly Main to Airport Road and from 11th to 30th Avenue.

Areas affected include the shopping complexes around K-61 and 17th Avenue. The area around Hutchinson Community College and a large area between Lorraine and Plum going east and west and 17th to 30th going north and south. This included the traffic lights at 17th and K-61.

No word on what caused the outage. Power was restored around 4 p.m.

HUTCHINSON, Kan. — A map of the possible changes in rules and zoning regulations in land prone to wildfires could be better known on Tuesday. That’s when the Reno County Commission will discuss avenues for dealing with the rangeland fire danger in the county.

In May, commissioners instructed the Emergency Management Office to coordinate with various organizations to come up with recommendations to better coordinate/mitigate the fire risk in the county. The focus is on the higher-risk areas of the county.

On Aug. 4, 2021, Reno County Emergency Management met with the Kansas Forest Service, a USDA Rangeland Management Specialist, the Reno County Agriculture Extension Agent, the County Planner, and the Hutchinson Fire Department to discuss ideas to mitigate wildfire activity in the county. At that meeting, they discussed several ideas that included zoning, education, tax incentives, fuel breaks, and enforcement of the county’s current burn resolution.&nbsp;

A 2009 study by the Kansas Forest Service showed that high fire hazards exist east of Kent Road and South of 4th Avenue, 4th Avenue from Obee to Mayfield roads, 30th near Sand Dunes Drive, the Prairie Dunes area, 30th at Inverness, Blue Spruce north of the city, Rolling Hills and the Highlands.&nbsp;

The report also shows that the county is losing a battle against the red cedar encroachment, causing high fire danger. While there are many ways to mitigate the risk of wildfire, the most successful would be the prioritization of fuel reduction, according to the report.

The commission will also discuss zoning issues and how to deal with how the land and homesteads are developed and maintained. And the meeting will include more discussion on how to better educate the public and convince them to provide what Hutchinson Fire Chief Steve Beer says is a defensible property. That would mean keeping cedar trees away from property, having a metal roof on the home and buildings, and providing a large defensible zone around the home.

Finally, the meeting will include how to put more teeth into enforcing controlled burns and holding people responsible for keeping those fires under control. The county study session will follow the regular agenda session on Tuesday.

County commission to go over fire mitigation recommendations

When astronaut Nick Hague comes to Hutchinson next month, the Cosmosphere plans to take advantage of his presence.

"Nick Hague loves the Cosmosphere," said the museum's Mimi Meredith. "He grew up in Hoxie and he found inspiration at the Cosmosphere when he was in junior high and came for his first field trip. When he was on the International Space Station, we had a downlink event and had local schools and the public all in the lobby of the Cosmosphere, visiting with Nick Hague live while he was in space."

The plan is to get some dedicated educators over to see him when he speaks at the Dillon Lecture Series April 5.

"We are going to participate in the lecture series with a group of 29 teachers from across the state who were chosen to be part of our Launch Learning fellowship," Meredith said. "That cohort of teachers will be gathering that day and we're going to walk over and take in the lecture."

Hague will also be doing some video recording for the Launch Learning platform and he'll also hear from some area students, as well.

"We have two local classrooms who will be participating in a project called the Tomatosphere™ challenge," Meredith said. "They are among students across the state of Kansas who have gotten seeds of tomato plants. They get two packets, one of seeds labeled A, the other B, and they don't know which seeds flew in space. They grow them in their classroom to see, do seeds that have been in space grow differently than seeds that have been on earth?"

Hague's flight was one that carried seed packets for the Tomatosphere™ challenge. Students will get to ask Hague questions and show their progress. Hague's lecture is at 10:30 a.m. April 5.

The National Weather Service in Wichita has issued a Red Flag Warning for extreme grassland fire danger, which is in effect from noon to 8 p.m. Sunday.

Extreme Grassland Fire Danger is forecast with winds south from 20 to 30 mph, with gusts up to 40 mph.

Relative Humidity could be as low as 21%.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

HUTCHINSON, Kan. — Going into the NJCAA Division I Men's Basketball Tournament, those who watch all year expected the Salt Lake Bruins to be here. Northwest Florida was the surprise. 

The night in a nutshell for the Bruins was embodied by a sequence at 13:50 to go in the second half when the Raiders scored a layup and Salt Lake committed an immediate turnover by stepping inbounds before tossing it in. There was a momentary protest, but that was indicative of how it went all night. 

Momentum went to the Raiders around seven minutes into the game and never really left. Northwest Florida won the final Saturday night in Hutchinson 83-67.

The Raiders absolutely dominated the first half and threatened to run Salt Lake off the floor, leading by twenty-six points at the half 41-15.

The game was very physical and tightly called in the early going, and neither team really got on track until about the seven-minute mark into the game, when some flow got started with the first set of consecutive made baskets on each end coming right before the game's first media timeout. That's when the Raiders went to work and outscored Salt Lake 31-8 for the rest of the half. 

The Bruins went ice cold, only shooting 6 of 24 before halftime, and just one of eight from three, while the Raiders were 17 of 33 and 6 of 13 from distance.

The second half was more evenly played, but the Raiders never let Salt Lake get closer than sixteen points and former Wichita State assistant Greg Heiar won an NJCAA National Title in his first year at the helm of the Raiders.

The Raiders were paced by Brennan Rigsby's 24 points, Kam Woods added 17 points, Deshawndre Washington had 10.

The Bruins were led by Jaquan Scott's 11 points. Chase Adams had 10.

Northwest Florida wins NJCAA title over Salt Lake 83-67

SEDGWICK COUNTY—Law enforcement authorities are investigating a fatal shooting at Towne East Mall on Friday have identified the 14-year-old victim as&nbsp;Trenjvious Hutton of Wichita, according to Officer Chad Ditch.

Just after 5:30 p.m. on Friday, officers responded to a shooting at Towne East Mall, 7700 E Kellogg Drive in Wichita.

 Upon arrival, officers entered the mall and located Hutton inside who had been shot. He was pronounced deceased on scene.

The investigation revealed, Hutton was involved in a physical altercation with several individuals known to him stemming from an ongoing dispute. During the altercation a 16-year-old suspect pulled out a handgun and fired multiple shots, striking Hutton. The suspect then fled on foot.

Witnesses provided officers with a description of the suspect which allowed arriving officers to quickly locate him in the area and make an arrest, according to Ditch.

 A 17-year-old boy with the suspect was detained, questioned, and released. Additionally, officers have recovered two handguns during the investigation.

The 16-year-old shooting suspect is being held on a requested charge of 2nd-degree murder, according to Ditch.

"Any death stemming from a shooting is traumatic for our community,” said Wichita Police Chief Lem Moore said. “Especially when it involves one of our youths at a very busy shopping area. Wichita Police will be proactively providing extra resources at this shopping area to ensure safety of patrons and employees.”

"When they arrived on scene, there was a mass exodus of people," said Ofc. Chad Ditch. "They entered the mall and located in the lower level of the mall in front of businesses, a 14-year-old male with several gunshot wounds."

The victim was later pronounced dead. Police have found and arrested two other juveniles in the case that are 16 and 17 years old.

"We do believe the shooting to be gang-related," Ditch said. "I don't know what the altercation was about."

Kan. —&nbsp; The state house redistricting map that passed out of committee on Friday would not change the district in which any of the current Reno County incumbents live, but does extend certain legislative districts into other counties.

As an example, the 104th District, represented by Republican Paul Waggoner, would extend from the northern half of Hutchinson into the southwest portion of McPherson County far enough to include the city of Inman.

Republican Michael Murphy's 114th District would pick up quite a bit of area to the east of Hutchinson and Republican Joe Siewert's district would be somewhat more compact and pick up a little more of Sedgwick County. 

Democrat Jason Probst's 102nd District is still basically the southern half of Hutchinson and South Hutchinson.

NICKERSON, Kan. — The Nickerson City Council will meet in regular session on Monday evening.&nbsp;

The council will go over a resolution for the Nickerson Chamber of Commerce to temporarily exempt a portion of Main Street from possession of alcohol. The waiver will allow for alcohol beverages at the fireworks donation dance set for June 11. The dance area will be on Main between K-96 and B Avenue.

Also Monday, the city council will take action to establish fees for new water service installation and look over the one cent sales tax revenue, which is up from the previous month to just under $9,200.

Finally, the council will go over the usual reports and discuss city revenue. Monday’s Nickerson City Council meeting begins at 7 p.m. at the city offices at 15 N. Nickerson.&nbsp;

Nickerson City Council meets Monday

Reno County, Kan. – March 18, 2022 –&nbsp;There have been four overdose fatalities in Reno County over the past seven days. Three of the overdoses are suspected to be fentanyl related. Fentanyl is mixed in with other substances including methamphetamine, heroin, and fake pills. Two milligrams of fentanyl can be lethal depending on a person’s body size, tolerance, and past usage.

The Reno Recovery Collaborative recommends the following steps and strategies for the community:

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Encourage those who use substances to never use alone.&nbsp;The majority of the fatalities were individuals using alone and might have been prevented if assistance was nearby.

Volunteer Center now taking names for fire clean up efforts

Kan. — The new Reno County Fire Administrator will start before the end of the month.

"Adam Weishaar made an offer to Travis Vogt, who is with the Sheriff's Office right now," said County Administrator Randy Partington. "He's accepted and will begin, I believe on March 28th."

Vogt also previously served as EMS Director for Pretty Prairie and on Hutchinson Fire. 

"This is not a reaction to the recent fires," Partington said. "This all began last spring. I think it was around May or June last year, we put everything in the process. The hiring of the fire administrator, that took some time because we didn't have budget authority until 2022, so we had to wait until the end of 2021 to start posting that announcement and then bring in someone."

All the fire districts in the county currently have chiefs except for Fire District 6 near Sylvia.

"That one is a little bit in limbo," Partington said. "We're talking with them, trying to figure out what the next step is for that chief out there, but the other districts are stepping up to help district 6 when needed."

The goal of the fire administrator is to build relationships with the current chiefs and standardize equipment and best practices across the county.

WASHINGTON, — First District Congressman Tracey Mann and U.S. Senator Jerry Moran led 83 of their colleagues in sending a letter to the U.S. International Trade Commission (ITC) requesting it address the strain on the fertilizer supply by eliminating duties on phosphate fertilizer products imported from Morocco, and suspending the process to impose new duties on urea ammonium fertilizer from Trinidad and Tobago.

“Farmers are deciding what to plant not on market fundamentals, but on the cost of fertilizer,” said Mann said. “The conditions surrounding on-farm expenses in the United States have dramatically changed since the U.S. International Trade Commission’s determination to impose duties on fertilizer from Morocco and Trinidad and Tobago.”

The members write that eliminating these duties on fertilizer imports provides the most immediate opportunity for a near-term, partial remedy to the high costs of fertilizer facing U.S. farmers before the end of the 2022 planting season.

"The County Commission will adopt a resolution appointing Michael Plank as the new County Appraiser for Reno County," said County Administrator Randy Partington. "He comes here from Olathe. He was with the Johnson County Appraiser's Office for a number of years."

Plank's LinkedIn profile says he has served with Johnson County as a Residential Real Estate Appraiser since 2014. The state has a significant role to play when a County Appraiser is hired.

"They have a list of qualified appraisers in the state of Kansas," Partington said. "The counties have to choose from someone that's on that list. The Property Valuation Division and Department of Revenue oversees pretty much all the County Appraisers and then they do audits and they score the various appraisers so that we're in compliance so that it is consistent."

Plank has been a Registered Mass Appraiser with the state since 2019 and he will start once he's approved on Tuesday.

County Appraiser to be officially hired Tuesday

HUTCHINSON, Kan. — The Hutchinson City Council and Reno County commissioners will hold a joint special meeting Tuesday to discuss a major funding request from Rural Fire District 2 and the Hutchinson Fire Department.

HUTCHINSON, Kan. — The Hutchinson and South Hutchinson Tyson Foods plants are among 44 Tyson facilities that have been recognized by the North American Meat Institute (NAMI) for their positive environmental impact.&nbsp;

The environmental recognition awards recognize a company’s dedication to continuous environmental improvement, as witnessed by the development and implementation of Environmental Management Systems (EMS).

The EMS model is designed to drive continual, measurable improvements in the environmental compliance performance of Tyson’s operations. In addition, the model tracks progress on the reduction of Tyson’s carbon footprint, reduction in water intensity per pound of product produced, reduction in the amount of waste sent to landfills, and helps find ways to extract value from secondary materials.

The recognition awards are categorized by four tiers to encourage EMS development through a step-by-step approach. Tier 1 recognizes compliance policies and Tier 4 represents the highest level of environmental management.&nbsp;

Local Tyson plants receive environmental recognition

HUTCHINSON, Kan. — With the Cottonwood fire nearly two weeks in the past, the gears are shifting in the recovery from immediate needs to long-term solutions. The VOAD and United Way continue to work to assist families where needed.

“We’re starting to get into the long-term recovery portion of this disaster,” United Way Director Lisa Gleason said. “It’s going to start with cleaning off properties for those families to determine whether they’re going to rebuild or whether they’re going to relocate.”

Gleason says the goal of the VOAD and United Way is to simply be alongside in the recovery where needed.

“Our goal is to walk alongside them and fill in the gaps,” Gleason said. “So if they’re insured, what is their insurance not covering? If they are under-insured or not insured, how can we help support them?”

Gleason says VOAD and the United Way will be on-site Saturday to help victims with the start of the recovery process.

“We are starting to do some work now on the sites where the properties have been lost,” Gleason said. “Reno County VOAD will be out there on Saturday with a canteen for food for those who are out working, trying to get their properties recovered.”

Gleason says they are working with each victim of the fire on a case-by-case basis, knowing that each need is different.

“Some of it is just making sure they’re connected to the resources they need,” Gleason said. “We do case management with every single family who wants our assistance."

The Volunteer Center of Reno County is putting together a list of groups, organizations or individuals who would like to help with the cleanup of the area. Three dates during the month of April will be announced for those cleanup events soon. Until then, the United Way is still taking monetary donations for the relief fund. Recovery attention turns to the long-term needs

HUTCHINSON, Kan. — Wednesday at approximately 7:55 p.m., officers of the Hutchinson Police Department responded to the area of the walking trail behind Plum Creek Elementary School, 901 E. 43rd, Hutchinson, KS for the report of an injured person. 

When officers arrived it was discovered that the person was deceased. 

No foul play is suspected. The investigation continues.

Hutch PD: Body found on trail behind elementary school

Kan. — The Hutchinson Regional Healthcare System Academy will be functioning next year, if everything remains on schedule.

"We are looking at opening up a childcare academy for the employees of the healthcare system," said director Penny Stoss. "That would include the hospital, Health E-Quip, Hospice and Horizons, with goals of hopefully being able to open it out even further to more of our medical professionals. Right now, Reno County is extremely short on childcare slots."

These would be for kids from teenage on down.

"We will open up an infant wing, probably two to six weeks all the way up to age 10 or 12 depending on the need," Stoss said. "We're looking at nine classrooms or nine units to host about 135 to 160 children."

The reason childcare is needed for those above school age is because hospital work is 24/7/365.

"We would open up early, let's say 6:00 or 6:30 a.m.," Stoss said. "We would go to 7:30 p.m. We're even exploring, eventually, one of our phases might be to do overnight care for our employees that work 24 hours. Along with that also is, you have vacations and snow days and summer care where families don't have any place that's safe to take their children at those ages."

Construction work still needs to take place inside the former Dillon Living Center building to properly divide the space, so an opening date is not firmed up yet, but the goal is to get an assistant director and staff hired as soon after the completion of renovation as possible in an effort to open sometime in 2023.

HRHS Academy coming soon for employees

WASHINGTON – First District Congressman Tracy Mann along with U.S. Senators Jerry Moran and Roger Marshall, M.D. today urged U.S. Secretary of Transportation Pete Buttigieg to require SkyWest to continue its contracted level of service to four Kansas airports until a new carrier can be secured.

Last week, SkyWest announced it would be ending air service to Dodge City, Hays, Liberal and Salina in the near future. The Department of Transportation recently announced their intent to bar SkyWest from ending its contract until replacement carriers could be found.

“Given the urgency of this situation, we request continued communication with our regional airport authorities on the ongoing efforts to find a new carrier to replace SkyWest Airlines,” the members wrote. “Additionally, we support the Department of Transportation’s requirement that SkyWest retain their contracted level of service until the conclusion of the EAS selection case, and we urge continued commitment to the Hold-In Order until a new carrier is found.”

On March 10, 2022, SkyWest Airlines announced they would discontinue air service to four cities within Kansas: Dodge City, Hays, Liberal, and Salina.&nbsp;

Since its inception in 1978, the Essential Air Service (EAS) program has been a critical resource for the nation in linking rural communities with major markets and economic opportunities. Additionally, it provides residents of our rural areas with transportation options on which families rely. These airports are imperative to rural communities, where public transportation options are limited compared to their urban counterparts.

Salina Airport is representative of the growth of the aviation market across the state, where the number of passengers increased 17 percent in 2021 compared to 2019, despite the ongoing complications of passenger travel due to COVID-19. As work and leisure travel further recovers in 2022, we can expect demand for air service to continue.

SkyWest’s announcement unilaterally ends their contracts to our communities up to two years early, essentially cutting off our communities from larger airport hubs with no immediate substitute. They have a duty to our constituents to ensure continuity of service with a new carrier before leaving the respective markets early.

Thus, given the urgency of this situation, we request continued communication with our regional airport authorities on the ongoing efforts to find a new carrier to replace SkyWest Airlines. Additionally, we support the Department of Transportation’s requirement that SkyWest retain their contracted level of service until the conclusion of the EAS selection case, and we urge continued commitment to the Hold-In Order until a new carrier is found.

Area legislators urge continued Sky West service in Kansas

HUTCHINSON, Kan. — The Reno County Landfill is now taking debris from the damaged or destroyed properties from the Cottonwood Complex fire.

The landfill had put a hold on fire related material to make sure that debris was properly extinguished. Director Megan Davidson says that anyone who brings in debris from the fire should let the person working the scale house know it is from the fire. This is so it can be recorded in their system and the landfill knows where in the pit the material is being placed.

Davidson says so far not much has come in. She does expect that to pick up soon and adds that it will be a long process for this material to come into the facility.

HUTCHINSON, Kan.— The Emanuel Lutheran Church and Trinity United Methodist Church will hold the next Emergency Food Assistance or TEFAP distribution on Sunday, March 19.

The distribution is from 2 to 3:30 p.m., at the former Dillon Living Center, 1901 E. 23rd. The program is for low-income people of all ages.&nbsp;

TEFAP commodities are distributed on a first-come, first-served basis. There is no need to pre-register. Those receiving assistance are not allowed to pick up boxes for anyone else.&nbsp;

The distribution creates long lines of vehicles along Waldron so those in line are asked to form a single line and not block off driveways to area businesses.

The distribution which was moved to monthly during the pandemic serves about 300 boxes of food each month.
