HUTCHINSON, Kan. — A Hutchinson realtor has been appointed by the governor to an administrative position. Marsha McConnell was appointed by Gov. Laura Kelly to the Kansas Real Estate Commission.

McConnell is active with the Kansas Association of Realtors and served a three-year term as a director on the board of the Hutchinson/Reno County Chamber of Commerce.&nbsp;

The commission consists of five members appointed by the governor: one from each of the four congressional districts and one member at-large. Each member is appointed for a four-year term.

Local realtor named to Kansas Real Estate Commission

WICHITA, Kan. (AP) — A Kansas physician-legislator who has acknowledged that he is under investigation by the state medical board after supporting the deworming drug ivermectin is instructing doctors on COVID-19 treatment in a letter.

The Wichita Eagle reports that Kansas Sen. Mark Steffen sent a letter on official Senate stationery to health care providers telling them that the way COVID-19 patients are treated has changed and that they will be shielded from Board of Healing Arts “interference.”

The Hutchinson Republican cites the recent Senate passage of a measure that specifically authorizes doctors to prescribe ivermectin and hydroxychloroquine, among other drugs, to treat COVID-19. But the proposal remains bogged down in negotiations with the House.

Kan. Sen. Mark Steffen sends letter to physicians on COVID-19

HUTCHINSON, Kan. — The Reno County Sheriff's Office is working on an armed robbery case and is asking for the public's help.

According to a release from the department, Tuesday night around 8:40 p.m. deputies were called to a possible armed robbery. The victim told deputies she was driving north on K-14 about 8 miles south of Crupper's Corner when she came across a passenger car in the northbound lane. 

A white woman flagged the victim down and said her vehicle had broken down and she lived about a mile away and asked for a ride home. She then acted sick and like she needed help walking and that's when a male suspect approached the victim from behind and placed a gun to the back of her head.

The victim was told to get back into her vehicle and was robbed of her purse and jewelry and battered by both suspects.

The suspect vehicle is a small four door older model light colored passenger car, last seen going northbound on K-14.

The sheriff's office is asking the public if the suspects tried to flag anyone else down. The suspects apparently are good at this. Also, the victim said she saw other vehicles pass by while this was happening.

If you saw a black SUV with out of state tags and the suspect vehicle stopped in the northbound lane of K-14, please call the Sheriff's Office to help with the ongoing investigation.

HutchCC hosting job fair Thursday

HUTCHINSON, Kan. — The Hutchinson Chapter of the NAACP will hold its monthly meeting Thursday evening.

The guest speaker will be Hutchinson Human Relations Officer Dave Sotello, who will speak about entrepreneurial opportunities for minorities and what can be done to bolster those opportunities.

Thursday's meeting begins at 7 p.m. in the Nunemaker Room of the Parker Student Union on the Hutchinson Community College campus.

NAACP meeting Thursday in Hutchinson

HUTCHINSON,
Kan. — The Hutchinson City Council approved the painting of Water Tower No. 3 on Tuesday. That tower stores 500,000 gallons of water and is located on E. 11th Avenue, next to Fire Station #4.

"Option one has the white bulb with Hutchinson, very similar to a tower one look," said Brian Clennan with the city.

Since that tower is not in a residential area and the cost of the paint and the stencil isn't any more than just the paint, the council thought it would be a good idea to have the city name on this tower, especially since it's closest to the Hutchinson Airport.

"This tower was last coated in 2005," Clennan said. "It's being updated in 2022, so it's lasted 17 years."

The name will face the airport for those flying in and for those driving in on Airport Road. Bidding has not taken place yet on the project.

Online bill paying system shuts down at Hutchinson city offices

HAVEN, Kan. — The Haven City Council met in executive session but took no action on the continued legal matters connected to the city pool. 

The city and contractor have been in a legal entanglement ever since renovations to the pool did not fix the aquatic center's problems. That, combined with the pandemic, has left the pool closed for three seasons.

Also Monday night, the council approved spending $15,000 for utility pole and wire in order to have a supply in what are fluctuating prices which is making it difficult to get bids for such materials.

Also on Monday, Haven City Clerk Leslie Atherton told department heads that with inflation and other factors, departments will be asked to hold spending to 2022 levels for the 2023 budget. Atherton hopes to have most of the budget requests in her office by May 2.

McPherson Police responded Monday to the 2000 block of East Kansas Avenue in reference to Catalytic Converter thefts. 

The thefts occurred early Monday morning. The suspect or suspects were driving a silver Dodge Avenger with darker rims. The estimated total of loss is at least $10,000.

Buhler USD 313 Superintendent Cindy Couchman said the district is going to start an alternative school next year.

"Some students really need to have requirements to come in at least part of the day," Couchman said. "That would be more of what we call the alternative school. In an alternative school opening our state says that you must come in every day. The virtual school is, you can't require it, the alternative school says yes, you have to come in at least part of the day and put eyes on each student."

It's going to be a very limited program to start.

"That will serve, basically, just grades 9 through 12 this first year," Couchman said. "This is for students who the brick and mortar classroom of the high school is not working for them, either because of social issues, home issues, it could be health issues, that they are just not able to withstand the eight-hour day of a school setting."

The goal is to keep alternative school students in USD 313.

"Right now, we have about four students in our high school that we send to an alternative school," Couchman said. "We would like them to stay with us, so that way, when they are ready, they can feel free to come back into our brick and mortar school, if they want to. Right now, it's going to be small numbers and that's kind of what we anticipate it will always be. It's just three to five students a year that are needing an alternative setting and that's sort of what our goal would be. We really don't want it to be large. We want it to stay small and intimate and one on one help."

Alternative school students would not be eligible for activities in USD 313, according to Couchman.

The National Weather Service in Wichita has issued a Red Flag Warning for extreme grassland fire danger, which is in effect from noon to 8 p.m. today. The Fire Weather Watch is no longer in effect.

Extreme Grassland Fire Danger is forecast, with winds northwest 30 to 40 mph with gusts up to 55 mph and relative humidity as low as 18 percent.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

Red Flag Warning Wednesday

HUTCHINSON, Kan. — A preliminary hearing is set for Thursday morning for the man arrested in connection with the abduction and shooting in Reno and Sedgwick counties on July 19.

Kamden Campos is facing 12 counts including six counts of attempted first-degree murder, one count of kidnapping, three counts of aggravated battery and two counts of criminal threat.&nbsp;

The six counts of attempted murder and the single kidnapping carry sentences of up to 55 years in prison if Campos is convicted.&nbsp;

Campos was arrested after allegedly abducting a woman and her family in Wichita. They drove out to Cheney Lake. When the woman tried to escape in a vehicle, Campos allegedly shot at the vehicle, hitting a 2-year-old girl.&nbsp;

The woman drove into Sedgwick County and called 911. The child was taken to Wesley Medical Center where she underwent surgery and has recovered.

The hearing is set for 9:30 a.m. in front of Judge Joe McCarville.

Preliminary hearing set in kidnapping case

NICKERSON, Kan. — The Nickerson USD 309 School Board approved sending out a request for qualifications (RFQ) for a Construction Management At Risk (CMAR) contractor during Monday’s meeting. The CMAR method is used by many government entities to manage bids, costs and construction of major bond projects. The same method was used on the Sports Arena renovation project and the Hutchinson USD 308 bond project.

The request will go out to various contractors and the district is asking that they respond no later than April 15. Those selected to be interviewed by the district will be contacted by a special committee made up of Superintendent Curtis Nightingale, board members Jay Mitzner, Luke Herren and Gordon Roth; Reno Valley Middle School Principal Vince Naccarato, District Maintenance Director Mike Howell, and Nickerson Elementary School Custodian Larry Robbins.

The district is working on what would be a $10.5 million bond issue to present to patrons later this year. Superintendent Curtis Nightingale says that, while the district could try to bring the proposal to the public for a vote in November, the district could wait until the spring so it can make sure it has everything in order and the public is completely informed on what is being proposed.

The board hopes to have a decision on the CMAR during the regular May meeting.

HUTCHINSON, Kan. — The Hutchinson City Council's American Rescue Plan Act work session with Lynette Lacy Tuesday evening on how to spend the approximately $6.4 million the city is getting ended up roughly in the place that City Manager Jeff Cantrell had suggested prior to the meeting, with the city putting 50% of its ARPA allocation toward city needs. 

It sounded like $300,000 of the city's half of the money was going to be allocated to the housing commission. 

Also, $440,000 of the city's portion of the money has already been allocated to the fire equipment needs expressed by Chief Beer in March.

The other 50% will be set aside to deal with needs expressed by the ARPA task force. 

Opinions appeared to coalesce around roughly 30% of the money to child care, 10% to economic development and 10% to housing, through a grant process that will likely come through an outside agency. 

There hasn't been a decision on which agency might be used, but city staff has been directed to put an item on the next public meeting agenda to give the council a progress report on a potential request for proposal to find that grant overseeing agency.

HUTCHINSON, Kan. — Hutchinson Regional Medical Center’s Inpatient Rehab Unit is listed among the top 10 percent of rehabilitation facilities in the nation, earning the prestigious Top Performer Award for the fourth consecutive year.

The Uniform Data System for Medical Rehabilitation (UDSMR), a non-profit organization headquartered in Buffalo, New York, annually selects the nation’s top rehab facilities.

The Inpatient Rehabilitation Unit is an 11-bed unit located within Hutchinson Regional Medical Center (HRMC). Patients are required to participate in rehabilitation at least three hours per day, five days per week. Therapies include physical therapy, as well as occupational and speech therapy. Activities go beyond traditional exercises to simulate household management tasks, such as cooking, cleaning, and laundry, to help prepare them for their return home.

UDSMR maintains the largest national database for inpatient rehabilitation units. The HRMC Inpatient Rehab Unit was ranked among 850 similar organizations throughout the nation.

Rankings were determined by a reporting system using indicators contained in the Inpatient Rehabilitation Facility Assessment Instrument, a key indicator for the Centers for Medicare and Medicaid services’ reporting tool for Inpatient Rehabilitation facilities.&nbsp;

The Inpatient Rehabilitation Unit at Hutchinson Regional is one of only three units in the state of Kansas accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF).&nbsp;

HRMC receives recognition for rehab facilities

The Hutchinson City Council approved the bid for the new fire station at 23rd and Main during its meeting on Tuesday. The bid came in well over the original estimate of $4.5 million, but the costs are considerably above what was expected when three fire stations were approved all the way back in 2015.

"We have a lot different set of circumstances now," said Lynn Schwartzkopf with Mann and Company Architects. "Sid mentioned steel prices. They have really gone up. Guess what we have in our building? Steel roof, light gauge steel studs, bar joists, steel in the concrete."

Councilwoman Sara Bagwell didn't like voting for something that costs 16% more than was originally estimated, but at the end of the day, it wasn't about the fire station individually, but the budget generally that she wanted to speak.

"The government printed out so much money," Bagwell said. "They just flooded the market with tons of money. It's something like 60% of all money that's been printed that's circulating now happened in the last two years. We are going to suffer with inflation and we just don't know how bad it's going to be. That's going to come down to our budgets and so I think as a council, what we really have to work on now is how do we keep the mill levy where it's at?"

Mayor Jade Piros de Carvalho doesn't want to bond the additional cost beyond the original engineer's estimate of $4.5 million.

"I do not want to further encumber future bond and interest levies with an additional $46,000 a year," Piros de Carvalho said. "That really impacts our CIP. If there's a way we can find to take some kind of reserves, I would be more comfortable with that. I don't know how the rest of the council feels and that's probably not a discussion for today."

The final number in the motion was a not to exceed amount of $5,275,364.

The So reports that Robert Puckett of Pratt was north bound on Partridge Rd when he failed to yield at the northbound stop sign at K-61. His vehicle was struck by an eastbound SUV driven by Heather Davidson of Pratt. Airbags were deployed in the SUV.&nbsp;

Reno County EMS responds to minor injury accident

HUTCHINSON, Kan. — Formal charges are pending against a Hutchinson woman who was arrested in a major drug bust on Friday.&nbsp;

The Drug Enforcement Unit arrested Chelsea Pope on suspicion of drug possession and drug paraphernalia with intent to distribute.

According to authorities a large package was intercepted by the postal service in Wichita. After that the postal service and the DEU coordinated the delivery and arrested Pope the following day. The package contained more than 10 pounds of drugs.

Pope is being held on a bond of $500,000.

Woman arrested after package of drugs intercepted in the mail

Jim Robb with the Kansas Mennonite Relief Sale notes that for people who have been praying for Ukraine, coming to the sale is a way you can help.

"When you start thinking in terms of where a lot of the Mennonites, their background, is from, they came to the United States from the Ukraine," Robb said. "German and Swiss background, but they ended up in Russia and in the Ukraine area and they came here and they brought with them those ethnic foods. Verenike, somebody told me it was actually the national dish of the Ukraine."

There will also be an artisan raising money for the Ukraine specifically.

"She's an artist and does Ukranian eggs, the Easter egg kind of things," Robb said. "She's been doing that for a long time. It's a good part of our history, part of the Mennonite history. This year, she asked if it would be possible to have a place set up where she could say, these donations definitely go to the Ukraine. She'll have that opportunity in the Domestic Arts Building."

The goal of the whole sale is to help the Mennonite Central Committee in their work around the globe.

"People come as families, people come as friends, as congregations, they get together," Robb said. "It's totally for the purpose of supporting this, what was supposed to be a temporary organization a hundred years ago, the Mennonite Central Committee. They do so because they are generous, they do so out of the goodness of their heart. They feel it is one way for them to serve their fellow man and to do God's work."

The Mennonite Central Committee strives to make peace a part of everything they do. The original organization in 1920 was to help Mennonites from what is now Ukraine avoid starvation.

The schedule of events starts with sale booths opening at 4 p.m. Friday, with the feeding of the multitude also starting at that time, and the general auction starting at 6 p.m.

On Saturday, breakfast starts in Cottonwood Court at 7 a.m., with booths open at 8 a.m. The 5K Run for Relief is at 8 a.m., with the quilt and general auctions both starting at 8:45 a.m. and feeding the multitude starting at 10:30 a.m., with the kids auction in the Pride of Kansas building at 10 a.m. Saturday and the memorabilia auction at 11 a.m.

Robb: Mennonite Relief Sale helps the world, and helps Ukraine

Michael Devine with the Internal Revenue Service reminds taxpayers who haven't filed their 2018 returns yet that they could be leaving money on the table.

"If you do a refund, there's a statute of limitations that says you only have three years to file that tax return and claim a refund," Devine said. "On April 18, that's the last day you can file that 2018 return. Our records indicate that there could be 15,000 Kansas residents who didn't claim more than $14 million."

It's not that it is necessarily a large amount of money, but every little bit helps.

"The numbers are really pretty constant for the past 10 years or so," Devine said. "It's about a billion and a half dollars nationally. The average refund might be up to $813, half above, half below."

If you do file back tax returns, though, the IRS is going to want you to file for the intervening years, too.

"If you filed a 2018 return, we're probably going to hang on to that refund until you've filed for 2019 and 2020," Devine said. "That's a good thing, because if you were going to get a refund, but you owed in 2019, that will reduce that tax bill, with penalties and interest. It's important to know that a tax bill isn't going to go away. There's no statute of limitation."

In other words, if you're due a refund, you need to file within three years, but if you are due to pay, those bills and interest and penalties continue to accrue, no matter how far back it goes until it is paid.

“We’ve just been winging it trying to find out what works. Instead of continuing to do that, let’s do this properly and get input from the public and all of the stakeholders,” Gallagher said. “Then find a good facilitator who knows how to put together strategic plans and see what direction we should go.”&nbsp;

Gallagher says the age at which participants are participating in various programs has changed as well.

“Programs that we’ve been offering to the public on weekends and things like that. Different age groups from that past (that used the center) are not turning up now,” Gallagher said. “We just really want to find out what people want to do.”

A national search for a firm experienced in nature center strategic planning is already underway. Gallagher says a peer consulting team will be visiting the center April 15 and 16 to look over the area and take feedback from various entities. The public will also be invited to discuss the nature center with this team on Saturday, April 16. Gallagher says that, once the study is complete, it will go before the nature center board and then the board of Hutch Rec. The center hopes to have the study completed by the end of the year so changes can begin in 2023.

The <a href="https://kansascourts.org/l/W7UZRjjltrKib1EMhWWcJZUilY_q6_iAXluCvNah7ME">2022 Kansas Mental Health Summit</a> is scheduled for April 13 and 14 and will be the first of its kind in Kansas. More than 600 registrants including judges, legislators, attorneys, court services officers and community corrections officers will participate. It also includes representatives from the executive branch, mental and medical health disciplines, law enforcement, first responders and community leadership.&nbsp;

The summit planning committee chairperson, Judge Robert Wonnell, said he was inspired to organize the statewide summit after attending a similar regional summit in 2019. That summit was the work of a <a href="https://kansascourts.org/l/W7UZRjjltrKib1EMhWWcJa80cbqnLXDov_hJKpRv-JI">national judicial task force</a> involving the National Center for State Courts, the Conference of Chief Justices, the Conference of State Court Administrators, and the State Justice Institute.

Judge Steven Liefman of the Eleventh Judicial Circuit of Florida will deliver a keynote address that describes what judicial leadership was able to accomplish in Miami-Dade County, the seventh-largest county in the nation with a population of nearly 3 million.

Other speakers on the agenda will give perspectives on local and national initiatives, and panel discussions will feature local speakers who will report their experiences in their own Kansas communities.

KLETC to attend health issues summit in Topeka

NEW ORLEANS (AP) — Kansas finished off the biggest comeback in national championship history Monday night, getting a big game from David McCormack, crucial shots from Remy Martin and surviving a potential game-tying 3-pointer by Caleb Love at the buzzer for a 72-69 victory over North Carolina in the Superdome. 

The Kansas Jayhawks captured their sixth national championship in school history Monday night at the Caesars Superdome, topping North Carolina 72-69 in the National Championship game.

The Jayhawks erased a 15-point halftime deficit to capture their second national championship under Coach Bill Self, outscoring the Tar Heels 47-29 in the second half. The win marked the program’s third national championship since 1988. Kansas shot 58 percent from the floor in the second half, hitting 19 of 33 shots from the floor, while North Carolina went 11-for-40 from the floor in the second, shooting 28 percent.

Kansas trailed by 16 at one point in the first half. The 16-point deficit is the largest ever overcome in a championship game in NCAA history.

Five Jayhawks scored in double figures for Kansas in the win, led by 15 points apiece from Jalen Wilson and David McCormack. McCormack had 10 rebounds as well to post a double-double, while Christian Braun also had a double-double with 12 points and 12 rebounds. Remy Martin finished with 14 points, while All-American Ochai Agbaji finished with 12.

Agbaji was named the Most Outstanding Player of the NCAA Tournament, adding to his already long list of accolades. McCormack was named to the All-NCAA Tournament Team, joining Agbaji..

Trailing 40-25 at halftime, the Jayhawks wasted no time starting the comeback, coming out of the locker room hot. Trailing 45-33 with 16:10 to play, Braun scored on a layup to cut it to 10. Wilson then converted an and-one to cut it seven at 45-38. That was the closest the Jayhawks had been since trailing 29-22 with more than four minutes to play in the first half.

After an Agbaji free throw made it six, Dajuan Harris Jr., hit a basket to get it to four. Trailing 50-47 with just more than 11 minutes left, Agbaji hit an and-one to knot the game at 50 for the first tie since it was 22-22.

Kansas then scored the next six points to grab a six-point lead at 56-50. North Carolina came right back, however, to tie it back up at 57 with 8:16 to play. The Jayhawks would lead from there until North Carolina tied it again at 65 with just more than three minutes to play. But Martin hit another 3-pointer to put Kansas up again.

After back-to-back buckets put North Carolina back up one, McCormack went to work and scored in the paint to put the Jayhawks up 70-69 with 1:21 to play. He then scored again with 22 seconds left to make the score 72-69 and close out the national championship win for the Jayhawks.
