HUTCHINSON, Kan. — Hutch Rec will once again host the Smallville 5K and Superhero one mile races downtown.&nbsp;

This year's event will once again coincide with the Smallville Festival on June 18. Registration is $25 for those over 16 and $20 for those 15 and younger. Registration is due by June 15.&nbsp;

The races begin at 8 a.m. at DCI Park along Main Street just west of the Amtrak train station.

Smallville 5K and 1 mile events set for June 18

PRETTY PRAIRIE, Kan. — After years of getting close but not being able to reach the top spot, the Pretty Prairie High School Forensics team won the 1A state title.

After three second-place finishes, four third place and three fourths in the past 11 years, the team finally won it all.

The Bulldogs won with a score of 307, Sylvan-Lucas was second with 284 and Coldwater-South Central third at 255. The team reached the semi-finals in 15 of its 16 events and seven went on to compete for medals.&nbsp;

Jaden McGinnis led the way with a first-place finish in Informative Speaking. Jaeli Deel finished in fifth.

Extemporaneous Speech: Kai Smith finished in fourth place.

Humorous Solo Acting: Copper Collins finished fifth

Original Oration: Carlin Stucky fourth and Raegan McLeland fifth

Pretty Prairie wins 1A Forensics title

Kan. —&nbsp;Mayor Jade Piros de Carvalho wasn't pleased with the results of <a href="https://hutchpost.com/posts/297870aa-8d3e-48fb-b8fb-9567e9d83386">the Raftelis Group study presented last month</a>.

"That study was probably a colossal waste of money," Piros de Carvalho said. "It was $80,000 and scores and scores of hours of staff time over the course of several months just to tell us that we run a pretty lean operation in comparison to other cities."

Piros de Carvalho wants to look back at previous research to figure out how to go forward.

"The city kind of has a tendency to embark on these plans that they either don't have the financial resources or the political will to implement," Piros de Carvalho said. "I'm hopeful we can look back at some of the other plans we did, our comp plan in 2017, our master parks and rec plan in 2019 and start to see what we can glean from that."

It remains to be seen what the council will do with the study, as it didn't leave much obvious low-hanging fruit for the council to look at.

The council appeared to have lots of food for thought in the areas of cost recovery on the parks side, with things like whether the zoo should remain free to everyone or not, if the golf course is charging appropriately for its services and those types of questions.

Also, the council needs to discuss whether specialized skill sets should be contracted out or whether it is more cost efficient to have city employees do that work.

Mayor: Efficiency study was 'waste of money'

HUTCHINSON, Kan. — Hutchinson Regional Healthcare System (HRHS) announced Tuesday at Dr. Nick Baldetti has been named its’ Chief Quality Officer. In this role, Dr. Baldetti will coordinate with internal and executive team members to set and monitor system-wide goals for the health care system.

Baldetti received a bachelor’s degree from Wayne State University in Wayne State Nebraska and dual Master’s degrees from Pittsburg State University. In 2020, Dr. Baldetti earned a doctorate degree in Business Administration from Creighton University in Omaha, Nebraska.

Baldetti has also served as an Assistant Professor for the University of Kansas Medical School’s College of Population Health, as Special faculty member for the Creighton University’s Medical School, and as an instructor for the Wichita State University College of Health Professions.

Baldetti was most recently the Executive Director of Health Initiatives at McPherson College. Before that he was director of the Reno County Health Department.

Baldetti now Chief Quality Officer at Hutchinson Regional

HUTCHINSON, Kan. — Reno County Landfill Director Megan Davidson reported to the Reno County Commission Tuesday on the amount of debris they received in connection to the Cottonwood Complex fire.

Davidson says that the landfill has taken in nearly 2.9 million pounds of debris including 2.7 million pounds of structural and content debris and another 180,000 pounds of tree limbs and other similar debris. The debris is being placed in a designated spot in the landfill so it can be monitored. The landfill delayed accepting items for two weeks following the March 5th fire to make sure they had time to cool off and would not pose a problem later.

The fire destroyed 35 homes along with 90 outbuildings and more than 100 vehicles.&nbsp;&nbsp;

Landfill takes in more than 1,400 tons of fire debris 

HAVEN, Kan. — Outgoing Haven USD 312 Superintendent Clark Wedel has been named the fourth quarter Impact Award winner for the district. Wedel will be leaving USD 312 at the end of June.

The nomination stated that Wedel has been a strong leader in many areas during his time at USD 312 Haven. Wedel was charged with the task of implementing a bond issue for the district and has demonstrated fiscal leadership in getting the district from being on KSDE’s watchlist for school district budgets, to being in great shape according to KSDE and a local auditor.&nbsp;

Wedel led the USD 312 Foundation from a barely-known entity to a group that raises thousands of dollars each year for the teachers, for this&nbsp;employee recognition program itself, and other uses.&nbsp;

The USD 312 Employee of the Year program selects an Impact Award Winner each quarter with one of these four individuals being chosen at the Employee of the Year later this month.&nbsp;

Wedel named Impact Award winner for USD 312

Brian Clennan with the City of Hutchinson's Public Works department acknowledges that the input costs associated with some of the department's work have skyrocketed recently.

"Probably the biggest area that we've seen increases is our chemical costs, especially at our water treatment center," Clennan said. "We've seen about a 65% increase in the cost of things like caustic and chlorine and the cleaning solution for our RO membranes."

This is going to leave the budget tight for Public Works this year.

"I don't believe that we'll have to go to the council for an overage," Clennan said. "We are going to use pretty much all of the budget that we had allotted for chemicals, especially at the water treatment center. In 2021, we spent about $221,000 to $222,000 on chemicals. We're projecting this year to spend $366,000."

Clennan is trying to keep a positive attitude as he puts together that portion of next year's budget.

"I'm hopeful that the cost increases that we've seen will start to stabilize, but I guess there's no guarantee. One thing that we do, especially at the water treatment center is, we budget for a dry year. In a dry year, we're using a lot more water. That's why we have such high budget in our chemical costs. If we happen to have a super dry year combined with these types of price increases, then we will exceed our budget. Right now, we're projecting a fairly normal rainfall year. Assuming that we get the normal rainfall year, we should be fine."

The increases in input costs across budgets of all governing bodies due to inflation will make efficiency very difficult to achieve when the final numbers come out in August.

Police Dept. open house a success

HUTCHINSON, Kan. — All five Reno County Commission seats have a candidate for the upcoming primary.&nbsp;

The Reno County Clerk's Office says Republican Mike Warren has filed for the seat in the fifth district, which makes up the southeast part of Hutchinson and a part of Reno County.&nbsp;

That fills all five seats for what will be a newly-expanded commission that was voted on and approved by the public. Mark Reese has filed in the new commission District 4 as a Republican. The new District 4 has its entire boundary in the city of Hutchinson. Republican Chris Corey has filed for Ron Sellers' seat in District 1 after Commissioner Sellers declined to run for another term. Ron Hirst in District 2 and Daniel Friesen in District 3 are in the middle of their terms that end in 2024.&nbsp;

Reno County commissioners serve four-year terms and must reside within their district boundaries. The filing deadline for commission seats is June 1 at noon. The primary, if necessary, will take place in August.

The Hutchinson chapter of the NAACP and HutchCC are hosting their Annual Law Day Forum on May 17, 2022 at 6:00 p.m. in the Shears Technology Center Justice Theater.

This year's speaker is Mark McCormick. McCormick joined the ACLU of Kansas in April 2018 as the Director of Strategic Communications. 

Previously, he served as the Executive Director of the Kansas African American Museum in Wichita, Kansas.

The purpose of the Law Day Forum is for attendees to get a deeper understanding of the legal profession.

Additionally, this year will mark 68 years since the case of Brown v. Board of Education of Topeka. 

The Equal Protection Clause of the Fourteenth Amendment to the United States Constitution prohibits states from segregating public school students on the basis of race.

HUTCHINSON, Kan. — Among those that graduated at the commencement ceremonies at Hutchinson Community College May 6 were 36 area high school students that earned Technical Certificates of Completion or Associate of Applied Science Degrees from the Career and Technical Education Academy. 

Both post-secondary students enrolled through HutchCC as well as high school seniors from Hutchinson, Buhler, Fairfield, Inman, Little River, Nickerson, Sterling and Trinity Catholic were recognized as completing training in Career and Technical Education programs. These programs are offered at the Hutchinson Career and Technical Education Academy (HCTEA) in partnership with HutchCC and USD 308.

The construction, manufacturing, and transportation industries all benefit as students earn certificates in Automotive Collision and Refinishing Repair, Automotive Technology, Construction Technology, Machine Technology and Welding.&nbsp;

Area students earn certificates from HutchCC and HCTEA

HUTCHINSON, Kan. — Hospice &amp; Homecare of Reno County is once again offering a program for young children who are grieving the loss of a loved one. The “Space to Grieve” Kids Kamp is for children 6-17 years of age to provide some coping skills.

This is the agency’s seventh year of hosting Kids Kamp with the Cosmosphere. The one-day event will be held Saturday, July 16, from 9 a.m. to 1:30 p.m. at the Cosmosphere.&nbsp;

HESSTON, Kan. — The Hesston Road project in Harvey County continues to move along. The project is moving farther northwest. The far southeast portion of the road from the Newton city limits to Northwest 48th Street will reopen soon to traffic.

Work will now move to a section that includes Northwest 48th Street to the Hesston city limits. That section of road will be closed to traffic in both directions. Drivers are encouraged to plan an alternate route.

As the resurfacing project moves forward in the coming months, work will later move to the most northwestern section of Hesston Road from the city of Hesston to the county line, followed by work inside the Hesston city limits.

Homeowners and businesses will continue to have access to their properties throughout.

The Hesston Road improvement project began March 14. The entirety of the project is anticipated to be completed in September.

Hesston Road construction moves to next phase

MCPHERSON COUNTY —One person died in an accident just before 12:30p.m. Tuesday in McPherson County.

The Kansas Highway Patrol reported a 2019 Dodge Grand Caravan driven by Robert D. Harrell, 43, Kansas City, Mo., was&nbsp;was eastbound on U.S. 56 at Limestone Road.

The van traveled left of center and struck a 2020 Volvo semi driven by Logan R. Donelson, 26, Lathrop, Mo., head-on.

Harrell was pronounced dead at the scene and was transported to Frontier Forensics. EMS transported&nbsp;Donelson to the hospital in McPherson.

The KHP had incomplete seat belt usage information.

One dead, one hospitalized after McPherson Co. head-on crash

HUTCHINSON, Kan. — Reno County commissioners gave approval on a contract with an architect firm for a major renovation project for the courthouse during Tuesday’s agenda session. The contract with GLMV will cost $105,000.

The action is part of a long, ongoing plan to make major renovations to the fifth floor and the open rotunda on the first floor that has gone largely unused since the treasurer's and register of deeds' offices moved to the annex across the street.

Commissioner’s expressed concern over both the cost and the amount of time it has taken to get to this point. They also expressed concerns over a bid process that is still eight months away. Maintenance Director Harlen Depew says that time has been well used in getting input on what is needed in the project.

“I am pleased with the amount of engagement that has been shown by the departments within the building and I think that’s one of the reasons it has taken so long to get to this point,” Depew said. “At this point, I’m pretty confident that everybody that’s going to be impacted by this is happy with what they are seeing.”

Still, there is some disagreement from commissioners on some scope of the project, especially on the first floor. Commission Chair Daniel Friesen noted that the current meeting area for the commission suits just fine and expressed opposition to spending money on a first-floor meeting room at the courthouse when it would only be used twice per month. Friesen also expressed concerns over the cost of the project.

“I’m not terribly excited about spending $1.6 million on the courthouse, I think it’s going to be $2.5 million when we’re done,” Friesen said. “The point is we got to find out what it is and we do have an obligation to find space . . . all we are approving today is the design and, as expensive as that is, it is an important step.”

Commissioner Ron Hirst echoed some of those concerns, noting that they can always remove items from the project if they feel they are not necessary or cost too much, centering most of his concerns over the first-floor renovations.

The commissioners want the architect to find a way to keep the fifth floor portion of the project moving along as they feel it is the most pressing issue in the project. The fifth-floor renovation includes all new office space, better environmental and electrical systems, and improved access. The project also includes improved jury rooms on the third floor and improvement to the second-floor mezzanine.

HUTCHINSON, Kan. — Hutchinson Public&nbsp; Works says that Superior Street is closed from 1st to 3rd Avenue effective immediately after a sink hole was discovered in the middle of the street. Only local access will be allowed from 3rd Avenue.&nbsp;

The sinkhole, estimated to be 2’ to 4’ in size, was caused by the failure of a&nbsp; reinforced concrete storm box that was installed between 1918 and 1920.&nbsp;

Crews are currently working with the Engineering Department to evaluate and determine the best method to make repairs.&nbsp; Once a repair plan has been developed, public works notify the public how long Superior Street will be closed.

Superior Street closed due to sink hole 

HUTCHINSON, Kan. — The Kansas State Fair announced Tuesday that Paula Landoll-Smith has been elected President of the Kansas State Fair Board.

Originally appointed to the Kansas State Fair Board in December of 2018 by then-Gov. Jeff Colyer, Landoll-Smith was re-appointed in 2021 for a second three-year term and has since been elected to serve as Board President, succeeding Harmon Bliss.&nbsp;

Landoll-Smith is currently the Marketing Director for the Landoll Corporation in Marysville, which manufactures products in industries, including transportation and agriculture.

“We would like to thank Harmon for his years of leadership and dedication to the Kansas State Fair,” General Manager Bryan Schulz said. “We look forward to working with Paula! Her enthusiasm and passion for getting things done is a true inspiration for myself and our staff.”

Kansas State Fair names new board president

Kan. — Tuesday is the first ever National Fentanyl Awareness Day, but overdoses are about people, not about statistics, according to Seth Dewey with the Reno County Health Department.

"Every single one of those numbers or every single one of those dots on those programs like ODMap, it's really sombering when we think, every one of those is a son or a brother or a father," Dewey said. "That's the thing that I think we all have to keep in mind when we look at that."

Fentanyl is now the #1 cause of death for Americans age 18-45.

"We, as a society and the structures that make up our systems, have to normalize having the hard conversations, right?" Dewey said. "Realizing that substance use disorder or addiction is a chronic yet treatable brain illness. That's the actual classification and that's why people with substance use disorder now even fit in under the Americans with Disabilities Act."

The Drug Enforcement Administration estimates that about 40% of illegal pills have lethal doses of fentanyl, so getting those that use to do so in a safe environment may be the first step to keeping them alive long enough to treat the underlying illness.

Greater Hutch, the Economic Development Partnership for Reno County, is collaborating with Hutchinson Community College, USD 308, Hutchinson Career and Technical Education Academy and area schools to host the second annual Signing Day event on May 12th&nbsp;at the Stringer Fine Arts Center on the HCC campus starting at 9 a.m. on Thursday.

The Signing Day event will honor students from several area schools who are making the commitment to continue their education in a technical trade or career field either in enrolled programs at the Hutchinson Career and Technical Education Academy, or at Hutchinson Community College. 

This year, over 250 students have been invited to attend based on their expected enrollment in the programs for the 2022-2023 year.

Several area businesses are sponsoring the Signing Day and will be on hand to network with the students and highlight the jobs that are available across the spectrum of career fields in Reno County and the region.

“This is an excellent way to honor the career commitment of young people and just one more way that our members and businesses can promote the variety of skilled jobs available in Reno County to our young people,” said Debra Teufel, Hutch Chamber President.

The event will also be live streamed on the USD 308 Facebook page beginning at 9am on May 12th. This year, as part of the ceremony, students from McCandless and Wiley Elementary schools will also be honored for their completion of the Career Quest, career exploration and job shadowing experience made possible by area businesses and Reno Rising investors.

“Our training partners at HCTEA and HCC deliver the best in technical training and we want their students to feel excited and valued for their commitment to training that will serve them in their future careers,” said Lacie Janzen, Economic Development Manager for Greater Hutch. “We are excited to celebrate both Signing Day and Career Quest this year, as an opportunity to recognize these young people for their goal to prepare for future careers.”

Signing Day for tech students coming up Thursday

Kan. — Monday night, the Nickerson-South Hutchinson USD 309 school board selected McCown Gordon as their Construction Manager at Risk for their $10.5 million potential bond proposal.

"The next step will be to identify an architect company to work with," said USD 309 Superintendent Curtis Nightingale. "We already have qualifications and proposals from three different architect companies. McCown Gordon will help us kind of screen those and determine which company we're going to go with. Then, we'll begin moving forward with actually getting down to the meat and potatoes of what we're going to do and getting renderings put together for all of that."

Nightingale isn't sure how quickly the process can go to get the project to a public vote.

"It's really going to depend on the availability of the architect that we select and that will probably be part of that process when we're having those conversations about their availability," Nightingale said. "Because, how long it takes them to get renderings together, so that we have something to actually show the public as we begin having these conversations is really going to be kind of the important piece of this.&nbsp; One of the reasons we selected McCown Gordon is they've got a lot of experience doing this and so they're going to have a better idea of our turnaround time and whether or not it's realistic to think about a November ballot or not."

Voters rejected a $30 million bond in November of 2019.

USD 309 board selects CMAR, now needs to get architect

HUTCHINSON, Kan. — Even as the nation sets a record high for gas prices, it's not that way in Kansas or Reno County.

"Reno County today is at $3.93 a gallon on average," said Shawn Steward with AAA Kansas on Tuesday. "A little bit less than the statewide average. Kansas is at $3.96. That's up 17 cents in the past week, up 28 cents from a month ago."

Kansas is the fourth least expensive state for gas.

"Prices just continue to rise," Steward said. "This is due to high crude oil prices, volatility on the global market and gas demand has stayed strong and has been on the rise of late. With summer travel season coming up, we don't anticipate demand for gas falling anytime soon. We anticipate it to be a very busy travel season, despite the high gas prices."

Though AAA's official forecast for Memorial Day won't come out until later, Steward anticipates it to be much closer to pre-pandemic than the last couple of years.

"They're just ready to travel," Steward said. "People love to travel in general. Many people have limited or strongly curtailed their travel over the past couple of years, or didn't travel at all, because of the pandemic or for whatever reason. They just didn't feel comfortable doing so."

It doesn't appear as if the mitigating measures tried by the Biden administration have been effective in keeping gas prices down to this point.

At this point, I'm pretty confident that everybody that's going to be impacted by this is happy with what they are seeing."

There is some disagreement from commissioners on the scope of the project, especially on the first floor. Commission Chair Daniel Friesen noted that the current meeting area for the commission suits just fine and expressed opposition to spending money on a first floor meeting room at the courthouse when it would only be used twice per month. 

Friesen also expressed that he thinks the cost of the project won't be as low as the current estimate.

"I'm not terribly excited about spending $1.6 million on the courthouse," Friesen said. "I think it's going to be $2.5 million by the time we're done. I think the point here is we've got to find out what it is. We do have an obligation to provide space. Your point, commissioner is, all we're doing today is approving the design. As expensive as that is, I think it's an important step."

The contract with GLMV will cost $105,000.The action is part of a long ongoing plan to make major renovations to the fifth floor and the open rotunda on the first floor that has gone largely unused since the treasurer and register of deeds offices moved to the annex across the street.Commissioners expressed concern over both the cost and the amount of time it has taken to get to this point. They also expressed concerns over a bid process which is still eight months away. Maintenance Director Harlan Depew says that time has been well used in getting input on what is needed."I am pleased with the amount of engagement that has been shown by the departments within the building," Depew said. "That's one of the reasons, I think, that it's taken as long as it has to get to this point. It's multiple conversations with everybody, the opportunity for them to review the initial conceptual designs and then go back and modify those and make some changes. The fifth-floor renovation includes all new office space, better environmental and electrical systems, and improved access. The project also includes improved jury rooms on the third floor and improvement to the second-floor mezzanine.

HUTCHINSON, Kan. — IdeaTek is part of a federal program highlighted by President Joe Biden in a speech at the White House this week and is driving down the cost of internet for low-income households across its service area.

"Companies that signed on to the White House initiative, there are 20 of them, have chosen to further cut the cost of their 100-megabit, their high-speed internet product to zero," said Jade Piros de Carvalho, Director of Industry and Community Relations at IdeaTek. "That means no installation fee, no equipment costs, no contracts. We're really interested in bringing digital equity to some of these broadband divides across our network in rural Kansas."

To qualify for ACP, one member of the household must meet one of the following criteria:&nbsp;

They have to sign up at&nbsp;<a href="http://ACPBenefit.org">ACPBenefit.org</a>.&nbsp;

"There are some guidelines there," Piros de Carvalho said. "We do have a digital navigator on staff who can help walk you through that."

This also could serve as an incentive for all who are eligible to file the paperwork for free and reduced lunches as they enroll in school this fall.

"I have a letter going out this week to every principal and superintendent on our network across 19 counties that will describe this program," Piros de Carvalho said. "I'm asking for just a few minutes of their time to further discuss it and marketing efforts that will hit their district best. We do want to put a flyer in enrollment packets in districts that will permit that."

Since the USDA's COVID-connected free lunch program is ending with this school year, it is doubly important for parents who may qualify to get the federal form filled out this fall.

Ideatek to offer free internet to low-income households

HUTCHINSON, Kan. — Hutchinson Mayor Jade Piros de Carvalho said she's found an interim city manager to present to the rest of the City Council at their executive session this afternoon.

"We do have somebody that we're going to discuss this afternoon at 2 p.m.," Piros de Carvalho said. "Hopefully, a contract will be on the next regularly scheduled agenda meeting on May 17. I think that the community will be pleased with the selection and it will really signal to the community that we have somebody steering the ship and somebody with experience and a lot of respect in the local government management sector in Kansas."

Piros de Carvalho wants to get into what her fellow council members want in a permanent replacement today, too.

"We'd also like to begin discussions of the sort of qualities that each city council member desires in the next city manager and the process they want to undertake," Piros de Carvalho said. "I'm hoping to hammer out some of those details, so we can get started quickly."

Piros de Carvalho said making sure the city's budget is done as it needs to be is a key to going forward.

"One of the main considerations in the selection of an interim is someone who has strong budgeting background," Piros de Carvalho said. "I can only speak for myself on the council, but I'm hopeful that we also have someone very strong in budgeting for our permanent selection. I'm confident that the person that we're considering can shepherd the budgeting process efficiently and we also have Angela Richard, our director of finance, who is fantastic and has a lot of experience in this."

The intent is to have any final action on today's discussions happen at the regular public meeting May 17 at 9 a.m. at City Hall.
