HUTCHINSON, Kan. — Hutchinson Regional Medical Center, Reno County EMS, County Emergency Management, and the Hutchinson Fire Department conducted a mass casualty drill Tuesday and will continue that drill Wednesday.

“We went with an earthquake event because we have been experiencing earthquakes lately,” HRMC Security Emergency Manager Chris Cooper said. “In Kansas, receiving an earthquake that would do this type of damage we’re simulating is probably slim, but it gives us the mass casualty component that we’re looking for.”

The agencies were joined by the Hutchinson Police Department, Hutchinson Public Works, Evergy, Kansas Gas Service, and the Reno County Emergency Communications Center. A large focus was on the hospital itself and its operations in such an event.

“We are testing our mass casualty, patient surge, our fatality management . . . and then our patient tracking throughout the hospital,” Cooper said. “We are utilizing many units of the hospital including ER, surgery, radiology and ICU. We’re moving patients throughout the hospital.”

Hutchinson Regional Medical Center campus and the Annex, formerly known as Dillon Living Center, were the main location for the drill that provided a mass casualty event with an unknown number of victims in unknown locations for first responders and fire crews to assess. From there, they were triaged and then removed from the building where they were placed in different levels of triage centers in front of the building. There, they were treated by EMS before being transported as part of the exercise. Cooper says it took a long time to plan the exercise. Cooper talked about the effort that went into the exercise and the part outside agencies played in putting the plan together.

“Fire and EMS really revamped their mass casualty incident protocol,” Cooper said. “They’ve been testing, they’ve been training on them. For the last six months, they’ve been going all out to make this plan, and today is just the end of all the planning and all of the stages that they’ve done.”

Wednesday’s exercise will be held at the Hutch Fire Department's Command and Training Center, 3201 E. 4th Ave., where the agencies will go through a briefing on how the exercise went and evaluate what occurred.&nbsp;

Nickerson cleanup day Friday

BUHLER — Buhler's City Wide Garage Sale is coming up this Saturday from 8 a.m. to 2 p.m.

Buhler garage sale this weekend

Commencement for Hutchinson High School is back in its traditional spot this weekend.

"Last year, because of COVID, we had it over at Gowans," said spokesperson Marissa Meis. "We are back at the Sports Arena. It's going to be 2 p.m. there at the Sports Arena this Sunday, the 22nd."

Graduation practice is at 8:30 a.m. on Friday, May 20th. Graduates will begin in the SAC and move to the Sports Arena once a few announcements are made. Practice should conclude by 10 a.m. This is mandatory for any student walking in the ceremony.

"Out of respect for our seniors and their families, we ask that there's no noisemakers, no horns," Meis said. "Cheering and clapping is always encouraged, but we want to be respectful to the celebration of those seniors."

All credits and graduation requirements must be complete before a student is allowed to participate in the ceremony. Commencement is a dress up event. Graduates should wear long pants or other attire suitable for church or other similar occasions. Gowns and hats must be worn and decorations or other attachments/accessories will not be permitted on gowns or hats.

The doors to the Sports Arena will be open to the public at about 1:00 p.m. Sunday. Seating is first come first served. Administration is not limiting the number of guests and tickets are not being distributed. Families should remain seated throughout the program.

Diplomas and student awards will be distributed in the SAC after Commencement. The diploma cover received during the ceremony will be empty. Students with obligations, fees, missing books/materials, etc. will not be able to pick up their diploma.

Commencement back at Sports Arena for HHS Sunday

The Hutchinson City Council approved the hiring of interim City Manager Gary Meagher on Tuesday.

"I am honored to serve as the interim city manager," Meagher said. "This community has such a great reputation statewide. I think you see why. There was a small example this morning from the Public Works Department and the kind of good work that they do. That's the kind of work that's being done every day, across the departments."

Meagher is re-energized to take on this task and to get back into the day to day of administration.

"One of the reasons I stayed in that profession and really enjoyed my career was the fact that I could be a part of making the community better," Meagher said. "Working with the governing body, working with staff and working with community leaders to make improvements to the community. I really appreciate the opportunity. I've had a chance to kind of decompress, you might say, for a while. I did work some during the time that I was retired. I served as an interim for Moundridge, the city of Moundridge and worked for the county in administration of their grants and so, I do appreciate this opportunity to serve you and work with your staff. Thank you so much."

City Attorney Paul Brown said Meagher will be paid similarly to what Jeff Cantrell was.

"The contract calls for an initial two month period, with it renewable on a month to month basis," Brown said. "It would not continue beyond the hiring of a permanent city manager. His compensation is listed in the contract, the same as the previous city manager, as far as compensation, except it doesn't include all those additional benefits."

The city agreed to pay Meagher an amount not to exceed $6,425.96 per bi-weekly pay period, prorated, if less than a full pay period of services is provided.&nbsp;

The motion passed on a 3-0 vote, as Mayor Jade Piros de Carvalho, Jon Richardson and Steve Garza voted in favor. Sara Bagwell and Greg Fast were absent Tuesday.

The exercise has been planned for more than six months with local and regional partners.  This is a natural disaster exercise and is designed to prepare staff for a variety of emergency situations should they occur.  This exercise will involve multiple actors playing the part of injured.    

Hutchinson Regional Medical Center campus and the Annex, formerly known as Dillon Living Center, are the main location for the drill Tuesday, it started at roughly 8:30 a.m.

A second location is the Command and Training Center, 3201 E 4th Ave, Hutchinson. 

All patient care operations at Hutchinson Regional Medical Center continue.  All patient visitors and those seeking treatment are welcome. Please exercise caution driving on campus in order to protect the patients, staff and role players.

Drill ongoing in Hutchinson Tuesday

HUTCHINSON, Kan. — As the Salt City Splash and Buhler city pool prepare to open for the season, Hutch Rec is still looking for lifeguards and other personnel for the summer season.

According to Amy Conkling with Hutch Rec, both pools have enough lifeguards to start the season, but will need others to help fill the rest of the needed staff. The good news is that it appears there may be help on the way as the Red Cross lifesaving certification class at the YMCA for this weekend is full. Another class is still available May 31 through June 2. The cost is $200 but Hutch Rec will reimburse the entire amount if a lifeguard stays on for the entire summer.

Conkling says, for the most part, all other summer jobs are filled with the exception of concession stand workers for the pools, Hobart-Detter Field and Fun Valley. Some umpires are also needed for some work.&nbsp;

If you would like to be a lifeguard, you must be at least 15 years of age and certified through the Red Cross. All other job applications can be filled out at <a href="http://hutchrec.com/employment">hutchrec.com/employment</a>.

May 24 Reno County Commission meeting canceled

HAVEN, Kan. — After a public outcry large enough to move the Haven City Council meeting from the normal location to the town's community building and lots of public input, the Haven City Council voted to restore the In God We Trust decals to its police vehicles on Monday.

The controversy began when council member Sandra Williams voiced concerns to Haven Police Chief Stephen Schaffer at the May 2 meeting regarding the “In God We Trust” decals on Haven’s police vehicles and the quoting of scripture on the Haven Police Department Facebook page. 

She advised the chief at that meeting that the council did not feel it was the forum to be talking about God.

According to City Clerk Leslie Atherton, the phrase was on the rear of each vehicle. For example, on the trucks, it was across the tailgate.

Chamber breakfast is Wednesday

HARVEY COUNTY—The driver of a maintenance vehicle injured in an accident on May 9 in Harvey County has died. 54-year-old William Fairbrother of Newton died the following day, according to the Harvey County Sheriff's Office.

The maintenance vehicle turned over on East First Street between Oliver and Woodlawn, according to the Harvey County Sheriff's Department.&nbsp; Fairbrother was found, pinned inside the truck in critical condition.&nbsp; 

Crews worked diligently for just over an hour to free him cutting away parts of the cab and using hydraulic spreaders and rams to gain access, according to Newton Fire and EMS.

Eagle Med air-lifted him to Wesley Medical Center, where he later succumbed to his injuries.

First Street was closed between Oliver and Woodlawn for several hours May 9 as maintenance crews worked to get the vehicle upright and cleaned up spilled diesel fuel.

HUTCHINSON, Kan. — Hutchinson Regional Medical Center (HRMC) was mentioned by Becker’s Medical Review as one of 331 hospitals nationwide and one of eight in Kansas for achieving a zero-infection rate for Clostridioides (klos-TRID-e-OY-dees) C, a life-threatening bacterium that causes an infection in the large intestine. And the designation is related to a&nbsp; piece of equipment the hospital has been using for the past three years to combat such infections.

The hospital is using Ultraviolet technology to kill possible bacteria that can cause Clostridioides and other similar infections.

&nbsp;“In 2019, Hutchinson Regional implemented Ultraviolet (UV) disinfection technology in an effort to curtail hospital-associated infections. The portable UV device can easily be moved into patient rooms, surgical suites, ICU, bathrooms and other critical areas that require disinfection,” Kelene Youngs CIC Infections Prevention RN at HRMC. “Some pathogens are multidrug resistant, most of which can be destroyed with the use of UV technology. We feel this new technology is a contributing factor to achieving a zero-infection rate for C diff.”

Clostridioides C is a bacterium that causes an infection of the large intestine that spreads easily when an infected person touches food, surfaces, or objects that are contaminated with feces from a person who is infected. Approximately 500,000 Americans are afflicted with Clostridioides each year and for nearly 30,000 the infection is fatal.

No Hutchinson Planning Commission meeting May 24

SEDGWICK COUNTY—Law enforcement authorities investigating a fatal weekend motorcycle crash in Wichita have identified the victim as 40-year-old Adam Higgins of Hutchinson.&nbsp;

Just before 9:30 a.m. Saturday, Wichita Accident Follow Up detectives along with the Critical Accident Team were completing work on another fatal collision on Kellogg and were allowing traffic to proceed east, according to Officer Trevor Macy.

Higgins was on a motorcycle eastbound in the lane for the off ramp to Woodlawn when Kellogg was reopened.

Higgins changed lanes into the outside lane of eastbound Kellogg, where he collided with a black Chevy pickup truck driven by a 42-year-old woman. The motorcycle struck the passenger side front of the truck. Higgins was ejected from the motorcycle, went underneath the truck and was then run over.

EMS transported Higgins to an area hospital with critical injuries where he was later pronounced dead, according to Macy.

Salvation Army looking for summer camp participants

HARVEY COUNTY— A Newton man is under arrest after a Sunday night incident where he is said to have thrown household items from his apartment window and threatened the rest of the building.

Police had been to Midtown Towers in Newton multiple times over the weekend&nbsp;attempting to contact a person reported to be suicidal and breaking personal property.

Officers asked people to leave or shelter in place while they tried to help 58-year-old Lyle Gulick. After more than four hours of talking, police learned that Gulick was wanted on felony warrants for his arrest for aggravated burglary, theft and two counts of stalking.

Just before midnight Sunday, the Harvey County Emergency Response Team forced entry into the apartment and took Gulick to&nbsp;NMC Health, where he was medically cleared, and he was booked into the Harvey County Detention Center.

In addition to the warrants, Gulick was booked on requested charges of&nbsp; aggravated assault, felony obstruction to official duty, criminal damage and disorderly conduct. 

He has previous convictions for aggravated assault and criminal damage to property, according to the Kansas Department of Corrections.

HUTCHINSON, Kan. — Hutchinson Community College student Sabrina Nicacio Gomes, has been named one of 100 recipients of the Jack Kent Cooke Foundation’s prestigious Undergraduate Transfer Scholarship. The highly competitive national scholarship will provide Gomes with up to $55,000 a year to complete her bachelor’s degree.&nbsp;

Gomes studied pre-engineering at HutchCC and graduated with her associates degree as a member of the President’s Honor Roll (4.0 GPA). Gomes was also named a Silver Medalist of the 2022 Coca-Cola Academic Team; was a member of the Phi Theta Kappa All-Kansas Academic Team; was a High Honors Medalist; was a founding member of the HutchCC Engineers League; served as a resident assistant and tutor; and was named to Who’s Who Among Students at HutchCC.

“Today, almost half of all college students begin their academic career at a community college. We know our community colleges are full of high-achieving students, and we’re committed to playing our part to ensure those students succeed,” Seppy Basili, executive director of the Jack Kent Cooke Foundation said. “Congratulations to a cohort of students who have persisted in the midst of such unprecedented disruptions in our lives. The nation's second largest railroad reported total revenue of $5.9 billion, an increase of 10% over the past year. The increase was driven by higher fuel surcharges due to higher fuel prices and increased shipping rates.

While revenue increased, total carloads decreased by 3% including a 12% drop in ag and consumer related products. Higher fuel proxies drove coal shipments higher which increased by 14%. Those higher fuel prices also punished the railroad with fuel costs increasing 57% year over year to $861 million for the first quarter.

BNSF operates about 15 trains per day through Hutchinson including Amtrak and was the second highest property tax payer in the county at more than $1.5 million in 2021. Its total valuation to the county is $10.1 million.

BNSF reports solid 1Q

There have been some filing deadline date changes for offices controlled by the new maps passed by the Legislature, since the courts have not ruled on them yet.

According to Reno County Deputy Elections Clerk Jenna Fager, those offices, like running for Congress or state school board or state rep now have a new deadline of June 10. 

That's also the new deadline for party affiliation changes, like if, for example, you were a Democrat, but wanted to change your affiliation to vote in the Republican primary in August, the time by which to do that is now June 10, as well. Currently unaffiliated voters have even longer to decide.

"If you're unaffiliated, you can still go to the polls and do it at the polling location when you go in to vote," Fager said. 

However, if you want to remain unaffiliated, you will still be able to vote on the Constitutional question that will be on the August ballot.

"If you're unaffiliated, or even if you're a Libertarian, you can still come and vote in the primary," Fager said. "You'll just have the question on the ballot [by itself] if you don't want to affiliate."

The primary election is Tuesday, August 2.

Fager: Some dates have changed, thanks to no map confirmation

PRETTY PRAIRIE, Kan. — The Pretty Prairie USD 311 School District has a survey out connected to a potential facilities improvement bond issue. The survey provides patrons a chance to voice what they would like to see in a bond issue with various levels of work or additions that could be done. The survey is a very preliminary push to find out what the public wants to see in the district.&nbsp;

The survey provides six questions to answer plus a comment section. The potential bond scenarios include proposals to deal with the basic needs such as roof and window replacement on all buildings, secure entrances, ceiling repairs and improvements to the running track. Another section provides a wants list which includes a baseball and softball complex, a new high school and a new shop building.

The survey provides two bond packages. The first includes the basic needs plus repairs to the current high school gymnasium. The work would cost approximately $4.8 million over 20 years. The monthly tax increase for a $100,000 home in Pretty Prairie would be $11.48. Monthly increase on dry crop land would be $8.86, irrigated land $18.64, and grassland $2.25.

The second package would include expanding the middle school gymnasium and turning it into the main competition facility. It would include a new lobby, concession stand, restrooms, locker rooms, and a weight room. The district says that the proposal would be more cost effective than renovating the current HS gym into a competition gym or building a new gym.

The cost would be approximately $9.4 million over 20 years. The monthly tax increase for a $100,000 home in Pretty Prairie would be $25.77. Monthly increase on dry crop land would be $19.64, irrigated land $43.09, and grassland $3.45.

Superintendent Ashley Anderson says the survey will run throughout the week and the information will be looked over during a meeting on Monday, May 23.&nbsp;

The survey is a very preliminary push to find out what the public wants to see in the district.&nbsp;The survey provides six questions to answer plus a comment section. The potential bond scenarios include proposals to deal with the basic needs such as roof and window replacement on all buildings, secure entrances, ceiling repairs and improvements to the running track. Another section provides a wants list which includes a baseball and softball complex, a new high school and a new shop building.The survey provides two bond packages. The first includes the basic needs plus repairs to the current high school gymnasium. The work would cost approximately $4.8 million over 20 years. The monthly tax increase for a $100,000 home in Pretty Prairie would be $11.48. Monthly increase on dry crop land would be $8.86, irrigated land $18.64, and grassland $2.25.The second package would include expanding the middle school gymnasium and turning it into the main competition facility. It would include a new lobby, concession stand, restrooms, locker rooms, and a weight room. The district says that the proposal would be more cost effective than renovating the current HS gym into a competition gym or building a new gym.The cost would be approximately $9.4 million over 20 years. The monthly tax increase for a $100,000 home in Pretty Prairie would be $25.77. A resource fair for those who have emergent financial needs in Hutchinson is coming up Monday, May 23 at the Hutchinson Public Library.

"The event will start at 10 a.m. until 2 p.m.," said David Dubovich with Park Place Christian Church. "We're asking agencies to be there at 9 a.m., of course, obviously to get things set up."

The intent is to have agencies on hand for rental assistance, utility assistance, food assistance and more to help the community get connected.

"We want people to feel that they are not alone in this, that we're there to help them," Dubovich said. "Here are some agencies that can help you, they will make the contacts, instead of handing them a list."

There will be an intake person who can direct people to the appropriate agencies for their needs. 

"We know that the need is great," Dubovich said. "Not one organization can take care of it. It has to be all of us working together."

This is the first time they've been able to put the event together since early 2020, but the goal is to show people with immediate needs that there is a community that wants to help them get through rough times and give them hope.

The annual Law Enforcement Torch Run and Polar Plunge/Solar Splash event to benefit Kansas Special Olympics is part of Third Thursday activities this month in Hutchinson.

"Thursday, we're going to start in front of Pools Plus," said Andrew Soule with the Reno County Sheriff's Office. "Pools Plus, they are a fantastic sponsor, they help us out. We're going to start in front of the Pools Plus store there on East First. We will run down south on Main Street, all the way down to Avenue B and Main, where the pool will be set up. We'll be plunging there at 7 p.m. We'll start running at 6 p.m. and start plunging at 7 p.m."

If you'd like to be a part, you can give money that night and plunge, if you are so inclined.

"The suggested rate is $75," Soule said. "If you come up with the $75, you'd sign the waiver, we'll give you a nice, yellow, Polar Plunge/Solar Splash T-shirt that we've got in the office already and you'd be able to jump in. That's our suggestion is $75."

The Law Enforcement Torch Run started back in 1985 in Wichita and is now an international event, but the Kansas commemoration is always in the late spring prior to the state track and field meet for Special Olympics.

"That uniform can be intimidating to a lot of people," Soule said. "When we can get out there in shorts and a T-shirt and visit and run and let them see a different side of us, that goes a long way."

Soule acknowledges that the economy is a little different now than it was before COVID, but he's hoping they can raise between $5,000 and $10,000 from the event to help out Special Olympics.

Starting May 22nd and continuing through June 4th, drivers can expect an increased law enforcement presence across the state. 

The Reno County Sheriff's Office and Hutchinson Police Department, along with 160 Law Enforcement Agencies across Kansas, will be specifically enforcing Kansas seatbelt and Child Passenger Safety restraint laws along with other traffic laws as part of the 2022 Click It or Ticket Campaign. 

The goal of Click It or Ticket is to reduce the number of preventable deaths and injuries that occur to unbelted drivers and passengers when involved in motor vehicle crashes. Kansas Law requires all occupants in a moving vehicle to be properly restrained.&nbsp;
