HESSTON, Kan. — The Hesston USD 460 Board of Education has decided that the vote on a proposed bond project will be Tuesday, Aug. 30.&nbsp;

The district was to vote April 26 on a $33.5 million project, but pending legislation changed the district’s mind and the decision was made to move the vote beyond July 1.

The proposal includes adding on to the current high school and moving the middle school students to that new addition. It would also include a new auxiliary gymnasium, a new auditorium and renovation of current facilities at the high school.

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce will hold another informational meeting for the proposed Chamber Blue-Group Health Plan that is being offered to members.

The meeting is Tuesday, June 7, at 9 a.m. at the Hutch Chamber Office, 117 N. Walnut. The Hutch Chamber is partnering with the Chamber of Commerce Executives of Kansas and Blue Cross and Blue Shield of Kansas to form a new association health plan that will be available to all Chamber members in good standing who employ two or more employees.&nbsp;

All businesses in Reno County are encouraged to learn more about this large group health plan. Even if a company already has group health or a health plan through Blue Cross Blue Shield, it still might be a better option for companies and their employees to participate in Chamber Blue. Members and non-members are encouraged to attend.

Next Chamber insurance meeting is Tuesday

HUTCHINSON, Kan. — After gaining some traction in March, ridership aboard Amtrak's Southwest Chief fell in April from the previous month.

The Chief totaled 14,300 riders compared with 15,600 in March. That’s still a large improvement over the 9,400 riders that used the Chief in February. The numbers still reflect the passenger carrier's limited schedule of five days per week. Since then, the Chief has been restored to daily service, although spokesperson Marc Magliari noted that Amtrak is still struggling to get enough train service personnel rehired to restore all of the carrier’s long-distance routes.&nbsp;

One thing Amtrak could take advantage of is the extremely high gas prices. The last time gas was so expensive, Amtrak broke ridership records across the board. As of now, the Chief is using a limited number of coaches. Magliari says that is because of maintenance crew shortages preventing mothballed coaches from getting back on the tracks.

HUTCHINSON, Kan. — The Hutchinson City Council will have a design agreement regarding the Woodie Seat Freeway on its agenda on Tuesday. 

A team comprised of WSP USA and JEO Consulting Group is the selected consulting team. WSP USA performed the TEAP study for the Kansas Department of Transportation and has intricate knowledge of the corridor while JEO brings significant experience in bridge design in the state.

The contract includes the design of the roundabout at the Avenue A and Woodie Seat Freeway interchange. As part of the contract, the consultant will evaluate feasible structure options to allow passage on Avenue B.

The contract contemplates three options, pedestrian access utilizing Avenue C, pedestrian access through Woodie Seat at Avenue B or vehicle and pedestrian access through Woodie Seat at Avenue B.

The consultants will evaluate various options for crossing configurations that would work in this setting including materials, positioning, end treatments, clearances, regional suppliers, and other facets that are to be taken into consideration and give a final recommendation to the city. 

The design of the selected passage option is not included in this contract; that fee will need to be negotiated should a selection be made.

The proposed agreement with WSP USA for design services is an hourly contract with a not to exceed amount of $448,230. The Hutchinson City Council meets Tuesday at 9 a.m. at City Hall.

City council to look at Woodie Seat design agreement Tuesday

HUTCHINSON, Kan. — The real estate purchase agreement for the city property adjacent to Obee School is on the agenda for the Hutchinson City Council on Tuesday.

According to the meeting agenda, Obee School has been part of Buhler USD 313 since 1962. The school operated as a K-6 elementary school until it’s closure in 2017. 

The main structure of the school itself is located in Reno County, however the Hutchinson City limits follow the north side of the building footprint. The school district also built several outbuildings inside the City limits, specifically on airport property. The school district had a lease agreement with the City of Hutchinson that included airport property that was used for the playground and sports fields. These leased properties were enclosed with a city owned and airport maintained perimeter fence. After the school’s closure in 2017, the school district sought to sell the school building. 

During conversations and as part of the appraisal process of the property, it was determined that in order to make the sale more likely, portion of the property that were owned by the City of Hutchinson and leased to the school district should be included in the sale. After several iterations of what portions of the property could be sold as well as what made the most sense from an ownership standpoint, an agreement was made with T Real Estate LLC (buyer), Buhler School District 313 and the City of Hutchinson to include a portion of the City/Airport owned property as part of the overall school building sale.

Because the subject property to be sold is part of the airport and therefore falls under multiple federal codes, laws, regulations as well as federal obligations agreed to as part of FAA grant assurances, there is a process by which these federal obligations must be released. This process includes updating the Airport Master Plan, Airport Layout Plan and the Airport Boundary survey as well as updating legal descriptions and coordinating with the FAA. This process is best performed by a qualified airport engineering consultant.

The Council would be approving the sale of the adjacent property contingent upon FAA approval. The city would gain $7,540 if the sale goes through, but the city's third of the required survey by HW Lochner is $4,916.66 and they have to pay that whether the FAA approves the sale or not. The other two thirds of the survey are to be paid by the buyer, T Real Estate and by USD 313.

The Hutchinson City Council will meet Tuesday at 9 a.m. at City Hall.

City's portion of Obee school transaction on Tuesday agenda

HUTCHINSON, Kan. — City of Hutchinson Human Resources Director Tom Sanders said the City Council has decided to use a search firm to help find a permanent city manager.

"We did have an executive session and we reviewed the proposals," Sanders said. "We haven't signed the contract yet, but they have selected a search firm. We should be getting the contract, hopefully, executed next week."

That will be after the next regular meeting of the council on Tuesday. The initial temporary contract with Gary Meagher was for two months, but Sanders expects that to continue.

"Honestly, it will probably take longer than two months," Sanders said. "I don't want to speak for Gary, but I think he's open to staying on longer than that. I don't want to rush it and two months, to me, sounds, just based on past experience, a little aggressive."

It took longer than that to find and hire Jeff Cantrell when they knew John Deardoff was going to retire.

"I looked back at that here recently," Sanders said. "It was almost a year. We started the recruitment and that lasted longer than we thought. Some of that got kind of postponed a little bit, because we had two new council members joining the council and so that kind of slowed things down, too. It did take Jeff a little while to transition from his old job to here. By the time you put all of that together, it was almost a year."

It's also going to be difficult to recruit someone who is currently working in Kansas quickly.

"There's never a great time to recruit," Sanders said. "Right now, a lot of cities are under crunch time with budgets and to get all that done. I think, this year, for most cities, it's going to be a particularly challenging budget year with all the inflation issues and things like that."

Sanders believes the city would be doing good to have someone on board within six months.

Sanders: Search firm to be retained for city manager vacancy

HUTCHINSON, Kan. — The Center of the Nation Model Railroad Expo is this weekend at the Pride of Kansas building on the Kansas State Fairgrounds. on&nbsp; Saturday from 9 a.m. to 5 p.m. and on Sunday from 10 a.m. to 3 p.m.

"One of the layouts we have at the show this weekend is an S-gauge layout," said Javen Schmucker with the Kansas Central Model Railroaders. "A lot of people will remember that as an American Flyer. It's 3/16 scale to the inch. That layout is brought to us from Wichita with the Wichita Toy Train Club and Museum there. That's just one of the eleven layouts that will be at the show."

There will be layouts for everything from Tiny Z-scale all the way up to Lionel trains.

"My layout will be a Lionel layout with six lanes of traffic for children to run with their parent's assistance," said club member Lonnie Demoret.

The goal is to get new kids interested, so all children 12 and under are free to attend with an adult admission. Admission for over 12 is $7 a piece. There will be vendors from across the country there for train enthusiasts to buy from, too.

"You will have people there in the know, that have learned from experience," Schmucker said. "What you want to do is ask as many questions as you can, especially if you're getting one of your children involved in it. What would be best for them? Different scales are better because of how much room you have, how they are able to handle things, take care of things and it's a great learning tool."

Model train show at fairgrounds this weekend

RENO COUNTY—A Hutchinson woman was injured in an accident just after 5:30 p.m. Thursday in Hutchinson.

The Kansas Highway Patrol reported a 2011 Chevy SUV driven by 86-year-old Cloris Kae Enns of Hutchinson was southbound on Adams approaching 5th Avenue when Enns started to make a left turn while failing to yield to a northbound 2011 Ford passenger car driven by 30-year-old Lance P. Weve of Hutchinson. The vehicles collided coming to rest in the intersection.

EMS transported Enns to Hutchinson Regional Medical Center.&nbsp;Weve was not injured. Both drivers were properly restrained, according to the KHP.

86-year-old Hutchinson woman hospitalized after crash

Kan. — The recent NJCAA National Track and Field championships gained some good revenue for the city and the surrounding area.

LeeAnn Cox with Visit Hutch says hotels filled up with a total of 1,089 room nights reported for the three day meet thus far and two hotels still to report. That totals about $127,000 for the city, not including meals and other activities. A total revenue impact number is not available.

There are not enough hotel rooms in Hutchinson to handle the large number of athletes and staff, as the track meet brings in more than double the numbers in those groups that the basketball and volleyball tournaments do.

This is the fourth time the national track meet has come to Gowans.

HUTCHINSON, Kan. — The kickoff to the Hutchinson Public Library Summer Reading program is Friday morning from 9 a.m. to 11:30 a.m. in the library parking lot at 901 North Main.

Kids should come prepared to get wet, as there will be inflatable obstacle courses, water themed games, prizes, popsicles, cookies, popcorn and lemonade.

The summer reading program theme is Oceans of Possibilities and it lasts through July 31.

Summer reading kickoff event at Library Friday

HUTCHINSON, Kan. — The defendant in a double homicide has been bound over for trial following more than six hours of testimony during his preliminary hearing in Reno County District Court.

Kyle Hardwick was bound over on two counts of first-degree murder in the deaths of 58-year-old Phillip Anstine and 56-year-old Marion “Ed” Bates in August of 2021. He is also charged with theft and had a fourth count of solicitation of perjury for trying to convince a friend, Sherry Reed, to lie on the witness stand or not show for the hearing at all.&nbsp;

Testimony Thursday morning came from friends of Bates and Anstine. Both Cathy Havell and Dawnita Joe Hartung testified they tried to get a hold of Bates over a period of two days. They testified that they drove out to a place called the "compound" east of Hutchinson where they met a man who ended up being Hardwick. He told the two women that the pair of victims had gone to town to buy cigarettes.

The two men were eventually found, Bates in a ditch covered in tree limbs and Anstine in a pit used for burning trash, his body consumed by a fire in the pit. Forensic evidence showed that Bates had been shot twice in the face while Anstine had been shot at least once in the back. The barrel of a shotgun was also found in the burn pit.

Detectives and deputies of the Reno County Sheriff’s Department also took the stand testifying about the amount of evidence they collected. DNA samples taken from items found in a camper were connected to Hardwick. DNA testing was also done on the two victims to identify them. He is also quoted as saying that “Phil was a friend and he dropped like a martyr.”&nbsp;&nbsp;

Hardwick was arrested in Maize Sept. 1 near a Dollar General store where he had allegedly made purchases. The clerk at the store told detectives that Hardwick said to her that his truck had broken down near Hutchinson and that he walked to Maize. Detectives were able to locate Hardwick from a ping on a cell phone. He was found in an abandoned grain elevator.

Hardwick will be arraigned July 5 before Judge Keith Schroeder.

He is also charged with theft and had a fourth count of solicitation of perjury for trying to convince a friend, Sherry Reed, to lie on the witness stand or not show for the hearing at all.&nbsp;Testimony Thursday morning came from friends of Bates and Anstine. Both Cathy Havell and Dawnita Joe Hartung testified they tried to get a hold of Bates over a period of two days. They testified that they drove out to a place called the "compound" east of Hutchinson where they met a man who ended up being Hardwick. He told the two women that the pair of victims had gone to town to buy cigarettes.The two men were eventually found, Bates in a ditch covered in tree limbs and Anstine in a pit used for burning trash, his body consumed by a fire in the pit. Forensic evidence showed that Bates had been shot twice in the face while Anstine had been shot at least once in the back. The barrel of a shotgun was also found in the burn pit.Detectives and deputies of the Reno County Sheriff’s Department also took the stand testifying about the amount of evidence they collected. DNA samples taken from items found in a camper were connected to Hardwick. DNA testing was also done on the two victims to identify them. Hardwick bound over for trial in murder case

CHENEY, Kan. — After falling by as much as two feet during the recent dry spell, Cheney Reservoir is back up to normal levels.

According to the Army Corps of Engineers, the lake is at 1,421 feet above sea level. With the recent rainfall, the lake could rise a little in the coming weeks. The lake can gain about eight more feet to the top of the floodway which last occurred in 2019, when the lake reached a record level of 1,430 feet above sea level. In 2013, the lake fell to a record low of just 1,412 or nine feet below normal levels.

The lake should continue to fill as more rain is in the forecast for most of next week.

Cheney Reservoir filling up again

Three of the projects are in McPherson County where work crews will repave portions of I-135 from McPherson to the Harvey County line and install lighting at the Moundridge exit. The total cost of those two projects is just over $19.2 million. Koss Construction will do the road work while Atlas Electric will install the lighting.&nbsp; A third project involves restriping of K-61 Highway from the Reno County line to McPherson. Cillessen &amp; Sons of Kechi will do the work at a cost of just over $1 million.

In Harvey County, the city of Hesston will see new lighting installed on Lincoln Blvd. at the I-135 interchange. Atlas Electric will do the work at a cost of $221,000.

The Cancer Council of Reno County said Thursday Alexis Roets will be fulfilling the role of Director of Fundraising and Events. 

Roets began employment in May while remaining full time at First National Bank of Hutchinson as a Commercial Lender.

Roets is a Hutchinson native, and has a history volunteering with the Cancer Council. She has served on the Reno Round Up committee for the past five years. 

“Alexis has been a great advocate for CCRC and believes in our mission”, says Brad Pryor, CCRC Board President. “We have great confidence in her skillset and commitment to the Hutchinson community. Roets takes on new role with CCRC

Kan. — According to the <a href="https://www.renogov.org/DocumentCenter/View/10086/2022-PRIMARY-OFFICES-candidates-Local?bidId=">Reno County Clerk's Office</a>, four candidates have filed for the District 5 seat on the Reno County Commission as Republicans.

As of just after the deadline at noon on June 1, Don Bogner, Tom L. Collins, Mike Warren and Penelope Poitras have all filed for the seat as Republicans. There is no Democrat filed for the seat.

The new District 4 will not have a primary, but will have a general election contest, as Republican Mark Reese and Democrat Michael Jobe have filed.

Two Republicans have filed in District 1 to replace Ron Sellers, Cris Corey and Randall (Randy) Parks.

Ron Hirst in District 2 and Daniel Friesen in District 3 are in the middle of their terms that end in 2024.&nbsp;

Reno County commissioners serve four-year terms and must reside within their district boundaries. The primary, where necessary, will take place August 2.

Following the mass shooting on the campus of a hospital in Tulsa, Oklahoma this week, Chuck Welch with Hutchinson Regional Healthcare System noted the security that the hospital has.

"Hospitals and clinics are places of healing," Welch said. "Everybody in there is trying to do their best to take care of people. Why gunmen feel the necessity to threaten and to attack those places, including schools, is just beyond me. We do have a very robust security team. Chris Cooper leads that team, along with Cory Griffith's, and both of those gentlemen are ex-military and law enforcement. We have a security team posted at every door. We have security throughout the hospital, if needed."

Just like any other large public place, the hope is never to need it.

"I wish I could say that we don't need those folks," Welch said. "Unfortunately, we do. I feel pretty secure that we're ready to assist any aggressive folks off the campus, if needed, but we sure hope that people unite as a community and try to identify individuals like that and just help us keep them out of the hospital."

Hospital and community staff recently conducted a mass casualty event drill based on a natural disaster scenario.

The Fox Theatre's birthday celebration is Friday night in Hutchinson.

"The Fox has been a part of our downtown and our community for 91 years," said Josh Davies with the Fox. "We're going to celebrate that. The actual birthday is on June 8, because the theatre opened June 8, 1931. We're going to celebrate just a few days early. This is a free event. There's going to be live music. There's going to be a beer garden. There's going to be food trucks. The event starts at 6 p.m. and we'll go until about 9 or 9:30 p.m. Bring your chairs and join us. It's going to be a lot of fun. We haven't done anything like this before. It's something new we're going to try and it could possibly be an annual event if we have a good turnout."

The event will be on the street on 1st in front of the Fox with Lil' Ed and the Blues Imperials and a special opening performance by the Stone Cutters Union.

"Lil' Ed is a very well known artist in the blues music scene," Davies said. "He's a wonderful guitar player, singer, he'll have a band behind him that is just absolutely stellar. The opening act is Stone Cutters Union. They are out of the Topeka and Kansas City area. They're going to play from about 6 to 7:15 and then there will be a short changeover and we'll get Lil' Ed on the stage to finish out the evening."

You'll also be able to go in and see the Fox Friday, too.

"The theatre's going to be open from 6 to 7:30 when the event starts," Davies said. "If you haven't been to the theatre before, this is your opportunity to come down, go inside, take a look around. It's a spectacular venue and it's on the state and national register of historic places."

RENO COUNTY&nbsp;– The Reno County Public Information site, also known as the online Police Bulletin, debuted a new look&nbsp; as of June 1. After a year of data migration, testing, and revisions, the new bulletin replaced the old one, with some new added features.

The site still features daily arrests, accidents, and activity from the Hutchinson Police Department, Reno County Sheriff’s Office, and the South Hutchinson Police Department, along with the Reno County Correctional Facility log, and Most Wanted listings. There are placeholders for the Buhler and Haven Police Departments for possible future integration as well. It also includes helpful new links to found property, found animals, city codes, traffic ordinances, traffic and travel info.

“The primary reason for updating to the new RCPS application was to maintain existing data while moving to more modern software and security standards, which means it will be more maintainable and stable in the future – also this development process is understanding that departments have more information to release and share than just bulletins and that these needs can shift over time,” stated Reno County Database Administrator Trevor Ozbun.

Police Bulletin site redesigned and updated

HUTCHINSON, Kan. — The school shooting in Texas and <a href="https://hutchpost.com/posts/0f445f20-6ab8-4ea9-9bc2-d2a2d174a596">Tuesday's arrest of a Hutchinson man who allegedly threatened harm to co-workers</a> brings into focus how law enforcement and emergency personnel take action in such situations.

Twenty-four-year-old Andrew Patterson of Hutchinson is facing possible charges of terroristic threat from Tuesday's arrest. According to Hutchinson Police Chief Jeff Hooper, there are procedures in place to deal with such incidents.

“Typically what we will do in those specific situations is, first off, secure the particular business or the school by sending officers there to ensure the safety of the business and the employees there until we can ascertain the threat level,” Hooper said. “Then of course we attempt to locate the potential suspect or the person or persons making the threat.”

Hooper says the addition of procedures and personnel to deal with mental health issues that can lead to such incidents has been important to the department.

“We have components in place to be able to deal with people who are having a mental health or substance abuse crisis in our community,” Hooper said. “Because typically what we find is that those situations can turn violent and we want that team to be better able to diffuse those situations.”

Hooper says Tuesday's arrest came after the department was notified by the public of the potential threat, which he says is necessary for the community to stay safe.

“It takes a community because, like the situation yesterday, we got a tip, and that allowed us to intercede and intercept that before potentially anything happened,” Hooper said. “Without that tip, we would have never known about that potential situation.”&nbsp;

Local law enforcement trains constantly to deal with such threats — that includes yearly exercises in the county schools.

“We are on the cutting edge of training for this type of incident. We have exercises and we train on it throughout the year,” Hooper said. “It’s a full-scale exercise with the current best practices in the field to be able to best handle these types of threats.”

Hooper says all law enforcement has come to the realization that it’s not a matter of if such an event will happen, but when it will happen.

Law enforcement has procedures in place to deal with threats 

HUTCHINSON, Kan. — First District Rep. Tracey Mann joined 117 colleagues in sending a letter to the Securities and Exchange Commission (SEC), expressing their concerns with a new proposed rule that he says would have a negative impact on U.S. agricultural producers.

The proposed rule, “Enhanced and Standardization of Climate-Related Disclosures for Investors,” would mandate that all public companies issue extensive climate disclosures, including detailed reports for every company in their supply chain. While farm and ranch operations are not public companies, they could still be obligated to track and report data on their greenhouse gas emissions because of their prevalence in the supply chain.

"The SEC was established to oversee capital markets and protect investors, not to scrutinize the day-to-day activities of farmers and ranchers in the name of climate protection," Mann said. "This proposed rule goes way beyond the SEC’s statutory authority, buries producers in even more onerous regulations, and infringes upon the privacy of the men and women who feed, fuel, and clothe the world. Farmers and ranchers are the original conservationists. They shouldn’t be subject to overreaching climate regulations from the SEC."

Mann says the proposed rule poses significant privacy, liability, and compliance concerns for Kansas farmers and ranchers, adding most do not have the resources necessary to gather all the information required by the proposal, or the team of attorneys necessary to ensure compliance with SEC regulations. If finalized, this rule could restrict small producers from selling their products to certain buyers and force consolidation.

Mann opposes climate disclosure proposal

FRANKLIN COUNTY—A Pratt man was injured in an accident just before 3 p.m. Wednesday in Franklin County.

The Kansas Highway Patrol reported a 2019 Peterbilt semi driven by 44-year-old Michael L. McGraw of Pratt was northbound on Interstate 35 just south of Kansas 68, when due to a&nbsp;distraction in the vehicle, the semi veered right and struck a guard rail and came to rest facing the north side of the road.

EMS transported McGraw to Advent Health. He was properly restrained, according to the KHP.

TOPEKA&nbsp;– Hutchinson's Mayor now has a job with the State of Kansas. 

Jade Piros de Carvalho will serve as the new Director of the Office of Broadband Development in the Department of Commerce.

Piros de Carvalho has experience in government affairs, community relations, business development and marketing for the Kansas-based rural broadband provider, IdeaTek. 

Along with managing advocacy efforts for broadband expansion policy, Piros de Carvalho also spearheaded digital equity efforts for the company. She will direct Commerce’s efforts to drive growth and expansion of broadband throughout the state.

“I’m thrilled to welcome Jade to our Commerce team. Her breadth of knowledge and experience with broadband development will take us to the next level,”&nbsp;Lieutenant Governor and Commerce Secretary David Toland said.&nbsp;“Jade will work tirelessly to ensure that we have the programs in place to expand broadband access across the entire state.”

Additionally, Piros de Carvalho brings nine years of local government experience as an elected official currently serving a third term as mayor for the city of Hutchinson. She holds a Bachelor of Arts from Wichita State University and a Master of Public Affairs from the University of Missouri, Columbia.

Piros de Carvalho new Director of the Office of Broadband Development

HUTCHINSON, Kan. — A Hutchinson man has been arrested after he allegedly threatened to harm his co-workers at a Hutchinson business.

Hutchinson police detained 24-year-old Andrew Patterson during a traffic stop Tuesday afternoon after law enforcement received information that Patterson had made the threatening comments.

During the stop, police found detailed plans in Patterson’s vehicle to carry out an act of mass violence against the employees. A search warrant was executed at his residence where additional evidence related to the plan was collected.

Patterson was taken into custody on suspicion of domestic terrorism. His bond has been set at $3,000,000. Formal charges are pending and the investigation continues.

Hutchinson Police arrest man in plot to cause harm to employees

The Human Relations Office, in partnership with the Hutchinson / Reno County Chamber of Commerce, will hold a Minority Business Mixer networking event sponsored by Peoples Bank and Trust and Justin Gillette – Shelter Insurance Agency. 

The event will be held on Tuesday June 7, 2022, starting at 5:30 p.m. at the Peoples Bank and Trust branch at 1020 North Main.

Rhonda Harris, Director of the Office of Minority and Women Business for the Kansas Department of Commerce will be in attendance to highlight the importance of certification for minority and women owned businesses.  

The Minority Business Mixer is a networking event for minority owned business owners and professionals to connect and build relationships with the rest of the community.
