RENO COUNTY – Recent rains and flooding have made conditions ideal for increased mosquito numbers.&nbsp;

There are free larvicide mosquito dunks and directions for proper usage available to all Reno County residents at the Reno County Health Department, 209 West 2nd Avenue, and in several Reno County towns. 

The Health Department is open Monday, Tuesday, and Thursday from 7:30 a.m. to 6 p.m., Wednesday from 9 a.m. to 6 p.m., and Friday from 7:30 a.m. to noon.

The Centers for Disease Control and Prevention, along with KDHE, recommends to remove standing water where mosquitoes can lay their eggs by emptying items that hold water. Those can include tires, buckets, planters, tools, pools, birdbaths, flowerpot saucers and trash containers. 

If the water cannot be emptied, you can use larvicide mosquito dunks in the water.

To prevent mosquito bites, the CDC recommend using <a href="https://www.epa.gov/insect-repellents">Environmental Protection Agency registered insect repellants</a>, wearing long sleeves and pants, using screens on doors and windows that will be open, and if you are camping and sleeping outdoors, consider using a mosquito bed net.

Mosquito mitigation larvicide available in Reno County

Kan. — The newly crowned Miss Kansas, Ayanna Hensley, is still running on adrenaline and shock after being crowned in Pratt on Saturday.

"I don't think it will set in until a couple weeks down the road," Hensley said. "It's still just so surreal to me. When it was time for crowning, the feeling, you can't describe. The best way I can describe it is static. When you're holding hands with the first runner up or the current Miss Kansas, you just never really know, but at that moment, you know, you're both so qualified and you're both so ready for this moment. If you look back at my crowning moment with my awesome first runner up, Jetta Smith, she was actually speaking over me, she was speaking over the legacy that I'll leave as Miss Kansas and as Ayanna, myself. I'm getting really emotional in that moment. From that moment on, it's been a whirlwind."

Hensley's platform of ACEs Low: Overcoming Adverse Childhood Experiences is personally important to her.

"It entails going through your past and being able to work through the things that haunt you at night," Hensley said. "It's obviously geared towards children, because they are able to digest it a little bit faster. It's really fresh for them and obviously that catapults them into a brighter future."

For Hensley, her faith has helped her to become the person she is today and overcome her own childhood trauma.

"My parents were really young when they had me," Hensley said. "I was the result of a teen pregnancy. Obviously, there was a lot of growing on both ends that was involved. My parents struggled with addiction in and out of my life. That was just a form of inconsistency. The biggest thing I struggled with is a very inconsistent childhood and even early adulthood."

That's why she wants to spread the message to kids and to Kansas that you can recover and become whatever you dream to be, even a Miss Kansas winner. The date for the Miss America pageant has not yet been announced.

Kan. — The Kansas Farm Bureau will be hosting a two-hour moderated discussion July 6 at 8:30 a.m. in Hutchinson to talk about water policy. Participants are encouraged to register at <a href="https://form.jotform.com/kfbforms/2022-regional-water-meetings">www.kfb.org/advocacy</a>.

During the 2022 legislative session in Topeka, water was a large topic of discussion. Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee.

The meeting will include a short educational presentation on Kansas water issues followed by facilitated member discussions. 

The outcomes from the five sessions will be presented to the KFB Board during its July meeting. If any recommendations for policy change come from these discussions, the board will have the option of referring those to the Resolutions Committee for consideration during its August meeting.

Kansas Farm Bureau water meeting in Hutchinson next month

Kan. — The specifics of the Senate deal on gun control legislation that is being reported are not yet in legislative language, but Kansas First District Congressman Tracey Mann voted against a bill earlier this month and will be watching what changes there are closely.

"We cannot go and take people's Second Amendment rights away for law abiding citizens who have done nothing wrong," Mann said. "I voted no to the package last week. A handful of negotiators are on the Senate side saying they have come up with a framework. Until you see the text and really know what's in it, it's really hard to comment."

The proposal is said to include initiatives to support state crisis intervention orders along with a national expansion of mental health services for children and families, also expanding mental health programs in schools, creating an enhanced review process for gun buyers under the age of 21 increasing penalties for straw purchases and providing additional funding for school resource officers. 

"The Senate will have to work it," Mann said. "It often takes them longer, just how their rules and floor time is set up. We'll see what they do with that this week. If that gets turned into a bill and is considered, then we'll see if it gets kicked back to the House side of the legislature here next week, or sometime later this summer."

The details and how much restriction it does or does not put on those who have not committed a crime will be key in whether anything can gain bipartisan support.

Mann: No gun control bill specifics yet, need care to keep rights of 'law abiding citizens'

Kan. — Erica Miller, DVM, with Apple Lane Animal Hospital said that rabies cases have been found in Reno County, so pet owners need to be vigilant.

"Here in Reno County, there's been two positive cases of rabies," Miller said. "Both were in skunks. So far, in the state of Kansas for this year, there have been seven skunks that have been positive and one bat."

That's why it's important to get all pets immunized for rabies, if you're going to keep them around.

"I think one was in like, rural Haven, so not far from us here," Miller said. "I think the other was rural Partridge, but I believe both of those skunks were actually attacking kittens."

Those attacks resulted in a short life span for those kittens.

"I always have to emphasize that, our barn cats that aren't inside cats, they have the most exposure to wildlife that could possibly be carrying rabies. Bare minimum, let's make sure all our barn cats have been vaccinated for rabies. Unfortunately, in those cases where those skunks were attacking those kittens, they weren't vaccinated for rabies. They had to be euthanized."

At Apple Lane, Miller notes that they give rabies vaccine at four months, but check with your veterinarian on their policy.

The Board of County Commissioners will have the opportunity Tuesday to be the first to publicly talk about a potentially large hotel complex project that is seeking a relatively small pool of American Rescue Plan Act funds from the county.

The project being contemplated, according to documents provided to commissioners, is a Hilton Garden Inn in Hutchinson, with a large outdoor entertainment amphitheater, conference center, and an upscale sports bar on the property. 

The hotel, conference center, and amphitheater will be a majority locally funded project. There are two possible sites being considered and documents provided do not specify their location.

The ARPA funds would be to use towards the amphitheater’s infrastructure and surrounding entertainment district amenities and the request is for $235,000.

Local builder Aaron Brooks and former Great Bend City Administrator Howard Partington are both named in the application for funds. Howard Partington is Reno County Administrator Randy Partington's father. 

Commissioners were informed of the elder Partington's assisting Brooks in the application process prior to the request and Randy Partington will have no role in the scoring of any of the applications. 

In fact, he plans to ask commissioners Tuesday if they want to have a separate committee do the scoring or if they want to do it themselves.

According to Brooks and Partington, the Hilton Garden Inn will be the centerpiece of a six plus acre development, where the plan is to invest $15 million for the Hilton Garden Inn, and an additional $3 to 5 million to complete the amphitheater, restaurant, and entertainment district.

The intent would be to leverage incentives from the State of Kansas to complete the project. 

The amphitheater infrastructure request is one of five new requests added to the original list given to commissioners earlier this year.

Reno County has designated the first $10 million of their $12,042,385 allocation to replace lost public sector revenue, allowing for more flexibility of the allocations.

The primary priorities previously outlined by commissioners included childcare, housing and economic development.

The Board of County Commissioners meets Tuesday at 9 a.m. at the Reno County Annex.

County ARPA funds request could be part of large hotel project

Biking Across Kansas riders will descend on Hutchinson Tuesday as the 49th annual ride stops here overnight for the first time this century.

The <a href="https://ridewithgps.com/routes/39637128">planned route</a> will bring the riders into town on 4th Avenue and then up Washington Street to Harley's Bicycles on 7th Avenue.

The street there will be closed and vendors will be set up all day until 5 p.m.

There will be bike racks on 7th to accommodate as many bikes as possible.

The overnight stop for the riders is at the Salthawk Activity Center at Hutch High.

Shuttle buses will run from the SAC to downtown that evening, so that riders can grab something to eat.

This year is the fourth time BAK has gone through Hutchinson, but only its second time as an overnight stop. The other was in 1999.

Adam Stewart, Neighborhood Development Coordinator for Hutch Rec, believes the neighborhood work that has been done in SW Bricktown since its establishment helped them know how to navigate the city process to <a href="https://hutchpost.com/posts/9be2b03e-2307-422b-9235-78b8acdd5a5b">make their voices heard on the solution to the Woodie Seat Freeway.</a>

Southwest Bricktown, as we've already noted, is doing a lot of their own work in advocacy," Stewart said. "Grace Arbor, there's some work going on there, the neighborhood is really taking the reins on. I really do think the program is good for getting residents of the neighborhood in a position where they can be empowered to speak for themselves."

As we have already noted, the Lincoln Elementary neighborhood is the next one that Stewart would like to start with. In a separate story, <a href="https://hutchpost.com/posts/505d5ebc-f1bb-44f7-8200-d92583bf4c24">Hutch Post reported earlier this year that remodeling Lincoln is one of the projects recommended by RSP in their facilities study of USD 308. </a>

It would seem to follow, then, that the organization that would come from being involved in the neighborhood establishment process could create some of the relationships necessary to be able to successfully advocate before the USD 308 school board and, if necessary, before the entire community to see that the Lincoln remodel actually happens.

"Currently, we have six neighborhoods that have received proclamations from city council officially recognizing them," Stewart said. "In order from oldest to newest, in terms of being in the program, that's SW Bricktown, College Grove, Farmington Park, Creekside, Grace Arbor and Midtown. With the work starting up around Lincoln Elementary School, that will make seven."

SW Bricktown was established in 2016 and the Woodie Seat issue appears to be one where advocates have had at least some success, as opposed to the change in Avenue A's building from an elementary center to currently the center for the alternative school. However, <a href="https://hutchpost.com/posts/731cc750-dc94-4ef0-af1c-b465420bf9ad">the USD 308 school board is having the building appraised for possible sale.</a>

Neighborhood establishment results in advocacy

PRATT COUNTY—A Kansas man was injured in an accident early Sunday in Pratt County.

The Kansas Highway Patrol reported a 2006 Chevy Silverado driven by Christopher R. Denio, 37, Dodge City was northbound on NE 110th Avenue three miles north of Preston.

The driver lost control of the pickup. It left the roadway, rolled one time, and came to rest in a pasture.

EMS transported Denio to Wesley Medical Center. He was not wearing a seat belt, according to the KHP. The exact time of accident is still under investigation.

Denio, 37, Dodge City was northbound on NE 110th Avenue three miles north of Preston.The driver lost control of the pickup. It left the roadway, rolled one time, and came to rest in a pasture.EMS transported Denio to Wesley Medical Center. He was not wearing a seat belt, according to the KHP. The exact time of accident is still under investigation.

It's now been over three months since the Cottonwood Complex fire and Reno County VOAD is continuing to come alongside those who are recovering from the damage to their lives.

"Myself and Megan at the Salvation Army, the two of us are visiting with people every day," said Amy Bretz with the United Way of Reno County. "They are calling, asking questions, the biggest thing that we are doing right now is helping people with getting their water hooked back up if they are moving back out there, getting electric lines back in. There are foundations that still need to come out. Since March, there have been many people involved in this process."

The VOAD couldn't have helped nearly as fast as they have without numerous local volunteers and organizations like Mennonite Disaster Services and Interfaith Housing and the overall support of Hutchinson and the surrounding community. 

Bretz said that for most people, the property they have is still home, even though they need to rebuild.

"Some have moved out of that area, they were insured and were able to purchase another home and go somewhere else," Bretz said. "For the most part, most of the people who live there who have lost everything, they want to be back on their properties. They have some beautiful spaces out there. It's private. There are beautiful trees. They are out in the country and that's where they want to be, so we want to be sensitive to what their needs are and what their desires are, and help them move in that direction."

There's also the emotional toll that the memory of that day's events continues to take. Bretz has to use her training in social work to help people to cope.

"This is a really traumatic thing that happened," Bretz said. "Those who were present that day, in that fire, trying to grab a pet, grab a loved one, get out of there, race through the smoke. The stories that we've heard, of course, are things that I have never dealt with. I don't know what that felt like, and to listen to them...I want people to talk about that. You need to tell that story. Some of my clients are very willing to talk about that. We discuss it and I ask questions about, you know, you wonder, how do you sleep at night when you wonder, could a fire come and get me again? That's real."

Over 40 properties were damaged in some way, but Bretz notes that the people out there are both resilient and giving, even as they pick up their own pieces.

"I have to give a shout out to the Cottonwood Fire survivors," Bretz said. "The kindness from these people has been amazing. The gratitude that they have shown all of us who are working with them has really been pretty awesome. They have consistently said, help my neighbor, help my neighbor. I'm going to be okay. Please make sure my neighbor is okay."

Cottonwood complex fire recovery continues

Amy Conkling with Hutch Rec is glad that Salt City Splash and the Buhler Pool have had a good start to their summer seasons thanks to great work by the maintenance staffs to keep those facilities running, as other area pools have struggled to open due to pump issues.

"Thankfully, we have really hard working crews, both on the Hutch Rec side and the City of Hutch side working to get that facility open," Conkling said. "Buhler, as well. They are a smaller scale pool, but they are an aging facility with older pumps, so they do a lot of tender, loving care, making sure that the pools are up and running and give that the care that they need to open on time."

Conkling noted that discussions and data collection continue on the idea of moving back to a neighborhood pool model for the city of Hutchinson in the coming years.

"Tony Finlay, our executive director at Hutch Rec, myself and Justin Combs with the City of Hutch, he's the parks and facilities director, we were the smaller committee that was meeting with the consultant," Conkling said. "We continue to meet with them and there are definite legs to that movement and really that thought process of moving back to the neighborhoods. With Hutch Rec, we've done a lot of neighborhood development work. We are really big into listening to what the residents and what our community wants and also what we need in our community. We continue to track that data to really be strategic in giving the city council and our Hutch Rec Board of Commissioners as much information as they want and as they need to make those important decisions. There's a price tag to everything that we do. We want to make sure that we are good stewards of our money and we are getting the biggest bang for our buck in what our community not only needs, but what they desire in that quality of life."

Because they are still getting data this season, they'll plan to look at it after folks are done swimming in 2022.

"We have a joint City Council-Hutch Rec Board of Commission meeting that we do, one in the spring, one in the fall," Conkling said. "Our goal and our deadline is to give them that data for that Octoberish meeting that we schedule with City Council and the Hutch Rec Board of Commissioners. We're really outlining the options that we have, to keep Salt City Splash along with a neighborhood pool or two, or doing all neighborhood pools. We're trying to get as many options on the table. Again, we want to make very informed decisions, with solid data that will back it."

There are just a few years left of life at Salt City Splash before significant renovations would be necessary, so the scope of that is also a topic on the table if any of that is kept for the long term.

Conkling: Good start to summer, data being taken for long-term aquatics decisions

According to documents that the Hutchinson City Council will refer to in their general fund budget discussions on Monday, the valuation has been received from the County and shows a 7% increase in valuation which equates to a 2.96 mill decrease to remain revenue neutral.

Finance Director Angela Richard is presenting a revenue neutral budget to the council for their discussion.

Sales tax trends tend to predict that as inflation increases the cost of goods, sales tax will increase. The proposed budget predicts a 3% increase in 2023.

The personnel changes include 3 additional full time equivalents, also included in the budget is a 3% merit-based pay raise and wage compression adjustments.

Health insurance costs are predicted to increase 12%. The 2022 Projected and 2023 Preliminary budget numbers reflect that increase.

Inflation percentages provided by the CPI (consumer price index) for certain categories were suggested to departments.

Many departments that use gasoline and chemicals have seen significant increases.

Due to inflation, staff were instructed to reduce their requested budgets.

Also included in the budget were outside agency requests, including:

Neighborhood Officer Position (Joint funded) $20,000

Chamber of Commerce Downtown Funds $50,000

The Start Up Hutch request is an increase of $30,000 and the Chamber of Commerce requests an increase of $40,000. 

Also, after the Chamber submitted their letter,they reduced their request from a full-time staff member for Downtown Development to a part-time. Additionally,the Chamber advises that there will be a request for

$100,000 to match to fund an architect for downtown Hutchinson.

Also to be discussed Monday are two alternate scenarios for increases in water rates for residential and commercial customers. The alternate scenarios provided by Burns &amp; McDonnell don't have a significant impact on residential bills, with just pennies of difference in each scenario. However, increasing the minimum charge and decreasing the volume charge for large industrial users reduced the overall system increase. 

The first alternative requires a reduction of 13% of capital projects, or about $700,000 from 2023-2027. The second requires a reduction of 23% of capital projects or about $1.26 million from 2023-2027.

This is without figuring whether or not stormwater utility fees will be reduced and if so, by how much.

Even the more revenue raising baseline scenario would still leave Hutchinson with water rates below the regional average.

The Hutchinson City Council will have its general fund budget work session Monday at  3 p.m. at City Hall.

"That's a major thoroughfare that had to be shut down for the majority of the day," said Hutchinson Police Chief Jeff Hooper. "One of the things that we've come to realize in law enforcement is that time is on our side in those particular situations. If you force that situation, or if we push officers or push the suspect by the tactics that we use, then it's more likely that encounter is going to turn into a violent encounter and we're going to have to use force. The suspect may be pushed into a corner, where they feel that they have to use force against our officers. We will take all the time that we need to negotiate, to negotiate, to negotiate, to try to come to a peaceful resolution."

In the case of the June 7 events, Hutch police's role was to support the initial efforts of the Reno County Sheriff's Office.

"The sheriff's department was out there for several hours and then they brought us in as a fresh team to come and assist them," Hooper said. "We were able to utilize those tactics, and, like I said, we always believe that time is on our side."

The longer events last, especially when the person in crisis is by themselves, the better chance that they will get tired and decide it's better to give up and get help.

In a letter to patrons sent out Saturday, Jill Juhnke, Devin Storm and Lauren Taylor said, "After 13 years of committed operation, a combination of factors brought about the timing of this decision. Personal goals, rising food costs, labor shortages, ongoing facility and equipment challenges accumulate and erode the ability to deliver services to our highest standards. A cornerstone of our business has always been to uphold and offer a unique and truly one of a kind experience for our guests and we feel proud of what we have offered our community in the time we have been open. However continuing in this state would compromise those values."

They said they intend to stay open until June 25th or as long as staffing and supplies permit.

"Offerings and hours may be affected in the coming weeks, but we remain committed to premium service, quality and authentic communication," the letter said.

Hutchinson Police Chief Jeff Hooper said his department is always trying to help mitigate the risk of mass shootings in the Salt City.

"I have two experts on my staff in active violence or school related shootings," Hooper said. "We reach out to the community and we literally do dozens of complete security plans, security inspections of various businesses, our school districts. Those two officers go out, sit down with staff, work on their emergency preparedness plan, check the safety of the building, talk about our law enforcement response, to make sure that the businesses and schools can be as safe as possible."

Hooper also said there is a full drill coming up later this summer.

"We do a full-scale active shooter exercise every summer," Hooper said. "It's a week long. It involves all emergency services, all law enforcement in the county, including state agencies, KHP and Wildlife, Parks and Tourism. They come out along with EMS and Fire. We usually do it in a school. We utilize a different school during the summer every year. It's a week long, all services work together. You'd be amazed how realistic we make it. We have smoke. We have noises. We try to simulate that stressful environment as much as possible. Every officer, every firefighter, every EMS personnel is put through those specific drills, to make sure that we're as prepared in case a worst scenario would occur in Hutchinson."

The school building that is used rotates, depending on what districts make available.

"We've done the high school, the middle schools, several of the grade schools," Hooper said. "We've even done in the Buhler school district, as well. It's not so much about the layout of the building. That presents some individual challenges, but the tactics that we utilize circumvent that and are able to be deployed in any particular layout."

There's no concern about jurisdictions when it comes to mass situations.

"If there's an active shooter, it's an all call," Hooper said. "Every law enforcement officer in the area is alerted and everybody goes. It's really not about jurisdictional boundaries. It's about who can get there first."

The goal, of course, is to find out about threats before they happen.

According to Lt. Jake Graber with the Hutchinson Police Department, on June 2, 30-year-old Dustin M. Bright was arrested by the Special Operations Division for 1) Distribution of a controlled substance causing death and 2)Arranging the sale of a controlled substance using a communication device. 

Following his arrest, Bright was formally charged by the Reno County District Attorney’s Office.

HUTCHINSON, Kan. — The Hutchinson Fire Department dealt with an attic fire thought to be caused by electrical issues Friday morning.

According to a department release, crews were called just before 9 a.m. to the 2800 block of North Jefferson, where they found a house with smoke coming from the attic.

After gaining access, they put out what fire was there and cut a hole in the roof to vent the smoke. No one was hurt.

This week is U.S. Bedbug Awareness Week and a local foundation is trying to raise funds to eradicate bedbugs in Reno County.

"We received a grant from the Hutchinson Community Foundation," said Sleep Tight Foundation Board Member Kate Lewis. "It was in the amount of about $5000. We've already used some of that for a family. We estimate that grant will run out by the end of summer."

Since 2018, the foundation has been able to fully fund treatment of more than a dozen homes to eradicate bedbugs, but eradication measures can cost anywhere from $500 to up to $2000 depending on the size and scope of the infestation.

"We've started what's called the Drive for 500," said secretary Monica Warren. "That's getting families and businesses and individuals to donate just $10 a month. That would give us a much more consistent response in support and allow us to help essentially 50 homes a year."

Bedbugs don't care if their environment is clean or dirty. All they need is a warm host and plenty of hiding places.

"We don't want that stigma of shame to be out there," Lewis said. "It can happen to anyone."

Local foundation looking to fund eradication of Reno County bedbugs

Given the damage from the early Friday storms, the burn site in Haven will be open for extended hours on Saturday.

The new hours are 9 a.m. to noon and 1 p.m. to 7 p.m.

In addition to some downed limbs, there has been an internet outage for some Ideatek customers Friday morning.

 A main line into town was damaged in the storm and at least one power line was still being worked on as of mid-morning. 

According to WeatherBug, Haven received just over an inch of rain in the overnight storms.

Haven Police also remind the public that after a hail event roofing and siding companies may come to the area. A peddler's license is required in Haven and they recommend you ask anyone going door to door to see theirs. 

If they don't have one, call 9-1-1 and police can ensure they get the proper paperwork.

Burn site open more in Haven Saturday

McPherson Mayor Tom Brown announced this week that a country artist with five number one hits will be in the Light Capital for a concert next month.

"We have on July 23 at 8 p.m., Sara Evans," Brown said. "This will be held at McPherson College at the stadium. We'll have a pre-show from a local talent, which is to be announced soon."

The concert is in conjunction with McPherson’s 150th Anniversary Celebration.

"It will be free," Brown said. "We'll work out how we're going to have tickets or not have tickets to get an estimation on the crowd."

There will also be food trucks and alcohol available on the McPherson College campus between the stadium and Miller Library prior to the concert.

Sara Evans to come to McPherson July 23

HUTCHINSON, Kan. — The Hutchinson City Council will meet again Monday to tackle more of the 2023 budget. The work session will cover the general fund. Interim City Manager Gary Meagher says there will be challenges for the council in holding the line on spending.

“I think everybody is going to be faced with things such as inflation and high fuel costs,” Meagher said. “We have a lot of equipment that we operate for the city, so fuel costs are going to be a big factor.”&nbsp;

Meagher says that, while costs are going up, he is hoping that revenue will be able to keep pace.

“We continue to think, maybe, we will get a little increase in sales tax, but it’s always a little hard to predict too,” Meagher said. “All of our other revenues seem to be where we expected, fairly constant.”

Meagher says he has been meeting with various department heads this past week to get a better idea of the funding they’re requesting for next year.

“They’ve really done a good job in trying to cut back on some of the things in their budgets,” Meagher said. “There’s only so much that they can do and still deliver the basic services that they provide.”&nbsp;

Meagher says most residents don’t know how much work goes into finding a balanced budget that can still provide what is needed to run the city.

“I don’t think the people know how tough of a job the council members do have. There’s a lot of requests, there’s a lot of services that the city provides,” Meagher said. “Trying to find that right balance of providing services, yet keeping taxes and other fees and associated revenues in a reasonable arena, it’s really a tough situation.”&nbsp;&nbsp;

Monday's meeting begins at 3 p.m. at the Hutchinson city offices.
